For several years 1 have been engaged in studying the behavior of iron and steel under varying conditions of tension and compression, as well as of shock and abrasion. Some of these observations have been communicated to the Institute at various times. Within the past year I have been looking at the various observations that I have made as a whole, and have been led to the conclusion that there is a regular law of fatigue and refreshment of metals, and that the change which produces either the fatigue or refreshment, is a. chemical one, which is, however, in almost all cases accompanied by physical and molecular changes at the same time. That metals under conditions that were more or less well understood became worthless, has been known for many years. It has been known to blacksmiths that iron and steel, when improperly treated in their fires, become "burned," as they call it, and could no longer be used, and some of them have had a scrap heap into which such material was thrown. A few of them knew that after a period more or less long the iron or steel recovered some of its original properties and could, with many precautions, again be used, but that these phenomena followed any law has not to my knowledge been announced. My attention was first attracted to the varying conditions under which iron and steel rails break in service. It was not long before I became convinced that there was a general law applicable to all metals which allowed of their being used with safety within certain limits, and caused their rupture when the use extended beyond these limits, and this law I have called the law of fatigue- of metals. When me observe the causes of deterioration in iron and steel rails, we find that they are principally shocks, either slight and frequent, like those produced by the passing of a train over a road-bed in good order, which produces a vibration sensible to the ear laid on the rail, for very long distances, but distinctly audible for only a short one; or from sudden and heavy blows, like the descent of the locomotive and each car successively from a high to a low rail.

Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.

THE MORWELL BROWN COAL DEPOSITSTHIS deposits of brown coal in the neighbourhood of Morwell, are of tertiary age, and are represented on several horizons, but, owing to lack of evidence, the exact age cannot be fixed definitely. It is chiefly by reference to the basalt flows of the Older Volcanic series that the brown coal beds have been classified as of Pre-Volcanic and of Post-Volcanic age. The Pre-Volcanic brown coals are less widely distributed, and the seams generally are thin, though near Thorpdale a thickness of 40 tt. has been recorded, and from 10 ft. to 12 ft. in the vicinity of Narracan. Both of these localities lie to the south-west of Yallourn, and it has not been proven as yet whether these older coals and accompanying basaltic flows pass under the Morwell beds.The brown coal deposits have accumulated in an area where extensive faulting in early tertiary times has taken place with oscillations of elevation and depression of the land surface. In the vicinity of Yallourn, Paheozoic strata (probably Silurian) are exposed on either bank of the Latrobe River about a mile above the powerhouse weir, where the river flows through steep banks rising a couple of hundred feet on either side. The Silurian strata are highly inclined, and consist mostly of slates and Illudstones. Resting unconformably on the upturned edges of the Silurian is a conglomerate bed of Mesozoic age, above which occur beds clipping to the south-east of felspathic sandstones, with alternating mudstones at times carbonaceous, and containing thin seams of black coal.The brown coal seams and associated lignitic Clays, sands, gravels, etc, rest on the Mesozoic strata (as proved in the vicinity of the power-house and by boring north of the Latrobe River, near the old open cut), but do not appear on the surface of the Mesozoic, where these beds attain an altitude of more than 50 ft. above the present level of the Latrobe River.Half a mile upstream from the power-house a layer of basalt of the Older Volcanic series, almost resting upon the Silurian strata, is...

(communication to the Secretary*) :—In answer to one of the inquiries made of Mr. Conner, and as a matter of historical record, I beg to say that the idea of supporting the strata over worked-out areas in coalmines by flushing the openings full of culm originated and was put into actual practice by the late R. C. Luther, a former member of the Institute, at that time Chief Mining Engineer, and later General Manager, of the Philadelphia & Reading Coal & Iron Co. In the early 80's the Philadelphia & Reading Coal & Iron Co. purchased from Messrs. Hecksher & Co. the Eohinoor colliery, situated in the western part of the borough of Shenan-doah, Pa. On taking possession of the colliery the Philadelphia & Reading Coal & Iron Co. made a conlplete resurvey of the mine-workings, giving an absolutely correct map which showed not only the plan of the mine-workings, but also every improvement on the surface over the workings, and the marked features of the surface of the ground. Tidal elevations were shown at every eurvey-station in the mine and on the surface, so that, as is the case with all the maps of the company, contour-maps of either the surface or the bottom of any coal-seam, or geological cross-sections, could be constructed directly from the information on the mine-maps. In a cornparatively short time after the company took possession of the colliery, the workings which extended under the western portion of the borough of Shenandoah began to cause trouble and damage dwellings and other buildings in that section of the town. The lots in this section had been sold, in many cases, to individuals by the Gilbert & Shaefer Estate, owners of the coal-lands on which the colliery was located. In

The activities which seem to call for special comment are: THE NEW FORM OF MAGAZINE MINING AND METALLURGY appeared every month during the calendar year and has been developed until it contains some ten departments. It has brought forth more commendatory letters than have been received at headquarters on any other subject throughout the year. Less than a dozen letters unfavorable to the change have been received, and the indications are that the magazine has met a want deeply felt, especially by members distant from headquarters. The technical papers printed by the Institute are published in abstract in the magazine and opportunity is given to members who desire them to receive full copies of any or all papers published. The Bound Volumes, as usual, contain all the papers in full and discussions thereof. FINANCES The greatly increased cost of paper and printing has put a tremendous burden on the Institute's finances, since the dues of $12 per year are only 20 per cent. greater than the members paid when the Institute was founded forty-nine years ago. This has resulted in a temporary deficit, similar to that encountered by many of our sister engineering societies. The fact that our Institute has lower dues and gives more in the way of publications to its members than any other of the national engineering societies has rendered the situation more difficult for us. MEETINGS The Annual Meeting in New York, the Field Meeting in the Lake Superior District, the meeting of the Petroleum and Gas members at St. Louis, and of the Institute of Metals Division in Columbus, Ohio, have all been described in full in the magazine.

(Butte Meeting, August, 1913.) THE Kennedy mining district is situated about 55 miles in a southerly direction from Winnemucca, and about the same distance south-east from Battle Mountain : two towns situated oil t the main line of the Southern Pacific railroad. History. Prospectors were first attracted to the district by the reported discovery of gold by Chinamen in Cinnabar creek in the early 90's. The prospectors came from the rich placer workings in and about American canyon ; but the new diggings were not found sufficiently rich to justify their being, worked as placer properties, and the prospectors started work in a number of places, looking for the veins which had fed the canyon. In 1893, Charles E. Kennedy, a prospector who had been attracted by the reported discoveries in the vicinity, left Hawthorne and came to the present site of the town of Kennedy. Within a short time he discovered the vein known as the Imperial, and proceeded, with the aid of some friends, to develop it. The vein was readily traced for a distance of about a mile, and about $10,000 worth of high-grade ore was shipped to the Utah smelters. At about the same time the Lawler Brothers, who had been prospecting in the district for some time, located the ?Gold Note group," which showed some extremely rich ore. Within a very short time they extracted from 'the Gold Note vein 150 tons of ore, which was shipped to the Utah smelters, and netted about $105 per ton above all expenses. Their good fortune attracted attention to the camp, and within .a short time a town was laid out, with a population of about 500 people. It was named in honor of Kennedy, who had made the first discovery of pay ore in the district.

THE Great Fitzroy Mines Limited, comprising an area of 183 acres, and held under lease, are situated at Mt. Chalmers, within the Cawarral goldfield, 18 miles from the city of Rockhampton, Queensland, on the Rockhampton-Yeppoon railway.The nearest railway station i; Mt. Ohalmers, distant about half a mile from the mine, with which it is connected by a fairly good road. The outcrop of the ore-body consists almost entirely of ironstained quartzite, no sign of copper being visible. The outcrop and its immediate vicinity have been worked intermittently for gold during the past :fifty years, the ore being amenable to battery treatment.About twenty years ago a company was formed to prospect this outcrop, and work was commenced by driving an adit, but the results proved disappointing, and work ceased. Later a party of prospectors sunk a winze from the adit level, which has sincedeveloped into wh~t is now known as the North shaft. The property was afterwards prospected by Messrs. Oharley and Osborne, who continued sinking the winze, meeting with sulphides at a depth of about 120 ft.The Mt. Chalmers Copper Mining Company was formed to work the property, and smelting operations started on a small scale. These, however, met with ip.different success, and the property was again abandoned.

Resume Guidelines There are some things to remember when preparing a resume. These include: • Limit your resume to one page, unless you have a lot of experience. Then it should be a maximum of two pages. • Use 8.5 x 11 plain bond paper, white or off-white. Stay away from colored paper, odd size paper, and cute resumes. They are counter-productive. • Make certain your resume is typed professionally. Be sure to check for spelling, grammar, and typographical errors. • Have your resume reproduced by copier or printing shop. Do not use carbon copies. • Keep your sentences and remarks short and punchy. Use action verbs. • Have a good layout that is easy to read, brief, and uncluttered. The mining industry’s image is molded by what the public knows, or thinks it knows about mining. As Caterpillar prepared for the production of its educational video, Common Ground, the public’s perceptions about mining needed to be established. Before we could educate people about mining, we had to find out what they already thought. As those perceptions were analyzed, we were able to narrow the video’s focus to relevant, realistic approaches. We found out what people did not know about mining. And, most importantly, facts they should know were singled out - facts that could create more favorable attitudes. This research was instrumental in the final direction of the Common Ground project. What the public believes As these perceptions about mining were researched, it was found that the beliefs of the general public are dominated by four concepts. Quotations from interviewees are included with the discussion of each of these concepts. Figure 1 shows an overview of people’s beliefs before education.

The Bureau of Mines devised a direct flotation method for treating low-grade carnallite (KCl*MgC12*6H20) and sylvinite (a mixture of KC1 and NaCl) ores characterized by a high content of water-insoluble impurities. The procedure consists of flocculation-depression of the insoluble slimes; decomposition leach (carnallite only); potash rougher, cleaner, and recleaner flotation; and final product leaching. The technique eliminates the necessity of removing the water-insoluble slimes by mechanical or flotation desliming. Laboratory results demonstrated that the direct flotation procedure, when compared with conventional techniques, yielded equivalent or improved flotation results with equal or less reagent consumptions. The direct flotation method recovered 81.6% of the solid phase KC1 from camallite ore and 79.7% of the KCl from sylvinite ore in final products containing 60.5 and 60.9% K2O, respectively. A flowsheet incorporating the described flotation procedure is presented.

1:100 000 geological mapping of Bougainville Island has resulted in refinement of stratigraphic subdivisions and relationships. We subdivide the sequence into basement Atamo Volcanics (Late Eocene-Early Oligocene), consisting of spilitised pillow basalts, which are overlain unconformably by Late Oligocene-Early Miocene Keriaka Limestone. The latter is unconformably overlain by fine-medium grained volcaniclastics and minor lavas of the Middle-Late Miocene Toniva Formation which coarsens upward and passes gradationally and conformably into the coarsely volcanolithic latest Miocene-Pliocene Arawa Conglomerate. The Kupei Complex, host to the Panguna.porphyry Cu-Au deposit, consists of medium - K20 microdiorites, granodiorites, and andesites intruding Arawa Conglomerate and Toniva Formation. K/Ar isotopic dates on the Kupei Complex range from 4.8-1.3 Ma, and hence overlap the age of the Arawa Conglomerate. We believe that the Arawa Conglomerate consists of mass flow deposits on a volcani- clastic apron surrounding a volcanic edifice above the intruding Kupei Complex.

The development of an new industry, which must prepare its marketable products at or near the source of the raw material, and ship them to a market which may cover half a nation, is more or less influenced by a number of natural and cultural conditions such as (1) location of plants with respect to a large market, (2) climatic conditions, (3) transportation facilities, (4) labor supply, and (5) water supply. An effort is made in this pager to give in detail a number of the more important of these conditions as they affect, either favorably or unfavorably, the development of the oil-shale resources of southeastern Indiana. The utilization of the New Albany formation for the production of oil will be similar to a large scale low-grade ore proposition in which the raw material can be obtained in very large quantities at a relatively low cost. It appears, therefore, in considering the value of this shale or its economic position in relation to other oil shales, tie cost of mining and preparation for the retort are of prime importance.

THE manufacture of zinc oxide directly from the ore is one of the most important contributions that America has made to the metallurgy of zinc. Heretofore, this has been clone chiefly for the production of zinc and zinc-lead pigments, and the method has been known as the Wetherill process. While that term may properly be applied to the process for pigment manufacture, it must be recognized that the principles of the process are of far wider application; and that there is going to be wider application in the immediate future is more than an expectation. I have in mind the use of the process as a method of igneous concentration. Igneous concentration is broader in its scope than the Wetherill process, for it may be done in the blast smelting furnace, or in the reverberatory, or by other means. Igneous concentration is a rather clumsy term, and I prefer to introduce the new generic expression of "zinc burning," which is convenient, readily understood and precise, for in all cases the zinc oxide is reduced to metallic form, is volatilized and is then burned to zinc oxide, the latter happening, however, after the zinc has been separated from the residue of the ore. As previously indicated, zinc burning may be done either in blast or reverberatory smelting, the gangue of the ore being scorified and drawn off as slag, while other metallic minerals are reduced to matte or metal. Such processes have heretofore been practised on fairly large scales. Thus, F. L. Bartlett smelted zinc ores at Canyon City, Colo., in specially designed blast furnaces, wherein the smelting column was only about 18 in. high. Such a limitation was necessary in order to prevent zinky accretions in the shaft of the furnace, which in course of time would have interfered with its operation. In running the Bartlett furnaces it was easy to bar them off, indeed, to poke right down into the smelting zone, and keep things going freely. Some iron blast furnaces in Virginia and the spiegeleisen furnaces of the New Jersey Zinc Co. afford other examples of zinc burning in blast-furnace smelting, although in their cases the happening is incidental rather than a primary purpose.

The majority of the work done in the field of rock mechanics uses as a basis for analysis the classical linear theory of elasticity. Most workers in rock mechanics realize that removing the assumptions of homogeneity and isotropicity will bring the analysis of stress-strain relationships for geologic materials closer to reality. However, the algebra involved in reducing these restrictions is usually heavy. It is the purpose of this paper to relax the condition of isotropicity to that of orthotropicity and examine the sensitivity of this change for some simple geometries. In addition some necessary relationships between stress and strain for orthotropic materials will be developed. The recent years have seen an increasing interest in the field of rock mechanics. This is amply demonstrated by the number of articles appearing in the technical literature. The majority of these articles use as a basis for analysis the classical linear theory of elasticity. In addition, the assumptions that the material under consideration is elastically homogeneous and isotropic reduce the number of constants necessary to write an analytical relationship between stress and strain to two, e.g., Young's modulus and Poisson's ratio. Most workers in the area of rock mechanics realize that removing the conditions of homogeneity and isotropicity will bring the analysis of stress-strain relationship for geologic materials closer to reality. However, the algebra involved in analysis without imposing these restrictions is usually heavy. It is the purpose of this paper to relax the condition of isotropicity to that of orthotropicity and examine the sensitivity of this change on stress concentration for some simple geometries. In addition, it is shown that the expression for maximum stress concentration for some simple geometries considered can be further simplified if further assumptions are made. The maximum stress concentration, under these additional simplifying assumptions, is shown graphical1y. In the linear theory of elasticity, generalized Hooke's law assumes the following form
