A method new to Australia was used for sinking a vertical shaft at Broken Hill in the development of Pasminco Southern Operations No 5 Ventilation Shaft. The 6 m diameter shaft of 820 m depth was planned with a construction method which allowed access for ground support as sinking proceeded by mechanical excavation.The vertical shaft boring machine, known as the V-Mole, was originally developed in West Germany. The machine operates in a manner similar to a full face TBM but vertically and the cuttings drop down a previously constructed raise. The raise is subject to stringent tolerance on verticality and must remain stable for the duration of reaming.

To have been invited to deliver this second CMMI lecture is an honour that I deeply appreciate. But, when I contrast my qualifications for delivering it, with those of Sir Alistair Framet, who delivered the inaugural lecturet in the series, or with those of other members of the Council, I feel rather an imposter. Far from having been a miner al my life, I have been associated with the mining industry on a part-time basis for a mere eight years. However, I encourage myself with two recollections. The first is the admission of the great Sherlock Holmes that he was often guided to the truth by the erroneous opinions expressed to him by Dr Watson. I may be able to perform a similar service for you. Secondly, I recall that, when I was a member of the Diplomatic Service, I was quite often asked to address representative gatherings of such professional people as the police, architects, dress designers, teachers, doctors, funeral directors, bird fanciers, and so on. Since it would have been pointless to pretend that I was expert in any of their businesses, I used to resort to the technique of announcing as my theme' A diplomat looks at the police' or whatever profession it was. They fortunately took it as a compliment that their profession was apparently one that diplomats spent a lot of time brooding over. They could also afford to laugh of any criticism that I might make because it could be ascribed to ignorance rather than informed malice. I hope that you will do the same.

"This paper describes the conversion of conventional froth flotation cells to open-trough type bank cells, with 'buried' vertical metal partitions. These changes have resulted in: total froth removal along the full length of each bank of cells; extended flotation cell retention times; and has extended the life of the metal components, particularly towards the upper flotation cell areas.INTRODUCTIONOver the past twenty years, the flotation cells used at Falconbridge Limited, Sudbury operations concentrators, have gone through major physical changes. The various concentrators generally started with 100 cubic foot Denver Sub 'A' flotation cells. From these units, we progressed to 'converted' DR units, and/or Denver DR units, if purchased new. (Figures 1, 2, 3)In 1980, the Strathcona concentrator started to pay more attention to the 'front end' rougher flotation cells. Initially, the converted DR flotation cells had 'cut-outs' removed (Figure 4) at all upper vertical cell partitions, towards the ff9th lip areas, in order to get additional froth removal."

Supercritical fluids (SCFs) have gained recognition as solvents for the extraction of a wide range of organic materials. Their principle advantages over conventional organic solvents are that they possess much more favourable transport properties and that such properties can be easily altered by adjusting the system temperature and/or pressure. More recently, SCF solvents have been employed in the extraction of metal ions. The direct extraction of metal ions using SCFs such as CO2 is normally not possible due to the charge neutralisation requirement for solubilisation. However, extraction can be achieved with a SCF solvent containing an organic complexing agent as a cosolvent (Laintz et al, 1992; Laintz and Tachikawa, 1994; Dehghani, 1996). The role of the SCF is therefore similar to the role of a diluent in conventional liquid-liquid or solvent extraction processes. In this regard, SC-CO2 is a particularly good diluent since it exhibits good solubility for many organic complexing agents. The extraction of metals with SCF solvents has been examined mainly in the analysis of environmental samples and the treatment of metal contaminated wastes. Nonetheless, some interesting results have been reported recently on the extraction of rare earth metals, which highlight the potential of SCF solvents in mineral processing applications (Laintz and Tachikawa, 1994; Dehghani, 1996).

Restoration of a wetland which was initially disturbed at the turn­of-the-century will be undertaken to compensate for the temporary loss of wetlands associated with future mining operations. The proposed mitigation area exhibits xeric conditions as a result of past dredging and gravel mining operations which had the effect of lowering the flood plain surface and wasting the fine surface sediments. Together these mining activities resulted in complete alteration of the surface and subsurface water systems. Water which had inundated the soil profile, now flows on the basalt bedrock, surfacing only for a relatively short time during high flow periods. The conventional approach to wetland restoration in this type of area is to remove surface material in an attempt to bring the surface nearer to the underground water. These operations would require the removal and redistribution of large quantities of gravel, cobbles and boulders and the attendant destruction of existing wetland areas. Rather than lowering the surface elevation to the water level, the mitigation plan conceptualized for this project involves forcing the water to the surface by creating subsurface ponds behind four impermeable barriers. The barriers will extend vertically from the bedrock to the surface. Surface berms will be constructed along the length of each groundwater barrier to enhance sediment deposition and encourage the development of wetland vegetation. This is the least expensive and least invasive method of creating a wetland which will remain saturated to the requisite degree and for the amount of time required for classification as a wetland as defined by the 1989 Federal Manual for Identifying and Delineating Jurisdictional Wetlands.

The resource estimation process for the underground Mount Isa Copper Mine has undergone significant change. Block models are now created using a commercial software package as opposed to the in-house software that was previously used. With mineralisation occurring over a strike length of more than 4 km, Mineral Resources for all categories totalled 190 Mt at 2.7 per cent Cu at 31 December 2002. Estimation is by ordinary kriging with two separate models generated to cover the X41 and Enterprise orebodies respectively. The underlying Upper Basement Contact and the silica-dolomite alteration envelope are both used as hard boundaries to constrain the modelling. From a validated block model, grade shells are generated at the appropriate cut-off grade for a given area. The grade shells are depleted for mined voids and subdivided into 30 metre strike length blocks. Application of a SMU criteria and crown and pillar constraints results in failed blocks being culled from the resource inventory. Mineral Resource blocks are further subdivided into resource categories (Measured, Indicated, Inferred) by the Competent Person on the basis of geological confidence, taking account of geological and grade continuity, drillhole spacing and structural complexity (JORC, 1999). A geostatistical æconfidenceÆ category is incorporated into the block model as an additional tool for the categorisation process. The shapes are assessed in concert with a mining engineer to determine whether a reasonable expectation of mining potential exists and if not they are removed from the resource. The final categorised blocks constitute the Mineral Resource inventory and form the basis for conversion to Ore Reserves. The resultant Mineral Resources and Ore Reserves are reported on an æinclusive ofÆ basis.

The operation at Phu Kham commenced design and construction in early 2006 and was commissioned in May 2008. This paper will examine and discuss the project from the inception of flow sheet development and equipment selection, equipment design and manufacture, construction, commissioning and ramp up to full production. The paper will touch on the strategies employed to achieve a short schedule and the efficient use of capital, but with the main emphasis on the grinding circuit. Various challenges during the early years of operation will be discussed including the effect of ore characteristics, including competency, on the performance of the grinding circuit. Actions to overcome these challenges and to enhance performance will also be discussed. Finally, current and future plans to improve the performance of the grinding circuit and the overall plant will be summarised.

One of the more important duties of the vibration consultant is to evaluate allegations of blasting damage by neighboring property owners. Unfortunately, the consultant is generally faced with having never seen the project, or preparing for litigation three or more years after blasting was completed. Under these circumstances, he must rely totally on blaster's logs and other contemporaneous records to conduct a meaningful evaluation.

Many factors affect rock fragmentation from blasting. One variable seldom considered when designing blasts, however, is the borehole length. An example is described of how the length was adjusted to give better breakage when using 4-inch diameter blastholes at a quarry. INTRODUCTION Placer Dome's Turquoise Ridge Joint Venture operation is located some 75 km northeast of Winnemucca, a community in north central Nevada. Formerly known as the Getchell Gold Corporation and First Miss Gold, the operation mines refractory ore from the Getchell and Turquoise Ridge gold deposits located on the east flank of the Osgood Mountain Range above the Kelly Creek Basin in the Potosi Mining District. Mining has been ongoing at Getchell since shortly after its discovery in 1934, and was the nation's second leading producer of gold after Homestake in the early 1940s. Over its history the Getchell property has been mined for gold, tungsten, molybdenum and arsenic; mining methods varied from open pit mining to underground mining; processing options included conventional milling, flotation, roasting, heap leaching, and most recently pressure oxidation followed by CIL (carbon-in-leach). As an historical note, the US Bureau of Mines developed the use of carbon for gold recovery at Getchell during the 1940s (Horton 1999). Placer Dome acquired the property in May 1999. The pressure oxidation plant was mothballed in July 1999 and the property was placed on care and maintenance in February 2002 pending further exploration results. The property is currently ramping up to full production status. A joint venture agreement (75% Placer Dome, 25% Newmont) was established with Newmont Mining in 2003 and ore is processed at their nearby Twin Creeks autoclave plant. Mine dewatering is a key element to success. Arsenic is a ubiquitous mineral in many of the mineralized areas of northern Nevada, necessitating treatment of water prior to re-infiltration.

National Minerals Advisory Council A meeting of the National Minerals Advisory Council on August 3rd in Washington, D. C., indicated the vitally important part that the mining industry is to play in the mobilization program. Director James Boyd of the Bureau of Mines told the Council that the Department of the Interior would review the recommendations of all the Council's commodity committees with regard for mobilization planning in the light of the changed international picture. The Council was requested to reactivate its commodity committees and have them gather all available data on supplies, their sources and availability and present and potential production of the minerals and metals represented on each committee. Data on labor, machinery, transportation, automotive and stationary equipment, power, fuel, lumber, water supply are a few of the important items called for in the reports, which are to be presented at a meeting of the Council on September 1 at Salt Lake City. The material in the reports will become the basis for discussing metal and mineral requirements at that time. Discussion at the meeting bared several $64 questions, probably the most important of which are the following: 1. Which of the war-essential metals and minerals and in what quantities can we reasonably expect to get them from abroad under threat of submarines? 2. How are we going to meet the manpower problem posed by (a) migration of labor from mining to manufacturing since the end of World War II and (b) the draft and the calling up of reservists? Opinion was expressed by industry spokesman at the meeting that the function of complying with mobilization requirements be left to those in the industry itself; that is, those having the "know how." This view contended that any administrating governmental agency should be kept as small and streamlined as possible. There was general sentiment against the reactivation of the wartime Premium Price Plan or other bonus plans as a stimulus to production. The thought was emphasized that what was needed was a change in the basic conditions which have fostered the decline in domestic mining activity in the postwar years. One such condition, long overdue for correction, is the tax structure as it applies to mining enterprises. Many quarters both in industry and in government favor tax relief along the lines suggested in the six tax recommendations by the Council to the Secretary of the Interior last December. The Council adopted a resolution expressing a feeling that the following tax recommendations are still feasible and desirable and will accomplish as much toward increasing exploration for new deposits (thereby subsequently increasing production) as will government loans for exploration: (1) Losses from unprofitable ventures should be allowed corporations, partnerships, or individuals as ordinary deduction against current income. (2) Development costs after discovery should be recognized as operating expenses. (3) Allowance for depletion should be made to the stockholder as well as to the corporation. (4) Income should not be taxed without full allowance for losses of loss years. (5) Adequate allowances for percentage depletion should be made. A discussion of the manpower problem led to the Council's acceptance of a resolution advising that "military authorities should proceed with caution in depriving the mining and metallurgical industry of its manpower." The resolution strongly urged that no personnel "directly engaged in exploration, development, production or supervision (of strategic and critical materials) should be drafted for the armed forces, at least until the anticipated demands upon these producers are clarified." Stockpiles The Munitions Board's "Stockpile Report to the Congress" of July 23, 1950 revealed: (1) The total estimated value of the stockpile objective is $4,051,714,510 at the close of fiscal year 1950. (2) The total value of the stockpile on hand, at the close of fiscal 1950 was $1,556,154,352 or 38.4 pct of the total stockpile objective. An additional $494,948,060 was on order, making a total of 50.6 pct on hand plus the amount on order. (3) Materials obtained for the stockpile by the ECA from January to June 1950 amounted to $13,112,085, while development projects by ECA during this period involved the expenditure of $9,322,000, mainly with counterpart funds. Shortly after the start of the Korean conflict it was felt that Congress ould appropriate greatly increased sums for the purchase of materials for the stockpile. This stimulus to the program may increase the dollar earnings of those European nations that are present or potential contractors in our stockpiling program. Such a development would mean that these nations could add to their gold reserves, thereby stabilizing their respective economies and hastening recovery. This seems to be the picture for the next six months anyway. The "bug" appears when it is realized that the increased threat of total world war actually may retard recovery in Europe as nations on the continent may feel inclined to devote more of their resources to defense programs. Industries Essential to Defense The Department of Commerce in response to a request by the Department of Defense issued on August 3, 1950 a "Tentative List of Essential Activities" as a "guide for calling up for active duty members of the civilian components of the Armed Forces." The list includes the following: Primary Metal Industries. Included herein are establishments engaged in the smelting and refining of ferrous and nonferrous metals from ore, pig, or scrap. Metal Mining. This category includes establishments primarily engaged in mining, developing mines or exploring for metallic minerals (ores). This group includes all ore dressing and beneficiating operations. Anthracite Mining, Bituminous Coal and Lignite Mining, Crude Petroleum and Natural Gas Extraction, Mining and Quarrying of Nonmetallic Minerals, Except Fuels. Challenge to the Mining Industry The source of our country's great strength lies in its capacity to produce. In times of stress such things as national morale and manpower are all-important but without a capable industrial machine we would be helpless. That machine must be fed with minerals and metals in order to generate and maintain momentum sufficient to insure success. Consequences of the lack of adequate supplies of essential metals and minerals to increase and sustain our industrial power are not pleasant to contemplate. It is absolutely imperative that we put forth Herculean effort to guarantee ample supplies of such essential materials as copper, lead, zinc, manganese, antimony, mercury, tungsten, tin, chromite, nickel, cobalt, iron ore and rubber. The mining industry faces a challenge more serious than ever existed before in the history of our country. The industry must be equal to the task.

BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. CARBON FINES HANDLING Once the carbon has been transferred from the carbon columns, every effort is made to minimize carbon attrition and to recover the carbon fines that have been generated in the process.
