Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

Favona is a blind low-sulfidation epithermal vein deposit in the Waihi Vein System approximately two kilometres east of the world class Martha Hill deposit that has produced nearly 6.8 M oz Au to date. The Favona epithermal system has surface expression in variously altered and mineralised hydrothermal eruption breccias forming a series of low hills that are windows through post mineral dacites and ignimbrites. The tip line of the Favona vein is about 50 û 100 m below surface with a steeply east dipping principal vein structure carrying numerous hanging wall splays in the upper flatter section and thickening down dip where the vein steepens. Host rocks comprise feldspar phyric andesite flows with minor pyroclastics. Although Favona has a strike length in excess of 1000 m and vein widths up to 25 m over a vertical range in excess of 400 m it was only recently discovered after nearly thirty years of exploration by various companies involved in the Martha Hill joint venture that operates the Martha Mine. Since discovery in 2001 a feasibility study based on 27.5 km of diamond drilling in 83 holes has been completed reporting a reserve of 1 Mt @ 10 g/t Au against a resource of 1.8 Mt @ 10.3 g/t Au. Exploration is continuing with a further 20.5km of diamond drilling completed to date on nearby prospects.

Talc, when it can be isolated as a pure mineral, has a composition of 63.36% Si02, 31.89% MgO, and 4.75% H20. However, as an industrial commodity, talc rarely approaches theoretical purity. Nevertheless, the impure talc products of commerce find a multitude of uses and few substitutes in many industrial applications. Minerals commonly associated with and sold together in talcose mixtures are tremolite, chlorite, dolomite, mica, and magnesite. Steatite was originally a mineralogical name applied to pure talc. In today's commerce steatite generally refers to the massive variety of talc suitable for electrical insulator manufacture. Block steatite ore can be machined into various shapes. Impure varieties of massive or block talc are still commonly referred to as soapstone. Soft massive talc, suitable for crayon manufacture, has been referred to as French chalk. It has been common practice to discuss talc, soapstone, and pyrophyllite under the same general heading. In the case of soapstone and talc, this is a natural thing since many different types of platy, soft minerals exhibiting a high degree of lubricity (commonly referred to as "slip") have been grouped together and called soapstone or talc. Further, there is a mineralogical relationship of pyrophyllite to montmorillonite and talc to hectorite. Thus, talc and pyrophyllite are sometimes referred to as clay minerals. When finely divided talc or pyrophyllite are combined with water in proportions to make a slurry, the end product does have the appearance of a clay-water mixture. Soapstone for utensils and ornaments was mined by prehistoric Indians on Santa Catalina Island, CA. In the mid-1800s, soapstone from deposits along the western foothills of the Sierra Nevada mountains was used by white settlers for building and ornamental stone and in the linings and foundations of furnaces (Anon. 1956). Previous to 1916, the annual recorded production in California did not exceed 2000 tons. In the period 1912 to 1918, output rose sharply when the Talc City, Western, and Silver Lake mines were put into operation. From 1916 to 1935, the state's annual output of talc was in the range of 9,000 to 20,000 tons. In the mid-1930s, the use of talc in wall tile grew rapidly. In California, the production of talc grew to 63,000 stpy in 1943. The post-war building boom helped California production to grow to 120,000 tons in 1951. In 1968, production was 165,000 tons, 1969 was 145,000 tons, 1970 was 185,000 tons, and 1972 was 155,000 tons. Talc mining in New York state dates to about 1878 when a Colonel Palmer and associates opened the first commercial talc mine on the Nelson Freeman farm near Talcville, New York. In 1893, this operation was sold to the International Pulp Co. which changed its name to the International Talc Co. in 1944. The company was acquired by R.T. Vanderbilt Co., Inc. in 1974. A new talc operation, the Gouverneur Talc Co. owned by the R.T. Vanderbilt Co., began operations near Balmat, NY, in 1948. The initial capacity of the processing plant was 200 stpd (Gillingham, 1950). Subsequent expansions have increased capacity to over 600 stpd. The Vermont talc industry began just after the start of the 20th century. Talc was discovered in the area of the present Johnson, VT, talc mine in 1902. The American Minerals Co. initiated plant operations at Johnson in 1904. The Magnesia Talc Co. opened a plant at Waterbury, VT, in 1913 (Burmeister, 1963; Trauffer, 1964) and acquired American Minerals Co. in 1923. The Waterbury mine has a long history as a producer of talc crayons. The Eastern Magnesia Talc Co. was formed in 1924 by a merger of the Eastern Talc, Co.

The Ottoman law, which was in force in Palestine before the British con- quest of the country (1917-18), still forms the basis of the legal system. Nevertheless, with respect to mining, legislation has been considerably re- vised since the British occupation and mandate, some of the Ottoman laws having been either radically altered or wholly abolished, in order that the legal status of Palestine might be more in harmony with that of western States. Legal transition is still far from being complete; however, no further mining legislation is pending at the present time (March, 1931). Revisions during the British military occupation (1917-20) took the form of proclamations of the commander in chief. After the establishment of the civil administration (1920) changes in the legal system were a decided de- parture from the Turkish laws. In 1922 the practice was begun of giving con- secutive numbers and short titles to the ordinances. The basic mining law is the mining ordinance of 1925, No. 19 (amended by mining ordinance No. 10 of 1926), an "ordinance to make provision regarding the winning of minerals, and the conditions under which minerals may be gotten, and to replace the existing Ottoman laws relating thereto." The chief regu- latory provisions are embodied in regulations (A) and (B)--mining ordinance, 1925. This mining legislation of 1925 repealed the following laws:

The Lo Aguirre ore deposit of Sociedad Minera Pudahuel is expected to have a life of 12 years, producing 16,500 mt per year of copper cathodes. The total copper content of the ore ranges from 2% in acid-soluble form to 2% as sulfides. Sociedad Minera Pudahuel chose TL leaching, solvent extraction, and electrowinning as the processing steps to give low investment and operating costs. Design and operating criteria of the TL leach plant have been obtained in an experimental program carried out since 1974. Bench scale tests indicated that 90% of the oxidic copper and 35% of the sulfidic copper could be extracted to give 5 gpl copper by treating crushed ore with acid, curing, and rinsing in a column with a dilute acid solution containing ferric sulfate which is requllred to solubilize the sulfides. These results were verified in a pilot plant which combined leaching, solvent extraction, and electrowinning. Raffinate was recycled to the leaching circuit after oxidation to regenerate ferric ion. Refinements in the processing have resulted in significant improvements in extraction to give 95% to 98% recovery of the oxidic copper and 55% and 60% of the sulfidic copper. The plant is expected to give this degree of recovery. As a consequence, the original plan to include a concentrator in the plant has been abandoned.

EDWARD HART*, Easton, Pa. (written discussion?) .-In 1895 I visited the chemical plant of the Messrs. Chance at Oldbury, England, under the guidance of Mr. France, the manager. In the stock house I saw a pile of coal brasses with adhering coal and said to Mr. France, "I should think you would get dark acid." "Yes," he replied, "our acid has always been rather black. and our customers have grown used to it. Some time ago we ran out of brasses and could get only Spanish pyrite. Our product became white and the customers began to complain, so I put a little sugar in each carboy." E. A. HOLBROOK,* Pittsburgh, Pa. (written discussion?).-Mr. Davis says, "A very large tonnage of pyrite is annually being thrown in the waste in the coal mines of this country." This quantity is much larger than is generally realized by people not intimately associated with coal mining. At the beginning of the war this country seemed threatened with a short-age of pyrite. The U. S. Bureau of Mines conducted a general investiga-tion of the pyrite resources of the country in order to ascertain what material was commercially available. The general pyrite investigation was in charge of H. A. Buehler, with the subsection on coal pyrite in charge of E. A. Holbrook.

The Talvivaara deposits are located in Eastern Finland, within the Kainuu Schist Belt. These polymetallic sulphide deposits are of relatively low grade, but bioheapleaching enables economically profitable nickel extraction from the ore. Zinc, cobalt, and copper are also produced. Talvivaara?s production process begins with large-scale open-pit mining and four crushing stages, followed by stacking of the ore in bioleaching heaps. The ore is first leached for 13?14 months on the primary leach pad, after which the leached ore is reclaimed, conveyed, and re-stacked on the secondary heap pad. After secondary leaching, the barren ore will remain on the secondary heaps permanently. In the metals recovery process, the metals are precipitated from the pregnant leaching solution. Construction of the process was begun in spring of 2007 and first metal sulphides were produced at the plant in October 2008. The development of the bioheapleaching process was begun in a 17 000t on-site pilot heap operated during 2005?2008 and has continued in the industrial heap. At industrial scale, the development measures have focused on improving the permeability and aeration of the heap. Challenges with crushing and aerations systems at the beginning of industrial-scale leaching delayed the increase in metal recovery, but after the first two operational years the leaching results have improved significantly and the process is performing as targeted.

CAROM is a distinct element, dynamic code developed at Sandia National Laboratories to calculate the motion of rock fragments during blasting.[1] It has recently been improved to incorporate a mechanism for its elements to mimic non-circular rock fragments. With this option, elements stack and move in ways that are characteristic of irregular boulders of blasted rock. In bench geometry, CAROM has been used to examine the possibility of producing variations in muckpile shape due to variations in detonation-time delays between rows. Surprisingly, the shape of the muckpile was predicted to be insensitive to time delays between detonation of rows of explosive, except where the rock fracturing was affected by the time delays.

The required reclamation of land disturbed by surface coal mining often results in the creation of some oversteepened slopes that are prone to rapid erosion and sediment production. This natural activity on such slopes is not desirable nor allowed under current regulations. Experience has shown that novel approaches must be devised to address the problem. Research conducted on field sites in Missouri has indicated that construction, during the reclamation and grading processes, of a man-made drainage system will control the erosion. The drainage system must replicate or exceed the natural system in terms of drainage density and channel frequency. Basic design considerations are summarized in this paper, and field results are shown.

The paper reviews some characteristic features of feasibility studies and discusses the need for a wide scope at the pre-feasibility stage. The performance of recent Australian gold mines against the predictions contained in their respective feasibility studies is examined, resulting in a recommendation that feasibility studies need to be improved The advantages to be gained from having a feasibility study reviewed by an independent authority are discussed, and some of the reasons for using consultants are listed. Two examples of successful optimisations in the early stages of pre-development studies are described briefly and the benefits achieved are presented. The paper concludes that feasibility studies need improvement to enhance the confidence of investors in the mining industry.

The Beattie mine is at about the center of Duparquet township in the Province of Quebec, Canada. It is 22 miles northwest of the town of Noranda. The elevation is approximately 1200 ft. above sea level. This locality, long considered a favorable one from the geological point of view, has been prospected for over 20 years, but no discoveries of economic importance were made until the present orebody was found by John Beattie in 1930. The specific gravity of the ore is 2.77. The gold occurs in intimate association with the sulfides, pyrite and arsenopyrite, which in turn are very finely disseminated in a silicified porphyry. The bulk of the gold is associated with the pyrite, only a small proportion being with the arsenopyrite. There are small amounts of magnetite, ilmenite and chalcopyrite present in the ore. There is also some hematite in the ore that is mined from near the surface in the open pit. Metallurgical Problems and Methods or Attack 1. The ore is extremely hard and resistant to grinding. 2. The sulfide minerals are finely disseminated in the gangue. 3. The gold, in turn, is so intimately associated with the sulfides that grinding to even 5 microns will not release all of the values for cyanidation. 4. It is necessary to make a high ratio of concentration in order to obtain a product sufficiently high in gold to meet high shipping and treatment charges. Hardness of the Ore.—Owing to the extreme resistance of the ore to grinding, it was recognized that grinding costs would be high. Microscopic tests showed that grinding to 95 per cent minus 325 mesh would be necessary to liberate a sufficient amount of the values in order to obtain a tailing assaying 0.02 oz. gold per ton, which is considered to have the economical minimum gold content that can be obtained. It is not feasible to grind this hard low-grade ore (0.18 to 0.20 oz.) to 95 per cent minus 325 mesh, so it was necessary to overcome the problem in another way. The bioleaching of fine low grade copper sulfide ore is described. A sample of ground (> 1 mm) copper ore from Sarcheshmeh, Iran, was subjected to a series of agglomeration procedures and subsequently leached. The best agglomerate was obtained by using lime and sulfuric acid as binders. A column bioleaching test of agglomerated ore was then run for 105 days along with a non-inoculated control column having thymol as bactericide. The results show that about 77.5% of copper was extracted in the bioleaching, whereas the control column achieved only 57% copper leaching.

THE elementary mechanism of deformation in the body-centered cubic metals has been a subject of dispute for many years. If the problem were merely that of designating the crystallographic plane or planes of slip, the solution would have appeared long ago. However, there must be greater differences in the deformation behaviors of the body-centered and face-centered types than the differences in their lattices would suggest. The lines of slip formed on the polished surface of a strained face-centered cubic metal conform to glide over a single plane of the crystal. Slip in body-centered cubic iron, however, is frequently observed as curved and forked lines which could not possibly define a single plane of atoms. This alone is sufficient reason to expect different modes of deformation to operate in the two lattice types. The literature in this field now has generally accepted the proposition that {110), {112), or (1231 planes will act as slip planes in iron. It is essential that the experimental evidence supposedly supporting this proposition be critically examined. Taylor and Elam1 in 1926, using relatively small single crystals, determined the operative slip systems by measurements of the distortion of a grid engraved on the specimens prior to deformation. Their results indicated that shearing had taken place in the close-packed direction on a plane adjacent to or coinciding with the plane of maximum shear which contained the slip direction. This led the authors to propose a theory of noncrystallographic or banal slip. The authors considered an alternate rationalization of banal glide. Slip on two (1101 planes or possibly two {112} planes containing the same <1ll> direction could produce the wavy slip lines. By employing plane segments of varying widths, the integrated plane could take any position in the <111> zone. They rejected this explanation, however, feeling that the preponderance of evidence was against it. Taylor&apos; continued the investigation of the plasticity of the body-centered cubic lattice on ß brass. He reasoned that the resistance to shearing of a given plane in the zone of the slip direction was a function of the angle between the glide plane and the closest (110),: P F=—cose sine cos(X —?) [1] where F is the resistance to shear; P, the axial load at yielding; A, the cross sectional area; e, the angle between slip direction and load axis; x, the angle between plane of maximum shear containing the slip direction and the (101) pole; and ?, the angle between observed glide plane and the (101) pole. Differentiating Eq. 1 and rearranging, dF — = tan(x-?) d? [2] F which expresses the variation of the shear resistance with the angle $. Thus, the variation of shear resistance with $ can be calculated from an experimentally measured x vs $ relationship. The excavation process and equipment used for excavation join firmly each other. By changing the process or method, the construction of equipment may be altered essentially. It has been possible to develop a wholy new type of hydraulic boom for tunnelling, when only parallel drilling instead of V-cut is used. The utilization of controlled blasting has made small holes more desirable. So the controlled blasting has had an influence on the selection of drill steel equipment and in this way also influenced the construction of the equipment.

Discussion of the paper Of ROBERT H. BEDFORD and WILLIAM HAGUE, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 92, August, 1914, pp. 1807 to 1816. W. L. SAUNDERS, New York, N. Y. (communication to the Secretary *) . -Messrs. Bedford and Hague have given us a very interesting and practical paper. No better excuse for such a paper could be desired than the statement made that the expense of drilling. in this mine is one-third of the cost of delivering the ore at the mill. This statement. should be written in red letters, because it applies to a great many mines besides the one referred to and because it is generally true that in a mining plant, as also in papers read before the Institute, more attention by fat is given to the metallurgical side of mining than to the excavation of the ore, and no study of the excavation work is properly made that does not involve a careful inquiry into the merits of the rock drill used. Next in importance to the selection of a good rock drill, in a case where the actual drilling cost is one-third the cost of delivering the ore, is that. the drill should be maintained in order and kept up to its highest efficiency. The best rock chill may run down in efficiency through accidents, wear, or other conditions which are sometimes beyond supervision or control. The machine is usually in the hands of men who know how to get workout of it, not men who know how it works. The best drill runners are not machinists,. but miners. They could not tell you how the valve operates or the principle of the rotation, but they know how to get the work done. A testing machine, particularly the type described in this paper, may he of the greatest value in maintaining a uniform state of efficiency.

A form of wet pelletization is described where the bridging of the individual particles is achieved by a second liquid phase that pref- erentially wets the suspended solid particles. The phenomenon can be used to obtain efficient separation of solids from carrier liquids, to form spheres from finely divided solid materials, and to separate selected constituents from a body of mixed solids. Typical examples of each of these applications are presented.

Geology can be the root of evil or a source of bliss; there is a choice; to ignore geology is at a mine&apos;s peril.Risk can be minimised and profitability maximised by the application of a detailed understanding of geology, alteration, structure, mineralogy, chemistry, fabric and texture.Geology is dynamic, not static.The impact of geology is pervasive.The integration of ore quality control with grade control is one strategy for improving the utilisation of both the mineable reserves and existing plant and equipment. Grade maintenance is but one constraint on the problem of how best to blend the ore. Other ore characteristics such as mineralogy, hardness for grinding, and pulp fluidity or density for slurry size classification can be included to explore alternative blending Strategies.
