THE elements silicon and germanium are not metals within the usual, intuitive association of the word, nor are they so within a stricter definition based on the electronic binding. Two properties associated with metals are plasticity and high electrical conductivity. These elements crystallize in the diamond cubic structure, an arrangement apparently not very favorable to slip, and are therefore brittle rather than ductile. Their electrical conductivity is not like that of metals the atoms are locked together by the covalent bond, which in pure and perfectly arranged material leaves but few electrons free to act as electrical carriers.† In further contrast to metals, their electrical conductivity can be greatly increased by raising the temperature. Yet silicon and germanium are not ideally nonmetallic. They are hard, solid, and possess a metallic luster. They exhibit that peculiar brand of electrical conductivity conveniently termed "semi- conduction," wherein, as shall be seen, lies much of their importance. Both, but silicon in particular, are important components in real metallic alloys and the methods of their reduction and preparation lie clearly in the province of the metallurgist. From their duality of physical and chemical properties, silicon and germanium, along with such elements as boron, diamond, gray tin, selenium, antimony, and arsenic, are considered semimetals or metalloids. IN 1925 the writer undertook a detailed statistical study of all producing areas in the Joplin district as a basis for evaluating programs and measuring objectives. For this purpose, the published figures in the yearly volumes of Mineral Resources were used, supplemented for earlier years by publications of the Missouri Geological Survey and other local and less official sources. When all else failed, the available data were projected backward to hazard a reasonable guess as to the unrecorded early output of important areas. Fortunately, the proportion of such prehistory production is not a large factor in any of the totals. These results were used during the next few years to measure the relative importance of various producing areas and to predict the peak period of development of the all-important Picher field. For the purpose of this review, the charts have been completed to the end of 1950. During World War 11, the U. S. Bureau of Mines became interested in a similar study and issued comprehensive statistical tabulations of data up to 1945 ( Info. Circular 7383), which have been checked against the figures used herein. This tabulation, however, does not include all the earlier data used by the writer nor does it offer any estimates of the wholly unrecorded era in the beginnings of the earlier camps.

Under contract to the Department of Energy, Fluor Mining & Metals, Inc. and Bonner & Moore Associates developed a group of computer models that can be used to simulate single seam dragline operations. These models have been subsequently modified by Fluor for use in multi-seam dragline mining situations. The single seam model analyzes the digging, spoiling, and walking patterns of draglines to identify possible parameter changes to increase productivity. Parameters such as key-cutting, panel width, digout length, and bench height, etc., are analyzed in this process. The models were tested using data from four operating mines. Field demonstrations were performed to correlate computer optimization results with field data. Productivity was greatly enhanced at one mine site by a change in some of the operating parameters. The multi-seam study has as its objective the development of a broad- based mine planning tool which would be used to identify and quantify the different procedures employed in multi-seam dragline mines to increase their productivity. The major problem identified in multi-seam mining is the sequencing of the different stripping and mining operations. The multi-seam model has the same capabilities as the single seam model. In addition, it models up to four seams with three partings per seam. It allows the operation of several draglines at different levels, and analyzes the effect of ramps, rehandling, and ancillary mining equipment.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRL's Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRL's Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the seal's ultimate design strength. Six-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

"After an extensive period of University research and field trials, large scale reclamation of the Waite Amulet tailings discharge areas commenced in the spring of 1978. The Noranda program consists principally of sampling the complete dam to determine the vegetation potential of the various areas, addition of the required amelioration materials, and the use of good agricultural practices. This paper describes the development work that led to the establishment of the Noranda-Guelph Contract and the subsequent findings concerning the revegetation of tailings dams. Current revegetation procedures are presented. INTRODUCTIONThe Amulet Mine Ltd. was staked in 1924 and by 1930 had constructed a small 300 ton per day flotation plant. During the late twenties and early thirties, Noranda Mines Ltd. increased its equity in the company to gain a sixty percent share of this small mine. In 1933 the mine was amalgamated with another small producer, the Waite Ackerman Montgomery Mine Ltd., which was more than eighty per cent controlled by Noranda to form the Waite Amulet Mines Ltd.An interesting historical side point to the story of the Waite Ackerman Montgomery property is that a concentrator was never constructed. In fact, the first ore to go through the Horne mill of Noranda Mines Ltd., built in 1928, was not from the famous upper H and L ore bodies but custom shipments from the Waite."

I desire, very briefly, to call the attention of the Institute to the iron trade of the Dominion of Canada. A wonderful development is now going on in Canada. The completion of the Canadian Pacific Railway, and the numerous extensions of the various railways all over the country, combined with the progress made in nearly every kind of manufacture, is drawing attention to the field offered in Canada for the profitable employment of capital, and specially to the opportunity there is for the manufacture of iron. In a paper presented to the Institute at the Halifax meeting,* the writer gave a review of the varions attempts to manufacture iron in Canada. The facts then presented were not such as to offer much encouragement to any one to embark in similar enterprises under the conditions then existing, but, happily, these conditions are now changed, and an early development may be anticipated. There are two reasons which make the present time an appropriate one to direct attention to the field offered for enterprise in this direction, the first being the very favorable reports of the experts who examined and reported on the exhibit of minerals at the Colonial and Indian exhibition, held in London, England, last year. The exhibits there of coal and iron attracted so much attention that at the request of the Iron and Steel Institute a paper on the " Ironmaking resources of our Colonies as illustrated by the Colonial and Indian Exhibition," was prepared and read at the last meeting of the Institute.? This report of 135 pages is very exhaustive, and the conclusion arrived at, so far as Canada is concerned, is, that she has in many parts of the country every natural facility for the manufacture of iron. The second and more important reason is the recent change in the Canadian customs tariff inaugurated in May last. The tariff is now generally two-thirds of the American tariff, in addition to which the Government, in order to encourage the manufacture of iron, grants a bounty upon pig-iron made in Canada out of Canadian ore.

The mines are near the town of Gilmore, in the Texas mining district. This district was organized in 1880. The present producing mines are near the terminus of the Gilmore & Pittsburg railroad. This railroad connects with the main line of the Oregon Short Line at Armstead, Mont. The distance from Gilmore to Armstead is 70 miles. The town of Gilmore is near the head of the Lemhi river at an elevation of 7,000 ft., while the mines are from 400 to 1,300 ft. higher. The range of mountains upon which the mines are situated forms the water shed for the Little Lost river on the west and the Lemhi river on the east. The winters are severe and the snow fall is heavy, but the mines ship right through the year. There is an abundance of timber suitable for all mining purposes in the immediate vicinity. Water is piped into the camp from a lake about 2.5 miles distant. This lake is about 1,400 ft. above the town of Gilmore. The water is exceptionally good for boiler and domestic purposes. The mining companies now producing are the Pittsburg Idaho Co., Ltd.; the Latest Out Mining & Smelting Co., Ltd.; and the Oilmore Mining Co., Ltd. Besides the above propertiea, there are a number of prospects in different stages of development. The producing mines of the district are fissures in limestone, with a general northeast-southwest course and a dip to the west of from 40' to 70°. These fissures are at about right angles to the bedding of the limestones. The veins are regular and the ore shoots strong, both laterally and in depth, so far as developed. The ore shoots have a rake or pitch to the south. The character of the formation is shown in Fig. 1, a section of the Latest Out mine. Character of Ore. The ores of the district are oxidized, carrying an excess of iron over the silica (insoluble matter). The vein filling is a mixture of limonite and hematite, which is replaced by shoots of lead-silver ores. The lead minerals consist of carbonate of lead principally, but with small quantities of sulphide, sulphate, and other lead minerals.

Hydrogen is under consideration by several countries for its potential as an energy carrier for transportation applications. In order to compete with vehicles in use today, hydrogen-powered vehicles will require a driving range of greater than 300-miles in order to meet customer needs and expectations. For the overall vehicular light-duty fleet, this dictates that a range of 5 to 13 kg of hydrogen be stored on-board (assuming a fuel cell power plant) within stringent system weight, volume, and cost constraints. Vehicular hydrogen storage thus constitutes a major scientific and technological challenge. To meet this challenge, the U.S. Department of Energy (DOE) initiated a ?National Hydrogen Storage Project? with roughly 40 universities, 15 companies and 10 federal laboratories, actively engaged in hydrogen storage research. Centers of Excellence in metal hydrides, chemical hydrides, and carbon-based materials have been established, as well as independent university and industry projects in the areas of new concepts/materials, hydrogen storage testing, and storage system analysis. Recent technical progress in each of these areas is discussed, as well as collaborative hydrogen storage activities under the recently established International Partnership for the Hydrogen Economy (IPHE).

Coal is produced, in commercial quantities, in thirty-five of the fifty-five counties of West Virginia. Oil and gas are produced, commercially, in forty-two counties. So, you may readily see that coal, oil and gas arc closely related as to production areas. Many of the West Virginia coal mines are studded with oil and gas wells, as drilling has been done in thirty-two of the coal bearing counties. When the drilling of oil and gas wells was placed under the regulatory control of the Department of Mines on June I, 1929, it was estimated, by the State Geological Survey, that 64,000 wells had been drilled in West Virginia and that 34,000 wells were then being operated as oil and gas producers. No records of many of these remaining 30,000 abandoned wells exist and some of them remain a standing menace to safety as our coal extraction continues. Of a total of 13,100 new wells drilled since June 1929, approximately 5200 have been drilled through coal measures. Approximately 7000 wells, which were drilled through coal measures, have been abandoned in the same period of time. Many of these wells were drilled prior to the enactment of the oil and gas laws. Prior to the enactment of the Oil and Gas Law, which established the Oil and Gas Division of thc Department of Mines in 1929, there had been several mine ex-plosions attributable to cutting into un- charted wells and the improper plugging of other wells. The most serious explosion was that of Mines No. 47 and No. 49 of the Consolidation Coal Co. in Marion Co., when one of the so-called plugged wells leaked or seeped through some 80 ft of strata to the coal bed elevation, filling the mine with gas, the gas being ignited, killing a good many men and wrecking two coal mines. Legislation, to combat well hazards to coal mines, was slow in coming. In 1928, R. M. Lambie, then Chief of the Dept. of Mines, got sufficient support from coal, oil and gas interests to get the legislature to pass our present oil and gas laws. These statutes not only protected the coal industry but went a long way toward conserving the oil and gas resources of our state. Before drilling for oil or gas on any tract of land, known to be underlaid with one or more workable seams of coal, the well operator is required to submit a map of the area showing the location of the proposed well, and to send a copy to the Dept. of Mines and a copy to the coal operator. If no objections to the location of the proposed well are made by the coal operator within ten days, a drilling permit and a number for the well are then issued and work may proceed. If, however, the location of the proposed well is objected to by the coal operator, on the grounds that the location of the well will interfere with present mine operations, projected workings, or otherwise cause a dangerous condition, the operator may file a written objection with the Dept. of Mines.

Victorian brown coals occur in massive deposits, the quality of which is determined in the first instance by means of samples taken from exploratory bores. As a number of important utilisation characteristics are connected, not with the relatively homogeneous organic mass of the coal, but with minor components such as the ash content and particular constituents of the ash, it is necessary to know how bore samples relate to coal finally used in the process concerned. Tests are described in which the statistical parameters associated with bore sampling, operational sampling and sample reduction and laboratory procedures including a range of coal analytical methods were determined. These indicated properties where analytical errors were relatively high and where sample reduction procedures contributed substantially to imprecision in results. They also showed the effects of the non-homogeneity of brown coals with higher than normal ash contents. A further experiment explored the relationship between samples taken at various stages in the course of test boring, digging, and burning a defined 'block' of coal, and demonstrated an apparent increase in the proportions of adventitious mineral constituents as the 'intensity' of sampling Increased.

On an average of at least once a year there comes to the attention of the Institute Headquarters the activities of some individual who represents himself as a member of the Institute, and by a hard-luck story or other means secures loans or advances of money which are never returned. On one or two occasions the Institute has been able to secure the arrest and conviction of these frauds. Recently some individual has been operating in California and defrauded several members of the Institute. He is described as a man of 5 ft. 7 or 8 in. height, decidedly slim, and his weight is about 140 lb. His hair and mustache are gray, eyes blue or gray and he claims to be near-sighted. He is also said to have had a keen, furtive, "Hang-dog" look and claims to have been raised in Bethlehem, Pa. He speaks with a German accent. If a man answering this description presents himself before any members and claims to be a member of the Institute it will be to the good of the profession if he can be caught making fraudulent representations and placed where his ability to defraud will be under control. The most effective means of apprehending persons of this character is the very prompt notification to Institute Headquarters of any persons claiming to be members of the Institute in hard luck. If such persons are asked to supply their signature or photograph or both to be, forwarded to Institute Headquarters for identification this will serve as an excellent check on their operations. Reluctance to comply with such a request is in itself a suspicious circumstance.

The management of safety has undergone a number of radical changes in the past 100 years. The most important paradigm shifts occurred through the work of Heinrich, followed by the advent of the safety systems era and, more recently, the behavioural safety approaches that have become increasingly popular around the world. Each of these æapproachesÆ to safety has left an indelible mark on the way we target safety improvements, helping decide which interventions are deployed and how they will be measured. They have also resulted in a number of æmythsÆ about safety management, each of which will be discussed, analysed and challenged in this paper. This paper highlights the complex problem of æcomplacencyÆ, that has arisen out of the increased levels of regulation and consequent perceived protection that workers enjoy in the work place. It also looks at a phenomenon called æaccident migrationÆ which results from a superficial treatment of accidents with changes to rules and procedures. The most recent approach to safety is generally known as behaviour-based safety, which flowed from the human sciences and quality management era. This approach has had a dramatic impact on the way safety is managed around the world, but still falls short in a number of key aspects, most notably the area of risk awareness and risk understanding. Many workplace accidents occur simply because the risk is unidentified, underestimated, not understood or ignored. This paper proposes a new direction for safety, called competency-based safety. It is based on cognitive psychology aimed at combating the consequence of modern protection. A case study is presented detailing the deployment of this approach throughout Placer Dome.

In order for fiber composite materials to find extensive use in structures, it is necessary to develop techniques for joining these materials. Riveting and adhesive bonding are two possible techniques which have been investigated although the former is less desirable because the low shear strength of most matrices makes this type of joint subject to bearing failure. Welding is an effective means of joining, especially for high-temperature applications where ad-hesives are weak; however, there are significant limitations placed on welding composite materials. The commonly used fusion welding techniques will find less use for joining composites because the two phases are often unable to stand exposure to such a stringent environment. In the case of eutectic composites, fusion welding will completely destroy the controlled microstructure. Solid-state techniques such as diffusion bonding offer potential success with certain design requirements placed on such joints. Since the primary mechanism of load transfer from matrix to fiber is shear parallel to the fibers, little load can be transferred across a butt-welded interface perpendicular to the aligned fibers. Successful joint designs must have a component parallel to the fibers to allow a shear area for load transfer. Configurations such as lap and scarf welds are likely to be successful. This note describes some results of experiments with diffusion-bonded joints in A13Ni whisker-reinforced aluminum. The composite material, prepared by unidirectional solidification of the A1-A13Ni eutectic, is described elsewhere.'-' It consists of aligned micron size whiskers in a matrix of aluminum. THE brilliant and very original matter in Professor Jeffries' discussion ? should rank not only as an independent paper, but as a most important one. In particular, the explanation which it gives of the remarkable Sauveur phenomenon, over which so many of us have puzzled long and hard, is so clear, complete, and cogent as to go far toward establishing Professor Jeffries' hypothesis. The very features of Professor Sauveur's photographs which fit this hypothesis so exactly are reproduced in Chappell's photographs of steel coarsened under somewhat different conditions. 1 The ideas developed by these discoveries are so novel that conven- ience of language seems to call for new conventional terms for expressing them. In, what follows here I propose certain terms for this end, for criticism and improvement, and I attempt to generalize from Professor Jeffries' hypotheses. Generally speaking, a given set of grains which undergo no growth in the cold will, when the temperature is raised progressively, start to grow on reaching a certain temperature, and will continue growing at all higher temperatures. The "germinative" temperature is that at which growth begins, quite as the conditions which cause a seed to grow are "germinative." We have then. an inert temperature range below the germinative temperature, and a growth range above it, the germinative temperature being the limit between these two ranges. So, too, a germinant grain is one which is at its germinative temperature, and hence beginning to grow, while inert grains are those below their own germinative temperature, and the term "growing grains" includes those which are germinant and those which are above their germinative temperature. These last could be called "supergerminant" if the distinction should be needed.

Fox some years past the annual reviews of the metallurgy of lead have almost uniformly stated that there have been no great changes, such as there were, being more particularly noticeable in the refinement of details. While this is quite true, nevertheless these changes in details are gradually bringing about a condition that, taken as a whole, constitutes a considerable advance in the art. Local circumstances have often -compelled metallurgists to adopt certain peculiarities of practice which -upon trial have been found advantageously applicable to more than the restricted district f origin. This paper will deal ' with some of the more novel features developed in recent years at the United States smelter, Midvale, Utah, particularly with reference to the influence of the bag house. The plant is equipped with six blast furnaces, 48 by 160 in., mechanically fed; four Wedge furnaces for roasting matte and sulphide ores; four Dwight-Lloyd sintering machines; 20 converter boxes for blast roasting; storage bins for ore, fuel, and fluxes; "oxide" and "sulphide" sampling mills; bag house taking all the gases of the plant; arsenic plant for treating the dust gathered there; laboratory, shops, etc. The most marked feature of the plant is its complete bag-house system. Of the many schemes thus far tried for preventing damage to surrounding agricultural interests the writer is aware of none as yet quite as efficient as the bag house. A common remark of visitors upon approaching the plant and viewing the clear stacks is that it appears to be shut down, whereas once inside all the evidences of industry are found.

The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. The figures listed in a table for Gulf Coast fields given by L. P. Teas1 in 1934 are so greatly at variance with results that I have obtained from a serious study of this subject over a number of years, that I am disposed to challenge the correctness of Mr. Teas' figures as an accurate representation of acre-foot yields of Gulf Coast fields, and as regards at least two of the fields listed by Mr. Teas I desire to "put into the record" some figures that, according to my study, are more nearly in accord with what I conceive to be the actual facts. Upon investigation I find that Mr. Teas' figures, inadvertently no doubt, arc not what they purport to be. Apparently the figures were arrived at by considering as thickness of the producing formation the net thickness of producing rock corresponding "to the total of the net portions of the producing zones which actually yield oil into the drill hole"—and in following this method I am under the impression that Mr. Teas was acting under instructions of the Institute in the preparation of this paper, in order to get comparable figures from the several fields of the United States. Apparently the author interpreted these instructions to mean that in the absence of cored thicknesses of producing horizons the actual number of feet of screen set in the various producing zones was to be taken as the basis for arriving at the thickness of these zones and the "acre-foot" yields. It is obvious that in many instances only 20 ft. of screen, or even 10 ft. of screen, might be set in a well, when there might be actually 100 ft. of oil sand present. In the early operations in the Gulf Coast it was usual to set much less screen than the amount of sand. It follows that the "acre-foot yields" so arrived at would be much greater than those found by using the full amount of sand. In Mr. Teas' table, it was indicated that up to the end of 1933 "acre-foot" yields had been obtained in the several fields as listed in Table 1. A casual inspection of these yields will show that certainly they do not properly reflect the amount of oil produced from an acre-foot of the
