It is a great pleasure for me to speak-before such a prestigious group as the American Institute of Mining, Metallurgical and Petroleum Engineers. The substance of my talk today is the handling of coal and petroleum coke: their characteristics and environmental problems, and how we were able to correct the problems, prescribe the cure and enjoy the benefits. When coke first became a by-product derived from the oil refineries everyone would have been very happy if someone had offered to take this pro- duct off their hands. Unfortunately, there was no market at that time, and no one seemed interested. Soon thereafter, it became a sellable product and began to be shipped to many countries in the world. This was when all of the pollution problems began. I will be talking briefly about some of these problems and showing a short film on this subject afterwards.

Organic complexing agents have received special attention over the past few decades in the search for reagents for improved flotation separation of minerals, especially non-sulphides. The majority of such reagents that have been proposed over the past few decades have remained largely a laboratory curiosity, except perhaps alkyl hydroxamates, because their selection is seldom based on commercial viability. In this regard, the choice of complexing agents such as oximes may be more realistic because of their widespread use in solvent extraction of copper. Our earlier studies have confirmed that they are also effective as collectors for copper oxide minerals, including chrysocolla which is the most difficult copper mineral to beneficiate. The flotation behaviour of chrysocolla for several structurally-related hydroxyoximes were studied as a function of pH and oxime concentration and the role of structural features examined. The structural changes studied included substitutions in both chelating and non-chelating parts of the molecule. The results indicated that, contrary to expectations, many of the structural changes in the basic molecule, salicylaldoxime, do not have a positive effect on collector efficiency. The reduction in collector efficiency is rationalised on the basis of possible steric factors affecting complexation and packing of the collector species on the mineral surface as well as effects due to changes in electron density brought about by substituents. Introduction of alkyl substituents on the oximic carbon of salicylaldoxime yielded the highest collector efficiency.

The Lucky-Tiger mine is a silver-gold property, situated at El Tigre, in the northeastern part of Sonora, Mexico, at an elevation of 6000 ft. in the Sierra Madre Mountains. It is 30 miles by wagon road from the Esqueda station on the Nacozari railroad. Since its discovery in 1903, the mine has produced forty million ounces of silver. The ore has averaged 40 oz. silver and 0.25 oz. gold per ton. Copper, lead and zinc have been of minor importance, having averaged 0.4 per cent., 1.1 per cent., and 1.5 per cent., respectively. The richness of the ore, combined with its occurrence in narrow veins, required the use of the more expensive methods. of mining. Geology Wall Rock The wall rock is rhyolite and rhyolite tuff, both of Tertiary age. In rare instances, post-mineral andesite dikes have been intruded along the veins. In the upper part of the mine, the walls were fairly solid. On the lower levels, the walls are usually cither kaolinized and soft or silicified and fractured, both conditions requiring closely filled stopes or much timber. Veins The veins have been deposited along fracture planes in the volcanics. There are three principal veins, about 600 ft. apart, all striking nearly north-south and dipping steeply to the west. EACH day, the fact becomes more evident that the ever-growing demand for oil is farther outstripping production, regardless of the increase in output throughout the past twenty years. The development of known oil fields and the prospecting for new ones along present lines are not resulting, in, and cannot bring forth, supplies large enough adequately to meet the oil needs of the country. The usual methods of prospecting-for new supplies are insufficient to meet the exigencies of the situation which threatens, in the not distant future, to reach a critical stage. Were it not that within the last two years new and prolific oil fields have been discovered in northern Louisiana, central Texas, and California, this crisis would undoubtedly be now at our door. Stocks are being exhausted in spite of the rapid growth of imports. The time is therefore fast approaching when some radical departures must be made in the method of prospecting and developing old and new fields in order to increase our oil supplies. Methods and chances, that have seemed unwarranted will not only be given serious consideration, but, according to the results promised, will be put to the test. Meanwhile, however, nearly all the oil fields are responding to the stimulus of higher prices, whereby enormously growing capital is attracted to this important industry, both here and abroad; the increase in our petroleum production at the present time is due to this circumstance. Yet, although a most active search is being made for possible sources of additional supply, one section of our country is not yielding the results that, in my opinion, it is capable of producing: I allude to the coastal dome belt of Texas, Louisiana, and Mexico. The United States Geological Survey has estimated that three-fourths of a billion barrels are available in the ground in the Coastal Plain of the two states just mentioned. Numerous papers have been written on the subject of the salt domes of the Coastal Plain and more or less attractive theories have been advocated by leading geologists to account for their origin and the presence of the oil, sulfur, and salt associated in them. The cams at present universally used in stamp mills lift the tappets with an involute form of curve, to which the surface of the tappet is always tangent; moreover, the line of contact between tappet and cam, if produced, would pass through the center of the stem. This is no doubt a desirable feature, but the writer has long believed that it would be much more desirable if the cam were to pick up the stamp without shock, and gradually increase the upward velocity of the stamp throughout its upward movement. The involute form of cam attempts to impart instantly a considerable upward velocity to the stamp, starting it from a state of rest, and the result is a destructive blow, a great deal of noise, and much wear and vibration. The writer has developed a form of cam which will lift the stamp pith a motion similar to that of the piston of an engine between the end and middle of its stroke; in other words, harmonic motion, from the woint of zero to maximum velocity. The curve will give this ideal motion only when the stamp is set for the exact drop for which the cam was designed, but the improved cam will not be as bad as the involute cam until the drop is reduced one-half. In other words, if a cam is designed for a 6-in. drop, it will be some improvement over the usual form of cam until the drop is only 3 in. Any cam, whatever its form, must of course lift the stamp in the same number of degrees of revolution; therefore, with this new form, since the stamp starts more slowly on its upward course, it must end up by going faster, the average speed being the same as with the involute cam. The stamp, after it is no longer in contact with the cam, keeps on going up a certain distance, which is easily calculated. It is therefore possible to hang up a stamp without a cam stick, if the fingers are not more than + in. longer than necessary to hold the tappet above, the cam. With this design of cam the surface of the tappet is not tangent to the surface of the cam throughout the lift. H G. MOULTON should not be confused with the famous economist of the same name. Our H. G. stands for Herbert George, whereas the chief of the Brookings Institution is Harold Glenn. Like most so- called New York members of the Institute's hoard, Mr. Moulton came from the West, in this case from Idaho where he was born, and Oregon, where he was educated at the University of Oregon. His early work included such jobs as mucker, assayer, smelter, chemist, mine surveyor, draftsman, engineer on surveys and construction, and assistant on mine examinations. In 1909 he was engaged as mining engineer by the firm of Eugene Meyer, Jr. S' Co., continuing with them for the next eight years.

Martin County Coal Corporation is located in Martin County, Kentucky in the Appalachian coal fields, near the West Virginia border. The total leasehold covers more than 33 000 acres. Total annual production at Martin County Coal Corporation is currently 2,500,000 tons, but in certain years exceeded 3,000,000 tons. Approximately 45 percent of the annual production comes from two surface mines. The balance is produced from five underground mines. Martin County Coal Corporation's work schedule consists of 240 days/year, two nine-hours shifts/day.

The Australian Broken Hill Consols mine is situated within a third of a mile eastwards of the famous Broken Rill Proprietory mine; but, so far as has yet been proved, the respective lodes have no connection whatever. The Proprietory line of lode, striking N.E. and S.W., is coincident with the bedding-planes of the inclosing gneiss, and, according to Mr. E. F. Pittman, A.R.S.M., government geologist, is undonbtedly a saddle-formation. This opinion, which met with much opposition at the time it was advanced, is now, I understand, being generally confirmed as the work of development opens out fresh areas for observation along the line of lode. The lode is of immense thickness—in places over 300 feet and though it has been found to contain sufficient quantities of secondary silver compounds to yield phenomenal outputs of silver, its principal constituents are various lead and other ores, and it would appear more correct to regard it as an argentiferous lead-deposit than as a silver-lode proper. The Consols lode differs from its gigantic neighbor in every respect. With an average thickness of not more than 18 inches, it has been worked along its course for upwards of 1300 feet, and at every point yet explored has been found remarkably well-defined and persistent. With a strike E. and W., it cuts obliquely across the bedding of gneiss and schist, continuing uninterruptedly through various bands of eruptive amphibolite. The dip, which is to the south, ranges from 24 near the surface to nearly vertical in the lower levels; but the alteration is not regular, as in places the lode is almost flat, and this at a vertical depth of over 300 feet. Microwave technology has for decades been a tool for astronomers to map and understand the complexities of the universe its composition and extent. It is also used on a laboratory scale by spectroscopists to examine properties of atomic and molecular compounds. In this novel work we will introduce microwave technology to be used for the investigation of liquid slag structures. The preliminary results indicate that the alteration of the slag composition could be correlated to the measured microwave refractive index. The Reefton Goldfield has had the largest hard-rock gold production (64 t Au) on the West Coast of the South Island of New Zealand, and is currently under renewed development by Oceana Gold. The gold predominantly occurs in variably sheared quartz veins that are associated with zones of tighter, shorter wavelength folds in the host Greenland Group metasediments. The quartz veins typically occur as a series of plunging shoots that align with specific fold limbs or fold hinge zones. Shear zones containing disseminated mineralisation and quartz veins have thickness variations that relate to the angular relationship between the shear and host-rock bedding. Exploration strategies and targeting can be developed around both types of structural control.

MINING geology has been at once the vocation and avocation of John M. Boutwell, newly elected Director of the Institute representing Utah and Colorado. Geologists were looked at askance by most of the "big" men in mining when, from 1896 to 1900. Mr. Boutwell was teaching geology at Harvard, his alma neater; and his success in applying geologic principles to the business of finding ore contributed much to changing the attitude of scepticism. From 1900 to 1908 lie was with the U. S. Geological Survey, with service in Bingham, Utah; Morenci, Ariz.; and Park City, Utah. Since then he has been engaged in private practice as a consulting mining geologist retained by many of the leading mining companies. H. G. KNOX,* Norfolk, Va. (written discussion?).-There is one subject that Mr. Hobart seems to have inadvertently omitted from his very valuable paper, and that is corrosion. The shipbuilder, perhaps more than anyone else, has constantly to guard against it, our chief reliance being paint and galvanizing, where practicable. The corrodibility of a welded. joint is salt water must be determined before deciding whether this type of construction is to supersede riveting. At the present time, this question cannot be answered, although considerable work has been started in an attempt to arrive at a conclusion. The British Admiralty and several British shipbuilders have studied it extensively. Their experiments and conclusions have been very carefully followed and reported in this country by Naval Constructor Goodall of the British Navy. To date, these show that no undue fear need be felt from corrosion. At the Norfolk Navy Yard a series of plates welded with various electrodes were submerged in dilute sulfuric acid, such as is used in cleaning prior to galvanizing. While this test may not be conclusive in any quantitative way, it does show a marked difference in the corrodibility of welds made with different electrodes tinder different conditions. To thaw any conclusions from this accelerated this accelerated test would be, however, ill advised. In riveted joints, the exposed heads and points of the rivets always show the greatest tendency to corrode. This is clue to two reasons: first, as they are raised above the surrounding surface the paint is more susceptible to abrasion; and, second, electrolytic action is set up between rivet and plate. These same reasons lead us to expect a tendency of the welded joint to corrode. Various methods have been suggested for decreasing the probable inherent corrodibility of the weld, in addition to the customary coat of paint. These generally embody the introduction of alloys, principally copper; into the electrode material. Plating the electrode with copper is not effective in that the deposited copper segregates in the weld and actually increases the electrolytic action. As far as is known, no extensive test on the so-called copper-bearing alloy steels, which might be made up into electrodes, has been carried out, but when obtainable, electrodes of this alloy will be subjected to service tests.

Fuel problems of two lesser developed countries (LDC 's) are presented. In particular, the paper reviews cement technology and the fuel-intensive cement industries of the Philippines and South Korea. Based on current financial and cost data, analyses are presented of the proposed substitution of high-sulfur and slow-sulfur American coal in place of fuel oil. The analyses show that economic substitution of coal for oil is not only based on relative prices for coal and oil, as expected, but also to be an inverse function of degree of intensity of energy use, and a direct function of financial incentives such as accelerated depreciation, taxes on the savings made by the use of coal, and cost of capital.

The Olympic Dam Project constitutes a major resource of Copper and Uranium and has been under intensive evaluation since the discovery in 1975.A 500 metre deep rectangular shaft has been sunk into the deposit and this has been followed by 8400 metres of level, incline and decline development. 5 surface ventilation raises have also been constructed.Large scale trackless equipment is used to carry out the development, and productivity statistics are given.The paper describes the functionalised system used in the development program and discusses the maintenance support, and services required to carry out these works.The objectives of the Exploration Development program and the satisfactory results obtained from this work are also discussed.

Rep. William S. Hill (R.- Colo.) will preside over a Congressional hearing investigating the problems of the mining industry to be conducted in Phoenix, Ariz., late in April. Rep. Hill has expressed the desire to hear from the industry itself all possible testimony on the needs of domestic mining and how Congress can help. Rep. John J. Rhodes of Arizona is also expected to attend the hearing. Two new features are incorporated into an SO2 process for treatment of low grade manganese ores disclosed by Chemical Construction Corp. The new approach includes a high temperature autoclaving step and a sintering operation. Data was given for work performed on Cuyuna Range ores.

A $5000 contract to explore for asbestos in Marinette County. Wis., has been entered into between the Government and the Star Mining Co. of Madison, Wis. The Government will contribute 90 pct or $4500 to the cost of the project. The United States presently produces about 8 pct of its asbestos requirements. "Sulphur stockpiles are at a minimum for national security arid must not be further reduced," was the warning given by L. M. Williams, Jr., president of Freeport Sulphur Co. He stated that although the long-range outlook is favorable , current sulphur production cannot meet the demand and as a result the United States faces a crisis in the coming months.

Before this study was started, literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast-induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom of wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet.

In April of 1990, Homestake Mining Company began a 5,100 m (16,700 ft.) exploration drift from the Homestake Mine in Lead, South Dakota. The drift starts from the mine's 6800 level, nearly 2,100 m below the surface, and extends north to further explore occurrences of gold discovered by surface drilling. Access to the North Drift for men and materials and for disposal of waste rock is limited to the Homestake Mine's #6 Winze, which serves as the major production shaft for the deep levels of the mine. This paper will discuss the successes and challenges encountered while managing a tunneling project 2,100 m below the surface and from an active mine.

The Inter-Island Tunnel is a 7.7 kilometer (25,160 foot) long by 3.5 meter (11.5 feet) diameter concrete lined tunnel through the Cambridge formation below Boston Harbor. Constructed as part of the Boston Harbor Project, this tunnel will bring untreated wastewater from the MWRA’s South System headworks facility at Nut Island in Quincy, MA to the new Deer Island treatment plant. A myriad of problems delayed the construction of the tunnel. These problems included salt water inflows of over 22,000 liters (5,812 gallons) per minute, a major fire in the access shaft, weak rock and soil collapsing on the tunnel boring machine, and hand mining operations.
