Underlying the 15 million tonne, high grade Hellyer volcanogenic massive sulphide deposit of western Tasmania is an extensive, well developed, and well preserved stringer system. Pervasive alteration of the footwall mafic volcanics occurred as the hydrothermal system initiated. Mineralogical zoning exists within the footwall alteration pipe, with a central siliceous core giving way to zones of chlorite, chlorite-carbonate, sericite-chlorite, and finally sericite-quartz on the margins (stringer envelope zone). However, the alteration morphology and zonation is not symmetrical around the central siliceous core; eastward the alteration zones are steeply dipping and terminate abruptly under the massive sulphide, while westward they extend out under the ore body in a blanket fashion. Geologic evidence indicates that the pervasive alteration started with the development of sericite-quartz which was subsequently overprinted by chlorite and finally quartz-sericite as the hydrothermal system became focused towards the centre of the stringer system.

In accordance with the requirements of By-Law LX,- I beg leave to submit herewith the report of the Library Committee for the year 1916. The activities shown by the sale of the Institute's publications during the year are somewhat larger than last year, due principally to the increased sale of special editions on account of the larger sale of the Posepny and Emmons Volumes, owing to increased advertising and to the reduction in price of the Emmons Volume. The sales were distributed as follows: Sale of Transactions $3,237.07 Sale of Special Editions 1,722.50 Sale of Bulletins and Pamphlets 2,263.95 Total $7,223.52, The Institute library has now been merged with the libraries of the. other three Founder Societies and is known and administered as the Library of the United - Engineering Society. When this merger, was effected, a proviso was made that the books contained in the Institute library up to the date of the merger were still to be considered as the individual property of the Institute, and this arrangement applied also to the libraries of the other two Founder Societies. At the time that the American Society of Civil Engineers joined as a fourth Founder Society, they immediately turned over their entire library to the United Engineering Society, relinquishing all property rights in the books entirely.

THE Federal income tax treatment of expenditures for exploration and development for mines and other natural deposits (other than oil and gas) was materially changed by special provisions of the 1951 Act that are continued in the present 1954 Code." These present provisions for mines in stance they are the same as the 1951 amendments to the 1939 Code, Secs. 23 (cc) and (ff), respectively, except that for exploration the allowable annual deduction is increased to $100,000 (from $75,000) and minor changes in case of property transfers are made with respect to the four-year limitation. Before 1951 the statutes made no specific pro- visions regarding development and exploration for mines, but the rules were prescribed by Treasury regulations: 1) Before the mine entered the production stage, all development and exploration expenditures for mines, less net receipts, were to be capitalized recoverable through depletion or written off as losses when determined worthless. 2) After a mine entered the production stage, development expenditures were deductible as expenses-currently if ordinary expenses, but on a deferred basis if extraordinary in scope. This recognized the two separate periods, one before and the other after beginning of the production stage. There was no distinction between an exploration and a development period, but exploration was included as part of development.

The John Fritz Medal is awarded from time to time for notable scientific or industrial achievement by a board composed of representatives from the four engineering Societies. The John Fritz Medal was awarded in January, 1917, to Dr. Henry Marion Howe, for his "investigations in metallurgy, especially in the metallography of Iron and Steel." The presentation ceremonies were held in the Auditorium of the United Engineering Societies' Building, New York, on Thursday evening, May 10. Mr. Ambrose Swasey, Chairman of the John Fritz Medal Board of Award, presided, and addresses were delivered by Dr. Rossiter W. Raymond, Secretary Emeritus of the American Institute of Mining Engineers, and Dr. Ira N. Hollis, President of the American Society of Mechanical Engineers. Professor Albert Sauveur, Chairman of the Board at the time the award was made, presented the medal, and the ceremonies concluded with the response of Dr. Howe.

National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the Mine Safety and Health Administration Permissible Exposure Level. Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Pittsburgh Research Laboratory. The results show that the entire screen contributes to noise below 1 kHz and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

(written discussion??.-It has been our experience, especially in cupro-nickel, that manganese has been very beneficial, not only, as stated by Mr. Braid, in removing sulfur, but also for its property of reducing oxides, thus making the metal more fluid, and enabling it to be poured at a lower temperature; this, in turn, prevents softening of the graphite pots and the absorption of carbon. It also acts very effectively in keeping the carbon in solution in the cupro-nickel, in the combined form. However, in the case of cupro-nickel, to obtain all these benefits it has been found necessary to keep the manganese content as near 0.25 per cent. as possible. Manganese also is very effective in diminishing the amount of blisters in cupro-nickel. So far as I am aware, both from personal experience and from the experience of others who have been engaged in the manufacture of nickel-silver and cupro-nickel, manganese used either in the form of pure metal or as manganese-copper alloy (30 Mn, 70 Cu) gives better results than any other flux. While this may seem a strong statement, manganese is the natural flux for nickel-silver and cupro-nickel.

Previous results have shown how con- trolled-potential sulphidization (CPS) can give improved metallurgy during rougher flo- tation of mixed oxide-sulphide copper ores. Results in this paper, using different samples and different equipment, confirm the previous results and extend the application of CPS to cleaner flotation. By using CPS, faster flotation of copper minerals (chalcocite and malachite) from clay was obtained in roughing and cleaning, and improved concentrate grades and recoveries were achieved over those by conventional manual control. The optimum sulphidizing potential (i.e. the potential of a sulphide ion-selective electrode versus a saturated calomel electrode) was -500 mV, and could be controlled to ¦5 mV, during four rougher- scavenger and three cleaner-re cleaner stages. This optimum gives the best balance between copper recovery, concentrate grade, and sodium sulphide consumption. Five cleaning circuits and five ore com- posites of different composition (0.55-1.50 per cent Cu) were examined as well as the effect of feed size and pulp density. Better results were obtained at 20 per cent solids in a Denver cell than at 33 per cent solids in an Agitair cell; this may have been related to the high clay content of the ore. Commercial equipment for pilot plant or full-scale plant application of CPS is cur- rently being developed.

Solid Energy New Zealand (SENZ) uses a 20+ year period for integrated planning of all its business activities. It has an ongoing program of coal resource assessment to optimise future mines within this 20 year period, using a six step resource and mine planning process. Desktop review and conceptual study at preliminary Levels 1 and 2 are based on general coal resource information. Further coal resource investigations are carried out for the more detailed evaluations in secondary assessment, prefeasibility study, feasibility study and detailed engineering from Levels 3 to 6. At Levels 1 and 2, completing conceptual planning, including preliminary resource evaluation and economic appraisal to the target cost uncertainty level of ¦33 per cent, is challenging in New ZealandÆs highly variable geological and geographical conditions. Where coal deposit geometries are relatively simple, approximate methods for determining pit limits using overburden strip ratios, seam thickness, physical boundaries, and quality cut-offs may be sufficient. Many New Zealand coalfields are however complicated structurally, with multiple seams and extensive folding and faulting. Coal seams are characterised by variable dip, thickness, and quality over relatively short distances. In the North IslandÆs Waikato coalfields, coal is typically overlain by weak sediments and clay rich strata that necessitate very flat cut and fill slope angles. The proximity of these deposits to major infrastructure (including towns, highways and rail lines), significant environmental features such as the Waikato river and lakes, and valuable dairy farmland, add further complexity. Traditional preliminary mine planning techniques applied in these conditions are insufficient. Pit optimisation software, widely used in the metalliferous mining industry since the 1980s, offers the ability to analyse many more specific factors affecting pit limits, mine layouts, and economics, with more rigour and for a much larger number of scenarios, than traditional methods allow. SENZ therefore decided to adapt and use æWhittleÆ pit optimisation software for Level 2 analysis of several Waikato opencast prospects. This paper describes this work.

THOUGHTFUL people have raised questions as to how long nature's bank could continue to accept our drafts. These questions came to the fore so persistently, and there were so many evidences -such as the failure of natural gas in Indiana, the increasing scarcity of lumber in the Lake Superior region, the progressive sterility of Southern farm lands, the choking of the Sacramento River by tailing-point-ing to possible danger from overdraft or to misuse of resources and opportunity, that President Roosevelt called a conference which assembled at the White House on May 13, 1908, to consider these and related questions. This, the first great Conservation Congress, had a wide and beneficial influence on the thought of the world. It profoundly influenced the course of succeed-ing events and, while even yet there are sharp dis-agreements as, to the wisdom of much that has been done in the name of conservation, I believe that thoughtful men, and engineers especially, agree that the time had come when sharp attention was properly called to the waste that accompanied development of our resources. RESOURCES LARGE BUT NOT INEXHAUSTIBLE In 1908 there was a surprisingly large number of men, who should have known better, prepared to argue that our resources are "inexhaustible." No competent mining engineer, of course, believes that, as regards minerals at least. They may be, and, in most cases, fortunately are, large; as to many of them our knowledge is too general to permit measuring the reserves; but we know now, and I think the public appreciates, that there is a limit to our supply of gas, oil, coal, iron, and metals. Indeed, with the inten-sive study made necessary to meet the demands of the war, and the more careful accounting required by the newer systems of taxation, depletion has become a common word, and that mines are wasting assets has become a platitude.

Digger Rocks is one of several nickel-bearing sulphide deposits localised within komaLiitic volcanics of the Forrestania Greenstone Bell within the Archaean YiIgam Block of Western Australia. Exploration and evaluation to April 1990 have delineated a resource, at a nominal cut-off grade of 0.5 per cent Ni, of 1.9 Mt at 1.1 per cent Ni within a lensoid sulphide body which strikes NW, dips 50°SW, and occurs at a depth of 30 - 110 m below surface. There has been no production from any of the Forrestania nickel deposits to-date. The deposit, comprising both disseminated and massive sulphides, has maximum dimensions of 400 m strike, 115 m vertically and 90 m true width. Generally the massive sulphides occur at the base of the disseminated sulphides, on or close to the base of the Digger Rocks dunite. The two main massive sulphide lenses have maximum dimensions of 120 m strike, 75 m vertically and 16 m true width (northern lens) and 60 m strike, 25 m vertically and 4 m true width (southern lens). The average grades of the massive and disseminated sulphides are 5.9 per cent i and 1.2 per cent i respectively. The massive sulphides generally have sharp hangingwall and fOOlwall contacts and display strong internal grade anisolropy.The massive sulphides are mainly within the supergene zone and consist of violarite, pyrite and marcasite. The disseminated sulphides are mainly within the primary zone and consist of pentlandite, pyrrholite, pyrite and minor chalcopyrite. Alteration zones, up to six in number, are complex in detail. The sulphides are capped by an average of 30 m of sub-economic, leached, siliceous, oxidised material.A genetic model for the deposit is described which places Digger Rocks in Category 2 (sulphides in large layered dunite bodies) of the latest classification of komatiitic nickel sulphide deposits in the Yilgam Block of Western Australia by Hill and Gole (1990).

It is processed as a conventional copper ore at the concentrator of Noranda Mines. The flotation tailings still often contain more than 0.3% Cu. The slag is mainly constituted by magnetite, fayalite and a siliceous glass. Evidently, the copper occurs mostly as sulphides and, to a lesser extent, as metallic copper. However the glass contains a small amount of this metal in solution, between 0.14 and 0.33% on an average, depending upon the investigated sample. This represents scarcely 1% of the total copper in the crude slag, but as much as 15 to 25% of this metal in the flotation tailings, in which the major part of the copper occurs as very small globules of copper sulphides or metallic copper with an average diameter of about 2 to 3 um and well-locked in the glass."

The mineral processing engineer must have some knowledge of mineral identification, and the greater his knowledge in this field, the greater will be his potential to do his own specialty well. Most metal-bearing ores and industrial minerals require processing of some kind to produce a salable product or a material suitable for further processing. The types of treatment are many, but each one is aimed at separating a mineral or family of minerals from others. Obviously, then, it is basic to all mineral processing to identify the minerals present in the raw material and in intermediate and final products resulting from processing. Very often the mineral processing engineer will enter planning while exploration of a mineral prospect is going on. He will examine hand specimens, drill cores and cuttings, bulk samples, and materials in place. He must identify the valuable minerals, their occurrence and associations with other minerals, and the identity of diluents or host rock. An exact and detailed knowledge of the raw material will usually suggest the treatment processes that should be investigated in the development of the most suitable scheme for that particular raw material in that particular location. Physical properties of a mineral often lead directly to a process for separating that mineral from others. Some well-known examples of these are: magnetic separations for such minerals as magnetite, rutile, ilmenite; gravity separations for gold, silver, galena. cassiterite; flotation separation for most sulfides; distillation of mercury from cinnabar; and selective dissolution in specific solvents such as halite or sylvite in water, gold and silver in cyanide solutions, copper oxides, carbonates, sulfates and silicates in dilute sulfuric acid. These processes and many others are described in detail elsewhere in the Hand¬book and so it is not appropriate to give details here, except to emphasize that processing is aided greatly by complete mineral identi¬fication. Developing a treatment scheme for a new mineral discovery is an exciting assignment fag the mineral processing engineer, but much more of the usual work relates to quality control in existing plants. Here too, mineral identification is important. Some processing is aimed toward producing an end product which will meet exacting specifica¬tions regarding purity or allowable diluents. In this situation it is vital that contaminants be identified so that the process can be adjusted

The North American Coal Corp. Increasing demand for coal, stimulated by the national energy shortage, and complicating and often conflicting, demands by government and ecology groups for better land reclamation methods continued to propel advances in surface mining technology during 1974. To meet current demands for coal (estimated at more than 700 million t for 1975 and 1.5 billion t in 19851, equipment manufacturers and coal operators concentrated on increasing the productivity of all surface mining equipment. The trend towards larger equipment, particularly in overburden removal, loading, and haulage machinery, prevailed during the year, notwithstanding the perennial debate over the economics and practicality of using large, inflexible equipment. There are a number of methods available that can be used to estimate the bearing capacity of piles that are subject to lateral load, such as the theory of subgrade reaction or the elastic continuum approach. The objective of these approaches is to determine the lateral load corresponding to the allowable lateral displacement of the pile. It is important to select the appropriate soil stiffness when analyzing soil behavior within the allowable displacement of piles because the stiffness of soil is dependent on the displacement of piles. Even though pressuremeter tests can measure the stress-strain behavior within a wide strain range, pressuremeter test results have been utilized to assess only the fragmentary soil modulus based on either semi-empirical correlations or analytical approaches. This study is concerned with a methodology that can estimate the horizontal deformational property, while taking into consideration the nonlinear deformational characteristics of sandy soils. Pressuremeter tests were conducted for 15 cases using a calibration chamber. Reloading curves were employed in the estimation of horizontal deformational property in order to minimize the effect of soil disturbance caused by the installation of the probe. The shear modulus degradation characteristics were estimated from the curve fitting for the reloading curve and from extrapolation using the exponential function. In addition, the difference was taken into account between the stress state around the probe in reloading and that of the in-situ state. A consistent relationship was observed between the maximum shear modulus taken from the suggested method and the bender element tests performed in the calibration chamber, simultaneously with the pressuremeter tests. In addition, the results showed significant concurrence with the well-known empirical correlation.

During the last 15 years much attention has been given to the " contact-metamorphic" ore deposits which mainly occur in limestone close to intrusive contacts. In general, these deposits are characterized by the association of magnetite and simple sulphides with the so-called L'contact-metamorphic" silicates. These silicates comprise garnet, epidote, vesuvianite, tremolite, wollastonite, diopside, hedenbergite, ilvaite, and many other rarer forms. The contact-metamorphic zones contain also in places minerals with boron, fluorine, and chlorine, like axinite, tourmaline, danburite, fluorite, and scapolite. There is also more or less quartz and coarsely recrystallized calcite. The simple sulphides embrace pyrite, pyrrhotite, chalcopyrite, galena, zincblende, more rarely arsenopyrite. On the whole, sulphantimonides and sulph-arsenides are rare. Deposits of magnetite or chalcopyrite or of both are most common. The deposits have an irregular or rudely tabular form, following main contacts, dike contacts, or stratification planes; they rarely extend for more than 1,500 or 2,000 ft. from the contact; far more commonly they only reach a distance of a few hundred feet from that surface. The deposits are usually formed by replacement of limestone, or allied calcareous rock. Apparently they are found both in relatively pure and in impure carbonate rock. The deposits are geoiogical bodies of a chemical and mineralogical character differing greatly from the adjoining intrusive rock and from the unaltered limestone. They are rich in silica and iron, with more or less of lime, magnesia, alumina, sulphur, and rarer metals like copper. The so-called contact-metamorphic silicates which form the gangue usually are coextensive with the metallic minerals, though of course not necessarily with the merchantable ore. All opinions agree in holding the deposits of epigenetic origin, later than the inclosing limestone. Regarding the origin of the metals and the genesis of the ores there are several opinions. 1. A study of Western cities reveals the fact that a city where people make their homes for permanent residence is always a city with, well-shaded avenues, with parks and playgrounds; in other words, a beautiful city. On the other hand, the average city that lacks these qualifications is usually a city of transient population. Many of our Western cities must be classified as such. Their inhabitants live in such a city only to the time that they will be able financially to retire from business and go to one of the other types of cities to live; or until opportunity offers itself for a position or a job in such a city. I believe that our Western coal camps could benefit by this truth. If conditions can be created in the camps that will encourage the workers to settle permanently or for a long time at least in the town, it would greatly aid in stabilizing employment. By the term "workers" I do not mean the pick and shovel men alone, but everybody from the superintendent or the manager down; for the educated part of the population suffers probably greater from a desire for better surroundings than the less educated part. Modern City Planning tries to show the way for more attractive towns; for more practical towns also, and at less expense. The grid-iron system of street planning is slowly being replaced by one that fits the contours of the site. Instead of streets that are cut through the hills and built over the valleys to get practical grades, it tries to show how these streets can be made to fit the ground and produce better traffic lines; greatly more attractive streets; better building sites and lots, and all of this at less expense. A well-planned town of this character should have as its nucleus, a central square around which the main stores and business houses are grouped. The main building of this group should be the church, the community meeting place, city hall or such other buildings of a public or semi-public character, that are imposing enough to add interest to the square. From this central square, streets should be built to radiate out in all directions, more or less like a spider-web. The main lines of these streets should be reserved for traffic purposes and they should be wide, for the town may grow into a city, and they should be direct, connecting the town center with outlying points at the shortest and easiest possible line. Between these radiating streets should be residential streets of narrower width and arranged in such a way that fast through traffic cannot pass over them and make them unsafe and unsanitary for family life. Following up the comparison with the spider-web, the town should have circular streets, encircling the whole town with rings at various distances out, along which circular lines parks should be located. In the West, where the need for shade is so great, the town should surround itself with a belt of forest trees. Such a forest belt would break the winds and shelter the town, and also make the whole town a cozier, nicer place to build a home in. A forest belt of this kind does not necessarily mean a great layout of money. Trees can be planted small and at little cost and a carefully studied irrigation system will make the maintenance cost small. If the town has any places of natural beauty they should be carefully preserved and made accessible. Natural parks of this type will often take the place of the artificial parks of large cities, and at no expense to the community. AN extremely successful meeting, under the joint auspices of the Ohio Section and the Iron and Steel Committee, was held at Cleveland on April 19 and 20, about one-half of those in attendance being from the Cleveland district and the other half from a distance. The morning session on April 19, C. K. Leith presiding, was opened by the presentation of the ad-dress of which an excerpt is printed on the opposite page. In the subsequent discussion R. A. Allen pointed out that the meeting had not been called "to blow the lid off the tariff" since that is only one of the many problems connected with the wisest utilization of man-ganese, and it was the purpose of this meeting to con-sider all those interdependent problems. The purpose of the tariff was to develop an adequate domestic sup-ply, and that result had not been accomplished. An-other important problem, linked with the tariff, is the need for assuring, while we are at peace, an adequate war supply of manganese, and at present this country has no such policy. D. F. Hewett said that his 3-months' trip in Europe last summer had impressed him with the fact that England had once been in the position United States now is in, of being the principal world's producer of all the more important minerals and with a declining reserve had gone on a free-trade basis. No one pointed out that, with the exception of tin, the present relative position of England is due more to an increase in pro-duction in other countries, rather than to a decrease of domestic production. J. Sharshall Grasty referred to recent development work-in Virginia where of 30 per cent easily concen-trated manganese ore about 300,000 tons has been blocked out and possible and probable ore amounting to 700,000 tons more is indicated.

THE decision of the lower court (United States District Court for the Southern District of New York) in the suit of the Dwight & Lloyd Sintering Co., vs. John E. Greenawalt has been affirmed by the United States Circuit Court of Appeals for the Second Circuit. In the original suit, infringement of seven patents was alleged, these covering the process of producing a sinter .out of finely pulverized metalliferous ores as practised in shallow pans operating intermittently in distinction to the Dwight 6: Lloyd continuous machine. The court found that the long delay in bringing suit precluded any recovery of profits from the defendant under the basic down-draft sintering patent, although Dwight & Lloyd are recognized as the inventors of this' contribution to the art and its .importance is acknowledged.

As part of an effort to establish processes that could be exploited in case of adverse changes in international chromium production and trading patterns, this study was sponsored by the Federal Emergency Management Agency (formerly the Federal Preparedness Agency) through the Bureau of Mines, to experimentally determine the feasibility of recovering chromium from critical scrap metals containing significant quantities of this element. Based on a conceptual pyrometallurgical chromium recovery flowsheet developed at Arthur D. Little, Inc., the experimental program described in this report demonstrated key process steps for the recovery of chromium as ferrochromium in a batch process. The process involves oxidation of chromium into a slag phase, subsequent separation of the slag phase from the remaining metal, followed by reduction of chromium from the slag phase to produce ferrochromium.

The manufacture of ferromanganese in the blast furnace having been the subject of considerable attention in the Institute, I beg to put on record a contribution to the discussion from a quarter hitherto not directly represented, namely, the St. Louis furnaces, near Marseilles in France, belonging to a company of which M. Jordan, a member of the Institute, is Managing Director. These furnaces commenced in 1862 to manufacture specular pig (fontes facettes) containing from three to six per cent. of manganese. In 1864 the regular production of spiegeleisen (fontes miroitantes), containing seven to ten per cent. of manganese, was inaugurated. At that time the Rhine was the only locality of this manufacture, and the Bessemer works of England and France obtained from Gernlany all their spiegel. From 1864 to the present time, the St. Louis furnaces have been advancing steadily the percentage of manganese in their product. From ferromanganese of thirty per cent. they had arrived, about two years ago, at a product containing seventy to seventy-five per cent., and for some time past they have been turning out what, as M. Jordan remarks, may fairly be Termed fonte de manganese, or manganese pig, instead of iron, since the percentage of iron it contains is not more than 8.5, while the percentage of manganese is 85, or ten times as great. This very high grade material has a peculiar appearance, entirely different from that of ordinary cast iron or spiegel. It is granular, and steely gray in color. The following analyses, communicated to the Sociètè des Ingenieurs Civils, by M. Jordan, show the composition of various products of the St. Louis furnaces:
