Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

(SECRETARY'S NOTE.) The following discussion of the papers of Van Hise, Emmons, Lindgren and Weed, read at the Washington meeting, February, 1900, and printed on pp. 282 to 498 of this volume, comprises communications to the Secretary, received at various times before the Richmond meeting, February, 1901, and, for the most part, presented at that meeting. These communications are introduced at this point in the present volume, in order that they may precede the papers of Vogt, hemp, Lindgren, Rickard, etc., presented at Richmond, and therefore not forming part of the material considered in them. Since many of the contributors have mentioned in one communication several of the papers referred to, no attempt is here made to divide their remarks and distribute the fragments under separate headings. In each contribution, however, the several topics are indicated by subtitles. R. BECK,* Freiberg, Saxony : Prof. Veal Hise's Paper.-The paper of Prof. Van use (p. 282) represents a great step of scientific progress, in that the circulation of underground waters has never before been presented with such clearness, ill the light of modern chemical and physical knowledge. The theories of the formation of ore-deposits which follow the author's general survey of the currents and solvent power of atmospheric waters in the earth's crust do not, indeed, seem to be novel, being essentially an amplification of Le Conte's views; but the proofs adduced in their support are in many particulars so original that no one can read without profit this portion of the paper. Entirely new (though largely in agreement with the papers of Emmons and Weed, presented at the same meeting of the Institute) are the sections dealing with the formation of the rich sulphides of the precious metals, and especially the regeneration of normal sulphides, such as galena, etc., in vein-zones immediately beneath the ground-water level. Nevertheless, it appears to me that Prof. Van Hise, in the course of his most instructive exposition of unquestionable, yet still locally limited, phenomena, has been too much biased in favor of the " descensionists." This is indicated by the small importance which he attaches to the intimate genetic relation between epigenetic deposits and the plutonic hearths of the earth's interior.

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. "Chromite ore is an indispensable raw material in the manufacture of ferro-chrome and charge-chrome, which are used for the production of stainless and other alloy steels. The demand for chromite ore is ever increasing because of increasing consumption of these steels. Keeping this in view, Tata Steel is keen to recover values from fines and wastes, and also to produce value added products from their captive chromite mines and its processing plants.Tata Steel has its captive chromite resources at Sukinda, Orissa. They contain two ore types, i.e. (i) Ferruginous and (ii) Siliceous. The generation of off-grade ores is an increasing trend and simultaneously customer quality requirements are becoming ever more stringent. The ferruginous type ore also contains a considerable quantity of in-situ fines (~20% particles below 0.5 mm) that compound the beneficiation problem.In many places, in India and abroad, mined non-marketable off-grade and low grade chromite ores are upgraded by using either simple classification techniques like screw classification, hydrosizing, hydrocycloning or conventional gravity concentration processes such as Heavy media separation, Jigging, Spiraling, Tabling etc.At Tata Steel, the ferruginous type ores are treated in Chrome Ore Beneficiation (COB) Plant that comprises: a crushing and grinding circuit; a classification circuit using hydrocyclones; and a beneficiation circuit using 4 stage spirals in the coarse circuit (-0.5+0.1 mm) and 3 stage spirals & tables in the fine circuit (-0.1+0.038 mm). In this process, 3 types of tailings are being generated and together analyses about 17 % Cr2O3, which is high. From the present operation the chromite recovery is around 70% and could not produce coarse concentrates (+0.5 mm size). Whereas the siliceous type ore is treated in the Lumpy Ore Processing (LOP) plant, consisting of crushing-washing & classification-hand sorting operations, to produce marketable grade lumpy ore and –10 mm de-slimed fines. These fines are intermittently treated in the COB plant. The higher silica content (greater than 1%) and low Cr/Fe ratio (less than 2.8) are the problems with these concentrates."

ONE of the little-known characteristics of cast' iron, which neverthe-less has an important bearing on results where accuracy in machining-is essential, is the ability of this material to ease up internal strains when. .allowed to remain quiescent for a more or less extended period of time. At seems as if the molecules in such a casting, by virtue of their "mobility,? can adjust their relative positions to an extent sufficient to overcome some of the existing stresses. The following instance will perhaps give a fair idea of the condition a casting may he in when just shaken out of the sand. A very large sheave-wheel, after shaking out, was taken' outdoors to be, cleaned and made ready for turning up. It was leaned against the side of the building, but before much could be done an arm tore apart with a loud report. Investigation showed that the sun had been shining on the upper rim, this adding a slight strain to those already existing within the arm and thus overbalancing the strength of the metal in tension. Had this sheave been kept under cover for a while, or at least until machined, the-strains., would have eased off sufficiently to allow the sun to look upon it without disaster. It will not be necessary to multiply examples. Every engineer knows the danger of water-hammer in pipe lines, particularly if the latter are of cast iron. Every mechanic knows, or should know, that it is not good to strike a fitting that is under steam pressure. It will be necessary to say a few words on the "internal- strains" in castings-the so-called "casting strains" we hear so much about. We all know that to get a casting reasonably true to the dimensions wanted requires a slightly larger pattern. The usual allowance for gray iron is 1/8 in. to the foot (1 cm. per meter) and ¼ in. to the foot (2 cm. per meter) for white iron (all dimensions). This reduction in length, breadth and thickness in a casting is erroneously called "shrinkage." It should be called "contraction," as for practical purposes. it is simply the difference .in dimensions of the casting red-hot and cold.

After a good year in 1979-strong mineral demand, adequate prices for most metals, minimal labor problems-1980 was not so good. The US produced $24.8 billion worth of nonfuel minerals last year, up 3.5% from 1979, according to preliminary US Bureau of Mines figures. But the $800 million increase was the smallest annual gain since 1977 and reflected reduced auto and construction industry demand, strikes, and energy shortages. Preliminary figures for 68 minerals show that production of 42 decreased, 25 increased, and one was unchanged. Production of 11 of 21 US-produced minerals was up. Noteworthy mineral events in 1980 included a copper industry strike, increased gold and silver prices, troubles in the iron ore and uranium industries, discussion about a US nonfuels mineral policy, and corporate interest in mining companies as merger targets. Recessionary conditions experienced by the Western world in 1980 resulted in a slowdown in new mine development, evident in the relative scarcity of major new base metal projects. This could lead to short term supply/demand anomalies within the next few years which, in turn, could have a significant effect on metal prices, according to Mining Magazine (Jan. 1981). World Mining (Sept. 1980) noted that US mining strength is in open pit operations. A much lower tonnage is mined underground and is centralized in trona, uranium, lead, zinc, molybdenum, potash and, to a lesser extent, copper. The most notable increase in new underground mines has been in Wyoming's trona district where new mines are being developed and production will increase, the magazine said.

Korea has about 68 hundreds million tons of limestone's reserves. Still, high-Ca2+ limestone containing more than 52% calcium oxide makes up for about 12% only; hence the need for securing and effectively developing limestone. The best solution is to manufacture precipitated calcium carbonate (PCC). The synthesis of PCC using high-Ca2+ limestone has several advantages including the efficient development of resources and easing the import dependence on PCC. The first step is the selection of suitable limestone for the synthesis of PCC. In this study, formation age was decided as the primary key point, with its effect on calcination, hydration, and synthesis of aragonite investigated. Results showed that the yield of aragonite increased when newer limestone was used. On the other hand, neither the activity and bulk density of quicklime nor the particle size of aragonite was affected by the formation age, although special values were registered following each formation age. Moreover, the bulk density of quicklime and particle size of aragonite tended to increase with decreasing activity. This result is different from that of the other experiment. Therefore, a suitable method for measuring the activity of quicklime for use in the manufacture of PCC must be established.

Creating technology, securing patent rights, and managing a patent portfolio are time-sensitive and dynamic activities. Agreements should be in place with technology partners (employees, contractors, joint venture partners), prior to embarking on research and development projects, so as to mitigate future disputes over patent rights. Technology partners should be educated on patent law basics so as to be mindful of patent bar triggering events. Accurate records must be maintained to capture information relevant for preparation and filing of patent application, including subject matter, names of inventors, and invention date. Developed inventions should be evaluated for whether to file for patent protection, delay patenting until technology is further developed, maintain trade secrecy, or effect deliberate public disclosure. Once decision is made to file for patent protection, time is of the essence, and application for patent protection should be filed as soon as possible, as many countries award patents on a "first-to file" basis. Decisions on where to file are made having regard to potential competitive advantages versus cost considerations, and can be delayed by taking advantage of priority rights recognized in patent legislation of most countries. Once patents are granted, competitors must be policed for potential patent infringement, and legal action may be necessary to prevent patent infringement.

The Curragh mine has complex operating conditions. The mine operates in four seams to produce two coal qualities and is divided into five pits which have different qualities and coal preparation characteristics. The combination of all of the necessary controls to achieve maximum resource utilisation has necessitated the development of suitable software to assist the quality control engineering function. The required software had to be able to plan the optimum yield of coking coal whilst achieving the quality parameters for the coking coal and co-produced steam coal. The program has been designed to evaluate all of the mine faces available for coking coal production. The optimisation of coking coal production is planned and co-produced middlings steam coal determined. The optimum steam coal product is determined using the middlings in combination with bypass production.The computer software to carry out these functions has been designed by using an exploration data base as the raw data source. The program accesses this data and uses a coal preparation prediction program to determine the yield vs. ash relationship for each coal face. A linear program selects the optimum -combination based upon equal incremental ash values. The final output lists feed tonnages, coal preparation conditions, product tonnages and full coal quality data.

THE Helen Mine, of the Algoma Steel Corporation, in the Michipicoten district, Ontario, Canada, has produced more than 6,240,290 tons of iron ore. Prior to and during World War I, 2,823,369 gross tons of brown ore were shipped, and from 1939 to the end of the 1944 season, 3,416,921 gross tons of siderite ore were produced from open-pit operations. Brief descriptions are given of the nature of the ore, the mining methods employed and the manner of treatment of the ore. Shipment of the finished product, known as Algoma sinter, is made to blast furnaces in both Canada and the United States. The iron-ore bodies-i.e., the oxide ores of the Old Helen and the siderite of the New Helen-are a part of a tabular shaped area of iron formation that extends over a length of more than 10,000 ft. and has a maximum width of 1000 ft. The ores are considered to be a product of introduction of iron-bearing material accompanied by replacement of the rocks already present. It is shown that introduction took place subsequent to the development of the major folded structures. It is believed the iron-bearing material emanated from an igneous source.

ALTHOUGH discovered as long ago as 1817, by Strohmeyer, the use of cadmium did not become in anyway general for nearly a century. Its properties, although well known, did not recommend it to users of metals generally, and it was, on the whole, regarded more in the light of a nuisance to zinc producers than anything else. Its real value was not appreciated until both the United States of America and Germany, who are entirely dependent on outside sources for their supplies of tin, were faced with the unpleasant fact that their tin stocks were being rapidly depleted, with practically no prospect of having them replenished. This resulted in serious efforts being made in the UnIted States of America to conserve what tin was available, and, as a consequence, several metals were tried in the hope that they would prove satisfactory substitutes for tin. Among these was cadmium, and it was found that cadmium could replace tin in a manner sufficiently satisfactory to permit of its use in many directions where tin had been used before.It is on this ability of cadmium to replace tin that its use became in any way general at first; but since then new avenues of development have been opened up in which its physical and chemical properties are proving their value. It is highly probable that its use will extend very considerably as time goes on. OCCURRENCE OF CADMIUM.There are several cadmium minerals known, but none of them occur in profitable quantities as ores. The cadmium of commerce is derived almost entirely from zinc minerals and ores in which it is almost invariably present in proportions which are usually very small. Cadmium behaves metallurgically almost the same as zinc, and hence constitutes a fraction of 1% of almost all spelter.

The petroleum industry of western Pennsylvania and southwestern New York lias been one of phenomenal development. Greater and more sudden flucuations hare occurred in the price* of crude oil, and in all the collateral interests dependent upon its production, than in the case of any other mineral product which has been extensively exploited in the United States. This was more particularly so from the commencement of drilling for oil in 1859 down to the end of 1877. The experience gained during these early years has enabled the oil men to operate more intelligently since; the business is not now attended with the hazardous risks with which it is generally credited. The most important questions connected with the oil industry are those of (a) the oil-supply, and (6) the possible ultimate exhaustion of the field. Since 1876 my attention has been directed to the study of the statistics of the product of the oil regions. In January, 1880, in order to slow some interesting points connected with these questions, I prepared a graphic chart which was used to illustrate a lecture on petroleum delivered before the Franklin Institute. This chart was afterwards reconstructed in two distinct forms for publication in the census report. on Petroleum and its Products. These latter I have redrawn in a condensed form, and have extended them to include the statistics up to 1885, for publication in the Transac tions of the Institute, in conjuction with a map of the oil-re&'~IOIIS prepared by Mr. John F. CarII and myself. It is hoped that these illustrations will be found interesting to the members of the Institute, and of practical utility to oil-men, without any extended discussion, since it is my desire to make only such brief references to them and give such additional detailed facts as may serve to make the prominent features understood.

"Environmental issues such as global warming and water pollution are motivating fast changes in scientific and technological paradigms. Special importance is now being given to the so called environmentally friendly materials, which are renewable, recyclable and biodegradable. An example is the natural fibers with increasing industrial applications beyond the conventional uses as baskets, fabrics, ropes and carpets. In addition to traditional natural fibers, others like curaua (Ananas erectifolius) are being investigated for possible use as reinforcement of industrial composites. Since epoxy matrix is not yet incorporated with curaua fibers, the objective of this paper was to study the basic properties of epoxy composites reinforced with different amounts of curaua waste fibers. A comparative analysis aiming at the use of these composites as substitute for conventional building materials was carried out.IntroductionThis new millennium, which initiates with the 21th century, is experiencing a fast degradation of the environment by pollution and climate changes. Most of the problems are related to our methods of development associated with the use of fossil fuels and the energy intensive processing and production of synthetic materials. As a consequence, environmental issues such as global warming and ocean pollution are motivating rapid changes in technological paradigms. One relevant example is the current importance given to natural materials like the lignocellulosic fibers extracted from cultivated plants or found as industrial wastes [1]. These fibers are considered environmentally correct alternatives to substitute energy intensive conventional synthetic fibers such as carbon, glass, nylon and aramid. In addition to the renewable recyclable and biodegradable nature of the lignocellulosic fibers, the low cost and abundance in developing regions are major advantages that justify their increasing application as reinforcement of composites [2,3].In fact, nowadays, the use of natural fibers is no longer restricted to baskets, ropes, clothes and carpets. Industrial composites are introducing these fibers in large technological segments associated with car making, building construction and furniture [4,5]."

THE term oil property, in this discussion, includes any type of easement or grant under which petroleum might be produced; it ranges from the mere right to drill on undeveloped wildcat acreage up to a fully developed oil property. The values of an oil property, as thus defined, vary widely according to the use for which it is intended, whether it is from the viewpoint of the speculator, the fraudulent stock promoter, the refiner and pipe-line owner, or the oil producer. The market value of a property is usually a combination of some two or more of these influences, and occasionally a combination of all of them, but we prefer to treat each viewpoint as distinct from the others, allowing the reader to make his own combination in such proportions as his inclination and property seem to require. This paper will treat the subject from the viewpoint of the oil producer. However, the other influences have such bearing on the cost of property to the producer and on the price he might obtain by its sale as to warrant brief discussion of them. Speculation, particularly lease speculation, is a parasitic growth on the oil industry, healthy enough, but of no economic value. The class of property usually dealt in for this purpose is the undeveloped lease. Its speculative value may have some relation to its probable productive value, but most frequently this value is the product of temporary excitement due to local development. The lease speculator, seeking out the trend of development or securing early information regarding a proposed test or a new discovery, immediately secures leases whose market value will be increased when the existence of such development becomes more widely known. His profits are purely unearned increment. Not proposing to spend money in exploration, he can afford to compete in purchase with the operator, who, in addition to bonus paid, must spend large sums in testing out his own acreage and that of the nearby speculator as well. It has a tendency to compel unduly high bonuses.

THE 650-ton underground mill of The Empire Zinc Company of Colorado (a subsidiary of The New Jersey Zinc Co.) serves the Eagle mine at Gilman in the Battle Mountain mining district of Colorado. The topography is rough, the mine and mill being under Battle Mountain and the adit entrance in the north wall of the canyon of the Eagle River, which is here a steel) gorge. The town of Gilman stands on a shoulder of the mountain at altitude 8975 ft., above sea level, along the Pike's Peak ocean to ocean highway and contains the company office and the usual facilities of a modern mining town. The railway contact is at Belden, altitude 8370 ft., at the bottom of the gorge directly below Gilman, where the westbound track of the Denver and Rio Grande Western Railroad is cut along the north bank and the eastbound track along the south bank of the river. A general description of the mine, mill and service facilities, with an account of the geology, character of the ore and methods of mining and milling having previously been published in a series of articles', this paper will discuss with as little repetition as practicable the reasons for building the mill underground rather than as a conventional structure, the methods of construction employed and the experiences gained in what is apparently the pioneer plant of this type and extent. There is a large historical background for underground plant construc-tion. From the dim past caves have been used for dwellings, stables, storage and shops. It was natural that where caves were available their many advantages led to their enlargement to suit convenience and where they were not available but the ground conditions, topography and, drainage were favorable, to the construction of artificial caves. In the vicinity of Epernay, France, extensive underground chambers protect the manufacture and storage of champagne-an intricate and ingenious application of chemical engineering-and in recent years these plants have been mechanized by the installation of conveyor systems. The town of Gilman stands on a shoulder of the mountain at altitude 8975 ft., above sea level, along the Pike's Peak ocean to ocean highway and contains the company office and the usual facilities of a modern mining town. The railway contact is at Belden, altitude 8370 ft., at the bottom of the gorge directly below Gilman, where the westbound track of the Denver and Rio Grande Western Railroad is cut along the north bank and the eastbound track along the south bank of the river. A general description of the mine, mill and service facilities, with an account of the geology, character of the ore and methods of mining and milling having previously been published in a series of articles1, this paper will discuss with as little repetition as practicable the reasons for building the mill underground rather than as a conventional structure, the methods of construction employed and the experiences gained in what is apparently the pioneer plant of this type and extent. There is a large historical background for underground plant construction. From the dim past caves have been used for dwellings, stables, storage and shops. It was natural that where caves were available their many advantages led to their enlargement to suit convenience and where they were not available but the ground conditions, topography and drainage were favorable, to the construction of artificial caves. The jig men of the Tri-State (Joplin-Miami) zinc district complain about the flakiness of their mill feed. They believe that the flakiness of the composite grains of gangue and mineral are to blame for losses of zinc; that is, that the flaky grains in the jig tailings have higher zinc tenor than the cubical grains. Although the evidence which follows contradicts this belief, no effort is made to give a final and conclusive answer. On the other hand, there is outlined a positive and mechanical method which the operator may use to pursue this and similar investigations. DISCUSSION OF SCREENING METHOD Hand-sorting is obviously not satisfactory for separating cubical grains from flaky grains because the personal influence can not be removed. Screens, however, may be used with success. A set of each of two types of screens is required; namely, the square-hole type and the rectangular (rectang, oblong) type. The square-hole screens must be of the double Tyler scale; that is, the order of the sieves should be after the fourth root of two instead of the customary square root of two; close sizing is important. The size of the rectang screens may be selected by trials so that a part of the material already closely sized on the square-hole screens, will pass the oblong holes. Obviously, the cubical grains will remain on the rectang and the flaky grains will pass through. Hence the mode of operation is to screen first on square-hole screens and then split the products on the oblong-hole screens.

HIS many admirers regard the "official"' candidate for president of the Institute in 1934 as far above the average in ability and capacity; but perhaps his outstanding characteristic is dependability. Some men of great brilliance succeed indifferently because they cannot be relied upon. When Howard Nichols Eavenson undertakes to do something he either does it, or he proves to his own satisfaction that the particular object is not attainable. And the latter outcome is exceptional because his judgment is so good that he generally foresees the impossibility and selects in advance a practical alternative. Though a tireless worker he is pretty sure that his energy is not spent futilely.
