"IntroductionThe development of British Columbia's northeast coal deposits, represents the single biggest industrial undertaking in British Columbia's history.As a result of this development, several thousand jobs were created, hundreds of millions of dollars in new tax revenue and billions of dollars in new foreign exchange began flowing into Canada.The Northeast Coal Development began in 1981 with the signing of sales contracts to ship a total of 6.5 million tonnes of metallurgical and additional quantities of thermal coal annually to Japan over a 15-year period. The current long-term agreements contain provisions for extension to 20 years.The sales contracts with a group of Japanese steel mills were signed by two Vancouver-based mining companies, Quintette Coal Limited and Teck Corporation. The agreements followed years of exploration and negotiation beginning in 1968.The first shipment of coal from Quintette and Teck's Bullrnoose Mine was transported by BC Rail and Canadian National Railways to the Ridley Island coal port in the fall of 1983."

E. R. JETTE*—The way this ternary was developed there are two directly determined points on each of the iso-thermals except the 700° isothermal, where I believe there is only one. How were the end points determined, and what was the basis for it? Whose work formed the basis for the silver copper line ? M. B. BEVER †—At most temperatures the authors determined three points of the isothermal line. For example it can be seen from Fig 3 and 4 how three points for the 600°C contour line were obtained. The authors took two additional points for each temperature from the copper-silver binary diagram contained in Hansen's volume on constitution diagrams. It is correct that the 700°C contour line is based only on one point in the ternary field which was found by a slight extrapolation of Fig 4. R. I. JAFFEE*—Are the tie lines representing phases in equilibrium parallel to the silver-copper boundary ? M. B. BEVER—Are you asking that as a matter of principle ? R. I. JAFFEE—I assumed that would follow from principle. I wonder if that is in accordance with the authors' ideas too. M. B. BEVER—I do not believe the authors obtained any information on the tie lines in the two-phase field. Of course, in the limiting case of very low gold contents the tie-lines approach to the silver-copper boundary, but generally in the two-phase field I do not think that the tie-lines have to be parallel to the boundary. Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! DURING the past 4 or 5 years, much has been added to the detailed geologic knowledge of the Mesabi Range. This has not been in the direction of discovery of any new fundamental facts, but of detailed study, subdivision and correlation of different parts of the whole formation and of individual orebodies. Prior to this time, mining engineers in the district were so engaged with the commercial interests of exploring and developing orebodies that close geologic study and subdivision was done in only a few instances. The demand for refinements of work in this direction has caused caused extensive structural subdivision and correlation to he done in all exploration work during the past 4 years by the engineers of the Oliver Iron Mining Co. Such work has become a commercial necessity rather than a scientific refinement, and at the present time is being extended to all parts of the Range. In the summer of 1914, the author of this paper wrote a series of articles on the orebodies and special features of the Mesabi Range, which was published in the Engineering and Mining Journal, issues of July 17 to Aug. 7, 1915. Since that time studies of subdivision of the iron-formation have been extended considerably. The principle feature of this paper is the presentation of the subdivisions of the iron-formation. To this is added a discussion of the relations of the orebodies to the gentle folding and fracturing of the formation, and special features of the Range. The outline will he as follows: I. General geology. II. Subdivision of Biwabik iron-formation. III. Relation of orebodies to folding and fracturing of the iron-formation. IV. Special features. Acknowledgment is due to W. J. PRESIDENT LITTLEJOHN: Before we open the discussion on the Utah mining laws, I want to bring out what I consider a slight misunderstanding on some of the things that I said this forenoon relative to our comparison of accidents. I did not mean to infer that we, as mine officials, are satisfied we have done the best we can to eliminate the accidents, when I was talking about a four-to- one comparison. I do not want any- one to get the idea in their heads that I do not think we are doing all we can. There is not any of us who can state that, even if we better these figures. It is the general understanding that these figures are based upon ratios per thousand man shifts and not upon the tonnage basis that we use. If it were based upon a tonnage basis, I think the figures would be pretty nearly reversed, for we are producing from two to four tons more per man than they do in Great Britain. The discussion will now be continued as I said this morning. There is a gentleman in the audience here that is as guilty of making these laws as I was, and I am quite sure when speaking he will confine himself to the subject of Utah Mining Laws and the prospective results. Before Mr. Monay starts with his paper, I want it understood that this discussion must be finished by 2:30 for the reason that we have still quite a lot of business before us this afternoon.

A typical problem in applied rock mechanics is an accurate prediction of support requirements for deep rock cuts. This paper presents experience with this problem as obtained from excavations for a powerhouse at the Pine Flat Dam near Fresno, California. The project, sponsored by the Kings River Conservation District is still under construction. Highly jointed and weathered rock was discovered during initial excavation. Wedge failures along clay filled joints and bedding planes presented potential support problems. Detailed mapping of joints and beds was undertaken to establish basic patterns of all rock discontinuities including mean orientations and an estimate of orientation variations. Rock bolting patterns were devised to meet these patterns as excavation proceeded. Shear friction angles across joints and beds were estimated from rock wedge fallouts. Friction angles as low as 27º were identified on highly weathered joints. Weathering strongly influenced stability conditions. Examples of bolting patterns to stabilize critical slopes are presented.

Organo-montmorillonites were synthesised by intercalating different amounts of dodecyl trimethylammonium bromide, cetyl trimethyl- ammonium bromide and stear trimethylammonium bromide into montmorillonite layers, and were used for the adsorption of 17b-estradiol in aqueous solution. The adsorption kinetics and thermodynamic of 17b-estradiol onto organo-montmorillonites and the effect of pH on the adsorption capacity of organo-montmorillonites for 17b-estradiol were studied. The adsorption isotherms at 20¦C, 35¦C and 50¦C were measured. Results show that organo-montmorillonite has a high affinity for 17b-estradiol. More 17b-estradiol can be adsorbed on to organo-montmorillonite and the adsorption is more rapid at a lower temperature. The montmorillonite intercalated with cetyltrimethyl- ammonium bromide with the amount equivalent to one times of its CEC has the highest adsorption capacity. For all organo-montmorillonites synthesised in this study, an optimum pH (around nine) for the adsorption of 17b-estradiol exists. Before this pH 17b-estradiol uptake increased with increasing pH. After that the 17b-estradiol uptake decreased with increasing pH. Simulation of the isotherms indicated that the adsorption of 17b-estradiol onto organo-montmorillonites is a spontaneous and exothermic process. Endocrine-disrupting chemicals (EDCs) are the focus of current environmental concern, as they can cause adverse health effects in an intact organism, or its progeny, subsequent to endocrine function. Most EDCs are man-made organic chemicals (industrial chemicals, crop protection products, antifouling compounds, pharmaceuticals and personal care products). In addition, EDCs can be naturally occurring in the environment (eg the natural female hormones estrone and 17b-estradiol). Therefore EDCs, especially estrone and 17b-estradiol, are ubiquitous in the aquatic environment receiving sewage inputs. Estrogen and 17b-estradiol are among the most potent of all EDCs and are sufficiently stable to survive present sewage treatment processes and are reactivated during those processes through deconjugation (Clara, Strenn and Saracevic, 2004; Zhang and Zhou, 2005; Fukuhara et al, 2006; Butler and Guilbault, 2006; Volpe et al, 2006; Ren et al, 2007; Zeng and Li, 2007). In comparison to traditional contaminants such as pesticides, the concentrations of the most potent EDCs are low, generally within ng/one range. The current sewage treatment processes have limited capacity in removing certain EDCs (eg 17b-estradiol, C18H24O2) It is therefore essential to install additional treatment processes to remove them from wastewater before discharge (Zhang and Zhou, 2005; Fukuhara et al, 2006; Lee, Jung and Kim, 2006). Adsorption is considered to be a possible way to remove EDCs from aqueous solution. Various adsorbents have been studied, including chitin, chitosan, ion-exchange resin, activated sludge, activated carbon (Clara, Strenn and Saracevic, 2004; Yoona and Westerhoffa, 2003; Zhang and Zhou, 2005; Fukuhara et al, 2006; Ren et al, 2007). Studies have shown that organo-montmorillonite has a high affinity for organic pollutants (Li, 1997; Zhu et al, 1998; Han et al, 2001). The aim of this work is to investigate the feasibility of removing 17b-estradiol from aqueous solution by adsorption onto organo-montmorillonite.

For developing new technologies, it is important to characterize the microstructure of materials with high spatial resolution at the nanoscale. To achieve high resolution, field emission scanning electron microscopes (FE-SEM) were developed. These microscopes allow working at low accelerating voltage, below 5 kV, to take advantage of the reduction of the interaction volume with accelerating voltage. Furthermore, their higher gun brightness compared to conventional thermo-electronic emitters, allow a probe size at the nanoscale. At low accelerating voltage, the emission volume of backscatter and secondary electron (SE) of the type II signals approach that of SEI signals. However, it is not enough to reach the highest resolution. A magnetic field above the sample improves the spatial resolution by collecting mostly high-resolution signals. In addition, the energy-filtration of the electron signals allows selecting the type of contrast detected: topographic, compositional, or crystallographic. The development of these new technologies permits to extend the imaging capabilities of the SEM towards new nanoscale applications.

The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. An evaluation was made of an innovative chemical approach for controlling the biotic portion of sulfide oxidation of tailing and waste rock using thiocyanate. This lipophilic anion is selectively toxic toward acidophilic bacteria, including those that oxidize metal sulfides. Sulfidic materials from precious metal and base metal mining operations were treated with thiocyanate solutions and subjected to accelerated laboratory weathering at 1 to 50 kg scale in humidity cells, trays, and columns. Initial field trials were conducted at 13.6 t and 100 t scale. Thiocyanate at relatively low concentrations reduced ARD from 50% to over 99%, depending on the sample and specific ARD parameter measured. Test work also was done with phosphate as an agent to coat reactive sulfides, further reducing their oxidation by biological and chemical reactions. The combination of phosphate and thiocyanate treatment is the basis for a potentially comprehensive approach to ARD prevention and control. Additional research and pilot testing are underway.

A LITERATURE survey1-' of sintering metal pow-A ders and powder compacts indicates that studies have so far been confined primarily to the latter stages of sintering in relatively coarse powders. Presumably this is due to the difficult techniques associated with studies of the early stages of sintering. Recent experimental and theoretical investigationsL-" on the preparation and the magnetic properties of ultrafine ferromagnetic powders suggest the possi- bility of following the sintering process from a very much earlier stage than has previously been considered. It is now well-known that ferromagnetic powder particles which are below a critical size behave as single domains and exhibit permanent magnet qualities characterized by a very high coercive force. When the same particles are fully sintered, the coercive force decreases to very low values corresponding to those of the solid metal. There are in this country some 20 or 30 societies for engineers and engineering scientists. Most of these organizations are autonomous, and there is little or no cooperation among them. Many do not touch the lives of our Institute members. However, during the course of the years several societies closely associated with the AIME have banded together to handle specific situations where cooperation was necessary. It is believed by many engineers that the functions of these cooperative societies should be analyzed and a plan set up to unify the engineering profession into an organization similar to the American Medical Association and the American Bar Association. The preliminary study of the AIME Committee for Inter-Engineering Society Cooperation has indicated that the following organizations bear upon the professional lives of our members. Some of these are federated groups, such as EJC and ECPD; others are individual-member participation groups, such as the Founder Societies and NSPE.

"The accuracy of a measurement on minerals and ores can be assured by applying suitable and unbiased procedures but its precision is a function of the number of primary increments and their mass, the number of lots per consignment or samples per shift, and the number of measurements on analysis fine samples.Experimental data will be used to show how the variance components for sampling, sample preparation and analysis contribute to the total variance on which precision statements for the final measurement are based. This type of experiment should not only form part of quality control programs at mines and smelters, but also underly the criteria on which the design of manual sampling regimes and mechanical sampling systems for bulk solids and slurries should be based.Sampling systems and regimes can only be adjusted and optimized if the variance component for each step in a quality evaluation process is measured. Knowledge of precision characteristics lies at the core of effective loss prevention and control programs."

(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

The engineering properties of a geologic material are greatly affected by the presence of macropores. Previous research has demonstrated that the size, location, and proximity of macropores influences both the strength and stiffness of specimens. Knowledge of the distribution of macropores in a specimen prior to testing would be useful for a number of reasons. We are developing a non-destructive method called cross-specimen acoustic tomography (CSAT) currently to determine some (or all) of the macropore characteristics for a laboratory specimen. The CSAT method uses a set of piezoelectric sensors that generate and receive high frequency acoustic waves. We measure the travel times of the acoustic waves through a specimen and then use a commercially available tomography software package to invert the data. The inverted velocity model is then used to locate the voids within the specimen. Two dimensional (cross-sectional) results from plaster specimens containing large macropores of Styrofoam show the technique is promising and worthy of further development.

Alaska Native corporations, as representatives of the aboriginal inhabitants of Alaska, control the mineral rights to 18 million hectares of Alaska, approximately 12% of the state. These corporations were established through legislation passed by the United States Congress in 1971 designed to settle the land claims of the Native peoples of Alaska. Twelve corporations, each representative of a specific geographic and cultural region, were established and granted the mineral rights to most Native lands in their respective regions. Since that time the Native corporations have taken an active role in mineral development in the state. Generally through agreements with established mining companies, Native corporations encourage balanced exploration and development of their lands. Substantial mineral potential has been recognized on Native corporation land, which includes holdings in many historic mining districts of Alaska. Several world class deposits have been discovered on Native corporation land, including the Red Dog zinc-lead deposit, which began production in late 1989. The experience of Alaska Native corporations demonstrates that aboriginal peoples can be very positive forces in resource development.Alaska, although remotely located in the Northeast corner of the Pacific Basin, is playing an increasing role as a supplier of natural resources to the region and the world. Most of Alaska's privately held natural resources are owned by the aboriginal inhabitants of the state. These aboriginal inhabitants, now collectively referred to as Alaska Natives, have emerged in the last two decades as having a major international impact in mineral resource exploration, development, and production.

The implementation of continuous quality improvement is the confluence of Total Quality Management, People Empowerment, Performance Indicators and Information Engineering. The supporting information technologies allow a mineral processor to narrow the gap between management business objectives and the process control level. One of the most important contributors is the user friendliness and flexibility of the personal computer in a client/server environment. This synergistic combination when used for real time performance monitoring translates into production cost savings, improved communications and enhanced decision support. Other savings come from reduced time to collect data and perform tedious calculations, act quickly with fresh new data, generate and validate data to be used by others. This paper presents an integrated view of plant management. The selection of the proper tools for continuous quality improvement are described. The process of selecting critical performance monitoring indices for improved plant performance are discussed. The importance of a well balanced technological improvement, personnel empowerment, total quality management and organizational assets are stressed.

DURING the past few years, a considerable tonnage of ilmenite has been produced as a byproduct of a monazite dredging operation and stockpiled near Boise, Idaho. This ilmenite has not been marketed because of the long distance from ilmenite-consuming areas and its comparatively low TiO2 content. Production of monazite from the alluvial sand deposits of Idaho is a mar- ginal venture when it is the only marketable product, and it will be necessary to establish a byproduct market before the operation becomes economically stable. Early in 1954, the Bureau of Mines Northwest Electrodevelopment Laboratory at Albany, Ore., conducted a series of tests which demonstrated that arc furnace smelting could be utilized to produce commercial quality pig iron and a high titanium content slag from these ilmenites. Additional studies showed that the slag chlorinated readily to produce a satisfactory yield of TiCl4. The investigation was carried out by two research teams. For many years the mining industry at Broken Hill, New South Wales, Australia, was carried on with just sufficient attention to underground ventilation and hygiene conditions as to keep pace with necessity. However, the campaign against industrial diseases in other mining centres (notably South Africa) some years ago, brought the subject more prominently before local mining engineers.Throughout a period of several years, gradual improvement has been effected, and at the present time industrial hygiene is considered an essential part of the production operations of the various companies.In June, 1918, a move was first made by the Board of Trade advising an inquiry respecting the health of employees engaged in the metalliferous mining industry in the State of New South Wales. At the end of that year, a recommendation was made to the State Government by the Board of Trade that a Techni.cal Commission of Inquiry be appointed to examine and report upon the dust conditions of the metalliferous mines at Broken Hill. Following this a second report presented in 1919 made specific recommendations in respect to the scope of such a Commission. A Technical Commission of Inquiry was accordingly appointed and arrived in Broken Hill to inquire into the prevalence of miner's phthisis and pneumonoconiosis in the mines. Early in March, 1920, the examination of all mine employees commenced, and the work was completed in June, 1920. Recent developments related to petroleum engineering discussed in this paper are: 1. Drilling wells in with oil or the use of chemical compounds or (Imud solvents" for removing rotary mud from wells in order to increase or make possible oil production. 2. Comparison of results of electrical logging methods in locating water, as shown in a recent test on a well in the Los Angeles Basin. 3. A new method for logging formations through casing, known as the Stratagraph. Drilling Wells in with Oil or the Use of Chemical Compounds or Mud Solvents During the time that the California fields showed high gas pressures, the pressure of the gas within the formation was sufficiently great to break down the mud wall or cake formed while the well was drilling. That this did not always occur was demonstrated by the fact that in some of the older fields new wells sometimes had substantially higher initial productions than other wells near by. The explanation seemed to be that some sands were mudded off in the original drilling. Their pressure was then not great enough to break down the mud wall in competition with the higher pressure of the sands, but the situation reversed itself so that a later well benefited by the pressure in these originally weaker sands. As time passed, in wells deeper than 5000 ft. the difficulty of bringing wells on production became more pronounced. This led to a hunt for substitutes, of which a number have been tried. The one that has proved most successful in our experience at Ventura is known as the Nobs solvent. At well No. 1 of the Associated-Ventura Land & Water Co. when it was recompleted in February 1936, about 10 days were spent in trying to bring the well in in the regular manner, but only about 113 bbl. of water could be swabbed from the well, and even this quantity decreased as time passed. The Nobs solvent was spotted in the bottom of the hole opposite the perforations, inverted Guiberson swab rubbers were used on the drillpipe and the hole was down-swabbed in stages, beginning
