The high-shear colloidal mixer is generally recognised as the most efficient method of mixing cement based grouts. Only recently however has this technology been applied to the production of cemented rockfill (CRF) for use in underground mines in North America. Traditionally, paddle type mixers have been used to produce the cement based slurries required for the preparation of CRF. While considerable success has been achieved with these mixers, tremendous advantages are attained with the colloidal mixer. The combined effect of the highly efficient mixing action and the ability to mix low water/solids ratios, allows for reductions in the cement content for a given strength requirement. Cement can also be replaced by cheaper fillers such as flyash, resulting in further cost savings. Although large-scale dedicated CRF batching plants are typical, there is a growing need for mobile plants capable of operating anywhere underground. The compact size and rapid batching speed of high-shear colloidal mixers has allowed them to be incorporated into skid mounted systems capable of producing and discharging cement based slurries onto rockfill aggregate for the production of CRF. In many cases run-of-mine development waste can be used as CRF aggregate with these slurry plants thereby reducing the cost of waste rock removal. These relatively low cost portable plants have now allowed several mines to economically recover isolated pillars and realise positive returns on their investment.

INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. "Maclaren Forest Products Inc.Lime is commonly used for the neutralization of acid, and the removal of heavy metals in mine waste waters. However, the precipitation of heavy metals as hydroxides must take place under conditions of controlled pH, to produce minimum concentrations of dissolved metals. An account is presented explaining the concepts applied to lime-treatment processes at Bell Mine during the period of a supernatant discharge to Babine Lake; October 18, 1982to January 25, 1983. IntroductionBell Mine of Maclaren Forest Products Inc., Babine Mining Division, an open-pit copper mine, is located on Newman Peninsula, Babine Lake approximately 65 kilometres northeast of the town of Smithers, British Columbia (Fig. 1).A depressed market for copper metal in 1982 forced a management decision to suspend operations at the mine for an indefinite period from October 3 I, 1982. For some time prior to the mine closing date, mine management was concerned about the increasing level of supernatant in the tailings pond , and its possible effects on the stability of the dam when cycloning of mill tailings ceased. Consideration of these potential hazards led to an application being filed with the Provincial Waste Management for a permit to discharge the excess water to Babine Lake. This large lake, an important link with several significant salmon spawning sites, is a major contributor to the British Columbia commercial fishing industry. Jurisdiction for the environmental affairs in the area is shared by the Department of Fisheries and Oceans, the Environmental Protection Service, and the Provincial Waste Management Branch. These agencies were directly concerned in the formulation of discharge permit following joint consultation, and exchange of information with the company on environmental concerns. An approval was finally granted to discharge approximately 1,000,000 cubic metres of supernatant from the tailings impoundment at Bell Mine into Hagan Arm, Babine Lake from October 18, 1982 with a daily discharge not to exceed 9000 cubic metres. Provisions were made that a particular discharge procedure be followed, and that the company would be responsible for setting up a sampling and monitoring program to safeguard the quality of the effluent."

The Ottawa river, the northeastern boundary of the Province of Ontario, and the dividing line between the latter and the Province of Quebec, has long been famous for the rafts of timber floated over its waters from the depths of the forest, and other poets besides Moore, have immortalized its beauties in verse. But with the ad vent of the railway which now pierces the forest solitudes, the days of rafting were numbered ; and the boat song is now heard no more on "Ottawa's tide," or at such long intervals only, that, when heard, it seems an echo of the past. The lumber trade is fast leav ing Ottawa City, the old headquarters of the business; and such square timber as is now cut is gradually finding other outlets than shipment to Great Britain, and other channels of transportation than the Ottawa river. Skirting the northern shore of this great river runs a vast chain of hills, assuming at times the altitude of mountains. Their geological character marks them as remnants of the earliest land of this conti nent. Following the course of the St. Lawrence from the Gulf of that name to the confluence of the river with the Ottawa, the course of which latter they then pursue, the range has been styled " the Lau rentians." Rolling in long undulations, with rounded, rather than rugged or pointed summits, they leave a margin of 8 or 10 miles, dipping in a gentle slope to the water's edge, rich for agricultural use, and dotted here and there with farms and settlements. Beyond this margin bold hills stretch northerly to blue mountains, rich in iron, lead, plumbago, and other minerals. The Apatite District.—One of these minerals is apatite, or phos phate of lime, the use of which as a material for the manufacture of superphosphate as a fertilizer has become the basis of the industry bidding Fair to prove ere long one of the chief elements of Canadian trade. So rapid has been the growth of this new industry that if the lumber business were to disappear from this mineral district, its void would be filled by that which has sprung up in connection with phosphate.

During the past three or four years, the fabricators of silicon-bronze alloys have endeavored to induce users of phosphor bronze to use instead the silicon-bronze alloys, claiming that the silicon bronzes are superior to the phosphor bronzes for switches and springs, or where high fatigue resistance is desired. This paper gives the results of tests comparing several phosphor bronzes with a 3 per cent silicon bronze and a copper-nickel-tin alloy (Adnic), all processed by the Scovill Manufacturing Co. So far as the authors are aware, sheet-metal fatigue tests have not been made on any of the alloys included in this report, except on one phosphor bronze, material C, Table 1, which was tested by Townsend and Greenall1. Endurance Limit The majority of fatigue tests are designed to determine the endurance limit of a material. The number of repetitions of stress that will serve to establish an endurance limit varies with different materials. For ferrous materials, H. F. Moore2 has shown that stresses that do not cause failure up to 10,000,000 stress cycles will not cause failure up to 100,000,000 (and sometimes to 1,000,000,000) cycles. Thus an endurance limit for ferrous materials can be determined with a minimum of 10,000,000 stress cycles. For nonferrous materials, no such generalization holds. R. R. Moore3 has shown that for manganese bronze and elektron metal, 13,000,000 and 28,000,000 cycles, respectively, will serve to determine an endurance limit, while certain duralumin specimens gave no indications of having reached an endurance limit up to 400,000,000 stress cycles. J. B. Johnson6 showed that an endurance limit for duralumin was not found by tests running up to 500,000,000 cycles. H. F. Moore2

A significant expansion project is under way at KATCO?s Torkuduk In Situ Leaching (ISL) operation to increase uranium production up to about 4000 tU/year. Higher flows and lower uranium concentration are expected in the rich solutions coming from the well fields. Therefore, extra adsorption and elution columns and modified operating conditions are required to deal with the increased demand for uranium transfer from the ISL solutions to the eluate solution, which goes to the uranium precipitation section. Resin adsorption and elution performance have been interpreted and projected by using Mac Cabe-Thiele equilibrium diagrams. The resin load, the adsorption mass transfer coefficient, the adsorption zone height and the eluate concentration have been estimated for the expected changing operating conditions associated to the future mine plan. This information has allowed to improve the present operation results and to define the main process design criteria for the expansion project.

The purpose of this article is not to compare one type of grinding machinery with another and to conclude from a series of tests that one particular machine is superior to all others. Neither is the reader asked to tire himself with the details of many tests to prove the statements herein made. The Chilean mill stands today almost an outcast from the milling world. It ranks with the applicant for a job who has been given a trial along with others and condemned because he was not able to perform the definite task assigned as well as the others, and was forever eliminated. The judges did not tarry long enough to try this aspirant in a field of a slightly different nature. Even though it has been condemned, the writer contends that the published records will indicate that the trials were never shifted into the field of greatest efficiency for the . Chilean mill. Those of us who cling to this outcast as a fine grinder in our milling operations do not wish, naturally, to be condemned also, with the machine, and yet we feel that we are classed as behind the times, at least in this phase of our milling judgment. Hence there is considerable personal feeling in our efforts. During the last few years there have been published several papers on the relative merits of the various grinding machines. In two of these articles a comparison was made between Chilean mills and cylindrical grinders. In each case the Chilean mill came out second best from about all standpoints. The outstanding feature in these comparisons would seem to be the decided attempt to keep all conditions the same, so that each machine could be judged on its merit. As Mr. David Cole states,1 "We are inclined to regard a direct comparison of grinders arranged side by side, and making a product that affords as nearly as possible the same screen measure, as the Supreme Court in these grinding matters." The writer agrees that this is the very best method for true comparison between machines. The results in the two detailed tests should give the relative merits of the two grinders in doing the work assigned. And they probably do. The conclusion drawn in each case was adverse to the Chilean mill as a fine-grinding machine. However, the duty placed upon the machines was that of converting material that had already been

MODERN mining is based on drilling--everything else stems from that. U. S. and Canadian mining companies and suppliers of mining equipment are constantly seeking new techniques and tools for increased drilling efficiency. Ultimate goal is increased bit-against-rock time. Just how important their efforts are can be seen through a legitimate extension of available statistics. In Canada some 70 million ft of drilling per year is required. While the number of feet actually drilled in the U. S. is unknown, it is possible to compare U. S. and Canadian mineral production, excluding oil and coal. In the U. S. mineral value was $4200 million and across the border $836 million. Taking into account the number of drilled feet required to produce Canada's total, the U. S. total would be 365 million ft in 1953. A saving of 14 per ft would reduce over- all metal and nonmetal mining costs some $3.65 million per year. This does not take into account other indirect savings. Methods have changed and there have been structural and metallurgical advances in blasthole practice in the last ten years. The Editors of MINING ENGINEERING in the articles on the following pages present the most significant innovations coupled with results in the field. Environment plays an important role in selection of materials and equipment -but while unanimity does not exist throughout the industry in reference to drilling problems, a definite trend is evident. For the story of that trend read the articles on the following pages.

The working of alluvial deposits has from all times been a popular form of mining, not only from the simplieity of its operations, but also, in its more primitive stages, from the possibility of carrying it on without large capital, without skilled lahour, expensive plant, long terms of preparatory work, or, in fact, any other requisite than a shovel, a dish, and a stout pair of arms. It is possibly one of the oldest industries, and probably, also, it has been one of the most profitable.In tbe Australian States the happy days of rid alluvial deposits, when gold was to be hltd for the shovelling, are now almost over. The lust for gold has caused almost every corner of the world to be ransacked, and the more easily earned wealth to he exhausted: for the most part there remain now those deposits only which are too poor to be profitably worked by means of the implements and methods of old times. But, though the deposits have become poorer, the keen inventiveness of man has devised means whereby such large quantIties can be treated at a cost so low that he can still make a profit out of them. In this article, out of the many means devised, three only will be referred to-viz., hydraulic sluicing, bucket dredging, and hydraulic dredging. All mining may be divided into three principal operations-1st, the breaking down and conveying of the ground to where it is to be treated for the recovery of the metallic values, 2nd, the treatment of the material for the recovery of those values; and, 3rd) the removal of the worthless material or tailings. In all mining the object is to effect these three processes for the least expenditure of money commensurate with the highest degree of efficiency.

In this paper we are going to look at some things that may happen to the industrial minerals industry in the next decade. First, some concepts and definitions. What are industrial minerals? Not everyone agrees on an answer to this. So let's look at some of the opinions. Some say that industrial minerals are non-metallic minerals. As you well know, metallic minerals are used as a source material for metals. Copper, lead, and zinc are extracted from metallic minerals. But, some metallic minerals are also used for other reasons. Bauxite is used as a source of alumina and aluminum. It is also used as proppant in well drilling, as an abrasive, as a refractory material, and as a source of aluminum-based chemicals. So bauxite is both metallic and nonmetallic. There are other examples, too. Bastnasite is a source of rare earth metals and alloys but its concentrate is used in fluid cracking catalysts. Phosphate rock is an industrial mineral when used for fertilizer, but it is also the source of phosphorus. Ilmenite and rutile are sources for titanium dioxide pigments as well as titanium. So the nonmetallic designation is not adequate to define industrial minerals. Some say industrial minerals are called such because they are consumed in industry. How about your cat's litter box? Is that industry? Huge amounts of montmorillonite, attapulgite and other sorbtive minerals are pelletized and calcined to make animal litter. Doctors are trying to get people to cut down on their salt consumption. They are against people eating industrial minerals. When diamonds are a girl's best friend, they are not industrial minerals; when they are grinding and polishing media, they are. These examples show that industrial minerals are not exclusive to industry. Regardless, here is my list of industrial minerals: Abrasive Materials - Bentonite Antimony (Oxide) - Borates Asbestos - Calcium Carbonate Attapulgite - Diatomite Ball Clay - Dolomite Barite - Feldspar Bauxite (and Alumina) - Fire Clay Fluorspar - Pyrophyllite Fuller's Earth - Rare Earths Graphite - Salt Gypsum - Sand and Gravel Kaolin - Silica Sand Kyanite - Soda Ash Limestone - Sodium Sulfate Magnesite - Spodumene (Lithium) Magnetite - Sulfur Mica - Talc Nepheline Syenite - Titanium Dioxide Perlite - Vermiculite Phosphates - Wollastonite Potash - Zeolites Pumice There is some overlapping. Fuller's Earth takes in some attapulgite, bentonite, and other minerals, depending on the market. Some would like to distinguish industrial minerals by the market emphasis they receive compared to fuels, metallics, and precious metals. But even there, strict logic fails. Some industrial minerals are commodities. They are sold on a price basis against industry product specs, usually in large volumes. Phosphate rock, potash, sulfur, salt, soda ash, and other materials fit this category. Some are almost custom-designed for end-use and meet performance specs. These are sometimes called functional or specialty industrial minerals. Examples of these are ground calcium carbonate, water-washed kaolin, cosmetic grade talc, filtration grades of diatomite, perlite, and vermiculite. A summary is made on the thermodynamic analysis for two of the four ternary systems of the quaternary Cu-Fe-Ni-S. The analysis is being extended to ternary Cu-Fe-S and then to the quaternary. An analysis is already made for the metal ternary but is not reported here. Experiment is being carried out to measure the liquidus surface. of Fe-Ni-S equilbrium with the fcc solid solutions of (Fe, Ni). The presentation at the Symposium will include all the results obtained at the time of presentation.

The use of pellet feed to adjust the chemical quality of the sinter is an alternative to the depletion of iron ore reserves. However, the addition of ultrafine in the sintering process can cause decrease of permeability and consequent drop in machine productivity. In this context, the present work investigated the addition of natural and ground pellet feed, evaluating its effects on cold agglomeration for sintering and quality of quasi-particles produced. Eight typical mixtures with industrial composition were produced in the laboratory, replacing Sinter Feed with different percentages of Natural Pellet Feed (NPF, 91% <150 μm) and Ground Pellet Feed (GPF, 83% <44 μm). The mixtures were subjected to cold agglomeration tests and the quasi-particles produced were evaluated by screening, shatter test, permeability test and disintegration into primary particles analysis. There was a decrease in the mean particle size of quasi-particles and reduce in permeability with addition of the ultrafines. The addition of NPF favored the layering mechanism in larger quasi-particles. The coalescence mechanism occurred for larger additions of NPF and GPF, being more expressive for GPF additions.

Separating oil shale from waste material or into high- and low-grade fractions can have a major economic influence on the surface retorting process. Different shale rock components vary significantly in physical and surface chemical properties, such as specific gravity, color, and water wettability. Various techniques that use the differences in one or more of these properties have been proposed to preconcentrate oil shale before retorting. This article discusses some proposed techniques, such as gravity separation, sorting, and froth flotation. Retorting oil shale is the most common method for recovering oil from the rock. This process is accomplished either underground (in situ) or above ground (ex-situ or surface retorting). Both techniques have serious limitations, such as low recoveries in the underground method and the ability to process rich shales only in the above ground retorting method. Also, environmental problems are associated with both techniques. Some of these limitations could be overcome if feed to the retorts is of consistent grade. This could be achieved by selecting appropriate sites for in situ retorting and selective mining for surface oil shale retorting. Both of these, however, would have a serious economic impact on shale oil recovery. Obviously, little control can be exercised over preparing feed material in the in situ retorting process, but beneficiation of oil shale could definitely be advantageous in surface retorting, and should have positive influence on the overall economics of recovering oil from the shales. For example, preconcentration of mined shale could result not only in reduced costs for materials handling, but also in waste disposal costs, since waste characteristics before and after the retorting process are significantly different. Upgrading the oil shale might also allow substitution of alternate technology for retorting as well as extend the process to recover oil from marginal deposits. Also, the separated material may become a potential source for recovering other values from shale deposits. Overall, the incentives for preconcentration are to reduce costs and improve thermal efficiency of the recovery process. Oil Shale Properties Important to Preconcentration Oil shale is a carbonaceous rock assaying 5-30% organic material (kerogen) and 70-95% ash-forming minerals. The Bethlehem Mines Corp. is a captive mining subsidiary of Bethlehem Steel Corp. Its coal production is tied to the demands for and production of steel, a situation that has to balance between the following two extreme strategies: (1) either the mines are designed and operated for some optimum production level and the demand fluctuations within the steel corporation are met by supplementary corporate coal sales and purchases, or (2) the mines absorb all the demand fluctuations, regardless of the effects on mine costs. A rational definition of the best strategy between these extremes is, of course, needed but is very difficult to formulate in view of the complexity of the many factors that would have to be included in the analysis. Consequently, rather than setting profit targets for each given mining division and/or individual mine, the practice evolved to set production targets for producing specified tonnages of coking coal for shipments to the ovens located at the corporation&apos;s iron and steelmaking plants. This in turn leaves the mines with the dilemma of having to explain demand-related cost-per-ton fluctuations while essentially depriving them of the ability to control profit through tonnage optimization. In the early 1970&apos;s, the coal prices rose significantly, while other factors led to sagging productivity in underground coal mining. Thus, the role of Bethlehem&apos;s coal operations in the corporate profit picture gained in relative importance. This, in turn, sparked a closer attention to the coal mining cost structure and factors controlling productivity. At the same time, the drastic increase in the capital needed to open a new mine also increased the amount of planning required to minimize risks. All of this called for more well-defined, quantitative operating data. Bethlehem therefore launched, in the early 1970&apos;s, a number of innovative steps that, as the future may show, represented pioneering contributions to the growing sophistication of North American underground coal mine planning and management control practices. This case study describes the changes that led to the current implementation of a novel production reporting system at Bethlehem&apos;s coal mines. These changes took place in two distinctly different phases. The current system that resulted from the Phase II developments utilizes, of course, experience gained earlier and is expected to be amplified to incorporate more advanced concepts and technology as future experience dictates.

"In December 1991, the GRAHM (Groupe de Recherche sur Jes Applications de L'informatique a L'industrie Minerale), of Laval University started a KBAC (Knowledge Based Automatic Control) grinding project with Falconbridge Ltd. The project was shifted to the Kidd Creek concentrator in the summer of 1992, with the first phase involving the collection of data by GRAHM and Falconbridge personnel for the construction and tuning of a dynamic simulator. This grinding circuit dynamic simulator known as DYNAFRAG was used to assess various control strategies, with a PID-based strategy being selected for ease of installation on a Foxboro II A DCS.The ""B"" primary grinding circuit was chosen for the initial strategy development, which is one of three parallel divisions. The KBAC project was successfully completed in November 1994, with subsequent modifications being implemented by Kidd Creek staff.This paper summarizes, the current control strategy, the project costs, and the realized benefits. Some of the problems which were encountered with the initial installation, and the subsequent modifications are also dealt with in this paper.2.0 IntroductionIn the summer of 1992, the GRAHM of Laval University and Falconbridge Ltd. started a project to design a control strategy for the ""B"" grinding circuit at the Kidd Creek Division. Between 1992 and 1994 several papers have been written to describe the control objectives, the methodology followed, and some initial results (Flament, 1994A, 1994B). Since then, however, the control objectives changed, and several improvements were made to the circuit. In particular, maximizing tonnage was no longer a priority, a variable speed drive pump was installed on the cyclone feed, the ball mill power was lowered, and the geometry of the cyclones changed. EXTENDED discussions, by inviting attention to problems affecting the conservation of natural resources, have encouraged investigations as to their sufficiency, with the general result that the more thorough the examination, the less cause appears for anxiety as to the exhaustion or serious depletion of these resources. The extent of industrial development, the large plants and the enormous volumes of materials required, when compared with conditions a few decades ago, are sufficiently startling to enlist the attention of those who "fear .the pace," and yet in but few instances has real solicitude for the future. been warranted by a knowledge of true conditions. In a former communication, presented 5 years ago,1 I endeavored to emphasize the fact that true conservation represented the best utilization of reserves and not the locking up of resources for future use; a conviction which has become more pronounced as the subject was investigated. Prophecies of the, early exhaustion of mineral resources have raised the question as to our permanent reliance upon these, and encouraged inquiries which have in most cases developed reassuring conditions. But the fact that the future appears less dark than prognosticated cannot excuse wastefulness or improvidence; and detailed study which demonstrates an apparent abundance of natural resources should encourage their best application. In making inventories of resources one is liable to confine conclusions as to availability upon present circumstances and conditions in the past, or to formulate data for the future upon methods which are rapidly being displaced. In reserves which are not reproductive, such as minerals, the possibilities of exhausting the supply are startling if estimates assume that future extensions will follow methods which were less economical than those now employed, or to he used, and we dare not claim that the limit of advanced practice has been attained.

Every year approximately 22 million tonnes of marine sand and gravel are dredged form British waters. The eastern English Channel (EEC) contains substantial reserves, a proportion of which have been identified by the aggregates industry for potential future exploitation. The main aim of this study is to produce broadscale marine habitat maps of the EEC area. The UK aggregates industry has formed a consortium of representatives (the eastern English Channel Association), and have sponsored an initial baseline survey and follow-up sampling programmes as part of a Regional Environmental Assessment (REA) covering a patchwork of aggregate prospecting areas. To complement this effort, a large-scale geophysical survey was conducted in 2005 to place the REA in a wider spatial context and, thereby, to help assess the environmental significance of any future impacts arising from commercial aggregate extraction over the broader region of the EEC.

At the outset, I guess we should define what we mean by "com- modities". In the 20 minutes or so which I have for this paper, it is impossible to tackle all commodities -one would need to con- sider not only the base metals but also the ferrous iron and steel products as well as energy commodities such as coal, oil and even uranium. For the purpose of this address however, I would prefer to refer to the principal non-ferrous commodities: copper, lead, zinc, aluminium and nickel and, I would like to consider some of the changes which have taken place in the industry over the past 20 years-and the likely reasons for these changes. I would also like to dwell a little on the future and some of the key issues which-may influence the future path and direction of the metals industry.
