INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. "RESUMELe gisement Silidor représente la dernière découverte effectuée dans le camp minier de Rouyn-noranda (fin 1985). Située à 5 km à I' ouest-nord-ouest de Rouyn-Noranda, ce gisement aurifère doit être mis en exploitation au cours du mois d’avril 1990. 11 est constitué par plusieurs facies minéralises comprenant une tonalité, un dyke mafique, une brèche carbonatée et par une veine de quartz. L’or se présente en particules très fines associées ou non à la pyrite. La zone d’altération hematitisee se développe sur une largeur de 30m environ de chaque cote de la veine. Une première étude structurale montre que la minéralisation s’est mise en place le long d’une zone de tension, orientée NNW, résultant de I' interaction de deux zones de cisaillement dextre orientées N270° et N300°. Les réserves diluées sont évaluées jusqu’ à 700 m de profondeur, à 4,78 Mt à 5,4 g/t Au. ABSTRACTThe Silidor ore deposit, located 5km WNW of Rouyn-Noranda, is the latest discovery made in the Rouyn-Noranda mining camp. Discovered at the end of 1985, this gold deposit will begin production in the spring of 1990. The deposit comprises several facies including a tonalite, a mafic dyke, a carbonated breccia and quartz vein. Gold is present as very fine grains, associated or not with pyrite. A 30m wide hematized alteration zone is developed on both sides of the structure. A structural analysis shows that the mineralization took place along a NNW oriented tension zone that resulted from the interaction of two dextral shear zones, oriented N270 and N300 respectively. The diluted ore reserves are estimated at4,78 Mt at 5,4 g/t down to a depth of 700m."

The American Institute of Mining and Metallurgical Engineers was the first American technical organization to consider steel-rail specifications and sections. If I am not mistaken, the first contribution on those subjects to the Proceedings of the Institute was presented by Prof. Thomas Egleston, in 1874, and was entitled "Investigations on Iron and Steel Rails made in Europe in the Year 1873.1" The next contribution was Dr. C. B. Dudley's report of his investigation for the Pennsylvania Railroad of the wear of steel rails in their tracks, in 1878, which contribution led to a very memorable discussion that extended through several meetings.2 In 1880, Mr. C. P. Sandberg3 presented an article on rail specifications and inspection and rail sections. This was followed, in 1881, by A. L. Holley,4 in his exhaustive report on the then used American rail sections. The next contribution, I believe, was made by myself' at the Buffalo meeting, in 1888, on steel-rail specifications, which I followed,6 in 1889, by a paper on steel-rail sections. Since that time there have been numerous contributions to the Transactions of the Institute in relation to the manufacture of steel rails. The American Society of Civil Engineers officially took up the investigation of the relation of rail sections to the wear of car wheels in 1888. In the prosecution of this work, the Society appointed a special committee, whose labors extended through several years and resulted in an exhaustive report to the Society in 1893.7 Later, another committee was appointed to consider specifications for the manufacture of steel rails; the labors of this committee extended over a period of several years, a final report8 being made in 1910. It was my fortune to be the secretary of both of those committees.

CHARLES H. RICH, Conshohocken, Pa. (communication to the Secretary*).-Mr. Wysor has certainly covered his subject in the most thorough and able manner and his paper will no doubt result in enlarged effort toward the conservation of this important byproduct. Not all furnace burdens are as rich in alkalies as those noted by Mr. Wysor. In our own experience we have never gone into any extended examination of the materials entering the furnace burdens, but have made a number of determinations of the water-soluble alkalies of our flue and boiler dust and found maximum of about 4 1/2 per cent. K20-too small for profitable reclamation. We have, however, frequently encountered the smoky gas described by Mr. Wysor. Such gas carries heavy fume, and buds with a fitful flame difficult to maintain. So pronounced was the inhibitory effect of the fume that, in extreme cases, the flame of a lighted match was extinguished by the current of gas and it was found impossible to conduct calorimeter tests without preliminary washing of the gas. When the gas was led through a washer filled with distilled water and pieces of coke, the fume was absorbed and the gas burned without difficulty. Careful analyses conducted on the water solution from the washer showed cyanides in increasing amounts in proportion to the difficulty experienced in burning the gas. We, note Mr. Wysor's statement that he has never found evidence of cyanides in their gas, ascribing the difficulty of burning such gas to the presence of chlorides. Our determinations were conducted in such manner as to preclude possibility of interference by chlorine.

PROBABLY the first metallic objects used by man were nickel alloys. In search for flints suitable for the fashioning of their rude tools, our paleolithic ancestors, some 25,000 years ago, quite likely may have come upon some of those heavy, metallic fragments that we now know as meteorites, which consist of an alloy of nickel and iron containing usually from 5 to 15 pct of nickel. Whether paleolithic man ever did discover and use meteoritic fragments, his sketchy records do not actually disclose. We do know, however, that such fragments have been found and used by peoples, particularly the North American Eskimos, for weapons and implements in just the same manner as stones, and prior to any knowledge by those peoples of the reduction of metals from ores. Meteoritic showers were recorded frequently in earliest times and the meteorites often were found and fashioned into useful objects. The ancient Arabic and other myths of "invincible swords fallen from heaven" seem thus to have had a very definite basis in fact, and such weapons, of meteoritic material, have actually been re- covered from archeological excavations. It thus seems probable that meteoric nickel-iron was found and used long before iron was recovered by smelting iron ores (perhaps about 1200 B.C.) and probably even before there was knowledge and use of bronze and gold. I have to express my surprise and must send a note of warning concerning the use of polyurethane foam as described in a paper by R.N. Torbin and R.F. Kovar, entitled "Innovative Shaft Lining Method," published in your February 1989 edition. In September, 1986, 177 miners lost their lives when they were exposed to fumes downwind from a fire in a tunnel lined with polyurethane foam. Whilst polyurethane exhibits reasonable fire retardent properties in small-scale tests, mass use in a tubular configuration, exacerbated by the furnace effect of cross-radiation, can lead to a rapid, uncontrollable conflagration.

These ores are of two classes, Bessemer and non-Bessemer, existing in separate, though adjoining, beds. Both are carbonates, with small admixtures of oxides and other combinations. To prepare them for market they are roasted in kilns, which have already been described by Mr. John Birkinbine at the Troy Meeting, October, 1883 (Trans., xii., 378). Concerning their size, arrangement, etc., I need, therefore, only repeat that they are 60 feet in height; have wrought-iron shells 24 feet in diameter; are lined with fire-brick, and supported by cast-iron mantel and columns.

The South African socio-economic history started with pastoral and agrarian communities which had low levels of industrialization and small needs for energy. The discovery of diamonds (in the Northern Cape in 1867) and of gold (in the Transvaal in 1886) heralded economic and industrial development, with a concomitant demand for energy. The energy needs of the fledgling mines, and mining towns, were met by the combustion of wood, cut locally, or by coal, hauled laboriously from the primitive collieries, and sold to the mining companies and townships at high prices.

In the latest years, the use of innovative blasting techniques has become more frequent in mines all over the world. Such techniques allow the miner to be more aggressive in the distribution of explosive energy into the rock mass, e.g., stretching blasting patterns to improve fragmentation. Considering the different rock mass conditions and more energetic blasting designs, misfired shot events have occurred. After cause investigation, initiators have shown evidences of deformation by impact and/or loaded boreholes have resulted in emulsion desensitization, both presumably affected by dynamic pressure.

Seven weeks of 1971 were devoted to a nationwide coal walkout resulting in lost production of some 70 million tons and leaving 1971 coal production at about 550 million tons. Compounding the problem, consumption of coal in 1971 by electric utilities rose by about 5% to 336 million tons. In the mean- time, numerous contracts were awarded for coal R&D including $24.8 million given by the Office of Coal Research to Bituminous Coal Research for the construction of a coal-to-gas pilot plant using the BIGAS process. Exports declined mainly due to Japan's decrease in steel production and to that country's increase in coal imports from Canada and Australia. The advances in equipment design and mining procedures made 1971 a noteworthy year. Introduction of the variable pitch I dipper, the trend toward wheeled vehicles, the greater use of scrapers in reclamation and battery-operated vehicles and oscil-mining, and the increased activity in the areas of ventilation and dust control were given widespread approval. There were also strides made in computerization, longwall mining, roof bolting, rock dusting, mine haulage and methane detection.

The exploration and mining risks are investigated and compared to the risks of smelting, secondary processing and other normal industrial activities. This study concentrates on the risk before, or at the investment decision. Internal and external risks are distinguished. Internal risks are the risks inherent in every engineering design and common to all projects. The main external risks are the financial risk, changes in prices, location problems and geological factors. Financial risks concern every capital-intensive and export-oriented project and cannot be considered as typical mining risks. Changes in prices, i.e. the market risk, concern every industry using raw materials, but the market risk is especially accentuated in the mining industry. Problems of location and infrastructure are normally more significant in mining than in other projects, and geological risks are unique to mining. All these risks associated with mining projects combine to form a risk at least twice as high as that for other normal industrial activities. Within the range of profitability of mines, which on average is the same as in the manufacturing industry, only a few highly profitable mines exist. These few mines are the sole reward for the high risks taken.

The announcement of a high-grade ore intercept near Wenatchee, Chelan County, WA, by Asamera Minerals in 1983 triggered widespread interest in this old gold mining district. The district has a long history of exploration and production and was actually one of the few underground gold mines that operated in the post World War I1 years in the US. Gold occurs in a north-trending structural zone in folded and faulted Eocene arkose intruded by andesite and dacite dikes having dates in the 42 to 50 m.y. range. Ore has been mined selectively from ladder veins perpendicular to the trend, from the south end of the trend near Squilchuck Creek. These veins narrow and silicification becomes pervasive northerly where wider zones were caved later in the operation. Recent discoveries at "B" reef at the north end are also in wide zones of silicified arkose. The gold lodes originally cropped out as prominent silicified and iron-stained ridges that were described in the early days as "reefs." The early discoveries were made in out- crop about a hundred years ago, and two claims, the Gold King and Macbeth lodes, covering the most prominent out- crops on the north side of Squilchuck Creek, were staked in 1885 and patented shortly thereafter. A five stamp mill was erected in 1894, but failed to liberate gold for amalgamation. The two patented claims were acquired in 1934 by J. Keegan, who carried out limited exploration and shipped small amounts of flux ore to Tacoma during the next few years. There was no substantial exploration or development of the claims, however, for several years after that time, and ownership of the claims eventually passed to a series of trusts administered by a bank in Seattle.

In the mining, manufacturing and application of inorganic pigments, dispersion contributes significantly. This is especially true with mineral pigments because of the variety, in slurry operations required for their processing. Such operations include any of the following: (1) mine-transport (2) wet grinding (3) flotation/beneficiation (4) wet magnetic separation (5) selective floculation (6) size classification (7) chemical processing (8) spray drying Dosage levels and general economics of dispersant use are broadly variant, being dependant upon the agents employed, from the simplist, i.e., sodium silicate or sodium carbonate, to the more complex, as polyacrylates and organo-phosphates. In certain unit processes the dispersant must exhibit unusual chemical stability and persistence, e.g., in protracted pigment slurry shipments. In others, the agent should be fugitive to prevent secondary reactions from occurring, e.g., with high temperature calcination where alkali salts can act as aggregation fluxing agents.

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

In the preparation of beryllium-copper alloys by fused-salt electrolysis, beryllium was electrowon from beryllium oxide dissolved in fluoride electrolytes and deposited on copper cathodes. At 880° to 1,030° C, deposition was on solid cathodes. Beryllium deposited on the copper, forming a liquid alloy that dripped from the cathode. Dripping alloys containing 3 to 4 weight-percent beryllium were produced with as high as 90 percent cathode current efficiency, by electrolysis at 910°.C. To prepare alloys of higher beryllium content, attempts were made at depositing beryllium on liquid copper cathodes. These efforts were generally unsuccessful, although alloys containing as much as 12 percent beryllium were prepared by this method. At temperatures of 1,100° to 1,300° C, requisite to maintaining beryllium-copper compositions as liquids, the beryllium reacted with cell structures.

High grade jig and low grade flotation concentrates used in the following experiments, are produced from silver ore at the mine. The study was carried out to recover the silver and other metals from these concentrates by hydrometallurgical methods. The concentrates were subjected to two stage oxida¬tion leaches in a HNO3-H2SO4 medium. The dissolved metals were recovered by selective precipitation of: (a) silver chloride, (b) iron-arsenic-bismuth residue, (c) copper sulphide, (d) cobalt-nickel sulphide. The effluent solution contained only ammonium sulphate and ammonium nitrate. The silver chloride was further processed to the high purity silver powder by the AgCl ? Ag2S ? Ag2SO4 ? Ag° route. The recovery of silver from the concentrates was over 98% and other metals from 95 to 99%.

In the early 1940's Humphreys Mining Company in Florida pioneered heavy mineral mining with a dredge in the United States, In 1948 Du Pont, in conjunction with Humphreys, opened their first of two mining operations recovering a titanium dioxide product in Florida. Later on in 1952 Du Pont opened their second plant, both of which used a cutterhead suction type of operation. This process is also used in heavy mineral mining in Australia and Africa. In 1957 ASARCO started prospecting in New Jersey. Test borings indicated a large deposit of ilmenite bearing heavy mineral sands had been deposited and concentrated in an area near Lakehurst in central New Jersey. Humphreys Mining Company was contacted about the possibility of mining the ASARCO New Jersey property in much the same way as Du Pont and themselves were doing in Florida. An extensive study was made to determine the economic feasibility of mining the ASARCO property. During this study, extensive test drilling and samples for a pilot plant were taken.

A. E. Jackson, Honorary Life Fellow and Past President; C. Airth, T. L. Blunt, A. E. Frazer, C. L. Lamb, and K. Richardson, Life Fellows; and J. T. Beaumont, Fellow. As you know, there were a number of other deaths during the year, which were reported at previous General Meetings of the Institute.
