Examples are presented in which Time Domain Reflectometry (TDR) was employed to locate deformation in rock masses induced by mining. The first example involved monitoring the propogation of overburden fractures above a longwall coal panel and the second example involved the use of TDR to monitor rock mass deformation in the vicinity of a strip mine highwall. Rock mass deformation, strata separation and large block movement generated strains and failure along coaxial cables which were installed in drill holes and the TDR reflections generated by these strains and failures were monitored. Analysis of field data and a preliminary laboratory test indicate that it may be possible not only to locate rock mass movements but also to quantify these movements with TDR data.

I have attended these meetings, every year, since 1926 and have served on both the Pittsburgh and the National Executive Committees, so that I am fully aware - of the ruling of this organization regarding, "No Papers by Vendors". Since I am now classified as a VENDOR, I wish to express my sincere appreciation for the invitation to formally discuss these very interesting papers --all of which herald the coming of an entirely new era in the manufacture of quality steels. I also appreciate the references by Mr. Mosser and Dr. Swinkels to my first paper on the oxygen probe which was presented at the meeting of this group, here in Chicago, in 1966 and was subsequently published in the NOH Proceedings of that year. Ten years ago: October, 1914, the author had the privilege of giving an illustrated address on investigations of coal-dust explosions1 to this Institute at one session of its fall meeting in Pittsburgh, Pa,. On the following day, the members had the opportunity of seeing a large-scale explosion test at the Experimental Mine near Bruceton, in which the explosion was made to follow a predetermined path by means of rock-dust barriers of various types, which had prevented the explosive waves from reaching the outlets of the mine by the shortest paths.2 There was also shown a ((home-made" rock-dusting machine discharging the dust from a flexible nozzle, and a cement gun operated for the quick erection of a fire or ventilation stopping, such as might be put up after an explosion. Following that paper, there was presented a paper by J. Taffanel, Director of the Lìévin testing station in the Pas de Calais, which reviewed the French coal-dust investigations.3 A paper4 by Howard N. Eavenson contains lists of explosions that occurred in North America and Great Britain, from early in the 19th century to 1912; in France to 1903, and Belgium to 1909. Although explosions still occur, we are hopeful that we have entered a happier freedom from these visitations, as the result of increased knowledge of the causes and means of prevention. Looking back over coal-dust investigations, there appear to have been periods of advance and of stagnation. Coal-dust Investigations From the earliest times of coal mining, which chiefly affected Great Britain as the first nation to take up coal mining on a large scale, to the beginning of the 19th century, no one thought of coal dust as an explosive agency; firedamp was the cause dreaded. A series of alkyl-dithiocarbamic acid amine salts was prepared and tested as collector for slimed lead minerals contained in the waste material from a commercial lead ore concentrator. The reagents, members of a homologous series differing only in the number of alkyl radicals in their structure, were prepared by reacting stoichiometric amounts of primary amines and carbon disulfide in a cold alcohol solution. Subsequent purification was by recrystallization from absolute ethyl alcohol solution. Evaluation was through froth flotation of a mill tailing containing 0.2 percent lead. Results show that maximum recovery (38 percent) was obtained with the reagent containing 8 alkyl radicals, but that maximum rougher concentrate grade (4.8 percent) was obtained with the reagents of intermediate number of radicals.

The Anthracite Division, Bureau of Distribution, of the United atates Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and therefore only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force .of seven or eight clerks and stenographers. The trying experiences of the winter of 1917-18 had, however, shown a ready willingness on the part of the anthracite operators and distributors to cooperate in every way with the United States Fuel Administration. The annual meeting of the Woman's Auxiliary was held on February 19, at 10 a. m. The president, Mrs. Sidney Jennings, said in her greeting "it is a matter of congratulation that during the past year when the demands upon women for work of all kinds has been so large our membership has grown from the 50 enrolled at the first meeting a year ago to over 300 today. Some women, when. asked to join the organization, say that they are doing so much work in other ways that they have no time for work in a new organization, but the director for Canada struck the right note in her report when she told us of the splendid work the wives of mining engineers are doing in Canada, as individuals and as leaders and members of various organizations doing patriotic work. We do not want to divert such women from the work they are now doing, but we do want them to enroll as members of the Woman's Auxiliary and let us know what they are doing, that they play give inspiration to others." Reports were made by the directors of the following sections: Canada, Chicago, Colorado, Columbia, New York, Puget Sound and St. Louis, in some of which sections excellent progress has been made in food conservation, foreign war relief, including the adoption of fatherless French children, and in work for our own engineering regiments. These reports were read, accepted, and placed on file. The reports of the corresponding secretary, of the recording secretary, and of the treasurer, were read, accepted, and placed on file. Various amendments to the Constitution were proposed and accepted, and copies of the Constitution, as amended, will be mailed to all the members of the Woman's Auxiliary.

The control of dust from mine dumps by G. H. GRANGE Pr. Eng., B.Sc. (Min. Eng.) (Rand) (Fellow) This paper gives a resume of the early attempts to control dust from mine dumps, leading up to the research project undertaken by the Chamber of Mines ResearchLaboratories to explore the possibilities of establishing vegetation on dump surfaces. The ultimate success of this work and details of the principles involved are outlined. Also given are a brief history of the event that culminated in the introduction of the Atmospheric Pollution Prevention Act in 1965, details of the control of dust in terms of this Act, and a short summary of the dust-control work.

An exploration program which covered an area of about 17 000 km2(6564 sq miles), was carried out between 1966 and 1969 by the United Nations project named "Mineral Survey of the Azuero Area." The target became Cerro Petaquilla, Province of Colon, Panama. See Fig. 1. Regional exploration led to discoveries of many geochemical anomalies and minor mineralization, but it was only toward the end of the project that a promising target was indicated by a large zone of comer and molybdenum anomalies in stream sediments in a remote 1, area between the Cordillera and the Caribbean coast. Follow-up surveys established the presence of porphyry-type copper mineralization in the area now known as Cerro Petaquilla.

Continental Oil Co. has spent more than four years of research on the fundamentals of recovery of potash by solution mining. This work included laboratory investigations of salt solution, brine flow, selective extraction of KC1 from sylvinite, and control of cavity geometry. Laboratory results were expanded by means of a series of field tests, and subjects such as well completion and hydraulic fracturing were added to the investigation. Both single-well and multiwell mining systems were studied in the field work. This paper discusses one field test in which potash was solution mined from a thin sylvinite ore zone in the Carlsbad Potash Basin. A two-well mining system was used for this test.

A survey of the role of the United Nations Special Fund in the field of mining and metallurgy. An aircraft, manned by Canadians and crammed with modern scientific instruments, crisscrosses over the dense rainforests of tropical Surinam at Y4 kilometer intervals, prospecting for valuable mineral deposits. Mill head samples of Burmese lead and zinc ores arrive at a Colorado laboratory for analysis and experimentation to determine the best milling and ore-dressing techniques. At the new Institute for Applied Geology in Manila, Philippine mining engineers receive instructions from a Finnish petrologist. These scenes illuminate only a fraction of the exciting work in the mining and metallurgical fields being carried out by the United Nations Special Fund.

Some months ago I heard from a party of returned tourists an amusing story of a Chinese laundryman in the National Park who had included in his cabin a hot spring, of which he was accustomed to avail himself in his business, and who, on one occasion, having thrown a lot of linen into this spring to soak overnight, had added a piece of soap to facilitate the process, and had been considerably surprised when, stimulated by this soap, the spring had suddenly become a geyser and wrecked his establishment. The story went on to say that the practice of "soaping" geysers to make them, active had become general, but had been forbidden by the authorities.

By the 1990's Australia could be the largest coal exporter in the world and one of the few industrialised countries potentially able to supply the shortfall in its domestic oil requirements by utilizing its oil shale and coal resources to manufacture synthetic oil. The major challenge to both industry and government in implementing the new role for Australia will be to ensure that their actions and policies enable the timely mobilization of resources needed to meet the potential demand for energy, both domestic and overseas. Australia's potential for coal production and exports and for the production of oil from shale and coal are discussed and the potential constraints to development Examined.

Mary Kathleen Uranium Ltd. recommenced operations in early 1976 following a twelve year period of care and maintenance. Several sections of the plant were modified or completely changed for the second operation. The most important change was the replacement of ion exchange with solvent extraction as the means of purifying and upgrading uranium rich Isolutions Most of the problems experienced in the solvent extraction system originate from the leach liquor which has a strong tendency to form stable emulsions. This has been countered by some careful control of leaching conditions and by closer observation of operations in the solvent extraction area. Most problems have now been resolved and plant recoveries are quite Satisfactory.

A major bauxite belt was discovered and evaluated from 1969 to 1974 by P. T. Alcoa Minerals of Indonesia in West Kalimantan, Indonesia. The proven reserves of beneficiated bauxite are 800 million tons averaging 38.6% AA1203 and 3.0% RSiO2. Inferred reserves of washed bauxite are in excess of 2 billion tons. The bauxite occurs as capping of low lying hills which were formed during the post Paleogene peneplaination stage. The overburden varies from 0.6 to 3.8 meters and the nodular bauxite horizon from 2.2 to 5.2 meters. The deposits were formed by the in situ weathering of predominantly acidic and basic intrusive rocks.

Certain bituminous coals are known to contain appreciable quantities of natural fossil or subfossil resin. Such resinous coals are found in the western US, particularly the Wasatch Plateau coalfield of UT. Some of the seams in this field contain an average of 5% resin. This fossil resin has been recovered by gravity and/or flotation processes since 1929. Resin concentrates thus produced are of low quality and are usually refined by solvent extraction. The purified resins are of commercial importance in the adhesive, coating, rubber. and ink industries, etc. An improved flotation technique has been developed which involves ozone conditioning to selectively float resin from high-volatile bituminous coal. Historically BHP Billiton Alliance Coal Operations Pty Ltd (BMA) have generated resource models from widely spaced data points (drill holes). The accuracy of these models has been influenced by the degree of local structural disturbance of the coal seams and by the choice of interpolators used in the modelling process. In some circumstances unacceptable vertical errors of up to 10 m have been observed whilst mining. New terrestrial photogrammetry or laser imaging technology now allow the 150 or so kilometres of exposed highwalls in BMA to be rapidly, accurately and safely mapped and the three-dimensional images economically incorporated into resource models, reconciliation grade control models, drill and blast designs and for pit stability analysis.

In June 1995, BHP announced that it would build a Hot Briquetted Iron (HBI) plant and associated beneficiation, materials handling and infrastructure facilities at Port Hedland, Western Australia. This plant, the first direct reduction plant in Australia, will convert beneficiated iron ore fines into metallic iron for briquetting into HBI. The reduction plant will be based on the FINMET fluid bed technology jointly developed by Fior de Venezuela and Voest-Alpine Industrienlagenbau. Electric Arc Furnace steelmakers in the Asia Pacific region will be the principal customers for the product. This paper presents an overview of the facilities to be constructed by the project as well as discussing some particular technology and design engineering issues associated with the project.

Burgess was transferred on January 1 to the new Defense Materials Procurement Agency as strategic materials specialist. In May the Region III headquarters of this organization was moved to London. L. C. Campbell was elected president of National Coal Assn. Mr. Campbell, who has been a member of the National's Board of Directors and Executive Committee for many years, is vice-president of the Coal Div. of the Eastern Gas & Fuel Associates and in charge of their extensive mining operations in West Virginia, Pennsylvania and Kentucky. Vern H. Christoph has been transferred to Panama Canal Co., Marine Bureau, Navigation Division, Port Captains Office, as an admeasurer at Cristobal, Canal Zone. Eugene Cline, recently graduated from the University of Kentucky, has been employed by Pond Creek Pocahontas Coal Co., at Evanston, Ky. Sanford S. Cole, assistant manager of research at the Titanium div. of National Lead Co., received the Alumni Citation from his alma mater, Alfred University, Alfred, N. Y. This was in recognition of outstanding achievements and services in the field of ceramics which have brought honor to the institution. U. K. Custred, recently graduated from University of Kentucky, and may be reached now at Box 87, Monterey, Tenn. Robert E. Dwyer, executive vice-president of Anaconda since 1940, was recently elected president of this company and its subsidiaries, Chile Copper Co., Chile Exploration Co., and Andes Copper Mining Co. As president, Mr. Dwyer succeeds the late William H. Hoover who died in Butte, Mont.
