The nature of the new Mining Law in Mexico, how it works and its implications for foreign investors were discussed from a variety of points of view by speakers participating in SME's special programming on Mining in Mexico at its An¬nual Meeting in Albuquerque, NM Feb. 14-17, 1994. Following are summaries of three papers whose primary objective was to give foreign investors some insight into the nature of doing business under the current Mexican Mining Law and its regulations. CIRCULAR steel sets have proved to be more economical for supporting slusher drifts in the block-caving mining used by the Miami Copper Co., at Miami, Ariz. The first steel sets were installed in July 1950, and up to July 1, 1951, about 474 sets (approximately 1896 ft of drift) were placed; the bulk of this work was done in the latter six months. All of the places selected for the steel were in heavy ground. Based on this experience the following definite conclusions can be drawn:

AN outstanding session of the Annual February Meeting was one held under the joint auspices of several groups on Tuesday afternoon, Feb. 22, as a symposium on the question of preserving peace in the postwar era through the control of the supply of sundry minerals vital to the Axis nations. D. H. McLaughlin and R. C. Allen were associate chairmen. And C.K. Leith led the discussion.

A comprehensive multi-disciplinary marine geological survey of northwestern Graham Island, Queen Charlotte Islands, British Columbia, Canada was conducted by Offshore Survey and Positioning Services Ltd. of Vancouver, B.C. on behalf of the Geological Survey of Canada; Energy, Mines & Resources Canada, Pacific Geoscience Centre, Sidney, B.C. Canada during October 1984 and July 1985. The aim of the survey was to map both the surficial geology and geomorphology in order to identify and evaluate the nature of the nearshore sedimentation and recent tectonics including stability (slumps and scarps) seafloor faults (frequency and displacements) and both the classification and consistency of soil type boundaries and properties. Data was acquired by utilizing conventional indirect applied marine geophysical techniques including side scan sonar, precision echo sounding and complimentary soil sampling. During October 1984 a total of 320 line kilometres of data including 180 soil samples were acquired. During July 1985 a total of 300 line kilometres of data were acquired including 150 soil samples.

UNQUESTIONABLY, the outstanding feature of the piping for the sulphide plant is the large amount which had to be done in almost every size from instrument tubing to 84 in. OD pipe. In this article the piping will be considered under the main headings of Yard Piping and Building Piping. Tables I and II give data concerning the individual systems. In the case of yard piping the figures pertaining to lengths and weights are approximately correct; those for building piping are given only for the concentrator and smelter buildings where the amounts were the most extensive. Yard Piping The installation specifications for yard piping called for all sizes larger than 12 in. to have welded joints made with outside welding rings. This type of joint was selected over butt-welded joints because less time would be needed for lining up, damaged pipe ends would be less of a problem, and deflections up to 6° per joint could be made when necessary. These advantages were thought to outweigh the disadvantage of the greater amount of welding required. Yard piping in sizes of 3 to 12 in. was specified to have butt-welded joints made with inside welding rings which were intended to facilitate lining up and keep welding material out of the lines. Screwed connections were specified for sizes under 3 in. No protective coatings or wrappings were required on pipe to be buried because of the dry climate at Chuquicamata.

Up until June 1988, Mount Thorley Coal Handling and Preparation Plant disposed of tailings by two methods. Approximately half of the plant tailings was mechanically dewatered by solid bowl centrifuges mixed with plant reject and was subsequently disposed in mine overburden spoils; the remainder was pumped to tailings ponds. Both future mine planning and environmental constraints could not allow for the long term construction of more tailings ponds so, following evaluation of available dewatering technology, belt press filters were selected for the treatment of tailings in excess of the capacity of the existing solid bowl centrifuges. Commission of the four 2.5 metre wide belt press filters soon showed that marked differences in performance were experienced when treating different coal seams. Further analysis showed that the coal tailings from different seams were quite different in terms of clay mineralogy, and these differences could be correlated with varying degrees of filter performance. Poor filter performance was experienced with coal tailings rich in sodium montmorillinite clays. A number of variables were investigated including in-line mechanical mixing of flocculant and feed slurry, cation exchange reagents such as gypsum, and upstream addition of cationic flocculant. In order to achieve satisfactory performance on the worst tailings, a combination of all of the above was required. In this paper, the reasons for selection of belt press filters and the program of investigations and testwork required to arrive at satisfactory belt press filter performance for the treatment of troublesome bentonitic rich tailings are discussed.

The Golden Sunlight Underground Mine located near Whitehall, Montana was portalled from the bottom of the existing Golden Sunlight Pit in July 2002. Gold was mined by sublevel stoping in the larger ore zones and longhole back stoping in the narrower ore zones. The stopes varied from 30 feet to 100 feet in width, extended up to 200 feet in height, and were completely unsupported. Underground production averaged 1,500 tons per day with a staff of35 people. The mine operated with a break-even cut-off grade of0.080 ounces per ton.

This article in all probability will raise some serious doubts as to whether the coal industry-without a national, long-range commitment to coal-can, or should, attempt to meet the capital demands necessary to double coal production in the next 10 years. AMAX Coal, incidentally, doubled its annual coal productive capacity in the past five years from 11 million tons in 1969 to 22 million tons in 1974. Our 1973 annual report stated that we were aiming to triple our 1973 capacity to 50 million tpy by 1978.

The paper describes experiments to stabilize mineral processing waste materials for use in construction. Fine mineral processing wastes from various mines have been mixed with binders and compacted. As binders blast furnace slag and other materials have been used. Experiments have been made in laboratory scale and in large scale. The results have been evaluated by means of determinations of compression strength and the modulus of elasticity. The paper also describes some experiments in laboratory and large scale to use stabilized mineral processing wastes for back filling in cut and fill mining.

The Mining Engineering Society of the State College of Washington, Pullman, Wash., has elected the following officers for this semester: F. MASON, President, WILLIAM WHITE, Vice-President,. L. E. TRAEGER, Secretary and Treasurer. The Society holds meetings every two weeks at which papers on mining and metallurgical topics are presented by students and members, of the faculty. At the meeting of Oct. 25, Prof. H. R. Robbins gave an interesting talk upon the Rankin Process for the treatment of base-metal ores. In this process the metals are extracted by the use of nitric acid, the acid -being recovered almost entirely. Prof. Robbins thinks the process has great possibilities, but it has not yet been worked on a commercial scale. The Missouri Mining Association, the student organization at the Missouri School of Mines, Rolla, Mo., has. elected the following officers for the ensuing year: L. W. EHLERS, President, H. A. KLUGE, Treasurer, J. G. REILLY, Vice-President, N. E. RITTER, Secretary.

The efficient separation of palladium from the transition metals copper, nickel and iron can be effected by passing a leach solution of these metals through a column of the silica polyamine composite material, WP-1, patented by Purity Systems Inc (PSI), Assignee, University of Montana with exclusive license to PSI. The separation can be done at the intrinsic pH of a nitrogen species catalyzed (NSC) oxidative pressure leach solution (~0) and stripping of the palladium from the composite can be effected with hydrochloric acid/ammonium chloride solutions at 50oC. Batch capacities of the composite for palladium are ~ 1.8 mmol/g resin. The possibilities for isolating the metal from the strip are discussed. Given the proven longevity and rapid capture kinetics of the polyamine composites, this new approach should prove to be an economically viable alternative to the multi-step concentration processes practiced in the PGM industry to date.

A series of organoclays with different surfactant arrangements were prepared by ion exchange. The resulting organoclays were investigated using a combination of characterisation techniques, including X-ray diffraction (XRD), Fourier transform infrared spectroscopy (FTIR), thermogravimetric measurement (TG) and N2 adsorption-desorption. In the present study, the pores within the organoclays were discussed on the basis of the micro- structural parameters, including BET-N2 surface area, pore volume, pore size, surfactant loading and distribution. The results show that both BET-N2 surface area and pore volume decrease from low to high packing density of the surfactant as the average pore size increases. Two basic organoclay models were proposed for hexadecyltrimethyl- ammonium bromide (HDTMAB) modified montmorillonites: 1. the surfactant mainly occupied the clay interlayer, and2. both the clay interlayer space and external surface were modified by surfactant. This study demonstrates that the pore structure of the resulting organoclays has a significant influence on the sorption efficiency and mechanism of p-nitrophenol onto the organoclays.

The isothermal section of the Mo-Ti-Zr-0 system at 1500°C was investigated using X- ray diffraction and mefallographic techniques. Up to 66.7 at. pct 0, the system contains ten four -phase regions. Isopleths at 10, 30, 45, 55, and 60 at. pct 0 were constructed. THE purpose of this investigation was to determine the general shape of the quaternary equilibrium phase diagram of molybdenum, titanium, zirconium, and oxygen at 1500°C. The system was truncated at 66.7 at. pct o. PREVIOUS INVESTIGATIONS The Ti-Zr-0 system was investigated in this laboratory.' The binary systems of interest have been compiled and discussed by Hansen' and Levin, McMurdie, and Hall.3 Farrar, Stone, and Margolin studied the titanium-rich corner of the Ti-Mo-0 ternary. The Honorable Louis Marcus, Mayor of Salt Lake City, delivered the address of welcome. On motion of W. H. Bachman and seconded by D. J. Parker, it was voted that, inasmuch as the Minutes are printed in the annual bulletin, the reading of them be dispensed with. The President made his annual report. The Secretary-Treasurer made his annual report of the financial condition of the Institute. R. Dawson Hall addressed the meeting. The following committees were appointed by the President: Auditing-L. Coal Mining Land Use on the southern coalfields often preceded other land uses. Over the past century overlying land use has altered significantly, particularly with water supply storage development, road system building, railways, pipelines, electricity reticulation schemes and general urban develop- ment. National Parks were declared over coal bearing lands. Little regard was paid to the coal under the land surface by land developers, Government instrumentalities, central planners and the Metropolitan Water, Sewerage and Drainage Board and others, and little value was placed on this valuable energy source. These bodies derived no benefit from the under- lying mineral. In these circumstances, mine operators and such surface land users were put into adversary roles. Mass sterilisation of coal resources resulted. The loss of reserves continues, although the problem has become better under- stood. An Energy Impact Statement (EIS) submission by all surface land developers has been proposed as a means to justify the impact of the development on the coal reserves Beneath.

Bangladesh, whose population probably passed 100 million by yearend, remained one of the poorest countries in the world, with a per capita gross domestic product (GDP) of $126.2 Its only economically significant mineral production was natural gas. A few other minerals or mineral-based commodities were also produced, generally for local consumption. These included cement, clays, nitrogenous fertilizers, limestone, salt, steel, and pilot plant production of ilmenite and rutile. Exploration for oil was a continuing quest, which was hindered by a lack of funding and a hesitancy on the part of foreign petroleum companies to make long-term or expensive exploration commitments. PODUCTION AND TRADE Production of natural gas continued to increase as more use was being made of the abundant gas reserves variously put at between 7 and 16 trillion cubic feet. The main consumers were nitrogenous fertilizer producers and electric powerplants, but other industries were converting to natural gas from imported coal or fuel oil wherever possible.

Commercial operations at the open pit, heap leach Crofoot Mine commenced in April, 1988. Approximately 13,600 tonnes (15,000 st) of low grade pregnant solution are treated daily using a Merrill-Crowe circuit. Acceptable gold recoveries from these low grade solutions can be obtained by optimizing solution pre-treatment prior to zinc addition.
