Stafford, Steelton, Pa.: I must confess my high ap preciation of Dr. Dadlq's conscientious and painstaking work, and of his scientific methds in obtaining the data; but with his method of handling these results and with his conclusions drawn therefrom 1 canuot agree. The reasons for this difference of opinion I will endeavor to explain. It is apparent on inspecting his Plates 6 and 7 that the majority of the slower-wearing rails are from the north track, and generally have a longer time of service, a greater average tonnage per rail, and a smaller avernge tonnage per year per rail than the faster wearing, the majority of which are from the south track, and gener ally have a shorter time of service, a smaller average tonnage per rail, and a greater average tonnage per year per rail. Have these facts any significance Have these different of conditions to which they are subjected any baring on the relative wearing capacity of these rails I venture to say they have. I think, after a study of Table I (page 676), (an arrangement of linee 17 and 18 of Plate a), in connection with Plates 6 and 7, we will find that the slower wear of the 32 best rails is only partly due to qualities inherent in the rails themselves, but is principally due to external conditions favorable to slower wear. In regard to the north and south track, we know that over the rsoiith track come the loaded cam from the West, and that over the north track these cars return, most of them, empty. It is evident that this means for the north track a less average tonirage per rail per year; or, in other words, a lower wheel tonnage. When the load per wheel is less, the resistance and consequently the wear must, necessarily, be less, other things being equal. Time of service, alee, has an important bearing on the question in hand. It has been only within the last five or six years, as Dr. Dudley has pointed out, that the roadbed of the Pennsylvania Rail road has reached its present admirable condition. Before this time the njadbrd was more elastic, more yielding (and probably not uni tbrmly so) than at present. These circumstalices might cause a sofier rail to be more durable than a harder one, owing to the fact that it ulonId yield rnore or less to the bending force of the passing load and would thus get a bearing on each cross-tie. "Nestling in a little valley, right under the shadow of the rugged peaks of the Rocky Mountains and just over the great Continental Divide on the Pacific Slope, are Columbia Gardens, Butte's one rare beauty spot. Here purling brooks, fed from springs of snow-water course through the grounds to lend their aid later in making the great Columbia River. It is a question which has done more to make this oasis the charming place it is, nature or man, for both appear to have put forth their best efforts. The inspiring scenery surrounding the gardens is found in close association with the consummate art of the trained landscape gardener. The most delicate flowers, nurtured in large greenhouses, in the pleasant months of early spring and summer are transplanted into outdoor beds and in many instances woven, as it were, into beautiful designs. Green trees and grass on every side rest the tired eyes.Butte owes this delightful breathing spot to former Senator W. A. Clark, who owns and maintains it. A decade ago there were five large smelters belching forth their obnoxious fumes upon the city, making it impossible for vegetation to flourish within the confines of the town, a condition which fortunately no longer prevails. Primarily with a view of furnishing the children with a healthy playground, other than the muddy or dusty streets, Mr. Clark bought and developed the land upon which these grounds are situated. Upon numerous days in each month during the summer season, when school no longer demands attendance, his street railway carries the little folks to and from this ideal spot, free of all charge. ""Children's Day"" at the gardens presents a scene of life and happiness which once seen can never be forgot."

The Kalahari Manganese Deposit in South Africa accounts for 80 per cent of the worldÆs land-based mineable Mn reserves. Although the ores are primarily mined for export, South Africa is the worldÆs third largest producer of ferromanganese and ferrosilicomanganese alloy, both of which are derived from the smelting of these ores. Mineralogical analysis has traditionally been forsaken for bulk chemical assaying in quality control of smelter feeds, principally because quantitative data could not be easily produced. Yet, mineralogy plays a vital role in determining smelting behaviour, which in turn has economic implications when aspects such as energy and reductant consumption are considered. Smelting is an endothermic process, and the amount of energy input required is dependent on the minerals present in the ore, as well as their relative proportions. Further, knowing the bulk Mn oxidation state in the ores allows for calculation of the amount of oxygen that must be driven off to produce alloy, and hence the amount of reductant required. Additionally, certain minerals can be correlated with potentially deleterious elements, so that ore mineralogy can indicate penalty element distribution. Mineral abundance analysis was conducted on ores from the Kalahari Manganese Deposit using quantitative X-ray powder diffraction. Rietveld refinement using a fundamental parameters approach was applied to micronised ore samples. The mineral percentages obtained were validated using mineral chemical data together with bulk major element data derived from ICP-OES. Bulk oxidation state partitioning was then carried out knowing the Mn valence in the minerals. The results show potential for implementation of the proposed method on a smelting plant, where ore blending could be then implemented to achieve consistent feed compositions to smelters. Selective mining could also be undertaken to obtain desirable ore compositions for domestic or international markets.

"The precipitation of a selection of metals from both a synthetic and an actual metal-rich effluent was investigated. The experimental aspects of this study were carried out in a two-stage process consisting of a pre-treatment clarifier and a fluidised bed (pellet) reactor. Each unit operation in the two-stage process was investigated separately. The pretreatment clarification stage at pH ˜ 5 resulted in a 99.9% removal of iron and 97.3% removal of aluminium.The pellet reactor was used to precipitate nickel as nickel hydroxy-carbonate from a pure stream and a removal efficiency of 99.6% was achieved. The high local supersaturation at the reagent inlet points caused the formation of a large amount of fines, but these agglomerated onto the pellets up the length of the bed (See Figure 1).For copper precipitated as copper sulphide from a pure stream, a maximum removal efficiency of 92% was achieved. The high local supersaturation at the reagent inlets also caused the formation of a large amount of fines, but the extremely sparingly soluble nature of copper sulphide meant that the fines were not agglomerated up the length of the bed. In Figure 2, the global supersaturation ratio was relatively low, and thus there is little homogeneous nucleation and degree of fines formation. However, the fines occurring after the third sulphide input point (at 30cm from the bottom of the bed) indicate that local supersaturation also plays a critical role in fines formation. It was therefore concluded that, for the copper sulphide case, it is essential to control the supersaturation at the inlet points in order to prevent fines formation altogether, as it is not possible to agglomerate the fines once they exist in the bed."

With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

The Honor Roll includes the names of all members of the Institute Whom we know to have been on active military duty it the date of compilation, Mar. 5, 1919. Despite our efforts to have this list accurate and complete, some of our members who have been rendering military service are probably left off because of the fact that we have not been informed of their military connection. The list of men in military service has been compiled with great difficulty owing to the modesty of the members, who in their patriotism began their service but neglected to send us notice. In 1918, We published a separate Honor Roll of the Institute in which we included a list entitled "On active duty in other departments of the service" which contained the names of members who were rendering important emergency service to the Government other than in the Army. This list is entirely omitted this year because any list We might compile for this purpose would be entirely inadequate and must inevitably do injustice to a large number of our members who have been devoting great time and making many sacrifices for the benefit of the government along lines not within our ken. It is not too much to say that almost all our membership in this country has been, more or less directly, doing its uttermost for the successful prosecu¬tion of the war. The active work of many of these members we are Well aware of, as is also the rest of the civilized world. Faithful and wholehearted efforts on the part of many other members we have not been informed of, so that any list would be both incomplete and unsatisfactory.

Neste trabalho foram caracterizados dois tipos de rejeitos arenosos, provenientes do processo de flotação do minério de ferro, com o intuito de aplicá-los na fundição de peças de alumínio. A caracterização foi conduzida de duas formas. Primeiro foram realizados os ensaios de caracterização científica, adotados pela indústria de fundição, de modo a avaliar as propriedades dos rejeitos. E, finalmente, os rejeitos foram misturados com aglomerantes para a fabricação de moldes de fundição por dois diferentes processos de moldagem: processo de moldagem de cura a frio e processo de moldagem em silicato de sódio/CO2. Os dois tipos de rejeito, que diferem na granulometria, se mostraram adequados para uso na indústria de fundição de alumínio, apresentaram propriedades adequadas e foi possível produzir peças sem defeitos.

The longterm aim of this research project is to find fast ways of simulating the recoverable reserves of a deposit for input into financial Monte Carlo simulations without having to conditionally simulate the whole orebody many times. The first step in this re- search is to visualize and quantify the ore tonnage T and the metal quantity Q above an arbitrary cutoff z. This paper presents detailed results for one specific distribution, the lognormal. These lead to a suggestion of a fast way of simulating QTz curves.

In 1927 Coghill5 showed that there is considerable liberation of the iron oxide mineral from gangue when the Alabama red iron ores are ground to a size suitable for classification and tabling, but that there is not sufficient to make possible a high extraction and a high grade of concentrate. Coghill states: High extraction and high grade of concentrate cannot be obtained without grinding to a size comparable with flotation or cyanide practice. If grade of concentrate be sacrificed the grinding need not be so severe.

The Xicheng is one of China's largest lead-zinc (Pb-Zn) districts with known minable reserves in excess of 10 Mt (11 million st). The centrally located Changba-Lijiagou and nearby deposits are representative of the district. They consist of stratiform and stratabound zones of pyrite-sphalerite-galena mineralization within deformed, moderately metamorphosed Middle Devonian clastic and carbonate units. When considered with other similar districts that extend for several hundred kilometers to the east, a major episode of Devonian sedimentary exhalative mineralization is indicated.

An extensive experimental program was carried out to determine the variability of respirable dust samplers and to determine whether area dust sampling is feasible in coal mines. For sampler variability, it was found under laboratory conditions, that a single dust measurement could be as much as 0.30 mg/M3 from the true value at the 95% confidence level. Under actual underground mining operations, this difference could be as much as 0.52 mg/M3 in the 0 -5.0 mg/M3 range. The results from dust sampling on 175 production shifts involving over 2,500 on-man and area dust samples showed that area sampling is viable, but the field investigation did not establish necessarily where the best area locations were.

In 1990, the Chino Smelter completed the construction of a plant designed to recover metal values and water from smelter scrubber effluent. Equipment was installed to maximize effluent recycling and minimize costs. The process utilizes magnesium hydroxide as a neutralizing agent which has the advantage of precipitating copper from solution with minimum generation of solid reaction products. The neutralized stream is clarified, with solids recycled to the smelter for metal recovery while the clarified effluent is recycled to the concentrator for use as process water.
