Resource based companies have been inundated with changes in government tax legislation during the past few years. To cope, capital investment planning analysts have turned almost completely to computer simulation modeling to react quickly enough to determine the effect on their companies' major investment projects and on the projected financial picture of the companies. This paper will examine various royalty and tax structures as applied to coal, oil and gas, and minerals in the U.S. and Canada with particular emphasis on recent changes in the Canadian tax scene and their implications to capital project economic evaluation in other parts of the world.

The three-dimensional finite element technique combined with a progressive failure approach were used to simulate stress distributions in a complete mine section that occur in response to a longwall mining operation. Due to the availability of a Cray supercomputer, a large-scale, three-dimensional, finite-element model was developed for the analysis. The Hoek-Brown failure criterion, which describes a realistic behavior of rock masses, was used for the simulation of progressive failure. A comparison of calculated and monitored stresses in the mine has shown that the model gives a good representation of stresses in the mine structure.

Most coal plants must run under conditions of varying feed conditions or are asked to produce qualities different from that used in the design. This can cause overloaded conditions as the ?bottlenecks? within the plant, depending on plant operation or as the feed changes. During plant design, geological information can be used to determine washability envelopes and blends that may be expected. Historical data can also be used to develop a size distribution envelope as well as to assign reasonable models for each of the unit processes. In operation, a plant can be sampled to determine changes and to refine process models. The information obtained can then be used in an accurate simulation to define how the plant can deal with the changing environment. This paper uses Limn: The Flowsheet Processor to simulate the coal plant in detail and will produce an accurate model, in terms of equipment sizing as well as water, medium, and solids balance, for each change in feed condition. It will show examples of running the simulation through complete density and size ranges and will determine the equipment required to address each part of the performance envelope.

A novel anode slime purification process was developed and tested at pilot scale in the Chuquicamata Refinery. The process consists of three main stages: First, an atmospheric alkaline leaching at 90°C, under controlled pH and ORP operation parameters where metalloid impurities are preferentially removed from the anode slimes with high efficiency. In a second stage, alkaline washing of the mud leached with addition of reducing agent, with the intention of reducing the silver of the AgCl to metallic silver releasing the chloride, and finally, copper and other remaining impurities are leached out in mild conditions (60°C, one hour in sulphuric acid). In a side process Se, Te, and Sb are recovery with high efficiency from the alkaline liquor as chemical grade products. The global balance shows a high mass loss yielding a final product with high precious metal and low impurities content showing advantages in both a technical and economic point of view with a clear environmental sustainability. This treatment allows either the direct sale of the purified anode slimes or its pyrometallurgical treatment to obtain metal doré without emissions of Se, Sb and As. Chemical mechanisms for this novel process are also described.

Ferromanganese crusts on the seamounts in the Pacific Ocean are potential resources of cobalt, nickel, platinum and REEs. Particularly, those of the Republic of Marshall Islands and the Federated States of Micronesia (FSM) waters are believed to be of the highest resources potential area in the Pacific Ocean. The total six cruises using the Japanese Research Vessel Hakurei Maru No. 2 were carried out in the seamounts of the Marshall Islands in 1996, 1998 and 2002, and of the FSM in the 1997, 1998 and 2005 for evaluation of economic potential for cobalt-rich ferromanganese crusts as part of the Japan-SOPAC joint project. During these cruises numerous data such as bathymetric, geological, geophysical and environmental data were obtained. Geophysical exploration with backscatter mapping and side scan sonar, visual imaging using towed TV camera and geological sampling using dredge bucket and/or benthic multi-coring system (BMS) were conducted on these seamounts. In this presentation, we will report the mode of distribution of the crusts and calculated resource estimation based on the results of these geological and geophysical shipboard survey and land-based analyses. During the last ten years, Paques Inc. has been engaged in the development and installation of treatment systems to remove sulfur compounds from water and gaseous streams using biotechnological processes. Metal and sulfate can be removed from mine waters in two biological steps. In the first step, sulfate-reducing bacteria converts sulfate to hydrogen sulfide (H2S). The HS reacts with the dissolved metals to form insoluble metal sulfide precipitates. In the second step, sulfide-oxidizing bacteria convert excess H2S to elemental sulfur. The Budelco Zinc Refinery in The Netherlands installed a groundwater treatment system to remove metals and sulfate using the biological steps described above. The system has been operating since May 1992 and has been treating 5,000 m3/d (180 thousand cu ft/day). A pilot plant began operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop processes for metal and sulfate removal from groundwater and for the selective copper recovery from leach water. The paper describes the design of the dilute medium and medium recovery circuits installed at the coal preparation plants at the Cornwall Coal Company's Fingal Mine, and the BP Coal Australia's Howick Mine. These circuits maximize the use of clarified water for rinsing to improve the mass transfer of adhering medium from the coal surface into the carrying liquid, and have been combined with the use of a two stage magnetic separator. The separator utilizes a conventional concurrent first stage and a counter-rotation second stage. This combination results in high medium recoveries during both normal operation, and start up and shut down phases when large quantities of medium can be lost from a conventional circuit. Overall losses using this circuit have been estimated to be, 200g/t, over a twelve month period. Further advantages in plant operation are also obtained, especially steady operating conditions in the centre-tube pump tank, lower slimes contamination of the product, and lower quantities of non magnetics trapped in the separator concentrates. The techniques are particularly suited to incorporation in circuits treating coals containing high percentages of sticky and difficult clays, as are found in the Walloon coal measures.

PETROLEUM INVESTIGATIONS. The work of the petroleum division of the Bureau of Mines during the period of the war was under the supervision of Chester Naramore, chief petroleum technologist. In its petroleum investigations the bureau cooperated freely with other Government bureaus and acted as a source of information on petroleum matters. COOPERATIVE WORK ON INTERALLIED PETROLEUM COMMISSION. On July 15, 1918, Mr. Naramore and W. E. Perdew, chemical en- gineer of the bureau, left for London to act as representatives of the United States Fuel Administration and the United States Shipping Board on the Inter-allied Petroleum Commission. Numerous con- ferences were held with representatives from France, England, and Italy on specifications and requirements of the various allied Govern- ments for petroleum products, and for this purpose meetings were held in London, Paris, and Rome. EXAMINATION OF PETROLEUM FACILITIES IN FRANCE. The storage facilities and the transportation system in France were studied, and recommendations based on the information gained were made to the director of the oil division of the Fuel Administra- tion and to the chairman of the Shipping Board. Refinery plants in France were inspected, as well as filling stations and shipping facilities from ports in France and Italy to the various fronts and the petroleum base of the American Expeditionary Force at Romorantin. France. At the request of Ambassador Sharp, a re- port was prepared on the advisability of developing the petroleum resources in France.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the performance of automatic sprinkler systems in extinguishing wood crib fires. Experiments were conducted at airflows of 0, 0.76, 1.5, 2.5, and 4.1 m/s. Two experiments were conducted at each airflow, using 74° C fast response pendent sprinklers in one experiment and 74° C fast response horizontal sidewall sprinklers in the other experiment. In the experiments at airflows of 0 and 0.76 m/s, sprinklers were located directly above the fire and 2.4 m upstream and downstream of the fire. The sprinkler directly above the fire was the only sprinkler to operate with no discernible difference in the suppression capability of the pendent and horizontal sidewall sprinklers. In the experiments at airflows of 1.5 and 2.5 m/s, sprinklers were located directly above the fire and 2.4 and 4.8 m downstream of the fire. The sprinkler located 2.4 m downstream was the only sprinkler to operate with the horizontal sidewall sprinkler being more effective in extinguishing the wood crib fire. The average response times of the sprinklers at airflows of 0.76, 1.5, and 2.5 m/s were 3-1/2 times the average response time of the sprinklers at 0 m/s. The results of this study will help enhance the safety of the nation's miners.

Boliden Metall Aktiebolag, the prime base metal mining company of Sweden, treats some 10-10.9 t/y (11-12 stpy) of sulphide ore in nine concentrators. During the years considerable effort has been devoted to the development of all phases of the technology of ore prospecting, mining, milling, smelting and refining. This has been necessary due to the complex and low grade ores. The autogenous grinding technique was first studied within the company as early as 1945. Basic test work commenced during the early fifties, whereby the merits of pebble grinding could be evaluated. In parallel with the converting of the rod mill/ball mill grinding systems to rod mill/pebble mill systems, the development work concerning the feasibility of autogenous grinding went on resulting in the installation of a 8 6.7 x 2.1 m (8 22 x 7 ft.) cascade mill at the Vassbo lead mine in 1959. Long term tests at the Vassbo plant together with a number of pilot plant test involving low grade silicious ores and pyritic comples base metal ores successive led to a better understanding of the process of autogenous grinding. Before a two stage autogenous grinding system could be chosen for the expansion of the Aitik copper mine, a carefully planned survey concerning grinding characteristics and variances in the ore and flowsheet was undertaken. The expanded plant went on stream in 1972 and in the beginning of 1973 and since then has performed excellently.

Arsenic management practices at the Con Mine in Yellowknife, Northwest Territories have evolved over the last fifty years of operations under changing regulatory, economic and technological conditions and incentives. As a result of a processing upset in the mine' s arsenic trioxide reclamation plant circuit in August 1988, arsenic levels in the mine' s tailings pond rose from 30 to over 100 mg V. At these arsenic levels, water treatment operations were unable to meet water licence discharge criteria and the mine itself was under risk of closure due to limited water storage capacity. Under these internal pressures, the mine initiated its own research initiatives designed to restore water treatment operations. The new process developed from the mine's research, utilized the mine's existing water treatment plant hardware but introduced a pretreatment step involving a discrete sludge recycle and removal system. In February 1989, water treatment operations resumed under the new process.

Most coillillercial processing applications employing mixers in various types of slurry systems are continuous flow. These applications may also be multiple stage, with the stage number varying anywhere from two or three to ten or more. Two questions that usually come up at the beginning of any proposed pilot plant study are (1) can the pilot plant unit be operated batch-wise, and the results extrapolated both on the basis of scale and fluid motion to the full-scale tank which will be continuous-flow (and probably multi-stage), or (2) does the pilot plant need to be operated in a continuous-flow fashion, and if so, does the exact number of tanks/stages that are proposed for the plant need to be used in the pilot plant? We will consider these possibilities in sequence and present the principles involved in running some of the various pilot-plant arrangements.

It has been observed in some mineral processing plants that grinding circuit efficiency varies seasonally, such as in some plants which are located in the northern U. S. and Canada and undergo large seasonal temperature changes, with the grinding circuit efficiency different between summer and winter. This indicates that the temperature of grinding circuit slurry has a noticeable effect on grinding performance. The effect has rarely been studied. To this end, an investigation to examine the effects of changing temperature on efficiency and determination of the mechanism responsible has been carried out. Plant investigations and laboratory experiments have been conducted in order to study hydrocyclones. It was demonstrated that under otherwise constant operating conditions, the d50(c), size decreased linearly with increasing temperature, while the shape of the reduced efficiency curve remained constant. This effect was determined to be due to changes in slurry viscosity with temperature.
