The principles of quality management are well developed and, from a practical stand- point, thoroughly implemented in the process industries of Japan. Although these principles are now applied to the U.S. manufacturing industry, and as a result, the steel industry, they have been largely ignored in the non-ferrous and precious metals industries. This paper presents the concepts and practical approaches to implement a total quality management program. Contrary to the beliefs of many managers, such a program increases yields, recoveries and output while it decreases unit costs. In fact, quality management incorporating statistical process control will be an essential ingredient for metallurgical plants to effectively compete in the '90's.

The Bureau of Mines investigated selective extraction of Au and Ag from a low-grade Au ore containing Hg. Gold and silver were extracted from the ore in cyanide slurries, and Hg extraction was suppressed with sodium or calcium sulfide. Maximum Au extraction and minimum Hg extraction were obtained using solutions containing 0.34 lb NaCN/ton of solution. Increasing the cyanide concentration increased Hg extraction without increasing Au extraction. Mercury extraction from the ore was suppressed with 0.5 to 2.9 lb CaS/lb Hg in the ore. Gold-to-mercury ratios of 100:l to 400:l were obtained in the leach solution, and on the activated carbon in a CIP circuit.

Although giant strides have been made in the Australian mineral industry over the past quarter of a century in terms of mineral discoveries, self-sufficiency of commodities, contributions to exports and other aspects, there are unhealthy signs emerging which require attention. For instance there are 20 out of 34 discoveries of base metals, uranium and nickel which for a number of reasons await development. Some of the reasons for the standstill in the mineral industry are partly economic, partly due to competing land use, uncertainty in applying or, recognising the principle of crown ownership of minerals, and to some extent lack of appreciation of two closely related exploration activities referred to as development exploration and assessment Exploration.

The process of treating granular activated carbon for return to service in the recovery of gold in carbon-in-pulp and carbon-in-leach circuits has been investigated. Carbons from two US mines, one Canadian mine, and a South African pilot plant operation were characterized before and after regeneration. Thermal regeneration of the carbon was investigated using factorial analysis to determine the effect of interaction of furnace temperature, retention time, and use of supplemental steam. The operation of acid washing the service carbon was investigated, including a comparison of the use of nitric and hydrochloric acids. The effect of quenching regenerated carbon was also briefly studied. Prom the data obtained, guidelines are given for effective regeneration operation.

The series summarizing the prices of the major nonferrous metals on the stock exchanges of the United States and the United Kingdom (London Metal Exchange) has been continued this year in tables 22 and 23. Time constraints have prohibited preparation of other price information that has appeared in this study in previous years. Users are urged to consult the 1993 U. S. Bureau of Mines publication Metal Prices in the United States through 1992, which gives an analysis of historical price series and trends, or the 1993 edition of Mineral Commodity Summaries for current U.S. prices on non fuel commodities, and to utilize U.S. Department of Energy sources for information on fuel material costs.

Continuous processes must be shutdown and restarted regularly. Results from the study of operating plants showed potential value for computer simulation of the shutdown and startup of stirred tank leaching reactors. Simulation allows operational variables such as feedrate, and process variables such as the dissolution kinetics to be altered to establish trends in behaviour. Results are presented for the start- up of a cold, empty, single stirred tank reactor, in which three solids are leached at elevated temperature at steady state. Increasing the average temperature in the reactor during startup did not change the fraction of 'valuable' solid dissolved in the first product but it did increase the fraction of slow dissolving (impurity) solid dissolved.

Due to record low tin prices and an uncompetitive position in world markets, the Renison tin mine has undergone three major phases of restructuring in the last three years. This has involved substantial job losses, almost all of which have been through voluntary retrenchments. Retrenchments took place in 1988, 1990 and 1991.The last phase of restructuring was the most dramatic, as many aspects of the operation of the mine were changed. New pay structures were introduced, and the miners' contract system was scrapped. Drastic pay cuts occurred in many areas, although the opportunity was also taken to increase pay at some of the lower levels where inequities existed. Work practices were changed, as was the management structure.

The raise bore method of shaft construction has been success-fully used in the mining and construction industries for over thirty years. In the mid 1990’s, Twentymile Coal Company (“TCC”), now affiliated with RAG American Coal Company, used this method for a moderately deep small diameter shaft and the raise bore and slash method for a shallow larger diameter shaft. In late 2001, TCC contracted to raise bore a 431-meter deep, 6.2-meter diameter shaft. During the raise bore and shaft lining processes, regional horizontal stress fields resulted in extensive elliptical caving beyond the original design diameter. This paper discusses the engineering approaches and procedures used to safely complete construction of the raise bore shaft.

The following data concerning the general dimensions and district-location of the blast-furnaces of the United States are intended to supplement a paper of similar title, which appears in volume xiv., pages 561 to 577, of the Transactions, and bring the record to the end of the calendar year 1886. The reasons for presenting the figures at so short an interval since the former paper are that the American Iron and Steel Association has lately issued a new directory of iron and steel works (edition of 1886) from which many of the plants which have been inactive are omitted and new industries added, to such an extent as to materially affect the figures presented in the first paper; and also that the improvement in business has encouraged a production of pig-iron in 1886 in excess of any previous outputs, and the results obtained in the industry at large as well as at individual plants form a better index of what the American furnaces can accomplish than those heretofore presented. The statement will not be extended beyond the production of pigiron, although it could well be made to include the manufactured iron and steel; and while the data given have been verified as far as possible up to the close of the year 1886, no attempt, except in special cases, has been made to note the changes which have taken place since that time—changes which within the next twelvemouth will affect some of the figures here presented. At the close of the year 1886 there were 579 blast-furnaces reported on the active list—an apparent decrease, as compared with my former paper, of 97 stacks; but this was not an actual decrease, since most of the furnaces dropped from the Directory were those which, owing to location, inefficient equipment, or fake of ore-supplies, etc., were considered likely to remain inactive, although a number of them will possibly be temporarily put into blast with iron advancing in price. Pneumatic converting (Bessemerizing) of iron revolutionized the steel industry. Bessemerizing of copper (conversion of copper sulfide matte to copper metal) was proposed at almost the same time, but it was slow in being accepted. The differences between iron and copper converting were great and technical problems were substantial. It took 25 years for the process to become viable and another 25 years before a truly economical solution was found. A major economical and productivity problem was the short life for converter refractory linings. The first converters had acid (silica) linings, which were quickly consumed since silica was a flux for the process. Converters had to be relined at least once per day, a laboriously expensive manual process with only the most rudimentary mechanical aids available to assist. The industry was revolutionized almost overnight when finally a viable basic (magnesite) lining was developed. This lasted 100's of days versus less than one, leading to converters that were easier to operate and which handled larger charges. This change occurred after W.H. Peirce and E.A.C. Smith, with support from the Guggenheim interests, successfully operated a basic lined converter in a copper refinery in Baltimore. While Peirce and Smith are generally given credit for the development and explosive acceptance of this idea, a Pittsburgh industrialist, Ralph M. Baggaley, working in an independent smelter in Butte, Montana, successfully built and operated a basic lined converter four years before they did. In fact, the early support for Peirce and Smith likely occurred because Guggenheim's staff were encouraged after thoroughly examining Baggaley on his earlier successes. The questions of technology primacy between Baggaley and Peirce/Smith are ironically similar to those between Wm. Kelly and Bessemer in converting iron to steel. This paper will review what Baggaley (and other early researchers) accomplished, examine why he (or they) did not receive credit equal to Peirce and Smith and explore what his (their) place should be in the development of successful basic linings. More suspects than a Victorian Whodunit.

The National Institute for Occupational Safety and Health (NIOSH) has continued the research role of the former US Bureau of Mines (USBM) to engineer techniques that will reduce the hazards in the mining workplace associated with coal bumps. Recent research focused on a longwall coal mine in Utah with overburden greater than 750 m (2,500 ft) containing several massive sandstone units. The primary field instrumentation at the site was three-dimensional, full waveform, autonomous microseismic arrays placed underground and on the surface in order to surround the active multi-panel longwall district. The purpose of these arrays was to help investigate the strata mechanics associated with the redistribution of stress and the associated gob formation of the longwall. Specifically, the seismic arrays were used to determine the timing and location of the failure in the strata surrounding the active mining. Overall 13,000 seismic events were detected and located with on-site processing during the five months the panel was being mined, including a magnitude (ML) 4.2 event. Of these, a smaller subset of 5,000 well-located events was selected during post-processing to form a consistent data set for analysis in this paper. From this data set, it was observed that the seismic events generally occurred in advance of the longwall face, both above and below the panel, consistent with failure of the strata in the forward stress abutment zone. Also, the occurrence of the ML 4.2 seismic event within 150-180 m (500-600 ft) of a deep cover longwall face with no associated bump caused a re-evaluation of the nature of the connection between seismic activity and coal bumps.

This paper reviews the field implementation of R & F Coal's blasting optimization work concerning analysis, prediction, and control of overburden blasting vibrations using site specific measurements and state-of-the-art computer technology. Blasting personnel at R & F Coal had the opportunity to work jointly with Otto Crenwelge of Shell Development Company in his test studies and to later be instructed in the procedures involved in optimizing vibration frequency.

Previous studies have demonstrated the possibility of using aqua regia-extractable copper and zinc in plutonic rocks in exploration geochemistry. The present investigation compares this method of extraction with hydrofluoric-perchloric acid attack and bisulfate fusion in terms of precision and discrimination between high and low concentrations. Statistical treatment of data shows that the overall performance of the aqua regia method compares very favorably with other methods of attack.
