Modern open-pit mining can be described as a capital-, labor-and energy-intensive, large-scale, mechanized, and highly repetitive bulk material preparation and handling operation, with emphasis on the word "mechanized." In hard rock, this generally means shovels loading blasted materials into haulage units for transport to processing plants, stockpiles, or waste dumps. Mine management deals with several primary concerns on a daily basis; e.g.: Will any serious accidents and labor problems occur today, and will the tonnage targets be met considering the physical condition of the equipment? The latter subject will be discussed from a maintenance perspective. A successful, progressive heavy equipment maintenance program that protects company assets involves many elements. They include: •Proper equipment selection and procurement •Well-trained and motivated workforce •Good shop facilities •Preventive maintenance (PM) program •Warehouse support •Operations-maintenance department cooperation •Meaningful paperwork

Research and related demonstration projects are being conducted in West Virginia on both existing and former coal surface mine lands to determine potential post-mine land re-use options that offer the greatest likelihood of future benefit and success. Examples of projects include renewable energy considerations that incorporate solar, wind, and/or biomass options, and contain components designed to educate business, government entities and the local community on renewable energy options and potential opportunities Multiple property re-use options are being researched and evaluated, based on site-specific conditions and characteristics, including infrastructure, local community needs and regional economic conditions. Re-use options being explored include innovative uses and needs, such as specialty housing, unique business and industrial needs, and an extensive variety of recreational and small business opportunities that best fit the specific needs of the local community and regional economic structure.

The Bureau of Mines conducted laboratory batch and continuous flotation processing tests on waste granite fines from South Carolina to determine the possibility of recovering high-quality feldspar and glass sand. Three flotation systems were used for removal of the iron-bearing biotite: Two employed an alkaline anionic-cationic circuit and the third employed an acid cationic circuit. Commercial-grade products were obtained when the remaining biotite was magnetically removed from the feldspar and quartz concentrates. Continuous flotation processing yielded a feldspar concentrate containing, in percent, 3.60 Na20, 5.60 K20, and 2.25 Ca0, with recoveries of 75.3, 66.6, and 72.6 percent, respectively. The feldspar tailing was high quality glass sand containing 98.0 percent Si02 and 0.025 percent Fe203; about 60 percent of the quartz was recovered.

This paper describes how to make advanced control choices when difficult processes need improvement. The decision-making process involves choosing between a rules-based approach and a model-based approach as well as weighing benefits and drawbacks, complexity and simplicity, investment and results. This paper will present briefly each solution: basic control, advanced regulatory control, model predictive control and expert systems such as fuzzy logic controllers and neural networks. Three examples are presented: ARC (Advanced Regulatory Control) on pH in a comminution circuit, MPC (Model Predictive Control) for combustible management and FLC (Fuzzy Logic Control) on a Semi Autogenous Mill. The article then proposes a decision tree for selecting the most appropriate approach. A table will compare usage, development, commissioning, maintenance and lifecycle costs for each approach. Finally, conclusions and suggestions will summarize the methodology.

The Burns Harbor Plant was designed to produce and process large ingots into plate, hot rolled sheet, cold rolled sheet and tin plate. Rimmed ingots, in particular, are poured 96" to 106" high and weigh up to 85,000 lbs. During the latter part of 1970, a quality problem was encountered involving white line "sliver" defects on the surface of cold rolled, low carbon, rimmed steel sheet. Sheets containing these defects are not desirable for exposed automotive items because of the possibility of opening during forming or becoming more apparent after forming. Metallographic work located and identified two basic types of inclusions within the white line defects: (1) complex oxides consisting largely of iron and manganese oxides and (2) scale-type iron oxide. The presence of these oxides strongly suggested that the-white line defects were resulting from an unsound, unclean rim zone.

The Bureau of Mines conducted laboratory tests to determine if ultrasonic energy could reduce either the residual water or oil content of petroleum reservoir-rock samples from Appalachian area oilfields. Brine-saturated core samples were flooded with oil to residual brine saturation and subjected to 20 kilocycles per second ultrasonic energy. Then they were flooded with brine to residual oil saturation and again subjected to ultrasonic energy. Additional water displaced as a result of the application of ultrasonic energy to the flow system ranged from 0 to 4.3 percent of the original brine and averaged 1.9 percent. The increase in oil recovery as a result of the ultrasonic energy ranged from 0 to 9.0 percent of the original oil and averaged 3.1 percent. On the basis of the tests, it appears that 20-kcps acoustic waves would not have field application for oil recovery.

In the summer and fall of 1875, the author was present during a short smelting campaign at the Hall Valley works, and having had occasion to make a number of chemical analyses of the ores, fuel, and fluxes, deems that the results of the same, and also an account of the smelting operations, may be found of interest to members of the Institute. The mines and reduction works of the Hall Valley Silver—Lead Mining and Smelting Company (limited) are situated at Hall Valley, Park County, Colorado. The smelting works are located about half way from the mouth to the head of the above-named valley, and the mines high up on the mountains, near its head. The three principal mines of the company are the Whale, Leftwick, and Coldspring. They are all on different veins, running parallel to one another, with a general trend from southwest and northeast. The

"A Natural Resources Working Group, within the International Society of Explosives Engineers, reviewed published environmental effects data, identified data gaps, and prioritized data collection needs relative to underwater explosive use. Six groups of organisms were reviewed: 1) aquatic plants, 2) aquatic invertebrates, 3) fish, 4) amphibians, 5) reptiles, and 6) marine mammals. Studyrecommendations included: conducting basic research to determine the relationship between pressure waveform and mortality where little or no data exist (e.g., aquatic plants, fish, amphibians, reptiles, and marine mammals) and conducting narrowly defined studies where adequate data have been acquired (e.g., aquatic invertebrates). The goals of the recommended studies are to develop the relationship between pressure waveform and mortality/damage in order to construct mortality models. Development of comprehensive mortality models would be extremely useful to the blasting community for assessing environmental impacts and developing strategies for reducing impacts from explosives used underwater."

PICK AND SHOVEL CLUB, CASE SCHOOL OF APPLIED SCIENCE The last meeting of the year of the Pick and Shovel Club of Case School of Applied Science was held on May 20, 1919. The speaker, Dr. Zay Jeffries, gave a very instructive and interesting talk on the Metallography of Non-ferrous Metals. The club has had a very successful year in spite of the loss of a few months time through the S. A. T. C. Among the speakers for the year were Dr. F. R. Van Horn, Dr. C. H. Fulton, and Dr. W. R. Veazey of our school; Dr. E. S. Moore of Penn. State College; Dr. Ansel St. John, of the National Carbon Co.; and Mr. V. S. Bidle, of the W. S. Bidle Co. The processes most likely to be adopted for beneficiating ores or concentrator streams containing a large proportion of particles finer than 10 um are froth flotation, selective flocculation, wet magnetic separation and selective leaching. Flotation will be made more efficient for very fine particles if ways can be found to selectively flocculate the valuable mineral beforehand (floc-flotation), to produce smaller bubbles and to reduce entrainment of ultrafine gangue. Schemes for selective flocculation have proved difficult to implement because of the delicate balance between surface forces (electrostatic, dispersion, hydrophobic) and hydrodynamic forces, that determines flocculation, and the changes which occur to particle surfaces through hydrolysis, oxidation-reduction and cross-contamination between minerals in aqueous suspensions. The search for a better understanding of selective adsorption of flotation collectors and flocculants continues and will be particularly important for the practical success of selective flocculation and selective magnetic coating.

Santa Fe Pacific Gold Corp. conducted pressure-oxidation pilot plant studies on refractory carbonaceous gold ores from the Twin Creeks Mine in Nevada. The tests were conducted at Hazen Research Inc., Golden, CO, during 1993 and 1994. Laboratory investigations using CIL cyanidation after batch pressure oxidation demonstrated gold recoveries of 90% to 95%. However, pilot plant testing showed that several of the same ore types responded very poorly, with gold extractions of only 45% to 75%. Plant testing was suspended for approximately four months while extensive research was conducted to determine why these ores responded poorly and to identify potential solutions. This paper describes the batch and pilot plant test results, the extensive research activities that eventually identified the cause of the gold recovery problem and the final semicontinuous and continuous pilot plant operations that confirmed possible solutions. Final pilot plant results showed gold recoveries that were consistently greater than 90%.

The Bureau of Mines repeatedly surveyed a grid of monuments over an active longwall mine panel in southwestern Pennsylvania during a 1-year period. Both conventional ground surveying techniques and photogrammetry were used. The objective of this investigation was to compare elevation measurements of subsidence obtained from aerial and ground survey methods under dynamic ground conditions. The results of a statistical analysis of the survey data show that the mean of the differences between 372 matched pairs of elevation measurements was 0.20 ft (61 mm) with a 95-pct-confidence interval of 0.05 ft (15 mm). The mean of the absolute values of the differences was 0.38 ft (116 mm) with a 95-pct-con-fidence interval of 0.04 ft (12 mm). Ninety-five percent of the absolute values of the differences were less than 1.11 ft (338 mm).

The 9th Line / 16th Ave tunnels are part of a $700 million expansion of the York Durham Sewage System, north of Toronto. The 15 km of tunnels presented many challenges, including glacial and postglacial deposits, at depths up to 55 m. Due to high hydrostatic heads, the Owner specified EPB tunnelling, however, an alternate was proposed utilising rib and lagging tunnels, combined with a de-watering scheme. State of the art technology was utilised with a new Lovat TBM, incorporating PLC control, soft start water-cooled motors and a head designed to tackle the mixed ground expected. The 9th Line tunnels were completed in 2002. Subsequently the second section of tunnel along 16th Avenue has been awarded to the Joint Venture. This paper presents a case history of the soft ground tunnelling, including design elements, tunnel systems and TBM operations.
