When selecting a solution for improving resiliency at facilities, such as airports, utility and transit sites, there are many options to protect structures and equipment against potential flooding. Each case involves an evaluation of the several key factors such as: design flood parameters, the geography and geological conditions below the site, the facility, and the layout of buildings and equipment to be protected. Upon reviewing these conditions and conducting a cost analysis of various options, the most suitable approach to protecting a facility can be determined. This paper will compare the conditions at various New York City sites, and give detail to the solutions utilized at these sites to improve resiliency and protect each facility. Flood wall types varied as did the strategies for raising critical equipment, to meet the Federal Emergency Management Agency (FEMA) and American Society of Civil Engineers (ASCE) 7 guidelines. Due to granular soil conditions, some sites may experience soil seepage below the flood wall resulting in the need for underground cut off systems. The authors will also present detail regarding the solutions used to control seepage. Various cut off systems will be discussed such as grouting and sheeting, explaining the factors that may impact the choice of systems. Another consideration in flood resiliency is the potential for a buoyancy condition on basement slabs when localized flood barriers are employed on first floor doors and windows. The authors will discuss the potential impacts of this condition on facilities and methods to mitigate this issue. 1. INTRODUCTION New York City is an urban coastal Metropolis with varied geology and low land areas. This includes but is not limited to sandy soils at Coney Island and the John F. Kennedy Airport. Soft marshes are found near Flushing Queens and LaGuardia Airport. Heavy rains and coastal storms caused disruption to daily life and heavily affected the economy of this vibrant City. For instance, in lower Manhattan business was interrupted in the Financial District. Power outage was widespread; commuter trains and subways were stopped and put out of service. Additionally, numerous residential homes were damaged in Coastal Neighborhoods such as the Far Rockaways and Staten Island. 1.1. Superstorm Sandy Flood Statistics On October 29, 2012 Superstorm Sandy impacted numerous facilities in the New York City Metro area. The resulting damage cost New York City more than $42 billion in repair costs. $33 billion was allocated to repair housing and infrastructure, and $9 billion was allocated to protect transit systems1. One of the major issues that impacted the city in terms of its preparedness was the high flood surge. The surge surpassed the former base flood elevation and reached as high as 13.88 feet (above mean lower low water - MLLW) in Battery Park at 9:24pm that evening. Tottenville, Staten Island experienced more damage where the water was recorded at +16 (North America Vertical Datum of 1988 - NAVD88), which is equivalent to 18.7 feet above MLLW (see Fig. 1). Not only was the surge at record levels, the waves in New York Harbor were also at record level where some buoy stations recorded waves of up to 32.5 feet. The City released “A Stronger, More Resilient New York” in June 2013, a plan laid out to rebuild communities impacted by Sandy and improve the resiliency of the infrastructure and buildings in New York City. Figures below help to illustrate the extent of the inundation relative to the projects being discussed.

"Metal chlorides (e.g. iron and nickel) can be pyrohydrolysed at elevated temperatures to yield an HCl rich off-gas and a metal oxide product. Typically, the high energy requirement for pyrohydrolysis is provided by the combustion of a hydrocarbon fuel with air. Here, it is demonstrated that the use of oxygen-enriched combustion can result in lower fuel requirements and higher HCl concentrations. In addition, the oxygen enrichment can result in a smaller volume of off-gas and thus, smaller and less expensive process equipment. This new concept can be applied to both the spray roaster (SR) and the fluidized bed reactor (FBR). Similar to the aircombustion case, the oxygen-enriched process can use a direct contact venturi scrubber, to recover energy from the roaster off gas, but at a higher efficiency. The new process also uses an absorption tower for capturing HCl from the roaster off-gas, but generates a stronger HCl solution than is possible with pyrohydrolysis in air.BackgroundIn recent years, the metallurgical industry has become increasingly involved with developing methods for extracting metals, upgrading products or cleaning metallic products by using hydrochloric acid. These applications of chloride metallurgy often result in metal chloride solutions, which should be processed to regenerate HCl for reuse, and to recover the metal value as a product or by-product oxide [2, 3, 4].The pyrohydrolysis of metal chloride solutions has been done in two types of air roasters: spray and fluidized bed. "The concept of risk is well established in the mining industry. It is acknowledged when estimates of reserves are expressed as proven or probable, when mining and metallurgical recoveries are applied to the ore, and when contingencies are added to costs. However, it is difficult to provide a quantitative assessment of risk. The significant sources of risk in a mineral project and how these are addressed in project evaluations are discussed. The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.IntroductionThis paper examines the components of the discounted cash flow discount rate and proposes a method of estimating project-specific discount rates. The motivation for this work comes from experience of project evaluations in which owners and purchasers had agreed on virtually every aspect of the evaluation except how much the project was worth. Agreement was reached on reserves, grad~, recovery, capital costs, operating costs, taxes, and, by combining these components, even on the fmal cash flow values. The only difference in opinion concerned the discount rate to be used in the calculation of the net present value. Depending on the life of the project, such differences of opinion can cause a variation of more than 50% in the value placed on a project! This is illustrated in Figure 1."

This paper summarizes the Bureau of Reclamation's experience in the use of boring machines to excavate six major tunnels on the Bureau's water resources development projects in the western United States. The summary of experience is presented as a compilation of brief case studies for each of the six tunnels. Each compilation presents data on the tunnel dimensions, geological characteristics of the excavated rock, the tunneling machine used, machine operation, muck handling, method of tunnel support, ventilation system, and related information. The listing of the six tunnels in Table 1 reflects a diversity of tunnel lengths and diameters. However, despite this diversity of dimensions as well as the variety of rock encountered during excavation, the six tunnels have one major characteristic in common: their excavation was significantly expedited by the use of boring machines. Beginning with the 10,079-foot-long Tunnel No. 1 on the Navajo Indian Irrigation Project in New Mexico - the Bureau's first tunnel to be excavated by a boring machine - the boring machines, or "moles," have demonstrated their effectiveness in rapid and economical tunnel excavation. Tunnel No. 1, virtually 2 miles long, was bored through in 9 months, an unprecedented achievement in Bureau engineering experience, as compared with tunnels previously excavated by conventional means. "In the Maritimes, there are twelve coal areas. From east to west, these include the Sydney coal field, the St. Rose - Chimney Corner, Inverness, Mabou, Port Hood, Pictou, Colchester - Debert, Springhill, Joggins - Chignecto, Beersville, Lake Stream, and Minto. The first eight are in Nova Scotia while the remaining four are in New Brunswick.In all these areas, the coal was formed during the Carboniferous period, which existed some 300 million years ago. However, within this period not all coal formation took place during the same time. There were three main intervals, which occurred at the time that the Riversdale, Cumberland and Pictou groups were laid down (Hacquebard, 1970). The oldest coals are those of the Riversdale Group. These coals were of rather limited extent, and only a few mineable seams are present, particularly at St. Rose -Chimney Corner and Port Hood. From these two areas only 2 M tons have been extracted, and 'measured' resources of 7 and 9 M tons respectively remain. The Cumberland Group coals are confined to Cumberland County and include the coals of Springhill and Joggins River Herbert -Chignecto. Some 43 M tons have been removed and only 7 M tons of 'measured' coal remain, with an addit10nal 39 M tons of 'inferred' resources. However, there are additional resources at Springhill, which will be discussed in more detail in a later section. The coals of the Pictou Group are the youngest and the most abundant, both in actual number of seams and in regional distnbution. These coals were formed during the Westphalian C and D, a time during which the main coal deposition in Europe also took place. Here belong the coals of the Sydney, Inverness, Mabou, Pictou, Debert, Beersville, Lake Stream and Minto fields. Their total production amounted to 469 M tons or 91 % of the Maritime total of 514 M tons. The remaining resources of all Pictou Group coals have been calculated at 254 M tons of 'measured' coal and 949 M tons of 'inferred' coal. As can readily be seen, the bulk of both past production and remaining resources occur in the Sydney coal field. The Sydney figures represent 73% of total production, and 87% of total 'demonstrated' resources in the Maritime Provinces. Next to Sydney, the Pictou coal field has been the greatest producer, with 59 M tons; it also has the second largest 'measured' resources, amounting to 25 M tons. However in terms of 'inferred' coal resources, the Mabou coal field, ~ith 140 M tons, ranks second to Sydney."

"Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life. A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the NPDES permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L. The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis, RO reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a “Zero Liquid Waste” (ZLW) facility. INTRODUCTION The advanced water treatment system was built to meet a new 218 mg/l regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 5 million gallons per day (795 m3/h) of mine water. The treatment process utilizes reverse osmosis (RO) membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A Water Impact Index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an on-site landfill."

Investing in a mining venture can be risky and stakeholders need transparent, unbiased reports to understand the Mineral Resources and Mineral Reserves a mining company holds. Readability and textual choice can be used consciously to manipulate perceptions, or it can be done unconsciously. This exploratory study investigates the readability and textual choice of supplementary Mineral Resources and Mineral Reserves Reports of companies listed on the Johannesburg Stock Exchange. The results indicate that narrative manipulation occurs in these reports through word choices that make the reports difficult to read, as well as specific narrative selections. This reduces the informational value of the reports. The results of the study will be useful to various stakeholders, such as mining company management, investors, investment specialists, financial analysts, and even employees and the general community, who all use these reports to make important decisions. It is also useful for the preparers of the Mineral Resources and Mineral Reserves Reports, Competent Persons, and other technical specialists to be aware of readability and that certain textual choices can affect the interpretation of these reports. It is recommended that bodies such as the JSE and the SAMREC and SAMVAL Code committees consider adding a plain language requirement to regulations, guidelines, and codes to ensure transparent, unbiased, and objective reports.

The Bureau of Mines evaluated two real-time light-scattering dust monitors by measuring their response to Pittsburgh Seam coal dust and Arizona road dust (ARD). Both monitors, the model PDS-l, a personal dust sensor, and the model PCD-l, a digital dust indicator, are made in Japan by Sibata Scientific Ltd. Tests were conducted inside a laboratory aerosol chamber designed to maintain a uniform spatial distribution of the test dust. PDS-l and PCD-l measurements of concentrations for each test dust were averaged over 4-h test periods and compared with simultaneous gravimetric measurements. Both dust monitors responded linearly with mass concentration with both coal dust and ARD. However, the linear response of the PDS-l differed from that of the PCD-l for both dusts.

This paper describes the methods and equipment used by the Utah Copper Co. in constructing a vehicular tunnel at Bingham Canyon, Utah, Completion and use of this tunnel for vehicular and pedestrian traffic permitted abandonment of the long-used county highway connecting Bingham and Copperfield. Expanding- operations of the Utah Copper open-cut mine, necessitated construction of a vehicular route away from the ore body. The site Of the tunnel is well beyond ultimate nit slopes and future mining operations. The tunnel not only diverts vehicular and pedestrian traffic is but also carrier, creek water, copper water, sewage, pipe lines, and. power and telephone cables between the two communities. The dimensions of the tunnel permit one-way traffic only. Traffic-control lights have been installed. Owing to the possibility of accumulation of carbon monoxide gas from automobile exhausts, automatic gas detectors has been installed at various stations. These detectors control the operation of a large exhaust fan situated at the upper portal of the tunnel.

Gold recovery by the cyanidation process is often accompanied by the leaching of other species. This leads to the depletion of the level of free cyanide and oxygen available for gold cyanidation. The largest proportion of the consumed cyanide is diverted by the cyanicides (eg S, Cu, Zn, Fe, etc) into non-valuable complexes.COREMÆs Extractive Metallurgy team has been conducting a research program on the improvement of the gold cyanidation process. As a part of this program, the current study aims to investigate the effect of certain operating parameters on the reactions involved during preoxidation and cyanidation. Flotation tailings and single mineral samples such as pyrite, sphalerite and chalcopyrite, along with their different combinations, were analysed to highlight the influence of ore mineralogy on the operating conditions. The effects of different kinds of oxidants (oxygen, hydrogen peroxide, ferricyanide and ozone) and chemical additives (ammonium sulfate) were investigated.Experiments conducted in alkaline solutions reveal that mineralogy is a key parameter since pyrite, chalcopyrite and sphalerite react quite differently during preoxidation and cyanidation. A significant increase in sulfur dissolution, especially on pyrite, was observed by applying preoxidation. H2O2 preoxidation showed a positive effect on increasing sulfate formation, a desirable by-product from the cyanide consumption point of view. Preoxidation of synthetic ores with ferricyanide resulted in boosting thiosulfate formation. Tests conducted on flotation tailings from a polymetallic mine revealed that a short preoxidation increases the dissolution of the ore leading to higher gold recovery and lower cyanide consumption. Regarding the formation of thiocyanate, the most undesirable by-product of the cyanidation, ferricyanide and ozone were found particularly efficient to hinder their formation. One of the principal objectives of the Bureau of Mines program for development of superrefractory ceramic materials is to obtain fundamental data on the physical properties of refractory oxides. Elements of particular interest to research workers in the Bureau include groups III and IV of the Periodic Table and the rare-earth group. This report contains thermal expansion and phase inversion measurements on oxides of scandium, yttrium, lanthanum and 12 lanthanide series elements (promethium and terbium omitted) up to 1,350°C, made by high-temperature X-ray diffractometer techniques. Thermal expansion values were calculated from unit cell dimensions measured at selected temperatures; with anisotropic oxides expansion was determined parallel to each major crystallographic axis. The combined random and systematic errors in the thermal expansion values are considered to be less than 3 percent of the total expansion at 500° C, and approximately 2 percent at 1,000° C, No difference in expansion coefficients was observed between heating and cooling cycles for oxides that did not undergo phase inversion. Tabular data of linear expansion, in percent, linear expansion coefficients, and graphical presentation of linear expansion as a function of temperature are presented.

This paper has been written collaboratively by members of the International Mining VR Group. It is the first of a series of papers. Mining in the 21st century is a high technology industry that strives to reduce risk and improve safety through the use of improved processes and procedures. This risk reduction process is aligned with the innovative use of technologies often developed for other industries. Computer-based visualisation systems and their content are such innovative technologies, in particular the use of virtual environment systems and mixed reality. A primary objective of developing virtual environment systems and the mixed reality content displayed in them for the mining industry is to allow mine workers and operators to practice mine processes and demonstrate competency in tasks that will be encountered in day-to-day mining operations at mine sites. It is anticipated that providing easy access to virtual environment systems will facilitate the avoidance of high-risk situations through improved knowledge, skills, understanding and decision making. Via virtual environment systems mine workers will also be able to practice infrequent or emergency events and maintain preparedness for such events. Day-to-day mining practices can also be evaluated. The rapid pace of technology innovation and the decreasing cost of simulation hardware and software present a plethora of technology to the uninitiated. This can be confusing. In this paper taxonomy is presented that classifies hardware, what it can display and also content that can be included or displayed on the various computer-based visualisation systems. The taxonomy provides insight into where technology can and may be implemented in the future as virtual environments are a dynamic and evolving technology. The taxonomy should also assist in the decision making process when scoping or selecting technology for a particular purpose.

"Abstract - Potentially commercial deposits of kaolin are found in the fluvial Lower Cretaceous Chaswood Formation, the sedimentologically proximal equivalent of deltaic sediments of the offshore Scotian basin. The geological setting of the kaolin deposits has been interpreted from high-resolution seismic-reflection profiles and boreholes, and mineralogical studies on one reference borehole. The kaolin is a product of early diagenesis involving meteoric water below the water table. The distribution of kaolin is controlled by the presence of intraformational unconformities that were sites of ground water recharge, and are marked by the development of oxisols above the water table. Such diagenesis was facilitated by interbedded, loosely consolidated, permeable sandstone. The highest-grade kaolin deposits are found in areas close to river belts, where overbank muds were not sufficiently drained to develop paleosols, but where later uplift created intraformational unconformities. In the sandstone, meteoric water flow altered feldspars to kaolin, thus yielding commercial silica sand deposits. It also altered ilmenite to rutile, which is concentrated as secondary placers in modern rivers that have eroded the Chaswood Formation and tills derived therefrom. Le contexte géologique de ces dépôts de kaolin a été interprété a partir de profils de seismique-réflection à haute résolution, de sondages, et d’études minéralogiques sur un sondage de référence. Ce kaolin est un produit diagénétique précoce formé par de l’eau météorique sous le niveau de la nappe phréatique. La distribution du kaolin est contrôlée par la présence de zones de recharge associées à des discordances intraformationelles marquées par le développement d’oxisols au-dessus du niveau de la nappe phréatique. La présence d’interlits de grès perméables faiblement consolidés a contribué à l’efficacité de ce processus diagénétique. Les dépôts de kaolin les plus riches se trouvent en périphérie des rivières, là ou les boues de la plaine d’inondation n’étaient pas suffisamment bien drainées pour permettre le développement de paléosols, mais où des mouvements verticaux subséquents ont crée des discordances intraformationelles. La circulation d’eau météorique dans les grès a entraîné l’altération des feldspaths en kaolin, générant ainsi des dépôts économiques de sable de silice. Elle a aussi causé l’altération de l’ilménite en rutile, que l’on trouve dans des placers secondaires situés dans des rivières contemporaines qui ont érodé la Formation de Chaswood et les tills qui en sont dérivés."

During the past two decades, we have witnessed the computer revolution. Like other revolutions, it has been successful in many ways; however, it has not been without difficulties. One of the areas where these difficulties have been more prevalent has been in the application of computers for the purpose of controlling industrial processes. During the early 1960's, many people naively assumed that bridging the gap between data processing and process control was a simple matter of connecting a few wires, doing a little programming, laying off most of the people and watching the plant make great increases in production as the lights on the computer blinked on and off. Unfortunately, it has not been that simple. Instead, a whole new-set of disciplines has been required to overcome the major obstacles that exist. Nevertheless, current successes are proving that the digital process control computer is here to stay, and that through the application of digital computers an attractive return on investment can be obtained in many applications.. The purpose of this paper is to illustrate some of the requirements for successful implementation of computer control systems, with particular attention to the following four objectives: First: Acquaint the reader with the general control problems so that he may more fully recognize the major requirements for successful implementation. Second: To acquaint the reader with the types of control hardware that can be considered for use in the development of control systems. Third: To discuss some of the major obstacles that must be overcome for successful implementation of computer control systems. Fourth: To discuss the systems approach in the development of control systems and to illustrate it in the implementation of an actual control system.

The Concentrator 1 plant at Cadia transitioned from Cadia Hill open pit to the Cadia East block cave ore body in 2013. As a result of this change, major plant upgrades were required to achieve the desired throughput while treating more competent ore. The 40-foot (40’) SAG mill now receives a feed of predominantly high pressure grinding rolls (HPGR) product with a minor component of secondary crushed ore at a combined F80 of 17 mm. The significant reduction in feed size to the SAG mill has markedly changed the operating characteristics of the mill, which has been extensively studied since commissioning in 1998.This paper examines the operation of the 40’ SAG mill in its new configuration in the Concentrator 1 circuit. Operational stability is highlighted as a significant factor in delivering mill performance, which has been achieved through several key improvement projects utilising a theory of constraints framework. Five years of successful project implementation has progressively lifted the maximum processing rate of Concentrator 1 from the design estimate of 2455 t/h to above 3000 t/h. Blasters are usually strictly liable for injury or damage caused by flyrock (trespassory invasion) and blast-induced vibrations (non-trespassory invasion). The application of strict liability to non-trespassory invasions has resulted in significant litigation that has hampered the use of blasting and the blasting industry. Stark (2002) proposes that blasters should not be held strictly liable for non-trespassory invasions but should be liable only if their conduct is proven to be negligent. This change in legal standard was proposed because improvements in blasting technology over the last thirty years allow blasting to be conducted without substantial risk of harm to property and thus the amount of harm imposed by a blast can be related to the level of care exercised by the blaster. It is anticipated that a negligence standard will reduce the amount of litigation because a plaintiff will have a greater burden to overcome. To facilitate the acceptance of a negligence standard by a court of law, this paper summarizes the standard of care using the 1977 Surface Mining Control and Reclamation Act, extensive U.S. Bureau of Mines research, and current blasting techniques, such as blasting mats. It is important for the blasting industry to promulgate a standard of care so a judge can feel confident that blasting can be routinely and systematically controlled and if the legal standard is changed from strict liability to negligence a subsequent judge or jury will be able to evaluate the level of care exercised by the blaster. This paper also suggests that the industry and/or ISEE develop and disseminate a comprehensive standard of care that courts can use to further justify a change from strict liability to negligence and evaluate the standard of care.

In 1966 Central Ohio Coal Company and Bucyrus-Erie signed a contract authorizing Bucyrus-Erie Company to design and build a 220 cubic yard dragline. This dragline would be used for stripping overburden from their coal reserves located near Cumberland, Ohio. The size of the machine was arrived at after a thorough application study of their annual coal output requirement, depth of overburden and type of terrain. The design and construction of this machine which has been designated by BECO as model number 4250-W is the title of this paper. Size wise based on machine weight the 4250-W represents an increase factor of three over our largest current dragline. Probably the easiest way of presenting a machine of this size is to build it from the bottom up.

The ballistic pendulum is a well-established piece of test equipment originally developed for estimating the velocity of bullets and projectiles. When trying to understand the effects of different tamping methods on explosive performance, the ballistic pendulum is an excellent tool allowing calculation of explosive charge impulse. Most ballistic pendula for this application are limited to narrow impulse ranges as the pendulum mass determines the angle of swing; and a mass capable of being moved by a small charge would be far too small for a larger charge. This paper describes a modular design (the Alford Modular Ballistic Pendulum) which overcomes this problem.

The U.S. Bureau of Mines and Great Salt Lake Minerals and Chemical Corp. developed a froth flotation process for concentrating potassium salts from Great Salt Lake solar evaporites containing about 5 percent K. The crude evaporites, which were predominately halite (NaCl) with smaller amounts of kainite (KCl.MgSO4.2.7H20) and schoenite (K2SO4MgSO4.6H20), were conditioned in a saturated brine solution, thus converting nonfloatable kainite to the floatable mineral schoenite. Schoenite was then selectively floated with a medium-molecular weight fatty acid. Continuous small-scale pilot plant testing indicated that 80 percent of the potassium could be recovered from the crude evaporites in flotation concentrates assaying about 11 percent K.
