In planning activities the aim is to adapt them to changes in conditions, in the needs of the mining industries, and in the public interest; those that contribute most to solving the present problems are emphasized, investigations of less immediate importance being recessed if necessary. The strategic minerals investigations of the bureau afford an example of this change in emphasis to problems of immediate and urgent interest, and during 1941 they comprised, upon the basis of appropriations and expenditures, more than 90 percent of the work of the division.

This U.S. Bureau of Mines report reviews the first 2 years of the agency's progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau's top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

"Studies have been conducted at Michigan Technological University (MTU) for over twenty years on methods for characterizing and controlling particulate emissions from heavy-duty diesel engines and die resulting effects on regulated and unregulated emissions. During that time, control technologies have developed in response to more stringent EPA standards for diesel emissions. This paper is a review of: 1) modem emission control technologies, 2) emissions sampling and chemical, physical and biological characterization methods and 3) summary results from recent studies conducted al MTU on heavy-duty diesel engines with a trap and an oxidation catalytic converter (OCC) operated on three different fuels. Control technology developments discussed are particulate traps, catalysts, advances in engine design, the application of exhaust gas recirculation (EGR) and modifications of fuel formulations. Methods for dilution tunnel sampling, particle size analysis, chemical analysis with emphasis on polynuclear aromatic hydrocarbons (PAH) and nitro-PAH, and biological characterization using mutagenic activity (Ames) assays are described, along with statistical approaches to experimental design and data analysis.In studies at MTU, both particulate traps and an OCC have been shown to be effective for the reduction of total particulate mauer (TPM), with the OCC being better al reducing all forms of hydrocarbon emissions, including PAH and nitro-PAH, and with the traps being better at removing the solids (SOL). The use of low sulfur fuel (0.Ql % by mass) has led to additional reductions in TPM; the low sulfur fuel has been shown to reduce the number of small, nuclei-mode particles for one of the engines tested. PAH, nitro-PAH, and mutagenic actively levels generally decreased with use of either the traps or the OCC.INTRODUCTIONDuring the 1980s and the early 1990s there have been significant advancements in the development of technology to control diesel particulate emissions. Efforts have been focused on internal control of the engine by design, the use of after-treatment devices, and improvements in fuel formulations to reduce all the diesel emissions. The research and development activities have been driven by the need to meet the US EPA heavy-duty vehicle standards shown in Table 1. The important standards for new technology are the 1994 heavy-duty vehicle 0.1 gm/bhp-hr particulate, the new urban bus 0.05 gm/bhp-hr particulate standard for 1996 and the heavy-duty vehicle 4.0 gm/bhp-hr NOx standard for 1998."

Many important materials are derived entirely or partially as byproducts of primary copper, lead, and zinc production. This U.S. Bureau of Mines report examines the collective role of byproducts with regard to the economics of domestic mineral production, and their individual significance in terms of dollar value, end uses, and strategic considerations. The study also analyzes circumstances that have affected the competitiveness and structure of the U.S. copper, lead, and zinc industries, and factors that impact byproduct availability. These factors include production capacity at smelters and refineries, process technology, changing sources and composition of ores, regulations, foreign ownership, and byproduct demand and price. Policy considerations regarding stockpiling, regulations, and research are assessed.

"Scrubbing both horizontal (drum) and vertical (attrition) are considered simple unit operations in the beneficiation of phosphate ores. In general, the operating conditions are fixed at high solids content based on the experience of the engineering or equipment manufacturing company responsible of designing this beneficiation step. Nevertheless, scrubbing is a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes, break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Therefore, it is considered that as high solids content as possible should be used to enhance particle-particle interactions (impact and rubbing) without taking into consideration the rheology of the system. However, scrubbing unit operations design requires studying the balance between the increase of particle-particle interactions with the cushion effect that may occur when slimes, clays and fines decrease the availability of free water increasing the apparent viscosity of the phosphate slurry up to that of a paste consistency. This paper presents data from laboratory tests to determine the best operating conditions for the design of these unit operations based on the highest P2O5 grade obtained with the lowest impurities for different size fractions. INTRODUCTION In the beneficiation of phosphate ores, unit operations such as horizontal scrubbing (drum) and vertical scrubbing (attrition) are considered simple unit operations. Therefore, little attention is given to the design of horizontal and vertical scrubbing during the basic engineering studies, and the detail engineering stage, the manufacturers recommending “standard” units and operating conditions based on their experience. Due diligence of several beneficiation phosphate plants at industrial scale indicates that a deficient scrubbing of the phosphate ore results in significant problems in downstream unit operations, such as classification, clarification, gravity separation, magnetic separation, flotation, dewatering, and filtration. Scrubbing is in fact a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes (clays and fines), break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Two phenomena occur, the particle-particle interaction (impact and rubbing), and the rheological effects of releasing significant amount of fines into the slurry. Therefore, high solids contents are recommended to enhance the particle-particle interactions, which may result in a change in the rheological regime of the system due to the slimes, clays, and fines decreasing the availability of free water. This increases the apparent viscosity of the system up to that of paste consistency resulting in a cushion effect that suppresses scrubbing. Under these conditions, not all fines are release and rejected (deslimed), downstream unit operations being affected by the release of clays, resulting in P2O5 losses."

Copper electrowinning/electrorefining (EW/ER) is powered by direct current (DC) rectifiers that typically generate 30,000 to 70,000 amps and a bus-bus voltage of 200 to 500 volts DC. Tankhouses are designed so that DC current flows through “cell lines” which contain individual EW/ER cells electrically connected in series. Electrolyte composed of copper sulfate and sulfuric acid in water forms the “liquid conductor” that connects the metallic conductors in this circuit. In this setting, stray current is a DC current that strays from and therefore bypasses the tankhouse circuit by finding a path to ground, often through the electrolyte in pipelines that feed into and discharge from the cells, or through dried electrolyte (i.e. sulfate), which is also electrically conductive. Tankhouse workers can be exposed to shock hazards if they become part of a stray current path to ground. This presentation details examples of stray current shock hazards in electrolytic tankhouses and provides voltage and amperage measurements associated with stray current in these examples. A review of critical safety controls in EW/ER tankhouses that will mitigate the risk of employee shock from stray current is also provided. INTRODUCTION Electrolytic tankhouses are designed to deliver relatively large amperages of DC current to a series of electrolytic cells in which copper is plated out of solution using the classic anode-cathode pair geometry within each cell. Electrolyte is the “liquid conductor” that transfers current in between the metallic conductors of the cell. The metallic conductors include inter-cell copper bus bars and the anodes and cathodes themselves. It is sometimes forgotten that electrolyte as a conductor is capable of delivering DC current outside the designed circuit of a tankhouse. Stray current is a DC current that strays from the tankhouse electrical circuit by finding a path to follow other than the designed path. Safety becomes a concern when there is a risk of an employee becoming part of an accidental stray current path, thereby suffering an electrical shock. In 2016, Freeport-McMoRan (FMI) suffered a fatality at one of its copper electrowinning tankhouses. The forensic analysis concluded that stray current from the tankhouse rectifier contributed to the fatality. An employee accidentally fell into contact with a metal flange at the end of an HDPE pipe that was collecting cell overflow electrolyte from the tankhouse. DC current passed through the employee to ground, creating a shock that was judged to contribute to his death. The situation was exasperated because the employee was unconscious, and therefore was exposed to the stray current for several minutes before being found. In addition, the employee’s clothing was saturated with liquid, and the employee was found kneeling in puddled liquid on the ground. FMI immediately began an investigation into the root cause of the stray current that was measured at the scene. Sufficient electrolyte had accumulated in the HDPE pipe such that a continuous path was formed between it and electrolyte that was continuously overflowing from energized electrowinning cells. The metal flange on the pipe was the metallic conductor that carried the current to the employee from the electrolyte inside the pipe. Current then flowed through the employee to ground. Because of this incident, FMI undertook an extensive review of the hazards of stray current in EW/ER. FMI’s tankhouse workforce received a Tankhouse Electrical Safety training course developed in- house to insure worker understanding of stray current hazards. Tankhouse design changes were implemented to better insulate workers from stray current. Personal protective equipment (PPE) standards were also reviewed and changes made.

Over the last six years Mandalay Resources has increased production rates and improved safety outcomes at its Costerfield mine in Victoria, Australia. This mine is an underground operation utilising narrow mining techniques to extract vertical veins, and produces up to 80 000 equivalent ounces of gold per annum, in both gold and antimony value.The operational challenges of narrow vein mining include controlling overbreak when veins being mined are only 300 mm wide. The mine has developed methods and modified equipment to suit extraction of these veins. Productivity improvements over the period have involved development of a stoping method and equipment to suit 1.8 m wide development drives. Over the last five years and during a skills shortage, recruitment, training and retention of personnel has been key to keeping corporate knowledge and skills to execute a careful efficient mining technique to minimise overbreak.Managing an underground operation close to nearby residents has unique challenges. Historically Victorian residents had family members work as underground miners; however, in the current day with few underground operations in this jurisdiction, community knowledge of mining has decreased. The Costerfield Operations are only 100 m from the nearest residence and the company values community engagement, partnership and investment with local Heathcote organisations.The mine has invested substantially in executive coaching of its leadership team early, which has paid dividends in problem solving potential of that team and ensuring the operation delivers on its promises to all stakeholders. The operation has become safer and employees are now more aware of their individual contribution in producing safe, efficient gold and antimony that benefit the whole operation, community and the region.CITATION:McCarthy, M, 2016. "THE mineral industry is constantly undergoing changes and facing challenges, and today we are in the midst of another serious one -namely, manpower requirement at every level in the mines, shops and plants. In the not too distant past we had a situation where labour was plentiful, although the equipment, by present-day standards, was quite inadequate, and that's easily understandable when you look back at the primitive methods by which our Western mines were first developed and operated, and then improved by the inventiveness and ingenuity of man.I'd like to show you a few slides from drawings made by Buck O'-Donnell which illustrate some of yesterday's methods of mining. Some of you probably had first-hand experience with some of these so you know they were tedious, time-consuming and involved a lot of heavy labour.Taking the Anaconda Company operations at Butte as an example, we can see what has happened in just the past ten years. In August of 1956, the Butte mines had 5,516 day's-pay employees and 976 salaried employees, for a total payroll of 6,492. In August of this year, there were 3,645 day's-pay employees and 605 on the salaried roll, for a total of 4,250. The number of contract miners had gone from 1,347 in 1956 to 606 in 1966 and that of other underground miners from 2,893 ten years ago to 1,149 this year. Along with these changes, however, another change of special significance has taken place, and that is in the number of skilled craftsmen, surface engineers and so on required for our operations. In 1966, we had 1,890 of these people, 600 more than in 1956 and nearly three times as many as just twenty years ago."

The strength and deformation properties of a rock mass are important parameters influencing the design of civil and mining excavations or structures. The mechanical behaviour of jointed rock masses are controlled by the characteristics of discontinuities and the strength of intact rock bridges between discontinuities. To date, analytical, empirical and experimental methods have not captured the key mechanisms controlling the mechanical properties of actual rock masses with non-persistent joints. The emergence of the synthetic rock mass (SRM) in 2007 provides a promising approach for this purpose. In this paper a rock mass with non-persistent joints is analysed with the SRM model based on PFC3D. The influence of joint geometrical parameters on the uniaxial compressive strength (UCS), rock mass deformation modulus (Em) and failure mode is studied. Joint parameters include joint orientation, persistency, spacing and step angle. Prismatic numerical samples with dimensions 300 mm × 150 mm × 50 mm were generated and a sensitivity analysis of each joint parameter on UCS and Em was undertaken. The results show that of the parameters tested, joint orientation has the greatest influence on UCS. Minimum UCS occurs when the angle between the major principal stress and joint surface is approximately 60°. The joint step angle was found to have a significant effect on failure mode and a joint step angle of 90° is the most favourable joint orientation for step-path failure. The importance of joint step angle is highlighted in the discovery of a failure mode bifurcation point at joint step angles of 60° and 90° for joint orientations of 75° and 90°, respectively. For these parameters the failure mode transitions from block rotation to a new failure mode where the coalescence of cracks results in the formation of new small regularised blocks.

The aim of this research is to develop a model through which the appropriate paste recipe parameters, for example solid content and cement content, can be derived given the stope specific requirements such as stope dimensions, required strength and curing time. A large number of samples and uniaxial compressive strength (UCS) tests were conducted at the Angas Zinc Mine (AZM) paste plant and testing facility. Samples were varied in tailings solids content, cement content and sand content. The results of this testing were modelled to determine the UCS relationship to each of the parameters. The output of this modelling was an easy-to-use program that outputs the design mixture given the stope dimensions and required stope backfill-curing time. This allowed flexibility within the mining schedule for curing times of cemented paste backfill stopes. The optimised schedule using the stope specific mix design, when compared to the standard 14-day curing time used previously, resulted in a smoother weekly mine production schedule. For the modelled 12-week period (one quarter) the 14-day curing time would result in an eight-day shutdown of the mill. The cost for each shutdown is in the order of $125 000/d. Due to the unique nature of each mine’s tailings, this exact outcome would not be directly applicable to another paste fill site. However, the process in this report could be followed for another site to achieve a system similar to the output of this project. "Heap bioleaching is an unsaturated hydrometallurgical extraction process which is commonly applied to the recovery of copper from low grade sulfide ores as well as for preparatory treatment of gold ores. The leaching reactions occur in the liquid phase, catalysed by iron and/or sulfur oxidising micro-organisms. Contact of the mineral grains with the leaching solution is consequently essential for metal recovery. Additionally, the liquid is responsible for the transport of the liberated metal out of the heap under gravitation-driven flow. However, the highly inhomogeneous structure of the heaps coupled with low irrigation rates cause the flow to vary between being gravitationally and capillary dominated, resulting in non-uniform wetting of the ore. In this study a 132 kg agglomerated ore ‘slice’ is used to examine the effect of liquid distribution on microbial colonisation and mineral recovery in a long term bioleach (> 500 days) when irrigation from a single drip emitter source is employed. The novel setup enabled sample collection from ports positioned along the length and height of the ore bed, so that 2D maps of the degree of wetting and microbial colonisation could be generated at different times in the leach. Lateral movement of the liquid increased with bed depth; the majority of flow was below the irrigation point while the top corner of the bed that was not irrigated remained the driest region of the heap throughout the experiment duration. The lowest cell numbers were also recorded in the driest regions. Specifically, cell numbers in the top corner of the bed, 400mm from the irrigation point, remained at undetectable levels until the 283rd day measurement, in line with typical heap operation durations. This indicates that slow colonisation of the heap in the regions between irrigation points may be a significant issue in heap optimisation."

ILZRO sights are locked securely on the targets of the expanded applications and ever-improving quality in the major market for zinc-coated steel. A wide range of ILZRO-sponsored research projects examine issues of formability, paintability, and corrosion resistance for traditional hot-dip galvanising, electrogalvanising, and ILZRO's own proprietary zinc coating, Galfan. Recent research has focussed on the on the interaction between Galfan and different substrate steels to determine optimum combinations for different applications. ILZRO enjoys an evolving role in providing the connection between research laboratories and marketing divisions through supporting research and services for the Galfan Technical Resource Centreò(GTRC) and the recently formed North American Galfan Development Authority (NAGDA). GTRC has just produced a new problem-solving manual that provides a comprehensive source of hands-on solutions for the many Galfan licensees throughout the world, and should contribute substantially to the reputation of Galfan as a consistently top-quality steel-coating product. Meanwhile, NAGDA is advancing the market with new advertising for Galfan based on superior corrosion-resistant qualities proven through ILZRO-sponsored research. Practical manufacturing issues remain at the forefront of ILZRO priorities, with research emphasis on cutting and welding zinc-coated steel to provide direct assistance towards improved product quality and a more secure market. Moving to the arena of die casting, when the specifier looks to zinc to fill a design need, ILZRO-sponsored research projects provide comprehensive documentation on metallurgical characteristics for every zinc alloy under almost any imaginable application. On-going ILZRO-sponsored research is integrating this wealth of data with sophisticated computer programs that model die-casting designs with ever-increasing accuracy, as other ILZRO projects lay the market groundwork for zinc in applications ranging from vibration damping to electromagnetic shielding.

Sixteen miners died tragically at the Paymaster gold mine at Timmins, Ontario in February, 1945, when a badly corroded hoist rope broke. The investigation of the Royal Commission that followed arrived at a number of recommendations (Investigations, 1947) aimed at avoiding future disasters of this kind. One consequence was the development, and legislated use in Canada, several decades ago, of powerful electromagnetic (EM) instruments for the nondestructive testing of mine shaft wire ropes. The authors have been involved for many years in the design, production, and testing of EM instruments (Geller and Udd, 1990 and 1992, Geller and Kitzinger, 1991, Geller et al., 1993). Since the mid-1990s particular attention was paid to the design and operational results obtained from the computer- controlled portable MagnographJ II wire rope tester (Geller et al., 1995 and 1998). In the present article the authors summarize further hardware- and software-related developments of this instrument. Further, an account is given of the results obtained from the most recent design known as the PermaScanJ testing system. This is also a computerized dual-function system. In it, however, the sensor head is designed primarily, if not solely, for permanent installation and for remotely controlled operation. This represents a basic departure from traditional designs, which were intended for ad hoc temporary installations. The remotecontrolled instrument described in this paper has now been in operational use for more than 4 years.

This paper, describing the milling operations of the St. Joseph Lead Co. at Balmat, N. Y., is one of a series of similar papers being prepared by the United States Bureau of Mines on practice at various mills in the United States, Canada, and Mexico. The company also operates a mine end mill at Edwards, 12 miles northeast of Balmat. Mining practice in the district, as exemplified at the Edwards mine, is described in another information circular of the Bureau of Mines.3 The writer gratefully acknowledges the generous cooperation of the company officials which made this investigation possible, and wishes to thank R. J. Mechin, manager, P. W. Wolf, mill superintendent, and F. G. Kuehl, assistant mill superintendent, for their helpful assistance. Especial thanks are due J. S. The first part describes a model (the C model) based on the motion of the grinding charge. The charge is treated as a continuum, which allows analytical solutions to the equations that are developed. The C model is equally applicable to ball-, semi-autogenous and autogenous mills and contains a description of the power draw of both the cylindrical section and the cone-ends. Differences between the power draw of grate- and overflow-discharge mills are described from consideration of the different shapes and compositions of their charges. A large database of industrial mill data is used to demonstrate the accuracy of the model. Part 2 describes a simpler, empirical model (the E model) whose performance is based on that of the C model. The same database was used to assess the predictive capabilities of the E model. The model was shown to be only slightly less accurate than the C model despite its much simpler structure

A simple robust rock bolt load gage was tested in the laboratory to define its characteristic behavior and to obtain a measure of its performance. The gage uses three vibrating wire sensors crimped 120 degrees apart into the outer surface of a hollow cylindrical steel tube. The resonant frequencies of the wires change as the gage is loaded. This change is read with a Creare meter developed for the Bureau on a previous contract to read borehole stress gage results. A statistical analysis of data obtained defines the variables influencing results. A U. S. patent (3,914,992) assigned by the author to the Department of the Interior was granted October 28, 1975.

The report described improvements and applications of the Hybrid Computer facility. Improvements implemented under U.S.B.M. Contract H0252035 included expansion of the capability to model nonlinear seam behavior, installation of a color video output display monitor, and further development of software capabilities. To demonstrate the capability of the system, firstly, the influence of nonlinear seam behavior response to the occurrence of coal mine bumps was fully investigated and secondly, the effect of improper mining sequence on bump occurrence was demonstrated. In addition, the system was applied to the analysis of a series of practical coal mine problems. Mines in three coal seams were analysed to investigate the parameters which contribute to the occurrence of coal mine bumps.

The objective of this contract was to review the results of the Rushton Mining experiment in work organization and design, to explore the extension of knowledge gained from Rushton to other underground coal mines, and to conduct a search for a potential mine site for a demonstration project. The primary focus of the contract was on a search process to provide the research team with the opportunity to evaluate the different potential experimental sites, in order to select one or more with the highest potential for success. This search process also provides the various levels of union and company officials the opportunity to fully understand the context of the research before making a decision on whether to participate. While the search project failed in its attempt to locate a specific mine site, the research team believes that this is not a rejection of the actual project but rather extreme caution because of the uncertainty within the UMWA.

The Bureau of Mines has investigated novel methods of stimulating petroleum production from reservoirs in the Appalachian Region. An important consideration in applying stimulative production methods is the control and removal of solid precipitates from the boreholes of production wells. Where paraffin-base crude oils are produced, as in the Appalachian Region, the accumulation of paraffin may be particularly troublesome. Paraffin deposition is a major production problem that has confronted the petroleum industry for many years. Although considerable effort has been expended by industry and government, a suitable solution has not been found because of the individuality and complex nature of the deposits. Remedial methods used to prevent or remove paraffin fall generally into four classes: (1) Chemical, (2) physical, (3) operative, and (4) combination. Each class has many subclasses that apply to particular problems in different oil- producing areas. Recently, chemical inhibitors and the sonic pump have assisted operators in preventing and removing paraffin deposits. Because these methods are relatively new, their degree of application has not been completely evaluated.
