This Bureau of Mines study assesses the economic significance of the Florida phosphate industry to selected counties in Florida, the State of Florida, and the Nation: it also includes a brief survey of the industry's international impact. Based on forecasts of Florida phosphate production in 1981, and using constant 1977 dollars. estimates are given for 1981 for regional and national output the value of this output, income, and employment created by the phosphate industry in Florida, Federal, Stale, and county tax revenues generated by the State's phosphate industry are also estimated for 1981. The concentrated impact of the phosphate industry on certain areas of Florida and on the State?s regional industries is examined using economic base analysis complimented by an industrial complex approach. The industry's impact at the Stare and national levels is examined through input- output analysis. In addition, an attempt to forecast for 1990 the effects of constraints on phosphate rock mining as a result of economic conditions and other factors is included as an appendix to the report. Also discussed is the phosphate industry's importance to the U.S. balance of trade: U.S. agricultural production. Including forward linkages; the U.S. sulfur industry; and the phosphate industry's importance to the production of fluorine and uranium by- products from fertilizer manufacturing.

The rapid growth of the metallurgical, chemical, and allied industries on the Pacific coast just prior to and during the war caused a sudden increase in the demand for refractories, which was the immediate cause of a revival in interest in refractory clays available on the Pacific coast, particularly in the Pacific Northwest. Population increases and shortage of shipping facilities caused an increase in the amount of various ceramic materials and products used and produced on the Pacific coast, with accompanying demand for information regarding sources of clay. In an effort to supply part of this information, the Bureau of Mines, in cooperation with the College of Mines, University of Washington, started a program in 1944 to test the refractory and other properties of clays from seven Pacific Northwest deposits that had been drilled and sampled as part of the Bureau of Mines alumina from clay investigation. Figure 1 shows the location of these deposits.

The Mine Safety and Health Administration (MSHA) and the West Virginia Office of Miners? Health, Safety, and Training (WVOMHS&T) investigated the explosion at the Sago Mine in West Virginia, which occurred on January 2, 2006, and resulted in 12 fatalities. As part of the investigation, the agencies requested that the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory evaluate the effects of explosions on specific mine ventilation seals and other structures and objects at its Lake Lynn Experimental Mine (LLEM). The results of the LLEM study would assist MSHA and WVOMHS&T in a more thorough understanding of the various questions that arose during their investigations of the explosion. Six large-scale explosion tests were conducted in the LLEM from April to October 2006. The protocols for these tests, and in particular the procedures for constructing various Omega block seals, were developed mainly by MSHA and WVOMHS&T. NIOSH developed the experimental procedures at the LLEM that would provide the required range of explosion pressures against the seals. Three 40-in-thick seal designs using Omega 384 low-density block were constructed in the LLEM and exposed to various explosion pressures. These seal designs are referred to in this report as the ?2001 design,? the ?hybrid design,? and the ?Sago design.? The 2001-design Omega block seal (80 in high) located in crosscut 2 of the LLEM survived all six explosions, with pressure loadings up to 51 psi. The 2001-design Omega block seal (88 in high) in C-drift was destroyed during Test 2, which subjected the seal to a head-on explosion that resulted in a pressure loading of 51 psi. The height difference between the two seals and the orientation of each seal to the explosion were contributing factors. The higher seal would be weaker for the same seal thickness. The hybrid Omega block seal in crosscut 3 survived an explosion at a pressure loading of 25 psi and failed during another explosion at a pressure loading of 39 psi at the seal. Based on these tests, it seems that the hybrid seal design is weaker than the 2001 seal design. The Sago Omega block seals were constructed in crosscut 3 and C-drift before Test 3. The crosscut 3 seal survived a pressure loading of 18 psi and was destroyed during an explosion at a pressure loading of 35 psi at the seal. The C-drift seal survived a head-on explosion that resulted in a pressure loading of 21 psi and was destroyed during an explosion with a pressure loading of 57 psi at the seal. Based on these LLEM tests, it seems that the Sago seal design is weaker than the 2001 seal design, yet it still complied with the requirements of 30 CFR 75.335(a)(2) that were in effect at the time of the mine disaster. During these LLEM explosion tests, the distance of seal debris travel was also measured. In Test 5, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 57 psi, and the seal debris was thrown over 500 ft. In Test 6, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 93 psi, and the Omega block debris was thrown over 900 ft. During these tests, the explosion pressure effects on other structures and objects were also documented. Unless otherwise specified, all of the pressure data listed in this report represent the highest recorded smoothed (averaged over 10 ms) explosion pressure loadings. The information in this report was used by MSHA and WVOMHS&T as supporting data in their analyses and investigative reports of the Sago Mine explosion.

"Acid mine drainage (AMD) is produced when exposed pyrite (FeS2) reacts with air and water to form an acidic solution that usually contain contaminant levels of heavy metal ions. AMD can potentially contaminate surface water and soil if not treated. The primary objective of this study was to investigate the removal of dissolved aluminum, iron and zinc metal ions from natural AMD using water treatment residue (WTR), a low-cost adsorbent. WTR sorbent generated as waste material in drinking water treatment plants (WTP) was characterized and utilized for the sorption of Al, Fe and Zn in AMD collected from an abandoned coal mine site in southern Illinois that generates approximately 20 gallons per minute of AMD. Sorption experiments were performed using batch technique to obtain rate and equilibrium data. The effects of various parameters on sorption capacities of WTR were observed by varying contact time, pH of the AMD and WTR dosage. The adsorption studies showed rapid uptake in general for the first 80 minutes for Fe and Zn but much earlier for Zn. Further increase in contact time did not show significant change in equilibrium concentration indicating the onset of adsorption equilibrium. After the batch treatment of the AMD water with the WTR, the removal of Al, Fe and Zn were 99.8%, 99.85% and 95.5% respectively. The pH of AMD increased from 2.64 to a near neutral point of 6.74 after treatment. The laboratory results show that the low-cost WTR, which is an abundantly available industrial waste, has proven potential to significantly reduce the high metal ions in acid mine drainage. INTRODUCTION Mining activities provide the basic raw materials needed for infrastructure development and economic growth world-wide. However, it is well recognized that mining activities have been the cause of a variety of environmental pollutions, including AMD. Water seeping out of an old abandoned mine is generally characterized by low-pH with heavy loads of dissolved sulfates (SO4) and metal species such as Fe, Al and Zn among other dissolved elements categorized as toxic metals. The Bureau of Land Management’s Abandoned Mine Lands (AML) program reported the existence of about 46,000 abandoned mines in the United States. Several environmental problems have been reported to be associated with these mined out sites such as heavy metal poisoning, loss of vegetation, air pollution etc. (Boulanger & Gorman, 2004)."

"During the excavation of underground galleries in a rock mass, reorganisation of the stress field around the site results in damage to the surrounding material. In the framework of research undertaken at the ANDRA underground laboratory in France, galleries have been excavated in a Callovo-Oxfordian argillite formation. The damage has manifest as a number of fracture systems in the adjacent rock. Observations have shown that fractures generated during excavation and storage exploitation are able to self-seal during re-saturation of the site in the post-closure stage. Although indirect evidence for argillite self-sealing has previously been reported, from experiments performed both in situ and on samples, no direct observations of self-sealing have yet been made.For the present study, we performed a range of self-sealing experiments using a newly-developed triaxial compression cell placed within a nano-CT scanner with a 10 µm resolution. The body of the compression cell is X-ray transparent, allowing sample healing to be monitored directly. The samples contained an artificial fracture that had been generated in the laboratory, into which a fluid was injected. The fractures were orientated either perpendicular or parallel to the plane of anisotropy of the material. Our initial results demonstrate that when fluid is injected perpendicular to the plane of anisotropy, the flow-rate has no apparent influence on the kinetics of fracture closure. Permeability varies significantly, from 2.10-14 to 2.10-18 m2 over 116 hours. Post-test observations of the fracture lips show swelling that appears to be orientated perpendicular to the fracture plane and therefore parallel to the plane of anisotropy. Initial results for an injection parallel to the plane of anisotropy suggest that, in this case, the rate of flow affects the kinetics of fracture closure. For a flow-rate of 0.25 ml/min, closure begins after around one minute. In contrast, for a rate of 0.05 ml/min, it is necessary to wait several minutes before partial sealing of the zone is observed. The reduction in permeability is again significant, from 2.10-15 to 4.10-18 m2 over 96 hours. After completion of the test, swelling was observed in elongated zones that lie parallel to the fracture plane and therefore to the plane of anisotropy."

"The Northgate Link Extension project is the third phase of the Sound Transit master plan to extend light rail throughout the greater Seattle metropolitan area. When completed, the Northgate Link Extension will extend the existing light rail system north by about 7 km (4.3 miles) from the University of Washington to the Northgate neighborhood. A general overview of the project alignment is provided as Fig. 1. The project was funded by a combination of federal grants and allocations from local taxes. The general contractor on the project was JCM Northlink LLC (JCM), a joint venture between Jay Dee Contractors, Frank Coluccio Construction Company and Michels Corp. SoilFreeze, Inc. was retained as a subcontractor to provide ground freezing design and construction services.The project involved the construction of two parallel 5.5-m, 25-cm (18-ft, 10-in.) (inside) diameter tunnels using earth pressure balance (EPB) tunnel boring machines (TBM) and precast segmental concrete tunnel liners. The two tunnels maintained roughly the same elevation along the alignment and were spaced roughly 12 m (40 ft) apart (centerline to centerline). A total of 23 cross-passages connecting the two tunnels were included at approximate 244-m (800-ft) intervals. Cross passage excavations were elliptical in shape with dimensions of approximately 5.6 m (18.5 ft) in height and 5.3 m (17 ft) in width. The cross-passages were 5.8 to 6.1 m (19 to 20 ft) long as measured between the exterior of the tunnels at springline elevation. Cross passages were intentionally located directly beneath public right-of-ways thus avoiding buildings. Many of the cross passages were located beneath narrow roads in residential neighborhoods with mature vegetation, existing utility structures and piping and limited parking areas. Excavation and support for each cross passage was completed using the sequential excavation method (SEM).The subsurface soil and ground water conditions at the cross-passage locations were described in the Northgate Link Geotechnical Baseline Report (GBR) prepared by Jacobs Associates and the Northgate Link Geotechnical Data Report (GDR) prepared by Shannon and Wilson, Inc. Soils along the project alignment were glacially overridden and characterized as very dense or hard. Subsurface soils consisted of cohesionless sand and gravel (CSG), cohesionless silt and fine sand (CSF), cohesive clay and silt (CCS) and till and till-like deposits (TLD)."

"Regardless of orebody value, at some stage, the pit will reach a depth where the reward for mining wider and/or deeper is not justified by the anticipated returns. ‘Last-blast’ strategies may help to some degree in recovering additional quantities of the resource but when a pit remains, there is often significant value left in the ground. In addition, in many cases, one or many good reasons may dictate why going underground and pursuing the orebody below the pit is also not justifiable. Whereas the company can hopefully move on to other more prospective parts of the orebody, the remaining options for the pit are usually very limited. Typically the pit is either held for potentially more favourable future pit expansion opportunities or it could be used for an alternative purpose, such as tailings or waste storage. This paper will present an alternative option that involves the direct extraction of values using in situ recovery (ISR) methods to recover additional value metals from the walls and/or floor of the pit. ISR involves circulating a fluid through the remaining orebody, solubilising the target metal and subsequently returning the solution to the surface for metal recovery. ISR is not the panacea to all but it has been employed selectively in the minerals industry for some time and the production of metals, such as uranium, rely heavily on this approach. ISR is not yet considered by many operators as an approach to compete with open pit or underground mining, largely because of the perceived limitations of this approach and the perceptions of risk. Rapid recent development of tools and enabling technologies relevant to ISR have made us reconsider the most economic approach to extracting many other metals from known mineral systems, even those currently listed as subeconomic. We suggest that ISR has the potential to make mine operators rethink the end of the pit life and adopt an innovative ISR approach to work toward a more complete recovery of value metals from existing pits.Citation:Kuhar, L L and Robinson, D J, 2016. BHP Billiton Illawarra Coal operates Dendrobium Mine in an area 10-20km west-northwest of Wollongong in the Southern Coalfield of New South Wales, Australia. The mine recently completed longwall mining in Area 3A adjacent to an overhanging rock feature known as Sandy Creek Waterfall, which had been identified as a significant, and potentially sensitive natural surface feature of the environment. This waterfall lies within the Sydney drinking water catchment area, in a surface terrain of variable topography where non-conventional subsidence behaviour such as valley closure, and far-field horizontal movements are known to occur, over and above conventional subsidence responses to mining. As a part of the conditions of approval to mine, Illawarra Coal undertook to protect the waterfall and the section of Sandy Creek immediately upstream of the waterfall from the effects of longwall mining using an innovative management process and an array of very high resolution monitoring systems. This paper outlines the type of non-conventional subsidence effects that can occur; the range of different monitoring regimes adopted in response to such effects in order to develop an understanding of the valley closure phenomenon in proximity to the waterfall and provide suitable early warning data. The paper also describes the management processes that were adopted, incorporating the use of these monitoring regimes in order to successfully protect the waterfall from the valley closure effects of mining four adjacent longwall panels in close proximity to the waterfall while continuing to maximise recovery of the coal resource in the area. The management structure adopted involved a technical committee, a steering committee, and an external independent reviewer. The technical committee was responsible for design of the monitoring systems, interpretation of the results, and making timely recommendations to the company steering committee who were then able to make informed decisions on when to cease mining each adjacent panel. The steering committee comprised Illawarra Coal management and technical personnel. Although the steering committee took advice from the technical committee, all decisions relating to mining were made by the steering committee. An external reviewer was engaged by the steering committee at the end of each longwall panel to review the results, interpretation and management decisions. This management structure was effective in successfully protecting the very sensitive structure of Sandy Creek Waterfall from potential impacts of nearby mining in the midst of active ongoing natural erosion processes.

Adequate ventilation of coal mine working faces is the single most important technique for controlling respirable dust and methane. Choosing the right technique presents some tough questions. Bureau research has shown that to control respirable dust you must contain the dust near the face, keeping rollback (turbulence) to a minimum. For methane the most effective approach has been to use a blowing brattice or tubing and to create turbulence and disperse the face methane, allowing it to pass over the machine and into the return. It is immediately apparent that the two approaches may counteract one another, thus complicating the decision as to which system may be best for a given situation. At present, Bureau research has developed two successful machine-mounted face ventilation systems to meet these different needs and allow deeper cutting. The fan-powered dust scrubber is designed to control dust primarily associated with blowing face ventilation systems. The spray fan controls methane on exhaust-ventilated sections.

The modern era of mineral exploration in Panama began in the late 1960's, resulting in porphyry copper discoveries at Petaquilla, Rio Pito, and Cerro Colorado. In contrast, Panama's early mining history (1503 to the early 1700's) was associated with gold. A single mine, Cana, in Darien Province, produced more than one Million ounces of gold in the colonial period. Except for episodic exploration activity by British and French interests, Panama's gold potential since the 1700's has been largely ignored.

Alaska's Arctic Slope lies between the Brooks Range and Beaufort Sea and is a region about the size of Nebraska. It has some of Alaska's richest hydrocarbon deposits. In addition to containing petroleum and natural gas. Much of the area west from the Colville River has low-sulfur coal deposits which are shallow enough for surface mining. Developing those resources will require a firm and realistic' commitment to protecting and rehabilitating the natural habitats. Balancing such a commitment with economic constraints in a practical sense requires knowledge of the environment and its associated biological components, i.e. the soil/water-plant-animal relationships.

"Edge effect is a condition widely observed in High Pressure Grinding Roll (HPGR) operations that gives rise to reduced comminution at the edges of the roll surfaces. This effect is caused by a reduction in the local crushing pressure at the edges of the rolls resulting from the sliding friction between the static cheek plates and HPGR feed material. Practically, this has an impact on equipment sizing, as the edge effect leads to coarser particles reporting to downstream equipment in open-circuit operations and increased circulating load and diminished HPGR circuit capacity in closed-circuit operations.To address this, Metso's HRC™ HPGR incorporates an Arch-frame to maintain a parallel relationship between the rolls and allow for the use of a flanged roll design. We conducted a series of pilot-plant tests with a 750 mm by 400 mm HRC HPGR to compare the performance of the flanged roll design against that of a traditional cheek plate arrangement under similar operating conditions. The edge effect was found to be significantly reduced with the flanged roll design. Based on the pilot-plant results, the implications for circuit design, energy efficiency and overall plant performance in a full-scale application were investigated and discussed.IntroductionGlobal trends such as lower ore grades and rising operating costs are driving the market toward more energy-efficient mineral processing solutions, most notably in comminution circuit design. High pressure grinding rolls (HPGRs) have been recognized as an energy-efficient solution relative to more conventional circuit designs. The basic operating principle of HPGRs, in which a fairly uniform pressure is applied to a bed of material in the compression zone, lends itself to this improved energy efficiency (Morley, 2006). Studies have estimated that savings of 10-15 percent are possible when comparing an HPGR circuit with a traditional SABC circuit (Rosario and Hall, 2008). While HPGRs offer a more energy-efficient solution than tumbling mills, there is still room for improvement in many aspects of the design. Edge effect, in particular, is one such aspect that limits the effectiveness of the machines. Edge effect is the impaired performance at the edge of the rolls due to a reduction in crushing pressure (Morley, 2010; van der Meer, 2010). As described in our prior work (Knorr, Herman and Whalen, 2013), edge effect is caused by the interaction between the ore entering the crusher and the relatively static cheek plates positioned at the edges of the rolls. As the material is drawn into the crushing zone, the sliding friction between the ore and the cheek plates inhibits the ability of material to be effectively drawn into the compression zone at the edges of the rolls. This reduces the crushing force in those edge regions relative to the center of the roll where material is being drawn into the compression zone at a higher rate. In addition, the cheek plates of a traditional HPGR design are held in place by spring-loaded brackets that are adjustable to manage the clearance. This spring-loaded cheek plate design prevents full compression of the material in the edge regions of the roll as there is relief at the outer edges."

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include better fire suppression systems, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

The Florida phosphate industry, which supplies about three-quarters of the domestic phosphate fertilizer, produces tremendous volumes of phosphatic clay wastes (slimes). These clays retain a high percentage of water for extended periods of time. The clays also pose an environmental hazard because the disposal technique involves aboveground storage behind earthen dams. Although much research has been undertaken by numerous organizations to dewater slime, no completely satisfactory solution has been developed. In June 1972, a cooperative effort by the Federal Bureau of Mines and the Florida phosphate mining industry was initiated to develop a solution for dewatering the Florida phosphatic slimes. This report discusses various aspects of the slimes problem, reviews past research, makes recommendations for future research, and includes a bibliography of references and patents dealing with the subject.

Availability of the production equipment used in underground mines has a substantial impact on production costs and, thus, on mine profitability. Appropriate collection of pertinent data and information, as well as use of adequate performance measures and their analyses, can help mine operators identify cost-effective opportunities to improve equipment availability. This paper presents study results aimed at reviewing and analyzing means and measures used to quantify equipment availability and its contributing factors (reliability, maintainability and maintenance support) in several Canadian underground mines. It overviews sources, as well as quality and quantity of relevant data and information, and examines performance measures and their definitions, as applied to surveyed mines. Problems concerning data acquisition and meaningfulness of the performance measures are discussed. The paper concludes with some suggestions and recommendations concerning several aspects of equipment availability assessment. Evidence suggests that the latter may become a more useful tool for mine operators in their efforts to reduce production cost.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2).
