The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

Conversion of Mineral Resources to Ore Reserves requires a multidisciplinary approach and application of a number of Modifying Factors. The Modifying Factors for mining, particularly dilution and recovery in a caving mine are complex and can be difficult to determine. Cave flow modelling software is widely used for mine planning, scheduling and forecasting metal production. However, the conversion of Mineral Resources to Ore Reserves remains a difficult and subjective process and a consistent approach to convert Mineral Resources to Ore Reserves as part of the cave flow modelling process is not published in the literature. This is due to the difficulty in estimating the Ore Reserve that remains as cave stocks at a particular point in the mine schedule, the recovered tonnage and grade of the diluting material at various stages in the mine life, as well as the Mineral Resource classification of both the recovered and diluting material that forms the Ore Reserve. The key principle of this paper is the tracking of the Mineral Resource classification in the flow model used to estimate the Ore Reserves. This is critical to defining the Ore Reserve as Proved or Probable and enabling transparency in the reporting process. An approach for dealing with mineralised external dilution in the Ore Reserve estimation process is also provided.This paper outlines the approach to convert Mineral Resources into Ore Reserves developed at the Ernest Henry mine sublevel cave (EHM SLC). The same method could be used in any cave mine and applied at any stage of the mine life. The process replaces broad-brush assumptions for the mining Modifying Factors, such as dilution and recovery, as these are determined numerically as part of the model computation. This paper explains the Ore Reserve estimation method with a worked example to enable the reader to adopt the process at any caving mine. Mineral Resource classification within the block model is embedded in the cave flow model and the flow model results used to attribute tonnes, grade and the mixed proportions of the Mineral Resource classification for material extracted from each drawpoint. This information is then used to convert planned mine production into the appropriate Ore Reserve classification. Since the flow model simulation follows the mine schedule, it can be used to predict depletion and cave stocks at any stage of the mine life, and can calculate a residual block model at the end of the mine life. The accuracy of the flow model is checked by validating the forecast ore grade and metal tonne with reconciliation data from the concentrator which is also used to calibrate the flow model.CITATION:Campbell, A D, 2017. Have you, for example, ever wondered where the raw material for those distinctive greenish grey statuettes, so readily recognizable as Eskimo carvings, comes from? A process is being developed by the Bureau of Mines to selectively recover nickel and cobalt from low-grade domestic laterites. In laboratory evaluation of the process, the oxides in the laterite were selectively reduced with carbon monoxide at temperatures from 350° to 600° C. For material containing more than about 5 percent magnesia, pyrite additions or post-reduction heat treatments were necessary to achieve satisfactory nickel and cobalt extraction for this range of reduction temperatures. Multistage leaching of the reduced material at ambient temperature and pressure in the presence of oxygen, ammonium sulfate, and ammonium hydroxide extracted up to about 90 and 85 percent of the contained nickel and cobalt, respectively. The nickel was selectively recovered from the leach solution by solvent extraction and was then stripped from the loaded organic with dilute sulfuric acid to provide a nickel-rich electrolyte. Treatment of the raffinate with hydrogen sulfide resulted in the recovery of cobalt as a sulfide. The only contaminant in solution was magnesium which was removed by ion exchange or precipitation. In this process the energy requirements are relatively low and except for minor operation losses, only coke and oxygen are consumed.

This analysis attempts to reconcile existing ecological theories, rehabilitation planning goals and implementation constraints in the form of a rehabilitation paradigm that considers potential and pragmatic ecosystem transformation pathways. The framework prioritises multiple developmental scenarios for post-disturbed landscapes within a continuum of ecological outcomes. A feature of the framework is that ænovelÆ ecosystems and agro-ecosystems, having a range of commercial and societal values, are valid outcomes spanning the conceptual divide between the ecological functions of under-rehabilitated versus re-instated ænaturalÆ landscapes, especially in a changing environment. Landscape suitability analyses are considered to be fundamental to the incorporation of regional landscape and climate in the implementation of land rehabilitation and management strategies. Altogether, the paradigm could facilitate the identification of widely pertinent rehabilitation goals having direct implications at the regional scale of restoration ecology and acceptance of the need for ongoing commitment to the management of disturbed environments.CITATION:Audet, P, Doley, D and Mulligan, D R, 2012. This Bureau of Mines report investigates solvent injection as a means of increasing oil production from low-gravity oilfields; thus, wells in two California oilfields that produce from reservoirs having low-gravity oil were injected with highly aromatic solvents to increase their oil recovery. The wells were either allowed to soak or the solvent was circulated for a period of time. In some of the wells, the solvent was followed by a slug of water. The post-stimulation production rate was considerably higher than the prestimulation rate of the wells. Wells in which the solvent was not followed by water showed an immediate increase in oil production, and essentially all of the solvent was recovered. The wells in which solvent was followed by water essentially showed a delay in the increase in oil production, thus indicating a temporary water block. The results show that the production rate is usually increased by the injection of solvent, and the method may prevent early abandonment of marginal producers. Cumulative post-stimulation oil production indicates that cyclic solvent injection treatment can be an economic success.

The æMine to MillÆ concept is not new. In fact, it is the underlying objective of every mine. Unfortunately, in many operations the management structure and reporting systems have created independent æbusinessesÆ within the overall mining enterprise. This has created incentives to optimise the performance of each component of the operation rather than the enterprise as a whole. The Mine to Mill Conference organised by The AusIMM in October 1998 documented a number of case studies where run of mine ore was not presented to the mill in the best possible form for subsequent stages of comminution and processing. A number of examples were quoted where modest expenditure in the mine had a very significant impact on downstream process efficiency and hence costs. Examples included:the minimisation of fines in the mining and handling of iron ore; the management of fines in blasting and crushing for a copper heap leach operation; the control of blast damage, mining recovery and dilution in open cut coal operations; and the optimisation of mine fragmentation to increase mill throughput in gold and copper operations. The latter topic has been trialed at a number of mines and is referred to as æMine to MillÆ fragmentation. A number of æMine to MillÆ type investigations have been reported in the literature including Pease et al, Simkus and Dance, Nielsen, Scott et al, Kojovic et al, Kanchibotla et al, Bulow et al and Hawkes from the 1998 Mine to Mill Conference. In addition, a number of studies are in progress or the results have yet to be published. These studies have demonstrated the feasibility of obtaining the data required to characterise the breakage behaviour of ores and to model the impact of changes to blasting practices on process efficiency. Characterising the breakage behaviour of ores is a vital step in the management of fragmentation and comminution in mines. The characteristics of importance to fragmentation fall outside the parameters conventionally required to describe the economic geology of a deposit. æMine to MillÆ optimisation of fragmentation means that the mining engineer needs information from the geologist in order to be able to help the metallurgist. Providing this information requires close interaction between these groups.

"A hybrid shoring system consisting of cast-in-place soldier piles with Cutter Soil Mixing (CSM) infill panels was constructed for temporary support of a 19.8 m (65 ft) deep excavation in Vancouver, British Columbia, Canada. Deep Mixing (DM) was completed up to 9.7 m (32 ft) in fill, peat, wood waste and clayey silt with embedment in dense till, and soldier piles constructed through the dense till extending to below final excavation level. Two trial CSM panels were installed ahead of production to assist with developing the termination criteria of the CSM panels in the dense till. The constructed depth of the CSM panels was based on interpretation of real-time monitoring data obtained through the Bauer B-tronic system. Inclinometer monitoring data from two CSM panels and two soldier piles, as well as soldier pile survey target data was used to assess and monitor the performance of the hybrid shoring system throughout bulk excavation. The objectives of this paper are to provide an overview of the design and construction aspects of the hybrid DM shoring system and to present inclinometer and pile target data to demonstrate the lateral performance of the CSM infill panels and soldier piles. This paper also discusses the merits of using real-time monitoring data as part of the engineering decision-making process for validating CSM panel construction. BACKGROUND A hybrid DM shoring design was recently completed for a high-rise development in downtown Vancouver, British Columbia for temporary support of a five level basement excavation. Deep mixing was proposed by the excavation and shoring design-build team as the preferred method to construct infill panels between soldier piles because of the speed at which the shoring system could be constructed in variable fill, peat, wood waste and overburden compared with traditional secant piling methods. The development site is generally a truncated triangle in plan, with the longest side of the triangle being approximately 115.7 m (380 ft) long and the two shorter sides being approximately 71.6 m (235 ft) (Hybrid Shoring Wall 1) to 75.0 m (246 ft) (Hybrid Shoring Wall 2) long. The site is bounded by an existing bridge off-ramp structure along its longest side, and by city streets on the other two sides, as shown in Figure 1. The truncated section is approximately 16.8 m (55 ft) (Hybrid Shoring Wall 3) long. Due to project constraints, the hybrid DM and soldier pile shoring system was only proposed for the two shorter sides of the triangle and the truncated section. Traditional secant piles were installed for the longest side. This paper focusses on the hybrid shoring system. A typical detail showing the CSM infill panel with the soldier piles is presented in Figure 2."

In the recent 10 years the rapid development of Chinese steel industry has attracted the attention of the world. The technological progress of converter steelmaking has played an important role in this process. First of all, slag splashing has been extensively adopted by Chinese steel companies in various sizes of converters from largest to smallest ones, and even including those using special hot metal containing V and Ti. Remarkable metallurgical results have been achieved. Up to now the average converter campaign life has reached nearly 10,000 heats, and the longest exceeds 30,000 heats in three melt shops. Based on this process, the long-life combined-blowing converter steelmaking technology has been developed. Slag splashing has been used to form a gas permeable "slag mushroom" on the top of bottom nozzles to protect the nozzles. In order to keep the effective bottom blowing, furnace bottom thickness control technique has been developed to prevent the furnace bottom growth. It makes the service life of bottom nozzle the same as the converter campaign life (average 10,000 heats and longest > 30,000 heats). The complete combined blowing was ensured through out the furnace campaign. Concentration product [C][0] is in the range of 0.0023 ~ 0.0030%, the T.Fe in the slag is lowered by 4 ~ 6%, and the [0] in steel is decreased by 100 ~ 250 ppm.

The Bureau of Mines conducted tests designed to compare its breathing metabolic simulator (BMS) with other methods that are currently used to evaluate the performance of respiratory protective equipment. The BMS is a commercially developed device that uses a piston cylinder to simulate breath movement. Using a propane furnace that consumes oxygen and forms CO2, the BMS also simulates the respiratory metabolism of humans. The breathing and metabolic subsystems of the BMS are described in detail in this report. Results are compared from tests that used the BMS to evaluate respiratory equipment and from tests that used human subjects for the same purpose. The BMS was also tested against a pulsatile breathing machine (PBM) previously designed by the Bureau. Both machines were used to test respiratory equipment, and the test results are compared in this report. To illustrate typical applications of the BMS, the report briefly describes how the BMS was used to test two different types of closed-circuit respiratory apparatus, and the test results are presented. This research showed that BMS test results compared more closely to the results of tests that used human subjects than did results obtained using the PBM.

"Mining companies are under constant pressure to reduce their cost structures to sustain profitability. In mines using an open stoping mining method, dilution often has a significant effect on profitability. At Target mine in South Africa, dilution in some open stopes was found to exceed 10%, falls of ground being a major contributor to the problem. This dilution can reduce the recovered grade from 5.5 to 4.5 g/t, resulting in a potential loss of about R21 million per month based on a gold price of R240 000 per kilogram. In addition to the cost of dilution, the cost of damage to, or loss of, trackless equipment as a direct result of falls of ground in open stopes is significant. Other associated costs include transport, hoisting, secondary blasting, milling, and plant treatment of waste material. Stable open stopes are essential in order to reduce falls of ground. Back-analyses of stope instability at Target mine have indicated that conventional rock mass failure criteria are unsuitable for stope design. An alternative strain-based criterion has been developed, and has proved to be very successful, allowing the stability of open stopes to be calculated reliably. Since its implementation in 2010, dilution and equipment damage have decreased markedly, creating value for the mine. IntroductionMines that make use of an open stoping mining method aim to extract only the ore, leaving the waste behind. Many orebodies have well-defined boundaries between the ore and the waste rock. In such orebodies, the introduction of waste into the ore due to overbreak dilutes the grade. In massive disseminated orebodies, dilution is less problematic. Overblasting, falls of ground, or other causes may result in dilution. A study undertaken in Canada (Pakalnis et al., 1995) found that approximately 51% of all underground metal mines utilized open stoping mining methods and, from surveys conducted at these mines, open stoping operations experienced dilutions of up to 20%, and occasionally more. Dilution of this magnitude has a significant economic impact on any mining venture. Research carried out in Australia by Capes (2009) came to the same conclusion."

"In 2010, the Eurocode for Geotechnical Design, EN-1997-1:2004 (CEN, 2004), informally known as Eurocode 7 or EC7, became the Reference Design Code (RDC) for geotechnical design – including rock engineering design – within the European Union (EU). EC7 is one standard within the comprehensive Structural Eurocode suite, which as a whole has been also adopted by a number of other countries beyond the EU. EC7 is thus becoming a key design standard for geotechnical engineering worldwide.As part of the Structural Eurocode suite, EC7 requires designs to adhere to the principles of Limit State Design. However, it is not clear that current rock engineering design practice can satisfy this requirement. In addition, evidence is accumulating that EC7 is currently difficult to apply to, and may even be inappropriate for, rock engineering design. These issues may be due to the fact that the development of EC7 to date took place without any formal input from the international rock mechanics and rock engineering community.In early 2011 under the auspices of CEN (Comité Européen de Normalisation / European Committee for Standardisation), EC7 entered a formal period of maintenance which was aimed at improving the applicability and ease-of-use of the Code. This maintenance cycle will conclude in 2020 with the publication of a revised version of EC7.This paper describes a number of critical aspects for rock engineering in the context of EC7, inparticular the following:– the history of the Structural Eurocodes and the concepts they embody;– the nature of Limit State Design and the challenges and opportunities it poses for rock engineering design;– the formal means by which the Structural Eurocode maintenance cycle proceeds;– the plans currently being developed for improving EC7 with regard to rock engineering design and construction;– the unique and vital opportunity for the entire international rock mechanics and rock engineering community to comment on the Code and make suggestions for its improvement."

The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operations, and critical in emergency conditions. As was evident during recent incidents at underground coal mines worldwide, communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted, and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act. Evaluating the performance of these systems has proven to be difficult for mine operators, system manufacturers, and regulatory agencies. The MINER Act of 2006 requires operators to improve accident preparedness by developing an emergency response plan specific to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky Feeder Communication Systems ? Fixed Node-Based Communications and/or Tracking Systems ? Wireless Node-Based Communications and/or Tracking Systems ? Medium Frequency (MF) Communication Systems ? Communication System Peripherals Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include Through-the-Earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial, and hybrid technologies To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

A nearly 305-m- (1,000-ft-) wide sandstone channel was projected to run through the mid panel area of a 457-m- (1,500-ft-) wide longwall panel in a southwestern Pennsylvania coal mine. This sandstone channel was known to cause serious longwallface roof control problems in the mine?s B-panel area in 1998 and 1999; and most recently, it induced many large face cavities and caused a substantial production delay in the preceding panel. For the two B panels mined in 1998 and 1999, hydraulic fracturing of the massive sandstone was conducted to facilitate better caving, thus relieving cantilever compressive stress at the longwall face. Vastly improved longwall face condition was observed and four weeks of mining delay due to bad roof conditions were eliminated. The implementation of the hydraulic fracturing technique, results of underground observation and measurement, and results of numerical modeling were summarized in a paper presented in the 20th International Conference on Ground Control (Su et al., 2001). This article is a summary of the activities that took place during a four-month period (October 2011 through February 2012) at a Consol Energy longwall mine southwestern Pennsylvania to improve face conditions and safety of underground personnel during mining of the 457-m- (1,500-ft-) wide longwall panel. The elevated concern for safety was driven by adverse face conditions encountered while mining the preceding longwall panel. Many of the problems were attributed to a thick and massive sandstone channel. A joint task force consisting of coal operations engineering, Pennsylvania operations engineering and CNX Gas personnel was formed in August 2011, which recommended drilling four hydraulic fracturing holes along the center axis of the sandstone channel to reduce pressure and improve face conditions at the longwall face. A case study is presented that describes the design and implementation of a combined blast densification and deep dynamic compaction program which was undertaken to improve the foundation soils for a proposed tailings dam raise in Ontario, Canada. Based on the results of the geotechnical investigation it was determined that the foundation of the dam would be situated on tailings of both variable thickness and density, much of which would be susceptible to liquefaction under the design earthquake for the region and type of facility. Blast densification trials were completed by the owner and the results of these made available to prospective tenderers in response to a call for a fixed price contract for the design and implementation of a densification program for approximately 800,000 m3 of foundation tailings. The variation in tailings gradation and the impacts of such on the ground improvement program are discussed, as are details of both the additional blast densification field trials completed by the contractor, and the selected blast pattern and explosive charging used for production blasting. The applicability of the various ground improvement techniques to the actual conditions encountered, and the results obtained are also discussed.

Road tunnels in recent infrastructure projects in Sydney, Australia, are designed to have a fire resistance level of either a 4-hour cellulosic fire or a 2-hour hydrocarbon fire. Where permanent ground support for tunnels consists of systematic rock bolts and relatively thin layer of shotcrete, it is important to ensure that during and after the fire event the ground support is designed/predicted not to pose risks to the tunnel occupant. The global behavior of the ground support can be predicted using finite element analysis, and its resistance is derived with consideration of the material strength degradation due to the elevated temperature.

Estimating groundwater inflows in rock deep tunnels is critical to the safety of personnel constructing the tunnel and the cost of construction. This paper presents two case studies for estimating steady-state groundwater inflows into deep rock tunnels. The case studies included the Chattahoochee and Nancy Creek tunnels. In this paper, statistical methods were applied to packer test data obtained from exploratory borings during geotechnical site investigations. A semi-empirical procedure was utilized for estimating groundwater inflows into these deep rock tunnels. The Chattahoochee and Nancy Creek tunnels are deep rock tunnels which exhibit radial flow conditions. For the radial flow condition, a statistical analysis presented in this paper indicates that the semi-empirical procedure works well; however, variations in the procedure and/or an insufficient amount of testing could lead to underestimations of the inflow quantities. Packer test data plotted in histograms were observed in all cases to be log-normally distributed for the radial flow condition. Modeling using Monte Carlo simulations was observed to be an effective tool for removing irregularities in the distribution of the data and incorporating high-end permeability data to derive reasonable groundwater inflow estimates.

Following two years of laboratory research with bench scale reactors, a 9 m3 experimental process demonstration reactor was installed at Budelco's zinc refinery to treat their underlying groundwater. A 600-fold scale-up was successfully achieved. It has demonstrated that this anaerobic microbial process can remove a wide range of heavy metals and sulphate to the required levels. Extended operation of the demonstration unit has shown that the process is robust, can withstand wide variations in feed composition, rapidly recovers from operational upsets and is easy to start up and shut down. The metal sludge produced can be processed in a metal refinery to recover both metals and sulphur.

A current environmental concern is the cleanup and restoration of soil contaminated with low-level radionuclides at DOE sites including the Nevada Test Site. At the present, there is no applicable process to economically and effectively deal with the remediation of contaminated soils. This situation requires development of a selective flotation process to separate the radionuclides from contaminated soil efficiently and economically. In this study, a minus 200 mesh size fraction of pure cerium dioxide was used as a surrogate for plutonium oxide which is the major contaminant at the Nevada Test Site. A Hallimond flotation cell was utilized to examine the flotation behavior of cerium dioxide with oleic acid under various conditions of pH and collector concentration Mechanical cell tests were conducted to float the surrogate from a mixture with uncontaminated Nevada Test Site soil in the absence and presence of calcium carbonate as a carrier. Two different sizes of the carrier (minus 150 mesh and 65-150 mesh) were tested. It was found through the Hallimond cell flotation tests that the cerium dioxide could be floated well at pH's 4 and 9 with 10-3 molar oleic acid. It was also found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34 % to 65 % by adding only 0.5 % calcium carbonate (minus 150 mesh) in the feed and also increased to 95 % by adding 10 % of this carrier to the feed. The finer size fraction of calcium carbonate (minus 150 mesh) was more effective in recovering cerium dioxide than the coarser size fraction (65-150 mesh) The flotation method utilizing a carrier of calcium carbonate seems to provide a high potential to be used for the remediation of soil contaminated with radionuclides at various Department of Energy's nuclear weapon sites.
