What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. The geostatistical estimation of the reserves of an ore deposit is highly dependent on the quality and stability of the variograms of the sample grades. Gold deposits commonly show a skewed grade distribution. The few high grades at the tail end of the distribution produce unstable variograms that are difficult to model. If these grades are cut to a lower grade value or removed, more stable variograms are obtained. However, outlier grades may make a deposit economically viable, and their cutting or removal should be treated with caution. To reduce (but not to eliminate) the effect of high grades, a transformation of the raw data can be performed. Most commonly used transformations are: logarithm, gaussian anamorphosis, rank and indicator. Variograms of the transformed grades are resistant to high grades and present a clear structure. The weak point of data transformation appears when grades are estimated by kriging; the estimates are very sensitive to slight variations in the parameters of the back-transformation. More robust variogram estimation procedures can also be used, but often these procedures are not suitable for skewed grade distributions as they are based on an assumption of a contaminated normal distribution. The Porgera gold deposit in Papua New Guinea has a highly skewed grade distribution, with grades ranging from 0.01 to 3500 g/t and a coefficient of variation greater than 5. For the geostatistical estimation of the high grade zone of the deposit, the influence of the high grades was quantified by calculating and comparing the following variograms: raw grades, raw grades with the highest grades removed and transformed grades. The study confirmed that there is no general method for handling high grades in a geostatistical reserve study. Several methods should be tried to quantify the influence of high grades.

A complete list of the elements as given for 1915 includes 18 that melt above 1,700" C. There does not exist one complete thermal equilibrium diagram for any pair of these 18 elements. Several of these elements have been combined, in relatively small proportions, with metals of lower melting point: e.g., tungsten, molybdenum, and vanadium, in steels, or with nickel and cobalt; but of this refractory group, platinum is the only one that has been extensively studied in this connection. When one considers that, with few exceptions, the industries have made use of alloys to the exclusion of pure metals, it is reasonable to expect that alloys of this refractory group will invade fields in which the pure metals have found little application. The past neglect of this class of metals has, no doubt, been partly due to the rarity of some of them, for even though alloys of very valuable properties should be developed, their cost, unless in exceptional applications, would be prohibitive. There is also a well-founded reluctance to undertake research involving very high temperatures which, in the case of most of these elements, must be accompanied by an inert atmosphere as well. This combination of high temperatures*and control of atmosphere within the heating chamber of any furnace of present design is a difficult problem. It is the purpose of this paper to give results,' of an investigation of one binary series of this group, in which methods were employed that avoided the usual difficulties accompanying high-temperature alloy investigation. , Historical.—The alloys of tungsten and molybdenum have received very little consideration during the past. The year 1931 has been one of unusual interest in Gulf Coast petroleum development, not so much because of the number of new prospects discovered, for apparently none of any present distinction have been found, but because of the discovery of so many new oil fields and the proving of so many old prospects. During the year 10 new oil fields have been found on the Coast; five in Louisiana and five in Texas. Two suspected salt domes were proven by the drill. Production dropped from a daily average of 192,000 to 162,670 bbl., or an average of 58 bbl. for each producing well, and active operations from 189 to 119. During 1931 the Coast produced approximately 48,600,000 bbl., or 44 per cent less than in 1930, when 86,500,000 bbl. were produced. The daily return at the beginning of the year was $192,000 and at the end only $126,780, the price having dropped from $1 for A grade and a range of $0.75 to $1.22 for B grade to a price range of 70 to 86c, or an average of 78c $ per barrel at the end of 1931. The average Coastal well produced 17,400 bbl. of oil during 1931. During the year development in the old fields has continued active at Barber's Hill only, although some work is in progress at Humble, Pierce Junction, Refugio and Pettus. Clear Lake is active but the large ownerships will prevent the "boom" type of field. Production is being held fairly steady at Barber's Hill and Pierce Junction, but has declined rapidly during the year at Refugio, Humble, and to a lesser degree at Pettus. The 6000-ft. production at Barber's Hill has shown a decided drop during the year and has not measured up to expectations.

In the limestone area of Tintic and other mining districts of the Great Basin region of Utah, it has been observed that surface-outcrops of ore occur but seldom, and are mainly confilled to points of relatively low elevation, where the veins cross some basin or ravine. Nowhere does a considerable body of ore outcrop on the tops or high up on the slopes of the hills. Mining operations, on the other hand, have shown that large and continuous ore-deposits frequently occur in depth in the limestone, beneath large masses of barren rock. Such orebodies, when followed upward in the lodes, are found to terminate at well-defined levels, without reaching the surface. Yet the minerals-bearing fissures themselves extend above the top of the ore, being often traceable, though barren of all valuable minerals, for hundreds of feet above the stopes in the mines, and even observable in outcrops at the surface. This abrupt cessation of the ore at a uniform horizon does not appear to be connected with any change in the countryrock adjacent to the lodes. The strata above and below this horizon seem to be in every way equally favorable to ore-deposition. Explorations above it have developed an open-fissured country, barren not only of ore, but also of indications that minerals bearing gold, silver, lead or copper were ever deposited in the strata at that elevation. The height reached by the ore, while usually constant throughout the length of a given lode, may vary in particular sections, from the operation of local causes. It is well that the usual system for supplying water at high pressure purposes of hydraulic mining possesses serious disadvantageense, delay and large annual repairs. Peretti (University of Notre Dame, Notre Dame, Ind.)—Mr. Deitz and Professor Halpern are to be congratulated on a fine piece of work which adds to our knowledge of precious metal—cyanide-solution reactions. I should like to offer the following comments: The authors state, "the rate plots were always linear, indicating a zero order reaction rate." This appears to conflict with the data of Fig. 6 which clearly show the rate to vary with the NaCN concentration. It seems to me that the rate curves are linear because of the experimental setup. The volume of solution is so large that over a three-hour period the change in NaCN concentration is very small. A rough calculation for the experiments of Table I where the initial NaCN strength was 0.0096 mol per liter show a change of NaCN concentration of about 0.0009 mol per liter at the end of three hours. In short, over the period of time that the experiment was in progress, the NaCN strength was practically constant; hence the rate of dissolution remained practically constant. Eq. 10, as written, specifies that 1 mol of H202 and 2 mol of hydroxyl ion are formed when 2 mol of silver react. Is this true? The effect of H,O2 on the rate was made in solutions having an oxygen pressure of 4.8 atm. Were any tests made in solutions containing hydrogen peroxide, but no oxygen? G. M. Willis (University of Melbourne, Melbourne, Australia)—The authors have shown that, under their experimental conditions of high O2 concentrations, the rate of solution of silver in aqueous cyanide solutions is controlled by diffusion of O2 or CN- to the metal surface. With diffusion control, it is generally not possible to obtain further information about the mechanism of a process.

The time allotted to this paper will permit only the sketching of general principles and practice as generally employed in the industry to maintain and preserve the physical well-being of the miner and his family. Let it be emphasized on behalf of the industry that coal opera- . tors, individually and collectively, have given primary consideration to the appointment of a mine or community physician who is charged with the responsibility of caring for the sick and injured. However, it too frequently happens that with the selection or appointment of the camp doctor many operators wash their hands of further responsibility toward the health and the working efficiency of their employees. The coal industry is so organized in most of the coal-producing areas that not only is the health of the individual miner an important production problem but the collective health of the entire mining community is a fundamental operating problem. This is particularly demonstrated when epidemics of communicable diseases attack entire communities, with resultant loss of life and production and general community distress. The problem and responsibility of maintaining high health standards among miners and their families should be given as much consideration as safety, economical production and efficient distribution are given in the successful operation of coal mines. Company Policy In the inauguration or administration of a medical program for a large mining operation or for an individual mine, the first question to be solved is what the company policy is to be with respect to the following factors pertinent to a medical program: 1. On what basis will the company and the employees finance the program ? 2. Should a contract doctor or a full-time doctor on salary be employed ? 3. What measure of service is to be rendered the employee and his family in return for his monthly contribution to the medical program?

Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. The corrosion of metals is one problem on which time and thought have been expended for many years. In the effort to avert the destructive action of a hostile environment, attention has been directed almost entirely to the conditions under which most metallic structures are called upon to perform, and the extensive and complicated phenomena attending the corrosive action of atmospheric agencies, acting at the ordinary atmospheric temperatures, have been studied, but there is unanimity of opinion regarding many fundamental facts. One neglected phase is the corrosive action of various gases upon metals exposed to temperatures considerably higher than the atmospheric range, and more especially the attack of atmospheric oxygen upon exposed metallic surfaces. That the problem is difficult is connoted by the practical dominance of industrial electric heating by alloys of one type (nickel-chromium). Proprietary interest may account, in part, for the paucity of information available upon even the most general factors determining the behavior of metals and alloys when exposed to such exacting conditions. The present paper gives some conclusions reached as the result of experimental work, extending over several years, on the mechanism and contributory factors of the high-temperature oxidation of a number of simple unalloyed metals; it is free from experimental detail and proof. High-temperature metallic oxidation may be considered as a phase of metallic corrosion. The scheme outlined below, in which corrosive agent and environment are the principal criteria, is one way of analyzing the several groups of corrosion phenomena. Erosion.—Disintegrating or destructive action by physical causes. Corrosion.—Disintegrating or destructive action by chemical causes. Low-temperature Corrosion.—Solid participating phases essentially immobile: (a) Gaseous agent; (b) liquid agent: action electrolytic and action non-electrolytic. High-temperature Corrosion.—Solid participating phases possess diffusive mobility: (a) Liquid agent; (b) gaseous agent: reducing gases, oxidizing gases. (1) Water; (2) miscellaneous elemental and combined oxygen.

TheRe is a considerable tonnage of iron ore in the Menominee Range of Michigan that is unsalable only because it has too large a content of sulphur. Beneficiation of such ore is economically desirable, as a relatively large quantity of finished concentrate would be obtained (deleterious sulphur mineral content being generally less than 5 per cent) and because large blocks of such ore have been developed incidentally during search for low-sulphur ore. Research on the flotation beneficiation of these high-sulphur ores consisted of: (1) a study of the flotative properties of the principal mincrals in a nearly pure state, (2) flotation of synthetic mixtures of these pure minerals and (3) application of this experimental information to samples of the ores. Gypsum in iron ores is extremely deleterious; but when sufficiently free from impurities it is a valuable commodity. In 1934, the United States produced 1,500,000 tons of calcined and uncalcined gypsum valued at $13,700,0001. Of this quantity and value, Michigan produced approximately 19 per cent1. Thus this investigation may also prove to be of interest in connection with the gypsum industry if minerals separation, such as flotation, becomes necessary in the future processing of gypsum. Data on the flotative properties of gypsum would also be of interest to the science of flotation because such information has been extremely limited. The technical literature reveals one reference to the flotation of gypsum, in which was discussed the use of the mineral, with several others, to determine the relation between the floatability of minerals and the pH of the flotation solution2. This investigation necessarily was not comprehensive in regard to gypsum, but it did show that the mineral could be floated with oleic acid under varying pH conditions.

Spodumene is a lithium-bearing pyroxene, and is an important source of lithium compounds. Because of its high alumina and lithia content, it might be a desirable constituent of glass batches. The use of spodumene in ceramics will undoubtedly increase, as it has been shown that a mixture of the proper proportions of this mineral with soda feldspar and potash feldspar has a much lower maturing temperature upon firing than has any one of the three components. The mineral spodumene seldom occurs as pure mineral, but ordinarily with feldspars, mica and quartz. All spodumene-bearing rocks tested contained these minerals as gangue. Small amounts of iron and manganese oxides also were present, usually as stains on the silicate grains. Mica associated with the spodumene carried a considerable amount of lithia. This was discovered in flotation tailings, which, although virtually free of spodumene grains when examined microscopically, showed 0.4 to 0.5 per cent Li²O on chemical analysis. The lithia content of micas picked from the North Carolina spodumene rock was variable. Some samples contained little lithia, others more than 3 per cent. In 1938, under the supervision of Oliver C. Ralston,S the Bureau of Mines, in cooperation with the Tennessee Mineral Products Corporation, undertook to study the beneficiation of North Carolina spodumene by froth flotation. The Bureau had previously published investigations on the beneficiation of spodumene.2,3The methods described in the second publication3 did not give good results with badly weathered spodumene rock, so that more thorough investigation of the subject was warranted. DIATOMACEOUS earth occurs in deposits widely distributed throughout the nation. The chief producing areas are in the Western States, where many high-grade deposits are known. Eastern deposits of diatomite are unsatisfactory for many purposes either because of impurity or because of the extremely fine particle size. Eastern users of diatomite, on the whole, must pay for transportation of the material from the west coast. The freight rate is necessarily high because of the great bulk of the diatomite. A satisfactory process of purifying the diatomaceous earths of Maryland and Virginia, which are unsuited for wide use only because of impurities, should be of value to eastern users. In the past, benefication of diatomite by wet processes has been limited to classification or sedimentation for the removal of sand from diatoms. Calcination with salt is used to produce a white diatomite when iron is present in the impurities, and small amounts of clay are rendered inactive in the process. No treatment has been developed whereby a large proportion of clay can be removed from a low-grade diatomaceous earth to give a diatomite of very high purity. In August 1937 the Federal Bureau of Mines, in cooperation with Dr. R. C. Williams, of Baltimore, undertook the problem of purifying low-grade Maryland diatomite by Froth flotation. Work was done at the Eastern Experiment Station, College Park. Unless otherwise stated, the crude diatomite used was from the Patuxent River deposits near Dunkirk. This material, consisting of roughly one-third each or clay, quartz sand and diatoms, was representative of the usual low-grade marine diatomite found in the Coastal Plain Miocene beds of Maryland and Virginia and sporadically in other Atlantic coast states. As received, it contained 50 to 60 per cent moisture and probably had been wet since its formation.

ALL phases of plant operation must be synchronized so that the number of interruptions in the flow of material may be reduced to a minimum. In the majority of plants operating under a labor agreement, time lost during the operating shift cannot be made up with overtime. With the work week restricted to 35 hr., the ratio of productive time to total time justifies extra effort in keeping the plant operating at capacity during the productive shift. This does not apply when central plants with adequate storage are operated by multiple shifts. In such installations the problems become similar to those of any factory or mill where added units parallel circuits, or excess capacity serve to maintain the average production during intervals of maintenance shutdown. These plants, by special agreement, may run continuously, barring mechanical interruptions. The control of plant operation is in those procedures that are practiced to obtain from the run-of-mine product a high recovery of clean coal products to meet adopted trade standards and consumer specifications at the lowest possible cost. Correlation of all factors for continuous operation requires more than mechanical perfection in the plant. The run-of-mine coal must be delivered to the preparation plant without delays and the clean coal and refuse products taken away. Power supply and water requirements must be adequate. Signal systems must be established for emergency stops and to facilitate resumption of coal flow. ORGANIZATION Probably the most important item for successful operation of a preparation plant is a capable organization interconnected with the mine organization. A typical organization chart for companies operating in the Pennsylvania anthracite region is shown in Fig. 1. INTRODUCTION In recent years there has been increased social awareness and government attention directed toward the mining industry. The growing influence of the Occupational Safety and Health Administration (OSHA), the Mine Safety and Health Administration (MSHA), and the Environmental Protection Agency (EPA) has resulted in volumes of regulations governing a multitude of health and safety aspects of mining and milling. These regulations naturally have had an impact on new plant design and in some cases have necessitated retrofitting of existing plants. This paper will not examine the regulations governing the industry, since they are a matter of public record, but rather will address two specific health considerations, dust and noise, and their influence on the design of crushing and screening plants. DUST AND NOISE CONCEPTS Dust is generally defined as finely divided solids which may become airborne without any physical or chemical change except fracture. Since the purpose of comminution circuits is to reduce the size of solids by fracture, a percentage of the material is normally reduced in size to a point where it can easily become airborne. The major cause of dust becoming airborne is the air induced by falling material. When granular material falls through a distance, the induced (or entrapped) air rushes out available openings, carrying with it the fine particles that have become suspended. For this reason, the major points of dust generation are the points where the material is falling: chutes, transfer points, screens and equipment feed and discharge points. The expected dust concentration in an area is a function of the degree of size reduction (i.e., finer particles are more readily carried by air currents than heavier particles) and the volume of air that is induced. The measured dust concentration values for various operations agree with this

In a paper read at the Lake Superior meeting, August, 1580, an account was given of the successful use of Rendrock. and Monaky powder upon a .scaffold- and salamander in the furnace. On April 5th, 1881,' the same trouble called for like treatment, which, though not so immediately successful, was on the whole more instructive than the first trial, and points, I trust, to a reasonably sure remedy for all such difficulties. Up to December 4th, 1880, foundry and mill iron were made from Old Bed and Sew Bed magnetite, and Kearney red hematite, when a return was made to Bessemer iron, from an inferior quality of New Bed ore as compared with that used during first blast. January lath, 1881, New Bed, Chateangay, and East-shaft, a newly-opened Bessemer deposit of Messrs. Witherbee, Sherman $ Co., were first used, and continued up to February 13th, on a fuel charge of 80 per cent. anthracite and 20 per cent. coke, the product on the three ores being about 10 tons more per day than on New Bed alone. From this time until March 11th all coal was used, and New Bed, Chateaugay, and East-shaft ores, up to February 224 and from that date Chateaugay and New Bed, the product falling off 9,8, tons per day as a result of not using coke. It is fair, however, to state that the furnace was not in good condition during this period, being over-burdened, and the New Bed ore was, temporarily, uncommonly poor, for reasons of no particular interest here. SEVERAL distinctions can rightfully be accorded the Bagdad enterprise. For one thing, it has the most romantic name among the Porphyry Coppers and this is said with all due deference to Copper Queen and Inspiration! Bagdad was one of the richest and most magnificent cities of the glamorous world of the Arabian Nights. The record does not say who was responsible for applying the name Bagdad to the company that in 191 1 took over the property of the Arizona-Nevada Copper Company; but whoever it was must have had visions (or at least hopes) of a fabulously profitable mine. So far as I know, Bagdad is the only Porphyry whose owners, or officials, ran afoul of the law because of alleged sins of omission or commission in vending shares of the company's stock. E. B. Bronson, of New York, had been interested in Bagdad since 1909; and, during the lean period of the 1930's he had, as president of the corporation, endeavored to raise needed funds by the sale of 140,000 shares of treasury stock. Some legal questions arose as to the need for registration under the Securities and Exchange Act; but, when Mr. Bronson finally filed a registration statement, the New York office of the Securities and Exchange Commission found 155 "deficiencies" in the document. According to the judge who later heard the criminal case against Bronson, no evidence was introduced to show that he had personally benefited "to the extent of one dollar." The nation's ever-expanding construction and mining activity has placed an increasing demand upon engineers and geologists to design and construct stable slopes in earth materials-soil and rock. Man's attempt to handle these slope stability problems has been based primarily on practical experience and the resulting theories formulated to explain the phenomena. Too many instances occur when man is faced with a slope stability problem that has not yet been experienced and doesn't lend itself to solution by any existing theory. At this point he must extend himself in using his engineering judgment to arrive at a reasonable and safe design. As past experience has shown, all of the "safe designs" are not really safe. Sometimes they result in embarrassing failures. Measurements provide the key to understanding and controlling natural phenomena. We cannot hope to gain control of the slope stability problem until we understand the causes of slope failure, their behavior with respect to time and their relative magnitudes. Measurements required for an adequate definition of any slope problem must be of the highest reliability because of the importance of decisions which must be based on them. For this reason, direct measurements of movement, shear strength, water pressure, etc. of the unstable mass are preferable to indirect measurements of other physical properties. Movement instruments which can be positioned inside of the slope mass (within boreholes) are among the most useful in diagnosis and/or monitoring of slope movements. The higher the sensitivity and il-measurement precision possible with borehole instruments, the quicker the required information can be obtained and the more exactly may hazardous conditions be observed. A high density of measuring points in a single drill hole is deemed essential for diagnostic purposes. Behavior gradients may thus be obtained. Gold in many ores occurs in sulphides, which, if the gold is finely disseminated, renders the ore refractory and therefore not amenable to the simple process of milling and cyanidation. Traditional methods of treatment of these refractory ores is to produce a sulphidic flotation concentrate which is roasted to form a porous calcine from which the gold is recovered by cyanidation. The roasting process imposes a constraint of a minimum sulphur grade of the concentrate on the flotation plant, which may lead to a lower gold recovery being achieved in the flotation section. Thermal decomposition of the concentrate by roasting means that the sulphur contained therein has to be treated and disposed of in an environmentally acceptable manner; and, if arsenopyrite is present in the concentrate the environ- mental aspects will be worsened. It has long been recognized that finer milling of gold-bearing materials improves the liberation of gold, especially when the gold particles are very fine. After extensive laboratory and pilot plant investigations (Liddell, Patents), a suitable mill has been developed for the mining industry by Metprotech, which is capable of producing very fine grinds (down to 90 percent passing one m if necessary). In the course of the investigations it has been found that a large number of gold-bearing materials are amenable to fine milling. A specific advantage that fine milling of sulphidic materials has over oxidative processes such as roasting and bacterial leaching is that the sulphides are not decomposed and there is therefore not a sulphur disposal problem. Furthermore, the milled sulphides can become a future sulphur feed source, and can be reclaimed if necessary.
