Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

"To counter the recent uncertainty in the rare earths market, diversify the supply source, and help meet the future demand in this sector Canada initiated development of several new rare earth deposits. In the past few years, a number of various studies on rare earths plant design have taken place mainly covering process development, process selection, and flowsheet design. The purpose of this paper is to provide an overview of known domestic and potential resources and reserves of rare earths and their status quo with a focus on the metallurgical processes using the information available in the public domain. Plant designs currently under consideration in Canada are reviewed and evaluated. An outline of the areas of opportunity for selective innovation and technology development in the rare earths flowsheet development and the associated risks and rewards is provided.INTRODUCTIONThe rare earth elements (REE) have a very small annual market, but they are categorized as very strategic metals vital to global economic growth due to their indispensability to the development of modern defence system, green technologies and electronic applications. The International Union of Applied and Pure Chemistry (IUPAC) defines the REE as the 15 elements on the lanthanide series on periodic table of elements, plus yttrium and scandium. REE are classified as light rare earth elements (LREE; La to Gd), and heavy rare earth elements (HREE; Tb to Lu). Physical properties and chemical reactivity of yttrium is similar to those of HREE, thus it is categorized as such. Properties of scandium are not similar enough to classify it as either a LREE or HREE (Weng et al., 2015; Sappin & Beaudoin, 2015). However, the mining industry does not always abide to this definitive classification of the split between LREE and HREE. Therefore, in a comparative study of projects, there is a need to pay attention to how the elements are classified."

"The geology and origins of volcanogenic massive sulfide (VMS) deposits in the Abitibi belt of northwestern Quebec have been the subject of discussion since the discovery of the Horne orebodies in Noranda in 1923.The present Noranda version of the VMS model characterizes the ideal deposit as a stratabound, base-metal accumulation that is in close spatial relationship with hydrothermal alteration and stockwork zones, felsic lava domes, coarse phreatic-pyroclastic breccias, and subvolcanic intrusions that characterize vent- and proximal{acies submarine volcanic environments. Deposits tend to occur in a favorable stratigraphic interval within a mining camp, and this is well-documented in the Rouyn-Noranda and Matagami camps.However, in recent years many VMS deposits have been shown to deviate from the ideal Noranda-type. For example, the Ansi/ deposit is characterized by sulphide-bearing alteration zones that extend far above the massive sulfide lenses, and by abundant magnetite immediately underlying massive sulfide. The Horne deposit appears to lack the typical chloritic alteration pipe underlying the massive sulfide lenses, as well as laterally-equivalent exhalite horizons. The Horne and Quemont deposits, besides being the two giants of the camp, are particularly rich in gold, whereas others, such as WaiteAmulet and Millenbach, have low gold values. Finally, some deposits in the Noranda camp, such as the Ansil, Corbet and Mobrun mines, are outside the favorable stratigraphic interval. Therefore, it would appear that part of the key to renewing base metal reserves in northwestern Quebec is the use of evolving descriptive-genetic models that incorporate geological variations like those cited above."

Analytical models for transient groundwater phenomena, such as those of Theis, Cooper, and Jacob, are important but often limited tools for aquifer evaluation and drawdown prediction. Most were developed using simplifying assumptions which compromise their treatment of complex boundaries and most also contain functions that are mathematically complex and difficult to solve explicitly. Examples of such functions are the Bessel functions, the exponential integral, and similar well functions for leaky confined and water table aquifers. This paper describes the joint use of simple numerical techniques and numerical approximations of these functions to extend many analytical models beyond their conventional applications. The enhanced analytical methods represent many hydrologic problems more easily and realistically, permit a wider range of application, and often provide insight into the response of pumped groundwater systems without the need to resort to more complex numerical flow models. Use of the enhanced analytical methods usually requires the use of microcomputers due to the large number of computations. Examples presented here are the development and extension of type curves and the determination of drawdown distributions.

South African is a repository of significant deposits of a variety of minerals. The Citigroup confirms this assertion with an estimate of in-situ valuation of US$2.5 Trillion. The mining sector plays an important role in the South African economy. In addition to the mineral resource base South Africa has other comparative advantages. Firstly, South Africa retains major mining companies that participate globally, including Anglo American, Goldfields and De Beers. Their global involvement offers much to the local mining sector and the broader economy. Secondly, government established research councils. The Council for Geoscience (CGS) was established to manage the Geological Survey of South Africa, including the reduction of geo-scientific investment risk. The Council for Scientific and Industrial Research (CSIR) promotes industrial development, including mining technology development. Mintek undertakes mineral research from mineral examination of ores, to extraction and refining technologies and manufacture of end products. Thirdly, South African universities teach and conduct research along the mineral value chain. They have increased their minerals graduates? capacity, thus advancing knowledge and skills. Knowledge and technical progress are behind productivity growth and emergence of competitive advantage. The research and development (R&D) capabilities of industry, science councils and universities, working in unison, will enhance the competitiveness of the South African mining industry. The National System of Innovation (NSI) requires multi-disciplinary, collaborative research. Key R&D elements, including skills and expertise, funding and facilities, must be available to implement a long-term national strategy or programme. Improved international collaboration and partnerships between government, academia and industry driven human resource development (HRD), ultimately develop the critical mass for inter-generational skills requirements. This trend requires an expansion of research collaboration programmes. Decisions involving investments and collaborative actions pertaining to R&D in the sector necessitate an analysis of the South African mineral value chain R&D capability. This paper analyses the evolution of R&D capability from exploration to refining, tertiary education, science councils and industry. The political economy of the evolution of this capability is analyzed in relation to the central role that the South African government plays in creating an appropriate supporting environment and related initiatives to enhance R&D and innovation. The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

This paper presents an overview of -- the carbon-in-pulp process for gold and silver recovery as seen in the early 1980's. Traced back to its origins in the mid-nineteenth century the process development through the present state-of-the art is described. The process technology and equipment design are described in detail for the carbon-in-pulp process. A typical process flowsheet is given with a description of appropriate design criteria. Technical advantages and disadvantages as compared to the traditional countercurrent decantation process are discussed including some illustrative comparisons of capital and operating costs. A summary of currently operating carbon-in- pulp plants throughout the world is given with an insight into future developments in this industry.

The Bureau of Mines has examined selected deposits of titanium minerals throughout the United States. The titaniferous magnetite deposits in the western San Gabriel Mountains, Los Angeles County, Calif., were among those selected for study, and in 1956-58 field work was conducted to determine the extent and character of the titaniferous magnetite deposits occurring in the area. This report describes this work and summarizes earlier work in the area by the Bureau and others. The titaniferous magnetite occurs disseminated as seams and lenticular pods in an anorthosite belt 4 to 6 miles wide that trends about. N. 80° W., extending from sec. 13, T. 3 N., R. 12 W., to the west boundary of R. 14 W., at which point the titaniferous magnetite-bearing rocks disappear beneath the sediments in the Santa Clara River Valley.

The Gulf Coast States ranging from South Texas to Alabama contain vast resources of lignite ranging in energy content from about 4000 to 7000 Btu/lb (as-received) with sulfur content ranging from about 0.5 to 2 percent. Currently, the strip mining rate is about 35 million tons per year in Texas and essentially zero in the other Gulf Coast states. Estimates of future mining rates are as high as 310 million tons per year by the year 2000 with 240 being in Texas. In this paper, we examine the life cycle of the surface mineable lignice based on the most recent estimates of surface mine recoverable resources with two scenarios. The first indicates that a 310 million tpy rate could be sustained for only 15 years while the second scenario suggests that the 310 million tpy could be sustained for 25 to 30 years. If lignite resources are required beyond those that are surface mineable, the deep basin lignite will be developed. Five strategies for developing deep basin lignite are discussed.

The Sahara Desert presents a serious obstacle to transportation route development in northwest Africa. Most highways and railroads are now limited to the coastal regions. A network of pioneer roads is the only connection between Algeria, Morocco, and Tunisia on the north, with Mali and Niger on the south. A feasibility study has recently been made for a paved highway between these countries. Climatic, geologic, physiographic and hydrologic conditions will significantly influence the construction of the road. In order to reduce costs, special construction methods will be required. An outline of these I conditions and methods is presented as an example of an engineering geological investigation in desert conditions.

The location and production potential of a large block of strippable reserves in North Dakota were determined by using published data as a base and adding new drill hole data or other data contributed by companies that presently own or lease coal lands. Only beds exceeding 5 feet in thickness, under less than 120 feet of overburden, and in large blocks of 5 million tons or more were included in the estimates. All such reserves are in the Fort Union Formation of western North Dakota and are lignite in rank. Sixteen large blocks of reserves evaluated in this study are estimated to contain a total of 4.1 billion tons of strippable lignite.

Clay shales are currently being assessed as possible host rock formations for the deep geological disposal of radioactive waste. However, one main concern is that the favourable long-term isolation properties of the intact rock mass could be negatively affected by the formation of an excavation damaged zone (EDZ) around the underground openings. The goal of this thesis was to develop and validate a mechanically-based model of the deformation and failure process of a clay shale, namely Opalinus Clay (OPA), with particular focus on the influence of anisotropy on the short-term response of circular tunnels. To achieve this goal, a hybrid continuum-discontinuum numerical approach was developed in combination with new field measurements from the Mont Terri underground research laboratory. The response of OPA during the excavation of a full-scale emplacement (FE) test tunnel was characterized by geodetic monitoring of wall displacements, radial extensometers and longitudinal inclinometers. The deformation measurements indicated strong directionality induced by the combined effect of in-situ stress field and bedding planes striking parallel to the tunnel axis, with the most severe deformation occurring in the direction approximately perpendicular to the material layering. Computer simulations were conducted using a newly-extended combined finite-discrete element method (FEM/DEM), a numerical technique which allows the explicit simulation of brittle fracturing and associated seismicity. The numerical experimentation firstly focused on the laboratory-scale analysis of failure processes (e.g., acoustic activity) in brittle rocks, and on the role of strength and modulus anisotropy in the failure behaviour of OPA in tension and compression. The fracturing behaviour of unsupported circular excavations in laminated rock masses was then analyzed under different in-situ stress conditions. Lastly, the proposed modelling methodology was applied to the aforementioned FE tunnel to obtain unique insights into the EDZ formation process around emplacement tunnels for nuclear waste. The calibrated numerical model suggested delamination along bedding planes and subsequent extensional fracturing as key mechanisms of the damage process potentially leading to buckling and spalling phenomena. Overall, the research findings are already having a direct impact on the preliminary design process of an underground repository for nuclear waste in Switzerland.

In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. The Bureau of Mines Minerals Availability System collected and analyzed data for 34 nonlaterite and 9 nickeliferous laterite domestic chromite deposits in order to assess their viability as sources of chromium under present technologic and economic conditions. These 43 deposits, none currently in production, contain approximately 6.3 and 22.3 million metric tons of Cr203 at the demonstrated and identified resource levels, respectively. Approximately 4.6 and 15.6 million metric tons of Cr203 are recoverable at the demonstrated and identified levels, respectively, for the 34 nonlaterite deposits. None of these resources are economically recoverable at January 1981 market prices. Production of metallurgical-grade chromite (market price $128 to $144) would require a minimum chromite market price of $237 per metric ton. Chemical-grade chromite production (market price $74 to $85) would require a chromite market price in excess of $188 per metric ton. From the 34 nonlaterite deposits, roughly 5.4 and 17.6 million metric tons of ferrochrome could be produced at the demonstrated and identified resource levels, respectively; however, a minimum market price of $770 per metric ton of ferrochrome would be required to stimulate production. The nine nickeliferous laterite deposits were not evaluated through production stages because of uncertainties in process technology and cost.

Froth flotation of coal is growing in importance and complexity. Some of the reasons for these changes follow. 1) A need exists for energy resource conservation. 2) Preparation plants are processing widely varying coal -- deep seam, strip and stockpiled either separately or as blends. 3) More fines are being generated because more mines are using automatic mining equipment. 4) It is more practical and economical to remove ash and sulfur at the preparation plant than during utilization.

An investigation was undertaken for a ground water discharge plan for the Chino mining complex near Hurley, New Mexico. Operations which impact ground water include dump leaching, storage reservoirs, and tailings seepage. The investigation included both hydrogeological data collection and laboratory analysis. A conceptual understanding of surface water and ground water was then developed. Surface water and ground water models were used to match existing conditions and predict the impact of operational modifications. The study concluded that runoff and resulting leach reservoir overflows were primarily responsible for the ground water degradation. Tailings seepage represents a smaller part of the impact.

Bureau of Mines engineers examined the chemical and biological treatment of sewage water designed in one case for reuse and in another for subsurface injection. In the first case discussed, approximately 6 million gallons per day of sewage are treated by the activated sludge process followed by tertiary treatment that includes ion exchange. The renovated water is used in the industrial complex. Liquid industrial waste is sent to a waste disposal facility where it is treated for injection into a deep subsurface formation. In the second case, a community of 3,000 people is using a lagoon sewage treatment system followed by subsurface injection of t- treated effluent. Subsurface disposal is used to avoid growth of algae and weeds in a nearby lake to which the treated effluent was originally discharged. The renovation of municipal water for reuse provides a source of water for industries in a semiarid region and may also provide a source for domestic use in densely populated regions where domestic water requirements have priority over industry needs. In addition both waste treatment systems provide examples of the use of subsurface waste disposal to avoid pollution of surface streams.

The Bureau of Mines has evaluated the extent of phosphate resources available for recovery by the experimental borehole mining method in the Southeastern Coastal Plain of the United States- Phosphate re- sources at overburden depths greater than 30 m are as a rule currently unsuitable for recovery through conventional mining methods because of economic, environmental, or technical considerations. In the identified deposit areas, borehole mining operations are projected to yield a more favorable rate of return and to be environmentally more desirable than conventional surface mining. Borehole mining resource estimates presented in this study are preliminary and designed to serve as a basis for future resource evaluations, as the current data base is relatively sparse and incomplete. The resulting resources have, therefore, been classified as hypothetical and speculative and are subject to up- dating as additional exploratory data become available. Hypothetical and speculative resources amenable to borehole mining are estimated to total about 385 billion metric tons (rat) of phosphate matrix with a minimum in situ grade of 5 pct P205. With projected borehole mining capabilities and current conventional beneficiation procedures, this resource would make available approximately 64 billion mt of phosphate rock product at an estimated grade of 30 pct P205.

From time to time interest has been evidenced in transporting coal with water in pipe lines. About the year 1895, United States patents broadly covering a method of pumping coal with water through pipelines were granted to W. C. Andrews. His process was used to some extent in pumping anthracite culm and waste back into the worked-out portions of the mines. About 1905, W. T. Donnely was granted patents relating to pumping anthracite silt away from the breakers. From about 1913 until 1924, a British engineer, Gilbert G. Bell, used a short pipeline to convey coal with water from barges on the Thames River to the Hammersmith Electricity Generating Station, London. Minus 5-inch coal was transferred 660 yards through an 8-inch pipe. Some trouble was experienced with fine coal, which tended to plug the line. Bell made several proposals to transport coal by pipeline overland from the Midlands to London, a distance of about 100 miles, but these were never adopted. This survey is concerned mainly with the problems presented by actual pipeline transportation of coal with water. It is assumed that the coal will have been processed to remove most of the abrasive impurities by conventional methods prior to introduction into the line, and that it has been crushed to the required top size. Dewatering at the discharge end of the line is considered part of the conventional cleaning process. There still remain many pump-performance and behavior of water-coal mixture problems that can be solved only by actual performance tests. It is recognized that the distribution of coal to other than very large users is not changed. Large storage areas would be required to supply seasonal markets. Large users, such as power plants and heavy industries, could be supplied by branch lines directly to the point of use, It is also recognized that pipe lines might not be able to carry a full range of sized coal to meet market demands in many areas.

This report describes pilot-plant studies and an economic evaluation of a process developed by the Federal Bureau of Mines, Albany Metallurgy Research Center, to produce synthetic rutile from a rock-type ilmenite concentrate. In this process, ilmenite blended with coke and lime is smelted in an electric arc furnace to separate most of the iron as salable pig iron and to form a titania-enriched slag of low iron content, which is treated with oxygen and titanium pyrophosphate. The titanium oxides are converted to crystalline rutile; the phosphate glass contains most of the associated impurities. The treated slag is ground and leached with sulfuric acid to liberate rutile crystals, which are concentrated by physical methods. In pilot testing conducted to obtain data for a cost estimation, a synthesized product containing about 88 wt-pct TiO2 and less than 2 pct FeO was extracted from a rock-type ilmenite concentrate containing about 45 wt-pct TiO2. The estimated fixed capital cost (on a mid-1975 basis) of a plant producing 500 tpd of synthetic rutile is $28,290,100. Based on 330 operating days per year, the estimated operating cost for this process is $351 per ton of synthetic rutile. The estimated selling price of synthetic rutile made from rock-type ilmenite is $344 per ton, based on a credit of $160 per ton of pig iron and a 20 pct interest rate of return on investment after taxes.
