"INTRODUCTION The Central District of the Florida phosphate industry is located in southwest Polk and southeast Hillsborough Counties, with the Southern Extension lying in western Hardee, eastern Manatee and northwest De Soto Counties. (Lawver, 1983) Figure 1 shows the major phosphate formations in Florida. Almost all Florida phosphate production has been in the Central district with additional production from a mine in the Northern District. The Central District is comprised of the Bone Valley Deposit, a relatively thin layer of high grade ore which has been the main source of phosphate mining for decades, and the Hawthorn formation, a thick but low grade formation which covers most of peninsular Florida. (Lawver, 1983) Florida phosphate producers use the Crago process where calcium phosphate is floated with anionic, fatty acid type collectors followed by cationic reverse flotation of silica with amine type collectors. The phosphate matrix is put through various size separation techniques to obtain a typical -28 Mesh (< 700 µm) particle size for fine flotation and a -16 mesh (< 1190 µm) to +28 mesh (> 700 µm) particle size for coarse flotation. In some cases this coarse fraction can be sent to shipping as an intermediate product. The +16 mesh (>1190 µm) to – ¾“ (19 mm) fraction is sent to shipping as a final product called pebble. Figure 2 demonstrates a simplified diagram of the mining and processing of calcium phosphate (matrix) through a Central Florida mine. Particle size and mineralogy are important considerations in the Crago process for two main reasons, the mass of the particle and the particle surface area. Both of which are dependent on the coordination of the anionic collector to available Ca2+ sites on the minerals’ surface. The increased surface area, and available Ca2+, of the smaller apatite particles will allow for more fatty acid molecules to coordinate than the larger particles, with a lower availability of Ca2+. So, the larger particle would require more collector to be introduced in the system to sufficiently cover the apatite particles to produce a surface sufficiently hydrophobic to attach to air bubbles allowing flotation to occur. (Guan, 2009) The Bone Valley deposit has very favorable flotation characteristics when compared to other mining ores around the world. The matrix of the Bone Valley is relatively high grade, BPL (Bone Phosphate in Lime) values typically range from 6-18%, BPL recoveries, from such a matrix, can often be achieved above 85+% with fatty acid based collectors dosed below 1 #/ton. As mentioned, the sizing is an important step as there is also high grade apatite in the +16 mesh (1mm) that is screened to a final product grade, 60-65% BPL. The lack of quartz in the larger size fraction has allowed the Central District to produce high quality, low cost phosphate product, called pebble, through effective screening with no further beneficiation. Thank you, Tom, I appreciate that generous introduction - and your generous welcome. When Doris Finnie asked me to speak here today, my decision to join you couldn&apos;t have been easier - for two reasons. First, I can&apos;t say no to an opportunity to return to Steamboat Springs. My family has wonderful memories of skiing here. And this time of year, golf in the mountains is so good you almost don&apos;t miss the skiing. The second reason this was such an easy decision is that The Rocky Mountain Coal Mining Institute is such an important forum for the coal industry, and it&apos;s certainly important to Peabody. We have mines in five western states - Arizona, Colorado, Montana, New Mexico and Wyoming. Last year, our western mines produced more than 110 million tons of coal. That&apos;s about two-thirds of our total domestic production. So western states are obviously critical to us. A couple of weeks ago, the west became even more significant to Peabody. Of course, I&apos;m speaking of PacifiCorp&apos;s planned acquisition of The Energy Group - including Peabody - announced the middle of this month. Admittedly, when I agreed to speak here - some months ago - I had no idea just how much change Peabody would face in this relatively brief period. Still, not knowing then about the PacifiCorp announcement, I chose change as the subject for this talk. I&apos;ll update you on our recent news. But, first I want to establish a broad context for the PacifiCorp/Energy Group announcement and other change in the electricity business, change here in the United States and all over the world. ? We&apos;ll see how change is driven by two major trends - privatization in emerging markets and deregulation in mature markets, In turn, those two trends will cause ever-increasing consolidation - in both the coal industry and the broader power industry. ? After outlining those trends, I&apos;ll discuss the change that will dramatically affect Peabody following the announcement a week ago that PacifiCorp and The Energy Group intend to join forces to create one of the world&apos;s largest international integrated energy companies - an event that adds considerable credibility to the prophesies I&apos;ll outline in my remarks today. ? Finally, I will discuss an issue that threatens our industry&apos;s future - and, indeed, the economic future of all Americans. That issue is the inappropriate response to the unproven possibility of global climate change. Let&apos;s set the stage for change. And let&apos;s begin with the first trend I mentioned - the trend to privatization in developing economies. What drives the trend to privatization? Economics. It&apos;s all about the supply and demand of capital. And the engine that drives the supply/demand ratio is growth in electricity demand - tremendous growth in demand in developing economies. The U.S. EIA projects worldwide growth in electricity demand at 63 percent between 1990 and 2010, most of it in developing countries. This strong growth means that a new 500 MW power plant will be needed every three and one-half days until the year 2010. Now, if we say that a 500 MW plant will cost about $500 million dollars, we&apos;re talking about a bill of about $1 billion dollars a week - through 2010. That voracious demand for capital drives the trend to privatization. It means countries in Eastern Europe and the former Soviet Union want to sell generating assets. And Asian countries - for example, India, Indonesia and the Philippines - want to find private investors to build power plants. Privatization already is well underway. In the future, it will grow, with countries in South America, Central America, and Africa joining the trend. Bottom line: The privatization trend means rich new opportunities for companies willing to think beyond "business as usual." Meanwhile, developed economies face a different but no less fundamental change. Western European countries, the United States and Australia face deregulation. Why does deregulation represent such a big change? Consider a few basic facts about the U.S. electricity market to see what a big change -

The goal of the life-of-mine plan is to ensure that while the site is left safe, stable and non-polluting, the landscape is such that optimal use can be made of the site post-mining and closure. However, in the face of evolving shareholder expectations and the current international economic climate, numerous mines are ceasing operations and moving into a care and maintenance phase. These changes bring with them a high degree of community concern, not only about the potential legacy of closed operations, but also those mines that continue to operate.While mines across Australia are committed from the earliest planning stage to develop clearly defined post-mining land use and landform objectives, broader expectations related to these objectives may change and evolve during the life of the operation. This is especially the case where a mining operation has a project approval where the land use objectives are aligned to land capability and land use commensurate to that which occurred premining. THE Sulphide Corporation&apos;s works for the smelting of ores containing lead, gold, and silver are situated close to the Cockle Creek railway station, on the main Northern railway line, and are about 95 miles from Sydney and 10 miles from Newcastle. A branch line runs to the works, and siding accommodation and bins are provided for expeditiously handling all ores sent for treatment. The Corporation also possesses wharfage facilities at the port of Newcastle, where consignments of ores arriving by sea can be handled direct into railway trucks for conveyance to the works.The greater portion of the ore treated at Cockle Creek comes from the Corporation&apos;s mine at Broken Hill, but a large quantity of other grades is also purchased and treated.

THE following is a brief description of the method of hoisting ore automatically at the No. 14 shaft of Mcintyre Porcupine Mines, Limited, Schumacher, Ontario. All ore and waste below the 3875-ft. level is hoisted up No. 14 shaft from the 7000-ft. level to the 3000-ft. level. Seventy to seventy-five per cent of the mining is done in this area. The shaft consists of four compartments: a man way, a ventilation compartment and two skip compartments. The hoist, located on the 3500-ft. level (see Figure l), is an 80-in.-diameter, 4-rope friction winder, utilizing two 6-ton front-dump skips in balance. The hoist is powered by a 1,100-h.p. A.C. motor, the maxi-mum speed being 2,400 ft. per minute. The operation can be either manual, push-button automatic from the pocket, or fully automatic. Men can be raised or lowered in the skips, using a collapsible aluminum platform placed inside the skip box.

Assumptions about future commodity prices need to be made with close regard to the purposes for which they are being used. Prices generated for financial planning or trading purposes are unlikely to be suitable for the longer run purposes of project evaluation and reserve estimation. In this latter context, price assumptions need to be realistic, stable and rooted in a rigorous fundamental analysis of long run industry drivers. Amongst the factors to be considered in such analysis are price history, production costs and structural dynamics. It is also important that prices adopted are consistent with other information being used by a company in its decision-making.

The issue of regulating non-asbestiform varieties of the amphiboles actinolite, tremo1ite, and anthophyllite to the same degree as asbestos has been studied in detail by the National Stone Association. The ramifications of such a regulation, and the over simplistic regulatory definition of a fiber, are enormous not only for the aggregate industry and its users, but also for the nation. Evaluation of the health, geological, mineralogical, technical, economic and legal issues do not support an "asbestos-like" regulation of non-asbestiform minerals. The adverse consequences of regulating non-asbestiform varieties of actinolite, tremolite and anthophyllite like asbestos would be magnified many times if a similar standard for generic mineral fibers were promulgated.

The particular impact of imported industrial minerals varies within the Industry and is dependent upon many diverse factors. In a similar way, the impact on individuals has been varied and the degree of impact will depend partially on the individual&apos;s ability to handle change. Just as many corporations are adjusting their marketing strategy and production methods to compensate for imported mineral products; individual managers, mining engineers and geologists are making adjustments to their own personal job marketing techniques and on-the-job operating procedures. Modifying the degree of impact for both industry and individuals depends upon the ability to adapt.

AN agreement having been arrived at in 1935 whereby McIntyre Porcupine Mines would purchase gravel for back-filling purposes from Hollinger Consolidated Gold Mines, the aerial gear as described below was installed. As originally discussed, the plan called for installation of a loading bin at the junction to the Hollinger tram, so making the McIntyre tram an entirely separate unit. The experience of the Hollinger engineers, however, went to prove that the operation of a bin (remote from sources of heat) should be avoided if possible, owing to the severe winter conditions (35° to 40° F. below zero).

These are as follows: Step A - Geological Mapping This step covers the basic geological mapping of the country at scales of 1/250, 000 up to l/50, 000. This step eliminates territory and directs the exploration teams to the areas of potential interest. Step B Prospecting This step includes all phases from detailed geology through geophysics and drilling up to the point of proving that an economic ore body exists. Step C - Mine Development This is the expensive step, involving the creation of the mine, including shaft-sinking, ore treatment plant, etc.

The mining method at the Cannon Mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill prior to pillar removal. The dimensions of the pillars, 24 feet wide by G5 to 95 feet high, re-quire careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good-neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, minimize well damage, and minimize ground vibration.

The Electrolytic Zinc Company of Australasia Ltd., generates a jarosite waste at its Risdon smelter. Since 1974 this waste has been disposed of at sea off south-east Tasmania. As part of a monitoring programme prescribed by the Australian Government, bottom sediments from the disposal zone are monitored regularly. QEM*SEM image analysis complements conventional chemical analysis, having the ability to partition the occurrence of an element between sediment particles of metallurgical and natural origin. The adaptation of QEM*SEM techniques to the evaluation of bottom sediments provides insight into the fate of the particles of jarosite waste.

The respirable dust standard in the Federal Coal Mine Health and Safety Act of 1969 is designed to prevent disability and death from coal workers&apos; pneumoconiosis. Beginning June 30, 1970, the operators of coal mines were required to maintain the average concentration of respirable dust in the active workings at or below 3.0 milligrams of dust per cubic meter of air. The standard is reduced to 2.0 milligrams per cubic meter after Dec. 30, 1972. This paper presents the equipment and procedures used by the coal mine operators in implementing the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare and shows the effect of the law, during the first year, on the reduction of dust levels in selected mines. The system employed by the Bureau of Mines for analyzing and processing the dust samples is also presented.

Prof. Henry M Howe, New York: It is extremely probable that this efflorescence of silica is due to the liquation either of silicon or of a silicide, and the subsequent oxidation of the silicon to silica. As Mr. Fackenthal says, it is very hard to see why silicon should liquate from an iron containing so little silicon, and it seems more probable that some silicide of some volatile element has liquated, and has dissociated on reaching the air, and that the volatile element has volatilized, leaving the silicon to oxidize to silica. The volatile elements present which might thus liquate in combination with the silicon are sulphur, zinc, and lead. It is hard to see why sulphide of silicon should have liquated from an iron containing so little of either sulphur or silicon. At first, one naturally thinks that either the zinc or the lead present in this furnace might have liquated as silicide. It is true that they are both volatile at the temperature within the furnace, but then the vapor-tension* of each of them within

In later years the tendencies of the labor organizations have gone in the opposite direction and, instead of cooperating &apos;with the engineer, they usually oppose him on the mistaken theory, that labor-saving devices reduce forces, and costs; in this respect, the united Mine Workers of America have been particularly active and, to a very great extent, successful.

The Haber Gold Process (HGP) is a proprietary. hydrometallurgical extraction methodology that was developed in 1983-1984 by Norman Haber and Dr. John Lee of Haber, Inc., a small public company in Towaco, New Jersey specializing in hydrochemical process development for precious metals. It was pilot tested repeatedly in 1985 at our pilot plant in Tombstone, Arizona, with different types of gold bearing mineralization. Both Pincock, Allen and Holt (USA), and PA Technology (Australia) were involved with some of these pilot tests. The ores tested included easily cyanide-extractable oxide type gold ore from Australia, marginal heap-leach type ore from Cripple Creek, USA, and a hematite bearing ore from California. In all cases, extraction time was 6 hours or less yielding 90-99% recoveries of assayed gold values. The HGP operates as a lixivient which parts the gold from the rock matrix, yielding gold in solution in a fully recoverable form. Both precipitation methods, such as zinc participation or Carbon in Leach systems ( or Carbon in Pulp) have been shown to be feasible with this technology for the recovery of gold from the pregnant solution. Both batch vat leaching as well as continuous processing are realistic for use with the HGP. It has also been considered that the HGP might also benefit heap leaching due to several advantageous factors over cyanide. One such consideration is that the HGP can operate effectively with acidic ore types. The use of cyanide with such ores often requires attention to pH and neutralization with lime. This tends to reduce and even clog the permeability of the leach bed.

"Geologic materials emit transient noises when stressed /1/. The rate and pattern of these transient noises or acoustic emissions (A.E. hereafter) depend on the stages of deformation of the material /2/. It has been demonstrated that rock/coal fracture processes under stress consist of three distinctive stages--crack initiation, propagation and ultimate fracture--and that coalescence of numerous cracks leads to ultimate failure rather than the propagation of a single crack /2,3/. This paper presents an analysis of fracture formation in rock/coal specimens subjected to straight wedge indentors using A.E. technique.The effect of specimen geometry, wedge indentor angle, confining pressure, and material anisotropy on fracture type (tension, extension, and shear crack), fracture length, and fracture intensity were studied. Two types of material mainly Berea sandstone and Coal Berg No. 2 coal were used in this study. Prior to the experiment the mechanical properties of both sandstone and coal were determined using rectangular specimen (Figures 1 a) in standard compression tests and are given in Table 1. In this study cylindrical and rectangular specimens were first prepared to proper dimensions of 2 in. x 1.5 in. and 3 in. x 1.5 in. x 1.5 in. (5.08 cm x 3.81 cm and 7.62 cm x 3.81 cm x 3.81 cm), respectively and then instrumented with SR-4 strain gages as shown in Figure 1. The instrumented specimens were then tested under four distinct load boundary conditions as illustrated in Figure 2. During a typical experiment the instrumented specimen was placed in a specially designed loading jig (Figure 3) where a predetermined lateral pressure was applied mechanically to the specimen by adjusting the inner plate of the confining chamber via screw while monitoring strains in the specimen. Using rock/coal elastic constants and measured strains, a predeter¬mined lateral pressure was applied to the specimen. Then a vertical load was applied by the straight edge of a wedge indentor attached to the upper platen of the universal loading machine via ball and socket arrangement (Figure 4). The arrangement allowed uniform application of load in a straight line manner on the surface of the specimen. During the test a number of parameters namely strains, load and A.E. rates were recorded (Figures 5a-b)."
