"The index A*b, determined from the Julius Kruttschnitt Mineral Research Centre (JKMRC) drop weight tester (DWT) results, has become well-known in the mining industry as a reliable measure of ore hardness in impact or crushing, having the inferred units of t/kWh. This index evolved from a long history of comminution studies at the JKMRC, including the development of the now superseded JKTech twin-pendulum, the industry standard JK Drop Weight Tester (JKDWT) and the faster alterative JKMRC rotary breakage tester (JKRBT). A reduced version of the DWT, the semi-autogenous grinding mill comminution test (SMC test®), also provides estimates of the A*b though the testing of only one particle size at five specific energies. Experimental determination of A*b using the above devices/tests requires samples, with sufficient mass, to be sent to designated laboratories, registered to conduct such tests. This protocol is fine for bankable and commercial testing, where material characterisation data is used in conjunction with machine specific data in modelling and simulation, and power based calculations. However, for comparative testing, where results are required at the time of sampling (eg for plant troubleshooting or spot-surveys), or for rapid ranking of geometallurgical samples, these existing tests simply do not provide a timely, viable and cost-effective solution. In order to address this critical void in the realm of comparative testing, a new device has been developed, exploiting a central feature of single particle impact testing – that the A*b can be reliably estimated using one precise low energy test. This device, for which a patent is currently pending, called the HIT (Hardness Index Tester), has been precision engineered to allow users to break narrowly sized fragments at a set specific energy, in a safe and easy manner. The manufacturing materials have been chosen carefully to ensure compatibility with the intended use and portability to any site, whilst minimising cost. The device is supplied with a novel quality assurance / quality control (QA/QC) feature, to ensure that the targeted potential energy is consistently delivered. The product from the HIT breakage test can be quickly sized using a single screen to determine the mass per cent undersize, from which the A*b index is calculated directly at site – eliminating the need to send the raw data off-site for analysis. On presized fragments, a single test using 20 fragments takes less than five minutes to complete, and the results are immediately available. The HIT is currently being tested at a major mining laboratory in the US and the results to date have proved it can deliver on all fronts. This paper describes the new prototype device, which offers users a low cost in-house mechanism for estimating the A*b at any mine site, with potential applications on fragments up to 25 mm from drill core, blast chip rejects or the grinding circuit feed. It also outlines the results of field tests carried out by an objective third party mining group and compares the results with those from current industry standard tests conducted on the same material.Citation:Kojovic, T, 2016. "Rare earth elements (REE) are essential and unique components of many high-technology products without which functioning of modern society would be greatly impaired. Commercial deposits of REE are limited to a few geographical locations. Largely untapped sources of REE are available in endof- life (EOL) magnets, rechargeable batteries, and electronics. Presently, < 1% of REE in EOL wastes is recycled. Conversion of EOL wastes to liquid streams allows use of IBC’s Molecular Recognition Technology (MRT) process to selectively recover, separate, and purify target REE and associated metals at g/L to mg/L or lower concentration levels. The MRT process together with its applications to separations of REE and associated metals in recycling as well as in mining are described. Economic and environmental advantages of MRT are presented. INTRODUCTIONRare earth elements (REE) include the lanthanide series (La-Lu), Y, and Sc. These elements are not rare, but concentrated minable deposits are scarce (Cordier 2012; Haxel, Hedrick, & Orris, 2002). Over 95 % of the world’s supply of REE is controlled by China (Hanson, 2011a) where they are mined, processed, and the pure elements incorporated into a growing number of consumer and military products. The consumer products are marketed worldwide. Since REE are vitally important in consumer and military products, this situation has caused other nations to scramble to develop the capability to produce their own supply (Cordier, 2012).In the U. S., Molycorp has reopened the Mountain Pass REE mine in California and production has begun (Goldenberg, 2010). Development of a reliable internal source of REE is of high national priority in the U.S. (Hanson, 2011b; Hess, 2012: “Obama Announces”, 2012). These elements have in recent decades been incorporated into new consumer and military products that are essential to our economy and defense. These products range from wind turbines, high performance magnets, hybrid car rechargeable batteries, energy efficient lighting electronics, flat screen televisions, and smart phones to advanced weapons systems (Haxel et al., 2002; Levkowitz & Beauchamp-Mustafaga, 2010)."

"The spontaneous combustion of coal storage pile(Gangue Hill) is one of the seriously threat encountered in coal mining and storage. The dynamic accumulation of internal heat in coal storage pile(Gangue Hill) provides continuous heat-source for coal spontaneous combustion. Combined with the features and characteristics of coal pile storage, a technology of heat pipe(HP) is applied to enhance heat transfer. In order to prevent spontaneous combustion of coal storage piles (hillock) due to regeneration, a method using heat pipes to destroy the heat preservation conditions of coal storage pile(Gangue Hill) is proposed, which reduces the risk of coal spontaneous combustion and prevents coal fire. A theoretical model of Coal-Thermosyphon has set up to analysis the radius of cooling effect area quantitatively. An experimental equipment of the heat transferring in a set of heat pipe, which used to study the influence on coal pile temperature distribution, has been designed. Results show, the heat pipe has a significant effect on inhibiting the coal spontaneous combustion process by destroy the heat preservation conditions of the coal. Under the experimental conditions, the most obvious coal temperature decline appears at radius 20.0mm around the pipe, dropped from 45.8? to 32.5?, a decline of 29%; the coal pile temperature at radius 420mm from 12.9? to 12.4?, a decline of 3.87%. And the research offers an effective and new approach in its application and promotion for preventing and controlling in coal spontaneous combustion.INTRODUCTION China is one of a few countries which utilize coal as the major source of energy in the world, and is the one whose characteristic of energy structure is rich coal, deficient oil and lean gas. Relatively speaking, China is abundance in mineral resources. The coal, which is the fundamental resource in the process of industrialization, is the main energy in china. Thus China cannot alter the situation of coal consumption dominated a leading role in its energy structure in near term.A massive of coal gangue would be produced every year in China with the mining activities. And it’s estimated that almost 360 million tons gangue were dumped in 2003, accounting for 10 percent of the whole coal production. Huge numbers of coal waste piles have more than 2,600 seats, which cover an area of over 12,000 hectares. Worse more, the coal gangue still has an annual growth rate of 100 million tons. Toxic smokes and greenhouse gases are discharged directly and prolongly into the atmosphere due to coal gangue spontaneous combustion. Even worse, waste dump explosion cause massive losses and are able to endanger the safety of workers. For example, one waste dump of the NO.4 Mine of Pingdingshan Coal Group Co., Ltd. occurred twice of explosions in 2005, and about 3.13 million tons of waste rocks were thrown within the range from 100 to 300 meters, eight people were killed and 122 rescuers and miners were burned, and economic losses were estimated more than 3,000 million."

Positive ion sampling studies have been conducted on do discharges containing 0.33 percent sulfur dioxide in helium. Measurements were made for normalized gas pressures from 0.45 to 6.8 torr and discharge currents from 5 to 40 ma. Ion species observed included SO+, S+, SO2+, SO3+; O+, and 0+, 02+. Studies were conducted on the functional dependence of the various ion species with respect to axial distance, pressure, current, and gas flow rate. Interpretation of these results is consistent with the assumption of SO2 dissociation. Deposition of sulfur compounds was observed in the plasma container during these studies. The present results are compared with previous studies which have been conducted in SO2.

"The aim of this study is to give a better understanding for the behaviour of the composite material RRS and the synergy effect of its components while an excavation face advances during tunneling. The lower part of the Q-system scale (i.e. Q-values of 0.4 or less for a tunnel span of 10 m) is commonly used for tunnel applications in softer rock formations. This is implied in the updated Q-chart, where the dimensioning of rock support by using Reinforced Ribs of Shotcrete (RRS) comprises the use of fiber reinforced shotcrete, S(fr), rock bolts and shotcreted beams reinforced with steel rebars. The newest part of the lower part of the Q-chart gives more information on required support compared to older Q-system versions. The RRS can be described as a three part composite material with the 3rd component being the reinforced concrete beam (with no fibers) and with steel rebars that are placed in groups and sprayed with pneumatically applied shotcrete in layers. The RRS usually have a total thickness varying between 0.20 and 0.50 m and a width between 0.25 and 0.60 m respectively. They are placed at different distances along the tunnel axis depending on the rock mass quality.In this study, an effort has been made to simulate RRS in a numerical code and to study its behaviour in a real case study. A double tube, triple lane tunnel in weathered tuff has been chosen as reference material for testing RRS under changing load. This was done by writing a FISH subroutine which is implemented in the discontinuous numerical code Universal Distinct Element Code (UDEC) that takes into account the characteristics of the reinforced beam (height, width, number of steel rebars, and spacing) in the calculation process. A rather extensive parametric study has been run by using the same key input rock mass parameters and in situ stresses (?H/?v = 0.5), and changing only the RRS key input parameters in order to simulate the changing loads during the face excavation process in tunneling. The critical part of this numerical modelling work that is under investigation in this study, is the period just after the excavation: i.e 4 hours; 16 hours after excavation; and finally after the complete curing (28 days) of the cement based components. The RRS are installed in three consecutive steps as follows: a) the application of S(fr) on the rock surface in order to even it up for the RRS application; b) radial bolting; and c) installation of the reinforcing steel rebars, that form the reinforced beam.The results show that: a) the S(fr) is almost overloaded in the first 4 hours after application in both tunnels; b) on the S(fr) and steel rebars, the stresses, axial and shear loads, as well as moments are decreasing after 16 hours and 28 days; and c) the bolts loads are increasing with time. The observed reduction in stresses and loads in both the S(fr) and reinforced beam is surprising. A possible explanation is that tunnel arches are self-supported to a lesser extent as time progresses due to redistribution of stresses in the nearby rock mass through the radial bolts. The loads in radial bolts are increasing by almost 25%. This can be seen from the overall results as we observe an increase in maximum principal stresses, displacements, shear displacements along joints and hydraulic apertures compared to tunnel baseline that has no support of any kind."

"In contrast with the well-publicized Pittsburgh coal, and the Everglades of Florida, most coal-forming swamps of Cretaceous time in western North America occupied relatively limited areas. They formed in areas of irregular subsidence, bounded by the changing levee systems of meandering streams. Coke quality is determined by the physical and chemical behaviour of the vitrain during thermal decomposition. Vitrain is at least in part a colloidal substance, originally containing large proportions of water; its formation and survival depend on maintaining a shallow cover of stagnant water up to the time of burial. Heat from swamp fires or subaerial dyhydration could destroy it or impair its quality. Observed patterns suggest that the metamorphism is almost entirely thermal, and that there is little relation to tectonic stresses, or loading. These coals had probably achieved essentially their present rank prior to deformation. Evidence of frictional heating along the thrust planes is minimal or absent. Normally, coal beds are aquifers. Oxygen carried into the subsurface becomes available and reacts with the vitrain to destroy its natural thermoplastic properties. The tolerance of oxygen without loss of thermoplasticity is inversely related to the volatile content. Significant lateral variations of coal thickness are common and sometimes occur in short distances. In deformed areas these thickness changes are more commonly due to differential tectonic stress rather than to original thicknesses of coal. Locally, coal is known to have flowed into cavities, or fractures. These principals are discussed in relation to coal deposits of western Alberta and eastern British Columbia."

"Although soil improvement and its application to deep foundations is gaining popularity in the engineering community, this technique is not widely used in high seismic regions due to lack of fundamental understanding of both the behavior of improved soils under high-strain cyclic loading and the interactions between the pile, improved soil, and unimproved soil. This paper describes part of an ongoing Network for Earthquake Engineering Simulation (NEES) project, where two identical full-scale steel pipe piles were driven at a soft clay site in Oklahoma. The soil surrounding one of these piles was improved using the cement deep soil mixing technique in order to enhance its lateral load behavior. Both piles were tested for seismic resistance using dynamic and quasi-static loading.The pile in unimproved soil provided larger displacements with limited lateral force resistance. This pile was subjected to lateral displacements of up to 400 mm, but experienced minimum inelastic actions. On the other hand, the pile in improved soil reached its lateral capacity at a displacement of 100 mm, at which point the critical region at the base of the pile just above the improved ground experienced buckling and fractured due to low cycle fatigue. Compared to the pile in unimproved soil, the improved ground increased the system strength by 42%. Although the soil was improved over 2900 mm, the effective improvement depth was approximately 1300 mm below the ground surface.In this paper, it is demonstrated that the effects of block type soil improvement of limited horizontal and vertical dimensions can be described using a simplified theoretical approach involving a modification to the well-known p-y representation of soil response. An example using this method is presented and shown to give adequate support to a standard 12-inch diameter steel pipe pile embedded in soft soil,IntroductionPilings are the preferred foundation support for many civil engineering structures including highway bridges, railroad bridges, and port wharves. These structures and their foundations are subjected to forces created by earthquakes, wind, waves, water current, vessel impact, ice, and gravity. All loads applied to the superstructure must be transmitted to the foundation where they are resisted by the surrounding soil. With significant lateral loads, use of pile foundations may be the only solution to transmit large structural loads to competent soils. Piles supported by competent soils are relatively easy to design and costs are often attainable. However, thick layers of weak soils such as soft clays are widespread in high seismic areas (e.g., San Francisco, southern Nevada, Washington, Eastern Missouri, and Arkansas), exacerbating design challenges. Soft clays reduce the lateral resistance of the pile-soil system, making the pile foundation less cost effective. In this case, the current design practice is to use an increased number of larger diameter piles, which is a costly alternative (see SDC, Caltrans 2010). An innovative and more cost-efficient solution to this problem is to improve the soil within a short depth surrounding the foundation, thereby increasing its lateral stiffness. Some well-known methods for improving soil include deep soil mixing, stone columns, and simple soft soil replacement with select granular material."

Separation of oil shale from waste material or into high grade and low grade fractions can have a major influence on the economics of the surface (ex-situ) retorting process. Different components of shale rock vary significantly in physical and surface chemical properties such as specific gravity, color, water wettability etc. Various techniques which utilize the difference in one or more of the above propartis have been proposed to preconcentrate the oil shale before retorting. A discussion of the techniques proposed such as gravity separation, sorting and froth flotation is presented.

Choosing a mining method for an underground ore body is a complicated and often iterative process. Advances in technology give the design team an overwhelming array of possibilities for methods and equipment. Hecla&apos;s recent discovery of the deep Gold Hunter ore body has given the staff at the Lucky Friday Mine the exciting challenge of determining the optimum mining method. Taking an ore body from prospect to production requires traditional resource characterization, including drilling, delineating and modeling. Developing the mining plan is an evolving process, changing with each new piece of information as the project progresses through exploration and development.

Panel-scale modeling of stress changes induced by longwall coal mining is a challenging problem, particularly in deep mines of the western United States. Two common approaches to this problem are the empirical and boundary element modeling methods. One boundary element method, LaModel, was recently calibrated to field measurements at a mine in Colorado (Larson and Whyatt, 2012). However, the calibrated overburden properties were extreme, resulting in very low estimates of gob loading. Next, the empirical method was calibrated to field measurements and applied to the problem, but this approach clearly extrapolated this method well beyond the characteristics of underlying cases. This paper examines a third option, the elastic continuum boundary element program Mulsim. The program was expanded to handle LaModel-size meshes in a version dubbed Mulsim/ Large. Properties for the elastic, homogeneous overburden model in Mulsim were estimated as a thickness-weighted average of typical published elastic properties for each major stratum. These properties, along with a commonly used pillar strength equation and coal properties, produced the measured load transfer distance and reasonable gob loading without further calibration. Given the number of input parameters required for all of these methods, it is not surprising that LaModel and the empirical approach could be adjusted further to incorporate similar gob loads. However, these extraordinary measures failed to bring gate road pillar loading in line with Mulsim results. Differences in pillar load estimates continued to be significant (as large as 65% in this study). These results demonstrate that, for this particular case, the choice of analysis method impacts results in ways that cannot be removed by calibration of input parameters. Finally, the natural fit between the Mulsim model and mine conditions suggests that approximating overburden at the particular site used for this research as an elastic continuum is superior to the alternatives examined.

Stonegate Agricom Ltd. is currently conducting exploration and development drilling of the Paris Hills Phosphate Project (Paris Hills Project) located in Bear Lake County, southeastern Idaho, 3.2 km west of the towns of Paris and Bloomington, Idaho. The project is located adjacent to a highway and 19 km by paved highway to Montpelier, Idaho where the Union Pacific Railroad system is located. Power and water are available locally. The nearest metropolitan centre is Salt Lake City, Utah approximately 225 km by road to the south-west of the property. The Paris Hills Project encompasses an area of approximately 856 hectares. Property holdings consist of three (3) patented lode mining claims and 16 contiguous fee parcels (some with federal phosphate leases). Active open pit phosphate mining operations are located in surrounding counties in south-east Idaho and are owned and operated by Agrium Inc., Monsanto Company and J.R. Simplot Company. The Paris Hills Project is located near the centre of the Western Phosphate Field which constitutes the most extensive phosphorite beds in the United States. Phosphate beds of the Western Phosphate Field occur within the Phosphoria Formation of Permian age and extend over an area of more than 350,000 km2 including extensive areas of Idaho, Utah, Wyoming and Montana. At Paris Hills the phosphate mineralized beds occur in the overturned limb and the horizontal limb of the Paris Syncline. Grades and thicknesses in both the western overturned limb and the eastern horizontal limb of the anticline are similar. The vast majority of potential mineralization occurs in the horizontal limb which underlies most of the property holdings. Mineralization in the overturned limb has a strike length of over three (3) kilometres and extends from the surface to a depth exceeding 300 m depending on location along the north-trending strike of outcrops. Depths of the horizontal limb range from surface along the north side of Bloomington Canyon to estimated depths of 915 to 1,035 m at Paris Canyon. The property contains an Inferred resource of 109.6 million tonnes at 23.6% P2O5 over two mineralized horizons. The phosphate zones have a strike length of over 3 km and extend from surface to a depth of at least 900 m. Drilling commenced late in the 3rd quarter of 2010 and is planned to continue through 2011. The drilling was planned to target an area of potentially higher grade phosphate mineralization and better define and upgrade the current resources.

There has been significant progress made with narrow vein gold mines in which a second option for crushing has begun to attract attention. To ensure the profitability of a mine that has based its economics on the absence of a crusher station, more than just best blasting practices are required. Using a blasting operation itself as a primary crusher would undoubtedly save enormous capital costs as well as eliminate some of the costs of crushing ore with the result that considerable savings might be realized. The challenge would be to define the conditions necessary to make this type of operation feasible by providing consistent blasting methods that result in a significant paradigm shift with respect to both blasting and current underground crushing methods. A break model has been developed and applied as a technique in designing blasting patterns based on a unit charge blasting geometry and stress reflection from free faces. There are four components to this model and these are 1) unit charge, 2) thermodynamic/energy, 3) stress reflection, and 4) radial break. Some important changes in timing between holes and rows based on rock properties and the percentage of burden moved were also used. On-site testing at a narrow vein gold mine in Quebec Canada, provided measured parameters for the model. No underground crusher was planned - relying only on the fragmentation profile generated by ring blasting. As part of the Bureau of Mines research on identification of asbestos fibers, a method was discovered for removing asbestos fibers from water. This report describes this process and its theory of operation. The surface charge of amphibole minerals in potable water was found to be negative, and in common with most other silicate minerals, the isoelectric point of amphibole asbestos fibers lies in the pH range 4 to 6. Magnesia is one of the rare oxides with a high isoelectric point of about 11. The surface of magnesium oxide will, therefore, be positively charged in water at pH 6 to 6, while the electric charge an. amphibole asbestos fibers is negative. Because of the electrical attraction of these oppositely charged solids, it was possible to remove negatively charged asbestos fibers from water by percolating water that contained suspended-asbestos through a porous bed of magnesium oxide particles. A bed of 100/200-mesh MgO was added to a glass tube with a cotton plug. Aqusous suspensions of 1 to 10 ppm cummingtonite asbestos (amosite), crocidolite, and chrysotile were percolated through this porous plug of MgO. Even though chrysotile is positively charged below pH 11, MgO is an effective filter medium for removing it. The highly basic MgO appears to cause the chrysotile to flocculate and attach to particles within the bed. Scanning electron photomicrographs indicated that essentially complete removal of the fibers from water was accomplished. Other materials tested as contact filter media and found to be ineffective or only partially effective were sand, calcite, carbon, diatomaceous earth, and cellulose. Acidic alumina collected amphibole fibers but not chrysotile fibers.

The Kiruna area is an important mining province in northern Sweden, which is dominated by Fe- and Cu-Au deposits. Economically most important for the region, are the apatite iron ores with an annual production of c. 43 M ton of crude Fe-ore and a total production of more than 2000 M ton of ore the last 100 years. The apatite iron ores in the Kiruna area are dominated by either Magnetite or Haematite and contain varying amounts of apatite giving them a content of Fe and P, which varies between 30-70 % and 0.05-5 %, respectively. A typical geochemical feature of the ores is the strong enrichment of REE that is caused by a high content of REE in apatite and the occurrence of Allanite and Monazite containing 22.4 and 69.8 wt% REO, respectively. At Kiirunavaara, the content of REE in apatite varies between 0.07 to 1.57 wt% REO with a dominance for the light rare earths. The variation in REE-content of apatite depending on textural and paragenetic aspects is not known but apatite grains may display a strong LREE-depletion due to hydrothermal alteration. Monazite occurs as rod-shaped or tabular inclusions in apatite and is suggested, to have formed in response to hydrothermal alteration of apatite after the emplacement of the ore. Inclusions are mainly found in the central part of apatite grains occurring in veins and schliren, while they are rare in apatite occurring disseminated in the ore. Monazite also occurs as larger grains outside apatite and together with Allanite is found in texturally and paragenetically different settings within the ore. These occurrences of REE-minerals may largely be a product of LREE mobilized by alteration of apatite after the emplacement of the ore. However, REE-minerals including Allanite and Monazite might also have formed directly from late magmatic fluids. Minerals processing organisations will be more and more under intense competitive pressure. Major changes are being experienced with intense respect to resources, processes, production strategies and markets. As result of international competition, only the most productive and cost-effective operations will survive. That is why operators in the minerals industry have always aimed to obtain better performance from their processes along the mineral extraction cycle starting from exploration up to the smelting step if any. A principal ingredient and perhaps the most important one in the process of evolution toward improved productivity is the achievement and implementation of an error-free production synonym of an ignorance-free operation. This is, at the same time, a guarantee for quality, a minimising factor for waste materials production, handling and disposal, and a maximising factor for labour utilisation. The notion of ?error or ignorance-free? -usually identified as a ?made in Japan? manufacturing mythology, will sound, at first impression, like a pious ideal, to be striven for but impossible to attain. Nevertheless, the introduction of measurement and detection technology in the minerals industry along the last century should benefit from the today?s sensors and control systems that explosively expanded beyond their traditional production base into far-ranging commercial ventures. The fastness and spread of those technologies will play an important role in the survival of innovative plants. Their role in information assimilation, and control of operations to maintain an error-free production environment, will help many plants to stay effective on their competitive course. In this paper the feasibility of the zero process ignorance concept as applied to the comminution circuits will be discussed and the challenge behind this ambitious move toward improved productivity will be outlined. As part of a much larger research project, factor analysis was employed to help interpret and compare the geochemical signatures produced by two different sample media; a traditional -80# soil fraction, and a coarse float. Both sample types were collected by hand auger from the extension zone of the Redmoor sheeted-vein complex and analyzed -for 19 major and trace elements. The rationale behind the study infers that the geochemical anomalies produced by wallrock alteration around such targets can be better detected in the lithogeochemical rather than the soil environment, sometimes at considerable distance from their source.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

Lode and placer tin deposits of the western Seward Peninsula, Alaska, have produced more than 2200 tons of metallic tin and constitute the only known domestic deposits of economic grade and size. The lode deposits consist of quartz-topaz greisens containing cassiterite and wolframite as well as numerous base-metal sulfide minerals, and most are in or near altered biotite-granite that forms isolated stocks or in rhyolitic dikes near granite. Within the main lode-producing area in the central York Mountains, nonpegmatite beryllium deposits, consisting principally of fluorite, chrysoberyl, diaspore, tourmaline, and white mica, with minor euclase, bertrandite, phenakite, hematite, and todorokite, are distributed zonally around the tin deposits and locally are transitional with them. All the known beryllium deposits are replacement lodes in carbonate rocks. In the area discussed, both tin and beryllium deposits are localized in a structural belt striking N70° to N85°E across the central York Mountains. The belt is characterized by numerous normal faults, which cut extensive thrust sheets, and by dikes of rhyolite, rhyolite porphyry, and lamprophyre that were injected along the faults. Ore deposits are localized where the dikes intrude brecciated rocks beneath thrusts and, although complex in detail, form tabular lodes that tend to lie along the thrusts. The granites contain abnormal amounts of tin, beryllium, lithium, and boron, and the tin and beryllium lodes are believed to be genetically associated with these enriched granites

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. The model is continuous in the par¬ticle size coordinate, L, and is based on the principle of a particle population balance along the particle size coordinate.
