The United States National Institute for Occupational Safety and Health, through an informal partnership with industry, labor, and the United States Mine Safety and Health Administration, has developed and tested a new instrument known as the Personal Dust Monitor (PDM). The new dust monitor is an integral part of the cap lamp that coal miners normally carry to work and provides continuous information about the concentration of respirable coal mine dust within the breathing zone of that individual. Previous laboratory testing demonstrated that there is a 95% con?dence that greater than 95% of individual PDM measurements fall within ±25% of reference measurements. The work presented in this paper focuses on the relationship between the PDM and respirable dust concentrations currently measured by a coal mine dust personal sampler unit utilizing a 10 mm Dorr Oliver nylon cyclone. The United Kingdom Mining Research Establishment instrument, used as the basis for coal mine respirable dust standards, had been designed speci?cally to match the United Kingdom British Medical Research Council (BMRC) criterion. The personal sampler is used with a 1.38 multiplier to convert readings to the BMRC criterion. A strati?ed random sampling design incorporating a proportionate allocation strategy was used to select a sample of mechanized mining units representative of all US underground coal mines. A sample of 180 mechanized mining units was chosen, representing approximately 20% of the mechanized mining units in production at the time the sample was selected. A total of 129 valid PDM/personal sampler dust sample sets were obtained. A weighted linear regression analysis of this data base shows that, in comparison with the personal sampler, the PDM requires a mass equivalency conversion multiplier of 1.05 [95% C.I. (1.03, 1.08)] when the small intercept term is removed from the analysis. Removal of the intercept term results in a personal sampler equivalent concentration increase of 2.9% at a PDM measurement of 2.0 mg m-3.

THE Huitzuco mercury deposits have been described by C. W. Vaupell,1 therefore the general information such as location, history, production, etc. will not be repeated here. The present owners acquired the property when the deep levels of the Cruz mine were flooded, and it was believed that a relatively large tonnage of low-grade ore and fills would be encountered in the flooded section, because of the early mining methods used in the Cruz mine. The mine was partly unwatered and about 187,000 tons of fills was pit-sampled in the San Cayetano stope. These fills average 2.4 kg. Hg per ton. During the period of maximum production at Huitzuco, the ores were sorted in the mine and cobbed into 3-in. pieces, which were treated in Scott furnaces. Large pieces of raw ore are found in the sinter, and it is indicated that both recovery and costs were not very satisfactory. Recent practice has been to treat the ores in closed retorts made of 10-in. pipes. Because of the presence of combined antimony in the mineral livingstonite (HgS.2Sb2S3) and considerable native sulphur, little or no metallic mercury is recovered in the condensers and a second retorting of the condenser muds is necessary. This makes the treatment of the ores expensive and tends to low recoveries of mercury. The principal costs of retorting are, in their relative order: (1) fuel, (2) low recovery of mercury, (3) replacement of retort pipes, (4) labor. METHODS TESTED Three series of experiments have been made, with the object of reducing the costs of recovering mercury and antimony from the ores, by: (1) wet metallurgical methods, (2) bulk roasting in large mechanical furnaces, (3) concentration to reduce the bulk to be followed by roasting in some mechanical furnace. The wet metallurgical methods did not appear feasible because of the high cost of the alkaline solvents used, and investigations of these were not carried beyond the preliminary stage.

Prior to the Civil War, there were several small charcoal furnaces for smelting the brown limonite ore that is found, in comparatively small bodies, throughout the central and north-central portions of the state. During the Civil War, these furnaces furnished charcoal iron to the Confederate Government. No attention was paid to the large bodies of lime-bearing hematite ore that now supplies the bulk of the ore used in the various blast-furnace plants of this district until the latter part of the 19th century. Red Mountain, which is the southernmost and one of the smaller ranges of the Appalachian Chain, lying immediately south of the Birmingham and Bessemer, is the principal source of this ore. The orebody outcrops on the northern face, extends through the mountain, and underlies Shades Valley on the southern side. When it was found that these ores could be worked satisfactorily in the blast furnaces, there was a comparatively rapid growth in the blastfurnace industry in the Birmingham district. As these ores are far more refractory than the limonite ores, this blast-furnace development was accompanied by the construction of beehive ovens to carbonize the coal, in order to supply the necessary fuel. The state's production of beehive coke in 1880 was 60,781 tons; ten years later this had increased to 1,072,942 tons; and, in 1897 the production had reached 1,443,017 tons. In 1898, the first byproduct oven built in the state was put in operation. This plant consisted of 120 horizontal-flue Semet-Solvay ovens, three flues in height by thirty flues in length with an average width of 16 in. The plant was constructed by the Semet-Solvay Co., for the Tennessee Coal, Iron & Railroad Co., and was located adjacent to the blast-furnace plant of that company at Ensley. THE problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancellation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and lack of any immediate prospects of the copper market opening, have led to a universal reduction of forces; and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancelation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the returning soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and who have offered the supreme sacrifice. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Ariz., found it necessary, along with all of the-other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship. The Hemersley Ranges are located in the North West Division of Western Australia and extend, approximately, from latitudes 21¦ 30! to 23¦S and longitudes 117¦ to 120¦E. Their mean height above sea level is'. 2,000 feet, and they rise from 600 to 800 feet. above the gen- eral level of the tableland which extends south-east from the coastal town of Roebourne.. Mt. Bruce, the highest peak, is 4,024 feet above sea level. The ranges are intersected by numerous north-flowing streams, dry during the greater part of the year, which have carved deep gorges, and it is in these that the principal deposits of orocidolite outcrop. The presence -of the mineral was first recorded in 1917., but the deposits remained untouched until 1937 when reports of a strong market demand for-croeido lice resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Daleis Gorges. . It was established also that the blue asbestos belt extended from Willi- Wolli Springs north-west to Millstream Station, i.e.,-over a.:length of 180 miles and a width of 20 to 30 miles. A number of attempts were made to develop aid treat the Yampire and Wittenoom'Gorge deposits from 1938 onwards, but, for a ,variety of reasons, none of these-proved successful. Current production,. is wholly by Australian Blue Asbestos Pty. Limited at Wittenoom Gorge. This company commenced operations at the Wittenoom Mine in 1946, with an output of 601.8 long tons of- fibre,. and later transferred tb the Colonial Mine about one mile to the north-west. Output has been increased steadily to an' average of 12,000 to 14.,000.. long tons; per annum over the past six years. The total Western Australian output to the end of 1962 is reported by the Mines Department as 110,013 long tons valued at úAl2,403,728..

The design of entrainment control processes in copper SX plants has been studied by use of models based on achievable plant performance. A number of alternatives have been assessed for their suitability in minimising the transfer of deleterious species from PLS into the electrolyte. The position of the wash (scrub) stage in the circuit, either before or after the loaded organic tank, has been the subject of considerable debate. The modelling shows that at ænormalÆ entrainment levels, the performance of the circuits are very similar. However at high entrainment levels the selection of the wash after the loaded organic storage has significantly lower transfer of contaminants. When considering the inclusion of a loaded organic coalescer the results of the modelling again show that the best circuit has the loaded organic storage/coalescer before the wash stage. The overall control of EW contaminants includes both a wash stage and an EW bleed flow. The total water use for these two flows is shown to go through an absolute minimum. The minimum flow rate is not greatly dependant on the total entrainment from the SX settlers. This can be a useful operating strategy if the quantity of high quality water for make up is limited by the capacity of the water treatment plant (eg RO). However the minimum cost option is to maximise the flow of water to the wash stage and minimise the EW bleed stream. The main driver for this is the cost of the cobalt sulphate contained in the electrolyte. Some results from the latest circuit modifications at the Nifty and Girilambone Copper Projects are presented to confirm the benefits of using both coalescing systems and a wash stage. The EW bleed has been reduced to a level that is less than the loss internally in the SX stage to stage entrainment. There has been an occasional need to add chloride to the EW to maintain sufficient concentration to act as a growth modifier.

"Representatives of various industries and the Canadian coast Guard formed a Bulk Cargoes Committee three years ago. In 1976 and 1978, I have attended the meeting which take place once per year here in Ottawa as representative of the Canadian Mineral Processors, Dave Hendricks from Granisle accepted the charge in 1977. Our Secretary, Bob Bruce, has suggested repeatedly that I report to the Membership on the deliberations to this group. Twice I found good excuses; this year I did not. I was reluctant to address you since the Committee's deliberation proceeded at a pace which might be identified as Government squared. The Committee advises a Government agency which in turn negotiates with foreign Government agencies.At the outset, I will describe the developments which led to the formation of the Committee and its purpose.The Canadian Mining Industry ships annually millions of tons of products to overseas customers; be it iron ore, coal, fertilizer, or base metal concentrates. Most loadings are in vessels of foreign registry and all will be directly affected by Canadian or International regulations of the transport of such bulk commodities. The major shipping nations are members of an Intergovernmental Maritime Consultative Organization (IMCO). This organization elaborates regulations which govern shipment of all cargo, bulk materials and concentrates included. At IMCO'S deliberations, Canada has one vote, one voice on the Consultative Committee and is represented by our Coast Guard. The Coast Guard has over the years been in contact with industries when discussions concerned shipment of bulk cargoes. In the early sixties, a ""Concentrate Committee"" did exist. It consisted of metallurgists from a number of mining companies and Government representatives. This committee was instrumental in the development of what became known as the ""Concentrate Code"", legislation which has evolved into the Canadian Bulk Cargoes Code as it is known today. The concepts of the flow moisture point and transportable moisture limit originated from its work. Incidentally, both criteria are widely accepted and utilized world-wide. The Concentrate Committee faded away once the Concentrate Code has been adopted."

Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

The number of completions in 1944 in Ohio was only slightly greater than completions in the preceding year, but the initial daily volumes both of oil wells and gas wells declined considerably. The dry-hole ratio was a little lower than in 1943, even though in the year under review considerable effort was made to find new production. No new areas of consequence were discovered. Thirteen new gas pools, the largest of which was 1000 acres and the average 565 acres, were opened during the year. Eleven of these pools were in the Clinton sand, one was in the Oriskany, and one was in the Berea. Approximately 15 small pools might also be rated as discoveries, but because only one or two wells have thus far been completed in each, they cannot at present be properly evaluated. The latter pools average about 120 acres each. Some extensions were made to existing gas pools. The number of oil wells drilled was only one less than in 1943, yet compared with the year 1941, when twice as many oil wells were drilled, the difference is startling. Effective Aug. I, 1944, a blanket subsidy was granted of 35¢ per barrel on all Cleveland-Chatham, Coming, and Lima grades of oil, and 75¢ per barrel on Pennsylvania grade crude. The subsidy was authorized by the Office of Price Administration, with reimbursement to purchasers of the various grades made through the Defense Supplies Corporation, a branch of Reconstruction Finance Corporation. For several years the small operator, particularly the owner of stripper wells, was in a serious position. The subsidy has been a means of real help and, in addition to aiding the operator, it has prolonged the life of many small wells that otherwise would have been abandoned, with consequent loss of daily production and unre-covered reserves. This study of engineering education arose out of the action of a joint committee on engineering education, representing the principal engineering societies. The committee had gathered so much material that it decided the work could best be carried out by some one trained in applied' science, who would devote his entire attention to the study.. The Carnegie Foundation therefore asked Prof. Charles R. Mann, of the University of Chicago, to undertake the work. After making a thorough study Prof. Mann has made a most comprehensive report. In it he says: The engineering schools of the United States began their work upon a definite teaching plan and one that had at least pedagogic consistency. But during the past half century the course of study has been overlaid with many special studies intended to enable the student to deal with the constantly growing applications of science to the industries. As a result, the load upon the student has become so heavy that there is a feeling that the students fail to gain a satisfactory grounding in the fundamental sciences and do not fulfil the expectations of engineers in d manufacturers in dealing with the practical problems with which they are confronted on leaving school. At present 60 per cent. of those who enter the schools fail to graduate, still many of them persist in engineering and make a success of it. It is evident, therefore, that the present systems of admission are not satisfactory. If a group of schools will take up the careful study of their entrance systems and experiment with objective tests and records of the students' youthful interests and achievements, the percentage of elimination can be reduced to at least a fourth of its present size, with an enormous saving of time, energy, and money for both student and school. The number of required credit hours per week should be less than eighteen, preferably sixteen. The few experiments that have been made indicate that college students do their best work when not more than five subjects are studied at a given time.

The Ti-C phase diagram exhibits a peritectic point at 1750°C and 0.8 pct C, and a peritectoid point at 920°C and 0.48 pct C. The maximum solubility of carbon in a titanium is 0.48 pct. The 6 region containing the Tic compound (20 pct C) extends to 11 pct C at the peritectic temperature. THE interest in the Ti-C alloy system stems from the fact that carbon occurs as an impurity in titanium alloys when graphite electrodes or graphite crucibles are used in their melting. Since titanium-base alloys are still in the development stage, some virtue may be found in carbon addition to titanium. The Tic compound is currently emerging as an important powder metallurgy base constituent similar to the WC compound. Ehrlich' identified the phases and structures present in the Ti-C system. The peritectoid region of the phase diagram was investigated by Jaffee et al." A preliminary diagram based on theoretical considerations was proposed at the outset of this research." The Tic compound has been investigated extensively and has been reported on in a large number of papers. Experimental Procedure Arc-melted alloys of 24 compositions in the range 0 to 20 wt pct C were investigated using metallography, X-ray diffraction, and, for the liquidus and solidus regions, incipient and complete melting. All alloys were prepared from iodide titanium (New Jersey Zinc Co., 99.95 pct Ti minimum) and spectroscopic grade carbon (National Carbon Co.). To prevent carbon spattering during arc melting the carbon was encapsulated in titanium. For alloys containing less than 1 pct C the powder was inserted into a capsule formed by drilling a hole in the as-received rod. For higher compositions, capsules were formed from titanium sheet. Arc Melting: The charges were melted in the copper-hearth cold electrode furnace shown in Fig. 1. This furnace is similar in principle to the all-metal unit adapted for titanium melting at Battelle Memorial Institute.' THE object of this note is to set forth some particulars of the effect of light on cinnabar occurring in a deposit of this mineral at Puhipubi, in the North Auckland peninsula of New Zealand. This deposit is contained within a gently-inclined sheet of siliceous sinter forminga hillock called Mount Mitchell, and is particularly notable in that it is an instance of the simultaneous deposition of cinnabar and silica on a large scale. The mercury-bearing material varies in character from semi-porous sinter to dense translucent cbalcedony, of which the former is stained to various shades of pink, the latter to brilliant reds and vermilion. On exposure to daylight-and particularly to sunlight - these colours change to corresponding shades of translucent bluish-grey. As a direct result of this change the Mount Mitchell deposit remained unknown until some ten years ago, for, while prospectors early discovered cinnabar in the adjacent city and in a neighbouring stream bed, none of them recognized this mineral in the bluish chalcedony strewing portions of the surface of the Mount. The writer has carried out a series of experiments designed to indicate the cause and nature of this change, and to form a basis for the elaboration of more delicate experiments which would yield positive information. Circumstances, however, have so far combined to prevent the continuation of the research, and, as there seems little prospect of the writer being able to do more work on the subject, it seems well to publish the data so far obtained. Prior to describing this colour change, the writer would point out the desirability of restricting the meaning of the term cinnabar to the naturally occurring red sulphide of mercury; this would eliminate the ambiguities which arise from its indiscriminate application, in chemical literature, to both natural and artificial sulphides. Further the term cinnabarite having long since fallen into disuse, there appears to be no good reason for retaining the companionterm "metacinnabarite" when reduction to "metacinnabar" would preserve the meaning in a less clumsy word.

Practically all tin-base babbitt metals used in engine bearings are made to customers' specifications, which are many and varied. The copper ranges from 3 to 8 per cent. and the antimony from 4 to 13 per cent.; generally, the babbitt with lower copper content will contain from 4 to 8 per cent. antimony and that with higher copper will have from 7 to 13 per cent. antimony. The allowable lead content varies from 0.20 to 2.00 per cent. If a solder is used as a bonding material instead of tin, the resulting material in the finished bearing will have a higher lead content, but it would not be enough to bring the lead above specifica-tional limits. Impurities such as iron, arsenic and bismuth should be determined in the tin before using to insure a uniform and high-grade product. These points must be considered when segregating and grading the waste that comes from the finishing operations on lined bearings. Classification of SCRAP Because of the extremely rigid nature of most of the specifications for bearing linings it is necessary to use the purest of materials as a base for all compositions. The problem of handling secondary metals is confined almost entirely to the recovery of drosses, spills and turnings incident to the manufacturing operations. As a matter of convenience the waste or scrap may be divided into 10 grades, as follows: 1. Tin from pots where tinning operation is carried out. 2. Tin and babbitt spatters from babbitting operation. - 3. Tin skimmings combined with burned zinc chloride. 4. Borings and reamings. 5. Gates from die-cast bushings and bearings. 6. Drosses from die-cast pots, babbitt foundry pots, and pots in babbittiug room. 7. Babbitt with small amount of bronze from machining operations. 8. Babbitt and bronze borings. 9. Scrap bronze-back babbitt-lined bearings. I 10. Scrap die-cast bearings and bushings. The mining industry was one of the first to be directly regulated by legislation in the 19th century when British public opinion was mobilised by reformers seeking social change. In the next wave of mining safety legislation, account was taken of technological advances in the industry, but again, the amendments were in large measure driven by public expectations following a series of disastrous mining accidents with great loss of life. The result was the prescriptive and detailed type of regulation that has, to a great extent, remained with and become a way of life in the mining industry of today. In 1970, the then British Government appointed Lord Robens, a former Chairman of the National Coal Board, to head a Committee of Inquiry to consider the arrangements then in place for preserving the safety and health of people at work and to consider and make recommendations on the need for change in the legislation governing such matters. The result was the 1972 report Safety and Health at Work which, in turn, resulted in the Health and Safety at Work etc Act 1974 (UK). This Act, which embodied the now familiar concepts of consultation with the workforce on matters relating to health and safety and the statutory application of the previously existing Common Law concept of the duty of care, became the model for much occupational health and safety legislation in many places around the world, including the various States of Australia. As a result of the `Robens style' of legislation, the regulators of the mining industry have had the opportunity to become less prescriptive and to introduce an `enabling' style in their statutes. This has not always been welcomed by the industry which has, to some extent, missed the comfort of knowing exactly what is required of it in order to ensure compliance with the legislation while appreciating the `self-regulatory' opportunities that the new style of regulation offered.

The various modifications of the art of photography have become within the last few years the indispensable allies of every art and science. But, before the introduction of the process which is the subject of this paper, there was, so far as I am aware, no satisfactory means by which certain photographic negatives could be made to yield, without the intervention of the skilled draughtsman, electrotypes suitable for surface-printing. I refer to negatives taken from originals, such as natural objects, or or lithographs, in which the lights and shadows are not represented exclusively by lines and dots, such as can be photo-engraved. The greater usefulness to engineers and manufacturers of electrotypes as compared with lithographs is evident. The electrotypes can be kept indefinitely and used in the production of many thousand copies. They can be duplicated at trifling cost. They can be placed for printing together with the " forms " of type, or included in these, upon an ordinary press. Finally, they are cheap, when made mechanically from a suitable original. Various methods have been adopted for the preparation of such a secondary original (as it might be called) in cases where the first original is unsuitable for photo-engraving. Thus, for instance, portraits have been produced in electrotype from ordinary photographs as follows: A large negative is made of the original (say a carle de visite of a person deceased), and a proof taken, but not " fixed." Over this proof a skilled artist draws the portrait with a pen, producing a picture which resembles a line-engraving. The photographic proof, which has served merely to guide the artist, is now obliterated, and the pen-and-ink drawing is photo-engraved. Electrotypes thus produced often retain the likeness in a wonderful degree, and give spirited and satisfactory pictures. 1 may instance, as examples, which many will recollect, the portraits of our deceased members,

WHEN a molten zone traverses a long, solid ingot in a level, open boat the ingot becomes tapered. While the taper may be slight after one zone pass, it can be appreciable after repeated zone passes, even to the extent of causing an overflow of matter at the end of the boat. It will be shown here that such matter transport by a molten zone arises from the volume change on melting and that it corresponds in magnitude and direction to the magnitude and sign of the volume change. It will be shown also that the mechanism of matter transport is basically similar to that of solute transport by a molten zone, which has been discussed elsewhere,1,2 and that the two processes can be described by similar equations. Finally it will be shown that matter transport can be prevented by inclining the ingot at a critical angle. Contraction on melting results in forward transport, that is, transport in the direction of zone travel; expansion on melting results in reverse transport. The way in which forward transport arises from the contraction on melting may be seen as follows: At the starting end of a solid horizontal ingot of uniform rectangular cross section of height h., form a molten zone of length 1, as shown in Fig. 1. The height h of the liquid will be h. where a is the ratio of density of solid to that of liquid. Advance the molten zone, at constant length, a distance dx. The volume of solid melted will be hdx; the volume of solid frozen will be Izdx, because the height of the freezing solid will tend to be equal to that of the liquid. THE genesis of some orebodies has been explained by the mingling and chemical interaction of water solutions of different compositions and the consequent precipitation of the mineral load of one or both solutions at their confluence. While this process can be proved in the laboratory, rarely can a positive demonstration be found in nature, for the conditions at the time an ore deposit is being worked are usually entirely different from those that existed when the orebody was formed. For this reason, the present deposition of copper carbonate in the southern end of the Briggs Mine of the Calumet and Arizona Mining Co. near Bisbee, Ariz., is of great interest. The developed orebodies in the Calumet and Arizona mines are roughly confined to two broad parallel zones separated at the north by a wedge of. Copper Queen ground and at the south by an undeveloped block of Calumet and Arizona ground about 2000 ft. (610 m.) wide. The more westerly zone includes the Irish Mag, Oliver, P. and D., and Cole mines, none of which have been operated since 1919. Much of the water from this division is carried from the 1400-ft., or bottom, level at the southern end of the Cole mine in a long water drift through the undeveloped block to the 1300-ft. level of the Briggs mine at the southern end of the more easterly zone.. Most of this water comes originally from outlying areas in the P. and D., mine, passing through parts of the lower levels of the Cole mine, which are heavily mineralized with iron and copper sulfides. This sulfide zone has been opened up and slowly oxidizing for years. Originally a pure, potable water, the analyses of which are shown under A in Tables 1 and 2, on its way through the mineralized area in the Cole mine it gathers copper, calcium, magnesium, iron, and aluminum sulfates, a load of dissolved mineral salts almost four times as great as that which it formerly carried; analyses B

Many operating hard-rock sulfide mines are predicted to require perpetual post-closure management to prevent environmental degradation. Causes include evaporative concentration of metals and other solutes in pit lakes, and acid rock drainage from sulfide waste-rock, tailings, and pit benches. Dilemmas posed by the prospect of perpetual management include: uncertainty in predictive models typically prevents reliable bounding on forecasts for the timing or magnitude of environmental impacts; comprehensive closure designs that can meet environmental standards may not be economically possible, particularly when applied retroactively to mines permitted under less stringent closure requirements; the publication of site-specific environmental analyses in peer-reviewed journals are discouraged in the current regulatory environment, hindering scientific advancement; and the durability of financial and government institutions cannot be assured for the long-time horizons over which mine impacts are predicted to occur. Re-evaluating mine closure in a framework of sustainable development (as proposed by the Mining Mineral Sustainable Development forum), can resolve, in part, these dilemmas. Key sustainability goals include: assurance of the social and economic well-being of the local community; assurance of the long-term environmental integrity of the region; and establishment of institutions capable of addressing (and learning from) long-term environmental management. Under a sustainability framework, impractical plans for immediate attainment of perpetually-stable closure may be replaced with a fund for long-term management of environmental impacts (eg through contaminant migration controls and exposure barriers), and a set-aside long-term growth reserve intended to eventually fund more complete closure. Fund expenditures would follow Adaptive Managementùa template for environmental-management institutions in which knowledge accumulated and uncertainty acknowledged explicitly. Under adaptive management, trusts would be flexible entities, supporting an evolving program of monitoring, predictive model refinement, and treatment. Periodic value of information analyses would target data collection efforts, refining the balance between predictable cost and uncertainty. This framework could overcome present-day financial shortcomings, enhance the field of environmental science, and meet the needs of future generations through the propagation of capita.

Discussion of the paper of T. D. YENSEN, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 483 to 512. JOHN A. MATHEWS, Syracuse, N. Y.-Concerning the critical composition of the steel containing 2.50 per cent. of silicon, I may say that 12 or 13 years ago we made some of these alloys. They. were not as pure as the alloys made by Mr. Yensen, nor were they melted in vacuo, but one of them contained exactly 2.50 per cent. silicon, and about 0.25 per cent. carbon. It gave us no trouble whatever in hammering to a billet or rolling into bars, nor even when rolling into ¼ -in. wire rods. The steel in question was practically free from everything except carbon or silicon and contained no manganese sulphur or phosphorus worth mention. The alloy containing 2.50 per cent. of silicon worked perfectly well, as well as one containing 0.5 per cent. silicon, and it seems to me that further work should be done by Mr. Yensen on the physical properties of alloys at this seemingly critical change point. W. E. -RUDER, Schenectady, N. Y.-We -have made silicon steels of practically every composition and have never obtained any material under 5 or 6 per cent. of silicon which was brittle. This may be due, of course, to the presence of carbon, in some of the 'commercial materials, and I presume that Mr. Yensen would argue that the: presence of this carbon might prevent inter-granular brittleness. However, all of our silicon steels, up to 5 per cent. of silicon, by treatment in hydrogen at temperatures near the melting point, can be made to show inter-granular brittleness. Furthermore, the material made brittle in this way could be restored by treating at the same temperature in hydrogen containing a hydrocarbon vapor. BURKE BAKER, Philadelphia, Pa. (written discussion*).-The small briquetting plant of the American Briquet Co., at 25th Street and Washington Ave., Philadelphia, was built primarily as a demonstration plant. Its output per hour is 4 tons of 2-oz. briquets, which have been retailed in the, vicinity during the year the plant has been in operation. They have proved very acceptable for use in ranges, heaters and grates in-home, and in steam heating plants in apartment houses and hotels. They have not been sold for power purposes, although satisfactory tests have been made in. this field. Anthracite silt is used and is shipped direct from breaker or washery, the only preparation it receives being the removal f excess moisture by means of a Ruggles-Coles rotary dryer. Care is taken, however, to purchase silt containing less than 18 per cent. ash. The method is covered by U. S. Patent No. 941454, issued to Chas. E. Hite, and is known as the "emulsion process." The binder, which is the, basis of the patent, is composed. of 0.5 per cent. cornstarch or wheat flour; 1 per cent. asphaltum or hydrolene, and 6.5 per cent. water, on the weight of coal dust. It is prepared in a tank equipped with paddle agitators and heated by steam jets. The starch and water are first made into a paste by being brought to the boiling point with live steam; the melted asphaltum is then introduced and thoroughly beaten into the paste by the agitators. This rapid stirring breaks. the hot asphaltum into minute particles which are distributed through the paste, producing a smooth chemical emulsion. This emulsion, when dried, is not soluble in water. The binder is mixed with the dry coal dust in a horizontal paddle mixer, 8 per cent. binder to the weight of coal being used.
