Efforts made in the year 1930 and in previous years restricted production in most of the fields of Texas to a point that was satisfactory, at the beginning of 1931, to the majority of producers and buyers. In the Panhandle, North Texas and West Central Texas districts, a few operators with refinery affiliations or contracts either ignored, or by virtue of injunction suits, did not comply with the Railroad Commission's orders, and there was some oil sold at less than posted prices, which, with the Oklahoma City difficulties, caused the first general price reduction. More could have been done perhaps to help the situation on the Gulf Coast and in the Laredo district, but natural advantages are not readily surrendered. East Texas Proration troubles in 1930 were insignificant when compared with those of 1931. In January, 1931, efforts were begun to convince the producers and citizens of East Texas of the necessity of curtailment. Opposition quickly developed and meetings were held in the towns of the region and proration denounced vigorously. Notwithstanding a strenuous campaign for additional legislation waged by many producers, the regular session of the State Legislature refused to strengthen the conservation laws and passed only the Marginal Well Bill, designed to prevent the Commission from prorating small wells. The Railroad Commission held a heated hearing on East Texas in the latter part of March. During April the Commission issued three orders based on the Yates plan for the proration of the East Texas field. Each succeeding order raised the allowable for the field. In June the opposition held more mass meetings at which a plan based on acreage was endorsed. Apparently on the theory that any plan was better than none, the Commission issued an order on July 2 embodying some of the features of the proposed plan, limiting production to 250,000 bbl. per day, and dividing the producing area into 20-acre units participating equally in the outlet. Owing to the bringing in of many wells and the many violators of the Commission's orders, production increased to such an extent that prices went as low as 5c per barrel.

"As the result of the work of an efficient safety organization, the Midwest Refining Co. at its various operations and particularly in the Salt Creek field has been able to show a definite accident reduction. Lost-time accidents during the past year have been reduced to a small number as compared with previous years, and infection cases have been almost eliminated.The accident-prevention work of the Midwest Refining Co. is in charge of the department of industrial relations, with a director as the administrative head; two safety men handle the work directly at Midwest, Wyo. A competent medical staff with a well-equipped hospital at Midwest is also an important factor in the prompt and proper treatment of injured persons when an employee is injured, he is given first-aid and then taken to the hospital with minimum delay.About 1,450 persons are employed in the 4 departments (production, gas, pipe lines, and electrical) and in the 34 districts of the Midwest Refining Co. The work at Midwest spreads over a considerable area, and new drilling operations, pipe work, and similar activities require the services of many small gangs of workers. Complete supervision, of each job, whether shall or large, is possible through the large number of superintendents, foremen, and gang pushers employed; thus, there are 20 superintendents, 78 foremen, and 115 gang pushers. The largest number of men under any one toss is approximately 15, and it is probable that much of the good safety record is due to this intensive supervision. These company officials, including the gang pushers, have been impressed with the idea that it is their duty to see that the men under them do not get hurt; the responsibility of instructing new employees in safety practices is placed directly upon them. Monthly meetings of the field officials, including superintendents, foremen, and gang pushers, and as far as possible the men, of each district are held with the safety engineer. Both officials and men are encouraged to bring up for discussion any practice or proposals looking to the changing of any conditions that will"

(written discussion*) .-I have never seen in print anything that even remotely has approached this article in clearness and important conclusions in conjunction with work done on the sink-and-float test. I have had many hundreds of these tests made and on different specific gravity solutions and the resultant product analyzed, but I have never grasped nor been able to show what this article sets forth. This article brings out one factor very clearly to my mind; what is to take the place of the solutions of different specific gravities used to obtain the laboratory results, when it comes to washing on a large scale, since water has one constant weight only? The answer is, sizing of coal. And as we know the importance of size versus specific gravity of the material to be washed, perhaps defined (practical) lines can ultimately be gotten up so that the sizing, if any, may be determined at the same time as the laboratory work on the coal is being done. (written discussion?).-The authors' deductions are well founded and although they disclaim any wide experience in commercial coal washing, practically all of the data presented are applicable to coals of all parts of this country. The paper clearly sets forth the great necessity of careful preliminary investiga-tion of each contemplated washery undertaking and contains the follow-ing very true statements. "It is not safe to assume that any coal which can he successfully washed on coarse coal jigs can be cleaned more com-pletely by washing at a finer size on tables," and "The effect of finer crushing upon the completeness with which impurities may be separated from coal depends upon two opposing tendencies. First, that the more finely a raw coal is crushed, the more completely will the particles of impurities be detached from the particles of clean coal. Second, the finer a coal is crushed the more difficult it becomes to separate the pieces of clean refuse from the pieces of clean coal."

SnelLIng, presented at the New York and San Francisco meetings, February and September, 1915, respectively, and printed in Bulletin No. 100, April, 1915, pp. 695 to 704 and Trans., li, pp. 657 to 671. McLaUghlin, San Francisco, Ca1.—It seems to me that Mr. Snelling's work, if it is what it appears to be, is one of the most important contributions to petroleum technology that has been brought out in the last 25 years. If his end products are what they seem to be, he has made. a discovery, which, in my judgment, will revolutionize the petroleum industry. As to industrially carrying out these processes I do not think there is the slightest difficulty, for I have had some work recently where crude oils were handled successfully at a temperature of 750" F, and pressure of 750 lb. per square inch. William A. WillIams, San francisco, Ca1.—What metal did you use, Mr. McLaughlin? A. C. McLauGHILIN.—Ordinaly seamless tubing, extra strong. William A. Williams.—Tests were made in Dr. Rittman's experimental plant at Pittsburgh, upon samples of residuum furnished by Mr. Bell, the residuum being the remainder of the crude oil after the lighter fractions had been removed. After the material had been run through Dr. Bittman's plant, yields of from 43 to 58 per cent. of material, boiling under 150" C. were obtained. The distillate had a peculiar odor, due to the presence of benzene, toluene, and other unsaturated hydrocarbons. W. N. Best, New York, N. Y.—What is the difference between the Rittman and the Snelling process or system? William A. Williams.—he fundamental difference is that reactions take place under relatively higher temperatures and pressures and with none of the oil present in its original or liquid state, while the reactions secured by Mr. Snelling and other investigators have been from the liquids in the presence of some vapors. Under such conditions as Mr. Snelling operates, the temperatures and pressures used are limited and the flexibility in the control of these variables is extremely limited when compared with the Rittman process.

The value of the electric log as a means of interpreting underground structures has been increasingly demonstrated by its almost universal present-day use. It becomes important, therefore, to be able to evaluate the factors that affect the values obtained. By far the greatest number of electric logs are measured today in boreholes filled with rotary mud, the properties of which may exert an important influence on the electric log. In an effort to establish what the order of magnitude of such effects might be, a series of investigations was made in the laboratory and the field. Apparatus suitable for either field or laboratory use was designed and a procedure established for determining the factors that affect the resistivity of drilling muds over a wide variation in mud condition. Five muds representative of the types of clay-base muds employed in California were tested and the following observations were made: 1. The effect of raising the temperature from 8o° to i8o°F. is to decrease the resistivit~ of the mud or filtrate approximately 50 per cent. 2. The resistivity of the mud in most cases closely approximates that of its filtrate. 3. The change in the resistivities of muds caused by the addition of chemical is not the same function of the amount of chemical added for each mud. 4. The effect produced by increased sodium chloride content is to reduce markedly the resistivity of the mud and its filtrate. 5. Weighting materials, such as baroid and limestone, tend to increase the resistivity of drilling mud. 6. Cement and counteracting reagents reduce mud resistivity. The results of the investigation indicate that the mud resistivity is materially affected by the addition of electrolytes whether these are added for the purpose of conditioning the mud or enter the mud when salt beds or highly saline structures are penetrated. It should be observed, however, that the magnitude of the effect produced upon the electric log by changes in mud resistivity is also dependent upon the relative salinity of the water en. countered in the formation being logged. The laboratory data are supplemented by field data, which indicate that both the self-potential and resistivity curves are influenced by mud resistivity.

"Plant availability up 13%, production output up 40%, tons per employee up 15% and labor turnover down 52%. One mine manager states these were direct spin offs from the work being done to qualify for a safety award in the program known as the ""IMSRS 11 over a three-year period of time. ""Of Course"", stated this manager, ""these were in addition to an 87% reduction in our disabling injusry frequency rate.”Officially known as the International Mine Safety Rating System or the Five Star Mine Safety Rating, a new approach to mine safety is being used with enthusiasm by a significant number of mines in Canada, the U.S., Australia, Chile, Indonesia, the Philippines and South Africa. Significant results are coming into the International Loos Control Institute from over 125 mines from these countries.The program is built around a mine safety audit system that gives positive recognition to a mine at 5-step intervals along the way, (a star with each step attained). The Institute has licensed auditors in locations in Canada and the U.S. available to audit.It is believed the success of this program is the result of the premise upon which the program is based. The results being achieved are due to the concept that a modern, well-managed mine safety program maintains the basic foundation of a complete management system. When properly implemented, it reinforces those factors common to production, quality and safety. (Attitude - skill - knowledge - fitness - structure - machine - equipment - materials and processes). The IMSRS contains elements that reinforce all these factors. It uniquely treats safety as part of the ""right way"" to do the job and not just the ""safe way"" as a distinctly separate entity. Mines using this program now recognize that many of the older safety techniques were not necessarily the right way or the most efficient way to do things. It appears that this new approach to mine safety is a new avenue for the attainment of management's real goals for being in business, and at the same time achieves optimum support for the important target of safety and health for the mine worker."

SCHEME DESIGN London’s Heathrow Airport, as the world’s busiest international airport, is missing one vital aspect - a dedicated rail link which connects directly to the city. All this is about to change with the construction of Heathrow Express - a fast, high quality rail service between the airport and the centre of London. It was recognised in the mid 1980s that if Heathrow was to accommodate the forecast growth in passenger numbers and the resulting increase in road traffic, a dedicated airport rail service would be vital. The main access into the centre of Heathrow is via a road tunnel with a direct link to the M4 motorway. The airport has introduced a number of traffic management schemes, but these can only achieve so much benefit. Growth in air passenger traffic is predicted to continue at an average of 4% per annum well into the next century and it was clear that significant investment was needed. Heathrow Express at a cost of over £350 million will provide this when it starts its service in June 1998. The business case for the scheme is based on a rider ship of around 15% of air passenger traffic. The initial Heathrow Express service will be based on four trains per hour, up to 8 car train lengths, providing a high speed non-stop service between the airport and central London in just 16 minutes. Initially a joint venture between the British Railways Board and Heathrow Airport, by mutual consent of the two parties, Heathrow Airport recently purchased the British Railways Board share making this one of the largest private sector rail projects currently under construction in the UK. Leaving Paddington, the main rail terminus in West London, Heathrow Express trains will travel 12 miles on the newly electrified line to airport junction, north of the airport. At this point they will leave the mainline to enter a 5 mile tunnel section that runs underneath the heart of the airport. The railway companies are responsible for track work, signalling and electrification of the 12 mile main line section including a grade separated junction over the main tracks for the Great Western Railway which links London and South Wales. The rate of face advance in the gold mines is between 3 and 10 m a month, with a median value of about 5 m a month; it follows that faces are blasted less frequently than is planned. There are many advantages in the use of short holes for stoping to give face advances of from 0,7 to 0,8 m per blast. This has the potential for so increasing the frequency of blasting that monthly rates of face advance could be improved significantly. Cleaning with face scrapers is too slow to permit the maximum achievement of a complete clean, drill, and blast cycle for each shift. Short-hole blasting, combined with the use of mechanical conveyors for face cleaning, offers the possibility of completing two such cycles each day, yielding monthly rates of face advance of up to 35 m. Experiments aimed at developing safe, unitized explosive charges well-suited to produce reliable face advances of 0,7 to 0,8 m per blast under a wide range of gold-mining conditions have been notably successful. A novel method of assessing the effectiveness of a blast based on the percentage of holes that leave socket lengths of 5 cm or less was used. Unitized charges of 60 per cent Ammon gelignite, 600 mm long by 25 mm in diameter, appear to be near optimal. The explosive is de-sensitized to obviate detonation by chance mechanical impact, but requires only a 6D detonator for initiation; it has good water-resistance. Means have been developed for producing these cartridges automatically, but the necessary machines will have to be built specially and the cartridges are not yet available in large numbers. A second experiment by way of an extended pilot production trial using these cartridges in holes 0,9 m long is now under way. Preliminary results indicate that drilling and explosive efficiencies and productivity are well above average, even though face scraping is being used. Unitized charges of this type are likely to prove even more advantageous when mechanical face conveyors come into use.

They let the whole world know again that not only could we do it, but we make it look easy. The great crews before Scott, Irwin and Worden of Apollo 15 have all blended warm humor, informality and dexterity to put on a good show: but it keeps getting better and the last one was the best. Scott's rendition of Galileo's experiment using a hammer and a feather--not just any feather, but a falcon feather after the name of the LEM-was priceless. One generation of school kids will never forget that lesson. The final touch was in the "would-you-believe''" category, Now if English astronauts had been performing the mission, the sign-off would have been typically low key. Something like; "well its tea time, chaps; we'll have to toddle along." Apollo 15 surprised and thrilled spectators by blasting off to the Air Force song "Off we go into the wild blue yonder" and leaving a camera behind to photograph their own ascent. Now that is what we call showmanship. There is another aspect to our space show and that is that it cost billions of dollars to put on. With that kind of backing, the world for an audience and in the face of grave personal risk, one would expect the space explorers to be all business. Instead they did their jobs with limpid buoyancy. Our older readers will recall and contrast a movie of the thirties and the tense atmosphere when they had to talk that kid up there (Franchot Tone) down through the zero ceiling. A feat of considerably less difficulty than docking LEM. but nevertheless the gut tightening drama was absent in the latter event. In another example, few of us can visualize reporting back after a business mission to one of the old barons such as J. P. Morgan in any but the most sedate and business-like terms. In fact we don't have to go that far back, as we can think of a few pepper-pot bosses we have had to whom one always played it straight.

P. R. Kalischer.*—I should like to amplify a little one of the points made by Dr. Hensel, and rather violently disagree with him at the same time. He brought out the point that when the higher forming pressures are used on the green compacts there is a marked decrease in the density as sintered. We found that to be true and, of course, many of you notice that that is true with copper compacts also. But, in my opinion at least, it is not true that the expansion is due to entrapped air. We have vacuum-pressed both silver and copper compacts and obtained almost exactly the same numerical expansion as we secured by pressing in air. The powder, however, that is vacuum-annealed does show a slight decrease in expansion on sintering, but almost the entire increase on expansion can be overcome by very slow rates of heating. And it is our opinion that a majority of the expansion is due to dissolved oxygen in the discrete metal particles themselves rather than to entrapped gases. Another interesting observation that we have made is that often with silver or copper compacts it is desirable to silver solder or braze the compact into some part of a piece of equipment after completing powder metallurgical operations on it. If such a compact is sintered and coined, say a silver compact, given an initial forming pressure of 10 to 15 tons per square inch, and sintered, there is an adequate amount of shrinkage and it can be coined at about 50 or 60 tons per square inch and bring up the density nearly to theoretical. If, then, that compact is silver-soldered into some part of a fixture or a machine, it will expand very beautifully, and the only way that this can be overcome. as far as we know, has been to reanneal after the coining operation at a temperature higher than is to be used in any subsequent operation. In that way, a density very nearly theoretical can be achieved, but the coining operation cannot be carried to the excessively high pressures or expansion and bubbling of the compact will occur again.

Discussion: H. J. Wright (Member): The authors are to be congratulated on presenting such a comprehensive and lucid account of bringing a large diamond mine into efficient production from the grass roots. When one considers the vast amount of planning and hard work that had to be put into the project the authors have done a praiseworthy job in condensing the story, so as to present all the important technical aspects, the logic behind the major decisions and the future thinking on the operations, in a concise and readable form. This was the first experience of De Beers personnel in starting a large diamond mine as an opencast project and nor do they employ a large planning staff, most of the planning being carried out by the executive staff themselves. It is operating most efficiently on a large tonnage and it is neatly and very well laid out. In fact, with its model townships, both for European and Coloured employees, tarred roads, recreation club and its grass golf course, it is like an oasis in the arid climate of the North-Western Cape. The key operation of opencast mining is, of course, the planning of the geometry of the pit. This has been adequately dealt with by the authors. It is of interest to consider some of the consequences arising from complete lack of open pit planning, based on actual operating mines. I refer of course to the present, four producing mines in Kimberley. The Kimberlite pipes were all discovered in a short span of time from the year 1870, onwards. They soon became a hive of activity with diggers industriously working their claims at varying rates. The country rock comprises from the surface downwards, some 90 ft of decomposed dolerite followed by approximately 260 ft of soft Karroo shales, which in turn is underlain by a hard competent Ventersdorp lava, known locally as melaphyre. The average water table was just below the dolerite at a depth of approximately 90 to 100 ft. Only the blue ground was mined leaving the waste rock sides almost vertical, and as the depth increased beyond 100 ft, large falls of sidewall started to take place. "Nickel-metal hydride batteries (Ni-MH) are storers of electrochemical energy, which have a higher specific storage capacity than lead or nickel-cadmium batteries. The demand for Nickel-metal hydride batteries is increasing rapidly since their market launch in the early 1990's. In 1999 the output of cells exceeded 80,000 tons per year (1 billion cells per year). Today there is no suitable and sustainable recycling process to recover nickel, cobalt and rare-earth metals. The discarded batteries are used in the steel industry as alloy material because they contain nickel. Cobalt and rare-earth metals are lost; they are non-recycleable.In a German governmental funded research project, IME Aachen, ACCUREC Mühlheim and UVR-FIA Freiberg are cooperating in processing as well as in creating a feasibility study. The target of this project is the development of a new recycling process for metal recovery from Ni-MH-batteries. The proposed process consists of a combination of mechanical, pyrometallurgical and hydrometallurgical processing steps.After shredding the steel shell, the various fractions of battery materials are carefully separated by mechanical processing. A hammer mill with one rotor with a perforated discharge grid of 20 mm opening, was found to be suitable for crushing the batteries to release the active mass of electrodes for metallurgical processing. The ground material is wet screened at a mesh size of 0.5 mm; thus a fine fraction is obtained with valuable components such as Ni, Co, and RE and an oversized fraction consisting of a mix of iron chips, electrodes grids, plastic chips, paper, and flocculent material of separators. The organic components are avoidable when there is a thermal step at the beginning of processing batteries.The separated fine fraction is smelted in an electric arc furnace. Any pyrometallurgical process relies on a suitable slag system. In this specific case, the process has to allow separation of nickel and cobalt as metal from the rare-earths almost quantitatively, collecting the rare-earths as well as impurities e.g. as oxides. The products are a nickel-cobalt alloy and a slag phase enriched with rare-earth oxides for further treatment to ‘mischmetal’."

The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

At the Wilkes-Barre Meeting of the Institute, Dr. J. Lawrence Smith, in the course of his remarks on some peculiarities in the composition of irons, alluded to the so-called " bucltshot" iron, and exhibited a specimen of this material. He said that when the small granules, or shot, were separatetl from the mass, they could be flattencd under the hammer, and inferred that these particles had been decarburized by the blast before sinking into the hearth of the furnace, and thus we had the exceptional production of wrought iron in the blast furnace. I have recently obtained a characteristic specimen of this variety of iron from one of the furnaces at Orbisona, Pa. Considerable uncertainty existed as to its true nature and the conditions of its production. Its weight seemed to preclude the idea that it containetl much or any slag, yet its lack of strength indicated that it was not homogeneous cast iron. At times considerable quantities had been produced, which could only be utilized by charging in the furnace and remelting. The specimen, on the freshly fractured surfacc, appeared to consist of flattened globules of iron cemented together by a bluish material which one would naturally suppose to be slag, and qualitative examination for lime strengthened this supposition. It was quite difficult to obtain drillings, as there was a tendency to split in several directions as soon as pressure mas applied; but enough was obtained to undertaltc quantitative determinations. They were found to consist of two portions—one attracted by the magnet, and the other not. By repeated separation the magnetic portion was found to be 94.44 per cent., and the non-magnetic 5.56 per cent. Analyses of these gave the following results: Magnetic Portion. Non-magnetic Portion. For reasons of hydraulic design and constructability, water supply tunnel systems are often located relatively deep, in competent rock. Where the rock lies below a thick cover of water bearing soils, artificial ground freezing offers a low risk, cost-effective method of constructing access shafts. Several examples, in Kansas City, MO and in Brooklyn and Queens, NY, illustrate the use of freezing to provide structural support and ground water exclusion. In the case histories presented, the shafts range from 6m to 12m (20 to 40 ft) in diameter and soils vary from clays to boulder beds with depths in excess of 73m (240 ft) to competent bedrock. Where tunnels for infrastructure are designed to be driven in rock, vertical access may encounter a considerable thickness of overburden soils with groundwater. In such cases, shaft sinking problems are analogous to those confronted by mining engineers over 100 years ago. At that time, newly developed refrigeration machines were set to freeze the ground water and stabilize running sands. Although modern technology has refined our efforts, the basic features of the ground freezing to be described here are the same as those used in the last century. Vertical holes drilled on a circle surrounding the shaft site are equipped with leak-free steelpipes through which a refrigerated brine is circulated. In this manner, a frozen cylinder, seated in rock, is formed when the earth freezes between adjacent pipes. Shaft excavations take place inside a self-supporting, ground-water excluding structure. For mines, no better method of sinking production shafts through deepwater-bearing ground has yet been established. Indeed, major deposits of coal, potash, and salt would have remained inaccessible to this day were it not for the continued use of artificial ground freezing. If mine shaft freezing became relatively commonplace, early applications to civil engineering were few. Mussche and Waddington (1946) mention only five projects between 1892 and 1935; three of these relate to subway or vehicular tunnels in Paris, Antwerp, and (the most extensive) at five locations of the Moscow Metropolitan Railway development. In the United States, the method was used to spectacular effect in 1936, freezing about 3,000 cubic yards of silt to stop a slide

THE cams at present universally used in stamp mills lift the tappets with an involute form of curve, to which the surface of the tappet is always tangent; moreover, the line of contact between tappet and cam, if produced, would pass through the center of the stem. This is no doubt a desirable feature, but the writer has long believed that it would be much more desirable if the cam were to pick up the stamp without shock, and gradually increase the upward velocity of the stamp throughout its upward movement. The involute form of cam attempts to impart instantly a considerable upward velocity to the stamp, starting it from a state of rest, and the result is a destructive blow, a great deal of noise, and much wear and vibration. The writer has developed a form of cam which will lift the stamp with a motion similar to that of the piston of an engine between the end and middle of its stroke; in other words, harmonic motion, from the point. of zero to maximum velocity. The curve will give this ideal motion only when the stamp is set for the exact drop for which the cam was designed, but the improved cam will not be as bad as the involute cam until the drop is reduced one-half. In other words, if a cam is designed for a 6-in. drop, it will be some improvement over the usual form of cam until the drop is only 3 in. Any cam, whatever its form, must of course lift the stamp in the same number of degrees of revolution; therefore, with this new form, since the stamp starts more slowly on its upward course, it must end up by going faster, the average speed being the same as with the involute cam. The stamp, after it is no longer in contact with the cam, keeps on going up a certain distance, which is easily calculated. It is therefore possible to hang up a stamp without a cam stick, if the fingers are not more than 1/8 in. longer than necessary to hold the tappet above the cam.

The oil production in Bahrein for the year 1937 was 7,762,264 bbl., a monthly average of 646,855 barrels. Sufficient potential production had been developed in the Second Pay (Main Pay) at Bahrein by the end of 1936 to supply the anticipated crude demand, and the drilling program was changed from straight development to partial exploration during 1937. Two nonproductive wells were drilled to test the Third Pay at a depth of about 2900 ft., or some 900 ft. below the top of Second Pay. As a result of this exploratory work, the normal drilling program was slowed down and only eight new wells were completed in the Second Pay during 1937, making a total of 45 producers from the Second Pay. The deep test was drilling at 5081 ft. at the end of the year. A 550-ft. section (termed Fourth Pay) of porous limestone interbedded with anhydrite was topped at about 4150 ft. Numerous drill-stem tests indicated that the limestone was very permeable and that it carried large volumes of natural gas under high pressure together with a small amount of high-gravity oil or condensate. Drill-stem tests also indicated that the bottom 50 ft. of the 550-ft. section carried an encouraging amount of heavier oil, gravity about 37" A.P.I., with characteristics similar to the oil produced from the Second Pay. A well was started somewhat down-structure from the deep test to better determine the oil-producing possibilities of the Fourth Pay. Some refinements in drilling technique were adopted during the year. All wells started to the Second Pay were drilled with rotary from the surface. The top 1500 ft. of porous limestone section, formerly drilled with cable tools, is now drilled with rotary without circulation, using water to wash the cuttings into cavities. The shale section from this point to the top of the oil horizons is drilled with natural mud circulation. The productive horizons are drilled with oil circulation under pressure control. A second satisfactory method of completing wells was developed when the two Third Pay test wells were plugged back and gun-perforated through cemented casing opposite the Second Pay, with good results.

Equity finance provides the most suitable and frequently the only access to capital during the exploration and evaluation stages of resource projects when project risk is at its highest. Investors are prepared to provide equity funds in the knowledge that they are compensated for the higher risk they take on with higher potential returns or sufficient upside potential to justify the higher risk. The context of resource projects which determines the role of equity finance has changed considerably. Prior to the resurgence of the gold price and the development of new mining technology many resource projects were selectively mining orebodies by underground methods frequently with limited reserves proved up in advance of mining. The limited proved ore reserves base and the volatility of the gold price all contributed to a higher risk and higher return investment environment in which the use of equity finance was more appropriate and frequently the only option for capital raising. The financial risk of a resources project can be transferred to an underwriter who makes the commitment to distribute the financial risk between a number of investors. There is also the opportunity for financiers to use a mix of equity and debt finance to allow a company to proceed with the development stage where without such a mix the resource project would not proceed. By using a level of equity finance the project becomes robust enough in its ability to service the debt finance facility and the project proceeds with the equity participants receiving a suitable risk reward return. The liquidity from the establishment of a market for the company's securities enhances further capital raising and generally enables the company to satisfy its financial requirements on more favourable terms particularly during bull markets. The role of equity finance in the management of the financial risk during the exploration, evaluation, development and mining stages of resource projects is summarised in Table 1. In more detail the principal roles of equity finance and the ways in which equity finance impact on the risk management of resource projects will be considered in turn.
