The figures listed in a table for Gulf Coast fields given by L. P. Teas1 in 1934 are so greatly at variance with results that I have obtained from a serious study of this subject over a number of years, that I am disposed to challenge the correctness of Mr. Teas' figures as an accurate representation of acre-foot yields of Gulf Coast fields, and as regards at least two of the fields listed by Mr. Teas I desire to "put into the record" some figures that, according to my study, are more nearly in accord with what I conceive to be the actual facts. Upon investigation I find that Mr. Teas' figures, inadvertently no doubt, arc not what they purport to be. Apparently the figures were arrived at by considering as thickness of the producing formation the net thickness of producing rock corresponding "to the total of the net portions of the producing zones which actually yield oil into the drill hole"—and in following this method I am under the impression that Mr. Teas was acting under instructions of the Institute in the preparation of this paper, in order to get comparable figures from the several fields of the United States. Apparently the author interpreted these instructions to mean that in the absence of cored thicknesses of producing horizons the actual number of feet of screen set in the various producing zones was to be taken as the basis for arriving at the thickness of these zones and the "acre-foot" yields. It is obvious that in many instances only 20 ft. of screen, or even 10 ft. of screen, might be set in a well, when there might be actually 100 ft. of oil sand present. In the early operations in the Gulf Coast it was usual to set much less screen than the amount of sand. It follows that the "acre-foot yields" so arrived at would be much greater than those found by using the full amount of sand. In Mr. Teas' table, it was indicated that up to the end of 1933 "acre-foot" yields had been obtained in the several fields as listed in Table 1. The type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay as flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J. Taylor, and described by him in 1881.' This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25' from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle. Depth of the coal above the tuyere, 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not be made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. Mr. Taylor reported the following advantages: 1. Excellent gas, very uniform in quality. The high fuel bed permitted no air to pass unconsumed, and the gas was almost entirely free from carbonic acid.

INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. Factored or ratio estimate based on major equipment costs with probable accuracy in the 25 to 30% range. 3. Budget authorization or Preliminary estimate, based on sufficient project data to

A STUDY of the titanium-oxygen system' involved an associated series of measurements of the lattice parameters of the a and TiO phases. The results permit some interesting deductions which are herein reported. A comprehensive survey of the physical PI-operties of the phases in this alloy system has been made by Ehrlich.2 However, only impure titanium was available at that time, so that some revision of his measurements is to be expected. The lattice parameters were calculated from the high angle lines of Debye-Scherrer patterns taken in a 14 cm camera and using filtered CuKa radiation. The specimens were prepared largely by crushing and screening of lump samples which had been quenched from elevated temperatures. Only in the case of low oxygen contents was it necessary to resort to filing and annealing. The results of the lattice parameter studies are graphically presented in Figs. 1 and 2. It will be seen that oxygen produces a pronounced distortion of the c parameter of the a phase (hexagonal close-packed). The trend is in general agreement with Ehrlich's work, although the divergence of actual parameter values strongly suggests that his titanium was very impure. It will be noted that the a phase of titanium can tolerate the unusually high saturation solubility of about 34 atomic pct 0. By virtue of this unique effect, it is possible to make a calculation of the effective atomic diameter of oxygen when dissolved in a lattice with metallic bonding. This has not been possible before. Ehrlich's2 density measurements demonstrated that oxygen occupies interstitial positions in the a lattice and the trend of the lattice parameters would certainly support this. In a hexagonal close-packed unit cell the largest interstitial positions lie at (2/3, 1/3, 1/4) and (2/3, 1/3, 3/4). Accordingly, if both of these positions were occupied, the ratio of titanium to oxygen would be 1:1. The extrapolated c parameter may be taken as between 4.93 and 4.99?. The a parameter appears to reach a constant value of 2.955? at low oxygen contents. It is no longer necessary to explain to an audience like this that there are stainless or non-corrosive steels. It is still necessary to repeat, and to keep on repeating, that no one of them is stainless or non-corrosive under any and all conditions. We do not make railroad axles, springs and rails from the same kinds of steel; nor are shafts, steering-arms, gears and cap-screws made from the same type analysis. By analogy with other fields of endeavor, therefore, it is logical to expect that all the myriad conditions of corrosion due to inorganic and organic acids and salts and their mixtures in all degrees of concentration and at a wide variety of temperatures and pressures will require different materials to withstand them. Possibly stainless steel when first introduced a decade ago was expected to do too much, or suffered from overenthusiasm and lack of positive knowledge and experience on the part of its producers. Its name may have been a bit misleading too, for remarkable as this product is, it has its limitations. There are now so many different ferrous products available and calling for recognition, that we may be justified in an attempt at classification. The first division is very simple. 1. Non-corrosive steels that harden by quenching. 2. Non-corrosive steels which do not harden by quenching. We might make the classification still simpler by saying (1) those that harden by quenching, and (2) those that soften by quenching. Of course there is a border line or fringe of compositions which may possess some of both qualities under limited conditions of treatment. I have seen a steel so perfectly balanced on this border line that in its natural condition, as rolled, the outside of a 1-in. bar was soft and the inside hard, and there was quite a sharp line of demarcation in between. The hardness at the center was more than twice as great as at the surface, as measured by the Rockwell test. This border line of products does not include, however, the commercial products now available to solve the problems of industry. Curing temperature, density, and moisture significantly affect the velocity measured in the crosshole sonic logging, the rate of strength gain, and the final strength of concrete in drilled shafts and, thereby, affect their structure capacities. Non-destructive field measurements can enhance the QA/QC program by measuring temperature, density, moisture, and sonic velocity of curing concrete during the construction and curing of drilled shafts. The curing environment can greatly affect the concrete strength, and requires close attention during construction. This article shares the experience with the NDE technology used in the QA/QC program in the drilled shaft construction. To understand the mechanism by which a drilled shaft cures under field conditions, two newly constructed drilled shafts were monitored for up to seven days, immediately following concrete placement using the following geophysical logging methods: a) temperature logging; b) crosshole sonic logging; c) gamma-gamma density logging; and d) neutron-moisture logging. One additional drilled shaft was also monitored to a shorter duration. Temperatures were monitored using the sensor in access tubes and/or thermocouples embedded at the center of a drilled shaft and near its reinforcing cage. For a small shaft under 1m diameter, curing temperatures appeared to peak at 41° ? 68° C at different depths at around 24-hour curing time and decreased to and stabilized at around 23° ? 35° C in 6 days. The shaft curing rate varied with depth, shaft diameter, surrounding geo-material types, and the depth of ground water. CSL logging was performed in one shaft from top to bottom from six access tubes and limited monitoring in another shaft. The velocity increased with curing time till 4 to 7 days, and, at a specific time, the velocity appeared to be inversely correlated to curing temperatures. The gamma-gamma density log (GDL) results from 5 different depths were obtained at a source-detector separation of 355 mm. The average density was found to increase with curing time, but decrease slightly in 3 to 5 days. At a given time the GDL density curves seemed to correlate with the neutron monitoring logging (NML) moisture curve. The NML moisture was monitored from 1st to 6th day after concrete placement. The moisture was highest when surrounded by bedrock, then clay, and sand due to different hydration rates.

I HAVE previously demonstrated to you as well as I knew how in what way ores are treated and then how the separated metals are brought to their pure and ultimate limit of perfection by means of smelting and other artificial fires; all except gold, which remained incorporated in the silver. Because the method used for the others does not serve for this, and if indeed it did serve it would be a great labor and could not be done without a great loss of the thing, it is therefore necessary to proceed with the practice of another art if you wish finally to extract gold from the bonds of the intrinsic substance of silver, for it exists bound and scattered in this like the soul in the body of living creatures. In this, unlike the other works where you make direct use of the vigor of the fire, you use a substance that is like water, drawn by the force of fire from a very powerful composition of two materials. This is a very marvelous thing to consider as a liquor because of its powerful effects. It is made by artificial distillations and it has an acid property and the power of corroding and reducing into itself silver and any other metal placed in it, with the exception of gold. Nothing is apparent in it except a pure water. It is indeed a very ingenious thing for which we must be greatly indebted to that philosopher, alchemist, or whoever else was its discoverer. The silver that contains gold is put in this water, and from its former quiet state you will see it change as if forced to combat and breathlessly devour and consume that silver in itself and change it into water. This happens in a very short time and with very little help from the heat of the fire. All the gold that was united in the silver you will see like sand at the bottom, and when the water is taken off by decantation it will freely give you all the gold without any loss. Nor is it so ill-mannered as to fail to restore the silver to its place if you wish; and though it seems to have consumed and spoiled it as it was before, it returns it to you without loss. IT IS impossible to speak in exact terms of the effect that selective flotation has had, is having, and may have on the State of Utah. Its results enter into the economic structure of the state in so many ways and its ramifications are so widespread, that every line of industry is affected. Some effects can be definitely determined; others can be reasonably approximated; but the effect as a whole can not be set out in exact figures. Utah is essentially a mining state; mining is its basic industry and always will be. Agriculture, equally a basic industry, and of course, equally vital, can be practiced on only 6 per cent. of the 85,000 square miles of its area. It follows, therefore, that the economic future of this state depends upon a development of its natural resources. About 6 or 7 years ago, the mining industry in Utah was at a low ebb. This condition was caused partly by postwar conditions and other temporary causes, but prevailed also, which was most important, because the direct-smelting ores of the state were being rapidly exhausted and the cost of treatment of complex ores was almost prohibitive. Furthermore, the wet concentration of low-grade ores was unsatisfactory and did not result in producing a good smelting product. On visualizing this situation, one of the large smelting companies in the valley had the courage, ability and faith to develop and expand the principles involved in selective flotation of complex ores. This example has been followed by other smelting and reduction companies and the result has changed the entire aspect of the mining industry in Utah. The utilization of the zinc in the low-grade, lead-zinc-silver ores was the principal problem to be solved. The average yearly production from the State of Utah for the 10 years beginning 1914 and ending 1923, was something less than 10,000 tons of zinc concentrates. This period includes the world war, when abnormal prices stimulated production. In 1924, selective flotation began to be practiced on a considerable scale, replacing concentration by gravity and bulk flotation which had been used generally until this time. AT the Wednesday morning session on Mine Ven-tilation, D. Harrington's report of the committee on metal mine ventilation was presented. He said the only paper which had been received was one from Nevada, although a number had been promised. Mr. Harrington gave instances from his experience where it had cost less to operate ventilating fans during idle periods in mines than the expense of replacing timber, which was destroyed by fungus during the period when the mines were not ventilated. He referred particu-larly to a metal mine in Michigan and a copper mine in the Southwest where this condition had been found in parallel tunnels, one of which had been ventilated after work had ceased and the other had not been. Mr. Harrington also referred to the fumes after blasting operations in mines operating in large bodies of sul-fide ores. By installing mechanical ventilating devices, these conditions had been greatly improved. He re-ferred also to a recent instance where an ignition of sulfide ore-dust had resulted in an explosion which killed three men and burned a fourth severely. Methane had been found in some gold mines and also in tunnels for city water-supply, and as a result coal-mine inspec-tion methods had been adopted. In one instance the contractor had changed from 40 per cent gelatine ex-plosive to a permissible explosive. A daily gas sample was taken. Nitrogen had been found in some of the mines, and CO, gas had been found in some of the Cripple Creek mines where a fan had been installed to maintain pres-sure on the working faces. It was found by experiment that the oxygen was absorbed by the rock particles, which led to a relatively greater percentage of CO. Coal-mine splitting ventilating methods had been used in some places. Miners' consumption had been made compensable in Ontario, and there is a large threat-ened charge now standing against metal mine oper-ators in the Province of Ontario. Mr. Harrington re-ferred to some of the literature, especially the recent book on ventilation by W. S. Weeks of the University of California. He suggested, however, that a better title for the book would have been "The Physics and Mechanics of Metal Mine Ventilation," since it was especially valuable in this field.

SODIUM sulfite as a zinc retarding agent in the selective flotation of complex lead-zinc sulfide ores was discovered by the writer in the summer of 1919 in the testing laboratory of the U. S. Smelting, Refining & Mining Co.'s gravity concentrator at Midvale, Utah. It proved to be the first reagent to give consistently good results in the laboratory on the company's Bingham ore. In December, 1919, C. A. Lemke, concentrator superintendent, recommended that a flotation unit be added to the existing gravity mill to handle the mill slimes, using sodium sulfite as the zinc depressant. Owing to the poor lead and zinc markets and the unfavorable royalty schedules offered by the Minerals Separation Co., the project fell through at this time. In 1921, a number of laboratory tests were made at Midvale on other ores, among them ore from the Sunnyside mine at Eureka, Colo. Both sodium and calcium sulfites were used with success on this ore. Early in 1923, further tests were made at Eureka, shortly after the Sunnyside company had resumed operations after a two-year shutdown. As a consequence sodium sulfite was given a trial in the mill. The results showed sufficient improvement over previous work as to warrant continuous use of this reagent in the lead circuit. Except for a week or so in 1926 and for several weeks in April, 1927, when sodium cyanide and zinc sulfate were given trial runs in this mill, sodium sulfite has been used ever since. Sodium sulfite was chosen rather than the calcium sulfite because of its greater solubility, making it possible to introduce the reagent as a solution. This solution is introduced into the Marcy ball mills along with the original feed of ore. The consumption of sodium sulfite in the Sunnyside mill varies from ¼ to ½ lb. per ton of ore, the smaller amount probably being nearer the average. In February, 1924, laboratory work at Midvale demonstrated conclusively that good results could be obtained on the company's Bingham ore and on most of the custom ores tested by using sodium sulfite as the zinc depressant, xanthate as the lead enhancer in the lead circuit, followed by copper sulfate and additional xanthate to float the zinc. THE production of thin films of beryllium became essential early in the irradiation program at Harwell in order to study the fundamentals of irradiation damage in this metal. In common with other metals, electron-microacope specimens of beryllium can be produced by different techniques. The techniques used to produce thin-film specimens varied according to the starting material. Most of the starting material was -0.060 in. thick. Large-area specimens (1 in. long by 0.5 in. wide) were chemically thinned to -0.005 in. thick in a solution containing 85 pct orthophosphoric acid, 10 pct chromium trioxide, and 5 pct sulfuric acid at 70°C prior to electropolishing. Small-area specimens, Fig. 1, had to be mechanically thinned prior to electropolishing because chemical thinning considerably reduces the area as well as the thickness. Mechanical thinning tends to produce a worked layer about 0.002 in. deep and hence this method cannot be used to thin bulk specimens below about 0.005 in. thick. Mechanical thinning is carried out by mounting the specimen on perspex then carefully polishing on wet grinding papers. Polishing is continued until about half the initial thickness is removed; the reverse side is then polished in a similar manner. After the bulk specimens have been mechanically or chemically thinned to -0.005 in. they are elec-tropolished in the solution shown in able I at 50" to 80°C. This solution should be prepared by adding the chromium trioxide to the orthophosphoric acid and then the glycerol last. The glycerol should be added slowly because a vigorous effervescence can occur. Electropolishing is carried out by holding the specimen in stainless-steel tweezers and gently agitating in the solution. Masking or "window" techniques are not required for beryllium, good microscope specimens being obtained from the edges of elec-tropolished foils. A stainless-steel beaker should be used, acting as the cathode and solution container. A closed circuit voltage of 30 v is used for polishing. Too low a voltage produces a matt surface and pitting occurs when it is too high. The solution temperature is important. If it is too low, the solution is viscous and bad polishing results and, if too high, etching of the specimen occurs. After electropolishing, the foils are thoroughly

HISTORIACAL INTRODUCTION Mineral processing has three principle branches, to quote Taggart, "Ore Dressing, which comprises the methods of separation of solids in inorganic crude by means which do not affect substantial chemical change; Extractive Metallurgy, which utilizes chemical reactions for separations of constituents from solids in inorganic crude; and, Fuel Technology, which employs both physical and chemical methods for separating and rearrangement of liquid gaseous and solid components in crude oil and natural gas, tar sands, shale oil, or coal." The scope of this handbook covers the first two classifications, that is, "ore dressing" and "extractive metallurgy," which have been combined in one term: "mineral processing." For a brief history of the development of mineral processing, one could well refer to the Introduction, Sec. I of the Handbook of Mineral Dressing by Taggart, Froth Flotation, Principles of Mineral Dressing by Gaudin, and the original Richard's Ore Dressing, volume No. 1, first published in 1903-1905. In these references and the references given in them a coverage of the history of "ore dressing" can be found and studied at the reader's leisure. For the history of extractive metallurgy as well as ore dressing, the bibliography in General References, taken from a History of Ex¬tractive Metallurgy by F. Habashi, will give a good background for those who are interested in more detail on the history of metallurgy in general. Mineral processing covers a very wide field as is illustrated by the topics discussed in Part II of this handbook and dates back to the early history of man which started with the production and use of native minerals such as gold, silver, copper, mercury, and meteoric iron which were washed or picked from deposits on the surface of the earth and worked because of their malleability. Later, melting was discovered and then it was possible to cast objects of these metals, excluding mercury. The discovery of a method for reducing the metal¬lic oxide probably was developed from melting fragments of oxides or roasted sulfides with charcoal, so that the native metal could be produced in simple blast furnaces such as are used today in rural parts of Spain, China, and elsewhere. Eventually, it was learned that iron could be readily worked when hot, which resulted in its replacing bronze for tools, weapons, and cutlery. In order to discuss the subject intelligently, it will be necessary to touch briefly on the forms in which sulphur is supposed to exist in coking coal to be carbonized in beehive or byproduct ovens. Sulphur is known to exist in coal as sulphides and sulphates, as can be determined experimentally. Then there is the so-called organic sulphur, i.e., sulphur in combination with the carbon, 'hydrogen, and oxygen of the coal, about which much has been written, but nothing definitely proven in an experimental way. In fact, so far. as we know, there never has been developed a satisfactory and conclusive method in the laboratory for the direct determination of organic sulphur. For most coking coals, it can be safely assumed that the preponderance of sulphur is in the form of pyrite (FeSz). When exposed to comparatively low temperatures during the coking process, it loses its sulphur according to the following chemical reaction: 7FeS2 = Fe7Ss + 6S. It will be seen, therefore, that six out of the 14 atoms of sulphur (or 42.8 per cent.) are expelled, or volatilized. FelSa remains in the coke as pyrrhotite, or magnetic sulphide of iron; this accounts for the highly magnetic properties of the powdered coke. A more commonly accepted reaction is FeS2 = FeS f S, in which the straight sulphide of iron is produced with 50 per cent. volatilization of sulphur. In the beehive methods of coke making, air is introduced in sufficient amounts to carry on the distilling and the coking processes, and the sulphur is oxidized along with the other volatile products: First, into sulphur dioxide (SO2), known by the pungent andsuffocating odoremitted from the trunnel head; second, into sulphuric anhydride (SOa); and, finally, into sulphuric acid, as it comes into contact with the air and moisture. In a properly regulated draft on a beehive oven, there is never complete combustion of the gases. In other words, the coking process should be carried on in a reducing atmosphere, and a low-grade producer gas kept issuing from the trunnel head. For coals of about 30 per cent. volatile matter, the ratio of air to gas is 3½ to 1. In complete combustion, the ratio is 6 to 1, producing an extremely high temperature

A method of top slicing has been devised at the Miami Copper Co.'s mine at Miami, Aria., which differs radically in some ways from the customary methods of top slicing. The area of that section of the orebody in which top slicing is used is about 800 ft. square. The ore, while for the most part soft, is, nevertheless, considerably harder than the capping. The latter is siliceous, seldom containing any clay or other binding material, and breaks into fine particles so that it runs like sand if given the opportunity. Because of these facts, and because the ore is above the average grade of the mine ore, it has been mined by top slicing. Haulage levels are opened up 150 ft. apart, vertically, with two sub-levels between at 50-ft. intervals, to facilitate the putting up of ore chutes. These sublevels are used during slicing for distributing air in the ventilation system. On the haulage level the drifts are spaced on 50-ft. centers, and raises along these drifts are also spaced on 50-ft. centers, except the incline raises as hereafter noted. The raises are cribbed where necessary. Where the wear will be excessive, 1/4-in. iron plates are spiked to the top of every third set of cribbing, for its protection. When top slicing was first used, an attempt was made to carry a slicing face from fifty to several hundred feet long. Timber and other supplies were brought in through long drifts from an auxiliary shaft. Great difficulty was experienced in keeping these drifts open, the side pressure breaking the posts and the top weight breaking both caps and posts. Furthermore, the men could not work efficiently while these drifts were being repaired. The slicing faces advanced irregularly, due to varying conditions, and in many ways the results were not all that could be desired. It was then decided to divide the slicing area into blocks 200 ft. square and this was later changed to 250 ft. square. THE connection between short-range order and thermodynamic activities in binary solid solutions has been pointed out by Birchenall1 who calculated approximate values of the energy of interaction of Zn and Cu and of the degree of short-range order in alpha-brass at one composition and two temperatures. The purpose of this note is to call attention to a somewhat more accurate theory than that used by Birchenall and to extend the calculations to a wider range of temperatures and compositions as a means of testing its applicability. This is an example of the well-known general method of comparing measured thermo-dynamic functions of a system with those calculated from a microscopic model by means of statistical mechanics. In this case, mathematical approximations must be used which make difficult any decision about the validity of the model. Birchenall's statistical method resembles closely that called by Fowler and Guggenheim2 the "quasi-chemical" method which has been shown to lead in certain cases to results identical with those obtained by the method of Bethe.3 The quasi-chemical method has been extended by Takagi4 to give general formulae for the free energy of binary solid solutions based on several lattices at all compositions and temperatures. Specifically, he treats the four systems typified by: I. ß-brass; 2. a- brass; 3. AuCu3; 4. AuCu. NTRODUCTION The Resource Conservation and Recovery Act and CERCLA (SUPERFUND), in many instances, has had an adverse economic impact on the hardrock mining industry. Over the last few years, many abandoned and active mining operations have been added to the Environmental Protection Agency (EPA) National Priority List (NPL) . When the property is placed on the NPL the operator or EPA is required to conduct extensive environmental assessments to determine if historical mining practices have degraded the existing environmental. If degradation has or will continue, the responsible party is required to implement appropriate remedial action plans. If a responsible party is not identified, the EPA implements a cleanup program. Experience has demonstrated abandoned and active mining operations are subject to RCRA, and possibly Super- fund, if the mine has not adopted appropriate hazardous waste disposal management procedures. If off-site contamination has occurred, the operator will be required to mitigate the impacts and will be required to adopt additional procedures to minimize future impacts. Since the passage of RCRA and Super- fund, many mining operators are adopting management procedures to monitor and inventory hazardous sub- stances and wastes generated, stored and disposed on site. Many operators are in a difficult position because ore, waste rock, process chemicals or other solid waste, in many instances, can be classified as hazardous waste. If the process or other solid waste is deemed to have the characteristics of a hazardous waste, the operator can inventory and adopt appropriate, in- expensive management procedures. However, if the ore or waste rock has hazardous waste characteristics, in- expensive control technologies are impossible to implement. Since existing statutes and regulations require hazardous waste control, the operator will be required to inventory, characterize and monitor all aspects of the mining operations including but not limited to exploration, mining, ore processing and waste disposal. During this process, geological, geotechnical, geochemical, waste and ore volumes, and process materials must be tracked throughout the mining process. To accomplish this task, the most cost effective method to maintain documented and accurate records, is through the implementation of an integrated database management system. The database management system can be used to model and simulate the entire mining operation and if necessary, used to predict whether the operation is in compliance with existing regulations. The developed database can also be used to operating optimize mining and disposal costs.

IT frequently occurs in the establishment of reduction works, in an entirely new and untried mining district, that the metallurgist in charge finds considerable difficulty in determining the process best adapted to the ores which he receives for treatment. At the first glance it would seem easy enough to decide what style of furnace is best adapted for beneficiating any one class of minerals. If the ore possessed a quartzose gangue and was comparatively free from base metals, while salt could be obtained at a reasonable price, one would naturally resort to a chloridizing roasting, and pan or barrel amalgamation for the extraction of its silver contents. If galena or carbonate of lead was the prevailing mineral, and charcoal could be obtained at moderate figures, the blast-furnace would beneficiate the ores most advantageously. But if, as is usually the case in Colorado, the ores consisted of an intimate mixture of galena, zinc-blende, copper-pyrites, and noble silver minerals, associated with an overwhelming mass of siliceous heavy spar, or limestone gangue, the common reverberatory furnace can be used to the greatest advantage; and, although the product is only a copper matte, I do not hesitate to affirm that it can be treated, and the silver, gold, and copper produced at nearly the same price for which silver and lead can be separated. In Germany, blast-furnaces are frequently used for this same purpose, both for argentiferous and non-argentiferous copper ores ; but any one who will take the trouble to examine the statistics of smelting at Fahlun, the Oberharz, and other Continental works of this description, will see that the expenses are far too great, and the production much too small to think of employing this method in our mining districts, where only the softest and most miserable kind of charcoal is obtainable. I propose in this paper to give an accurate account of the expenses incurred at the Mount Lincoln Smelting Works in treating the same kind of ore, and producing the same end-product in both blast and reverberatory furnaces. I have taken for comparison a favorable campaign of the blast-furnace, and a good average month's running of the reverberatory. Natural petroleum gas occurring in the oil-bearing reservoirs is found to exist either as free gas associated with the oil and/or in solution in the oil. In some virgin fields practically no free gas is encountered under the reservoir conditions of pressure and temperature, although in other fields a considerable section of the "pay" horizon is occupied by free gas. In other words, a given oil field may or may not have a gas cap before the exploitation takes place. However, when the reservoir pressure is reduced to a point below the critical saturation pressure by withdrawals of fluids from the producing formation, the gas dissolved in the oil inevitably begins to come out of solution and becomes free gas. Under the controlled methods of production and drilling, a portion of this gas is produced with the oil to the surface and a portion of it remains within the reservoir to accumulate at higher structural levels toward which it migrates by virtue of its low specific gravity. The rate of growth of a gas cap in a given structure depends primarily upon the rate of decline in the reservoir pressure. If the rate of pressure decline is rapid, the gas cap likewise will grow rapidly. On the other hand, shrinkage in the gas-cap area was noted in some fields in which reservoir pressures wereincreasing. Determination of Gas-oil Contact and Thickness of Gas Cap The gas-oil contact can be conveniently located in the process of drilling a well and by electrical logging. However, very little can be found in the petroleum literature concerning methods of predetermining gas-oil contacts in producing reservoirs. Therefore, the writer feels justified in describing briefly a simple, workable, and inexpensive method of determining gas-oil contacts and outlining the limits of gas-cap areas in a field where such knowledge may be essential for efficient production and development operations. The method involves the determination of the following data: (I) Structural data, such as the depth or elevation of the top' of "pay" horizon; (2) reservoir pressures; (3) tubing and casing pressures at the well head; (4) static oil-pressure gradient; (5) static gas-pressure gradient. Lieutenant.Louis Baird Louis Baird, a Lieutenant in the Royal Field Artillery of the British Army, died on the battlefield in 1915. Lieutenant Baird was born July 28, 1880, at Stirling, Scotland. His technical education was obtained at King's College, Melbourne, Australia, in 1893 to 1895, and at the Technical College at Glasgow, Scotland, in 1897 to 1900. After an apprenticeship with the Mexican J. & 8. Rec. Co. of Mexico, lasting from 1900 to 1903, he became mill superintendent for the Cia. Minera Benito, at Juarez, Zac. During the year 1905-6 he was assistant manager of the Caridelaria y Anexas, at Pinos, Zac., and from 1906 to 1907 was engineer with the Cia. Minera Jalisco, San Sebastian, Jalisco. At the time of his admission to the Institute, in 1908, he was practising as a mining engineer at Etzatlan, Jalisco, Mexico. For the next four years he practised his profession in the City of Guadalajara, Jalisco, removing, in 1913, to Ixtlan del Rio, in the State of Tepic. It was from here that he returned to England to put his services at the disposal of the British Government. The Institute is not definitely informed as to how, where, or when Lieutenant Baird met his death. iCaptain John H. Ballamy John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on Aug. 9, 1918. Captain Ballamy was born at Plvmouth. Pa.. in 1886 and graduated from' the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. Gebhard In his excellent and comprehensive survey on the future development of the Iron and Steel Industry in South Africa, Mr. Coetzee has also mentioned the direct reduction processes as a possible method of converting iron ore to iron. Mr. Coetzee has made it quite clear that at this stage one should not consider these processes as a 'magic formula' which herald a 'break through'. I agree entirely with this point of view. Once upon a time I held the opposite view, but in the meantime I have revised my views. To do so, I had 40 years at my disposal. In 1930 I had the privilege of being connected with the first commercial sponge iron plant in Germany1 - a plant which was capable of producing 40 tons of sponge iron a day. We were determined to prove that the blast furnace would become obsolete in the near future. We considered it as an unnecessary detour to convert iron ore first into an iron-carbon alloy, which contained further quite a number of undesirable elements, and to remove this carbon by an endothermic process. Direct iron-making seemed to be a logical short cut. Unfortunately, we were not able to establish this 'short cut,', but the life of our sponge iron plant was cut short. We had solved all technical but not the economic problems. Basically the positon is still the same today - mainly economic and to a lesser degree technological aspects determine the rate at which sponge iron plants are installed. More has been said and written than done about direct reduction plants. I think that there are two main reasons for this stagnation in the introduction of direct reduction processes. The first reason is that modern blast furnaces are just too good and too economic ever to be replaced by direct reduction processes on a large scale. This, of course, already limits the field of application for direct reduction plants. The second reason is that sponge iron production and utilisation is based on technical considerations, which increase not only the production cost of sponge iron but also the conversion cost to steel to such an extent that under special conditions only are direct reduction plants an economic proposition.
