TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

THE recent installation of a combination dust catcher, gas washer and precipitator at Carrie blast furnaces of the Homestead Steel Works has given very satisfactory results. The following description of the gas-cleaning installation is based on actual operating experience. When Carrie blast furnace No. 3 was rebuilt the decision was made to fine-clean all the gas produced by the furnace, because the management wanted fine-cleaned gas for fuel in the stoves and boilers. In order to keep the installation cost as low as possible, the gas-cleaning system was streamlined. All by-pass lines and goggle valves for bypass lines were eliminated from the system. A radical departure from the use of 8-in. tubes in the Cottrell-type precipitators was made by using 12-in. diameter tubes in a single compartment, the single compartment being divided into two units by a single partition wall in the top header. THE FURNACE PROPER A few of the characteristic points and dimensions of the furnace proper are: [Hearth diameter 26 ft. o in. Bosh diameter 29 ft. 1 3/4 in. Stock-line diameter 20 ft. o in. Large-bell diameter 114 ft. 8 in. Small-bell diameter 6 ft. 6 in. Height of furnace from center of iron notch to bottom of large bell, closed 94 ft. 4 in. Height of furnace from center of iron notch to main platform 105 ft. o in.] The furnace top is equipped with a McKee revolving distributor, the operation of which is electrically interlocked with the skips, bell hoists, and coke-weighing and charging apparatus through a Freyn automatic charging control. The gas leaves the furnace first through four offtakes, 5 ft. g in. in diameter, then through uptakes that are approximately 85 ft. high, which feed into a single down-comer that is 9 ft. in diameter. DUST CATCHER The primary dust catcher installed (Fig. I) may be described as a single-cone type. The inlet pipe at the top of the dust catcher is g ft. in diameter; it is flared to a conical shape as it extends down inside the dust-catcher shell, which is 35 ft. in diameter, 37 ft. high on the straight side, and has a conical top and bottom. The slope of the bottom is 50° with the horizontal. The cone-shaped pipe inside the dust-catcher shell is 42 ft. high and is 19 ft. 7 in. in diameter at its bottom lip where it releases the gas in-

THE importance of temper brittleness in alloy steels has long been realized in Europe, In the United States recognition of its importance has developed within the last several years. Many brittle failures encountered in parts made of alloy steel are undoubtedly attributable, wholly or in part, to temper brittleness. These failures have occurred particularly at low temperatures, under shock loading, and in the presence of notches, restraints and combined stresses. It has been almost universally accepted that plain carbon steels are not susceptible to temper brittleness. As a result, considerable effort has been expended in attempts to discover the manner in which alloying elements introduce temper brittleness. It is desired to raise the possibility that plain carbon steels are not only susceptible to temper brittleness, but are much more susceptible than alloy steels, in the sense that they embrittle much more rapidly. It is suggested that previous views, (that plain carbon steels are not susceptible), are based upon an erroneous interpretation of the experimental results. INTERPRETATION OF PREVIOUS DATA For many years the standard criterion for susceptibility of a steel to temper brittleness consisted of comparison of the energy absorption, in a notched-bar impact test at room temperature, of specimens that had received two heat treatments.1 One specimen (or group of specimens) was quenched, tempered, and quenched from the temper. The other specimen (or group) differed only in having received an embrittlement treatment, which might consist of a slow cool from the tempering temperature, or of an isothermal hold in the range 450-550°C subsequent to quenching from the temper. If the energy absorption of the specimen receiving the embrittlement treatment was lower than that of the specimen not given this treatment, it was said that the steel was susceptible to temper brittleness, If the energy absorptions were the same, it was said that the steel was not susceptible. Several investigators2,3 found that plain carbon steels showed negligible difference in energy absorption in such tests (at least when their manganese content was below 0.60 pct), and concluded that plain carbon steels are not susceptible to temper brittleness. Recently the deficiencies of the criterion mentioned above have been pointed out.4-6 The criterion now generally used for susceptibility to temper brittleness retains the heat treatments used in the earlier scheme, but instead of the notched-bar impact tests being made only at room temperature, they are made over a range of temperatures, covering the transition from ductile to brittle fracture, If the transition temperature of the specimens receiving the embrittlement treatment is higher than those

The experiments detailed by Dr. Hunt,* having demonstrated the fact that the copper contained in the "clay ore" of Jones's Mine, was rendered completely soluble in the bath of ferrous chloride, used in the Hunt and Douglas process, after heating in contact with carbonaceous matter in a close vessel, I set myself to devise a form of muffle furnace adapted to the treatment of large quantities of these and similar ores by a continuous process. The result is shown in the diagrams on Plate X, reduced from the working drawings, after which this furnace was built early in 1876, at Phœnixville, by the Chemical Copper Company on their works at this place. The peculiar character of this ore determined the form, dimensions, and position, with reference to charging and discharging of these muffles. The ore arrived from the mine with from 20 to 25 per cent. of moisture, and when dried at 21o F., or more slowly at lower temperature, it falls to a light incoherent powder, with occasional lumps of undecomposed rock. In this condition it is readily mingled with coal-dust or any like reducing agent, and requires no other preparation for the muffle than the use of the shovel, to mix it well with the reducing agent. As it is a remarkably good non-conductor of heat, it was obvious that the mass, to be heated through in a reasonable time, must not be too thick, while the weight of the mass must be sustained in a way to avoid undue strain upon the walls of the muffle. These walls must be as thin as practicable, to favor the more rapid transmission of heat, and must, therefore, be so constructed as to admit of being stayed on the sides at frequent intervals to resist the lateral thrust of the very mobile mass of pulverulent ore, which, for obvious reasons, must be charged at the top and drawn from the bottom of each chamber. These considerations led to the form adopted, viz., two vertical muffles, standing upon very strong bridge tiles, seen in longitudinal section, on the line E, F, and in plan in Fig. 3, on the same plane. "Public engagement is increasingly important in ensuring the success of projects related to energy development, particularly with regard to issues of environmental protection, public health, and socio-economic impacts. This is due to concurrent trends in public behavior, including a rise in public interest in these projects that is not matched by a rise in science literacy, and increasing organization and participation of the public through social media, citizen science, and grassroots initiatives. In recent years, several high-profile incidents have demonstrated that when public concern is ignored or met with a passive response from industry, it can rapidly grow into organized opposition that negatively impacts or wholly derails a project. Engaging, listening to, and educating stakeholders during early planning and development phases are therefore essential to earning credibility and trust. Moreover, maintaining two-way lines of communication throughout the lifespan of a project demonstrates social responsibility and facilitates cooperation, acceptance, and even support from communities and others. Positive experiences with specific projects at a local, community level can influence the larger public opinion of an entire industry sector. This paper presents cases studies of public engagement related to shale gas development (including hydraulic fracturing and pipeline construction), mountaintop removal mining, and management of mixed-use watersheds near surface mining operations. The experiences highlighted in these case studies are used to draw best practices of public engagement for sustainable energy development.Introduction Within the scientific research community, the importance of public engagement has gained increasing recognition. In a 2007 article in Nature, medical researcher, Patrick Taylor, stated that public engagement has both “gone viral” and “gone global” and has the ability to make real impacts to research (Taylor 2007). Nancy Baron, the science outreach director for COMPASS, an organization providing communications training for scientists, provides further evidence for the increasing focus on engagement, including shifting attitudes observed during her own experience as a communications coach and documented in surveys, the recent inclusion of communication and engagement activities in academic tenure review, and the surge of workshops, materials, and other resources available on the subject (Baron 2016). In addition to COMPASS, a number of organizations and institutes have been developed to train scientists for communication and engagement with the public, perhaps most notably the Alan Alda Center for Communicating Science at Stony Brook University, and academic fellowship programs, such as the Leopold Leadership Program at Stanford University and the Wilburforce Fellowship Program, have been established for the same purpose."

SULPHUR is a very well known mineral and apparently is produced in many places. It is engendered from an unctuous earthy and powerfully hot substance so that it is considered among experienced workers to bear a resemblance to the element of fire. This is called by these same men the masculine seed and the prime agent of Nature in the composition of metals. Because of its great dryness and heat it has, as experience shows, affinity with fire, which is easily introduced in it when brought near. And once introduced the fire is quenched only with difficulty before its unctuousness is wholly consumed. Although it shows itself to us of such a hot and dry nature, we must not think that sulphur is a substance so pure that it can stand by itself or that in order to attain its form it has no need of its portion and part of moisture like every other mixture. This is shown to us by its easy fusion, in which it resembles the metals. This thing is found in many places and in many varieties of color; some are white, others yellow and orange, and some others between gray and black. They also say that some red is found. It does not occur in that arrangement of veins like other minerals, but most liberal Nature makes whole mountains of it as is seen in the Aeolian islands, [26] near Sicily, in Etna or Moncibello which is the island of Sicily, at Pozzuoli, in the territory of Rome, in the Sienese domain at San Filippo, and in many other similar places. It is a substance that has a very strong odor and is most unpleasant to smell. It is very fixed in its substance so that it is never corrupted by time, by boiling, or by the moisture of water. For although it may stand in water a long time it never becomes soft nor does it ever decrease or increase in weight. It is brittle and easily crushed very fine. It is said that a trace of garlic rubbed on the mortar helps anyone who wishes to reduce it to impalpability. Its ores have a form more like earth than like stone although they some¬times have the color of a certain soft rock. The places where it is found are easily recognized by the great odor that they give out and by the very hot baths that often spring forth near it. composition, he cannot reasonably asl; the manufacturer to guarantee that this composition shall give certain physical results. W. R. Jones, Pittsburgh, Pa. : The question that naturally occlun to me is this: Has Dr. Dudley in his inveatigtrtions been aiming to prove a theory, or has he been guided by an earnest desire to discover what are the proper elements in the composition of a good-wearing steel rail ? Unfortunately, for correct chemical information, he has omitted in his analgw two very importnat elements,—sulpbur and copper. Now, before we will even begin to admit the correctnets of Dr. Dudley's conclusions and the formula he prescribes, we will at the start question the propriety of any chenlist or scientist prescribing a formula for making steel when he has iguared such important ele ments as sulphur aud copper. I, for one, will not accept any such formula. Are we sure, or is Dr. Daclley sure, that the chemical analyseq embodied in his paper are correct? This may seem a presumptuous queetion, yet, with my experience with chenlists, I naturally doubt the correctness of the analyse8, and, before I will accept them as correct, I will ask that comparative tests of phosphorous and man ganese be made by the Pennsylvania Railroad chemists and the chemists of the leading steel-works in the country. Let us first verify the correctness of the analyses before we consider the con clusions. I can enumerate a great number of instances in which chemists have differed very widely in their determinations of phos phorus and manganese. A prominent iron fitam made a contract with the Edgar Thomson Steel Company to deliver pig metal guar anteed to be between 0.07 and 0.08 phosphorus; an analysis by our chemist resulted in phosphorus 0.148 and 0.152,—a rather startling difference! Again, a sample bar of steel, in which our chemist reported phosphorus 0.11, was tested by a chemist of au other Bessemer works, ana his determinations were phosphorus between 0.07 and 0.08: A leading engineering establishmeut of Pittsbdrgh bought iron claimed by a chemical analysis to contain 0.08 phosphorus; our Mr. Ford found phosphorus 0.145. A chem ist connected with an open-hearth works reported manganese in a piece of steel, 1.14; in a second determination from the same piece of steel, by the same chemist, manganese was reported 0.43. INTRODUCTION From a tax viewpoint, United States mining companies are at a substantial disadvantage in the international mining area compared with companies in other major capital-exporting countries, according to a 1975 study by Coopers & Lybrand for the American Mining Congress. The study compared the relative tax position of a United States investor with investors from Belgium, Canada, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. The comparison was based on average rates of return realizable by investor companies on four mine-model investments in twelve capital-importing countries. The countries in which these investments were assumed to be made are varied in their tax systems so that a wide range of possibilities was included in the analyses. Each mine model was standard so that the rates of return for each investment by each investor were affected solely by the respective tax systems of the capital-exporting and capital-importing countries. UNITED STATES POSITION The study found that the United States competitive position, in terms of the average rate of return on an overall basis, ranked next to last among the nine capital-exporting countries in the study. Further, the United States overall rate of return is more than 20% below that of the country (Japan) with the highest overall rate of return. On an average return-on-equity basis, the United States' position among the nine investor countries, for each of the mine investments studied, was: copper, eighth; iron ore, sixth; nickel, fifth; manganese, a tie for last place. Figure 1 shows the overall results realized by each capital-exporting country on the basis of average return on equity. [ ] The frequency with which a given capital-exporting country attains the highest or next highest rate of return in a capital-importing country provides further insight and another basis for comparing the tax laws of the capital-exporting countries. Of the situations compared in the study, the United States never attained the highest rate of return, and reached the second and third highest rate of return in only two instances. The tables showing the frequencies of rankings are given in Table 1 for each of the four mine models. In summary, the United States mining company does not have a competitive advantage under the tax rules when competing for mineral concessions in other countries. The United States company, in fact, appears to be at a clear disadvantage. The study also considered the effect of the following recent tax proposals on United States investors in international mining ventures:

IN 1874, with Mr. H. Y. Attrill, of Baltimore, Md., I made an examination of some property at Goderich with reference to sinking for and mining salt. With this end in view we visited all the wells in the neighborhood, but the information sought being of so unreliable a character I advised the putting down of a borehole on the property. This has since been done, the result of which has lately been published by Dr. T. Sterry Hunt in the Toronto Globe. From this there appears to have been passed through six beds of salt of an aggregate thickness of 125 feet. Rock-salt was known to exist, for, by the boring of existing wells, small crystals had been brought to the surface in the dirt, but no attempt had before been made to obtain a reliable sample or to prove the number and thickness of the beds. The question now remaining for discussion is, shall the present method of obtaining the salt be continued, or shall the beds be won by a shaft in a regular mining fashion, by which means the salt may be gotten in a condition almost ready for the market? The present mode of obtaining salt is by boreholes from 6 inches to 8 inches in diameter drilled to the beds, into which is inserted a pump. The "feeders" of fresh water intersected in drilling the well are allowed to descend on the outside of the pump-tube to the salt beds and there become saturated, when, on use of the pump, brine is obtained for evaporation. In the beginning brine can only be had in limited quantity, but by the daily application of the pump, and the gradual solution of the salt, a larger surface becomes exposed to the action of the fresh water, and a continuons supply of brine is obtained. It will then be understood that the supply of brine is dependent upon the feeders of fresh water intersected in boring the well, which, we are told, have never shown any sign of diminution, and this is the water that must be encountered in sinking a shaft. There are ten wells in operation at Goderich, the most important one to the present project being known as the Hawley Well, located at an elevation a few feet above Lake Huron at the mouth of the river Maitland, at, a much lower level and nearer to the proposed shaft than any other well in the district. The Joint Session on Continuous Casting, of the Institute of Metals Division and the Iron and Steel Division of the American Institute of Mining and Metallurgical Engineers, convened in the Jade Room of the Hotel Waldorf-Astoria, New York City, on Feb. 23, 1944, at 9:15 o'clock, Carl E. Swartz presiding. C. E. SWartz.—It is gratifying to see so many out at what may seem an early hour for the beginning of A.I.M.E. sessions, but I think this number-—some fifty or sixty of you —is an adequate expression of the interest in these processes all over the United States, and possibly in foreign countries. I would like to ask those who feel that this type of program is of value to you to write or speak to some one of the Institute of Metals Division officers and suggest other topics for symposiums. We have a feeling that some of these current practices are of interest and we believe that under proper sponsorship many of the companies mill be willing to give publicity to processes such as those that will be discussed today. Also, we would like suggestions and criticisms, so that the next ones can be better. The subject of continuous casting is not new, of course. The two papers on the program this morning will adequately cover the history and some of the earlier processes, some of the theory and some of the practice, some of the reasons why these various methods did not work. I was rather interested in discovering, when thumbing through one of the A.I.M.E. publications tile other night, an article on continuous casting. I was not aware that the A.I.M.E. had published any papers on continuous casting, but there may be a number. The one that I happened to find was published in the 1915 volume, on the Mellen rod-casting process, and so we might say this is not the first session in which these subjects have been under discussion. However, there have been many improvements since then in all fields of metallurgical and mechanical engineering; consequently, I think that the papers today will be a little more involved and a little more complete in their technique. The first paper today will be given by one of our gentlemen of the press, who has done one of the outstanding jobs in this country in calling to our attention some of the newer processes that are being considered and being used in the metallurgical indus-

The influence of friction on the force required for an idealized bit tooth to penetrate a "plastic" rock is analyzed. The rock is assumed to obey the Coulomb-Mobr yield criterion and the tooth is represented by a two-dimensional sharp wedge. At the tooth-rock interface the stress field not only satisfies the yield condition but also is such that the ratio of the shearing stress to the normal stress is equal to the coefficient of friction. The solution relates the force on the tooth to the depth of penetration, the tooth angle, the coefficient of friction between the rock and bit tooth and the angle of internal friction and compressive strength of the rock. INTRODUCTION Most rocks are brittle at atmospheric pressure but exhibit ductility and increased strength as the confining pressure is increased. In a previous analysisl the force required for a bit tooth to penetrate a rigid-plastic rock was computed for two limiting conditions: (1) a perfectly lubricated tooth-rock interface which should correspond to a lower limit for the penetrating force, and (2) a perfectly rough interface which should provide an upper limit. Experimental results2 for rock indentation under confining pressure have confirmed that the analysis generally predicts upper and lower limits for the penetrating force as a function of rock properties and tooth angle. The present analysis extends the previous work to account for the friction between the rock and the tooth. ANALYSIS The force required for incipient plastic flow of an idealized model of a rock under a bit tooth is computed subjected to the following assumptions. BIT TOOTH 1. sharp two-dimensional wedge (end effects neglected) 2. rigid tooth (elastic deformation of tooth neglected) 3. displacement of tooth is normal to rock surface 4. friction exists between tooth and rock ROCK 1. semi-infinite, isotropic and homogeneous 2. rigid-plastic (elastic deformation of rock neglected) 3. non-work hardening (horizontal stress-strain curve) 4. Coulomb yield condition* (linear Mohr envelope) 5. smooth, flat surface According to the Mohr theory of failure it is assumed that failure occurs when the state of stress is such that the Mohr stress circle becomes tangent to an experimentally determined envelope. The Mohr failure curve is frequent1y approximated by a straight line and referred to as the Coulomb-Mohr failure criterion. If the rock is under sufficient pressure to be ductile we can use the linear envelope as a yield condition. The Coulomb-Mohr yield criterion is illustrated by Fig. 1 and is expressed by the following equation:l

FORGING under the hydraulic press, which was introduced by Haswell in the year 1861, at the machine shops of the Imperial State Railway Company of Austria, has since been greatly improved, so that at the present time there are very few parts of machines which cannot be produced in this way, and at no greater cost than iron castings. The process is now used at Vienna chiefly for such parts of locomotives as cross-heads, link-bars, axle-box frames, etc., especially where the form is intricate, and there are many angles and projections. These objects weigh from 50 to 150 lb. or more, and it is claimed for them that they are not only much cheaper than ordinary forgings, but are much more regular in form and stronger. The results which Mr. Haswell has attained, after years of patient experimenting, were well shown in the Austrian Department of the Vienna Exhibition by a collection of the pressed objects in iron and steel, just as they left the moulds, with some of them cut asunder longitudinally and the surfaces etched, so as to show the internal structure or direction of the grain. Through the courtesy of Mr. Haswell and his son I saw the hydraulic presses in full operation at the works, drawing down large Bessemer ingots, cutting them up into blocks of convenient size, and forming various parts of locomotives. They have two large hydraulic presses in use; the largest, with a piston 24 inches diameter, gives 1200 tons pressure, and the second, with an 18-inch piston, gives 600 tons pressure. The pressure in the pumps is 600 atmospheres. The action is vertical ; the piston descends upon the work, and for forging ingots is armed with a hammer-like head. An ingot of No. 7 soft Bessemer steel, which was forged in my presence, weighed 2030 lbs. One end being placed upon the anvil, the piston is brought slowly down and crowded into the mass as if it were putty or dough, forcing it each way, but chiefly in the direction of the length of the ingot, this being the narrowest section of the anvil and hammer. The piston is then raised and the ingot is moved forward for a second squeeze, and so on, until the first half of the ingot has been reduced in thickness, when it is turned on edge and the operation is repeated. Anything to do with radioactive waste disposal in these days is regarded in a very negative light and with the thought that no possible good could come of anything connected with it. However, it should be remembered that the Austrian government's disposal of some tailings from the Joachimsthal mines resulted in what was probably the most important scientific discovery of this century. In 1898 the Austrian government agreed to give a Polish research assistant working at the School of Physics in Paris one ton of tailings to enable her to carry on her research. Her meagre stipend and the lack of a research grant did not allow her to purchase the ore which was relatively expensive. The uranium oxide in it being used to colour the famous Czechoslovakian glassware. As we all know, from this ton of ore Marie Curie by her own physical labours extracted one gram of radium. When she started this research she was pregnant with her first child. Nothing of course was known at the time about the biological effects of radiation. Very shortly, of course, the acute effects such as skin burns were observed but it was some years before the chronic effects were noted. It is impossible to estimate to what cumulative amount of radiation that Marie, Pierre and their daughter Irene were exposed but it must have been enormous and it took its toll. Marie complained for many years of fatigue and exhaustion and at one point she was seriously ill with some kidney problem which was probably due to toxic effects of ingestion of uranium. She lived until she was 67, however, and died of leukemia. Her eldest child, Irene, who carried on her work, did not live as long; she died of leukemia at 57. The other daughter, Eve, related how her mother and she went on a skiing holiday not many years before her death, and how her mother at this time would swim 300 meters at a stretch. (Curie, 1937). This suppleness of limb could have been due to the anti-inflammatory action of radiation. Even today, patients in France with certain types of rheumatic conditions are treated with injections of radium, where other anti-inflammatory drugs such as aspirin or cortisone have not worked. " If you could only get that motion into a machine," said a gentleman, as he watched the process of making a " van " on a shovel, and saw the copper roll up to the highest point, "it would beat the world for slime-dressing." This idea has led to many an effort to get into a machine that peculiar motion, called the " vanning motion;" and so cams, eccentrics, eccentric gears, levers, bell-cranks, togglejoints, links, springs, etc., have been brought into requisition, while a contribution has been laid upon all the conceivable motions, rolling, tumbling, swinging, jerking, tossing, dropping, tripping, intermittent, regular and irregular, or a combination of some of them, to which have been added percussion, concussion, and more discussion —all in a vain attempt to combine in a single machine the consecutive motions of the shovel, in washing, flowing, and tossing the van. The Patent Office Reports, and the various mills of the country, show, as a result of this, a lot of gimeracks, most of which never went beyond a first trial, finding their way to the scrap-heap. Others still running might as well be there; while some have considerable merit for dressing other and richer sands than copper. It does look tempting to see that clean edge of copper climbing up the shovel-blade; but those who have seen in it such visions of large fortunes have not considered the time it takes to make a van, compared with the small quantity treated upon the shovel; and this points to the reason for the failure of all that class of machines called " vanning machines," when used for dressing copper slimes, namely, a lack of capacity. The writer has come to this conclusion through an experience with the Rittinger side percussion-table of the most improved make, sent from Germany to the Calumet and Hecla Mining Company, and with the Ellenbecker tables, used by the same company, both of which are good types of that class of machines. In both of these machines, the tables are suspendetl by rods which allow them to swing, and they can also be adjusted for the purpose of varying the inclination of the table. In the Rittinger machine, the motion of the table is at a right angle to the flow of the slime, being produced by a wiper-cam which throws the table against a spring, which throws it quickly back against a stop, the percussion throwing up the mineral. ROBERT WOOLSTON HUNT, who joined the Institute in 1874, served twice as its President, was made Honorary member in 1919, in whose honor the Hunt prize and medal were established, and who, within a month, had received the Washington Award, died at his home in Chicago on July 11, 1923. Robert Woolston Hunt was born Dec. 9, 1838, in Fallsington, Buck County, Pa., His father, Dr. Robert A. Hunt, of Trenton, N. J., graduated from Princeton College in the class of 1824, and later from the Uni-versity of Pennsylvania. His mother was Martha Lancaster Woolston. Mr. Hunt spent several years learning the practical side of iron making in the roll-ing mills of John Burnish & Co. at Pottsville, Pa. Later he took a course in analytical chemistry in the laboratory of Booth, Gar-rett & Blair, upon the completion of which he entered the employ of the Cambria Iron Co. at Johns-town, and for them, on Aug. 1, 1860, established the first laboratory in Amer-ica forming an integral part of an iron or steel organization. In the fall of 1861 he en-tered the United States military service, and was in command of Camp Curtin at Harrisburg, serving as mustering officer for the State of Pennsylvania, with the rank of Captain. In 1864 he assisted in recruiting Lambert's Independent Mounted Company, and was mustered into active ser-vice as a sergeant, having tossed up with a friend who had also participated in recruiting the company, as to which one should receive a Lieutenant's commission. Upon being mustered out of service, Mr. Hunt returned to the employ of the Cambria Iron Co. which sent him to the works at Wyandotte, Mich., where experiments with the new Bessemer process of making steel were being conducted. He was placed in charge of those works in July, 1865, and so continued until May, 1866, when the Cambria company called him back to Johnstown to take charge of their steel business, intending at once to begin the erection of a Bessemer steel plant. The plant, however, was not built for several years, and in the meantime the Cambria company began the rolling of steel rails for the Pennsylvania Railroad, using ingots of Bessemer steel produced by the Pennsylvania Steel Co. at their Steelton works. Mr. Hunt had charge of the steel for these operations; and in August, 1867, the first steel rails made in America on a commercial order were rolled.

D. Turnbull—In the opinion of the writer the most interesting result described in this paper is that the distribution of tin with respect to solidification temperature has several fairly well-defined maxima. It appears that each peak may be associated with a catalytic impurity of some rather specific composition. Recently we have obtained some additional evidence in favor of this viewpoint in experiments on the supercooling of lead droplets coated with different surface films. The distribution of lead droplets, ostensibly coated with lead sulphate, with respect to solidification temperature exhibited two distinct and reproducible maxima, one at 20" supercooling and the other at 47". On the other hand, when the droplets were ostensibly coated with halide films, no solidification was perceptible until the aggregate was supercooled more than 55". Upon further cooling a single well-defined peak centering at 60" supercooling was observed. Since the particle size distribution was the same in these two sets of experiments it appears that the most reasonable interpretation of the results is that the sulphate surface film or its reaction products with lead are much more effective in catalyzing the nucleation of lead crystals than are lead halide films. C. S. Smith (authors' reply)—Dr. Turnbull's experiments with lead drops coated with various surface films are most interesting. However, before drawing conclusions from the cooling curves described in the paper as to the existence of a few nucleus types effective at a few different temperatures, one must consider the state of subdivision of the liquid metal. In the A1-Sn alloy used, the tin was not in uniform droplets but tended to collect in three distinct shapes—in long interconnecting prisms along grain edges, in somewhat elongated interdendritic branching pools. and in isolated droplets. A single nucleus will solidify only the metal in contact with it, and the heat evolved will be proportional to the connected volume. A uniform distribution of nuclei of random effectiveness in such an alloy will cause peaks on the specific heat curve on cooling, which correspond to the volume distribution of tin and tell nothing about the nucleus type. In any real alloy both effects will be combined, and it seems impossible at present to distinguish between them. M. B. Since the 1957 initiation of deposition of mill tailings at the Heath Steele mine, New Brunswick, periodic detailed studies of the tailings geochemistry and mineralogy have been conducted, thereby providing a unique opportunity to examine the geochemical evolution of a sulfide rich mine>tailings impoundment. When deposited, the tailings contained about 85 wt% sulfide minerals, 1 wt% to 3 wt% carbonate minerals, and 12 wt% to 14 wt% alumino silicate minerals. Mineralogical examination of samples of the tailings from deep in the impoundment indicates that little oxidation occurred prior to tailings deposition. The mill process-water deposited with the tailings was neutral to slightly basic and contained low concentrations of Cu, Pb, Zn and As. Sampling of the tailings five years after deposition indicated that sulfide-oxidation reactions, occurring near the tailings surface, had decreased the tailings-water pH and increased the concentrations of Fe, S042-, Cu, Zn and Pb (up to 10 000 mglL, 25 000 mg/L, 2.5 mg/L, 200 mg/L, and 4.5 mg/L, respectively). In 1975, ten years after decommissioning, the tailings could be divided into three zones: an upper oxidation zone in which sulfide oxidation is actively occurring, a hardpan layer, 15 cm to 20 cm thick, composed of tailings cemented by secondary Fe minerals, and an underlying reduction zone in which the tailings are relatively tin oxidized (Boorman and Watson, 1976). Chemical analyses indicated the presence of low-pH waters containing very high concentrations of SOi-, Fe, and other metals (up to 63 600 mg/L SO42-, 28 600 mg/L Fe, 10 mg/L Pb, 600 mg/L Cu and 4000 mg/L Zn), suggesting that there was a period of intense sulfide oxidation between five and ten years after tailings deposition. More recent sampling, conducted some 20 years after the end of tailings deposition, indicates that relatively little change has occurred in the last ten years, thereby suggesting that the hardpan layer has provided an impediment to the downward movement of dissolved constituents. Analyses of the tailings solids show increased accumulations of many metals at or near the depth of the hardpan layer. Evaluations of the long-term evolution of the tailings can be enhanced by comparison of descriptions of the tailings with descriptions of the gossan that overlay the massivesulfide orebody prior to mining. At Heath Steele, this comparison suggests that many of the mechanisms controlling the distribution of metals in the tailings will probably persist over geologic time.

department, first as a practical miner, next. as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company's office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. Captain Ba.llamy's military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers' training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on Aug. 9, 1918. Lieutenant Martin F. Bowles Martin F. BOWleS, born Apr. 25, 1893, at Bonne Terre, Mo., and graduated from the Neodesha, Kans., High School, had finished all but one month of a four-year course in metallurgical engineering at the Missouri School of Mines, Rolla, Mo., when on May 12, 1917, he entered the first Officers' Training Camp at Fort Riley, Kans. At the close of the training period, he was commissioned a Sccond Lieutenant and assigned to Co. B, 355th Infantry, 89th Division, and stationed at Camp Funston. He left this camp with his company on May 21, 1918, and sailed from an eastern port on June 4, ayriving in England on June 15, 1918. After a short stay at a rest camp there, he proceeded to France. On August 14, he wrote that he was with Battalion Headquarters as Gout Officer, 1st Battalion, 355th Infantry, 89th Division. The last letter received from him, dated September 2, was written in his dugout and contained the following: "Here it is 2.45 a. M. Sitting in a dugout waiting for some patrols to report back in, I am writing this by the light of two candles." He was killed in action on the night of Sept. 3, 1918. The letter of notifi-

The Alligator Ridge Project is owned jointly by Amselco Minerals Inc. and Occidental Minerals, with Amselco being the operator. It is the latest of Nevada' s gold heap leaching operations , having gone into operation in October of 1980 after a design and construction period of only seven and one-half months. Alligator Ridge is located about 77 km (48 miles) northwest of Ely, Nevada. Three separate but adjacent ore bodies will be mined: Vantage I, II and III. The first lies virtually at the surface and is totally oxidized; the second is somewhat deeper and contains some carbonaceous material; and the third is at the lowest horizon and contains substantial carbonaceous ore. The ore is a Carlin- type siltstone which has been silicified, especially at depth, and contains finely disseminated free gold. Exploration drilling on Alligator Ridge resulted in the defining of an ore reserve of about 4.54 million mt (5 million st) averaging 4. 12 g Au per mt (0. 12 oz Au per st). A pilot heap leaching program was run during 1979. Because of the high content of fine material in portions of the ore body, one test heap of 5,000 tons was leached, after being crushed to 19 mm (314 in.), in the conventional manner using cyanide and caustic while a second heap of 2,500 tons of ore was agglomerated with cement before leaching. Results of this work were reported at the 1980 American Mining Congress meeting by Paul Chamberlin (see Bibliography). The test work clearly indicated the superior leaching qualities of the agglomerated ore, and the plant was designed on this basis. Run-of-mine ore is crushed in an open-air crushing plant using a jaw crusher followed by two cone crushers, one standard and one shorthead. Provision was made to bypass the shorthead when the ore is wet from rain or snow. Crushed ore at 19 mm (314 in.) size is mixed with cyanide solution and cement, with the ratio of the latter to the ore being 2 to 5 kg per mt (4 to 10 lb per st). The resulting moisture content is about 870, and the fines are effectively bound to the coarse particles so that migration of the fines in the heap does not take place during leaching. For agglomeration, Amselco uses a rotating drum 2. 75 m 0 by 6 m long (9 ft 6 by 20 ft). For the same agglomeration, Candelaria uses three "grasshopper" conveyors, with introduction of caustic- cyanide solution at the conveyor transfer points. Provision was made for future addition of cement slurry at these same points.
