The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

The Allegheny County Sanitary Authority (ALCOSAN) adopted its Clean Water Plan (CWP) in May 2020, as part of a federal consent decree to comply with the USEPA’s Combined Sewer Overflow (CSO) Control Policy. Planned improvements include constructing a new regional storage/conveyance tunnel system, promoting green infrastructure/ source control, and expanding the treatment plant. Preliminary planning for the tunnel system was completed in October 2020. The Ohio River Tunnel (ORT) project is the first of three tunnel projects that make up the regional tunnel system. The ORT project began final design in 2021. This paper discusses the advancements made to the ORT preliminary planning concepts considering property availability, alignment optimization, tunnel boring machine evaluation, contract packaging and delivery schedules.

Four methods of measuring mineral abundance in a rock are examined for their potential in assaying for high-tech industrial minerals. One method uses X-ray powder-diffraction data and the other three rely on whole rock chemical data and information on mineral assemblages and mineral compositions. All four methods were employed to estimate wollastonite content in diamond drill core of skarn collected as part of an exploration program and are compared to visual estimates of wollastonite content from core logs. These techniques for assaying wollastonite span a considerable range ofaccuracy and expense, and combined, define a non-linear relationship between these variables. Accuracy increases rapidly relative lo expense up to total costs of about $50 per analysis. Assay methods in the $50-100 per analysis range have associated errors of 5-10% relative and probably suffice for most exploration programs. Improvements in accuracy above this level require a much larger investment. The most expensive assay technique (-$300 per analysis) yields the most accurate measurement of grade (relative error -1%). Its application may best be limited to periodic checks on other assay techniques and for fine-tuning ofmineral separation procedures.

This paper presents research on the environmental impact of digging and loading equipment used in surface coal mining. Environmental impact was assessed through the measurement of equipment exhaust and dust emissions, and sound level. In this study, exhaust emission refers to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx) and volatile organic compounds (VOCs). Dust generation refers to fine particles (PM2.5), inhalable particles (PM10) and total suspended particulate matter (TSP). Sound level refers to the sound pressure level at different distances from the equipment. Modeling of the environmental impact of digging and loading equipment was conducted using the Microsoft Visual Studio.NET software package. This research was a part of a broader project involving the development of a software system for the selection of productive, cost-efficient and ecofriendly mining systems, sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). This research may assist mining professionals in quantifying the environmental impact of digging and loading equipment, and developing strategies for reducing the overall impact of such equipment in surface mining.

The Foxtrot deposit of Search Minerals contains a range of rare earth element containing minerals including allanite, fergusonite and bastnasite. The Search Minerals Direct Extraction Process for treating these minerals involves coarse crushing of the ore to -6 mesh (3.45 mm), acid treatment at 200 °C in a novel reactor configuration, water leaching, various purification steps to reject iron, aluminum and uranium/thorium (present in small amounts) and finally precipitation of rare earths as an oxalate and calcination to form a mixed rare earth oxide product for refining. The economics of the process are presented.

This paper presents the results of an experimental investigation into the distribution of copper in the slag of an industrial reverberatory furnace sulfide concentrates smelting process in the copper smelter RTB Bor (Serbia). The influence of copper content in the matte, the temperature and the height of the slag on the content of copper in the slag was determined as Cuoxide, Cusulfide and Cutotal and was based on possible mechanisms for the loss of copper in a silicate slag from the smelting of sulfide copper concentrates. The greatest quantity of copper in the silicate slag was found in the form of matte particles, which were captured in the slag as a result of the “flotation” of SO2 gas which was formed by magnetite reduction with FeS at the slag–matte interphase boundary.

This study applies attainable region analysis to optimise cobalt recovery from oxidised ores via reductive leaching with sulphur dioxide and sulphuric acid. The attainable region framework enables systematic visualisation of trade-offs between cobalt yield and sulphur dioxide loss, guiding reactor network design beyond conventional mass balance modelling. Experimental column leaching trials, supported by validation runs, were conducted under controlled flow and reagent conditions. Kinetic parameters for cobalt dissolution and sulphur dioxide consumption were used to simulate reactor trajectories and construct attainable region envelopes. To ensure hydrodynamic realism, residence time distribution tests confirmed partial plug flow behaviour with dispersion effects, justifying the use of hybrid reactor models in the attainable region simulations. The results revealed that increasing recirculation ratios improves cobalt yield while reducing sulphur dioxide losses, with attainable efficiencies exceeding 90% cobalt recovery and < 20% sulphur dioxide loss. Importantly, the study proposes practical reactor network configurations for future implementation, including staged percolation columns with intermediate mixing zones, oscillatory flow reactors, and modular fluidised bed systems. These designs offer scalable pathways to translate attainable region-based optimisations into industrial practice. Compared to traditional modelling, attainable region analysis provides a geometric decision support tool that captures multi-objective trade-offs and reactor interactions, offering novel insights for continuous leaching system design. This work advances the application of attainable region methodology in minerals engineering by bridging theoretical optimisation with practical reactor design, supporting sustainable cobalt recovery from both primary ores and recycled feedstocks.

Seabed polymetallic nodules, which contain significant quantities of metals key to electrification such as nickel (Ni), cobalt (Co), copper (Cu) and manganese (Mn) can be processed using several different metallurgical processing options, including direct smelting and subsequent hydrometallurgical refining of the copper/nickel matte; ammoniacal leaching (gas reduction or Cuprion); and acid leaching (often reductive). Many of these approaches suffer from reduced cobalt extraction, difficult physical performance, or overall circuit complexity in general, leading to increased risk to the overall project. SGS has considered the pressure acid leaching of nodules for further investigation, as publicly shared data on this processing route stem from the 1970s and 1980s, and are not always easily accessible. This article details the series of tests conducted and provides updated results obtained — high Ni/Co/Cu recovery with limited manganese/iron (Mn/Fe) — as well as comments on the potential treatment options on the product solution and residue.

In recent years, Southeast Florida water agencies have been collaborating to develop a regional water supply that is sustainable and affordable. The C-51 drainage canal was selected as a leading candidate for the construction of a water reservoir &ndash; named the C-51 Reservoir &ndash; to store raw water for future use. The reservoir will capture storm water that is currently lost to the Lake Worth Lagoon estuary for storage. Phase One, recently completed, is estimated to store 14,000 acre-feet and supply 35 million gallons per day (MGD) of raw water to participating utilities. In addition to sustainable water storage and supply, the C-51 Reservoir Project will reduce excess freshwater discharges to the brackish Lake Worth Lagoon and improve water quality. The reservoir would also serve to assist with flood control and Everglades restoration efforts The reservoir design includes a cutoff wall that runs the entire length of the embankment&rsquo;s axis. The cutoff wall largely consists of a minimum 2.5-foot-wide soil-bentonite (SB) wall with a small section of a soil-cement-bentonite (SCB) wall where twin 96-inch diameter conveyance pipes for the gated control structure cross the cutoff wall alignment. The total length of the cutoff wall is about 20,400 feet and extends through a limestone stratum into underlying sands with a total depth of about 50 feet. The cutoff wall ties into an RCC embankment. This paper provides the approach to construction, quality, and lessons learned from the cutoff wall construction. Ion exchangers can be naturally occurring or synthetic; the majority of ion exchange materials in use today are synthetic resins based upon organic polymers such as polystyrene or methacrylate. Into more modern times the use of ion exchange for metal recovery was first proposed for the recovery of gold using zeolites in 1909.4 In 1939 copper was being recovered from the manufacturing of Rayon using ion exchange5 a development that continued applicability through to current times in the production/recovery of copper and nickel in ammoniacal leach processes. In early 1949 researchers at the Rohm & Haas Company discovered that hexavalent uranium existed as an ionic complex in sulfuric acid leach liquors, and that quaternary ammonium anion exchange resins exhibited a high selectivity for this ionic species6 The first commercial application of this technology went on-stream in October 1952 at the West Rand Consolidated Mines, Ltd operation in South Africa. 7 Ion Exchange has been applied for the recovery and purification of a range of metals;8 ? Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well known and established process. As the process advances, Cu is extracted to the solvent and is replaced by H+ in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: 1. SX-1: Standard extraction of Cu with oxime. The resulting raffinate contains about 6-8 g/L Cu and 50 g/L H2SO4. 2. SX-N: Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3 etc. The extraction removes no metals, but decreases the concentration of acid from 50 to 10 g/L. 3. SX-2: Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100-150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility in Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory scale, the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX-2 2-3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with Alamine based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 & SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E=2S for SX-2 delivered the required raffinate with less than 150 ppm Cu.

Whole-body vibration occurs when the body is supported on a surface which is vibrating. Occupational exposures to whole-body vibration mainly occurs in the transportation industry, but also in association with other industrial process. Epidemiological studies have frequently indicated an elevated health risk for the spine in workers exposed to whole-body vibration. With regarding to train or bus operators, a fall of drivers’ wakefulness level because of fatigue is often pointed out. This decrease in wakefulness results in an increase of the occurrence of accidents. However, a study of how whole-body vibration affects people&apos;s level of wakefulness has not been done. To test the hypothesis that exposure to whole-body vibration has a certain effects on level of wakefulness, the change of a subjective wakefulness level and changes of electroencephalogram (EEG) were observed under experimental exposure to short-term whole-body vibration. Methods Subjects are ten healthy male university students, with an average age of 20.7 ± 1.8 years old, and they are all nonsmokers. Using the equipment (CV-300, AKASHI) of whole-body vibration generator, we consider an exposure environment of actual driver work, so that set the frequency and the acceleration level as 10 Hz and 0.6ms-2 r.m.s.. The subjects were exposed to whole-body vibration in the seated position and exposure time was fixed for 12 minutes. Subjective wakefulness level was evaluated using the questionnaire of VASS (Visual Analog Sleepiness Scale) and KSS (The Kwansei Gakuin Sleepiness Scale). For the electroencephalogram (EEG) measurement, it was equipped with the electrodes based on the International ten-twenty electrode system (C3-A2, O1-A2, O2-A1). EEG activity in the alpha frequency band (8 – 12 Hz) is one of the most typical physiological indicator which represent the transition from wakefulness to sleepiness. AAT (Alpha Attenuation Test) which repeats three times each opened and closed eye for 1 minute was performed in a seating position with directions of the researcher in the beginning, in the middle and in the end of exposure to whole-body vibration. For analysis, power spectral analysis was conducted over the last 6 min of EEG, and wakefulness levels were defined as the ratio of mean alpha power during eyes closed versus eyes opened. The laboratory was kept at room temperature (21 ± 1.0 degrees C), humidity was 50 ± 5%, noise level was 63.6 dB (A) eq, and illumination 510 lx. Each experiment was started around 10:00 am to minimize the effect of biorhythm.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President&apos;s Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

Work with hand-held power tools can be found in most industries all over the world. This type of work exposes the operators to different kind of loads like gripping-forces, feed-forces, exposure to vibration and noise, holding hot or cold surfaces and the exposure to dust. Designing a power tool with good ergonomics is a matter of finding the best compromise. As a simple example, increasing the mass is not acceptable because it will increase the forces needed to handle the tool. At the same time increased mass will in most cases reduce the vibrations. Vibration disorders related to the use of hand-held power tools has been known and reported since long. It is therefore essential that low vibrating tools are developed and used. The new vibration regulations in Europe, based on the Physical Agents (Vibration) Directive, have put increased focus on the vibration control in industry. Forces acting on the tool cause vibration Tools for industrial use must be of very robust design to withstand the very hard use they are exposed to. Industrial tools are therefore normally designed with the main parts made of metal. From a vibration point of view this means that most tools can be regarded as rigid bodies, especially because the dominating frequency normally is equal to the rotational frequency of the tool spindle or the blow frequency for a percussive tool. These frequencies are with few exceptions below 200 Hz. Handles however can not always be regarded as rigidly connected to the tool. There are several examples of weak suspensions designed to reduce vibration transmitted to the hands of the operator. There are also examples of designs where the handles just happened to be non-rigidly connected and in some cases even in resonance within the frequency region of interest. Oscillating forces act on the tool and the result is vibration. Design principals In all cases forces are the source of vibration. This leads to the three basic principles to control vibration: • Control the magnitude of the vibrating forces. Examples are the balancing unit on a grinder or the differential piston in a chipping hammer. • Make the tool less sensitive to the vibrating forces. Examples can be when the mass of the guard on a grinder is rigidly connected to the tool to increase the inertia of the tool. • Isolate the vibrations in the tool from the grip surfaces. Examples are vibration-dampening handles on grinders or pavement breakers, the air-spring behind the blow-mechanism in a riveting hammer or the mass spring system in a chipping hammer.

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas: &nbsp; 1.&nbsp;&nbsp; achieving the right balance of national and local interests; 2. &nbsp; improving the design and process for local policy formulation; 3. &nbsp; improving the consent decision making process; 4. &nbsp; allocation of natural resources (water, air and geothermal); and 5. &nbsp; supporting measures for building capacity and promoting best practice and implementation at the local authority level. &nbsp;It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Instrumented handles or dynamometers are widely used to measure hand forces and/or the biodynamic response of hand-arm system. To study hand-transmitted vibration exposure, six generations of instrument handles were constructed or initially developed by researchers in ECTB/HELD/NIOSH. This presentation provided a summary of these handles. Their basic characteristics, limitations, and usefulness are described, which may help their appropriate applications and further improvements. Six Designs of Instrumented Handles Handle 1: The conceptual design is recommended in ISO 10819 (1996)1 for glove test. The grip force is measured by detecting bending strains on a measuring beam in the handle. A special handle fixture was designed to connect the handle to a shaker. Except the screws, the handle and fixture were made from aluminum. Handle 2: The design is based on the principle of shear strain measurement.2-3 Both grip and push forces can be measured simultaneously using this handle. This handle was directly designed for a simulated vibrating tool. Handle 3: This design is basically composed of a handle base, a measuring cap, and two charge-based sensors (Kistler 9212) sandwiched between the base and cap. The handle was also made from aluminum. The fixture for Handle 1 was also used with this handle. This generation of handle has three different handle diameters (30, 40, and 50mm).4 Handle 4: This design is an improvement from Handle 3. The handle fixture was totally redesigned and it was much stiffer than the previous one. The aluminum measuring cap was replaced with a magnesium cap. Handle 5: The basic structure of this handle is the same as that for Handle 3. However, the piezoelectric sensors were replaced with two strain gage based sensors (Interface SML-50). Handle 6: This handle includes two measuring caps, four piezoelectric sensors, and a handle centre base. The handle fixture was the same as that with Handle 4. Methods for Handle Examinations The static and dynamic characterizations were performed using the methods reported by Dong et al.5-6 Results and Discussion Handle 1: The static force measurement depended on the hand grip location on the handle. Its natural frequency was less than 200 Hz.5,6 Because the transmissibility of gloves may not vary significantly with the applied grip force, this handle may be acceptable for glove test. However, the force measurements with this handle may not be reliable. Handle 2: The static force measured with this handle was insensitive to the hand acting location. However, when the handle was vibrating, the force signals could be totally distorted. For this reason, it was not used for vibration studies.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. "The anionic flotation of a high-iron phosphate ore from Agrium - Kapuskasing Phosphate Operations was investigated through batch flotation tests in the presence of soda ash. The flotation data were supplemented by titration of the flotation pulp with soda ash, analysis of process water chemistry, and determination of the mineralogical composition of the ore. The results of lab tests were applied to the flotation circuit design allowing the flotation plant to efficiently process problematic ores. Process control measures (pH, conductivity) were also developed.Calcium cations and sulfate anions were identified as the dominant ions present in the process water when the difficult-to-process ores are beneficiated in the flotation plant. The concentrations of calcium and sulfate ions were consistent with the presence of a small amount of a calcium sulfate mineral in the ore although an oxidation/weathering process of iron sulfide minerals present in the ore could also be responsible for the observed water chemistry and subsequent flotation problems with the ores. The latter possibility suggests that the long-term stockpiling of such ores may have a highly negative impact on the flotation process.The role of soda ash in the flotation circuit is to precipitate metal cations from the pulp thus allowing the tall oil-based collector to selectively interact with the phosphate components.INTRODUCTIONPhosphorus minerals are the main source of this element for the production of fertilizers, and the froth flotation process is the most important technology for beneficiating phosphate ores. The flotation concentrate from Agrium-Kapuskasing Phosphate Operations (KPO) is transported to Redwater Fertilizer Operations in Alberta (also operated by Agrium) where the phosphate concentrate is converted into a phosphate fertilizer and other important chemical products. The KPO phosphate ores differ widely in mineralogy and phosphate grades, and are broadly divided on-site into three classes. The easy-to-float A-type ores do not pose any major flotation problems, but the B-type and “marginal” ores, which are quite common in the KPO igneous phosphate deposit, are not always readily-floatable using the current reagent suites and process parameters (pulp density, feed particle size, pH). In fact, marginal ores are presently considered impossible to process by flotation. A-type ores contain normally more than 15% P2O5 and less than 8% ferric oxide equivalent (Fe2O3). B-type ores are approximately of the same P2O5 grades as A-type ores but their iron content may reach 30% Fe2O3. Any material containing less than 15% P2O5 is rejected as waste rock."

"There is an old saying that ""It is too late to lock the stable after the horse is stolen"". Is not this just what is being done by many mine operators today when it comes to buying safe electrical equipment for gaseous and dusty coal mines?The ""open type"" of electrical equipment or even the ""half safe"" type represents the unlocked stable. After the mine disaster, and after men have lost their lives, the lock is put on - that is, safer equipment is installed.For example, an open type of electric coal drill was used in a gaseous mine in West Virginia, This was the probable cause of the death of 27 men. A half safe type of electric coal-cutting machine was used in a gaseous mine in Pennsylvania. This was likely the cause of the death of 36 men. An unapproved, unsafe type of flame safety lamp was used in a gaseous and dusty mine in Utah. This was the all¬eged cause of the death of 171 men. All three disasters happened within the last six months, and seem to have been avoidable if proper equipment had been used.It is understood that more rigid requirements will be enforced in West Virginia. The committee of State mine inspectors made definite recommendation for im¬proving the conditions in the given mine in Pennsylvania. The Industrial Commission of Utah have already issued new orders which will remedy the use of unsafe lamps in that State.These acts and recommendation are all good and will help prevent accidents in those States in the future. Is it not a pity that such recommendations and order were not made a little earlier before the tell of life had been exacted? Is it not a pity that other States will not take these lessons to heart and safeguard their mines before and not after disasters take place?Electric current can cause accidents in five general ways as follows: (1) By shock to persons; (2) by igniting powder; (3) by igniting gas; (4) by igniting coal dust; and (5) by setting fire to inflammable material such as timber and coal. A great many accidents from these causes are preventable if proper care is taken. Most of the accidents caused by sparks and flashes from electrical apparatus would not take place if approved electrical equipment was used. By approved equipment, the writer means equipment that has been tested and formally approved by the Bureau of Mines. So far as known, up to the present time, no disasters have been caused by sparks or flashes from equipment having the Bureau's approval."
