"Purpose of InvestigationThe process of removing solid material from liquid suspensions has been studied at the Northwest Experiment Station, United States Bureau of Mines, in cooperation with the University of Washington, as part of a general program to investigate the dewatering of Pacific Northwest plastic kaolins, which is difficult by ordinary filter-pressing methods. The present paper is a progress report of the work began by Vance S. Cartwright in 1928 and continued in 1931 and 1932. Spray evaporation is believed to be valuable for the following classes or grades of clay and clay mixtures:(1) Highly colloidal, plastic-type clays, which release their mechanically attached water with difficulty; (2) clays prepared for shipment in pulverized or powdered condition; and (3) synthetic, ceramic, porcelain, and tile mixtures prepared as aqueons suspension, dried and pulverized before molding. Dilute suspensions can be dewatered by spray evaporation to produce concen-trated casting slip or plastic clay with a lower water content.The most common dewatering method used in preparing powdered kaolin for the market comprises the following steps: Reduction of the water content by filter-pressing from approximately 75 percent in the thick ""slip"" condition to about 30 percent in the condition; further reduction of the water in the filter-press cakes by heat to about 5 percent; and pulverization of the dried cakes in hammer or dust. These three steps can be simplified to a single process by spray evaporation."

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. This paper is a continuation of a series made in cooperation with the Coordinating Fuel Research (CPR) Committee of the Coordinating Research Council (CRC), Inc. The first of this series of reports presented data on motor gasolines sold during the winter of 1935-36, and succeeding reports described motor gasolines sold during the summers and winters to and including the summer of 1941. No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.

Introduction Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost. Both work in very difficult conditions and wear out rapidly. As a result, frequent rope changes are required resulting in substantial cost and productive time loss. Although performance of rigging has a profound impact on dragline efficiency, there are no common, industry accepted standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The performance of drag and hoist ropes depends on: •rope construction that should closely match requirements of the specific application, rope operating conditions and its maintenance and • correct definition and application of the rope discard criteria so that full advantage of the rope can be taken without endangering safety of its operation. This paper reviews the present practice related to all these factors. Its findings are based on the wide survey of the present industrial practice. Field survey In total, 33 North American dragline applications were surveyed of which 17 were Bucyrus-Erie machines, 10 were Marion and six were Page (now P&H). Most of the draglines were stripping overburden in coal mines, but the survey also included some unique applications such as phosphate mining in Florida and oil sand mining in Alberta. Hoist drive power of the surveyed machines varied from 300 to 7775 kW (400 to 10,400 hp). Drag drives varied from 300 to 5815 kW (400 to 7800 hp). Boom lengths varied from 37 to 110 m (120 to 360 ft). Bucket sizes varied from 5 to 96 m3 (6 to 115 cu yd). The hoist and drag ropes installed on the surveyed machines were supplied by 10 rope manufacturers and differed widely in type and construction. Most common rope strand constructions included standard strands, Seale, Warrington, Warrington-Seale and Filler-Seale. Results of the survey [ ] Working conditions Working conditions of hoist and drag ropes are quite different. The first cope primarily with bending on rope drums, point sheaves and deflection sheaves, and with tension force imposed by the bucket and its load. The drag ropes are exposed to severe abrasion at the pit crest, and to severe bending and crushing at fairleads, all while coping with tension forces imposed by resistance of the bucket to dragging. Bending of drag ropes at house rollers and at rope drums is of minor importance for their performance. Differences in working conditions result in different wear patterns, which make it feasible to install discarded hoist ropes to further serve as drag ropes. The hoist ropes wear primarily due to fatigue breaks of wires, while the drag ropes are subject to severe abrasion of outside wires, rope deformation and internal wire-strand breaking. The last is often indicated by the reduction of rope diameter. The summary of working conditions for the surveyed draglines is shown in Table 1. For simplicity, Table 1 does not include the data on rope bending at the fairleads, nor at the deflection rollers and house rollers. Similarly, Table 1 does not include the data on drag rope bending (other than that on the rope drum), as its influence on rope life is insignificant in view of severe abrasion and internal wear taking place elsewhere. However, the safety factors of the dragline ropes are lower, which requires them to carry relatively large tension forces. Industrial grinding machines used in the mineral processing industries are mostly of the tumbling mill type. These mills exist in various types: ball, rod, pebble, autogenous, and semi-autogenous. Balls and rods are traditionally media shapes used in the tumbling mills. In resent years, as an alternative to balls, grinding charges with various shapes are being used. Cylpebs are slightly tapered cylindrical grinding charges with length equaling diameter, and all the edges being radiused. Cylpebs of equal diameter and length have 50% greater surface area and 45% greater weight than balls of the same material. In addition, they have 9% higher bulk density than steel balls, or 12% higher bulk density than cast balls. An important advantage of cylpebs over balls is that cylpebs produce narrower granulometric distribution due to their shapes. However, some discrepancies were found in the literature regarding the milling performance of cylpebs in comparison with balls (Chi, 2004). In recent studies, Chi (2004) has provided detailed information on cylpebs and has compared these to balls in relation to media mass, size distribution, surface area, and input specific energy. Ipek (2006) has investigated the effects of cylpebs and balls with equal mass and surface area on the breakage rate of quartz, using cylpebs and balls separately. Similarly, Lameck and Moys (2006) have investigated the effects of balls and worn balls on breakage rate of material using worn balls as grinding environment. However, no study has attempted to investigate the effects of grinding environment other than balls on the brekage distribution. As indicated by Prasher (1987), the breakage distribution function is independent of the following variables in ball mills: hold-up (Mika et al., 1967; Kelsall et al. 1969), mill speed and ball load (Herbst and Fuerstenau, 1972), media load and ball density (Kelsall et al., 1973), mill diameter (Malghan and Fuerstenau, 1976), and powder charge (Shoji et al. 1980). The aim of the present paper is to compare the effects of cylpebs and balls on the breakage distribution function of quartz with respect to same mass and same surface area. BACKGROUND Comminution as a rate process is called kinetic approach. Studies on the kinetic approach are reviewed by Oner (2001). Oner states that grinding kinetics are based on studies by Kolmogorov in 1941 and that Robert (1950) is the first to suggest this approach. Later, Melzak, Loeveday, and Reid have improved the grinding kinetics equation; and, Austin and Lynch have conducted two basic studies on the analytical solutions of these equations. Considering the results of studies comparing the size reduction mechanisms, it has been accepted that breakage constitutes of two operations. These two basic operations, first defined by Epstein (1948), are those of selection of material for breakage and the distribution of breakage material to particle sizes smaller than the initial size (Lynch, 1977). Epstein defined the two operations as: ? Pn(y), the probability of breakage of a particle size in the nth step of the breakage process. ? F(x,y), the cumulative distributions by weight of particles of size x<y arising from the breakage of a unit mass of a size y. Probability of breakage is called a selection or a breakage-rate function (Si). Characteristics size distribution after breakage is called a breakage distribution or appearance function (Bi,j). Due to the difficulties in representing particle size distributions mathematically and constantly, the batch equation based on particle size fraction is suggested. Thus, as is the case in breakage distribution and specific rate of breakage, the breakage parameters were defined by batch grinding experiments conducted in laboratories (Oner, 2001). When effective breakage occurs in the mill, the breakage of material with single feed size fraction usually fits first order grinding kinetics and the specific rate of breakage values can be calculated through the slope of semi-log plot. The values of the breakage distributions are deduced from the size distributions at short grinding times where there is mainly size 1 material breaking and only small amount of smaller sizes to rebreak (Austin et. al., 1984). B values can be calculated by using BII. [ ] where j is the top size of the charge, Pi(t) is the cumulative percent undersize of i th size interval at the short grinding time which gives no more than about 30% broken out of the top size interval. Cumulative primary breakage distribution, Bi,j, is also defined in an empirical form by [ ] where xi is the top size and Bi,j is the weight fraction of primary breakage products. The parameters F, ? and ß define the size distribution of the material being ground. On plotting size versus Bi,j on log scale, the slope of the lower portion of the curve gives the value of ?, the slope of the upper portion of the curve gives the value of ß, and F is the intercept as in Fig.1. This Bureau of Mines report delineates the coal reserve base of anthracite, bituminous and subbituminous coals, and lignite, by mining method and sulfur content, for coal-bearing States west of the Mississippi River. The parameters used to establish the reserve base definition are the result of a joint agreement by the Federal Bureau of Mines and the U.S. Geological Survey. The reserve base of low-sulfur coal, =10 percent sulfur, is 167,324.5 million tons; medium-sulfur coal, 1.1-3.0 percent sulfur, is 37,531.5 million tons; and high-sulfur coal, >3.0 percent sulfur, is 11,244.1 million tons. The reserve base of coal with an unknown sulfur level is 18,323.0 million tons. The percentages of deep and strippable coal are 56 percent and 44 percent, respectively. The basis for reserve base estimates and analytical data for this report was the Fuels Availability System, a Bureau of Mines data bank containing numerous data tin fossil fuels. Information contained in the system was obtained from publications of the Bureau of Mines, U.S. Geological Survey, State agencies, private publications, and company data.

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

A new record in accident prevention was made by the metal-mining a industry of the United States in 1938, as signalized by a lower fatality rate than in any previous year. The rate was less than half as high as in 1911, the earliest year for which figures are available. A good safety record was also established in the prevention of nonfatal injuries, as the injury rate was lower than in any other years except 1931 to 1935, a 5-year period notable for its unusually low injury rates. Employment was more limited in 1938 than in 1937, both in number of men employed and total number of man-hours worked. The number of workdays per man also was smaller than in 1937. Operating companies reported that 7,233 mines were active in 1938 or some part of the year and that the total number of men employed was 103,027. This figure represents the summation of the average number of men employed as reported by the companies, the average for each mine being that for the period during which the mine was active. The number of employees at all mines in 1938 was 15,402 less than in 1937. Reports covering all mines indicated a total of 188 million man-hours worked during the year, or 21 percent less than the nearly 240 million man-hours worked in 1937. In the performance of this work accidents occurred that resulted in the death of 156 employees and the injury of 1.2,722, each injured employee being disabled for more than the remainder of the clay on which he was hurt.. The fatality rate for 1938 was 0.83 per million man-hours worked, which was 9 percent more favorable than the rate of 0.91 for 1937. Nonfatal injuries occurred at the rate of 67.61 per million man-hours worked, an improvement of 10 percent compared with the injury rate of 75.37 for 1937.

The principle that conventional schemes for taxing petroleum or mineral resources are "inefficient" is illustrated using simulation calculations tested against an "ideal" system. Inefficiency is defined as the relative success in maximizing expected government revenues from the resources. Most systems fail because: 1) they leave oil in limbo, i.e. unproduced because of excessive fiscal burden; or 2) they unnecessarily increase the variance in the explorationist&apos;c, rate of return by undertaxing large fields and overtaxing smaller but infra-marginal fields. This increases his discount rate and reduces taxable surplus. An "ideal" tax system is specified which maximizes government revenues while minimizing risk to the operator. Two criteria are developed: 1) the tax falls to zero on fields which yield only the minimum necessary rate of return ("marginal" fields); and 2) the after-tax present value of all fields is the same for all fields above a threshhold size. In particular, marginal fields, while contrib- uting little to expected values, do contribute to reducing variance and hence risk praemia by distributing the exploration costs over a higher probability of successful outcomes.

This report on the physical and chemical properties of typical crude oils of southern Louisiana and southern Texas is the seventh in a series of preliminary chapters of a bulletin covering the producing districts of the United States. Preceding reports* may be obtained from the Bureau of Mines on request. The details of the methods used in this survey in collecting samples and making laboratory tests have been discussed in the first three papers. A method of summarizing and interpreting the laboratory data has also been given, but most of the crudes included in the present report differ so radically from those previously reported, that it has been found advantageous to adopt a somewhat different method in making summaries. This method is described in detail later. If any errors or omissions are noted by readers, it is hoped that these will be brought to the attention of the Bureau of Mines, for correction before the appearance of the final bulletin.

Only a limited number of mass and infrared reference spectra of high purity unsaturated hydrocarbons and oxygenates are presently available in the literature. To aid Bureau of Mines research programs requiring such references, 64 mass spectra and 70 infrared spectra were obtained and are reported. The individual compounds, acquired from commercial sources, were purified by preparatory gas chromatography. Purity determinations were made using a combination of analytical gas chromatography, microhydrogenation, and catalytic deoxygenation. These spectra will aid spectroscopists in the identification of compounds of the types reported.

Thermodynamic data for selected metal sulfates were critically evaluated and compiled as part of the Bureau of Mines program to provide a scientific base for use in developing new technology and predicting the feasibility of new processes. Values for Cp°, S°, H° - H°298, -(G° - H°298)/T, ?Hf°, ?Gf°, and log Kf as a function of temperature are given in tabular form. Thermodynamic data were compiled for VOSO4, Cr2(SO4)3, MnSO4, FeSO4, Fe2(SO4)3, CoSO4, NiSO4, Cu2SO4, CuSO4, CuO-CuSO4, ZnSO4, and ZnO-2ZnSO4, together with their stable hydrates.

[The Cartersville mining district is in Bartow County, Ga., about 40 miles northwest of Atlanta. Barite, limonite, ocher, amber, hematite, and, manganese oxide ores have been produced from the strict since about 1840. In the search for a possible source of manganese ore, Bureau of Mines engineers made a preliminary study of the district from September 1950 to January 1951. During this study 139 deposits were examined, and many mineral exposures were sampled. Manganese mineralization occurs as fine oxide and concretionary pellets in residual clays, as fine oxides in umberous clay, in brown-iron deposits, and in a limited quantity in mud ponds and Jig-tailing piles. The future supply of ferrograde manganese ore from the district, using current mining and benefication methods, appears limited to the recovery of the hard manganese ores deposits. Rough estimates indicate a reserve of manganese-bearing clays of about 8,000,000 long tons. This type of deposit has been extensively exploited and the larger deposits mined out to depths of from 50 to 200 feet. The remainder of these deposits are low grade, are covered with deep layers of colluvium, or lie below the ground-water table. Any future production from this source will require systematic prospecting, improved concentration, and an increase in the price of concentrate.]

This report on the physical and chemical properties of typical crude oils of Oklahoma is the sixth in a series of preliminary chapters of a bulletin covering the producing districts of the United. States. Preceding reports* may be obtained on request. The details of the methods used in this survey in collecting samples, making laboratory tests, and interpreting results are discussed in the first three papers. If any errors or omissions are noted by readers, it is hoped they will be brought to the attention of the Bureau of Mines for correction before the appearance of the permanent report. Samples of Oklahoma crudes analyzed in this report were taken from those fields representing the major production of the State. The Oklahoma Geological Survey designates 172 different oil and gas fields in the State, S1 being in Osage County, 14 in Tulsa County, 14 in Okmulgee County, 9 in Washington County. The list of samples collected by the Bureau of Mines represents only 5 fields in Osage County - Bigheart, Burbank, Hominy, Osage Junction, and Pershing - yet these samples, together with those from adjoining fields, are representative of nearly all crude produced in the county. In recent years, west-central Arizona and adjacent California have become the focus of geologic and exploration attention because of its excellent exposure of detachment-fault terrane. Detachment faults, normal faults with nearly horizontal fault planes, are the result of regional extension. Rocks on the lower plate consist of mylonitized intrusive, metasedimentary and crystalline rocks highly altered to chlorite; upper plate rocks comprise sedimentary, volcanic, metasedimentary, and metavolcanic rocks. The movement of the detachment fault causes the rocks on the upper plate to be severely fractured and brecciated thus making them Ideal conduits for mineralizing fluids. Mineralization favored the more reactive sedimentary and volcanic rocks of the upper plate. Three gold deposits, located in upper plate rocks, are currently being mined along the Colorado River corridor: the Picacho Mine near Yuma, Arizona, 70 mi south of the study area; the American Girl Mine In southeastern California, 60 mi southwest; and the Copperstone Mine near the southern end of this study area. Samples from the above three mines were used to create a geochemical model of detachment-related gold deposits. Antimony, arsenic, barium, copper, mercury, molybdenum, manganese, tungsten, and zinc all occur In the mine samples in concentrations at least three times greater than found elsewhere in similar rock types. Samples taken by the Bureau from the wilderness study areas contain similar anomalous concentrations of the same elements as well as elevated concentrations of several other elements Including: lead, fluorine, cerium, uranium, and samarium.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don&apos;t breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia&apos;s huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing&apos;s role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. Now, coal marketing must be recognized in its "true leadership role," Daniel said. The transition from exploration to feasibility is a stage in the development of mineral resource projects that is frequently not handled well. The transition marks a point in the project development process where resource evaluation priorities change significantly from the discovery of mineralisation and the rapid assessment of the potential tenor of the mineralised system, to the detailed assessment of the deposit. &nbsp; Information used in the exploration process tends to be of a qualitative or theoretical nature initially, but gradually becomes more quantitative in character as geological knowledge relating to individual prospects grows. &nbsp; The transition from discovery and rapid exploration of a new deposit occurs at a relatively early stage in project development, coinciding with the first attempt to prepare a resource estimate for the deposit. Fundamental assumptions regarding both structural and grade continuity and uncertainty inherent in existing information need to be made so that they themselves may be addressed during the collection of additional data. &nbsp; The effective commencement of feasibility studies involve the introduction of new accountabilities either as a result of appointment of a project manager, and through needing to be able to quantify: ò&nbsp;&nbsp;&nbsp;&nbsp; the quality of data being collected for resource evaluation purposes; ò &nbsp;&nbsp;&nbsp; confidence associated with resource estimates; and ò &nbsp;&nbsp;&nbsp; the need to develop an audit trail for the project, required to make the resource evaluation decision-making process as transparent as possible. &nbsp; Quality assurance is a concept to which exploration geologists have frequently had little exposure. Being able to demonstrate the quality of data used in feasibility studies is, however, a crucial component of the overall risk management and reduction. &nbsp; Development of a transparent audit trail for data assists in demonstrating the quality of data which is frequently perceived to translate directly to confidence inherent in resource estimates. &nbsp; Establishing procedures for geological data collection and management also provides a more reliable framework for making decisions that impact on project execution, again resulting in improved confidence in resource estimates and associated geoscientific data. &nbsp; Regular, independent technical audits, in principle similar to audits conducted for the ongoing certification of standards compliant quality assurance systems, are a major, positive factor in effective project management and execution. &nbsp; Information used in project evaluation, feasibility and development must be based on facts. Facts are effectively observations that are ideally made systematically, recorded in a systematic manner, and by being collected effectively are not subject to change. &nbsp; Effectively managing the transition from exploration to resource evaluation, feasibility and project development involves recognising the nature of changes in the nature, detail and scope of geoscientific data required at each stage of project development. In doing so it is essential to: ò &nbsp;&nbsp;&nbsp; recognise when the change occurs (as early as preparation of the initial resource estimate for a project); ò &nbsp;&nbsp;&nbsp; accept that the change may not be gradual; and, ò &nbsp;&nbsp;&nbsp; ensure that the project evaluation team is adequately resourced. &nbsp; These objectives require recognition of the value of previous experience and the need to instill a true team approach amongst both staff and contractors associated with the project. Regular formal and informal communications between staff, contractors and other stakeholders in the project are an essential tool in ensuring personnel are aware of factors affecting their role in the project.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country&apos;s investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country&apos;s production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal&apos;s; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan&apos;s production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry&apos;s importance to the country&apos;s development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China&apos;s nonferrous development efforts, therefore, appear two-pronged. First, the country&apos;s efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China&apos;s non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country&apos;s carbide industry and developing new high speed and tool steels to meet international standards. Large structures in mines (faults, dykes, pillars, abutments) fail when the load exceeds the strength. If the loading system stiffness (LSS, also referred to as the ‘local mine stiffness’) is lower than the stiffness of the structure the failure will be unstable. The greater the difference between these stiffnesses, the greater the energy release during unstable failure. A method has been formulated by which the LSS is established through cost-effective numerical modelling while insight into the structure stiffness (source stiffness - SS) is provided by apparent stiffness, a parameter based on the empirical relation between seismic moment and radiated seismic energy of small seismic events from the area/volume of interest. By plotting LSS vs SS a ‘stiffness diagram’ is constructed that is useful for seismic hazard ranking of different structures. A comparative back-analysis of the Dagbreek fault in Welkom, South Africa, (source of the 1990 Matjhabeng earthquake) and two other nearby faults confirm the applicability of the method. An extension of the method, where ‘hazard magnitude’ is used as a measure of the LSS, allows a ‘stiffness diagram’ to be constructed using seismic data only. Une méthode a été formulée selon laquelle le LSS est établi par modélisation numérique rentable, tandis que la raideur de la structure (SS – raideur de la source) est établie par la raideur apparente, un paramètre basé sur la relation empirique entre le moment sismique et l’énergie sismique radiée de petits moments sismiques dans l’aire/volume en question. On trace le « diagramme de raideur » en relevant les deux mesures (LSS et SS), ce qui est utile pour classer les risques sismiques de structures différentes. On vérifie l’applicabilité de la méthode en comparant la faille de Welkom, Afrique du Sud (foyer du séisme de Matjhabeng en 1990) avec deux autres failles proches. Une extension de cette méthode, dans laquelle on utilise la « magnitude du risque » comme mesure du LSS, permet de construire le « diagramme de raideur » avec des données sismiques seulement. Durch das Kartograpahieren der LSS in Bezug auf die SS wird ein `Steifheitsdiagramm &apos; konstruiert, welches für seismische Gefahrklassifizierung der unterschiedlichen Strukturen nützlich ist. Eine vergleichende Postanalyse der Dagbreek Verwerfung in Welkom, Südafrika, (Zentrum des Matjhabeng Erdbebens 1990) und in zwei anderen nahe gelegenen Verwerfungen bestätigen die Anwendbarkeit der Methode. Eine Verlängerung der Methode, in der die `Gefahrengröße&apos; als Maß für das LSS verwendet wird, gestattet, daß ein `Steifheitsdiagramm&apos; konstruiert wird, welches nur seismische Daten verwendet.
