A KNOWLEDGE of the water content of producing sands is becoming of increasing importance to the petroleum industry. It is now a generally accepted fact that practically all oil sands contain some free water. Recent experiments1 have shown that an appreciable fraction of the pore space of a sand may be filled with water while oil production from this sand is water-free. Crowther and Haines,2 in experiments on electro-endosmosis in soils, reported that there was no endosmotic flow of water when the moisture content of the soil was 14 per cent or less, indicating that the moisture content of the soil below 14 per cent was held by dif-ferent forces than the water content above this value. This result is confirmed qualitatively by Dunlap,1 who found that "as the volume of water in the voids exceeds approximately 15 per cent of the pore volume, the permeability of the core to kerosene is markedly reduced." The author3 has also found in other experiments that the gas flow through a water-saturated sand reaches essentially 100 per cent when the pores of the sand still contain from 10 to 15 per cent water. The velocities of the flowing fluid in the experiments cited were comparatively high, so that in practice one may expect, at lower fluid velocities, an even higher moisture content of the sands with water-free oil or gas production. Thus a knowledge of the water content of oil-field sands becomes of con-siderable importance in estimating petroleum and gas reserves, and effi-ciency of fluid recoveries from depleted reservoirs. Rapid and reasonably accurate methods of measuring the water content of sand cores have not been described so far in any literature that has come to our attention.4 The method described below is devel-oped from methods that have been used for some time to measure the water content of alcohols.5,6,7 It is an application of the fact that in the presence of certain organic liquids such as kerosene, carbon tetrachloride, xylol, etc., water and alcohol are only partly miscible. The principles of the caving system, as they apply to mining soft iron-ore deposits, are well known, as this method has been in use for many years. It is, however, necessary to give a general description of it before describing the Athens method. The shaft and surface equipment should be placed at a sufficient distance from the orebody, so that the caving and pulling of the surface will not disturb the operations of the mine. Levels are started at the proper intervals, and when raises are completed, slicing commences at the top of the orebody and progresses downward. The necessary precautions are taken to avoid the occurrence of large open rooms and it is customary to break sufficient capping to form a mat to prevent heavy falls of ground from crushing through to the lower sublevels and endangering the lives of the workmen. Slicing is continued, and when sufficient width and length are undercut, the capping commences to cave, and in time a settlement occurs at the surface. As soon as this caving commences, the pressure on the timber increases; after it extends to the surface, the amount of pressure has a certain relation to the depth. In other words, the pressure increases with the depth, but not in direct proportion. At great depths, such as are found at the Athens, 2500 ft. (760 m.), the pressure might be so excessive that the cost of keeping working places open would be prohibitive. The actual caving of the surface in a deep mine, with a great thickness of capping, is slow and often takes years to accomplish. After sufficient width and depth have been undercut, the capping starts to break away, but, through arching, large masses of rock fill the opening, support the capping, and retard the continuation of caving. Caving to the surface is, therefore, retarded until either a sufficient thickness of the orebody is removed, or the width and length of the undercut part have been greatly increascd. I wish to emphasize this fact of slow caving, for it is on this principle that the success of the Athens system largely depends. Discussion of the paper of J. NORMAN BULKLEY, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 355 to 373. GRAHAM BRIGHT, E.. Pittsburgh, Pa.-On p. 265 mention is made of a change from steam hoist to electric hoist. The arrangement mentioned, of using a geared motor, and having the gearing and counter-shaft in a separate, self-contained unit, and then connecting that to the hoist by means of a flexible coupling, is very good. Sometimes, however, it is necessary to change a geared hoist over to an electric hoist. 'In that case the motor could be either direct-connected to the countershaft or geared to the countershaft, making a double-reduction gearing. Trouble has been experienced with this method on account of the hoist not being designed for electric drive. It may be of a rather light construction which will not stand the forces obtained by steam operation, the maximum being determined by the steam pressure which can be obtained in the cylinder. With motors of hoisting types, torques, can be obtained, which are so far in excess of anything that the steam engine could give, that this sometimes results in disaster when a motor is applied to a hoist of that type. If the operator gets a little careless, he may overstrain the hoist, And cause damage, so that this question should be looked into when changing from a steam hoist to an electric hoist. The hoist should be rugged enough to stand the torques which may be attained by careless operation, in which case, instead of using a three-bearing motor, with a pinion between two of the bearings, it is much better to arrange for a two-bearing motor, arranging for a coupling through a flexible coupler. In another place trouble is mentioned as due to the vibration of a geared hoisting motor. That can be overcome by supplying a flexible coupling between the motor and the hoist proper. You will find, if a flexible coupling is furnished, that the motor troubles will largely disappear. K. A. PAULY (communication to the Secretary*), Schenectady, N. Two methods for the rapid valuation of oil properties are in common use. The one best known and most widely used is the "per barrel" value, based on the present daily production of the well, without regard to its past performance or the history of the sand or pool from which it produces. The second method is the "time to pay out," or the lengt of time required for a well to place itself upon the credit side of the ledger, from which time the returns from its production (less the operating expenses) will be clear profit. The time basis for valuation is also commonly used in the appraisal of an undeveloped lease. In most oil fields, it is not thought good business to invest in production that will not pay out in at least 4 to 5 years. Nearly all buyers (except in certain regions of very persistent production like the deep-sand territory of the Appalachian field) expect wells to pay out in considerably less time than this. Like the barrel-per-day price, the time necessary for a well to pay out has been determined for each field, so that one frequently hears a field or district referred to as having a certain time to pay out. This is considered the norm for that field or district and the buyer and seller base their value, to greater or less extent, on their belief in the accuracy of this time. The writer long ago became convinced of the inaccuracy of the barrel-per-day method, except when greatly modified for local conditions, such as the age of the wells, their economic limit, operating conditions in the field, the future price of oil, and the persistence of the sand as a producer. When so modified, this method becomes more of an analytic or predicted probable-yield valuation. While the appraiser may not go through each step in a valuation based on future returnable revenue, his knowledge of the field and the local conditions surrounding his leases make it possible for him to estimate a fair sales value that, in many cases, will be a close approximation to the truth. M. Balicki—As one who some years ago spent much time searching for an alloy with high thermoelectric power that would be suitable for heat energy-electric energy converter based on the principle of a thermoelectric pile, I would like to make a few comments touching upon that aspect of this excellent paper. The specifications which one of the authors has formulated so aptly do not appear to me as complete, and I would like to add to them the following two demands: (1) Melting point not less than 500°C and (2) elongation on 2 in. at least 5 pct. Condition 1 would insure good thermodynamic efficiency of the pile by permitting a reasonably high temperature of the hot junction and at the same time making it suitable for such application as salvage of vast amounts of energy which is lost in the form of sensible heat of waste gas leaving industrial and other furnaces. Condition 2 is also a very important one; particularly, because of the fact that all elements and alloys which exhibit attractive thermoelectric properties seem to be as a rule very brittle. The design, erection, and maintenance of a pile incorporating a brittle material in one of the most crucial parts of the converter would be a very difficult and costly affair indeed. To illustrate this point I may mention great difficulties I encountered when trying to make thermocouples of silicon. Casting of 1/4-in. rods in iron or graphite mould yielded only broken pieces which had to be welded into a bar. Such a bar had to be handled very carefully during the determinations. Raising the molten silicon by vacuum into a silica tube and solidifying it there solved the problem of stability as well as that of electrical insulation of a bar. On tests this bar (98.5 pct Si) showed dE/dT = — 275.5 microvolts per degree C vs. copper. Thermocouples made of this grade of silicon and pure nickel developed 0.39 v when temperature of the hot junction was approximately 1000°C. The possibility Dr. Gonser has mentioned of trying to impart to metals good thermoelectric properties by alloying them with silicon, has been considered. The preliminary survey which I have made was, however, disappointing. Perhaps, it will be advisable to record the results obtained (table VI), as this might save repetition of search in fields already covered.

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

BEDS or lenses of potash and magnesium salts are found in a thick salt section (Salado) overlain by Rustler Red Beds in several members of which water is present and from one of which the refinery process water used by International is obtained. Most of the holes drilled are less than 1000 ft. deep, but some wildcat holes have exceeded 3000 ft. Cable or rotary tools are used to drill down to the salt. When samples of water are desired the cable rig is used, but when this is not necessary, and where caving material is present, the rotary rig has an advantage. The rotary rig has a further advantage in that only one machine is required to drill and core the entire hole, whereas the cable rig must be moved off to make way for the core drill. Casing is placed in the upper section of the hole as required to shut off water, and a 5 3/16-in. string is set in the top of the salt before coring starts. With the rotary rig drilling is often carried to the salt with no casing, as drilling mud seals off caving ground and water-bearing strata, and a string of 4-in, line pipe or 4-in. flush-joint casing is landed on top of salt. Several types of gasoline-powered core rigs have been used in the field and all recover a 2 1/2-in. core. More recently the Sullivan Model 37 rotary rig has been tried, and a Sullivan Model N has been adapted to use a rotary bit in the upper section. Core is recovered in 20 ft. sections with a double-tube core barrel, and the bit used is a bottom-discharge type set with diamonds. The drilling fluid must be a saturated brine to prevent solution and etching of the minerals present. Blowouts are apt to occur from nitrogen gas trapped under the several polyhalite beds, and some have been strong enough to blow the tools out of the hole. Core recovery is practically 100per cent. All holes are plugged after drilling, with cement through the salt section and opposite each water horizon, and mud through the remainder of the hole. Cores are carefully logged and preserved, and in sections containing potash and magnesium minerals they are quartered and analyzed. The correlation of ore beds between drill holes is briefly described.

I desire to submit, for the consideration and information of the members of the Institute, the following data, drawings, and tables, showing what I believe will be interesting information with regard to the diamond drill, and its uses in developing mineral lands. I would first say that the results given have been obtained during the past two years by means of two drilling machines belonging to the Lehigh Valley Coal Company, operating on their coal lands in the Mahanoy, Lehigh, and Wyoming regions. 1st. A tabulated statement, giving location of borings, date, progress, total cost, itemized cost per foot, etc. 2d. Section showing strata bored in Nos. 5 and 10 holes at Mt. Carmel, see Plate VI. 3d. Section showing strata bored in No. 19 hole at Hazleton, see Plate VI. 4th. Photograph and description of drill No. 2. From the first it will be seen that the total number of test-holes bored up to May 1st of this year is 24; 9 of these are in the Mahanoy region, 6 in the Lehigh region, and 10 in the Wyoming region, in all of which cores have been taken for the whole distance. The total distance bored is 9902 feet. The majority of the holes have been put down for the purpose of proving the lower veins of the coal series, and have had to encounter the harder rocks of the coal formation. Much of the distance has been through the lower conglomerates, going in some cases through the coarse egg conglomerate, the foundation of the coal deposit, and to the green sandstone and red shale which underlie it. These lower sandrocks and conglomerates are among the hardest known to geologists, and present a formidable resistance to the exploring drill. This fact must be taken into consideratiotl in comparisons of cost of drilling, and when considered will still further improve the very favorable results I am able to show in my statement of costs. In illustration, I will cite the work of one bit when boring in the upper or softer rocks of the Wyoming region, where 280 feet were obtained without resetting, while in the Lehigh and Mahanoy regions, in the lower and harder rocks, bits set with the same quality of diamonds would only bore from 3 to 20 feet before being worn out. Laboratory investigations have been made to study the effect of variations in fluid characteristics, gas saturation, water saturation, and water injection rate on oil recovery by water flooding. Three synthetic gas-saturated crude oils having bubble points of 860, 1,540 and 1,885 psi were used as reservoir fluids. Repeated tests were made in which a and pack, saturated with water and synthetic oil, was produced by solution gas drive followed by water flooding at various pressure levels. Oil recovery by solution gas drive and subsequent water injection is shown to vary with the pressure and rate at which the water flood is conducted. The pressure at which optimum flooding conditions exist is shown to be a functiotl of the physical characteristics of the reservoir fluid. For the systems studied, increases in oil recoveries of near 10 per cent were obtained by flooding at the most desirable conditions. Va- riations in initial water saturations gave results similar to those in the literature. INTRODUCTION Most of the waterflooding studies investigating means of improving present exploitation processes have been conducted at low pressures with little effort to simulate reservoir conditions. Holmgren and Morse' performed a waterflooding study at 300 to 500 psi wherein the gas saturation was created by injecting gas, letting dissolved gas evolve from the oil, and then flushing the core with "live" oil until the desired gas saturation was obtained. Their results show increasing oil recoveries with increasing gas saturations. Data presented by Guerrero' and Kennedy, et al, indicate that in some instances water flooding at approximately 500 psi below the original bubble point results in a lower residual oil saturation than is obtained when water flooding above the bubble point. In their work gas saturations were created by primary depletion. By correcting low pressure flooding data for fluid shrinkage, Dyes found that a maximum oil recovery may be obtained by flooding with initial gas saturations of from 7 to 12 per cent. The purpose of this work was to determine the variations in oil recovery caused by initiating a waterflooding program at various stages of primary depletion of a core. This is a part of a more comprehensive study of obtaining criteria for determining when to initiate a pressure maintenance program and what fluids to in-ject. "Two recent occurrences in Western metal mines in each of which 3 men were killed due to breathing fumes from explosives, have aroused keen interest among mining men not only as to the exact cause of such accidents, but also as to possible preventive measures.In sinking the forty five degree incline Marsh *haft near Burke, Idaho, on May 13, 1920, a round of holes containing about sixty pounds of 40 per cent gelatin explosive was blasted by the night shift upon leaving at 11:30 P.M. It was customary for the night shift to leave compressed air blowers open at bottom of abaft until the compressor was shut down slightly before midnight. Presumably this was not done on the night of the lath as the fumes were so heavy in the shaft bottom on the morning of the 14th that at about 8 o'clock, Superintendent Bergen and one of the shaft men, on reaching the shaft bottom, were overcome and fell from the bucket into the sump containing about six feet of water; and when two other men went down in the bucket a few minutes later to investigate, one also fell into the sump and the other was barely able to roach the shaft collar. The three bodies were later on recovered from the sump.At 400 P.M., June 10, 1920, at the Dominion Mine, Colville, Washington, a round of 11 holes containing about fifteen pounds of 60 per cent nitro¬glycerine explosive was blasted in a fifty degree raise about fifty feet above the main tunnel level by the shift going off for the night. in this mine it was the practice not to try to blow out the fumes until just before the shift went to work the next morning, Although no work was being done on the night shift, one of the raise men, curious to ascertain the effect of the shots, about 7:45 P.M., wandered into the mine (which was a tunnel only a few hundred feet in length), and was missed by one of his companions about an hour later. When three men tried to remove the body of the inquisitive miner, two of them were also overcome; ultimately these two and the first man were removed from the point at which all were asphyxiated, which was practically at the foot of themaise."

In a previous technical note' by Walter Rose, evidence is offered in support of the contention that "the possibility of describing oil recovery features in terms of capillary pressure phenomena has not been established entirely." It is not the purpose of this note to present further discussion of this possibility but rather to point out that the argument presented there does not appear to be generally valid. In the cited note' reference is made to the experiments of Welge2 wherein it was shown that when water was displaced by oil from a core the pressure in the water phase was less than in the oil phase but that when this oil was then produced by water drive the pressure in the water phase was greater than in the oil phase. Rose has concluded from these observations that conditions of static equilibrium did not obtain since the fluid saturations were such that phase discontinuities seemed unlikely. The argument from which this conclusion was drawn is based on the contention that "the pressure is always greatest in the non-wetting phase at each static interstitial interface of contact with the wetting phase." This premise appears to have been reached from a consideration of capillary phenomena in cylindrical tubes, although it may a1so hold for other types of pore geometry, hut as will be shown below it does not hold for all pore shapes and hence is not generally applicable. Since the pore structure of porous media such as reservoir rocks i- in general so complex as to defy exact description. it is undoubtedly of great value to establish a model in terms of pore shapes of known geometry, provided of course that the limitations of the model are recognized. That the limitations of the capillary. or cylindrical, tube model have not always been fully recognized will be evident from the following discussion of a pore of different shape hut one which may a. logically he considered a.; the capillary tube. The pore space to be considered is that shown in Fig. 1, which may be thought of as the "hole in a doughnut."* Consider the interface, A-B-A', between two immiscible fluids, P, and P2, which interface meets the solid alone a line, A-C.A'-C'. This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

Long blast hole drilling has been successfully implemented since the 1950s in caving operations, steeply dipping wide reefs and boxhole/raise developments worldwide. However, when applying long hole drilling to narrow tabular reefs, the challenges of achieving high economic drilling rates, combined with acceptable accuracy and appropriate powder factors have yet to be overcome. The focus in this paper is the selection, application and optimization of long hole drilling equipment at mining operations shallower than 2 000 meters. The drilling, blasting and cleaning operations have to be optimized as a process if maximum production at minimum per unit cost is to be achieved. For this to be possible, it is essential that the mine design and layout match the mining process being implemented. The critical parameters affecting the sustainable implementation of long hole drilling in stoping applications for platinum mines are improved safety and higher production rates compared to conventional methods. In terms of drilling, both top hammer and down-the hole hammer configurations have been considered. For economic drilling, the benefits of monitoring and optimizing performance (i.e. drill bit rotation, thrust, and percussive power) for specific rock types are discussed. While the drive is for longer, more accurate, smaller diameter holes to reduce drilling costs, the design of appropriate blast hole patterns and the corresponding charging and initiation systems is crucial for success. The effect of hole diameter and pattern on the powder factor, when comparing small diameter, shorter holes versus large diameter, longer holes, is a major factor in achieving good blasting results. Once appropriate drilling and blasting have been implemented, the cleaning process becomes a potentially critical operation to ensure the production, cost and safety goals are met. Hence, the blast hole pattern and charge have to be integrated for optimal fragmentation to suit the cleaning cycle for maximum production output. Providing that long blast hole drilling is applied as a process in a planned, committed and well-managed manner, the benefits in safety, production and cost over conventional methods should be achievable. However, if the implementation process is not planned and supported by all parties concerned, it will not be possible to succeed in the new operation. Hence, an implementation or roll-out plan of new technology is crucial for success.

The ordinary well log is subjected to a great deal of criticism, much of which is well founded. Sometimes, though, the difficulty in interpreting the log is due to the fact that the geologist or engineer using the logs does not know the limitations of the drilling method used. The rotary drill, especially, has inherent limitations that make it difficult to secure definite information at all times. The identification of well-defined key beds is about all that can be expected from the rotary log. The formation in a drilled hole, as reported by the driller, has a direct relation to the speed with which the drill makes the hole or to the reaction of the various strata on the bit, called the "feel of the bit." When this is not thoroughly understood by the geologist or engineer endeavoring to interpret the log, the result is an erroneous correlation with other wells or a discarding of the log as worthless. General Terms Hard and Soft.—Hard and soft are relative terms. In the case of well logs, they are very misleading as they are used in connection with both resistance to abrasion and resistance to percussion. In technical rock classification, hardness is relative resistance to abrasion. The term brittleness is used in connection with resistance to blows. These terms are misleading to the geologist or engineer who is not familiar with both the cable-tool, or standard tool, method of drilling and the rotary method. In the case of the standard tools, the driller's report of the hardness of the formation is in terms of its resistance to blows. For instance, a cable-tool driller might be able to make from 30 to 50 ft. a tour in a brittle limestone, which he would call soft and at the same time he might call a relatively soft (from a purely mineralogical standpoint) gypsum hard, because it is somewhat elastic and is not readily broken by blows. The rotary driller would reverse the terms. The limestone is hard in that it resists the abrasive action of the bit, while the gypsum might be soft in that it is readily cut by the rotary bit. It is rare that wells drilled by the standard tools are correlated with those drilled by the rotary, but the technologist who has worked with well logs from one system might be misled when working with the other.

DURING the past decade, considerable work has been carried out on various cermet systems in an effort to produce materials suitable for high-temperature applications in gas turbines. Most of the materials have not, as yet, met the requirements of the engine manufacturers, primarily because of their lack of room-temperature ductility and thermal shock resistance. In the field of tool materials, however, although ductility is still of prime importance, much has been accomplished by improving design parameters and the quality of carbide materials with a view to using cermet compositions successfully. The systems described in this paper were designed primarily for application in this field, although their development was a natural outcome of work on similar compositions designed for high-temperature service. In steel-bonded titanium carbide, the steel binder imparts heat treatability to the system while the carbide provides abrasion and wear resistance. Combining the carbide and the steel matrix in carefully controlled proportions results in a composite material which, when the steel is hardened, has man of the properties of cemented tungsten carbide. In the annealed condition, this material can be readily machined by the conventional chip-removal techniques. Titanium carbide has certain distinct advantages over many of the other carbides when combined with a steel matrix. It is among the hardest of the carbides and is one of the most stable. Liquid iron wets titanium carbide, and this wetting assists in the formation of a dense cermet. Once the composite structure has been formed, the titanium carbide acts as a relatively inert phase during the heat treatment of the matrix. PREPARATION OF ALLOYS The steel-bonded titanium-carbide materials described in this paper were prepared by the liquid-phase sintering technique. The titanium carbide used had an average particle size of 6 to 7 p, a total carbon content of 19.4 pct and 0.35 pct free carbon. This was blended with the elemental metal powders by ball milling them together in a hexane medium. After drying, paraffin wax was added to the blend to provide green strength in the pressed briquettes, and compacting was performed at 15 tsi. Liquid-phase sintering was carried out in vacuum at temperatures which depended on the chemical composition of the system involved, but which were usually around 2640° F. The year 1932 has been one of exceptional significance for the Gulf Coast. Because of many new oil fields found, the most outstanding of which, Conroe, has assumed national importance, and because of new prospective areas extending through Montgomery, Polk, Tyler and Newton counties into Louisiana, there has been a stampede of operators to the Coast. During the year, development and discoveries have shown a marked trend away from the shallow or intermediate depth type of salt dome fields, with their treacherous flanking sands, to the deep-seated type of domes with their more continuous blanketing sands. The potency of some of the deep-seated domes such as Thompsons and Conroe, in Texas, and Iowa in Louisiana, has for the time at least, dispelled the disappointment of such deep-seated domes as Mykawa or Sheppard's Mott. Whether the newer deep-seated prospects, as yet little developed, will prove Conroes or Mykawas remains to be seen. In any event there is much for us yet to learn of the Coast. During 1932 a total of nine new oil fields and four new gas areas were discovered, which compares with seven new fields in 1931 and three fields in 1930. Of the nine new oil fields two were in Coastal Louisiana. This is the largest number of new oil fields found on the Coast in a single year since 1929, when 11 new fields were discovered. Not only because of the number of new fields has 1932 been notable but also because these new fields represent new productive areas that total 16,000 acres or more, or over 70 per cent of the total productive area known on the entire Coast at the beginning of 1932. In addition to the fields discovered in 1932, four new areas, or extensions around domes or fields already producing, and at least 11 new oil sands and three new gas sands have come to light. We may well say that 1932 has been the banner year for the Gulf Coast, in spite of depressed economic conditions and continued and more emphatic restriction of production. With the exception of 1901, when oil was discovered on the Coast and 1924, the year in which geophysical prospecting was in:lugurated, 1932 has been its most outstanding year.

Two methods for the rapid valuation of oil properties are in common use. The one best known and most widely used is the "per barrel" value, based on the present daily production of the well, without regard to its past performance or the history of the sand or pool from which it produces. The second method is the "time to pay out," or the length of time required for a well to place itself upon the credit side of the ledger, from which time the returns from its production (less the operating expenses) will be clear profit. The time basis for valuation is also commonly used in the appraisal of an undeveloped lease. In most oil fields, it is not thought good business to invest in production that will not pay out in at least 4 to 5 years. Nearly all buyers (except in certain regions of very persistent production like the deep-sand territory of the Appalachian field) expect wells to pay out in considerably less time than this. Like the barrel per day price, the time necessary for a well to pay out has been determined for each field, so that one frequently hears a field or district referred to as having a certain time to pay out. This is considered the norm for that field or district and the buyer and seller base their value, to greater or less extent, on their belief in the accuracy of this time. The writer long ago became convinced of the inaccuracy of the barrel per day method, except when greatly modified for local conditions, such as the age of the wells, their economic limit, operating conditions in the field, the future price of oil, and the persistence of the sand as a producer. When so modified, this method becomes more of an analytic or predicted probable yield valuation. While the appraiser may not go through each step in a valuation based on future returnable revenue, his knowledge of the field and the local conditions surrounding his leases make it possible for him to estimate a fair sales value that, in many cases, will be a close approximation to the truth. I DESIRE to submit, for the consideration and information of the members of the Institute, the following data, drawings, and tables, showing what I believe will be interesting information with regard to the diamond drill, and its uses in developing mineral lands. I would first say that the results given have been obtained during the past two years by means of two drilling machines belonging to the Lehigh Valley Coal Company, operating on their coal lands in the Mahanoy, Lehigh, and Wyoming regions. 1st. A tabulated statement, giving location of borings, date, progress, total cost, itemized cost per foot, etc. 2d. Section showing strata bored in Nos. 5 and 10 holes at Mt. Carmel, see Plate VI. 3d. Section showing strata bored in No. 19 hole at Hazleton, see Plate VI. 4th. Photograph and description of drill No. 2. From the first it will be seen that the total number of test-holes bored up to May 1st of this year is 24; 9 of these are in the Mahanoy region, 6 in the Lehigh region, and 10 in the Wyoming region, in all of which cores have been taken for the whole distance. The total distance bored is 9902 feet. The majority of the holes have been put down for the purpose of proving the lower veins of the coal series, and have had to encounter the harder rocks of the coal formation. Much of the distance has been through the lower conglomerates, going in some cases through the coarse egg conglomerate, the foundation of the coal deposit, and to the green sandstone and red shale which underlie it. These lower sandrocks and conglomer¬ates are among the hardest known to geologists, and present a formidable resistance to the exploring drill. This fact must be taken into consideration in comparisons of cost of drilling, and when considered will still further improve the very favorable results I am able to show in my statement of costs. In illustration, I will cite the work of one bit when boring in the upper or softer rocks of the Wyoming region, where 280 feet were obtained without resetting, while in the Lehigh and Mahanoy regions, in the lower and harder rocks, bits set with the same quality of diamonds would only bore from 3 to 20 feet before being worn out. After showing continued and very satisfactory progress until the close of 1931, the oil industry of the Soviet, Union experienced very great difficulties, and since 1932 has not only failed to complete its assigned quotas but has fallen farther and farther behind them, and in fact during 1932 and 1933 Russian production has been below production in 1931. In 1934 the total crude oil production of 169,200,000 bbl. exceeded that of the former peak year, 1931, when 156,100,000 bbl. were produced. The production during 1934 amounted to 78.65 per cent of the plan. The failure to complete the plan has been due to the inability of the oil trusts to develop new fields; the fields that have been producing since 1917 still account for between 75 to 80 per cent of total production. The failure of the Soviet Government to develop new fields has been due to unsatisfactory organization of the geological work, to the extremely slow drilling of wells and their exploitation, and to the very much delayed development of the few areas that have been discovered. The official overestimation of the proven reserves of the country has undoubtedly been an important factor in giving the Soviet industry too much confidence when actually such reserves have been small. The official Soviet estimate of proven reserves of Russia is now placed at 21,000,000,000, bbl., while in fact such reserves, if estimated on a conservative basis, do not exceed 4,200,000,000 bbl., as will be shown later in this review. The refinery branch of the industry also showed unsatisfactory results with a recovery of gasoline, both straight-run and cracked, of only some 16 per cent of the total runs to stills. In fact, the showing of the refineries has been so unsatisfactory that the exports of gasoline have been greatly curtailed from 1933 to 1934, dropping to 10,000,000 bbl. in 1934 from 12,230,000 bbl. in 1933. With the indicated increase in domestic demand, together with but slightly increased refining capacity, the volume of available gasoline for export probably will be reduced to about 6,000,000 bbl. during 1935. The geographic distribution of constructed refineries has been unsatisfactory and the crude oils from Baku had to be transported by tankers
