"The electrochemical reduction of CO2 was performed in a laboratory-made, divided Htype cell. A copper electrode was used as the cathode. An Aldrich Nafion 117-type ion exchange membrane (0.18mm thickness) was used as the diaphragm. NaHCO3 and KHCO3 were studied as the catholytes. Hydrogen evolution from water reduction and products from CO2 electrochemical conversion were recorded. Higher CO2 reduction enhancement was observed by KHCO3 as compared to NaHCO3. The main conclusion of this work is that in fact CO2 can be electrochemically reduced with copper electrodes.1.-INTRODUCTIONThe direct electrochemical reduction of CO2 may allow for a simple process and, by avoiding high temperature reactors, would enable the process production rate to be quickly varied to follow the time of day availability of surplus electricity [1]. Temperature has a major effect on the electrochemical conversion of CO2 since its solubility increases when temperature decreases [2]. The electrical potential applied to the electrochemical reacting system will have an influence on the product distribution, as well. For example, a narrow potential range during cyclo-voltagraphic studies will determine the detection of a lower number of products. A recommended potential range to study the electrochemical reduction of CO2 is -2V to 2V. Moreover, the reaction rate on the electrode is governed by various processes, such as the kinetics of electron transfer, adsorption/desorption at the electrode surface, and diffusion of CO2 to the Cu electrode. The availability of active species, CO2 for electro-reduction, is extremely low at the vicinity of the electrode surface and it seriously interferes with the rate of mass transfer. In batch type electrolytic reactors, depletion of CO2 at the surface takes place first. CO2 from the bulk then has to diffuse to the electrode surface, resulting in mass transfer controlled kinetic phenomena. During the above process, several other competitive side reactions could suppress the primary reaction even though the cathode has good electro catalytic properties for reduction of carbon dioxide. When the dynamic supply of specific active species is ensured to electrode surface, the mass transfer effects are minimized to certain extent. Hence it is envisaged that a continuous flow reactor is more efficient for the electro-reduction of CO2 in CO2 saturated aqueous electrolytes. COBALT is a silvery white metal with a slight bluish cast, strongly resembling nickel in its appearance and properties, notably its resistance to corrosion, although its alloys with other metals differ quite decidedly in their properties from those of nickel. The name cobalt was derived from the German "Kobold" meaning goblin and this came to be applied to the cobalt minerals which, although they resembled ores, did not readily yield metal when smelted by the primitive processes available in the Middle Ages. Cobalt minerals were used as pigments by potters and glass workers before the Christian era. Cobalt blue glass was found in the tombs of the Egyptians and in the ruins of Troy, and many colors used by the ancient Greeks and Romans contained cobalt. The ancients were entirely unaware that the colors they used were caused by cobalt and the metal itself was only isolated about the middle of the eighteenth century by Brandt although the preparation of cobalt compounds had been carried on in a small way ever since the opening of the silver-cobalt deposits at Schneeberg, Germany, in 1470. The metal is fairly hard, with a density when pure of 8.81 in the cast state and 8.92 after working. The com¬mercial grade of cobalt has a density of about 8.75 in the cast state. The atomic weight is 58.97. The Brinell hardness of the pure metal is 124; that of the commercial grade varies from as low as 100 to as high as 138, depending upon the impurities present. Pure cobalt has a sharp melting point at 1478°C. The tensile strength of the pure metal in the cast condition is said to be higher than that of any other pure metal. Kalmus gives it as 34,400 lb. per sq. in. for cast unannealed metal; the effect of annealing at 850 to 900°C. is to raise the strength slightly. The yield point is close to the ultimate strength and the reduction in area and elongation are both low. Mechanical working raises the tensile strength of pure cobalt rapidly and in the form of wire it will be over 100,000 lb. per sq. in. The presence of small quantities of carbon in the commercial metal raises the tensile strength to as high as 61,000 lb. per sq. in., the reduction in area and elongation being raised at the same time to approximately 20 per cent.

"Corrosion of ground support can lead to falls of ground that pose a significant risk to miner safety. To address this problem, the National Institute for Occupational Safety and Health (NIOSH) is investigating corrosion at the Hecla Mining Company’s Greens Creek Mine, located near Juneau, Alaska, USA. Field studies have used photogrammetry surveys to document welded-wire mesh corrosion, and laboratory studies at NIOSH’s Spokane Mining Research Division (SMRD) have investigated the effects of corrosion on ground support integrity. Findings show that (1) corrosion monitoring through photogrammetric methods may be effective for qualitative measurements of welded-wire mesh corrosion, and (2) there is a relationship between loss of load-bearing capacity and the diameter loss due to corrosion in welded-wire mesh. Photogrammetry results thus far have measured an apparent bulking of the corroded welded-wire mesh, and preliminary laboratory tests have investigated the relationship between the larger bulked and effective wire diameter. If this relationship is verified, these results may indicate that photogrammetry, when combined with the models produced in laboratory tests, could offer a means of monitoring corrosion levels, as well as rock rib deformation. INTRODUCTION Reducing the number of rock fall injuries and fatalities is an important part of the mission of the National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD). Ground control using support systems to protect miners from rock falls is one of the oldest mining sciences, and considerable research has led to a variety of modern tools and methods in use today. Among these tools are rock bolts and welded-wire mesh, which are made from increasingly higher-strength steel grades to meet the increasingly demanding requirements of underground mines [1]. However, the benefits of these higher-quality support elements may be negated in corrosive mining environments. A better understanding of how corrosion affects the support capacity of ground support systems will assist engineers in determining when an opening is at a greater risk of falls of ground. Accelerated corrosion has been occurring in some areas of the Hecla Mining Company’s Greens Creek Mine near Juneau, Alaska, USA. Corrosion of ground support has resulted in two falls of ground occurring between April 2015 and March 2016. While these falls of ground did not injure any personnel, mine management recognized the high risk to miner safety and responded by actively undertaking a ground support rehabilitation program. Rehabilitation measures include the installation of both galvanized and coated, corrosion-resistant bolts and welded-wire mesh, depending on local conditions."

TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

THE time has come when, as your President, 1 turn the helm over to my worthy successor. When 1 was reminded by our Secretary that 1 had to prepare an address for this meeting, 1 was at a loss for a subject. In the hope of inspiration 1 perused the records of our Society for some years past. 1 found in these records that many problems in need of solution relative to industry in Nova Scotia were discursively dealt with and that sound thought was given to the solution of these problems, with a natural leaning, of course, to problems pertaining to the mining industry. 1 found also that some of the reasoning was remarkably prophetie. Some of these subjects and problems were: The use of pulverized coal to generate power instead of hydro-electric power; rural electrification; the importance of youth training for an efficient place in industry; the proper marketing of coal; the fuels competing with coal; the need for better in-dustrial relations between employer and employee; better education for success in the social field as applied to industry; and Canadian unity. The issue of some of these copies has been forced upon us by war. For instance, there appears to be no marketing problem for coal, nor does there ? seem to be a marketing problem for anything just at present. The problem of the coal producer just now is supply and transportation. Also, at present, coal fe.ars no competitors, such as oil-and not even hardwood. Many large companies now have an industrial Relations or Personnel Manager and department. Furthermore, we have been compelled of necessity to train our young men, and women also, for both industry and war. However, war does not solve these problems and, with the return to normal times, we may be faced with the same troubles in even greater measure. My reason for mentioning these copies is to point out that, as mining men, we are aU desirous of progress in every industry, not only the mining industry; and that mining men are able to see clearly ahead. In normal times, especially in matters not directly affecting the mining industry, we are inclined to let matters take their own good rime, or let the government do it. We do not seem to realize that these necessary and desirable changes can be made in times of peace-instead of being forced upon us by war or other social upheavals-by the method of sound thought and action to the desired end.

"Collapsible soil is known as one of the difficult soils, which possesses considerable strength when it is dry and significantly reduced when inundated. In practice, in case of a thick layer, pile foundations are often used to penetrate the collapsible soil to firm soil/rock strata. Inundation of collapsible soil is accompanied by a large and sudden settlement, which may significantly increase the negative skin friction and accordingly the drag loads on the pile’s shaft. Inundation may take place from the running surface-water or raising the groundwater. In case of surface water, the amount of settlement varies, depending on the extent of the wetted zone and the degree of saturation in the soil, while rising groundwater will produce full saturation in the ground and accordingly larger settlement.In the literature, there is lack of reports dealing with the prediction of the drag load on piles in collapsible soils subjected to inundation. This is due to the complexity of modeling collapsible soil analytically. Alternatively; the results of a sophisticated experimental investigation may guide the researcher to develop a model to predict the drag load on these piles.This paper presents the results of a small-scale experimental investigation tailored to measure the soil collapse during inundation and the associated drag load on an endbearing pile’s shaft. Based on the results of the present investigation, the effect of the soil collapse potential and the pressure acting on the soil during inundation on negative skin friction is presented.INTRODUCTIONCollapsible soil is a metastable material, traditionally defined as unsaturated soils that experiences a radical rearrangement of particles and significant reduction of volume upon wetting with or without loading (Bara 1976; Houston et al., 1988). A wide range of soils fall into the category of collapsible soil, including naturally existing types of soils such as: Alluvial flood plains, mud flows, residual soils, colluvial deposits, fans, aeolian or wind-blow deposits sands and silts (loess), volcanic tuffs, gypsum, dispersive clays, loose cemented sands , sodium rich montmorillonite clays (Clemence and Finbarr 1981).Soil wetting and soil saturation may take place as a result of urbanization or natural causes, such as: groundwater level rise, landscape irrigation, broken water pipelines or sewer lines, poor surface drainage, groundwater recharge, cut/fill construction, and moisture increase due to capillary rise. The severity of the outcome depends heavily on the so called collapse potential of the soil, which depends mainly on; soil type, compaction effort, initial water content and stress level at soaking (Houston and Houston, 1997; Ayadat and Hanna, 2007)."

"During the mid to late 1960’s, the underground potash industry in Saskatchewan was born. For the next four decades the industry operated at a steady pace supporting a large part of the world demand; until 2008 when the potash market heightened. Operators were motivated to capitalize on this increased demand, new mines were proposed while existing mines were planning upgrades. Potash Corporation of Saskatchewan (PCS) was one of the major producers planning upgrades to their production facilities quickly, including modifying the existing headframe and shaft at the PCS Cory Site to accommodate a new 1500 tonne per hour hoisting plant. Upon completion of the project, the innovative operations group continuously reviewed methods to increase production and reduce operating costs, allowing PCS to continue being competitive on the world market. This paper will describe the design challenges encountered during the development of the infrastructure around an operating facility whilst minimizing down time, schedule, capital and construction costs. This paper will also explore the strategy to increase capacity of the newly commissioned hoisting plant. BACKGROUND Potash production is a major Saskatchewan industry, and has played a significant role in the economy for over 40 years. Production commenced in 1962 when water problems were overcome at the International Minerals and Chemical (IMC) mine near Esterhazy, Saskatchewan. A surge of development by other companies resulted in twelve companies opening ten mines by 1970. In 1975 Potash Corporation of Saskatchewan was created by the government of Saskatchewan and shortly thereafter purchased several mines in Saskatchewan, including the Cory Mine (Cory), near Saskatoon. Cory has been in operation since 1968 and is located 12 km (7.5 mi) west of Saskatoon in central Saskatchewan. The mine is located in the center of the world’s largest potash deposit, 1,000 m (3300 feet) below surface. PCS has embarked on sizable capital expansions of more than CDN $7 billion. The Cory CDN $1.6 billion expansion was expected to raise operational capability of the site to 2.7 million tonnes per year, an increase of 1.9 million tonnes per year (MTPY). To achieve 2.7 MTPY of finished product and considering the 22.6% average production recovery1, 12 MTPY of ore must be hoisted to surface for processing. To deliver this rate required upgrading of the hoisting plant to 1500 tonne per hour (TPH). To accomplish this ambitious challenge, creative thinking, careful planning and a cohesive team was needed to work together to ensure the schedule, budget and most importantly the work was completed safely"

"The inclusion of small amounts of silicon, phosphorus and sulphur in iron ores or concentrates can have a profound effect on the steel making process and thus on the final iron and steel products. In nature however, it is inevitable that iron deposits contain unwanted elements. Each element has its own distinct effect on the final steel product. The effect of high silicon is the formation of gray iron. Phosphorus mainly increases hardness and strength, lowers solidus temperature and increases fluidity and cold shortness. Finally sulphur contamination causes cracks in the iron texture when smelting and forms white iron when casting. Overall, the acceptable level of phosphorus, sulphur and silica in the iron concentrate should be less than 0.04%, 0.15 % and 1.5 % respectively.Scarcity of high grade iron ores necessitates using lower grade ores with higher amounts of impurities. The purpose of iron concentrators is to increase iron grades to an appropriate level suitable for steel making as well as removing impurities. Although many impurities can be traced in the ore, the most predominant impurities are limited to one or two elements. In this paper the beneficiation methods for removing SiO2, P and S are presented, including flotation, and the parameters that need to be considered in the design of beneficiation plants are discussed. Finally industrial cases are discussed along with their metallurgical performance.INTRODUCTIONIn metal sector, value of iron ores and concentrates is determined by iron percentage as well ascontent of:• Useful elements (Mn, Ni, Cr, V, Ti): natural alloying elements in steel• Deleterious impurities (S, P, As, Zn, Pb, K, Na): impair metal properties or complicate operational process in blast furnace• Fluxing components (Si, Ca, Mg,, Al)Sulphur and copper result in red-short, phosphorus is the cause of cold brittleness and arsenic and copper decrease welding characteristics. Sulphur should not exceed 0.15 in commercial ore. Acceptable sulphur content in ores and concentrates for producing sinter and pellets is 0.6%max, as sintering and heat hardening of pellets remove sulphur 60-90%. Phosphorous content in ores, sinter and pellets is limited to 0.07%-0.15%. 0.00.1% As max, 0.1-0.2% Zn max and up to 0.2% Cu are allowed in iron-ore part of the blast furnace burden for the production of standard conversion pig iron. Slag-forming components are divided into basic oxides (Ca, Mg) and acidic (Si, Al). Higher ratios of basic to acidic oxides are preferred since this reduces raw fluxing material."

The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business. "When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."

"The techniques able to incorporate wastes by means of a heat treatment present the advantage to fix the residue with chemical bonds. Among these techniques there are vitrification and sintering which are characterised by different operating temperatures in the range of 950-1500°C and the involved raw materials develop silicatic crystalline phases and glassy matrices capable to immobilize heavy metal contents in the waste matrix. In this work incinerator bottom ash, polishing and glazing ceramic sludges have undergone to thermal treatments in order to valorise the waste as secondary raw material for the obtainment of re-products. The chemical efficiency of the process adopted has been evaluated by comparing the results of release tests applied to the as-received wastes and to the thermally treated materials in order to verify the effectiveness of the different matrices to fix the waste components.IntroductionVitrification is one of the most promising technological options for the treatment of some kinds of waste. The high temperature involved in the process (1200-1500°C) leads to the complete destruction of organic pollutants, such as dioxins, and glassy network formed can incorporate heavy metals. Some vitrification processes naturally occur: glasses produced by volcanic eruptions, such as obsidians (Na2O-K2O-Al2O3-SiO2) and basaltic (CaO-MgO-Al2O3-SiO2) rocks, are basically inert materials even when they contain toxic elements, because these are embedded in an extremely stable glassy matrix. The disadvantage of vitrification is that it is an energy-intensive process involving relatively high costs, therefore its use is better justified if a high-quality product with optimised properties can be fabricated. The most effective way to improve the properties of the vitrified material is the transformation into glass ceramic. This is a fine-grained polycrystalline material (typically from 50% to 98% of the volume may be crystalline) formed when a glass of suitable composition is heat treated and hence undergone to controlled crystallisation (phenomenon named devitrification). The three key variables in the design of a glass-ceramic are: glass composition which controls glass viscosity related to the effectiveness of nucleation and rapidity of crystallisation; glass-ceramic phase assemblage (that is, the types of crystals and the proportion of crystals to glass) which is responsible for many of the physical and chemical properties; nature of the crystalline microstructure (crystal size and morphology and the textural relationship among the crystals and glass) which is the key to many mechanical and optical properties. In particular, a partly crystalline material can be obtained by powder sintering."

"PROJECT OVERVIEW Crossrail, Europe’s largest construction project, will increase London’s transportation capacity by 10% when it opens in 2018. The Crossrail scheme is a combination of surface and underground railway that stretches 118km east-west through central London from Reading, Berkshire and Heathrow airport in the west to Shenfield, Essex and Abbey Wood in the London Boroughs of Greenwich and Bexley in the east. Crossrail will serve 40 stations, ten of which are new, and bring 1.5 million people within 45 minutes commuting distance of London’s key central business districts. 21km of the Crossrail route comprises twin-tunnels beneath the heart of central London. It is the central section of the route, and the challenges that had to be overcome to construct its tunnels under the historic capital that forms the subject of this paper. The route of the Crossrail tunnels can be seen in Figure 1. These tunnels weave their way through the city’s underground landscape, linking eight new underground stations which connect to the existing London Underground network, providing interchanges with nine existing lines as well as the National Rail and Docklands Light Railway networks.Crossrail began construction of enabling works in May 2009 and launched the first of eight tunnel boring machines (TBMs) in May 2012. 42km of major tunneling work was completed in May 2015, and included 11km of sprayed concrete lined tunnels at the five mined stations (Bond Street, Tottenham Court Road, Farringdon, Liverpool Street and Whitechapel) in addition to the bored tunnel sections. The remaining three sub-surface stations at Paddington, Canary Wharf and Woolwich were constructed as large open boxes prior to the TBMs passing through. Crossrail, Ltd. is a special purpose company formed by the project’s joint sponsors, Transport for London and the Department for Transport, to manage design, construction and commissioning of the project. In 2009, Crossrail engaged Bechtel Ltd. as its delivery partner and a joint venture, Transcend (comprised of CH2M, AECOM and the Nichols Group), as its programme partner. The project is being managed by an integrated programme management team which is staffed by Crossrail and its partners. The railway, when opened, will be operated by Rail for London. Cobalt is reported1,2 to scale in accordance with the Pilling and Bed-worth3 parabolic law: where w = weight increase per unit surface area K = constant l = time The reported values of the parabolic oxidation constant, K, in the temperature range 600 to 1100°C follow an Arrhenius type of equation as inspection of Fig 1 shows. According to Valensi's theory5 on the scaling of metals where multiple-layered scales (for example, MeX, MeX2, and others) are possible, this fact could be construed as indicating that a single oxide only is formed on cobalt in this temperature range. Since the single straight line extends above 920°C where only CoO is stable in air (see Fig 2) it might be inferred that this is the only oxide formed on scaling. Arkharov and Voroshilova10 have studied the scales formed when cobalt is heated in air in the temperature range 385 to 800°C and report that CoO is indeed found in the scale but that CoO4 is also found as an overlay and in increasing amounts in the lower temperature ranges. No quantitative data regarding the relative proportions of the two oxides were reported. Again in the light of Valensi's theory this would indicate that the straight line in Fig 1 would be expected to undergo an inflection at some point in the temperature range 385 to 800°C. Chauvenet2 has studied the oxidation rates of CoO to Co3O4 and has found this reaction to proceed parabolically with time but reports parabolic scaling rates which are considerably (about ten times) larger than the scaling rates of cobalt metal itself. This is difficult to explain in terms of Valensi's theory although a full discussion of the possible discrepancy cannot be made in view of the lack of sufficient data. These points made an investigation of the scaling behavior of cobalt in air an attractive study. Discussion of Results Relatively large (approximately 95 sq cm of surface area) samples of 0.020 in. thick electrolytic cobalt strip,* sanded with 2/0 paper, were heated in air in a cyclone type furnace. The samples were weighed before and after the scaling treatment. The weight increases so observed obeyed the Pilling and Bedworth parabolic law at all temperatures studied. The passing of Benjamin Bowden Lawrence in January, 1921, was a distinct loss to the engineering profession. Mr. Lawrence had a genius for reviving abandoned mines and developing them into substantial producers. A notable example of his work in this line was the Dives-Pelican near Georgetown, Colo. While on an exploring expedition in 1888, he examined this old mine and was convinced that bonanza ore still existed there. He located the owners of the property, and induced them to place sufficient capital at his disposal to enable him to re-open and explore this mine. So confident was he of the outcome that he undertook this work on a profit-sharing basis without salary. Within eighteen months the old Dives-Pelican was operating profitably, and for the following ten years it paid very substantial dividends. The late Theodore N. Vail was one of the owners of this old mine, and many years later, at a dinner given to Mr. Lawrence by the Alumni of Columbia University, Mr. Vail told the story of the resuscitation of the Dives-Pelican by Mr. Lawrence, and declared that the dividends he himself had received provided a large part of the funds that made possible the realization of his dream of establishing the long-distance telephone in this country. The E1 Cobre mines at Santiago de Cuba also owed their renewed life to Mr. Lawrence. Under his management, these mines produced and shipped several million pounds of copper per year. He was for several years consulting engineer for the Kerr Lake and other silver mines in the Cobalt region; the Kerr Lake became famous as a silver producer. Mr. Lawrence spent more than twenty years of his life in the mining camps of the West. He was but twenty-one years of age, and only a few months out of college, when he was appointed manager of the great Chautauqua Lode (a silver mine) located on Glacier Mountain near Montezuma, Colo. Here, isolated in the mountains for several months each year by ice and snow, he worked for five years to make these mines Pay. He possessed unusual breadth of vision and human understanding; he had ''personality plus," and when he opened an office in New York City as consulting engineer he quickly rose to an enviable position in his profession. Young engineers worked with enthusiasm under his guidance. He carefully selected his men, discussed fully with them the plans and policies to be pursued, then left them free to accomplish results in their own way. This attitude developed individuality and resourceful-

William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

IN THE careers of the men to whom I have referred we find typified the development of the chief prob-lems of engineering. The first is to shape and direct the forces of nature and thus to bring the world's resources to add to the comfort and welfare of man-kind. That, in a word, is the problem of production. Engineers have made a supreme contribution to the solution of that problem. But I feel that we have two somewhat newer branches of engineering which must command more and more of our attention. Those are what might be termed commercial and human engineering. Of what value is all our efficiency in pro-duction if we do not distribute efficiently, economically and effectively? And of what value is any of it unless we can add to the happiness and deeper satisfaction of those engaged in industry, as well as those who enjoy its -products? I predict that the outstanding advances in business over the next ten years will be in improved merchan-dising and distributing methods. Herein lies a wide field of opportunity for the engineer. We have briefly reviewed certain qualities of engi-neers who have become successful business executives. Is it possible for us to say that the material success of all these men was due to any one characteristic com-mon to each one of them? Indeed, I venture to assert that there is one quality which, in the last analysis, is determining as to whether any roan shall realize material success in this world of ours. That quality-so notable in the character of each one of the men I have named-is sound judgment. Moments arise in every life when it is necessary to say "yes" or to say "no" to a particular proposition or to a proposed line of action. It is the man who says "yes" at the proper time and "no" at the proper time who, in the final analysis, realizes business success. The ability to do this wisely is the mark of sound judg-ment, which is necessary in a business executive. I have known many business men seemingly slow in their mental processes, possessed apparently, of little imagination and of none of the flair which gives fasci-nation to so many characters, and yet who, when crises come-be they big or be they little-are able so to steer their business courses that they move in the right direction instead of into shallow waters or upon the rocks of trouble.

IT is customary to make an alloy of copper in the same way, not to increase its quantity as with gold or silver, but to corrupt it for the art of casting and to destroy a certain natural viscosity in it. For this result it is accompanied by tin and also, sometimes, brass. But its proper and true alloy is fine tin, except, however, when you wish to make hammered works. For these, copper must be pure and without any trace [of impurity], otherwise it cannot be hammered thin, gilded in the fire, drawn into a wire, or made into vessels for use as is customary; but in casting, tin is almost essential. When you come to this association, just as it changes nature and appearance according to the proportion of tin which you give it, so it changes name and is no longer called copper but bronze, or, for a greater distinction of the quantity of tin for every hundred or more of copper, it is called by skilled workmen metal of more or less fineness as it contains more or less tin. This is recognized by the whiteness and brittleness: changing from red, which is the color of copper, it becomes white; from soft and flexible it becomes hard and brittle as glass. This admixture removes it so far from its original nature that one who does not know that it is a compound material believes it to be one of the number of metals engendered by Nature. Now, so that you may understand well, I tell you that various kinds of this are made, all according to the proportions of the quantities and according to the kind of work. For one kind of bronze is desired by those who make statues; this is not desired by those who make artillery or by those who make bells, mortars, basins, and similar cast objects. Now in order to alloy it into the species of bronze, eight, nine, ten, up to twelve pounds of tin are put with every hundred pounds of copper. Those who want it to make bells put twenty-three, twenty-four, twenty-five, and twenty-six, depending on the tone, on whether they are large or small in form, and on whether they wish to make the tone deep or sharp and clear. "One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. International Minerals & Chemical Corp.'s New Wales operation near Mulberry, FL, is reportedly the world's largest concentrated phosphate chemical fertilizer and phosphate-based animal feed ingredients complex. Its latest expansion represents a $191-million investment. Two Northwest draglines were put to work at the operation early last year and, according to a company spokesman, total production from the units have more than doubled that from older rigs. This article describes how the draglines are used and provides details on the New Wales operation. The principle product at New Wales is phosphoric acid, produced by reacting ground phosphate rock with sulfuric acid in large concrete attack tanks. For each ton of phosphoric acid produced, New Wales must dispose of about 4.5 t (5 st) of waste gypsum. New Wales stores the gypsum on-site, and uses durable Northwest draglines to help handle the material. Two Units Maintain the Gypsum Stack After the gypsum is separated from the phosphoric acid through 23-m-diam (75-ft-diam) vacuum filters, it is mixed with water from a 121-hm2 (300-acre) recirculating cooling pond and, in slurry form, is pumped to the top of a 121-hm2 (300-acre) gypsum stack located adjacent to the cooling pond. The slurry contains mostly gypsum (CaSO4), with small traces of silica and other elements. The water at this point is corrosive, containing from 1-2% phosphoric acid. Its pH usually ranges from 1.5-2.0. Water drains from the gypsum stack into the cooling pond. Only about 15% of the pond's water, however, comes from the gypsum stack; the balance is from various sources throughout the complex and is held in the pond to cool before being returned for reuse in the plant. About 97% of New Wales' water needs come from this recycling program. The gypsum remains on the stack, inert, ready for future processing if it becomes economically feasible. Throughout the handling process, Northwest draglines work around the stacks' rim, continually directing the waste flow and digging out dried solids to heighten the perimeter dike to provide more storage volume. When wet, gypsum is extremely soft. When dry, it compacts well and provides footing with enough bearing capacity to support the machines. Processing at New Wales started in 1975 and the gypsum storage area has already been built up 12 m (40 ft) above grade. A total of 14.8 km3 (12,000 acre-ft) of solids are now stored.
