Pre-mining identification of acid forming mine and waste materials is of concern to the mining industry because of the potential for the generation of acid mine drainage, acid rock drainage, and soil acidity problems. Accurate identification of acid forming material is essential for developing appropriate waste management strategies to reduce environmental problems related to acid generation from sulphide containing wastes. The acid-base accounting procedure, in its various forms , is commonly used for pre-mining screening of mine and mine waste materials. The procedure is generally effective when used and applied correctly but is prone to incorrect interpretation of results which can have significant financial and environmental implications. This paper examines the acid-base accounting Procedure and the possibility of misuse of this method with special emphasis on the sampling method, the sulphide forms, the acid neutralization capacity, and the interpretation of results. Data from numerous coal, base metal, and gold mining operations are used to illustrate the application of the acid-base account. The data base indicates that overall, approximately 1/3 of all waste generated by mining and mineral processing is potentially acid forming indicating the need for correct identification and management. Problems associated with simple application of 'absolute' acid-base criteria for classifying acid forming material are highlighted and the need for developing site specific or 'relative' criteria is discussed and illustrated by case study.

The four papers making up this symposum have been prepared especially for those who have no knowledge of seismograph prospecting. To many people mathematics is a formidable subject, and many are discouraged from studying seismograph prospecting under the mistaken assumption that the mathematical requirements are severe. In the papers presented here there is not a single mathematical equation. We believe that considerable competence in dealing with some of the most important problems of this work can be attained without any mathematical training whatever. At the present time, there is a real need for interpretation of results by persons thoroughly competent to bring geologic experience and imagination to bear on data that are subject to multiple interpretation from a strictly physical viewpoint. Likewise, those charged with the responsibility of planning seismograph exploration campaigns would do well to become familiar with as much as possible of the technical aspests of the work. They would then be in better position to judge of its success in individual cases. It has often been said that the seismograph is a new structure-finding tool for the geologists to use. Frank Firmstone was born Aug. 29, 1846, at Glendon Iron Works, near Easton, Pa., the residence of his father, William Firmstone, one of the pioneers of the anthracite-iron business. After preliminary school education at Easton, Pa., he attended the Saunders Military Academy in Philadelphia and subsequently entered the Polytechnic College of Pennsylvania, where he was graduated as Mining Engineer in 1865, at the age of nineteen. In 1865 and 1866, he was employed in railroad surveying. In January, 1867, he became draftsman and in 1869, assistant manager of the Glendon Iron Works, of which his father was manager until his death in 1875, when the son practically succeeded to that position, becoming formally in January, 1877, and remaining until February, 1887, the manager of the works and business agent of the Glendon Iron Company. In February, 1889, he became President of the Cranberry Iron and Coal Company, and held that position until November, 1897. He was a director of the Longdale Iron Company, Longdale, Va., from its organizationin 1870 until its dissolution in 1911. With the termination of this official responsibility, Mr. Firmstone retired from active business, although he continued to maintain an intelligent interest, and to play a helpful part, in the scientific progress of the iron industry, in which he had been a leader.

Reasonable and timely solutions to the complicated mathematical calculations involved in the mine planning, economic evaluation and slope stability studies related to the Ruth Mine would not have been feasible without the modern digital computers. The Ruth Mine was a prosperous underground copper operation in east central Nevada from 1915 to 1948, when rising mining costs finally exceeded the value of the ore. A substantial reserve of porphyry copper remained in the ground, but until recently all economic evaluations indicated that it was at best a marginal operation and a relatively poor risk of capital. There has been a steady progress in improving all aspects of surface mining since the first steam shovel started stripping overburden; however, developments in just two rather specialized areas proved to be critical in changing the Ruth Mine from a reserve of mineralized rock to an economically attractive orebody. One involved the progress made in recent years in the science of slope stability. Applying the latest techniques in this field to mine planning resulted in reducing the stripping ratio from 6.0:l to 4. 2:l. The other major factor was the efficiency and cost performance of large capacity haulage trucks which made it feasible to go down over 1100 ft. in an open pit and recover ore with a high stripping ratio economically.

The waste slags from chemical and metallurgical plants contain approximately wt 1% water soluble Cr6+. This hexavalent chromium is very harmful to human health, and the treatment of the slags has concerned metallurgists for many years. A sintering method was developed to treat the waste slag. In this process, sinter was made from a mixture of the waste slag containing hexavalent chromium, iron concentrate and coke breezes. During sintering, hexavalent chromium was reduced to trivalent chromium. The latter is known as a non-harmful material and can be used as chromium resource for the production of ferrochromium or chromium-containing cast iron. After sintering the hexavalent chromium in the sinter could be reduced to less than 0.0008%. It was found that the waste slag with fine particles was favourable to the Cr6+ removal. An increase of carbon content in the sintering mixture could increase the rate of Cr6+ removal and the strength of the sinter produced. The rate of Cr6+ removal increased with increasing basicity of the sintering materials with basicity less than B=1.8, above which it decreased with increasing basicity. Blast furnace was found to operate smoothly when using the sinter made from the waste slag containing chromium. However the productivity of sintering machine was slightly low compared to the sintering operation using ordinary raw materials.

The following experience in rebuilding a furnace crucible while in blast may not be wholly uninteresting to some, notwithstanding its purely practical character. Few are aware of the frequent calls made on a furnace manager's skill and ingenuity, to meet the irregularities which present themselves with kaleidoscopic variations in the operations of furnaces. Unfortunately the methods pursued in overcoming these practical difficulties are too seldom recorded, and much valuable information is lost that could not fail to be of value to many, and to none more so than the educated technical manager, with a limited practical experience, who, without a literature or record of any kind to refer to, finds himself, in times of emergency, dependent and looking for assistance from those whom it is his province to instruct and direct. With positive data, however, that like difficulties have been successfully overcome, he can confidently resort to similar expedients, with such modification; as the circumstances may demand in his particular case, and pull through seeming impossibilities in the face of ignorant prejudice. 1st. THE fine iron ore is mixed with a sufficient proportion of fine coking coal, and is coked in any of the ordinary methods for making coke. The effect of this is to convert the iron oxide into sponge in such a shape that the usual trouble of oxidation is avoided. 2d. The resulting mixture of coke and sponge is melted down in an ordinary cupola, the coke furnishing more than sufficient fuel for that purpose. I may briefly point out here that in the first place the iron is sponged, and this sponge, as is well known, contain-, no phosphorus or silicon when the reduction takes place at a low temperature; and in the second place this sponge is melted down in a cupola in which there is no zone of reduction for phosphorus or silicon, and that con¬sequently the resulting iron should be free from both of these impu¬rities. 3d. The liquid sponge, now carburized, is run into an open-hearth furnace, where the requisite degree of hardness or softness is obtained by adding some of the fine ore, and the usual dose of ferronmanganose. I have merely given above the rough outlines of the process, but it is my intention, as early as possible, to bring the process more fully before the Institute.

This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

Sinkhole development in karst terrains is a serious problem and risk to facilities built in these areas. The potential for sinkholes are a function of many things including the chemistry of the underlying rock, the location of water conductive fractures and fissures in the rock, the natural fluctuation of the ground water table, vibrations from various sources and surface regrading activities. When sinkhole open near quarry operations the occurrence of these features is occasionally attributed to vibrations from quarry blasting. The purpose of this paper is to review the evidence regarding the development of sinkholes as a result of quarry blasting. In general, it has been found that sinkholes result from collapse or piping of overburden soils into cavities or caverns developed within underlying carbonate rocks that have been in existence for many thousands of years. The overburden soils in karst areas are typically clayey and as a result are not subject to densification or liquefaction as a result of vibrations. The primary cause of an increased rate of sinkhole development can be attributed to changes in the ground water table or local surface water drainage. These changes may be caused by seasonal fluctuations, ground water level lowering in drought periods, dewatering of excavations or quarries, or local changes in surface drainage resulting from grading activities.

As a society, the retiring age of workers is increasing. Individuals are having to consider working to an older age (beyond 55 years), the reason being to æpay offÆ debt, maintain a quality of life or, as a bigger picture, because society simply cannot afford the aging population. The Government is encouraging and promoting those approaching retirement to work to an older age to alleviate the financial burden of an aging population. In a working context those aged 55 years and over accounted for ten per cent of the Australian workforce in 1998 with this age group expected to account for half of the growth in the workforce between now and 2016. For the 60 - 64 years which account for less than three per cent in 1998, this group is expected to account for 15 per cent of the growth in the same period. As a result of individuals who have worked all their lives and in some cases æphysically hardÆ, they do not fully enjoy their years of retirement as a time when they get to choose what they want to do rather than what they have to do. Of particular interest are the physical or health related conditions that individuals end up with and the restrictions that ensue resulting in an individual being incapacitated either physically or with respect to the state of their health.

E. M. BROHL. It seems as though the physicists in this crowd in the case of the cartridge cases have been a little in advance of the chemists in the crowd. What I am curious about here, and the way this appears to me, without too much study, is that in season cracking we get an atomic distortion so that both by sound means and by magnetic means we are finding a reluctance of the atomic planetary system to line up in accordance with the so-called good metal. The point that is brought up, or rather that has not been brought up-and I think perhaps we could think of that from the chemical point of view-is that this season cracking as I am used to the stress-corrosion cracking, appears to act much as though it were copper oxide. You remember when YOU take copper oxide films in which we again use this distortion of the atomic system to allow currents to pass selectively in one direction only, we get results almost identical with what we saw on the oscillograph report. In other words, on the one section of this season cracking we had a trace of one phase and if you notice on the sections three and four of the numbered oscillograph trace we had what appears 180 deg. out of phase.

Forty-eight workers who bad escaped large underground coal-mine fires were interviewed using an open-ended protocol. This information, and the actual experiences of one eight-person mine-section crew who escaped from a Fire, were used to construct an 18-frame (page) table-top simulation exercise, which was then field tested with 134 miners. The exercise is a research toot that measures miners' proficiency in the information-gathering and decision-making skills related to escaping from a mine fire. It also helps miners to learn and practice these cognitive skills. The exercise was found to be valid and reliable. All miners reported that the exercise was authentic and would help them to remember important information. The exercise total score, and all but two item scores, significantly discriminated among miners with different levels of training. The two items that did not discriminate dealt with whether or not to abandon a helpless fellow miner. When the exercise total score data were pooled, only 13.6% of the miners achieved a desirable score of 90% mastery or greater. The simulation is important because it teaches and assesses critical judgment and derision-making skills that are rarely addressed in miner training. The reduction of fluxed and non-fluxed manganese, ores by ferromanganese silicide by W. P. CHANNON, B.Se. (Eng.), M.Sce. (Eng.) Wits. (Visitor) and J. B. SEE, B.Sce. Hons., Ph.D. (New South Wales), M.I.M., M.I.M.M. (Member) In South Africa, medium-carbonferromanganese is produced by the silicothermic reduction of slags containing MnO. Because of its importance in the production of refined ferromanganese, a study was made of the reaction between a premelted South African Mamatwan manganese ore and various ferromanganese silicide reducing alloys, with and without fluxing agents. Because the reaction is highly exothermic, temperature appeared to have little effect on the rates of manganese transfer to the metal and silicon transfer to the slag, and an apparent equilibrium was rapidly approached. Limits were determined for the favourable effects of fluxing additions, and manganese recoveries were found to decline as the ratio of CaO to MgO decreased as a result of the addition of basic flux. The recovery of manganese passed through a maximum, and subsequently decreased for variations in the ratio of alloy to ore. The results obtained, when used in conjunction with other physicochemical data related to this slag-metal system, suggest optimum slag compositions for the efficient manufacture of medium-carbon ferromanganese from Mamatwan ore.

INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. The tunnel will be approximately 14.0 m (46 ft) in diameter when excavated. Maryland was the third state to produce coal, and from the available information a small amount was mined each year after 1888, some of it being used locally but probably the larger portion being floated down the Potomac River. In 1798 some coal was used in the arms plant at Harper's Ferry, and while many of the records of this plant have disappeared, we know the tonnages delivered here from 1818 to 1837, the latter date being five years before the date usually given as the start of shipments. These data are shown in Table 54. In addition, some coal was used in an iron plant above Harper's Ferry, but the amount is not known. All of the coal to these plants came down the river, and for 1826-1830, both inclusive, some old canal records show coal passing through the canal at Great Falls, but practically all of the Cumberland coal used around Washington prior to 1842 was floated down the Potomac River during high water, and even at those times it was a precarious and dangerous business. After 1842, when the Baltimore & Ohio Railroad reached Cumberland, the records of shipments are unusually complete. The canal was completed to Cumberland in 1850, but its useful life terminated with the Civil War. The production records of this field are the most complete of any of the early coal mining states.

Toxic fume concentrations from industrial mining explosives depend somewhat upon the type of rock (or other strata) confinement. Though traditional detonation theory disregards this influence, the work principal from thermodynamics reveals it, when the violent interactions that transpire within the rock blast are taken into proper account. Resolution of the work principle technique requires total thermodynamic equilibrium under constraint, so the nonequilibrium dynamics is rendered in that way, using an old trick from theoretical mechanics that revises the representation of forces. The rock pressure reduces to a four-component sum: the rock compressive strength and natural atmospheric pressure, as reckoned quasi-statically, and the gravitational influence and reversed inertial resistance, as reckoned dynamically. Tabulated specie concentrations and graphical trends reveal the dependency upon rock pressure, rock temperature and the fuel-oil percentage in ammonium nitrate mixtures (ANFO), used to illustrate the model. Rigid-wall test chambers have notable ullage (residual space), where rapid expansion influences the reaction quenching, yielding a fume spectrum unlike that for rock confinement; reported rock tests are therefore used for comparisons. For the thermodynamic regime where quenching occurs, seven concentrations are resolved, including carbon monoxide (CO) and total nitrogen oxides (NOX). Their trends yield inferences regarding the way unwanted charge desensitization from transitory hole-to-hole wave impact in conjunction with reduced rock pressure can yield nasty toxic fumes, the dark rusty cloud phenomenon!

The efficiency and cost-effectiveness of the aluminothermic reduction process in the production of ferro-alloys and 'pure' metals depends strongly on appropriate balancing of the process energy required. Insufficient energy results in a poor metal yield, while over-supply can result in excessive fuming and possibly even ejection of the reactor contents in a potentially dangerous 'thermite bomb' reaction. This situation becomes even more critical when the suitability of limited quantities of oxide from new sources must be evaluated, dictating smaller-scale testwork. The resulting higher relative heat losses from the system complicates control of the energy balance, and usually requires the addition of thermal boosters or reactant preheating in order to sustain an autothermic process. This often detracts from the quality of the metal product, and adds to the hazards of batch aluminothermic- reduction testing. The development of a small-scale method (producing less than 2,5 kg of metal) for the plasma-assisted aluminothermic reduction of chromium oxide that overcomes such difficulties is described. The technique involves the use of a sealed 50 kVA plasma-arc furnace to provide controlled electrical ignition and supplementary energy to the reactants contained in a water-cooled copper crucible. The application of the method to the evaluation of the aluminothermic production of pure chromium metal from a unique chromic oxide source is reported.

Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and at the New York meeting, February, 1916, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. ALBERT SAUVEUR, Cambridge, Mass.-The author expresses the belief that steel will not fail under fatigue when subjected to ultimate stresses unless the stresses exceed the elastic limit or the limit of proportionality. I think this statement is contrary to the evidence. It is conceivable, however, that a stress ever so small does produce a permanent set, although so slight that we cannot detect it with the instruments at our disposal. Nevertheless the repetition of this small stress a great many times will finally break the piece and the nearer, we approach what we call the elastic limit, the quicker will the piece break under fatigue. In these day, when anthracite is less extensively used as a blastifurnace fuel than it was a generation ago, and managers endeavor to maintain regular and known ore-mixtures, the " freezing " of tuyeres, cinder-notch or iron-notch is infrequeut; and, consequently, the oil-burner or " kerosene blowpipe "* is seldom employed; and furnace-foremen have, to a considerable degree, forgotten their former cunning and persistency in the use of the drill and sledge. Still, in starting new or abandoned plants with untrained labor, and in running some of our large 100-ft. furnaces, slips, resulting in very cold furnaces, may occur, even under experienced managers. During my superintendence of the Cleveland, O., blast-furnaces, such a misfortune, owing to a dearth of trustworthy foremen, was experienced; and our electrician, Mr. Thomas Martin, proposed to open the tuyeres and cinder-notch by means of the heat of the electric arc. We have heard that the surface-cracks or marks developed in rolling heavy plates have been closed by electric welding, as by a soldering-iron, and also that an electric burner has been employed at some German blast-furnaces; but the experiment was quite novel to us; and I think it constituted one of the first, if not the very first, successful application of this device, for the purpose named, in the United States. †
