In a process-oriented production environment, the first objective of any plant engineering effort is to safely produce sufficient product output with an existing plant layout to provide a profitable return to the plant owners and stable employment for plant employees. In such an environment, the terminology macro-engineering means looking at a plant from a perspective beyond "putting out routine fires" or "keeping the plant running." It means asking questions like: • What are the current equipment bottlenecks in the existing plant? • What portion of the plant is most sensitive to fluctuations in raw feed characteristics or other processing condition changes? • If one had X dollars to spend beyond routine maintenance, how could it be best spent to have the greatest impact on overall plant profitability? • What portions of the plant do we know least about? While these questions may seem obvious, they often go unasked due to time pressures, limitations on people or other resources and poor profitability of the existing plant. Even when the questions are asked, frequently a high level of personal bias or a lack of accurate information lead to less than optimal answers and sometimes a lack of confidence in engineering technology. Therefore, in a majority of process plants, there has been little serious change in the equipment layout or engineering operation practice since the start-up of the original plant design.

1st. The fine iron ore is mixed with a sufficient proportion of fine coking coal, and is coked in any of the ordinary methods for making coke. The effect of this is to convert the iron oxide into sponge in such a shape that the usual trouble of oxidation is avoided. 2d. The resulting mixture of coke and sponge is melted down ill an ordinary cupola, the coke furnishing more than sufficient fuel for that purpose. I may briefly point out here that in the first place the iron is sponged, and this sponge, as is well known, contains no phosphoras or silicon when the reduction takes place at a low temperature; and in the second place this sponge is melted down in a cupola in which there is no zone of reduction for phosphorus or silicon, and that con . sequently the resulting iron should be free from both of these impurities. 3d. The liquid sponge, now carburized, is run into an open-hearth furnace, where the requisite degree of hardness or softness is obtained by adding some of the fine ore, and the usual dose of ferromanganese, I have merely given above the rough outlines of the prows, bat it is my intention, as early as possible, to bring the process more fully before the Institute.

The Institute conducts jointly with the American Society of Civil Engineers, 'American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them if certain properties. United Engineering. Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Don and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

The four papers making up this symposum have been prepared especially for those who have no knowledge of seismograph prospecting. To many people mathematics is a formidable subject, and many are discouraged from studying seismograph prospecting under the mistaken assumption that the mathematical requirements are severe. In the papers presented here there is not a single mathematical equation. We believe that considerable competence in dealing with some of the most important problems of this work can be attained without any mathematical training whatever. At the present time, there is a real need for interpretation of results by persons thoroughly competent to bring geologic experience and imagination to bear on data that are subject to multiple interpretation from a strictly physical viewpoint. Likewise, those charged with the responsibility of planning seismograph exploration campaigns would do well to become familiar with as much as possible of the technical aspests of the work. They would then be in better position to judge of its success in individual cases. It has often been said that the seismograph is a new structure-finding tool for the geologists to use. R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—Two schools of thought are developing concerning the order of the rate of flotation. The paper by Morris is intended to show experimental evidence in favor of the first order rate. Arbiter, on the other hand, has presented an earlier paper" to demonstrate the validity of the second order rate equation. Unfortunately his method of plotting is open to criticism, as pointed out by Morris." A more sensitive method of plotting has been described by the writer,= whereby the data presented by Arbiter demonstrate the superiority of the second order plot. GRATON, Cambridge, Mass.-May I ask, in connection with one point in the summary, to what extent the author regards actinolite equivalent to tourmaline as an index of high-temperature and presumably magmatic conditions of deposition of the accompanying sulphides? W. E. GARY.-I merely advanced the idea that the mineral actinolite might have some such significance. In the copper deposit at Braden in South America, the ore occurs in an andesite breccia which is cemented by a matrix of sulphides, quartz, and tourmaline. Tourmaline is a high-temperature mineral, and when we find it associated with ores, these are regarded as having come from a volcanic or deep-seated source, hence a primary hypogenetic deposit. Thus we can count on greater continuation of the ore with depth than in some other kinds of deposit, and I thought that the actinolite, being also a high-temperature mineral, might have some such bearing in the case of Mount Morgan. I did not advance this idea as a final conclusion from a study of such phenomena, but thought that it might bear some discussion in view of the fact of the peculiar occurrence of this mineral in a notable orebody. It also occurs with the copper ores at Ducktown, Tenn., and in both cases may only be due to general regional metamorphism.

In accordance with the requirements of By-Law LX,- I beg leave to submit herewith the report of the Library Committee for the year 1916. The activities shown by the sale of the Institute's publications during the year are somewhat larger than last year, due principally to the increased sale of special editions on account of the larger sale of the Posepny and Emmons Volumes, owing to increased advertising and to the reduction in price of the Emmons Volume. The sales were distributed as follows: Sale of Transactions $3,237.07 Sale of Special Editions 1,722.50 Sale of Bulletins and Pamphlets 2,263.95 Total $7,223.52, The Institute library has now been merged with the libraries of the. other three Founder Societies and is known and administered as the Library of the United - Engineering Society. When this merger, was effected, a proviso was made that the books contained in the Institute library up to the date of the merger were still to be considered as the individual property of the Institute, and this arrangement applied also to the libraries of the other two Founder Societies. At the time that the American Society of Civil Engineers joined as a fourth Founder Society, they immediately turned over their entire library to the United Engineering Society, relinquishing all property rights in the books entirely.

I propose to speak today about our mineral heritage. In common usage "heritage" refers to the past. It means the discoveries, the developments, the mines and the processing plants, the benefits, the consequences, and the human experiences flowing from these. The history of the industry, inseparable from the history of the countries in which The Institute operates, is a rich background of which we can all be proud.But there is also a much wider meaning to mineral heritage. Our past has left us with the ab\lity to create and operate world scale enterprises generating wealth for the community, the ability to offer satisfying and challenging careers in a wide range of skills to our young people, and the willingness to follow adventurous and challenging vocations in remote areas, away from the big cities, at a time when the mentality of many is to get the most for the least effort and at the least inconvenience to themselves. The industry continues to be the repository of the pioneer spirit and a vital contributor to improving the life of the people in our countries.Thus, while our mineral heritage has much to do with the past, an essential part of it is how we use this rich past to build and shape our future. It is in this broader context that I am speaking today.

When lime and magnesia are used as fluxes in the smelting of titaniferous ores fluid, digestible slags low in iron oxide and high in titanium dioxide are produced. The mineral phases present in such slags are (Fe,Mg)O.ZTiOp, CaTiO3, and minor amounts of silicate glass (or its devitrification products). The flux additions are added to the ore in relative amounts to crystallize a ratio of (Fe,Mg)O.2TiO2 to CaTiO, of near the eutectic proportions of 60 pct (Fe,Mg)O.2TiO2 and 40 pct CaTiOl. FeO.TiOz (ilmenite) remains present in the slag until the FeO content is reduced to approximately 8 pct. Optimum slag composition is obtained by reducing the FeO content to between 2 and 6 pct. Continued reduction shifts the (Fe,Mg)O.2TiO2 to oxygen deficient structures classified as MgTi306 and MgTi2O.. Further reduction yields titanium oxycarbides and freezes the melts. The(Fe,Mg)0.2TiO2 structure shows a complete isomorphous replacement of iron by magnesium. It also forms a solid solution compound with as high as 12 mols of TiO2 under reducing conditions without the occurrence of rutile or reduced titanium oxides in the slag.

The chemistry of waters processed by Acid Rock Drainage water treatment plants can affect the Total Suspended Solids quality of the plant effluents. The sulfate ions in the ARD water will combine with the calcium ions from the lime that is used to adjust pH to form calcium sulfate. When the sulfate content of the waters to be treated is greater than about 1400 parts per mil­lion, the resulting calcium sulfate concentration will be approx­imately 2100 parts per million. This concentration is above the saturation point for calcium sulfate, and the salt will drop out of solution until the concentration falls below the saturation point. This "salting" phenomenon affects the total suspended solids of the treatment plant effluents by virtue of the fact that the salts will report to the filtration apparatus used for the analy­sis. This scenario is exacerbated as an effluent sample ages. Zortman Mining's water treatment plant effluent was being affected by "salting" during the spring and summer of 1995, and it seemed as though the effluents were exceeding the TSS lim­its; for no obvious reason. A testing program was initiated to verify an observation that "salting' was taking place. Treatment plant samples were collected and allowed to age, with TSS analyses being performed every day that the samples aged. Synthetic solutions were also prepared to study the "salting" phenomenon.

Mining fatality rates in many countries have not changed substantially over the past ten years. This demonstrates not only that there is an inherent risk in mining, but also that current approaches to improving safety need to be rethought. An analysis of productivity and fatality data in the United States, United Kingdom, and South 4frican coalmining industries shows that the impact of legislation on safety is overlain by other significant factors. Although improvements in safety and productivity usually occur together, the data warn that safety legislation can sometimes cause a significant reduction in productivity. Based on the data and experience considered, it is concluded that legislation should be aimed at creating a framework within which a positive attitude towards the implementation of more productive and safer mining methods, work practices, and technology can flourish, rather than attempting to enforce excessively prescriptive provisions. This later approach is even more problematic when safety standards and legislation are transferee from well developed to less developed countries. A legislative framework in which the mine manager is required to take al reasonably practicable measures to procure safe working conditions in accordance with mine-specific codes of practice is outlined. Within that framework, the value of adopting widely accepted standards is recognized. A performance-based external audit arrangement is outlined as a basis for ensuring that detailed attention is focused on those areas most needing improvement.

General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine's contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. THE area described herein is situated on what is known as the Arches Fork anticline in Roane and Calhoun Counties, W. Va. When the area was first mapped, it was felt that well records would give a more intimate idea of conditions, both structural and lithologic, than could be expected from surface horizons. The surface formations are chiefly members of the Monongahela series, though northward the hilltop outcrops are those of the Dunkard. Neither series offers a key horizon sufficiently definite to be satisfactory, although the structure as determined from well records was later checked against two of the more persistent surface sandstones. In mapping the subsurface structure, the top of the Big Lime (Greenbrier) was employed as the key horizon. The average depth to the top of the Big Lime varies from 1600 to 2000 ft. (487 to 609 m.), while the average thickness as indicated by well records is 113 ft. (34 m.). The oil-producing formation is the Big Injun, lying just below the Big Lime. In two instances, well records show the Lime and Injun separated by a few feet of "break." The Big Injun is recorded as having a variable thickness. Seven logs report it as missing and one gives it the maximum thickness of 105 ft. (32 m.), while the entire average for thickness is 19 ft. (6 m.).

WILLIAMS, San Francisco, Cal.-Is the Union Avila plant run as a topping plant or as a dehydrating plant? A. F. L. BELL, San Francisco, Cal.-Both. It takes off an average of 20 per cent. water besides topping the oil. Part of the crude oil is run through an electrical separator before running to the topping plant, but the entire crude averages about 20 per cent. when it enters the topping plant. DAVID T. DAY, Washington, D. C.-I suppose most of the work contemplated in these large topping plants is simply to deal with topping the oils with only a small percentage of water in them. A. F. L. BELL.-Not more than 2 per cent. of water can be handled in ordinary stills without causing trouble. At our Gavotte refinery, where the oil runs from 15 to 30 per cent. water, we carry 20 lb., pressure oil our stills to hold the framing down, we can do that with small stills, with large one's it would not be safe; but with a retort, the quantity of water contained in the oil does not affect its working. It simply means additional fuel to evaporate the water.

INTRODUCTION Providing sufficient thrust, particularly in the proper manner, is one of the major problems of conventional hardrock drilling and tunneling machines. For instance, with tunnel boring machines, massive jacks, mechanisms, and structures are required to generate and transmit the forces to the cutting head. One pays for this massiveness both in terms of material (dollars per pound) and in the attendant difficulties of transporting and maneuvering such machinery. The effect of an efficient thrust generation method on system size is evident when one considers conventional shaft drilling equipment. Raise borers are small enough to be used underground, while conventional big hole drilling equipment requires large amounts of space, personnel, and support. Proper application of the force is another problem, even with smaller holes such as blastholes. While one can load most tricone blasthole bits to their limit with such drill rigs as the Bucyrus Erie 61R or the Gardner Denver 120D, transmitting very large forces through the relatively flexible mast and drill pipe leads to large vibrations, fatiguing of the mast structure, and impact loads on the bit. In the following, a new method of generating the required rock fragmentation force is presented. Furthermore, the force is generated and applied in such a fashion that not only can the equipment size and weight be reduced, but also the cutter and equipment life can be increased.

Microseismic monitoring is becoming standard practice in the Canadian mining industry, particularly as mines get deeper. Full-waveform microseismic systems allow the operator to distinguish the event source mechanism, e.g., blast, shear slip or stress-induced fracture. At mine sites that heave a microseismic system operator blasts are manually identified by comparing the event waveform traces to the morning blast logs. However, this procedure is not routinely done at sites where a system operator is not present and this can lead to misinterpretation of the data at a later stage, particularly where the interpretation is outsourced, often many years later. It is critical to improve the microseismic data quality and consistency for processing and interpretation with a reliable technique to filter out blasts and blast related seismicity. This paper presents the development and implementation of a simple blast identification and filtering routine. The routine was developed specifically for Vale?s Creighton Mine about a decade ago, but is made sufficiently general so that it can be used at any mine site with an ESG (Engineering Seismology Group Canada) based full-waveform microseismic systems. The routine is strictly a post-processing procedure developed for use with the Access database data structure used by ESG. The algorithm was tested at Creighton Mine and a success rate of 80 to 90% was achieved, when compared to manual blast picks.

Since the beginning of the 20th century the world has been trying to find a new political system, even as it did at the end of the 18th century. The French Revolution instigated the destruction of absolute monarchies when Napoleon unwittingly showed the masses the advantages of freedom, as opposed to the abuses of unlimited power by the imperialists. In spite of advances in culture, science, and technology during the past 50 years, there is a hangover of laissez-faire economic principles. Failure to divert the trends of minority pressure groups has caused two world wars and is the basis for the current social unrest and turmoil. In the ebullition of ideas there have risen to the surface the dregs of ideas, old and new-Nazism, Fascism, Russian Communism-a hodgepodge of imperialistic, socialistic, communistic and capitalistic maneuverings where state monopoly of capital enables ruthless exploitation of the masses. The United States owes much of its industrial greatness to the work of pioneers in the mineral industries. The task of the pioneer was to locate and develop in a rude way the mineral resources of the nation. Today, mineral industries leaders are still in great demand, but for a different purpose-to direct intelligent utilization of the limited, waning, submarginal mineral resources. Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what's necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. In recent years a number of explosive blends including ANFO, emulsion and watergel products have been used in a variety of ground types and applications. These `standard' explosives' technologies are not new, but out of the uses and applications, have sprung a new generation of tailored explosives that match the ground type and the operating environment. This is in stark contrast to the norm, where various patterns and loading configurations have traditionally been designed to accommodate the explosive. This paper discusses these tailored explosives and the explosives' technology behind why they work. Active tailoring of explosive formulations can save mining dollars while essentially leaving the explosive price unchanged. Tailoring explosives may lead to increased rock breakage, heave, digging rates; lower digging maintenance costs and in some cases replacing earth moving machinery altogether. Tailored explosives may have other benefits such as reduced over pressure compared with standard alternatives. The tailoring of explosive performance generally involves three major methods (other than changing the bulk density and sensitivity): (i) replacing fast burning reactants with slower burning reactants or vice versa; or (ii) leaving the explosive intact and diluting the entire explosive with slow burning or `inert' material; or (iii) changing the concentration of the fuel/oxidiser mix. When tailoring explosives for particular applications, authorising, testing, costing, manufacturing, and delivery systems must also be taken into account.
