The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. In a letter to the Secretary, Sir Robert A. Hadfield encloses a statement of the terms and conditions under which his prize is to be awarded by the Institution of Mechanical Engineers, and also a table comparing the hardness of a large variety of steels, examined both by Brinell and by scleroscope methods, together with the tensile and compressive strength of the same specimens. In the debate between miners and ecologists, our industry has at last begun to get some of its story told. I have been told many times that it is hopeless to even try to get our side across. Some are sure that no one will believe us even when our cause is just. My reply would be that we have to tell the truth; again, again, and again. We will never convert a fanatic, but we must try to reach the reasonable and thinking people. I am encouraged because more of us are trying. Various mining companies here in Arizona have bought newspaper space to set forth some of the facts around our local environmental problems. The Arizona Mining Association co-sponsored a symposium in March: Mining and Ecology in the Arid Environment. The symposium program included tours arranged with local mining companies. The participants saw an acid plant, an acid leaching operation, an alluvial tailings dike, a tailings pond, a smelter, and a couple of open pit mines. This wouldn't phase you until you realized that half the visitors were ecologists, watershed and wild- life managers, and other assorted conservationists. It took a lot of guts. I am proud that we had that much confidence. As Pogo said, "We have met the enemy and they is us!" Actually, we met the enemy and they were just like us-concerned.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in the property. The land and building cost two million dollars. The interest of the Founders societies, aside from especial trust funds, is now valued at $1,987,793. The A. I. M. E. trustees are William H. Bassett, H. G. Moulton and R. M. Roosevelt. The President of the Board is Harold V. Coes and the Secretary, Alfred D. Flinn.

The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

IT is a well-known fact to all Bessemer steel manufacturers using a blooming mill, that ingots show large cracks in the first few passes of the rolls, which, in the following ones, do not always roll up satisfactorily. This deficiency in the quality of the product is generally called " red-shortness," though, in the writer's opinion, mostly unjustly so. Different explanations for the said peculiarity are given by the leading authorities, each works selecting one element as a special scape-goat for the inferior quality of the ingot. The sulphur is generally first charged as being the principal cause of all mischief in this direction ; then, after ascertaining that sulphur is not higher than the average, and sometimes lower in the very worst heats, silicon has to bear its share of abuse. How and why silicon should affect the working qualities of the metal, the writer could never precisely learn, but is convinced that the doctrine of its pernicious influence is an established one with many. In cases where silicon failed to explain everything, resort was taken to calcium, aluminum, and some other known or unknown elements, without settling the difficulty; and lastly, when the skill of the chemist became exhausted, " practical men " came to the same conclusion, which many leading blast-furnace managers had arrived

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty Ltd differ substantially in their characteristics. Knowledge of, performance not only enables comparison and promotes better control, but also provides the means for predicting results. Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep.) Results for Baum jigs, a Chance cone, heavy medium cyclones and water washing cyclones are examined. The efficiency factors derived from the probable error are applied to the float and sink analysis, mathematically simulating operating conditions. This method is applied to the Balgownie seam. The Balgownie seam lies between the Bulli and Wongawilli seams in the Coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits er difficult washability characteristics, due to a comparatively high middlings content. These properties and the tively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique. Applications of result forecasting are listed.

Peculiar crusts having appeared on certain irons made at Glendon and Pequest, which, in our experience, were entirely new, some analyses of them were made; and these analyses, together with an account of the manner of appearance of the crusts, are herewith submitted to the Institute. At Pequest the ores mere: & Peters, from Ringwood, N. J.; + roasted sulphurous ore, from Charlotteburgh, N. J.; and + red ore (decomposed magnetite), from Chester, N. J. The fuel was 7/8 Lehigh anthracite and + Connellsville coke, and the limestone a dolomite from Andover, N. J. The resulting iron varied in silicon from 0 84 per cent. in No. 1 foundry to 0.51 per cent. in gray forge; in phosphorus, from 0.81 per cent. to 0.55 per cent.; sulphur, 0.035 per cent.; manganese, 0.375 per cent. It was highly "chilling" in its properties, and very strong. In running, it invariably appeared to be of a lower grade than it really was; the higher grades scintillating as much as hard iron usually does. After getting into the moulds, and beginning to cool, a black crust began to show itself, seeming to exude from the pigs, till finally, when the iron was cold enough to break, it completely covered the face of the pigs. The quest for U.S. energy independence will result in a major increase in underground mining operations. It will necessitate the rapid excavation of development drifts, entries and slopes to exploit underground deposits of energy resources such as coal, uranium and oil shale. Most of this development work will be done in soft and medium hard rock up to an unconfined compressive strength of approximately 20, 000 psi. OBSTACLES TO RAPID TUNNEL EXCAVATION Labor In the U. S. coal mining industry, the underground productivity in tons per man-day declined from 15. 61 in 1969 to 11. 00 in 1973 which is a startling 30% decline. While productivity declines, the cost of labor and supplies continues to rise. Ralph E. Bailey of Consolidation Coal Company recently stated four reasons for the decline of productivity: A shortage of experienced miners, enactment of the Federal Coal Mine Health and Safety Act effective April 1970, major changes in union work rules in 1968, and a deterioration in the attitude of the work force (1). Because there is already a great shortage of skilled miners, the situation will get worse when large new mines for oil shale, coal and uranium open in sparsely populated areas in the Western United States. Only the large scale use of easy to operate tunneling machines can increase productivity and lower the cost of excavation.

Generally when equipment is chosen for solving a dewatering problem, the equipment is based on one of following physical methods: gravity (sedimentation, screens), vacuum (vacuum drum and disc filters, belt filters), pressure (filter presses, hyperbaric filters) and centrifugal forces (centrifuges). The choice of method and type of equipment depends, among other things, on the requirements on the maximum water content allowed in the filter cake and on the particle size distribution and the concentration of solids in the material to be dewatered. All the above-mentioned equipment has its benefits and drawbacks. The conventional vacuum filters of drum or disc type are of a simple construction with few parts to be replaced, but these filters produce a filter cake with a fairly high moisture content, and a dryer is required for additional drying. In most cases the use of pressure makes it possible to produce filter cakes with the desired moisture content but the equipment is of complicated construction, leading to high maintenance costs . In addition to this the consumption of compressed air is high. The capillary filtration to be described in this article is a dewatering method which combines the benefits of both the conventional vacuum disc filter and the filter press. The capillary filter produces low cake moistures with a machine of very simple construction similar to that of the vacuum disc filter.

Lime has been added to the iron ore slurry transported by the Samarco pipeline since its operation start-up in 1977.Initially, internal corrosion was the main concern therefore the reagent was used only for pH correction. Over the last ten years, though, transport of more complex slurries demanded a significantly higher dosage of lime to guarantee adequate rheology control. Several other reagents have been tested for the same purpose yet none has proven to be as effective regarding technical performance, environmental impact and cost. However, an alternative was sought so that the slurry rheology could still be controlled in case lime addition became impracticable. The objective of this paper is to present a technical solution for this matter, which takes into account environmental aspects. It consists of adding soda for pH correction and an organic coagulant as a rheology modifier. The latter is a quaternary ammonium salt which affected the slurry transport properties in the same manner as lime when tested in a laboratory. It showed no plug formation and allowed solid particles to settle, forming a loose sediment after rest. These results indicate a low probability of plug occurrence in the pipeline and the formation of a readily reslurryable sediment upon shutdown of the pumping system. Industrial tests should be performed in order to validate the laboratory results.

Arthur G. Metcalfe (SOLAR)—Three explanations to account for mechanical nucleation effects are considered in the paper, viz., theories based on fragmentation, agglomeration, and pressure-wave mechanisms. The authors show that none of these mechanisms will explain the results observed with tin and Sn-Pb alloys. A fourth mechanism of nucleation enhancement was developed during work at Armour Research Foundation on casting of beryllium and, although presented briefly on various occasions, the theory has never been discussed adequately. It is believed that this theory will explain many of the observations. Classical homogeneous nucleation theories assume that embryo nuclei are formed in the melt as a result of compositional and/or thermal fluctuations. Stable nuclei are formed when a critical size is reached such that the decrease in free energy for conversion of this volume of melt to solid offsets the increase of surface, energy. The assumption is made that the average properties of liquid and solid metal can be used. In practice this assumption is invalid and indeed is contrary to the postulation of thermal and compositional fluctuations in the melt. Actually the conditions favoring embryo formation bring the seeds of its own destruction—the thermal and compositional fluctuations leave the embryo surrounded by atoms of higher thermal energies and/or by solute atoms that depress the melting point. There was once a speculative period of interest in small mining companies that is commonly referred to as "the uranium boom of the 50's." In the late 60's, there was a second mining stock boom: it centered around uranium and silver, when silver had reached a new high of $3.60. In the mid 1970Js, there may be a new boom in the making, and it appears that substantial public and institutional interest in mining equities will finally result in a viable long-term capital market rather than the boom-or-bust pattern of the 50's and 60's. The reason for Wall Street's renewed interest in mining is understandable: most mineral commodities have recently gone up in price. Domestically, these price increases have come in the wake of the inflationary spiral unleashed by years of unbridled government deficit spending and erratic fiscal and monetary policies. Internationally, of course, the biggest push for higher prices has come from third-world countries whose primary income derives from indigenous natural resources. Many of these countries-whose fiscal and monetary policies haven't been models of excellence either-have attempted to cope with the worldwide economic mess by forming cartels that could control the price of commodities. What's happened to petroleum is well-known; what's happened to copper, bauxite, phosphate, and uranium is part and parcel of the same syndrome.

Since the introduction of raiseboring 30 years ago there have been many operational and mechanical design improvements in the raiseboring machine, its reamers and associated cutters. These have now made the technology of raiseboring a routine and practical operation within the underground mining world. Over the last decade these advances have been aided by the introduction of robust automation packages which have allowed unattended drilling and reaming, real time performance monitoring and enhancement and the rapid diagnostic investigation of mechanical and electrical abnormalities. The constraint to higher raiseboring performance is now the drill string. However when it comes to a cost-effective solution of applying the high drill string torque and tension necessary for the next step change in performance, designers have æhit the wallÆ. Whilst carbon fiber reinforced plastic composites with abrasive resistant sheaths may offer a solution, the limit of conventional steel, drill string technology has been reached. This limit to advancement is however based on the drill string being in tension and alternative solutions may exist by literally turning the raiseboring paradigm on its head. This paper describes the story of a small Australian company engaged in the design and manufacture of mechanical excavation machines, two Australian raiseboring contractors and three Australian mines going against tradition and pushing down rather than pulling up.

The slime formation with several metallic impurities from acidic electrolytes of copper has been studied. On fresh Pb-Ca-Sn anode surface firstly the formation of PbSO4 takes place, then, it is transformed in the conducting PbO2, which covers the anode surface. It has been experimentally established the formation of a manganese dioxide double layer at the anode; this double layer was always composed of a thick external layer of non-adhering and easily removable scales, and of a thin internal layer, which adheres relatively well to the surface of the electrode. It was found that manganese dioxides present in the slime were of different nature: a non-adhering layer produced by electrolysis (-MnO2) on the PbO2 surface and a pure chemical precipitation in the solution (-MnO2). When iron is present in the electrolyte on this last layer of manganese, lead sulfate was found. In the case of arsenic and antimony in the electrolyte the slime generated was found to be lead sulfate and amorphous compounds of those ions. The lower slime generation in Chilean EW plants could be due to the lower contents of iron and manganese in the electrolytes. It was found that this slime formation rate not only is due to the electrolyte composition but also to the poor control of operational parameters at EW plants.

In discussing the possible contribution of plastic deformation to neck growth during sintering, Wilson and Shewmon State that Lenel, Ansell, Salkind, and Early34, 35 concluded that dislocation flow is the rate-controlling process in sintering under zero external load. The experiments cited34, 35 were done with applied external loads, and the conclusions were that the same kinetics could be controlling sintering due to the force of gravity with no additional applied load. The effect of gravity on sintering behavior was previously cited.34, 31 In addition, Wilson and Shewmon argue that the conclusions of Refs. 34 and 35 are doubtful because the strain rate is proportional to stress for plastic flow. This assumption is true only for certain kinds of plastic flow such as Nabarro-Herring Microcree38 As Early, Lenel, and Ansell point out3' plastic flow, based upon dislocation movement, can exhibit strain rates which exhibit a power law relationship to the applied stress.39, 40 Wilson and Shewmon also doubt the results of Refs. 34 and 35 because the stresses in the necks are too small for x/a > 0.1. This is true, and the experiments described in Refs. 34 and 35 were done for small values of %/a. The conclusion was that plastic flow by dislocation movement was important during the early stages of sintering when x/a is small.

A flexible expert system for a personal computer has been developed to take countermeasures for prevention of emergency in underground coal mines. The system makes a diagram to estimate maximum airflow rate of a specified branch such as coal face or advancing face, etc. under the conditions of opening regulators set in any two different branches, by computer simulation. The system approximates the ventilating condition underground by using both measured values and safety factor derived from the rules in the system. The probability of happening gas explosion, spontaneous combustion and mine fire underground is shown on a display and countermeasures in a data base in the system are selected according to a confidence factor. When it is recognized in the system that either safety factor or confidence factor of countermeasure has a small value, the system sends information relating to reasoning in the system to registered human experts by computer communi¬cation and facsimile. The replies in file transfer from the experts are stored in the system and reconsultations for estimation of underground condition are started automatically. As the replies in facsimile are shown on the display, user inputs new rules and, values for reconsultation. It is shown that the system is available to take better countermeasures as the condition' of a network in coal mine is changed by mining day by day.

Attention! Engineers! Geologists! Here is your Opportunity to be of Professional Service The war has interrupted the supply of many minerals, which were normally imported. In view of present transportation conditions, a serious shortage exists in certain materials and will soon develop in others. Some immediate action is imperative. The first thing is to take a careful inventory of American resources. We must know where the ore deposits are, what has hitherto hindered their utilization, what methods must be used, and what equipment will be needed if an emergency demands their rapid development. Many properties must be re-examined from a new point of view, that of present necessity rather than of normal profit. When the shortage is realized, the preliminary steps for relief should have been completed. It is a necessary and patriotic form of mineral insurance. Will you have a part in it? Do not forget that these are war times, and that what may have been valueless a year ago may be a "life-saver" now; an abandoned copper prospect of 1913 might make a successful pyrite mine in 1917. We are fighting an autocratic enemy who knows his resources to the last pound, and uses them with most efficient organization. We have no Kaiser, so each of us must do his share to put our Government in the same situation. The Government needs your facts.

BHP Billiton?s Olympic Dam copper flash smelter employs the direct to blister process for smelting high grade copper concentrates. SO2 evolution during tapping gives rise to safety concerns. A thermodynamic model for the blister copper (Cu-Fe-S-O) was used to predict the volumes of SO2 evolved. The Multiple Phase Equilibria Model (MPE) was used to evaluate the slag chemistry inside the furnace. The blister copper model was used to explore the relationship between %S and %O in the copper and the amount of SO2 evolved on cooling. The volume of SO2 evolved was sensitive to the O content with reduction to levels below 0.2 ? 0.15% likely to suppress SO2evolution on cooling. Concentrations of S and O in copper samples from trials generally lay above the equilibrium line calculated for an average temperature of 1275C and a partial pressure of SO2 of 1 atm. Consequently there is a thermodynamic driving force for SO2evolution when cooling to this temperature during tapping. A number of potential process options to suppress SO2 evolution on tapping were investigated thermodynamically. Some of the options require treatment of the blister in a forehearth or separate furnace, while others impact on current practises in the flash furnace with slag present. The opportunities that these options present are discussed.

The Warwick furnace at Pottstown, Pa., constructed for anthracite fuel, is, as may be remembered, 554 feet high, with 15; feet bosh. The actual working height from stock-line to bottom is only 474 feet, the bell-and-hopper taking up 8 feet. During the year 1886 we used mixed fuel, in the proportion of three-fourths anthracite and one-fourth coke. The total product of iron was 30,6299 tons of 2280 lbs., being a weekly average of 589 tons, including all ordinary and extraordinary stoppages. Deducting the latter, the weekly average would be about 600 tons. The fuel-consumption for the year was 1.2 tons per ton of iron, while the ore-mixture yielded 52 per cent. of iron. For about two months during the summer of 1887 we were obliged to run on anthracite exclusively, owing to the Connellsville coke strike. In the fall of 1885, in relining the furnace, the crucible had been built 8 feet 9 inches in diameter, with the view of using regularly one-quarter of coke (the largest previous diameter having been 7 feet 5 inches), and we felt somewhat apprehensive of the results when compelled to use anthracite only. The average of seven weeks' run on coal, as compared with the average of the seven corresponding weeks of 1886 (using one-quarter coke), was as follows:
