In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. Introduction For many years the immense deposits of bituminous sands of northern Alberta have been attracting the attention of our governments, engineers and .scientists ( 6). Undoubtedly these bituminous sands represent one of the greatest potential resources of liquid fuels in the world. However, their commercial development has been retarded by the complexities of the technological problem and by the economic factors involved in the processing of the sands. The technological problem has been attacked from several angles ( 2, 3, 1, 11), and cold water separation of bitumen is one of them. To the ore dressing engineer, the cold water process is of utmost importance since, by the use of standard ore dressing machinery, it accomplishes most efficiently and economically the separation of bitumen from bituminous sands. The significance of using ore dressing equipment was especially enhanced by the fact that the scientific principles which underlie the design of standard machines were demonstrated in the cold water separation process with an extraordinary clarity. This greatly facilitated the analysing of limitations and advantages of different machines during-the pilot plant investigations and helped to complete the investigations practically in the allotted time.

Solid-state equipment offers a number of potential advantages in the coal mining industry. These advantages can only be realized, however, through careful and judicious design of the control and protection circuitry. Problems relating to the interaction of solid-state equipment on the electrical system and the special design considerations which apply to solid-state circuitry are examined. Design guidelines are provided for solid-state applications in the areas of: (a) equipment operated from a DC trolley wire, (b) drive systems for surface mining equipment, (c) AC motor starters, and (d) electromagnetic interference.

The heavy liquid separation (HLS) process was investigated by the Bureau of Mines to develop a means of concentrating minerals from natural ores, Various spodumene ores were tested in a 0.4-inch diameter cyclone using pure tetrabromoethane (TBE) as the heavy liquid. Studies were initiated to examine the influence of (1) pulp density (2) feed grade, (3) cyclone pressure, (4) cyclone apex opening size) (5) cyclone vortex finder opening sand (6) mineral particle size on the separation efficiency. Each of these factors was found to affect the heavy liquid separation in some degree; the mineral particle size exhibited the greatest effect and the ore feed grade the least. Conditions necessary to yield an 85 percent spodumene concentrate with an 85 percent recovery were determined to be: 70 psig pressure, 10 percent solids, 0.08-inch apex opening, 0.11-inch vortex finder opening and a minimum amount of minus 200-mesh fines in the feed. Operation of multiple cyclones in series resulted in spodumene concentrates assaying over 90 percent and indicated mineral recoveries exceed-in 90 percent.

"General *The mining experiences of the coal mining industry in Western Canada have been extremely varied, with the mining companies having to adjust their operations or fail due to the harsh economy of the country in the first part of the century. The bituminous or mountain mines had the railways as main consumers with, at times, optimism that potential steel producers would require metallurgical coal. The prairie and foothills mines mainly provided household fuels, with the fine coal sold to local thermal power plants at discounted prices. In practically all cases fuel competition was very keen, and the less successful mines ceased operations in short-time spans. Knowledge of the parameters that governed the success or failures of the past coal operations should be of value to the present and future mining companies. The initial coal mines were small and were started to supply local demand. These mines had little in the way of capital machinery, engineering, or transportation equipment; therefore the mining methods and mine plans were very simple. The first industrial-sized mines imported most of their management and mining methods from other mining areas, mainly Great Britain. It took time to change the bias of management and mining methods to the requirements of strata characteristics, with rapid closure to those mines that were slow to adapt working methods. The main markets for coal were for household fuel, thermal power plants and railways, with very few other industrial markets developed. The economy of the period was harsh and cyclic and the coal mines were affected more than most industries by these boom and bust periods. It led to the survival of the fittest or the most efficient. Due to the economy, mechanization was introduced to the mines very slowly, with the inability to sell coal fines at a profit being another reason for the delay. Manual labour with hand tools was the main means of production. The work was heavy and arduous, and the pay was based on contract coal tonnage; therefore both men and management paid close attention to details so that nonessential work could be eliminated. Mine openings were dimensioned so that coal could be loaded easily by hand and support requirements were kept to the minimum. Transporting and handling the timber supports required heavy labour; thus the most efficient dimensions were chosen to suit the strata. On the other hand, during the main production seasons the mines tried to make the strata stress work for them so that the pressure was kept on the coal face to keep the coal loose while the strata, a short distance back, was induced to cave to minimize the abutment stresses. This caused mining to be an art, using skills developed by experience with the strata. This led to the development of efficient mine layouts with the openings dimensioned to the strength of the strata and the type of support available. The lack of capital and mechanization, and the manual labour, induced the mines to correlate their service and haulage systems with their mining methods. This caused many innovations that proved very practical."

The purpose of this study was to determine mine workers' state of fire-fighting preparedness and the technology being used to detect and respond to underground coal mine fires. To investigate this problem, 214 underground coal miners were interviewed by U.S. Bureau of Mines researchers. Frequency distributions of workers ' responses are presented in this report, along with segments of narrative accounts, to profile miners' fire-fighting capabilities. The data indicated that much variability exists from mine to mine and that there are several important changes operators may undertake in order to make miners better prepared to deal with fire underground: select appropriate sensors, establish and test a warning and communication protocol, construct a system capable of delivering hundreds of gallons of water per minute for sustained periods, institute formal fire preparedness audits, develop case studies of events that occur at an operation to use as teaching and assessment tools, and provide structured practice that can be incorporated into fire drills.

"A fundamental electrochemical study of Si ions in Na3AlF6-LiF melts and electrolysis using liquid cathodes was conducted. Cyclic voltammograms (CVs) clearly showed the depolarization of silicon deposition on liquid cathode by forming chemical complexes with the liquid solvent metals. Besides, co-deposition of Al and Si is possible when Si ions are insufficient in the molten salt. Based on the electrochemical results, silicon diffusion into liquid cathode is modelled and evolution of Si activity with concentration is deduced by a mathematic approach. Electrochemical study using liquid metals as working electrodes, can be used as an alternative approach for the acquisition of basic data on alloy behavior. Galvanostatic electrolysis showed that liquid cathodes are appropriate to collect the deposited solid silicon and the highest collection efficiency is almost 85%.IntroductionRecent years have witnessed an increasing demand for solar-grade silicon (Si) by the photovoltaic industry [1-4]. The preparation of high-purity metals through electrolysis and electrorefining offer many advantages such as low cost, low-energy consumption, and environment-friendly process, and thus has been widely used worldwide. From the perspective of electrochemistry [5-7], by utilizing the electronegativity difference between the impurities and Si and controlling the relevant process parameters, it is possible in principle to electrodeposit monatomic Si from a Si4+-containing compound melt. Moreover, because the carbon content of the high-purity Si obtained through electrolysis can be effectively controlled and used as a very ideal raw material in the preparation of electronic-grade and solar-grade Si, the preparation of high-purity Si through electrolysis has received widespread attention [8,9]. Monnier et al. [9] used a graphite electrode to obtain high-purity Si (99.9 %-99.99 %) from Si02/Na3AlF6 system through electrolysis; however, because the Si was precipitated in a solid form and showed poor conductivity, the deposition rate was too slow. Olsen et al. [10] obtained high-purity Si films via electrodeposition in K2SiF6/KF-LiF system by selecting electrode materials with high surface quality (such as Ag and graphite). However, in order to ensure the film quality, the deposition current density must be relatively low (10-50 mA/cm2), resulting in a low current efficiency and low deposition rate, which are not conducive to reducing energy consumption and applying to practical use"

This report documents the work performed by Battelle-Northwest and its sub-contractors in Phase I of a project to develop a cross pit conveyor system for the Bureau of Mines. The conveyor system description includes details of the conceptual design as well as system and component specifications. The selection of primary and back-up sites for system demonstration is discussed. Maneuvers and operating sequences required for mining the selected demonstration site are described and illustrated in detail. Economic viability of the cross pit conveyor system was analyzed by estimating the cost of overburden removal per ton of coal using the Battelle-designed concept and comparing these costs to the cost of an available state-of-the-art 30-yd3 dragline operation. Testing and trade-off studies conducted are documented and the results presented. Alternate designs considered in developing the selected cross pit concept are included for completeness. Based on the evaluation of the selected concept, it was concluded that the cross pit conveyor system proposed by Battelle is a technically and economically feasible overburden handling method with a good potential to improve western coal mining efficiency.

This report describes the preparation characteristics of the more significant coalbeds in Monongalia County, W. Va. It is one of a Bureau of Mines series planned to determine coals suitable for producing metallurgical coke, either as mined or after beneficiation. Over 9.5 million tons of coal was produced in Monongalia County in 1957, of which more than 7 million tons was cleaned mechanically in 8 cleaning plants. On January I, 1954 the Bureau of Mines estimated that 1,576 million tons of recoverable coal remained in the county in beds 28 inches or more thick.

The objective was to develop and design a remotely operated temporary roof support system that provides a safe working environment between a freshly cut coal face and the last line of permanently supported roof in which to perform roof bolting activities. This system was to take the form of a retrofit package which could be adapted to a majority of the bolters currently in service. The result is an integrated piece of hardware which will retrofit onto virtually all single boom bolters by removing the drill boom and relocating and modifying the hydraulic controls. The system is composed of three basic components: a pair of cantilevered roof supports which reach forward to the desired line of support, a mast type drill unit for drilling holes and torquing bolts, and a transverse slide assembly to carry the drill from hole to hole across the entry without relocating either the bolter or the roof support. A converted bolter not only provides a much safer operation but is projected to increase the production speed as well as reduce the manpower required to operate a section.. This improvement in productivity is shown to make the job of retrofitting a bolter cost effective in less than two months and provide a potential profit thereafter. Based on the findings presented in this report it is recommended that a proto-type be built and tested in an underground coal mine to demonstrate its effectiveness.

The South African mining industry continues to be a major source of employment at a time when at least 25 per cent of the working age population is unemployed. At the same time the industry faces a skills shortage in many of the disciplines necessary for its future health. The University of the Witwatersrand, University of Pretoria, University of Johannesburg, and University of South Africa have historically produced mining graduates for the South African industry, with any shortfall being met by the recruitment of overseas graduates. More recently the global shortage of engineers and other mining industry professionals has seen a reversal of this trend and a very significant emigration of well-educated and highly skilled personnel. The traditional career path for mining graduates is in production and mine management. However, there is the parallel and possibly more pressing need for specialized skills in such fields as ventilation, rock engineering, mine planning, mineral resource evaluation, and mineral asset valuation. It is in these essential areas that chronic shortages continue to hamper the development of the industry and may well frustrate its ambitions to be safe, healthy, and profitable into the future. The permeability of skills across sectorial boundaries within the mining industry requires that skills shortages in the platinum sector are not looked at in isolation, but within the context of the entire industry. This paper reviews the efforts being made by the universities at both undergraduate and postgraduate levels to meet the needs of the South African mining industry, in terms of the required numbers and the range of specialized skills.

Optimisation of a real-time at-line monitoring system for control of industrial granule coating quality is presented. The system is based on a fluorescence imaging system, because fluorescence originates in the interiors of enzyme granules but is significantly quenched by a polymer coating (which is needed due to environmental precautions). We have developed an image analytical system for direct prediction of coating quality, which is based on application of the Angle Measure Technique (AMT) for image complexity characterisation; AMT is briefly described. The first part of the presentation addresses pixel sampling strategies within a digital industrial image, inherent in application of AMT, in which the unfolded image is regarded as a one-dimensional object in analogy with 1D process sampling in Theory of Sampling (TOS). The effects of random, stratified and systematic pixel selections in the unfolded image are evaluated. Also factors such as the fraction of image pixels and the effects of specific unfolding strategies (there are three principal strategies, termed æchopÆ, æsnakeÆ and æspiralÆ respectively) are investigated. It turns out that unsuspected artifacts are sometimes produced, related to the specifics of the unfolding procedure, which interferes with a straightforward 1D TOS process sampling analogy. These artifacts have a wider interest û among others, for 2D sampling û and therefore receive special attention in this presentation. The optimal pixel selection strategy for the AMT algorithm is found to be systematic or stratified sampling (not surprising according to TOS) of 500+ initiating points, but need to be unfolded in the novel spiral- or snake-wise fashions in order to effectively counteract these artifacts. This also has a general impact on various suggested standard schemes for 2D grid-sampling, among others, from the geoscience realms. The second part of the presentation is directed towards optimal image analytical sampling of a continuous series of fluorescent images (imaging of conveyor belts of æinfinite lengthÆ), ie optimisation of process image sampling. The minimum number of images needed to uphold a sufficiently good on-line estimate of the quality control (QC) parameter in question is found to correspond to the relatively high sampling rate of 15 - 20 per cent, which can be shown to be related to an intrinsic very high measurement error level (25 per cent) of a mandated analytical reference method.

In many cases, current metallurgical accounting practice does not consider the errors associated with the measurements used in obtaining the metal balance. Considering all measurement errors, including errors associated at each step of the process - from sampling and analytical errors to measurement errors in circuit instrumentation, can improve the accuracy of the final metal balance - assisting in the improvement of process performance, optimisation and control.The consequences of the inclusion of measurement errors on metal balance for different circuit configurations and typical metallurgical accounting practice (two product and three product formulae) will be discussed in this paper.Examples of the tools, methodology of implementation, and periodical metal balance tasks are presented to illustrate the advantage of this approach in meeting the different requirements of each department.CITATION:Brochot, S and Durance, M-V, 2012. Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

Magnesium salt rare earth enrichment (MREE) is a crucial intermediate raw material in the deep processing of rare earth elements and material preparation, serving as a front-end raw material for the synthesis of rare earth oxides. With the current disposal process for MREE, neutralization slag with high rare earth residue is generated during further extraction of rare earth from the MREE and accumulates in huge piles. Therefore, the combined disposal process of MREE and neutralization slag was put forward. MREE was solubilized using 4 mol/L sulfuric acid to achieve an endpoint pH of 0.75, dissolving the rare earth and obtaining an acid solution. The MREE and neutralization slag were added in a mass ratio of 1:2 to the acid solution sequentially. The pH of the endpoint was controlled to 4.8~5.0 for neutralization and decontamination. This resulted in the production of rare earth sulfate liquid of similar quality to the original MREE disposal process, meeting subsequent extraction requirements. The neutralization slag underwent a water washing process, with two washes (first with 0.2 mol/L acidity water at a solid-liquid ratio of 1:2 and second with deionized water at a ratio of 1:4), resulting in water-washing slag with a rare earth content of 0.24% and a rare earth yield of 97.08%. Notably, zero wastewater discharge was realized. This innovative process effectively addressed the challenges of high rare earth residue in neutralization slag and stockpile accumulation, offering valuable theoretical and practical insights for MREE disposal.

The review summarizes what has been learned from recent empirical studies of the relationship between mine safety and characteristics of miners, mine management, and mining companies. The review is based on literature published in the United States during the period from 1976 to 1988. In addition to summarizing the empirical findings, this report discusses the implications and limitations of these studies, and gives recommendations for improving mine safety. An annotated bibliography section appears in the appendix.

Present-day interest in the question of "dirty steel" has arisen primarily from the increasingly rigid specifications on various grades of steel and from the growing conviction that non-metallic inclusions are the source of many of the difficulties in meeting these specifications. The importance of inclusions has unquestionably been over-emphasized in many cases, but on the other hand many unpublished instances could be recorded where all evidence pointed to inclusions as the primary cause for the failure of steel in rolling or in service. The solution of the problem of dirty steel is not a matter of a few years. There are almost numberless types of inclusions. They segregate in steel ingots in an entirely different manner from other impurities, and, at best, only a start has been made in developing correct analytical methods for their determination. Most of the writers in the field have expressed opinions rather than given facts, and so many variables enter into the manufacture of steel that a study of plant conditions is difficult unless definite facts on certain phases of the inclusion problem are available. This statement is not intended to convey the idea that little work has been done on this problem. On the other hand, the number of investigations has been large, but in most cases too many variables have been present to allow definite conclusions to be drawn. In the body of the text, reference to previous investigations is made at suitable points. Rather than burden the reader with a lengthy review of the literature on the general subject of inclusions, reference to the particular works pertinent to the subject matter of the bulletin has been discussed. "The tensile and shear strength of intrinsic bolting support systems has always been a major concern of designers. A comprehensive laboratory testing program was designed to evaluate the tensile and shear strength of individual wires and completely wound PC-strand cables. PC-strand cables with smooth wires and the recent anchorage enhancement innovation of indentation were evaluated and compared. The testing protocol detailed in ISO Standard 15630 utilizes a mandrel system that was investigated at 3 different diameters which alters the wire to mandrel ratio from 2:1 to 9:1. The results demonstrate that the difference between smooth and indented wires is statistically insignificant when larger diameter mandrels are used, and that indentation does not adversely affect strand properties and performance. Insight into the shearing mechanism and evaluation techniques are discussed with the introduction of triaxial loading to describe the PC-strand tensile and shearing mechanisms. Another important result indicates that the shear strength of PCstrand cable bolting systems has a greater shear strength value than traditional steel bar bolting systems.INTRODUCTIONPC-strand cable bolts have proven to be a global cost effective ground control solution in metal/non-metal and coal mines. The inherent strength to weight ratio of cable supports, combined with flexibility has been used in underground entries that range from 20 to less than 1.2 m in height (65 to 4 ft). In coal mining, the systems are used as primary and secondary support installed both passively or actively with installation tensions that range from 38 to over 178 kN (8,500 to 40,000 lbs) . While cable can be specified in several diameters, the most predominant sizes in the US remain 15.2mm (0.6 in) and 18mm (0.7 in). The capacity of the systems defined in the ASTM 432-13 is 90% of the minimum strand strengths of 260 kN (58,600 lbs) and 320 kN (72,000 lbs), respectively.Cables are not only suitable to support vertical loads, but are also often used to effectively support fractured and jointed materials and can be exposed to shear forces across the wound PC-strand structure. In fact, Goris et al. reported that cable bolts placed across jointed surfaces could more than double the shear resistance. These results were duplicated for both smooth and rough jointed surfaces (Goris et al., 1996). An example of tensioned cable bolts used to support a fractured and sliding roof in a longwall tailgate entry is shown in Figure 1."
