Trigger action response plans (TARPs) are inherent to managing multiple hazards such as high gas content with multiple coal seams, high spontaneous combustion propensity, heat and ventilation. TARPs aim to provide assurance and guidance when the situation deviates from the original plan or there is a change in conditions that could be hazardous. Over the years, learnings from various incidents have continuously required coal operations to revisit the TARP trigger values that were based on historical data or guidance values from the industry. In most cases, the background to the basis of TARP statistical data (ie average, maximum, hourly or daily for the monitoring or sampling location) is unknown. The introduction of real-time monitoring devices to monitor gases and airflows has provided greater understanding of the hazard scenarios and their controls. This paper analyses the carbon monoxide data from operating longwall mines and compares these with the historical trigger values to understand the changes and identify improvement opportunities while setting trigger levels in the TARPs. As an example of setting trigger values, those used during the sealing of a panel are explored in terms of setting values based upon the sampling location and the level of risk. Life Cycle Assessment has been used to compare the environmental performance of landfilling versus recycling of the zinc used for galvanizing steel. Hypothetical process routes were com-posed involving four different EAF dust treatment processes; Waelz kiln, DC-furnace, EZINEX and slag fuming, as well as scrap dezincing. The study shows that recycling of zinc used for galvanizing steel has environmental benefits in that it saves zinc resources. However, zinc recovery does not necessarily decrease the potential impact on global warming and acidification. The magnitude of these two impact categories is tightly correlated with the amount and type of primary energy consumed in a process. Due to the high electricity consumption in the dezincing process, this route has the highest impact on Global Warming Potential as well as Acidification Potential. The major part of the energy requirement for the production of zinc from primary and secondary sources is consumed in the reduction of ZnO to Zn. The consequence is that the theoretically possible savings in primary energy by recycling zinc-containing materials are relatively minor. The impact categories "land use" and "waste generation" are not considered in this study, but most likely the evaluation of such impacts would further increase the potential environmental impact of the landfill alternative. The results also show that the location of an electricity-intensive process highly affects the potential environmental impact. Comparing process and material alternatives in LCA studies where branch average data is used, is considerably more complex than when LCA is used within a company.

It is widely recognized that there are various uncertainties in the analysis of rock slope stability owing to inadequate information for site characterization and inherent variability and measurement errors in geological and corresponding parameters. Therefore, reliability-based approaches that allow the systematic and quantitative treatment of these uncertainties have become a topic of increasing interest in rock slope engineering. There has been extensive reliability analysis of rock slope stability in the literature. However, all of these analyses are based on the First-Order Reliability Method (FORM). The probability of failure of a rock slope in the First-Order Reliability Method is provided by a linear approximation of the failure function. The FORM is most commonly used because it is efficient; its accuracy, however, deteriorates when the nonlinearity of limit-state function increases. A better approximation of the failure function can establish a more accurate value of the probability of failure. The Second-Order Reliability Method (SORM) overcomes this drawback with a cost of lower efficiency in terms of the number of function calls and computation expenses. Despite considerable studies of the application of the SORM in other engineering fields, a few attempts have been made in the slope stability studies. In this study, a recently published Second-Order Reliability Method with First-Order Efficiency (SORM-FOE) is implemented on a selected rock slope in Amasya, Turkey. The SORM-FOE overcomes the low efficiency of the SORM by decreasing the number of function calls. The probability of failure of both FORM and SORM-FOE are obtained and the results are compared. It is shown that, in high value of failure probability, SORM’s do not significantly affect the analysis and design. However, in very low failure probability, the discrepancy between FORM and SORM-FOE becomes pronounced. It is also shown that, where the second order methods are required, the SORM-FOE is more efficient than the conventional curvature fitting methods in terms of computational costs.

"It was presents the results of research on improving reagent regime and scheme of enrichment of slime classes of Apatite-Staffelite ores and tailings stockpile of Kovdorsky enrichment plant. It was investigated the regularities of flocculation in the processes of thickening and selective flotation apatite-bearing ores. It was established character of the influence of flotation reagents on the flocculation process. It was shown that the sodium silicate and soda ash have a stabilizing effect by thickening of sludges. Neonol and oleic acid have a coagulating or flocculating effect. It was tested the new regime flotation, involving an initial conditioning with using of reagent - dispersants before feeding the pulp into the flotation and subsequent conditioning with reagents having a coagulating effect. The flowsheet and reagent regime for enrichment of fine-grained tailings stockpiled was developed, which providing production of standard apatite concentrate and increasing the recovery of valuable components. There are presented results of the research of activities of strong organic surfactant on solubility of colloidal form fatty acid collector and aggregate stability of fine minerals in the process of thickening and flotation. Surfactants such as Neonol have been investigated for increasing the activity of the collectors. When using the process of thickening sludge fraction with flocculant Praestol 2540 and stadial conditioning of sludge were obtained concentrates containing up to 38.1% P2O5 at recovery. INTRODUCTION A feature of the Apatite-Staffelite ores of the Kovdorsky deposit is the presence of a large number of fine mineral particles and a reduced hardness of phosphate minerals (Beloborodov et al., 2010, Tugolukov et al., 2012). Formed in the ore-preparation process, sludges are lost with a discharge in the thickening operation. Sludge is characterized by an increased content of phosphorus pentoxide (P2O5). Losses of P2O5 at enrichment of the stale tailings of Kovdorsky GOK reach 14.0%. The high losses of P2O5 caused a profound study of the behavior of thin apatite classes under conditions of thickening and flotation."

"Fountain Slide is located approximately 10 mi (16 km) northeast of Lillooet, British Columbia, Canada, within the Coastal Mountain Range, and has been locally active since the 1970s. The project site is located near the base of the relic Tunnel Mountain landslide. The progressive movements have posed a significant challenge to British Columbia (BC) 99, the main north-south highway in the region. The slide began affecting the British Columbia Railway Company (BCR) tracks in the 1990s. In 2004, the Canadian National Railway Company (CN) acquired BCR and, during the next 11 years, undertook measures to stabilize the rail bed. Some of the measures undertaken include numerous track realignments, a shotcrete and soil nail wall, an anchored soldier pile-and-lagging wall, and adding a row of anchors to the wall. For many years, the measures had proved successful until mid-2014 when it was observed that the slide retrogressed uphill of the tracks. Since that time, the slide movements typically ranged between 5/32 and 0.4 in (4 and 10 mm) per day, leading to extreme distortion of the earth retention system and the need for frequent track realignment.In the spring of 2016, CN issued a request for proposals (RFP) for a designbuild solution with the expectations of: (1) a safety factor greater than 1.2, (2) considering only the currently identified retrogressive blocks that extend to about 200 ft (61 m) above the track; and (3) minimizing activities outside the current easement. It was also communicated that there was a possibility that a portion of the line may have to be abandoned if the proposed remediation was cost prohibitive.The fact that the existing slide was a small fraction of the relic slide was intimidating. As part of its program to provide technology for reducing undesirable environmental impacts of mineral processing operations, the Bureau of Mines developed the citrate process for desulfurizing industrial stack gases that contain from 0.1 to 2 vol pet S02. In this regenerable flue gas desulfurization (FGD) process, S02 is absorbed from cleaned and cooled industrial flue gas with a citric acid-sodium citrate solution. The absorbed S02 is subsequently reacted with H2S to precipitate marketable elemental sulfur and regenerate the solution for recycle. Laboratory investigations of process parameters provided information for designing larger scale continuous operations. Information gathered from operation of two pilot plants, one at a copper smelter and one at a lead smelter, confirmed the laboratory results. Data were obtained for design and construction of a commercial-sized demonstration plant at the George F. Weaton Power Station, Monaca, PA. A preliminary operation of the plant was demonstrated, under a cost-sharing Bureau-industry contract. This bulletin describes the citrate process and gives results of the laboratory, pilot plant, and demonstration plant studies, as well as corrosion investigations.

"An injectable lime-based desulphurization reagent for the treatment of liquid iron was developed. Firstly, selected lime based slags containing small quantities of CaF2 to increase fluidity, and Na20 to increase the basicity, have been evaluated on laboratory scale from a thermodynamic point of view. Subsequently, pilot plant and full scale industrial injection trials were conducted. It was found that lime-based slags, containing Na20 and CaF2, are able to desulphurize liquid iron efficiently. By the injection of a lime based reagent consisting of 60% lime, 25% soda ash and 15% fluorspar at a rate of 7 kg reagent/ton hot metal, the sulphur level in the metal (115kg) was reduced from 0,07% to 0,01 % within 5 minutes. The lime-based reagent developed in this study was successfully injected, both from a metallurgical and from a pneumatic point of view, on an industrial scale. The mathematical model utilised in this study, can be used successfully to predict the course and extent of desulphurization by lime-based slags. IntroductionMainly due to environmental difficulties encountered with pure soda ash, dry slag formation with CaC2 and high cost when Mg are used as desulphurizers, much incentive exists for the development of an inexpensive, environmentally friendlier desulphurization reagent. As a first step in the development of such a reagent, selected lime based slags containing small quantities of CaF2 to increase fluidity, and Na2O to increase the basicity, have been evaluated on laboratory scale from a thermodynamic point of view. This was followed by pilot plant injection experiments in which the kinetics of the relevant desulphurization reactions were evaluated. Finally, full scale industrial trials were conducted. All three phases of the investigation will be discussed with the major emphasis being placed on the kinetic study."

Independence Group’s Jaguar Mine treats a polymetallic ore producing a copper concentrate and zinc concentrate. Effective separation of the sulfides requires relatively fine grinding with flotation feed P80 of about 75µm. Zn losses to final tails are greater than 60 per cent and <32 µm. When magnetic conditioning was first installed in 2010 it showed about an 8 per cent reduction of zinc in final tail and on some ores a similar benefit for silver as well. Current testwork is showing about a 12 per cent reduction in zinc and silver in final tail, consistent with the original testwork. Sizing of the final tail during the tests showed that the reduction of zinc and silver losses were only in the <32 µm fraction, as would be expected from an aggregation process. However, the most surprising result was about a 4 per cent reduction in zinc and silver in the plant feed with a >99 per cent statistical certainty. The reduction in zinc and silver in the feed is also only in the <32 µm fraction. Therefore, because the magnetic conditioning of Zn flotation feed cannot impact plant ore feed grade the hypothesis is that the magnetic conditioning is reducing the fine mineral from downstream processes, like filtering and thickening, returning to the plant feed in the recycled process water. This hypothesis is consistent with plant observation of dirty concentrate thickener overflow and measurements of solids in the overflow, as well as the average % Zn grade in cyclone overflow that correlates with the magnetic conditioning ON and OFF days. In this two-year study, an evaluation of mining and reclamation practices at 159 randomly sampled surface coal mines in the United States was conducted. It is concluded that reclamation practices in most of the 22 coal-producing states were adequate during 1975, but that improvement in reclamation performance was desirable in the acid area of the central U. S. and in mountainous southwestern Virginia. Productivity improvements should result from research to determine efficient or optimal operating procedures for dragline stripping of single and multiple seams, surface mining of lignite, multicut and multiseam haulback mining on steep slopes, mountaintop removal, and surface mining in swampy or deeply glaciated areas. Specific candidate research projects are discussed in this report.

For optimal design of rock socketed shafts used to support axial loading, it is important to predict the end bearing capacity. The existing empirical methods for determining the end bearing capacity of rock socketed shafts use the empirical relations between the end bearing capacity, qmax, and the unconfined compressive strength of intact rock, sc. Since rock socketed shafts are supported by the rock mass (both intact rock blocks and discontinuities separating them) not just the intact rock, one should consider not only the intact rock properties but also the influence of discontinuities when determining the end bearing capacity. Although the effect of discontinuities may have been implicitly (partially) included in the empirical relations derived from the results of load tests, it is not clear how big the effect is and how much of it has been included. In this paper, a database consisting of 50 test shafts, 25 of which contain the RQD (rock quality designation) value, is developed. Using the database, the applicability of the existing empirical relations is evaluated and two new empirical relations between the end bearing capacity, qmax, and the unconfined compressive strength of rock mass, scm, are derived. The new empirical relations explicitly consider the effect of discontinuities by using scm which is directly related to RQD. Finally, an example is presented to demonstrate the application of the newly derived relations.

There is a large economic opportunity associated with improving metallurgical performance in mineral processing plants that use process control. Thus, future control systems will be developed towards more sophisticated user friendly, computer-based systems that use powerful software analysis and control techniques. Auto-tuning, adaptive control and process models will gain expanded use because of their transparent availability to the system designer. Control of individual unit operations will be optimized and coordinated through expert systems that monitor economic conditions and management directives and direct operations accordingly. Plant areas, once considered cost centers, will be integrated into plant-wide control systems for economic control and optimization. This article looks at new control hardware, process sensors, control strategies and software development tools. It also looks at the economics driving the continued development of advanced process control systems. Process control systems routinely used in the mining industry were born when the microprocessor was invented. They have continued along an evolutionary path from vendor specific processing hardware and proprietary operating systems to computer industry standard "open architecture" systems. The many economic forces that drive the development and functionality of these process control systems will cause this evolutionary process to continue. The modern polarizing microscope with such accessories as cameras, infrared devices, reflectance and/or transmission photometers, indention hardness, and heating stage is used to characterize coal, coke, and other carbon forms. It allows characterization of coke by-products, such as tars and pitches and their insoluble residues. A useful product of the microscopic approach is the coal petrographic analysis which permits the prediction of coke strength carbonization pressure and volume change. Carbonization tests are expensive, time-consuming and require large amounts of coal. Tests on the coke show it to be strong or weak but give no indication of why. Petrographic analysis requires grams of coal and yields data that indicates why the coal produces coke of a given quality. Small samples from drill cores are sufficient for petrographic analysis. These data are also used to optimize blends for coke production. When coke-plant problems occur, ~he microscope can be used to check the coal blend proportions, as well as for weathered coal. Microscopy is useful in spore correlation work which may be a prerequisite to sound coal reserve estimates. Dispersed vitrinoid reflectance studies are used to determine the degree of organic metamorphism which serves to establish oil and gas deadlines. Tars and pitches are examined microscopically for the amount of normal solids as well as the size of undesirable carry-over solids resulting from pollution abatement practices in coke works. Differences in the reducibility of iron oxide materials have been recognized for a long time. Limonites are deoxidized more readily than hematites, and unaltered magnetites are the most difficult to deoxidize. Sinters are found between hematites and magnetites and vary considerably in reducibility, depending on the sintering practice followed and on the degree of fusion of the product. The increased activity in the beneficiation of taconite recently has made available a new blast-furnace raw material, namely, iron oxide pellets made from magnetic taconite concentrate. Many of the data in this paper apply to these pellets, or glomerules, as they were called when this method of agglomerating iron ores was first considered. To clarify the terms applied to iron oxide materials in this paper, the following definitions are given. Agglomeration is the general term applied to all methods of compacting or consolidating fine iron oxide materials. Sinter is the product from a Dwight-Lloyd or Greenawalt sintering machine. Pellets are formed by balling fine, moist oxide in a rotating drum at room temperature, followed by heating in a shaft furnace to a temperature below that of incipient fusion to develop a permanent bond. Nodules are formed by heating the iron oxide material to incipient fusion in a rotary kiln. Briquets are formed in a mold under pressure, with or without the addition of a binder, and burned to develop a permanent bond.

A case study was conducted on a metal mine operating in Kazakhstan, in which problems were associated with use of a complicated and outdated ventilation system and its high expenses. The mine needs to reconsider its existing ventilation system and identify the risks associated with operational losses when using this ventilation system. The aim of this study was to develop an efficient risk analysis method capable of estimating operational risks and financial benefits of the existing mine ventilation system. The developed risk analysismethod considers ventilationmodelling, riskmodelling, and financialmodelling.Ventilation modelling comprises ventilation simulation and ventilation financial simulation. In risk modelling, the number of risk events occurring with the use of existing ventilation system and the operational losses during these events is estimated. Financial modelling considers operational losses and ventilation financial simulation benefits and uses a dynamic cash flow model to estimate how cost variability influences the cash flow. As a result, the improved ventilation system attains an additional NPVa ranging from 3.2 to 8.5 million US$ at the corresponding defined probability of 90%. The results of this study reveal that the developed risk analysis method can efficiently estimate the financial benefits of ventilation modelling and consider risk events and their total operational losses associated with use of the existing ventilation system. This approach provides a range of possible outcomes and helps with deciding whether the ventilation system is appropriate or whether it should be updated to better suit the project financial benefits.

The Bureau of Mines is conducting research to recover strategic and critical metals such as Ni, Co, and Cr from mixed contaminated super-alloy scrap. One approach being studied involves melt refining of superalloy scrap to produce anodes for electrolytic deposition of Ni-Co alloy. This melt refining of superalloy turnings is described based on melt-oxidation and oxidation-carburization experiments, using roasted superalloy grinding sludge to supply the 0 needed to oxidize Cr and other readily oxidized elements to the slag. Controlled melt-carburization subsequent to oxidation improved the metal phase recovery of Ni and Co to well over 90 pct and decreased electrolytic solubility of Cr, Mo, and W by carbide formation. Electrolytic refining experiments were conducted using a controlled-potential mode (preset cathode potential). Data show effects of Fe and Cr impurities, cation concentration, electrolyte pH, S04-Cl electrolyte ratio, temperature, cathode potential, and cation-selective membrane use on current efficiency, current density, and deposit composition. Disposition of Ni, Co, Cr, MO, W, and Fe is compared for melt-oxidized versus oxidized-plus-carburized anodes. Deposits containing >97 pct Ni + Co (major impurity Fe) have been routinely obtained from scrap anodes. Research is continuing to improve deposit quality in sustained deposition and to recover Cr and other metals from refining slags and anode sludges.

This study was undertaken to make a comparison between the cost of mining coal under roof bolt and under conventional timber methods of roof support. Studies were made at 14 mines in Pennsylvania, eastern Ohio, and northern and southern West Virginia. At each mine data were obtained for sections of the mine where the physical conditions, mining equipment, and mining systems were similar. Coal, recognized as one of the basic industrial fuels, is very competitive with other fuels, and management, in order to protect and enlarge its market, must be continually alert to find more efficient methods of production. Continuous production of coal is desired by all operators but never obtained. In mechanized mining the performance and production vary with operating time, which can be interrupted by many variable factors, such as condition of the roof, method of roof support, condition of equipment, water, ventilation, power, transportation, efficiency of operating crew, and supervision.

The South Nottinghamshire Area has not been greatly troubled by spontaneous combustion until the last few years, during which the Blackshale Seam has been developed and exploited. The problem was first encountered at a colliery which was heavily preoccupied with a major reconstruction scheme, and with the sudden appearance of a completely new hazard both men and management had to adapt themselves very quickly to meet the situation. The paper contributed to the Symposium by the South Nottinghamshire Area illustrates the problems by reference to actual incidents, and shows how the lessons learned from them have been applied to the shaping of future policy on the avoidance and treatment of spontaneous combustion.

For several years, or from about 1932 to 1935, inclusive, the coal industry of the United States had an excellent record as to coal-mine explosions. In 1937 and in 1938 to date there has been a definite increase in the number of explosions attended by considerable loss of life and property damage. In most of these explosions one important underlying and contributing cause has been lack of sufficient (or at least efficient) ventilation to properly dilute and remove explosive gas from the mine. This increase in explosions indicates that. the lesson taught through bitter experience, many times in the not far-distant past, of the need for good ventilation is frequently being overlooked, partly because the relatively good experience of the industry in the past several years has made many mining people forgetful. Moreover mining practices are rapidly changing, and in some instances the changes are being made with little if any regard for safety. It appears, therefore, that a review of some ventilation principles and practices should be of value in preventing further disasters; this paper has been prepared with that object in mind. In coal mining the need for thorough ventilation of all underground working places is recognized by both mining practice and law; such ventilation is generally obtained by the use of fans that circulate a quantity of air much in excess of the quantity of coal produced, by weight as well as by volume. For example, in a relatively small mine producing 1,000 tons of coal per day and circulating 100,000 cubic feet of air, which is by no means abnormal, 2,000,000 pounds of coal and approximately 10,900,000 pounds of air would be moved out of the mine every 24 hours. Because of the need for adequate dilution and removal of methane issuing or likely to issue from mine strata and for removal of the carbon dioxide formed by coal and timber oxidation up-to-date coal mines usually provide an air volume which if adequately coursed not only removes these gases but also the gaseous products of the detonation of explosives (which may include carbon monoxide, hydrogen sulphide, nitrogen oxides, carbon dioxide, and nitrogen) and the carbon

In early June 1986, an underground fire of unknown origin erupted in one of several entries of a coal mine located in southwestern Colorado. For a time, mine personnel aggressively fought the fire. However, control of the fire was later lost. To prevent further damage and reduce the possibility of an explosion, all portals and shafts to the mine were sealed. The mine operator requested the U.S. Bureau of Mines' assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals, as well as down boreholes drilled after the fire. This report recounts activities within the first 2 years of the mine being sealed. It includes a description of gases analyzed and mine atmosphere status equations generated from the analyzed gases. The gases were analyzed by chromatography and included standard atmospheric gases as well as higher hydrocarbons that are found in postfire atmospheres. Nine equations were used to evaluate what was occurring within the sealed mine. Following a description of the rationale behind each equation, the 2-year trend is briefly analyzed.
