TAXES in general are onerous and are not a pleas- ant subject for discourse. There are, however, some very cogent reasons why we should dedicate a part of our thoughts and services to the solution of our taxation problems: The happiness of every individual in the United States depends on the maintenance of a stable government. The collection of taxes is an indispensable function of a stable government, and the power to collect taxes depends in part on the question whether taxes are fair and equitable. As representatives of the mining industry it is our duty to .protect it from tax burdens that are discriminatory or- unjust, As citizens we find that taxation is incessantly endeavouring to unravel the knots in our purse-strings. Many members of the Institute may be consulted .by clients on taxation problems, especially the phases which re- late to depletion and valuation. It is the hope of the writer that the discussion of some of the current depletion and valuation problems will stimulate interest in the problems, and as a consequence of this new interest facts will be ventilated, opinions rendered and services performed, which will be a means of solving the problems to the satisfaction of all parties interested.

POISONOUS, irritating, or explosive gases are found in almost every industry, and manufacturers of gas masks are called upon to provide gas mask protection for a great variety of conditions, such as operators in horseradish factories, fumigators of homes and ocean liners, and men engaged in the manufacture of tetra-ethyl-lead, the new motor fuel. The modern type of gas mask and respirator, to provide protection against all such industrial gases, is an outgrowth of the gas mask developed during the World War to protect the soldiers against the poisonous war gases. So far, it has been possible to develop ample mask protection from all known noxious gases and fumes present in atmospheres encountered in mines, metallurgical works, and chemical and other industries, so long as there is sufficient oxygen present to support the flame of an oil lamp. The most important development of the gas mask was in providing protection against carbon monoxide- which is the noxious gas that mining men are most concerned with and, in fact, is the noxious gas that man is most frequently exposed to. This paper will be con- fined largely to the discussion of masks for underground use in metal mines. Gases that contaminate the normal air in mines can be divided into two classes: those that are given off normally by the workings, and those that are produced in mine operation.

The increase in metals demand in the electrifying globe means significant growth in the smelting of copper, nickel, zinc, and lead, produced from primary sulfide sources or using sulfide mattes as the intermediates of the process chains. This means that leaner and complex mineral deposits will be evaluated as ores and are in the future traded in the commodity market for smelting and refining to pure metals. An important issue in the trend is the technology metals, like antimony, tellurium, and gallium, which exist as trace elements in sulfide ores and form no ores of their own. Their recovery becomes important in the coming decades as will be the case with growing slag amounts without use in other industries. The key is to produce environmentally acceptable slags in the smelting operations. It sets new boundary conditions to the treatment of flue dusts. This means that all material streams of smelting and refining must be re-evaluated for the deportments of the main and minority metals. In copper smelting, the recoveries of precious metals are today important for the feasibility of the custom smelters but due to low prices of many minority metals they are discarded in slag landfills. It is one of the emerging issues also in the secondary copper smelting today and once the demand grows, the same question will be faced also in the mining-beneficiation-smelting-refining chain of the primary production of nickel, zinc, and lead. The distributions of many technology metals in the copper and nickel smelting have been recently studied using methods where the chemically bound trace elements in the slag and its phases at the smelting conditions have been studied. Thus, the key data about options for process modifications and additional processing steps are piling up. Short processing routes in the metals smelting and refining are attractive due to their simplicity. At the same time, complexity of many raw materials challenges the fluxing at high oxygen partial pressures in low silica slags with high metal concentrations. The compromise between high primary recovery and safe operation is a demanding task in conditions where slag foaming outside the processing window is evident. The increase in the demand of pure nickel is challenging the raw material basis where low-grade sulfide ores are soon smelted along with nickel laterites to matte. It is a demanding task at high MgO concentrations. The low solubility of MgO in iron silicate slags requires new fluxing strategies and new smelting end points for the operation at reasonable temperatures; the direct nickel matte smelting in one-matte mode may be an option.

Foreword At the outset, it should be stated that this paper does not pretend to present a panacea for the ills that 'frozen' wells are heir to, but rather is an attempt to bring to the attention of those whose special concern it is, a little theory and some facts, which have been brought to light recently, in connection with the problem of 'freezing' as it applies to naphtha-producing wells in the Turner Valley field, and to draw some conclusions that follow from the facts discovered. It should also be stated that the investigation is not to be regarded as in any sense complete, but in progress. Doubtless new facts will be brought to light from time to time which may modify present ideas on the subject, but whether favourable or contrary, these will be welcomed, as the purpose of the Department is to secure as complete information as possible of the factors contributing to 'freezing', since this must be the first step to an intelligent attempt to remedy or prevent its occurrence, if such can be done. It is possible, too, that the cause or causes of freezing may not be the same in all cases, but whether this be so or not will have to be determined later as new information comes to hand. Introduction One of the worries which must constantly confront the operators of gas-naphtha producing wells in Turner Valley-although all, fortunately, have not met with it-is the possibility of the occurrence of what is commonly called 'freezing' (going off production).

Several years ago it became apparent to some of our people that; there was developing a very definite need for largee coal reserves in the West to satisfy- the need for fuel for the furnaces of electric generating plants with the rapid development of, the West, of both population and industry, it was impossible for hydro-electrics plants to keep up with the ever increasing demand for electricity. In 1960, Mr. E. R. Phelps, then associated with the engineering department of Peabody Coal Company, began a search for and development of coal deposits in the very remote northeast section of Arizona near the village of Kayenta. Travel to this section of the country was not easy even at this late date, and it was an eight hour drive from Farmington, New Mexico to Kayenta, Arizona, a distance of some 130 miles. The trip was over roads that even' a-horse and wagon had trouble negotiating and a four wheel drive vehicle was about the only type of transportation that could satisfactorily traverse these roads, as testify many badly beaten sedans and coupes that tried it. Since that time a very excellent road has been constructed from Shiprock; New Mexico to Cameron, Arizona where it junctions with another excellent road that runs north to Page, Arizona and the Lake. Powell area and south to Flagstaff, Arizona on highway 66. Kayenta is a small village nestled at the foot of the Black Mesa near its northeast extremities. The coal deposits of interest were on the surface of the mesa. This location presented another problem, as the only trail to the top of the mesa was intended for walking, horseback, or a brave soul In a horse and wagon. Once again the four wheel drive vehicle was about the only answer. To reach the coal deposits you must climb the mesa, which is vertical ascent of some 1,500 feet, and then proceed southward into the bowl of the mesa with an ensuing descent of some 1,000 feet, finally coming to an elevation of 6,500 feet, at which elevation the coal outcrops become apparent.

Early in the design stage of their new concentrator for the Mount Wright Plant, Quebec Cartier Mining decided to use a process computer for total control of crushing, grinding and concentrating. A map of the area is given in figure 1 and a view of the plant in figure 2. Although the use of process computers is not a new idea in petrochemical and chemical industries, their use in the mining industry is very limited. We innovated in using the computer, not only for data logging, as we have seen in some other plants, but a sole operator located in the administration building, starts and stops mill lines, crushers, load-out system, tailings, thickeners, etc ... by means of a CRT console. Our process is fairly simple as can be seen on the schematic process flow diagram (figure 3). .The ore, carried by 136t diesel electric trucks, is dumped through ore pockets onto two primary pan feeders. The feeders supply two 1,52mx2,79m gyratory crushers which reduce the ore to minus 20,32 cm. Each crushing line have a capacity of 5600t per hour and feed a shuttle conveyor distributing the crude ore into six silos.

Data used to build geostatistical models come from a wide variety of sources with potentially differing sample errors and volume supports. Typically all available sample measurements are pooled together for statistical analysis irrespective of the quality of the data. The sample data is used to assess spatial continuity, make local estimates and assess uncertainty. A new methodology is proposed to simplify accounting for samples of differing quality. The result is improved estimates with higher weights assigned to high-quality samples, while low-quality samples receive less influence in resource estimation. A new dimension, d, is introduced and calibrated to account for sample error and/or volume during estimation. The addition of an extra dimension can be easily incorporated in existing kriging or inverse distance workflows. The only additional parameters required are the sample error and volume for each datum. The methodology is demonstrated and the improvement in local accuracy is documented. Extending the dimensionality of the domain to four (three spatial dimensions and the additional d dimension) requires a valid 4D variogram model; therefore, the spherical variogram model is generalized to arbitrary n-dimensions.

As the mining industry watches commodity prices continue to soar, the question on most everyone’s mind is how long will this upcycle last. The con-census among speakers and attendees at the SME Annual Meeting and Exhibit is that this cycle is sustainable. The buzz at the meeting was, of course, the current boom cycle the industry is in. Most agree that China’s huge appetite for mineral commodities is part of the force driving the upturn. But the improving economies of other developing nations also plays a role. However, along with the good times come challenges. Speakers at the keynote session addressed some of the challenges and offered their opinions on the sustainability of the boom.

A failed and stable Upper Group 2 chromitite pillar database was collected in 2007 as part of the PlatMine 1.2 pillar strength project. The database consisted of 177 pillars, of which 33 had failed. Most of the data were collected from various intermediate-depth mines near the town of Thabazimbi. Spans between rows of chain pillars were about 30 m. Pillar loads were estimated using pseudo-3D, elastic, boundary element modelling software. The pillar-load data were evaluated using a maximum likelihood regression analysis to determine strength parameters, following a similar approach to historically acceptable practice. The original formula was named the PlatMine Formula. This paper describes re-evaluations of the database, using a linear formula and several variations of the power formula. The formula providing the lowest standard deviation to the data in the database was considered the best representation of the pillars in the database. Through this rigorous process, a new formula for peak pillar strength was developed for Upper Group 2 chromitite pillars, which is unaffected by volume. The small standard deviation provided by this formula suggests a reliable relationship between strength and w/h ratio, in the w/h ratio range between 1.5 and 4.7. Accuracy, precision, and recall analysis confirmed the efficacy of this equation to the data in the database. Importantly, the new formula provided in the paper does not predict a significantly different strength to the current PlatMine formula, within the confines of the database.

The blast -hole method for drilling and breaking ground is not new to the mining industry . For several years it has been used rather extensively in Canada , particularly in the gold mines , where it was first developed and where the major advances in the technique as applied to present - day mining problems have been made . At present , 40 mines in Canada and the United States are using the method in one form or another , and from all indications its use will increase in the future . In two California mines , blast -hole diamond drilling is now used for a part of or for all stoping operations , and in one of these it is used to some extent in development work . At the Mountain Copper Co.'s Hornet mine in Shasta County, about 50 percent of the pyritic sulfide ore produced is mined by the blast - hole method , and the U. S. Vanadium Corp. mines 80 percent of the ore produced at its Pine Creek tungsten mine in Inyo County by this method . At Pine Creek , long -hole drilling and blasting is used for mining pillars also , and in pre - stoping development . The blast -hole diamond - drilling method is not applicable to all types of ore bodies . A third property in California , the El Dorado Limestone Company , El Dorado County, tried the method for several months in 1943 and 1944 , but , owing to certain factors that greatly increased mining cost , the company soon returned to conventional mining methods .

"The design of rib support systems in U.S. coal mines is based primarily on local practices and experience. A better understanding of current rib support practices in U.S. coal mines is crucial for developing a sound engineering rib support design tool.The objective of this paper is to analyze the current practices of rib control in US coal mines. Twenty (20) underground coal mines were studied representing various coal basins, coal seams, geology, loading conditions, and rib control strategies.The key findings are: (1) any rib design guideline or tool should take into account external rib support as well as internal bolting; (2) rib bolts on their own cannot contain rib spall, especially in soft ribs subjected to significant load—external rib control devices such as mesh are required in such cases to contain rib sloughing; (3) the majority of the studied mines follow the overburden depth and entry height thresholds recommended by the Program Information Bulletin (PIB) 11-29; (4) potential rib instability occurred when certain geological features prevailed—these include draw slate and/or bone coal near the rib/roof line, claystone partings, and soft coal bench overlain by rock strata; (5) 47% of the studied rib spall was classified as blocky—this could indicate a high potential of rib hazards; and (6) rib injury rates of the studied mines for the last three years emphasize the need for more rib control management for mines operating at overburden depths between 500 ft and 1,000 ft.IntroductionEfforts to improve the stability of underground mine ribs have continued for decades. These efforts by mining professionals around the world persisted throughout the 1990s and 2000s as well, though much of this work focused on rib support methodology and selection of proper support for a specific location. Despite these efforts, it is unfortunate that there has been a continual occurrence of rib-related fatalities in underground coal mines. While overall improvements in rib safety have been achieved, the average fatality rate is still about 1.3 fatalities per year over the last 18 years (Jones, 2014).To manage and control the rib hazard, rib support is used in U.S. coal mines. The current rib support methods for U.S. mines fall into two main categories: rib control based on intrinsic support systems and those based on external support systems. Intrinsic or rib-bolt support requires a roof bolting machine that can install a bolt fixture into the rib. Furthermore, the appropriate level of support needed to control the ribs with an intrinsic-based support system as well as the design parameters for those support systems for various mine conditions have not been established in U.S. coal mines. Furthermore, surface control systems are often an integral part of these support systems and must be considered in the system design."

The variability and uncertainty of mineralisation, coupled with subsequent uncertainty in mining and processing, is often paid scant regard or overlooked during the evaluation of mining projects. In many instances, when the project transitions to the operational phase, the reality of feed or product variability and the consequences of unquantified uncertainties throughout the value chain become obvious. The outcome is the familiar picture of frequent ramp-up underperformance and failure to deliver on planned targets and objectives.Both mine and exploration geologists are expected to generate mineral deposit models that are based on an integration of diverse sources of data. These multifaceted deposit models already play a pivotal role in the design, development and optimisation of mining project value, and the trend to a fully digitally engineered future means that this importance is increasing. It is therefore vitally important that tools be made available to the geologist (as well as mining engineers and metallurgists) that enable them to characterise and assess variability and uncertainty via appropriate deposit models and thus articulate their impact on potential project configurations and decisions. Scenario-based project evaluation (SBPE) provides a framework for full and proper analysis of the downstream impacts of inherent deposit variability and uncertainty on project performance.SBPE has been developed by the authors over several years and aims to propagate geological uncertainty and variability through the mining value chain. The outcomes of SBPE can be tested against future external scenarios capturing financial, economic and socio-political factors that also drive project performance. Stochastic representations of the orebody (via conditional simulation (see Chilès and Delfiner, 1999)) that explicitly incorporate variability and represent uncertainty are propagated through the value chain on a block-by-block basis (ie on a much more granular basis than traditional project evaluation approaches).Conventionally, metallurgical processes are modelled with deterministic equations (eg regression models) based on limited data. The SBPE approach allows for the modelling of process performance uncertainty using geometallurgical sampling fully. Multiple outcomes of SBPE are passed through financial modelling, which can also incorporate stochastic components, thus allowing full quantification of the risks and opportunities of a set of project alternatives. The value of the SBPE system is that once a base case has been established, multiple engineered alternatives coupled with external scenarios are easily evaluated and compared in terms of incremental value.A new case study of SBPE is presented that shows how, by analysis of the various aspects of variability and uncertainty, project managers are able to focus on the areas that have the greatest ability to reduce risk and/or add significant value. THE Workmen's Compensation Ace defines Silicosis as "a fibrocic condition of the lungs caused by the inhalation of silica dust sufficient co produce a lessened capacity for work". This fibrocic condition muse exhibit a specific appearance in the X-ray picture of the chest-an appearance which is not characteristic of several lung conditions which can cause lessened capacity for work and which are not due co silicosis. The layman is sufficiently familiar with this subject co know chat, as far as our knowledge goes, quartz is one of the principal objectionable factors in the production of this condition. He should also know that silicosis respects neither geographical nor industrial boundaries. It is as much a factor in some industrial processes (e.g. foundry work, sandblasting) as it is in mines handling ores containing quartz. Its development co a recognizable stage is usually a matter of many years. As yet, its cure is unknown. Its prevention is possible in varying degrees. The layman should also know that the development of fibrosis may be accelerated by breathing in, or living in, any atmosphere containing dust. Few normal adults, particularly those above a certain age, have clear lungs, and fibrosis in varying degrees is noted in the farmer, the steel worker, the clerk, and many others in varied occupations. It is not restricted to miners. Medical and industrial journals, and at times the press, are crammed with data pertaining to this subject, much of which is misinformation. This is particularly true of certain !laces where the preventive and compensation measures for the good o those earning their livelihood in an industry in which silicosis may be contracted are not so far advanced as in our own Province. A great many of these publishings are alarming to the layman. They leave him with the impression that he is taking his life in his hands if he elects to work underground, particularly in a gold mine-that he has at once sold his heritage of health and chat sooner or later he will succumb to the ravages of this ailment. Nothing could be farther from the truth. Actually, under present conditions in Ontario mines, a very small percentage of the men employed ever become impaired by silicosis to the extent chat they must withdraw from the industry. I propose to tell you briefly something of this subject as it affects our mines.

Interaction between mattes having various compositions and solutions with a wide range of free acid and non-ferrous metals concentration have been studied in terms of chemistry, mechanism and kinetics. The solution acidity and oxidizers to reducers ratio in the matte-solution-gas phase system have been demonstrated to be the major factors determining the process behaviour. It was found that the types of copper and nickel secondary sulphides resulted from nonferrous metals precipitation from solution, depend on of the solution and initial matte composition. Based on these studies, technologies of matte leaching and nonferrous metal precipitation in the form of rich sulphide concentrates are developed.

Mining is experiencing a difficult period of low profitability and declining productivity. To achieve sustainability, mining companies are challenged with improving output, quality and safety while decreasing costs. At the same time, organisations are having to manage a workforce in which individuals no longer accept a traditional style of management, employees prefer more flexible employment, and diversity within teams is becoming the expected norm.Increasing organisational diversity has been shown to have a positive impact on performance and therefore sustainability. Gender diversity and equality between working men and women is the area most studied in this regard. Executives are becoming more aware of the correlation between gender diversity and performance with some larger organisations having dedicated resources to increase the number and status of women in their organisations. Despite this, limited improvement in gender equality is apparent globally over the last decade with some industries, including mining, going backwards. So why is this the case and what other strategies are available?In 2015, the United Nations Women National Committee Australia (UN Women NCA) in conjunction with Autopia released a white paper discussing the lack of visible change in gender equality despite the widespread implementation of merit-based personnel management strategies. Using research from around the world and thoughts from influential government, education and business leaders, the paper ‘Rethinking Merit’ debunks the myth of the meritocracy. It provides a number of recommendations for organisations committed to improving their performance and sustainability through diversity, including a variety of real-life company examples, instead of relying solely on merit-based decision-making.This paper takes the recommendations of ‘Rethinking Merit’ and applies them to the mining industry. It shows the relevance that rethinking merit has for the industry and why applying the recommendations can result in an increase in diversity, therefore enabling greater performance and sustainability of mining companies. This paper provides case studies from Aurizon, Iluka Resources and BHP Billiton and, as a guide for managers, a generic diversity strategy designed to be implemented alongside traditional merit-based personnel management techniques.CITATION:Hobbs, K, 2016. The Carson Hill mine of the Carson Hill Gold Mining Corporation is at Melones, Calaveras County, Calif. It is one of the numerous mines on the Mother Lode of California. The property extends for 8,400 feet along the outcrop of that important vein system. The elevation at the haulage level is about 1,000 feet above sea level. A review of technical literature covering Canadian mining emphasizes the advancement and changes that have been made in mining practice. However, current technical publications rarely outline basic principles or state definite rules that govern profitable mine operation. it may be argued that the broad principles of mining have long a go been outlined in various handbooks, text-books, and periodicals, and that these principles never alter. This is in great part true, but modern machinery, improved meta1-lurgical practice, and other advances, have in part modified these principles or changed the manner of their application. Many engineers hesitate to state specific rules, because it is so easy to quote an exception to a rules that any such statement appears to lose weight upon its very utterance. The exception to rules, and the reluctance to formulate rules, has forced such maxims as "the only rule in mining is the point of a pick," and "gold is where you find it". As an illustration of rules and their exceptions, one might quote the time-honoured maxim that a mill should not be built before a shaft has been sunk on a property in point of fact, Canadian mining history is replete with examples of wasted capital where a mill was built before a shaft had been bottomed. Y et this past year has seen a property enter profitable production whereon the building of the mill was started before the shaft was sunk. Instances such as this should not be accepted as evidence that a rule has been overthrown, but rather as an exception to the rule. The case cited pays tribute to the application of the diamond-drill combined with the correlation of sound geology. Incidentally, both these features emphasize a modern trend in the development of Canadian mining properties-a trend that is perhaps worthy of further comment. It is such trends that affect the principles of mining or modify their application. It is with such that this paper deals, at ]east in part. It is hoped that the statement of principles and the opinions herein outlined will be of sufficient interest to arouse discussion.

Sizing devices used commercially are unfortunately not 100% efficient, the splits that can be obtained are usually inferior to the results obtained in the laboratory. Often the capital and operating costs of equipment capable of high sizing efficiency cannot be justified by the economics or requirements of the process. To reconcile the desired sizing efficiency needed to obtain optimum process requirements with the sizing efficiency of equipment economically practical, it is often necessary or desirable to predict the gradation and weight splits of the products obtained based on the expectant efficiency of the contemplated sizing device or method. The less efficient the sizing device one must employ, the more important it is to know the results that may be expected for the establishment of the optimum flow sheet and the more difficult it becomes to estimate the results accurately. Air classification equipment which sizes materials by opposing the drag force created by an air stream acting on a particle with a combination of gravitational, inertial or centrifugal forces are substantially less efficient than, for example, a laboratory sieve analysis. Air classifiers allow oversize material to contaminate the fine fraction and leave undersize material in the coarse fraction. The techniques employed to predict the gradation and weight splits obtained from air classification outlined below are adaptable to other sizing devices less than 100% efficient such as screens, sifters and wet classifiers.
