The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. Using a fluidized, countercurrent multiple-compartment ion-exchange (MCIX) column previously developed by the Bureau of Mines, Bureau researchers have successfully extracted uranium from a simulated acidic in situ leach liquor that contained 150 ppm U30s? This successful demonstration of the MCIX system is reported, and the effects of varying the operating conditions on the performance of the system are also examined. Operating the MCIX system with a flow rate of 15 gpm/ft2 and an aqueous-to-resin flow ratio of 200:1, more than 90 percent of the uranium Has extracted, and a resin containing approximately 28 grams U308 per liter was produced. The absorption column used to investigate the operating variables was approximately 18 feet long with a 2-inch ID and was divided into compartments that were 1 foot long.

The purpose of this research by the Federal Bureau of Mines was to investigate the recovery of tin from mine-run ores and low-grade concentrates. Over 95 percent of the total tin in such materials was volatilized to tin chlorides at temperatures ranging from 520° to 565° C. Gaseous mixtures of hydrogen and hydrogen chloride were used for reducing cassiterite to stannous oxide and for converting this compound to tin chlorides. The chlorides were swept from the reaction zone of an oscillating kiln by a rapid flow of reactant gases and collected in a condensing system. Losses of tin that occur in current metallurgical processing were prevented. Approximately the same time of treatment was required for minus 35-mesh mine-run ores and low-grade concentrates. In a continuous process, the circulating gases would require some enrichment.

Heap leaching efficiency is reduced by poor solution flow characteristics (channeling and ponding), which result from compaction and fines migration. Agglomeration of the ore can prevent compaction and immobilize fines, but copper leaching requires an acid-resistant binder to stabilize the agglomerates. Until now, there has not been a satisfactory way to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? Procedures have been developed to quantitatively determine whether a binder produces agglomerates that can withstand compaction in an acidic solution, and have identified several binders that will provide sufficiently compaction-resistant agglomerates for copper heap leaching. The Thompson Nickel Belt, located in Northern Manitoba, Canada, contains more than 400 million tonnes of ultramafic low-grade nickel mineralization in 9 deposits. One of these, the Pipe deposit, was mined between 1971 and 1983 producing a Ni concentrate of 9% to 11% grade at 73% recovery. The operation was terminated because the poor recovery, low Ni grade and high MgO con-tent of the concentrate made processing this ore uneconomical at the metal prices prevailing at that time. Vale Inco is now re-evaluating these deposits with the intent of providing a new source of concentrate for its Thompson integrated processing facility. It is known that serpentine slimes coating on the sulphide surfaces are responsible for the poor metallurgy. Various desliming methods were tested including settling, elutriating, tabling and hydrocycloning. Hydrocycloning has proven to be the most effective means of desliming. With a feed assaying 0.70% Ni and 33% MgO, a rougher flotation concentrate assaying 22.7% Ni and 4.8% MgO was produced at a Ni recovery of 62.5% (relative to the feed to grinding), with no utilization of slimes dispersants. Another 16.6% Ni recovery was achieved in scavenger flotation resulting in a total Ni recovery of 79.1%. Batch flotation tests using various flowsheet configurations to optimize the grinding, desliming, reagentizing and flotation conditions are in progress.

In the case of leaching, the heterogeneous chemical reactions between the solid and the liquid phase may be limited to a few reactions. In the homogeneous liquid phase, the number of simultaneous chemical reactions could be double or triple that of the number of heterogeneous reactions. The rate of dissolution becomes very dependent on the changing concentrations of the significant chemical species taking part in the multiple reactions in both the heterogenous and homogeneous phase. The rate expression developed for the process must take into account the mechanism of chemical reactions in order to best represent the actual process. This paper also examine the role of mass transfer with chemical reaction in the develpoment of the rate equations for dissolution, liquid-liquid extraction, membrane separation, precipitation, and electrodeposition.IntroductionThe understanding and the elucidation of the mechanism of the rate phenomena for a specific chemical reaction system is of prime importance in the development of a successful chemical process. The development of successful emerging technologies for metals separation will depend on the accurate interpretation of the intrinsic chemical reaction kinetics and the rate of mass transfer of the desired metal species during its separation from the undesirable chemical species. The key objective of forming a cartel is to increase profits to members of the cartel by taking the following action: a) control output; and b) control price. However, while attempting to obtain monopoly profits the cartel members have to contend with costs associated with cartelization and such costs include the following: political costs; the cost of coordinating output and price; organizational costs (such as cheating); and administrative costs (such as the cost of attending cartel meetings). The objective of commodity exchanges is to provide an open, free market where buyers and sellers may openly complete transactions and pricing information can be immediately disseminated. These transactions include the following: a) to provide facilities for "hedging", or transferring price risk from buyers and sellers of physical commodities to "speculators" through the medium of buying and selling futures contracts, and b) taking physical delivery of metal on due dates.

Sydney has hundreds of kilometres of sewer tunnels. Many of these are over 50 years old and some have been in service for more than 100 years. The tunnels are predominantly constructed in Hawkesbury Sandstone and many are unlined.Principles have been developed over many years for the safety factor required in designing and constructing new tunnels but these do not necessarily relate to the operation and maintenance of existing tunnels, and in particular those that do not necessarily require personnel access for anything other than regular inspections.Assessment of the stability of these established tunnels needs to take account of their size, their age, their function, and their method of construction, as well as the geology in which they are situated and any support measures which have been installed. More importantly a stability review needs to take account of the consequences of a collapse, with regard to the inspection process, carrying out of any required repairs and the long-term performance of the tunnel.This paper is based upon the authors’ experiences inspecting and reviewing more than 200 km of tunnel in the last ten years. It will show some of the procedures and methods adopted by Sydney Water, how these can be presented as an acceptable procedure in line with other safety standards, and how they might be adopted for other similar historic rock tunnels.CITATION:Gilchrist, D and Lees, D, 2014. A cyclone reactor system for the partial reduction and melting of taconite concentrate fines has been engineered, designed and operated. A non-transferred arc plasma torch was employed as a heat source. Taconite fines, carbon monoxide, and carbon dioxide were fed axially into the reactor, while the plasma gas was introduced tangentially into the cyclone. The average reactor temperature was maintained at above 1673 K (1400 C), and reduction experiments were performed under various conditions. The influence of the following parameters on the reduction of taconite was investigated: carbon monoxide to carbon dioxide inlet feed ratio, carbon monoxide inlet partial pressure, and average reactor temperature. The interactions of the graphite lining with carbon dioxide and taconite were also studied.

The behaviour of tailings under cyclic loading has an impact on the stability and deformation of tailings dams and a good understanding of the cyclic behaviour of the tailings under earthquakes is important for tailings engineers and tailings operators for the design and safe operation of tailings dams. This paper presents an investigation into the cyclic behaviour of tailings using both laboratory cyclic direct simple shear (DSS) testing and numerical modelling. The laboratory testing involved cyclic DSS tests on gold tailings and zinc-copper tailings under different loadings and loading frequencies. The gold tailings specimen tested at a higher loading frequency and a higher cyclic stress ratio experienced spontaneous liquefaction during cyclic shearing and the zinc-copper tailings specimen tested at a lower loading frequency and a similar cyclic stress ratio exhibited ductile behaviour and liquefied due to cyclic mobility. The liquefaction behaviour of the tailings was modelled using an advanced constitutive model (UBCSAND), which was developed specifically to model soil liquefaction and strain softening under cyclic loading. The constitutive soil model presents the nonlinear soil behaviour under dynamic loading using a hyperbolic stress-strain relation. Dynamic analyses were carried out using a finite difference program FLAC. The cyclic stress-induced excess pore water pressures measured in the laboratory were modelled using numerical simulations of the laboratory tests under different loading conditions. The results of the non-linear dynamic analyses demonstrated the capability of numerical modelling of cyclic shearing induced excess pore water pressure and the onset of the spontaneous liquefaction. The laboratory investigation and numerical modelling technique provided the key properties and parameters for the dynamic analyses to assess the stability and deformation of tailings dams under design earthquake events. More importantly, the laboratory tests and numerical modelling provided some insights into liquefaction behaviour of the tailings during earthquakes. CITATION:Li, A, Laxman, M and Jinto, H, 2018. With an increase of mining depth, a series of mining-induced hazards such as rockburst, coal and gas outburst, roof collapse, and water burst are getting more serious and more frequent. The intrinsic mechanism responsible for the occurrence of mining-induced hazards is the damage and unstable failure of rockmass or coal seam. The most distinct difference between deep and shallow levels is the so-called three ‘high’ (H3) conditions, i.e. high geo-stress, high fluid pressure and high geo-temperature. Therefore, the response of rock or coal to the deep mining operation is a phenomenon involving thermal (T), hydraulic (H), and mechanical (M) processes. Most importantly, mining excavation may vary the rock stress condition greatly, which may be a key factor to trigger the mining-induced hazards such as rockburst. In this regard, it is of great significance to clarify the damage and failure mechanism of rock and coal under coupled THM conditions, in order to clarify the rock failure mechanism responsible for the occurrence of mining-induced hazards. Thereafter, the mining-induced hazards cannot be predicted with confidence by considering each process independently. Of course, the requirement to include coupling of these processes depends on the specifics of the mining-induced hazards under consideration. For example, the water inrush is considered as a coupled hydro-mechanical (HM) process, in which the unstable failure of rockmass occurs under the combined contribution of geo-stress and water pressure. As for the coal mining at depth, in addition to high geo-stress and gas pressure in coal seam, the high geo-thermal condition that may greatly change the adsorption / desorption of gas and gas flow should be taken into account. Firstly, a general-purpose mathematical model for rock damage and failure process under coupled THM conditions is formulated based on damage mechanics principle, and it is solved by finite element method (FEM). In this model, the deformation and damage of rock, fluid flow and thermal transfer in rock would interact with each other, one process affects and initiation and progress of another. Then, the model is used to predict the mining-induced water outburst, where it is simulated as coupled hydro-mechanical (HM) problems. Based on the numerical simulation, the dimension of water-proof pillar is designed. Finally, the gas drainage from deep coal seam is numerically evaluated, where the coupled coal-gas interaction considering the effect of gas adsorption/desorption, gas flow in coal seam and geo-stress and geotemperature, is comprehensively taken into account. The proposed model could be used for clarifying the mechanism of mining-induced hazards in deep-level mining.

"The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. "A surge bin at Agrium’s Vanscoy potash operations has been plagued with flow, wear, and corrosion issues since being built in 1967. The culprits? The bin’s carbon-steel construction, geometry, and the resultant funnel-flow pattern are the root causes. An investigation and cost analysis indicated that hopper redesign and retrofit would increase production and reduce maintenance and capital costs. The retrofitted bin provides safer, more reliable operation and has a much longer predicted working life. Using this example, the authors describe bulk-solids-flow theory and highlight the importance of customizing bulk-material-handling-system design using appropriate flow properties to improve reliability, safety, and cost effectiveness.RÉSUMÉ Depuis sa construction en 1967, un réservoir intermédiaire de l’exploitation de potasse Vanscoy d’Agrium connaît des problèmes de débit, d’usure et de corrosion. Les responsables ? La construction en acier ordinaire du réservoir, sa géométrie et la structure de débit en résultant au niveau de la carotte en sont les causes fondamentales. (J&J) to provide testing, consulting, and structural engineering services related to proposed modifications to the 270 t special standard product surge bin, which Agrium planned to undertake during a two-week shutdown in August 2013. The bin, which had been plagued with flow, wear, and corrosion issues for its entire working life, was essential for the continuous operation of two of VPO’s compaction plants and for efficient dispatching to loadout. The bin often experienced product hang-ups, clumping on the walls, and plugging at the hopper outlet. Two recent unscheduled mill shutdowns had been partially attributed to flow issues in the bin due to clumping and product plugging up at the screws. These problems increased maintenance costs, limited production capacity, and degraded product quality. Holes and paper-thin sections in the bin walls discovered during a 2013 inspection revealed the potential for major hot material leaks or even structural failure. Either issue would stop plant operations until the bin could be repaired or bypassed. Clearly, the bin cone had reached the end of its life and required replacement."

Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Methods devised for achieving this stabilization include physical, chemical vegetative, and combination procedures. Although vegetative reclamation is preferred to physical and chemical stabilization, it is difficult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Nevertheless, recent research has developed methods for producing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $100 to $650 per acre. This report summarizes effective procedures developed for vegetating average tailings, the cost differential between the various methods, and suggests procedures that may be applicable for achieving stabilization of pyrite-containing wastes that may oxidize and become excessively acidic. The use of buried layers of sewage sludge to prevent this acidification is discussed.

"IntroductionON THE LAST DAY of December, 1951, a half-century of steel production was completed in the open hearth department of Dominion Iron & Steel, Limited, in Sydney, Nova Scotia.During that period, almost every known variation of basic steel making practice was used in working out a steel making process which would overcome the difficult metallurgical problems imposed by the use of Cape Breton coal and Wabana ore.This paper is presented as a brief review of these steel making practices, setting forth the fundamental metallurgical factors involved in their success or failure.Establishing the IndustryThe story of steel production at Sydney is closely interwoven with that of coal. The steel industry owes its inception to a desire on the part of the Dominion Coal Company, which was incorporated in 1893, to improve its marketing position by increasing sales of slack coal and providing a year-round demand for its product. Accordingly, the Dominion Iron and Steel Company, Limited, was incorporated on March 30th, 1899, with Mr. H. M. Whitney -who was President of the Dominion Coal Company -as its first President. The new Company was given powers to manufacture and process iron and steel, and to mine all minerals, including coal.A strong inducement to the industry was the bounty offered by the Dominion Government for the production of both iron and steel."

Nonfatal injuries from slips, trips, and falls (STF) that occur at surface mines can result from inadequate lighting. Mobile equipment operators are among the occupations associated with the nonfatal incidents reported to the U.S. Mine Safety and Health Administration (MSHA). In addition, getting on/off the equipment (ingress/egress) frequently adds to the highest proportion of nonfatal incidents. Accordingly, researchers at the Pittsburgh Mining Research Division (PMRD), National Institute for Occupational Safety and Health (NIOSH) conducted a field study to investigate lighting on haul trucks and wheel loaderswith regard to glare and illuminance levels recommended by the Illuminating Engineering Society (IES). The objective was to determine whether two light-emitting diode (LED) area luminaires—a Mr. Beams® (model MB390 Ultrabright) (area luminaire-1) and a NIOSH-developed Saturn (custom-designed for a mine roof bolter study) (area luminaire-2)—could complement a headlamp luminaire. Measured levels of visual tasks, with the headlamp alone and the area luminaires plus the headlamp, demonstrated that illuminance met or exceeded IES-recommended levels. Nevertheless, the area luminaires illuminated a much broader area, which is key to increasing hazard awareness. Discomfort and disability glare were lower with area luminaire-1 than with area luminaire-2. Differences in glare were more noticeable for newer models of haul trucks and loaders featuring updated ingress/egress system designs. This study demonstrates that commercially available luminaires, such as area luminaire-1, are capable of complementing headlamp lighting, and can thus improve a miner’s ability to detect and avoid STF hazards.
