The conventional method of transporting mine tailings from a process plant to a tailings storage facility (TSF) is in the form of a low to medium density1 slurry, which can be pumped using centrifugal pumps. Over the past several decades, therefore, mine operators have generally adopted this default approach. There are, however, some convincing arguments why consideration should be given to thickening the tailings slurry to a higher density paste consistency. In particular, the minimisation of environmental impacts, the reduction in water consumption and the cost savings relating to TSF closure make paste an attractive option for the life of mine tailings disposal. There are several environmental impacts that are associated with a conventional slurry TSF, such as land sterilisation, aesthetics, dust, seepage and acid mine drainage. Some of these impacts, such as dusting, may be difficult to mitigate while the TSF is in operation. Others can be influenced by adjustments made to the tailings slurry density at the plant. Unplanned fluctuations in slurry density and/or viscosity can have a significant influence on TSF performance and can exacerbate the environmental impacts relating to the facility. Relatively minor changes in the solids content of the slurry can affect tailings beaching behaviour, degree of segregation, position of the phreatic surface, amount of freeboard, consolidation behaviour, placed (settled) density (and hence TSF capacity) and in situ strength of the tailings. Paste is a non segregating slurry and many of these effects can be minimised at the TSF when the tailings slurry is thickened to a paste. These improvements are manifested by reduced seepage, flexibility in selecting an appropriate final landform, ability to rehabilitate progressively and reductions in plant water usage. It is possible to minimise environmental impacts of a TSF through the use of tailings paste. Ideally the paste production plant should be part of the initial design of the process plant. However, significant benefits can be gained by adding a paste production plant at some time later in the operational life of the mine to reduce environmental impacts and facilitate an environmentally acceptable TSF closure.

THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

Martensitic transformations were observed by optical metallography and electrical-resistivity measurements during cooling at cryogenic temperatures of the bcc pr-phase Au-Zn alloys. The com-position dependence of the MS, MF, AS , and AF temperatures have been determined. It is concluded that the martensitic platelets which grow mainly in the lengthwise direction and which are associated with a very small temperature hysteresis are "thermoelastic" martensite. In some cases the observed structure seems to have no definite crys-tallographic habit or consists of a mixture of- plates and broad transformed areas. THE majority of the bcc /3-phase alloys in systems of copper, silver, and gold with zinc and cadmium are unstable at low temperatures and undergo a transformation upon further cooling into another structure. A large number of such transformations are martensitic. The composition dependence of the Ms temperatures has been determined and reported for CU-~n,' Ag-Cd,' and AU-C~~ alloys. The 50 at. pct ordered Au-Zn p' alloy has been reported by Jan and pearson4 to transform martensitically at 58°K in connection with their study of the de Haas-van Alphen effect The p' phase in the Au-Zn system has the ordered CsC1-type structure. The phase field is shown in Fig. 1: it has the typical V shape which is characteristic of all copper-, silver-, and gold-based binary /3-phase alloys. There appears to be no a priori reason why the transformation should be limited to the equiatomic composition and the availability of a cryogenic stage for optical metallography5 has permitted studies down to the liquid-helium temperature of a series of alloys in this system. EXPERIMENTAL PROCEDURE Predetermined weights of 99.999 pct pure gold and zinc were melted and cast under a partial atmosphere of helium in sealed quartz capsules. Thorough mixing of the molten metals was achieved by vigorous shaking, followed by a rapid quench into a brine solution. All ingots were homogenized at 640°C for 4 days. AN interesting effect has been observed in the vacuum etching of titanium in the high temperature ß phase. Using a high vacuum annealing furnace, operating at less than 2x10-6 mm with a tubular titanium liner, it has been found possible to etch polished metallographic specimens at different temperatures between room temperature and 1000°C without contamination or increase in hardness.' Heat etching of titanium has been reported by other workers,' but the following example is of interest as an experiment under high vacuum in the absence of any contamination. Two polished specimens of iodide-processed titanium are placed at different positions along the axis of the furnace corresponding to temperatures of 900" and 800°C above and below the a-ß transus. The specimens are then raised to these temperatures and annealed simultaneously for 3 hr under the same high vacuum conditions. After cooling and withdrawing the specimens, their surfaces are photographed without further treatment. Figs. 1 and 2 show the results for the 800" and 900°C specimens, respectively. Fig. 1, corresponding to a vacuum etch in the a region, shows a typical equiaxed structure with what appears to be a slight shift of grain boundaries. Fig. 2, corresponding to a vacuum etch in the ß region, shows an equiaxed type of structure with the growth of striations in certain grains. The striations are only superficial, as a light polish and chemical etch restores the clean equiaxed structure. The vacuum etch, occurring as it does above the a-ß transus, records the state of the metal in the ß phase by means of the surface relief produced by the selective evaporation of metal from different grains; the metal itself reverts to the equiaxed a on cooling. The nature of the ß etch" (Fig. 2) suggests that, in transforming from the close-packed-hexagonal a to the body-centered-cubic ß lenticular-shaped laminae are formed parallel to common planes of the two structures. This would explain why some grains appear to be unaffected by the etch. The technique has interesting possibilities in the investigation of the mechanics of high temperature transformation. STEPHEN TABER, Columbia, S. C. (communication to the Secretary?). -The fibrous salt crystals described by Dr. Branner are interesting, and I am glad that he has put this additional evidence on record. It confirms the results that I obtained in growing fibrous crystals in the laboratory. Much similar evidence of value to science in interpreting the laws of nature has doubtless been lost through failure to appreciate little things. Mr. Dresser points out that the boundary between chrysotile veins and massive serpentine is finely irregular 'when examined under the microscope. This fact I have observed in studying chrysotile veins and also, mode recently, in studying veins of fibrous calcite and fibrous gypsum. For the latter veins the statement holds true when the walls are of shale as well as when they are of the same material as the veins, but in no instance have I observed any evidence of replacement. The description of the vein walls given in my paper (pp. 1984 to 1985) was megascopic, not microscopic. The fact that chrysotile veins have sharply defined boundaries and are easily separated from the wall rock is evidenced by the small amount of waste adhering to the "crude asbestos" which has been shipped in such large quantities from some of the Canadian mines. Mr. Dresser has good ground for his statement that there seems to be no obvious reason why the term "mass fiber" should be restricted to anthophyllite. I have never examined the serpentine at the East Broughton mines; but in studying other serpentines under the microscope I have noted that much of the so-called "massive serpentine" is really finely fibrous (see pp. 1974 to 1975). The texture of such rock is, however, altogether different from that of mass-fiber anthophyllite, and I believe that the fibers have developed in a different way (see pp. 1981 and .1998). Mr. Graham raises certain objections on the ground that the laboratory production of fibrous crystals was limited to substances which go into solution with decrease in volume. Since my paper was written, however, I have succeeded in obtaining fibrous crystals of ammonium nitrate, a salt that dissolves with expansion in volume.

THE work of J. E. Johnson, Jr., on the effect of small amounts of oxygen in cast iron in increasing its strength and resistance to shock, is of interest from the technical and scientific standpoints. The following exposition of the theory carries Mr. Johnson's explanation further and, in my opinion, will disclose certain related phenomena and perhaps shed further light on the subject. Some facts, so novel in character as to excite incredulity, have been accepted finally by many metallurgical authorities. One of these is that oxygen to the amount of 0.060 per cent. in cast iron gives it a breaking strength of 3,500 lb. per square inch, compared with a breaking strength 2,500 lb. per square inch in cast iron of the same composition with re-ect to elements other than oxygen, but having only 0.010 per cent. oxygen. The "oxygenated" cast iron, even if made in a coke furnace, has properties equivalent to the best charcoal pig iron. Mr. Johnson has also established the fact that the variations in combined carbon cannot account for the results. By microphotographic evidence he has shown that in oxygenated cast iron the graphite particles are dense and spherical, while in well-deoxidized cast iron the graphite particles are flaky and leaf-like. It is just a matter of common sense that iron of the latter structure is much weaker than the former. The analytical and microscopical work has been done with care and there is no doubt in my mind about the accuracy of the, experimental results. In this paper then, we shall consider it as accepted that small amounts (0.060 per cent.) of oxygen increase the strength of cast iron by producing a structure in which the round and solid particles of graphite are surrounded firmly by a principal matrix of ferrite. The purpose of this paper is to show that the reason why the graphite particles are round is founded on the fact that the particles of any precipitate are made denser and harder by the presence of a reagent having a solvent action on the precipitate. This can be stated as a law, although I have never seen it so given in any textbook.

Mining, including quarrying, dates back almost to the dawn of history, beginning almost with the beginning of what we call civilization. State surveys date back about 100 years. Evidently mining flourished for thousands of years before state surveys were thought of. Why should it not continue to flourish without state surveys? First, it may be noted that as mining and civilization were contemporaneous, so state surveys and the science of geology were almost contemporaneous. As recently as 30 years ago the United States mineral laws were interpreted to mean that coal lands in the public domain were only those lands on which workable coal outcropped. The half billion acres of public land underlain by .coal but on which it did not outcrop were treated as homestead lands and open to settlement. Just what did the science of geology do to or for the mining industry? Until geology arose rocks or minerals or ores were where they were found. Their finding might be accidental, or might be the result of deliberate search or prospecting. In open, rocky country, with little or no vegetation, as in parts of the West, prospecting served very well, though at an enormous expenditure of human time and effort, if not money. The old saying that every dollar's worth of gold taken from the earth has cost two dollars may largely be charged to the time value of the usual method of prospecting. Geology changed all that. The science is still young and it still labors under handicaps of immaturity and early errors. Geology, however, has gradually been discovering the relations and conditions under which the several mineral deposits occur. Its elaborate studies of exhausted or nearly exhausted mineral deposits has done for it what human autopsy has done for medicine and surgery. Perhaps in no field is this plainer than in the oil and gas industry. Note might also be made of several important coal fields in England and on the Continent, in which the coal is everywhere deeply buried. Passing over the long period of growth during the past 100 years, geology today is prepared to offer the mining industry: first, a knowledge of the geologic conditions under which most minerals occur and to explore

The utilization of the reducing power of blast-furnace gas can be estimated by applying two rectifying calculations to the gas analysis. A resulting corrected CO/CO2 ratio varies inversely with furnace production. Directions for calculating the corrected CO/CO2 ratio are given, and a corrected CO/CO2 ratio is compared with actual furnace production. THE inadequacy of the normally accepted CO/CO, ratio as a measure of blast-furnace performance and furnace efficiency was discussed following the presentation of the paper by H. F. Dobscha.' In this outstanding example of careful observation on large scale blast-furnace operation, the changes occurring with beneficiated ores were: 1—A net gain in tonnage of 21.2 pct. 2—A decrease in net coke of 15.3 pct. 3—A decrease of 1.9 pct in the CO/CO, ratio. In this great change in furnace performance, the CO/CO, ratio proved itself worthless. The discussion of the inadequacy of expressing furnace performance and efficiency by the CO/CO, ratio led indirectly to the calculations forming the basis of this paper. At that time Dr. T. L. Joseph said: "We must consider difference in CO, from the stone in the two cases when we talk about the ratios of CO/C02." This statement is used for the second of the two CO/CO, ratio corrections forming the basis of this paper. The research work in attempting to find out why the furnaces could op-erate so differently with practically the same CO/CO, ratio lead not to the answer sought but, after a shift to the gaseous phase in the research work, the proof that the normal CO/ CO, ratio was outmoded and a new corrected ratio should replace it. To be of any value, any new corrected ratio should express approximate furnace efficiency and give an idea of practical furnace performance to be expected. This the normal CO/CO, ratio has failed to do. However, in the absence of anything better, some credence has been attached to the normal CO/CO, ratio. For a long time I have believed that the gas- and brick-costs of open-hearth furnaces using prodncer-gas could be greatly decreased by a change in the design of the port, which would materially reduce the first-cost of the furnace, the rebuilding-cost, and the repair-cost. The defects of the present type of such furnaces, which has clone duty for so many years, may be studied in Fig. 1, in which A A are the two air-uptakes, B is the gas-uptake, and C the end of the gas-port. In the present type of furnace, C is practically 011 the edge of the bath and therefore combustion begins to take place at that point, but has no effect until the gas passes from 5 to 10 ft. into the hearth. As the furnace grows older, C moves back by reason of the burning or falling down of the arch. The furnace reaches its highest efficiency when C has moved a certain distance, but is still near enough to the bath for the overhead layer of air to hold the gas down on the bath, and far enough back to permit combustion to take place at some distance from the bath. This latter fact means that the temperature is sufficient to melt steel at the edge of the port. From this time on, the furnace decreases in efficiency. What is the reason ? As C moves further hack, the gas is released from the gas-port at a point where there is little or no overhead layer of air. The result is that the gas floats along the roof, with the air mostly underneath it. Why the air does not stay over the gas is readily seen in Fig. 1. The lines of draft naturally run parallel to the length of the furnace. The air-uptakes being on the sides and the gas-port in the middle, most of the air will naturally be drawn along the sides of the furnace and the layer of air will be thinnest over the gas, where it is most needed.

THE most unsatisfactory occurrences in the experience of a manufacturer are those from which he suffers damage and learns nothing useful. That there are such incidents, and that they occur with annoying frequency, is unfortunately true. An accident which can be understood and explained always carries some consolation with it. However bad the copnsequencee, one finds comfort in reflecting that they might have been worse, and that the knowledge of how to avert a more disastrous calamity from the same cause is worth what it cost. But when an accident occurs, which remains unexplained after anxious days of investigation and sleepless nights of reflection, and which is as liable to occur twice or twenty times, as once, very little satisfaction of any kind can be extracted from it by the most philosophical victim. Three such incidents have come under my notice in one establishment. Fortunately none of them were attended with very serious consequences, as no one was hurt, and the damage to property was slight; but in each instance, loss of life and great destruction were escaped by so narrow a margin as to make them extremely disquieting. I have recorded them in the hope, that from the experience of others maybe gained what my own careful investigations have failed to reach-—satisfactory explanations. The first of these curious occurrences was the bunting of a 16-inch pipe carrying air under a compression of about 1 pound. The pipe was made of light galvanized iron with soldered seams. Into it a rotary fan-blower delivered air, and from it smaller pipes were carried to the furnaces. The blower was run continuously. Neither the main pipe nor its branches had any connection with the gas conduits. Both air- and gas-pipes delivered into the furnaces; but although the gas was under much higher compression than the air, there appeared to be no good reason why, having free escape in case of leakage, it should ever make its way back into the air-pipe. THE introduction of underground machinery in mines, and especially the invention of the rock drill, called attention to the necessity for some motive power to drive them. The use of steam generators underground is as a general thing inadmissible, owing to the, difficulties of ventilation and the transportation of fuel, and the great loss of power by condensation in the pipes, when surface generators are used, added to the inconvenience of getting rid of the exhaust steam, has precluded the direct use of steam for this class of machinery. Water as a power has with very few exceptions proved a failure, owing to its weight and incompressibility, and there-fore the attention of mining engineers has very naturally turned to the use of compressed air. This agent not only answers all the requirements for power, but has the double advantage of greatly assisting in thoroughly ventilating remote workings, and in cooling the underground atmosphere. It is therefore clear that the successful introduction of underground machinery is dependent on the economical production of good and efficient air-compressing machinery. Although many improvements have of late years been introduced in this class of machines, the most of them are open to serious objections, the chief of which are the very small duty they perform for the power expended, and their great expense, due to the complexity of their construction. This latter fault is the chief reason why the introduction of rock drills and other underground engines is so limited, as comparatively few mines can afford to expend the required capital for the installation of a complete compressing plant. But with the introduction of a cheap and effective compressor, there is no doubt that power drills will become as generally used in mines as the hand drills are now. The great excess of power required in most machines to compress air over that given out again by the use of the air thus compressed (amounting as it does in most cases to sixty per cent.) is well known to all mining engineers. Of course a portion of this loss is due to the friction of the air through the pipes, and will always occur however effective the machine used maybe, but the chief cause -of the

If I told you tonight at the outset that my prognastications for the future of mine ventilation were imparted to me by a palm reader or inspired by a vision, you'd dismiss what I had to say before I said it! If, on the other hand, I told you that my forecasts were the result of an elaborate computer model, derived from a complex algorithm, which in turn relied on finite element analysis -- and the entire projection confirmed by on-site experiments with a turbo hybrid-flow mine fan -- you'd sit up in anticipation and hang on my every word!! All of which places me in a terrible dilemma, because my predictions really lie somewhere in between. My intent is to talk to you out of my background of forty years in mine ventilation, looking ahead to conditions that I expect to prevail in the next fifteen years. You may be curious why I picked an unlikely time span of 55 years for my overview, and my response is that it bridges a career lifetime. "The last forty", of course, corresponds with the period of my professional employment since graduating with a B.S. and M.S. here at Penn State. "The next fifteen" bridges the period I expect (the Lord willing) to remain professionally active -- and coincidently brings us into the beginning of the 21st century. (I must confess to stacking the deck a bit: Since it's infinitely harder to look ahead than to look behind, I purposely minimized the forecast period and maximized the history! Besides, "forty" and "fifteen" have a nice phonetic ring, perfect 20/20 vision sums to "forty", etc., etc.). With these disclaimers, I'll invite you to join me now in a fast 55-year overview of mine ventilation, of necessity limited to a broad-brush treatment of the subject. (After all, this is an after-dinner talk, not a marathon!) In each- segment, I've selected the seven topics that seem to me of paramount importance: in the first part, seven accomplishments in retrospect, and in the last, seven expectations for the future. (The number "seven" needn't confound you, either: In the bible, it signifies "wholeness" or "completeness".))

This camp is just now startled by the alarming suggestion that unless there shall speedily be an appreciation in the value of silver, and a decrease in the cost of salt, it will be prudent business policy to close the Alice mines and mills until the conditions of production are more favorable. Such an event would be a great blow to the prosperity of Butte. It would throw some hundreds of men out of employment, and it might lead to the adoption of the same policy by other companies, which, like the Alice, have not been able to pay dividends to their shareholders for a long time. The question arises, and becomes emphatic: If, under the present adverse conditions, the mines and mills cannot be made to pay a proper profit, why should they continue to be worked ? The owners mentally ask: Shall we go on exhausting our mines, pouring out a stream of silver for the maintenance of the community, and the support of the rail ways, or shall we husband our reserves, withdraw the miners from our slopes, and wait for more favorable conditions ? This is the impending question, and all concerned dread to meet and answer it. Let us briefly review the situation and forecast, if possible, what the solution of' the problem will be. It must be understood that the discussion does not include, or refer to, the immense copper-producing interests of the camp, which may or may not be upon a very much more satisfactory basis. It will be confined chiefly to the operations of the Alice company, sta tistics of which are at hand, without involving the other silver com panies in the conclusions beyond those inevitable from well-known facts, patent to all. There are at present in Butte and in its vicinity in the principal mills an aggregate of 290 stamps dropping upon silver-ores: Alice,...........80 stamps. The immediate mental picture induced by the thought of limestone production is that of an open quarry. All are familiar with the open pit in the iron-producing districts of Minnesota and Michigan and the open cuts of the so-called "porphyry" coppers of the West. If these are mines, they differ little from limestone quarries in general mode of operation; if quarries, why do they need the attention of mining engineers? During 1923, the United States produced in round numbers 70,000,000, tons of ore. The limestone production of the United States for the same period was something over 100,000,000 tons. In tons, it about equals the oil production of the United States. The uses of limestone are legion. A paper read by a prominent engineer of Chicago, at the meeting of the National. Crushed Stone Association held last February in St. Louis says: "There is no industry in the United States today that is more basic in its operation or by itself controls. more industries. There is hardly a chemical operation, hardly a metallurgical operation or building operation that a crushed-stone man does not control if he will jump in and make the full utilization of it." Some of the many uses are for road metal, concrete, railway ballast, building stone, riprap, and rubble, the manufacture of iron and steel, alkalies, calcium carbide, magnesia, carbolic and carbonic acids, asphalt filler, mineral wool, poultry grit, sulfuric acid, phosphates, nitrates, soap, baking powder, the purification of copper and prevention of coal-mine explosions, to say nothing of the quantities used in the making of lime and cement. It has been said that without iron we would revert to the Stone Age; how much iron would we have without limestone? From the point. of view of the mining engineer, using the term in its broad sense to include geologists and metallurgists, the production of limestone is important because of its occurrence, volume, commercial importance, and the problems presented by its recovery and treatment.

Mining, including quarrying, dates back almost to the dawn of history, beginning almost with the beginning of what we call civilization. State surveys date back about 100 years. Evidently mining flourished for thousands of years before state surveys were thought of. Why should it not continue to flourish without state surveys? First, it may be noted that as mining and civilization were contemporaneous, so state surveys and the science of geology were almost contemporaneous. As recently as 30 years ago the United States mineral laws were interpreted to mean that coal lands in the public domain were only those lands on which workable coal outcropped. The half billion acres of public land underlain by .coal but on which it did not outcrop were treated as homestead lands and open to settlement. Just what did the science of geology do to or for the mining industry? Until geology arose rocks or minerals or ores were where they were found. Their finding might be accidental, or might be the result of deliberate search or prospecting. In open, rocky country, with little or no vegetation, as in parts of the West, prospecting served very well, though at an enormous expenditure of human time and effort, if not money. The old saying that every dollar's worth of gold taken from the earth has cost two dollars may largely be charged to the time value of the usual method of prospecting. Geology changed all that. The science is still young and it still labors under handicaps of immaturity and early errors. Geology, however, has gradually been discovering the relations and conditions under which the several mineral deposits occur. Its elaborate studies of exhausted or nearly exhausted mineral deposits has done for it what human autopsy has done for medicine and surgery. Perhaps in no field is this plainer than in the oil and gas industry. Note might also be made of several important coal fields in England and on the Continent, in which the coal is everywhere deeply buried. Passing over the long period of growth during the past 100 years, geology today is prepared to offer the mining industry: first, a knowledge of the geologic conditions under which most minerals occur and to explore

Electronic detonator technology has been under development for the last two decades. Currently, there are a number of systems commercially available with several others still under development, each with its own unique features. This technology can offer a significant advantage to the drill and blast engineer through their ability to initiate an explosive charge at the æplannedÆ time. This new technology has created huge interest within the drill and blast community and also raised their expectations to produce better blasting outcomes. In many cases, specifications (or even expectations) of desired blast results are not properly defined. Interaction between the input variables (rock mass characteristics and blast design) and results (fragmentation, throw, damage, ground vibrations, etc) and their mechanisms, or relationship to one another, are not very well defined or understood. That is why rock blasting is still considered by many as an art rather than science. With one of the few remaining variables (cap scatter) now controllable, todayÆs blaster finally has the ability to apply science to his trade. Even though electronic detonators are available and becoming more commonly used, current field practices are not always conducive to extracting or deriving the maximum benefit from this new technology. In the authorÆs opinion, the following need to be understood to derive and sustain the maximum value: clear definition or specification(s) of desired outcomes from a given blast; impact of different features in an electronic detonator system (precision, accuracy, flexibility, reliability, etc) and their impact on the desired blasting outcomes; interaction of blast design variables (energy, energy distribution, timing, blast geometry) and their impact on desired outcomes; impact of rock mass variability and quality of blast implementation on the desired blasting outcomes; and critical need to utlilise appropriate tools and systems in order to measure and quantify benefits.In the authorÆs opinion a scientific implementation process is the key to derive the benefits. This paper analyses the industryÆs preparedness to derive the benefits from this technology and proposes a scientific methodology to understand, evaluate and sustain the value from this technology.

A proprietary hydrometallurgical ammonium chloride process for the recovery of not only zinc, but also copper, lead and silver from sulphidic zinc-rich concentrates has been developed at bench scale by CENIM and INETI (ex-LNET) as part of a research project supported by the Commission of the European Community (DGXII). This paper deals with the innovative chemical aspects applied to this chloride process and also with the more relevant data relating to mass balance, heat balance and process economics. Under mild temperature and oxygen pressure leaching conditions it is possible to extract practically all the zinc together with the other metals of interest and to precipitate simultaneously the solubilised iron fraction as goethite. The pH is kept close to neutrality in spite of the ammonia released in the leaching of the non-ferrous sulphides. A buffer effect is observed mostly due to the formation of zinc ammines which are very soluble in this medium. The zinc is further extracted by D2EHPA, the acidity being neutralised by the ammonia. Most of the ammonium chloride is naturally regenerated in this step. The zinc is recovered as zinc cathodes in a conventional sulphate electrowinning circuit. All the main raw material consumptions excluding the concentrate, such as oxygen, lime and ammonium chloride are linked to the sulphate formation in the leaching step which must be kept as low as possible by decreasing the reaction time under neutral conditions. The process analysis is complemented by the economic evaluation of a reference case. Difficulties encountered in finding a more convenient method of assessing the economics of the process in the absence of a reference price for a complex sulphide concentrate are examined and discussed. The reason why this analysis was performed with a much more optimistic metal prices scenario is also highlighted. The process economics are primarily dependent on the zinc market quotations and of course on the concentrate cost. Around 70 per cent of the total revenue is due to zinc sales. Assuming an internal rate of return of 17 per cent, the price of the concentrate can be as high as 255 $US/t for a plant capacity of 320 000 t/y (90 000 t/y of zinc).

Research is defined, scientifically, as a "systematic investigation of some phenomenon, and also a search for hidden treasures." Chemists tell us that the hidden treasures of petroleum are far richer than the products which have been best known to us. However, these secrets will be discovered only through intensive and systematic, as well as scientific, industrial research. Indeed, the scope of the subject is so great that such an intensive research program should be assumed by a centralized organization supported by the petroleum industry as a whole. Such organization should assume the responsibilities for investigation of new products and development of markets for such products. Gasoline, the chief product of the petroleum industry has become a cheap commodity. The continual uncontrolled overproduction of crude petroleum, the intensive competitive condition in the marketing of petroleum products and the increase of refining efficiency and installing of cracking facilities, have all combined to lower the market value of gasoline. The purchaser has profited from the lower cost of gasoline by way of lower prices so that today the most important product can scarcely be manufactured at a profit. In other fields, manufacturing industries have diversified their products when faced by a similar situation. Thus, they have been able to widen their marketing outlook. Why cannot the petroleum industry employ the same tactics? Right now we are hearing much discussion concerning the development of a wider market for existing petroleum products and new products for existing or prospective markets. For instance, we can cite recent developments for use of propane, butane and ethylene. Butane has been found to be an efficient and inexpensive refrigerant, especially adapted to home refrigerating systems. Propane and butane fractions of natural gasoline may be shipped under pressure and may be used as a substitute for, acetylene in cutting torches in connection with oxygen. There is a possibility of substituting butane for gas oil in the carburation of coal gas, as we know that butane contains practically the gas enrichment as the same volume of gas oil and should prove to be a superior product for
