In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

Keywords: Undercooling, Convection, Dendrites, Stainless Steel, Levitation Certain Fe-Cr-Ni stainless steel alloys solidify from an undercooled melt by a two-step process in which the metastable ferrite phase forms first followed by the stable austenite phase. Recent experiments have shown that the lifetime of the metastable phase is strongly influenced by flow within the molten sample. The current research will provide insight to why flow affects the metastable phase. This new understanding will lead to the use of convection to control microstructural evolution in spray-forming of stainless steels. Simulations using a commercial computational fluid dynamics package, FIDAP, yield a range of convective flow velocities that cause mechanical damage to the dendrites which is compared to experimental results. If the convective velocities are great enough that the dendrites bend, then low angle boundaries form at the points of collision. These result in high energy sites that could serve as nuclei for the stable phase.

There is significant value at stake in the mining industry from the implementation of new technologies that support the enhanced profitability and sustainability of mines. However, in order to realise this value, new technology must be implemented in a way that is both effective and sustainable. The industry has a mixed history for technology implementation that provides fertile ground for understanding what is necessary for innovation to deliver value. This paper describes early stage research investigating why this is so, with the aim of improving how to deliver value. Several case studies are provided covering both successful and unsuccessful technology interventions. The rock mass classification systems were developed for different functions, including support selection, excavation method selection and the determination of rock mass engineering properties for excavation design, among others. This explains in part why we have several rock mass classification systems. It is often cautioned that the rock mass classifications are to be used for preliminary excavation support design, but this caution is now often overlooked and detail/final support design based on the rock mass classification systems. This paper advocates differentiating between rock mass classification for pre-excavation support planning and rock mass classification for at-face excavation performance assessment. It is concluded that most at-face excavation performance problems are attributable to confusing the virgin rock mass rating with the rock mass rating on exposure during excavation, and that this observation is independent of the method of excavation. Procedures are then presented for virgin rock mass rating and for at-face rock mass rating/assessment during excavation.

The existence of ammonia in underground blasting fumes was frequently measured in various field tests (6, 7). Ammonia in fumes with a TLV (threshold limit value) of around 30 ppm (slightly different in various countries) is a toxic gas but not considered to be a high risk for the underground work force as ammonia smells very itching and is extremely annoying. This might be the reason why ammonia is hardly measured in routine underground blasting fumes control. Another reason for the lacking measurement might be the circumstance that ammonia is a very reactive gas and the ammonia sensors available on the market are very cross sensitive to other gases like carbon monoxide. Nevertheless, especially since the introduction of bulk emulsion explosives in underground blasting, complaints from miners about ammonia in the blasting fumes increased. Research work by various institutions [8] around the world relates the ammonia in the fumes back to various mechanisms. Amongst others these comprise: a) non ideal (low temperature) detonation of explosives, with NH3 in the reaction products; b) reaction between rock and non detonated bulk explosives (especially when the rock is of a basic nature (high pH value); c) reaction between shotcrete and non detonated bulk explosives. Numerous blasting tests in an experimental underground set up have been made in order to check these hypotheses for ammonia origin in blasting fumes. None of them has been found to be responsible for sometimes high concentrations of ammonia in the fumes. The major reason for ammonia concentration in blasting fumes has been found in mine water of a high pH value (either natural or from using shotcrete). The mechanism identified is as follows: the moment a non detonated ammonium nitrate bearing explosive comes in contact with mine water of a high pH value, ammonia is formed immediately. The source for the undetonated explosive is twofold: firstly there is a certain spillage of explosives when the holes are charged (especially when using bulk products) and secondly not the entire explosives detonate completely. These undetonated remaining of the explosives end up in the muck pile after blasting. In case there is water of a high pH value the reaction between the explosives and the water starts immediately. This explains also the observation why ammonia can be measured in the blasting fumes quite a long time after the blast. The majority of the ammonia is not formed during the detonation; it is formed inside the muck pile even a considerable long time after the blast.

Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

The object of the inquiry was to find out Why iron did not fall in price as much as some other things had fallen. Indeed, there seemed to be an impression that iron and gold ought to move on nearly parallel lines, for the fact was constantly brought forward that iron then cost twice as much as it did before the war, though gold had returned to within twelve or fifteen per cent. of its former value. After some time the papers, by what seemed to be nearly unanimous consent, reached the conclusion that the maintenance of high prices was the work of the furnace proprietors, who, as the result of their shrewdness, were pocketing enormous profits. No proof was given to support this opinion, and the figures of cost and sale that were produced were of the most general kind, and used in the most vague manner. Visiting the president of the Thomas Iron Company, whose great works at Hokendaqua and Catasauqua, in Pennsylvania, are so well known as the largest and among the best conducted in America, I found him quite willing to meet the vague suspicions of the newspaper wiseacres, by a publication of the figures contained in the furnace-books of his company. These were accordingly given to the world through the Engineering and Mining Journal, and attracted the general attention they so well deserve. Though my own name became connected with these statistics, from the fact that I used them as the basis for the first attempt ever made to calcalate the furnace economy of an American works, I can, without the suspicion of egotism, say that the statistics referred to are the most valuable contribution the literature of American blast-furnace work has yet received, for their interest is independent of personal considerations, and due entirely to the fact that they represent faithfully the details of practice in one of the most prominent American works. They are an exact transcript of the furnace-books, and form a body of accurate information of the greatest value to the metullurgical student. Objective To develop and evaluate the effectiveness of safety training tools specific to underground metal/nonmetal mining. Background In a series of stakeholder meetings held in the western United States beginning in 1998, participants identified a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants in the meetings provided many insights into what types of training materials are most effective in dealing with both experienced and inexperienced miners. Most important was that the materials should be realistic and interesting and that some way should be found to capture the wisdom and expertise of older miners before they retired. In response, training videos that focus on safe practices during the mining cycle are being produced. Two videos one on handling explosives underground and one on identifying roof hazards and proper scaling techniques were completed during1999, and a third video is now available. This video, entitled “Ground Support...It’s Important, or Miner Mike Saves the Day,” presents information on why ground supports work and how to install them properly. Approach The new video, “Ground Support…It’s Important,” presents a scenario in which two young miners make a bad decision to leave some supports out in order to catch up in their mining cycle. An expert miner, “Miner Mike,” sees this potentially disastrous situation and educates the young miners about what could happen if they continued to leave supports out. He introduces the young miners to several expert miners, who explain how to install different types of supports correctly, as well as share what experience has taught them over the years. How It Works All footage was taken in operating, underground mines, using14 experts to provide the teaching. Because of the wide variety of supports used underground, it was necessary to focus on those types more common to hard-rock mining. While more complex support systems, such as shotcrete and cable bolts, are mentioned, detailed material is not included. In the course of educating young miners Jeff and Jason, Miner Mike provides information on— •Why supports are necessary in underground mines. •The main types of supports commonly used in underground hard-rock mines. •How supports work. •How holes for bolts are drilled correctly using jacklegs, drill jumbos, and bolting jumbos.• How wire mesh, wire panels, metal mats, and different types of bolts, including mechanical bolts, friction bolts, grouted bolts, and cable bolts, are installed properly. •How to recognize that supports have failed and what to do about it.

THE oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky all that is above and all that is below-consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, A.D. 1853, with J. D. Angier of Cherrytree township in the county of Venango Pennsylvania that he shall repair up and keep in order the old oil springs on land in said Cherrytree township, or dig and make new springs, and the expense to be deducted out of the proceeds of the oil, and the balance, if any, to be

The following is a description of the methods used in rescuing men and extinguishing the underground fire at the Pennsylvania mine, Butte, Mont. , This fire, which cost the lives of 21 men, began about 9 p.m., Feb. 14, 1916, at or near a ventilating fan on the 1,200 air-shaft station. This shaft at that time was downcast, while the main hoisting shaft was upcast. Owing to the proximity of the fire to the air shaft, the air in the latter soon became heated, and as the fan on the level was not running— the power having been cut off shortly after the outbreak of the fire—the air shaft became upcast to the 300 level. At this point a blanket of cold air from the surface caused the smoke and gases to be drawn in on that level and carried down again through the workings to the 1,200. A short time after the discovery of the fire, water was turned down the air shaft through a series of pipes around the collar of the shaft, which caused the smoke to recede below the 300, so that within 2 hr. it was possible to search that level for the missing men. From the above it will be apparent why the air shaft was upcast instead of downcast, as under normal conditions, and why men were suffocated at considerable distances from the seat of the fire. The smoke and gases that came up the main hoisting shaft did not diffuse through the workings to any extent. There are doors on all levels in the connections to the main hoisting and air shafts, but in the confusion and running around many of these doors were left open, and this undoubtedly caused the smoke and gases to spread more rapidly than they would otherwise have done. It was necessary for most of the men on the various levels to pass close to the air shaft in going to the hoisting shaft, and when they encountered the smoke and gases in that vicinity a number turned back and climbed down with the direction of the air currents and were then suffocated, while all those who passed through the pall of smoke to the main shaft were saved. There were 220 men in the mine that night, and all but 25 were hoisted to the surface within 30 min. after the discovery of the fire. Petrographic studies of coal have resulted in a better understanding of the origin and composition of coal and have added to the knowledge of how and why coals differ in their response to various prepamtion and utilization processes. Petrographic methods can now be used in scientific economic exploitation of coals. Because the United States Steel Corp. is one of the largest consumers of coal and coke, there is a continuing interest in the corporation in perfecting a better understanding of coal so that it can be utilized more effectively. Coal is a heterogeneous substance composed principally of plant material that has been altered by a complex geochemical process to form rock. The science of coal is anthracology. The ultimate aim of anthracology is determining the relationships and differences among coals. The fundamental aim is finding out why coals differ. The practical application is determining how the differences in coals affect their utilization properties. Coal, like other sedimentary rocks, consists of more than one material. Fig. 1, a photograph of a natural fracture and a polished surface of a lump of coal, displays heterogeneity in terms of the banded ingredients present. The earliest attempts to describe coal were based on its hardness and appearance. ' Thus, coal has been described as hard or soft, bright or dull, and banded or nonbanded. The variations in the hardness and physical appearance of the coal reflect differences in materials that constitute the coal. The banded nature, lustre, and texture depend upon the relative proportions of the various constituent materials. Even the earliest petrographic investigations of coal produced evidence of of the heterogeneity of the coal substance and shoul have destroyed the concept of the unit coal molecule. Coals (Fig. 2) that appear the same frequently consist of different microscopic materials and may behave differently during mining, pulverization, washing, or coking. In Fig. 3, the upper photograph shows a bright at-trital medium-volatile coal, and the micrograph at the right shows some of the materials that constitute the coal. The lower photograph shows a bright attrital low-volatile coal and the corresponding micrograph shows material of similar origin to those from the medium-volatile coal. Any petrographic description of a coal that has meaning in terms of its utilization begins with a microscopic examination. INTRODUCTION What is automation? Why automate? Webster's New Collegiate Dictionary defines automation as "the automatically controlled operation of an apparatus, process or system by mechanical or electronic devices that take the place of human organs of observation, effort, and decision." This definition gives an implied answer to the second question, )"Why automate?" Automation, automatic control devices and process control equipment receive their justification in supplementing or replacing manpower, which results in decreased operating costs. In the past, processes were operated with a minimum of instruments for the purpose of merely guiding the operators. Processes were manually controlled by the operator on the basis of simple temperature, pressure, flow and level indications on a panel. Today the tendency is to design a new plant to operate in a fully automatic manner according to a preset pro- gram utilizing a minimum of manpower. In addition to this direct cost reduction savings in manual labor, increased equipment capacity results from uniformity of flow and uniform control of process variables. This control eliminates or minimizes surges and permits equipment to be operated at or near its ultimate capacity and, for a given material through- put, permits the use of smaller process equipment. Automatic control, therefore, be it in the field of coal processing or in any industrial field, is simply a problem of economics. Control equipment is justified in terms of its contribution toward increasing productivity, increasing profit margins or producing a new and saleable product at a profit. Instruments and control devices can be divided into two general groups: (1) units which measure, and (2) units which both measure and control a process variable. In coal processing, the first class of instruments, those which measure only, include analytical devices such as automatic ash, moisture and sulfur measuring units and the simple pressure, temperature, flow and level indicating devices mentioned previously. The second group of instruments, those which both measure and control, include a wide variety of units such as continuous weighing devices on conveyor belts and photoelectric cells which gauge the position of railroad cars on the track and insure that the cars are in the proper location for loading (see Chapter 15). The latter types of units as used in the coal industry differ from those used in other industries in one significant point. In coal processing these instruments need not be as highly sophisticated and accurate as in other industries; hence their cost is proportionately lower than in other industries. "Three varieties of till are recognized in the Beardmore-Geraldton area: local lodgement till, nonlocal carbonate till, and local supraglacial till. The local lodgement till unit is examined in detail for the first time in this paper. It is the best potential overburden exploration medium for gold and other metals because its particles were locally-derived and deposited subglacially, probably within a few kilometres downglacier (southwestward) from their sources, and have not been diluted by distantly-derived glacialdebris. Both local tills are richer in gold and other metals, relative to nonlocal carbonate till. Local lodgement till rests on bedrock and was encountered frequently at or near the surface in thin drift/bedrock terrain (a widespread terrain type within the west half of the study area), and commonly at the base of boreholes in thick till terrain.INTRODUCTIONDrift prospecting in areas of glaciated terrain has been well documented (in a variety of journal publications and symposium volumes; e.g . Strobel and Faure 1987; MacDonald and Mills 1988) and has proven valuable especially where overburden thicknesses hinder traditional exploration techniques. Drift prospecting techniques may well prove valuable in the Beardmore Geraldton area. This applies especially to the Wildgoose Lake Turkey Lake area where a thick and laterally extensive sheet of nonlocal carbonate till has impeded conventional mineral exploration programs (Fig. I; note the lack of gold occurrences around Wildgoose Lake).Till in .particular has been cited as the best prospecting medium among the various types of glacial sediment (e.g. Shilts 1984). Three end member till varieties are recognized in the study area: (I) local lodgement till which rests directly on bedrock; (2) non local carbonate till; and (3) local supraglacial till which occurs predominatly within, or just downglacier of, upland areas where it commonly mantles the other till varieties. Previous authors have documented how the non local carbonate till hinders gold exploration (Geddes and Kristjansson 1986; Karrow and Geddes 1987; Kristjansson 1986; Hicock 1986, 1987a, b, 1988; Kristjansson and Thorieifson 1987; Thorleifson and Kristjansson 1987, 1988a, b) and why the local supraglacial till may be a good unit for prospecting (Hicock 1986). One detailed surficial geology map sheet of the area has been published (Kristjansson et al., 1988) and others are in preparation. Closs and Sado (1981) reported on the geochemistry of soils and glacial sediments in the west half of the study area. This paper documents the local lodgement till unit and demonstrates why it is the best overburden unit to use for drift prospecting."

Bentonite is one of the main players in the stability of drilling mud. Its particle size and particle size distribution significantly affect drilling mud’s rheological properties. Although the Specifications for Drilling Fluids Materials report on Oil Companies Material Association (OCMA)-grade bentonite states that the API recommended powder having 2.5 percent mass fraction as the maximum value of residue of diameter greater than 75 μm, there is no other information on the specific size distribution for API bentonite. It was found that API bentonite has a specific size distribution with specific mixing weights. It is important to investigate why that mixture represents the optimum properties of drilling mud and how each individual size fraction has a specific function in the mixture. To clarify the effect of individual size as well as the collective effect of the size distribution, API bentonite was classified into different size fractions, with each tested separately for controlling properties such as filtration loss, plastic viscosity, gel strength, cake thickness and packing density.

"Here, we statistically proved that giant earthquakes occur at lunar phases specific to each subduction zone. Enough attention during the lunar period, especially when seismicity is occurring, will significantly reduce damage from giant earthquakes. Two case studies in which giant earthquakes occurred after seismicity in dangerous lunar phases were discussed, and the mechanisms underlying why giant earthquakes occur around neap tide at some subduction zones were explained by prohibition of giant earthquake occurrences due to high strain rates at spring tides at N–S subduction zones. The prohibition was statistically proven for uniaxial creep tests on Inada granite with slight stress disturbances. INTRODUCTIONIn previous studies, we showed that from 1900 to present, giant earthquakes (MW ??8) have occurred at lunar phases specific to each subduction zone (Fujii & Ozaki, 2012; Ozaki & Fujii, 2012). Although we later proposed a possible reason for these occurrences, the study lacked statistical analyses (Fujii et al., 2013). Therefore, this paper shows the results of such statistical testing and presents case studies for the Tohoku 2011 and Chile 2014 events, thereby providing updated data on giant earthquakes through July 2014."

Diamond-drill blasthole sloping has now been used for a long enough time to permit us to discuss fairly its problems from the ore-breaking angle and to attempt to peer into its future. To do this we have gathered information from many properties through questionnaires. The operators have indicated fairly well in their answers what they think of the method. The many variations of methods have by now been fairly well developed, and performance rates and. mining costs are well established at each property. All this can be laid down on paper with fair completeness. Now. knowing all this, what will the future of the method be? To attempt to look into the future of a mining method immediately brings to light many problems and variables. For instance: why were diamond drills used in the first place? What has the cost trend been? In what type of deposit has the method proved most advantageous? What will the future cost of diamonds be? What are the possible substitutes?

During the war the National Research Council at Ottawa sent out questionnaires to the managers of nearly all the industrial plants in Canada. Inquiry was made as to the research equipment possessed, the number of research workers employed and the nature of the research problems which still remained unsolved. Practically all the companies reported that they had no special facilities for research, had no re-search workers and did not require the assistance of the National Research Council-because they had no research problems. Perhaps we have here one of the chief reasons why certain of our manufacturers find themselves unable to meet foreign competition. For hundreds of years the Indian tribes of northern Chile worked, in a small way, the copper deposits at Chuquicamata. They had no research problems and made no striking success of their mining operations. Then came an American company with a research problem, which they proceeded to solve. To-day the stock of that company has a market value of about $140,000,000.
