How often phrases like these have been made by project managers and project teams trying to explain why there has been cost growth, project delays and differing site conditions claims. But does it really take x-ray vision? Do we really approach geotechnical construction projects unprepared for the subsurface that may be encountered because we can't get the answer? Too often our industry seems to think the answer is, "yes." However, this is not because we can't understand the subsurface. All too frequently it is because a choice is made to save money or time by foregoing or shortchanging upfront subsurface investigations. This is accepting a risk at the beginning of the process and realizing it during construction. Case histories have proven time and time again that upfront investment in site exploration and constructing a ground model mitigates risk in design and construction. But how much do we prepare? What level of investigation (or investment) is appropriate? The answer of course, is it depends; how much risk are you willing to take for your project and what are the potential consequences?

Electronic data processing' is becoming a necessary part of all large mining operations. Accountants, geologists, mining engineers, samplers, and truck drivers are needed to operate a mine. So appear to be systems analysts, computer operators, and software engineers. Trucks, loaders, and drills must be used to extract useful material from the ground. So must be mainframe and microcomputers, plotters, digitizers, and computer terminals. The papers presented in this section describe experience gained in Europe, Australia, and North and South America. The mining and data processing environments and the size of the companies vary significantly, but the conclusions drawn are often strikingly similar. Common answers to often-asked questions can be summarized as follows: - Why invest in data processing? The main reason is that information systems can supply accurate and timely information for better decision-making. Other reasons are mentioned including, to speed-up the processing of large volumes of information, to perform operations which cannot be performed manually, or to reduce costs. But all of these reasons appear ancillary to that of supplying accurate and timely information.

Noise is a form of pollution arising mainly from the activities of man. One such activity is mining, in which man, as in many of his other activities, uses machinery of various kinds to achieve safe, healthy, and economic production. Trackless mining makes use of an advanced state of technology over that required In traditional mining methods. One of the advantages of the former, as distinct from any disadvantages it may have, is a reduction in noise levels, the number of people exposed to noise, and the duration of their exposure to noise. This paper briefly examines why noise is a problem and what various countries are doing about it in terms of standards, codes of practice, and regulations. It also investigates the extent to which noise is a problem in mining and how trackless mining alleviates this problem. The question is then posed as to whether South Africa is not setting too high a standard at this stage of its national development by comparison with what is being done by other, more-advanced countries.

Will Rogers unwittingly commented on the essence of evaluations when he said: "We don't know what they don't know!" In so doing, he explained why managers have an obligation to verify that their personnel really know what is expected of them. Rogers further stated that "What we know may not be so!" Here, he suggests that managers must establish the correctness of facts on which they make decisions concerning the future of their organizations. Yet, there are some managers who may not have considered this basic wisdom. These are perhaps the ones who shun a solid, fact-finding evaluation. Instead, they trust to guesswork as a basis for attempting improvement. Without realizing it, they may be making incorrect decisions harmful to the very organization they are trying to improve. Unfortunately, an attitude of avoiding evaluations often permeates whole organizations when their managers fail to appreciate their importance. Recently, the following was found prominently displayed in the office of a maintenance manager. Regrettably, the facts of a subsequent evaluation established how imprudent his attitude was:

Mining equipment maintenance costs account for a major portion of a mine’s total operating expense. A reduction of maintenance costs while providing required equipment availability translates directly into increased profit for a mine. Therefore, having in place a successful maintenance program can be management’s most direct route to increased profits. One key element of a successful maintenance program is a practical and effective recordkeeping and information system. In recent years, many mining operations have invested in the development or purchase of computerized maintenance information systems. Computerized maintenance information systems can serve as a valuable tool in managing mining-equipment maintenance. They can also be a costly, frustrating waste of time. Why are some systems successful at one operation but a failure at others? Should all mines use computerized maintenance information systems? How does management decide what maintenance software is best for their operation? In an effort to to answer these questions and to better understand what is required to make a mining maintenance information system successful, a study was recently conducted on maintenance information systems used in the mining industry.

Gipronickel Institute has developed the technology of treatment of difficult to concentrate sulphide Pb-Zn concentrates (Zn-19,9%, Pb-8,4%, Cu-0,34%, Fe-8,8%, Ba-6,8%, S-18,7%, Ag-106 g/tonne). The technology consists of pressure leaching, impurity removal from leaching solution, electrowinning and Pb-Ag containing cake treatment. Despite low zinc content in initial concen-trate the technology allows production of solution which is suitable, after standard procedure of impurity removal, for electrowinning with production of zinc grade SHG. Comparing to the standard technologies the flowsheet developed provides the lesser expenses per zinc unit because of decreasing of liquid to solid ratio at pressure leaching stage. The initial concentrate is characterized along with low content of principal metals by high con-tent of barite, which makes flotation of pressure leaching residue more difficult. That is why in this case the hydrometallurgical treatment was chosen. At optimal parameters of chloride leach-ing found during laboratory experiments the principal components extraction was 99.5% for Pb and up to 92% for Ag.

With the new generation of so called "Super TBM", we would all expect to witness the implied super-performance. In some instances this is occurring, but one must ask why is it not occurring in the majority of applications? For hard rock TBM related projects, we are observing a decrease in the volume of projects in the previously traditional areas such as North America and Western Europe and an increase in Asia (Hong Kong, Indonesia, China, Korea etc). As a consequence less experienced contractors are acquiring the latest ultra high power equipment, without the knowledge necessary to achieve optimum performance. The interdependence of TBM and muck removal systems has been assessed with emphasis on the emergence of the continuously extending conveyor technology, as a means of achieving dramatic productivity increases. The Australian system assessed here at the time of drafting this paper holds the world record tunnel excavation production of 2,166 metres. A little considered aspect of the adoption of conveyors is the associated improvement in safety.

All mining and milling enterprises must be based on adequate ore reserves. Reserves must be established by physical exploration, and the orebody should be of sufficient size and grade to insure recovery of capital invested in mine purchase, development, and mill construction and to provide a reasonable profit. Determination of these economic factors is so complicated, and present costs of mine development and construction so great, that analysis can be made only by competent persons qualified by experience in this field. What rate for maximum efficiency? Unfortunately, even today mills are built before deposits have been adequately outlined, and there are rusting monuments to such folly in nearly every mining region. Also there is a tendency to be guided by the philosophy that "if a little is good, a lot is better," which leads to the conclusion that mining at a given rate and making so much per ton will yield a profit of so many dollars per day. Consequently, why not build a mill to treat twice as much per day and make twice as much money?

It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

The greatest difficulty in choosing solutions to environmental problems ill a free market economy (such as ours) stems from two factors: adverse effects of pollution are largely external to the producer, and expenditures made that improve the environment result in benefits that are free to all, These two factors are sufficient to explain why the solution to many environmental problems is to be found in public action. Such action is most likely to be economic- ally efficient if it can be carried out so that industry retains the freedom to make decisions based on the free market. Two examples-a zoned discharge fee and innovation of recycling systems-illustrate the type of changes in the mineral industry that would lead to an improved environment. The first requires that ownership of the relevant public resources be vested in control agencies. The second indicates that profit opportunities existing in solid waste recycling should facilitate innovation. Both concepts can reduce environmental loadings but will require imaginative thought from persons in the mineral industries.

JEROME ALEXANDER.-All of you undoubtedly know that a microscopic examination of metals will reveal many things; but we should go further than just simply using a low- or medium-powered- microscope and seek the reason why grain size varies under different conditions. When we get below the limits of the ordinary microscope, we enter the so-called colloidal field, which means that we are dealing with aggregations of matter that approximate, say, 100 millimicrons. The colloidal dimensions average approximately 50 millionths of a millimeter and extend down to about 3 µµ. This, of course, is beyond the range of visibility in the ordinary microscope. Just to give you an idea of this matter, if 1 cu. in. of platinum is reduced to a sheet five molecules thick, it will cover 7 acres; you can imagine the amount of surface involved when metal, or anything else, is subdivided to so high a degree. This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

This paper explains why the valuation of mining assets is often a very different exercise from the valuation of the shares in the mining company which owns those assets. The fundamental reason for this is that mining assets, and the shares of the company which owns those assets have different risks. In order to properly value mining securities it is essential to: ò ensure all the different risks and other factors which impact on the value of the mining assets and the value of the shares are taken into account; and determine the extent to which the different risks and other factors are addressed in the value of the mining assets and the value of the shares so as to avoid double counting or not counting at all. If the alternative, but far from consensus, view is accepted that the correct valuation methodology to apply to shares in mining companies should be based on option pricing theory then conventional valuation practice of both mining assets and shares in mining companies will need to be fundamentally reassessed.

Bromide stabilizes the auric or aurous ion by forming a stable complex in acidic aqueous solution. The oxidizing agent normally used for the process is bromine, which is a corrosive liquid with high vapour pressure. This is, in fact, the main reason why it has not found acceptance yet as an industrial oxidant for gold. Ferric ion with hydrogen peroxide and/or sodium hypochlorite have already proved to be effective oxidants for the dissolution of gold from a rotating disc in a bromide-containing aqueous solution. In the present work, preliminary tests with four selected ore samples were tested to evaluate the dissolution of gold with the same system already tested with the rotating disc (Br-/Fe3+/H2o2/NaCIO). Compared to the conventional cyanidation, results were superior in one instance only. The major obstacle seems to be the maintenance of a suitable potential to allow the complex formation. However, the studied system may be interesting, is in some situations it may yield better results than conventional cyanidation; therefore, further investigation seems to be worth doing.

Secondary data are important in geostatistical simulation of continuous variables. Geophysical data and geological trends are used for modeling porosity and permeability. Multiple mineral grades must often be modeled for mining applications. Sequential Gaussian simulation (SGS) is often used because of its relative simplicity and robustness. The two most common approaches to integrate secondary data in Gaussian simulation are with (1) locally varying mean, or (2) collocated cokriging. A significant problem with both of these techniques is variance inflation, that is, the variance of the resulting simulated values is too high because of an inappropriate decision of stationarity or an artifact of choosing a single secondary data in presence of many. We introduce a self-healing procedure for dynamic correction of this problem. The dynamic correction is different for the locally varying mean approach and for collocated cokriging since there are different reasons why each of these methods causes variance inflation. The reasons for variance inflation are discussed and the self-healing is applied to a number of data sets.

Fluid inclusions have been studied since the mid-1800s. In 1858, the famous English geologist H. C. Sorby, stated that ". . . there is no necessary connection between the size of an object and the value of a fact, and that, though the objects [inclusions] ... are minute, the conclusions to be derived from the facts are great."' This statement philosophically emphasizes why fluid inclusions should be studied. Fluid inclusions supply the economic geologist with "hard" data on the chemical environment and mechanisms of transport for ore fluids. Such studies enable geologists to understand more about their complex nature. The information that can be obtained from fluid inclusions is as follows: 1) Fluid inclusion "filling temperatures" measured with the microscope heating stage, reflect the hotness of an ore fluid at the time of its entrapment and are one of the most accurate methods of geologic thermometry. 2) Ore fluid densities indicate the extent to which ground water becomes mixed with ore fluids. THE present study was rude to determine the laws governing the formation of the primary? crystal structure during solidification. Most of the experiments were carried out on chill castings, but from the results it will be possible to draw certain conclusions as far as sand cast-ings are concerned. It is necessary to discuss first a number of theories, which are generally adopted for explaining the structure of an ingot. Usually, the structure FIG. 1.-VARIOUS ZONES IN A CHILL INGOT. off an ingot consists of the following three zones (Fig. 1): (1) a chill layer of small at. random oriented crystals; (2) a layer of columnar crystals; (3) a zone of equiaxed crystals. The tensile properties of the chill layer and the equiaxed range are usually much better than in the columnar range, particularly the planes that are formed by the columnar crystals growing from two sides at right angles leave low tensile properties. This is one of the reasons why colum-nar crystals in ingot structures are undesirable.

A wide ranging review of the thickened tailings disposal system and the tailings deposit it was producing was carried out during 1992 and 1993. The results of that review led to the abandonment of thickened tailings disposal at Argyle because of serious concerns about the stability of the resultant tailings deposit. The exposure to the risk of liquefaction and an assessment of the consequences if this happened to the thickened tailings deposit are shown. The criteria for selecting the new tailings disposal strategy are then described. The final section of the paper discusses the management strategies that have been put in place. These are designed to: ò reduce the risk posed by the thickened tailings deposit to an acceptable level; ò safely store tailings to the end of mine life; ò produce a land form that can be decommissioned to the satisfaction of Government regulatory bodies.
