That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

IN THE HALF-CENTURY that has passed since the Bureau of Mines was established in July 1910, the research and technologic investigations conducted by the Bureau's scientists, engineers, and other personnel have helped significantly in improving health and safety in the mineral industries and have contributed substantially in conserving the Nation's mineral resources through improved techniques in the mining, treatment, and use of mineral commodities. From Bureau laboratories have come new materials for industry and better methods of extracting and processing minerals and mineral fuels. Bureau safety investigations-complemented by equipment testing and by programs of mine inspection and education-have brought about safer and more healthful working conditions.

"The computer program DMC (Distinct Motion Code) [Taylor and Preece, 1989a] was developed in 1988 and 1989 to predict the motion of rock following a conventional blast. DMC executes very efficiently on a CRAY type computer due to the high degree of vectorization and also due to the use of spherical elements [TayIor and Preece, 1989b]. Bulking mechanisms developed specifically for use with spherical elements include rotation-induced dilatation and aspect ratio > 1.0 [Preece and Taylor, 19901. Rotation-induced dilatation allows the radius of the sphere to expand as a function ofsphere rotation to simulate the interaction of corners and sides of blocky rocks. An aspect ratio > 1.0 is achieved by kinematically tieing spheres together."

The post-war need to increase coal production promoted an intensive drilling campaign. Ineffectiveness in core recovery inclined the coal industry towards percussion drilling rather than diamond drilling. The Joint Coal Board, recognising the greater potential of core drilling, has actively encouraged improvement in techniques and equipment. One outstanding need was a barrel which, over and above other improvements being achieved, would permit recovered core to be examined before it had been subjected to the increased fragmentation and displacement which to date has been inevitable except in core which has been drilled in solid sticks û as New South Wales coal rarely can be drilled. In conjunction with Triefus Pty Ltd a barrel with a split inner tube has now been evolved, as a result of which, core can be more accurately logged, division in to lengths for analysis more aptly made, any core loss more reasonably allocated to appropriate plies, and a greater percentage of core recovered û of the order 95 per cent and more. The one half of the split inner tube is lifted from the other and the logging completed before the core is disturbed.

Alluvial gold grades are typically highly erratic. It is very often difficult to establish with confidence the in situ grades of reserve blocks due to the small number of pit or drill hole samples available, and their erratic values. Trends in grade are often obscure. Geostatical methods are inappropriate due to the extreme nugget effect found in alluvial gold field data. Classical statistics appear more suited to such data but require assumptions to be made regarding the nature of the population sampled. Recent developments in computer intensive non-parametric statistical methods provide a new approach to dealing with some of the above problems. These methods avoid making assumptions about the type of population distribution, usually through some kind of re-sampling scheme. The bootstrap procedure involves taking the estimate of interest and synthesising its population of by re-sampling the original data a large number of times (1000+), at random and with replacement. The synthetic population is then used to draw conclusions about the likely behaviour of the true population.

"The Falconbridge Limited approach to employing communication equipment is first, to determine what is required in a given situation, second, to evaluate the possible alternatives, third, to select the most suitable hardware and, fourth, to determine what modifications, if any, are required to ensure not only successful implementation but continued low-cost reliability. Two examples are examined.The first situation required remote video monitoring of an acid loadout station. Several alternatives for linking to theremote site were investigated, including hard-wired, slow-scan and microwave. A comparison of these alternatives is shown and an appraisal of the performance of the selected microwave link is presented.The second situation required direct voice contact between the two members of an underground tram crew. Alternative solutions are described and an evaluation of the selected system- SHF portable radios - is presented.ObjectivesIn general, projects must have four main objectives: (1) to improve the safety of its operations; (2) to reduce its operating and capital costs; (3) to increase the efficiency of its work force; and (4) to increase its productivity. ScopeCommunication, when used wisely, can be a good tool to achieve these objectives. Projects can be kept simple using existing technology and adapting it to a particular task. To ensure the success of the project, it was necessary: to determine the project objectives; to evaluate the possible alternatives; to select the most suitable hardware; to adapt the hardware to the application, if required; and not to provide more than is necessary.Application at FalconbridgeTo illustrate this approach, two examples of actual installations at the Sudbury Operations are presented, sulphuric acid loadout, and the Falconbridge Mine haulage system."

The North Arm of Sulawesi hosts numerous gold and base metal occurrences. Compilation and analysis of geological, tectonic, geochemical and isotopic age date data collected over the past six years on the central part of this region have resulted in the definition of 184 prospects and mineral occurrences of various styles occurring in diverse geological settings representing varying tectonic environments and erosional levels. Mineralisation of the following styles have been recognised: porphyry Cu-Au; porphyry-related gold and base metal veins; high-sulphidation Cu-Au-As; low-sulphidation epithermal Au; hydrothermal breccias; and sediment-hosted Au mineralisation. Clusters of occurrences/prospects form mineralised districts representative of magmatic systems with characteristics determined by the tectonic environment prevailing during formation and the subsequent level of exposure by erosion. Distinctly different Miocene and Pliocene porphyry systems are now recognised whilst most of the remaining epithermal mineralisation is thought to be Pliocene or later. The central North Arm of Sulawesi is composed of a Miocene magmatic island arc that is built on an Early Tertiary basement of predominantly oceanic basaltic rocks and overprinted by a Pliocene magmatic arc. A structural fabric dominated by SSE arc-normal and ESE arc-parallel faults was established during the Miocene under a dextral wrench regime and intersections of these major fault sets are favoured sites for Miocene porphyry Cu-Au mineralisation. Strong dextral tension caused by the collision of the Sula Platform, at the close of the Miocene, led to arc-parallel rifting. Sinistral reactivation of the major Miocene structures in the Pliocene led to further rifting, and ENE-dilation. Pliocene intrusions and related mineralisation exploit these dilatant settings. Miocene porphyry Cu-Au mineralisation occurs where late-Miocene quartz diorite stocks have intruded the margins of earlier Miocene plutons of intermediate composition. Porphyry centres have associated peripheral base metal veins, and skarns. Overprinting of porphyry vein sets by epithermal veins is common. Sediment-hosted gold mineralisation occurs in calcareous sediments associated with the Miocene arc. Remnants of the Pliocene volcanic arc, comprised of dacite volcanics, intrusions and voluminous pyroclastics, dominate the south coast and host porphyry Cu-Au, high sulphidation Cu-Au-As deposits, low-sulphidation epithermal Au veins and disseminated gold mineralisation. In some prospects, mineralised sinters are preserved adjacent to vein systems and deeper mineralised stockworks. Diatremes are common and large caldera structures have been identified. Pliocene stocks and porphyry dyke swarms penetrate the main central and northern parts of the Miocene- arc introducing additional porphyry Cu-Au, base metal hydrothermal breccias and low-sulphidation gold veins. Rapid uplift and erosion has resulted in a highly variable preservation of styles of mineralisation adding further diversity within the mineralised districts and telescoping within deposits.

Wooden wedges, hammers and chisels, “fne setting”, to name a few, were the frst tools used to extract ore .or quarry rock for civilization. These inefficient tools and unsafe practices have been replaced today with some of the highest technology known to man. At the heart of most mining operations is the blasting program which utilizes one of the most efficient tools ever invented.. . explosives. Ever since they were invented, miners have been searching for more efficient products and methods with which to harness this “tool” and make it safer, reliable, and more eficient to use.

Vibration levels on a variety of equipment in a South African opencast mine were measured in this study. The well-established ISO 2631-1 (1997) standard methodology was used for the computation of weighted root mean square (WRMS) and vibration dose value (VDV). This method was used to evaluate the whole-body vibration (WBV) on a wide range of equipment in the opencast mine using the two main parameters, namely the daily exposure A(8) which is based on the WRMS concept and the VDV which measures shocks. The results obtained show that while the majority of the equipment rendered exposure levels that are below the exposure limit value (ELV), exposure levels on about half of the equipment do exceed the exposure action levels. The study also highlights the importance of shock in the observed responses.

Spiral concentration forms a crucial part of gravity separation circuits. The application of process models in the operation of gravity separation circuits offers significant benefits in recoveries and grade control. Significant strides in the modelling of spiral concentrators have been made during the last couple of decades. Despite these advances in modelling techniques and models, application in industrial processes is not fully optimized. The adjustment of splitter positions to accommodate changes in the feed parameters is impractical and difficult, resulting in losses. In this work an optical method is employed to detect the concentrate band position as a function of operating variables. As expected, the results indicate a strong influence of the solids content and total heavy mineral (THM) feed grade on the predicted gangue-mineral interface. Viscosity modifiers indicated the band position to be sensitive to viscosity and therefore the slimes content. Validation on an industrial sample indicated the possibility of using this model in feed-forward control application.

"The Aurora North mine has been operating for more than ten years, and is the source of over half of Syncrude’s bitumen production. The hydrotransport systems at Aurora experience high rates of wear, and mission lengths on current slurry pumps are nominally 1,500-2,000 hours. Recent work has enabled a better understanding of the significant adverse effect of large particle impingement damage to impeller vane leading edges - which is the known life determining issue for Aurora hydrotransport pumps. A new pump design has been developed and installed at Aurora, incorporating significantly increased impeller diameter and pumping vane lengths. The new pumps are expected to triple Aurora’s previous mission length for hydrotransport pumps. Part II of this paper will share actual hydraulic and wear performance observed in the first several months of operation, and draw comparisons relative to what was expected for these pumps in design / development.INTRODUCTION Slurry Pumps are Critical Equipment at Syncrude Slurry pumps are a key component in Syncrude’s operations. In a typical Aurora application, each 5000 HP pump stage helps move over 8,000 dry tonnes per hour of oil sand, plus an equal volume of process water that has been added to create the slurry. The average impeller life in oil sand hydrotransport service at Aurora has been nominally 1,500 to 2,000 hours, or 12 to 16 million tonnes of oil sand pumped. Generally, the slurry pump application at Aurora has proven very difficult to improve due to the unique combination of high sand abrasivity, 125 mm (5”) large particle top size (lumps), and high flow rate relative to basic pump size; a factor that results in unduly high impeller vane leading edge speeds for the service conditions."

This U.S. Bureau of Mines report on U.S. and Canadian 1iterature pertaining to soil characterization and the use of soil amendments as a part of the reclamation process of coal surface-mined lands contains 1,280 references. The references were published during the 1977 to 1988 period. Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate those articles with the coal mining region and subjects of interest. All references are annotated.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. "The development of indicators to assess the sustainability of mineral raw materials operations is amajor task with respect to its actuality and difficulty. This holds true even more when dealing withenvironmental indicators.The use of existing environmental indicators in the mineral raw materials industry leads to false orat least distorted results. Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."

Recent U.S. mine disasters identified a need for improved training of miners in escape from mine fires and explosions. Researchers at the National Institute for Occupational Safety and Health?s (NIOSH) Spokane Research Laboratory (SRL) have designed fire-escape training software for use in a mine-safety training course. The software allows four trainees to work together in a virtual world via a computer network. Trainees responded favorably and showed a marked improvement in locating the proper evacuation routes on subsequent trials. In collaboration with the Pittsburgh Research Laboratory (PRL), a more elaborate fire evacuation scenario is being developed. Further study is needed to confirm that virtual training will translate to improved safety outcomes in the real world. Keywords: virtual reality (VR), safety, training, mining, mine fire evacuation

In This Chapter [Designing bleeder systems Examining and maintaining bleeder systems Evaluating bleeder system effectiveness] INTRODUCTION Bleeder systems are that part of the mine ventilation network used to ventilate pillared areas in underground coal mines. Pillared areas are those in which pillars have been wholly or partially removed, including the areas where coal has been extracted by longwall mining. Bleeder systems protect miners from the hazards associated with methane and other gases, dusts and fumes, and oxygen deficiency that may occur in these mined-out areas. Effective bleeder systems control the air passing through the area and continuously dilute and move any methane-air mixtures and other gases, dusts, and fumes from the worked-out area away from active workings and into a return air course or to the surface of the mine. A bleeder system includes the pillared area (including the internal airflow paths), bleeder entries, bleeder connections, and all associated ventilation control devices that control the air passing through the pillared area. Bleeder entries are special air courses designed and maintained as part of the mine ventilation system. [This chapter focuses on the design, examination, maintenance, and evaluation of bleeder systems in underground coal mines.] The history of coal mine explosions in the United States is a reminder of the importance of adequate ventilation. Some of those disasters were the result of inadequately ventilated pillared areas. The importance of developing bleeder systems to ventilate these pillared areas and evaluating the bleeder system’s effectiveness is reflected in present-day federal regulations. The most common methods of processing of uranium ores is sulfuric or carbonate leaching with conversion of hexavalent uranium to uranyl carbonate or sulfate anionic complexes followed by sorption of the later by strong base anion (SBA) exchange resins. It is known that chloride anion has high affinity for SBA resins so that it depresses sorption of anionic complexes of uranyl. Application of the SBA resins becomes impractical for recovery of uranium when chloride concentration in pregnant leach solution exceeds 3-5 g/l [1-3].

For the last 15 years environmental Life-Cycle Assessments (LCA) have increasingly been used to evaluate the environmental performance of industrial processes and products and have been employed as a basis in decision making processes in the public and industrial sector. However, assessment methodologies for environmental protection measures and reclamation/remediation measures with respect to their consumption of natural resources are generally poorly developed. In this presentation a methodology for LCA of environmental protection measures and remedial actions, respectively is suggested, using the remediation/reclamation of mining sites as an example. Key aspect of this approach is the development of an evaluation method appropriate for environmental protection measures, which links the various impact indicators recognised in the impact assessments and allows their integrated assessment.
