After OSHA published a Notice of Proposed Rulemaking on August 5, 1983, to revise its standards for Underground Construction, many contractors and their representative associations became concerned by the sweeping changes in the proposed rule. After reviewing all of the evidence and testimony on file with OSHA, the contractors presented extensive written and oral testimony to the Department of Labor in Washington, D. C. to help insure that the final published rule would be effective without jeopardizing the economic viability of the industry. The results of those efforts, the entire OSHA rulemaking process, and the opportunity for the construction industry to participate in that process will be discussed.

There is no doubt that the dominant future source of gold will be the so-called refractory ores, especially those with gold in a pyrite/arsenopyrite matrix. Minproc Engineers is taking an active role in establishing detailed design criteria for a number of apparently competing processes. This involves generating a detailed understanding of the metallurgy involved, systematic pilot plant testing, and the application of advanced engineering technologies. This presentation outlines the approach adopted by Minproc as well as the design criteria for several current projects.

To sustain the circular economy, defence applications, and other renewable technologies, recycling rare earth elements (REEs) and other critical elements from their secondary resources is important. This cause has resulted in rigorous research and development for viable extraction and separation of REEs. Previously, Sm-Co recycling has been done with technologies, which fall under the categories of pyrometallurgy, physical separation, and hydrometallurgy. All these methods have limitations associated with energy, cost, and environment. Reportedly, the chemical leaching technology has successfully recovered and separated Sm-Co. Still, it has limitations associated with slow mass transfer and leaching kinetics, and there is a need to intensify the process to make it time efficient. This approach has also adversely impacted the environment by an extensive use of toxic, corrosive, non-selective, and expensive reagents. In this research study, chemical leaching of Sm-Co was performed using this new class of solvents, Deep Eutectic Solvents (DESs), which fall under the category of ion metallurgy. Four different DESs were used, proven to be green, non-toxic, biodegradable, cheap, and selective for cobalt over samarium by 82% leaching conversion. To improve the slow mass transfer and leaching time, this new technology of resonant vibratory mixing (RVM) was also tested. RVM intensifies mixing by establishing near instantaneous, low energy mixing conditions through resonance. It has been shown to improve the adsorption kinetics and was tested for the leaching kinetics. Four combinations of DESs were prepared, which are made up of two quaternary salts: Choline Chloride and Tetra Butyl Ammonium Chloride, and three organic compounds: Oxalic Acid, Urea, and Ethylene Glycol. These combinations were used for chemical leaching of Sm-Co with leaching factors of time, temperature, and type of DESs. After leaching, the samples were tested with and without resonant vibratory mixing with conditions of time, intensity (%), and type of DESs. Samples were analysed with Induced Coupled Plasma - Optical Spectroscopy (ICP - OES). Future work will involve a life-cycle assessment to assess the RVM technology with other conventional mixers, and an extensive study of DES properties to improve selective leaching.

Resource development conflicts arise largely due to differences in worldview between those who support and those who oppose development. This paper illustrates how societies and civilizations with different worldviews produce different levels of creative and economic energy. A questionnaire was created to build a database of responses to test whether worldview and resource development are correlated. Factor and multivariate regression analysis determined correlations for respondent groupings. Results showed a positive correlation between the respondents\u2019 worldviews and their attitudes toward resource development. Correlations became stronger as the homogeneity of the sample subgroups increased.

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

This paper explores the importance of operators in the overall efficiency of mineral processing plants. With the potential of future control configurations becoming more remote, it is time to review the implementation of control and utilisation of operators. This paper is based on a preliminary review of operators and control room operations and clearly shows that, in the minerals industry, operations are typically run in a reactive mode (with a focus on ensuring equipment operation), rather than in a proactive mode (with a focus on optimising the process performance). The primary reason for this misguided approach is the short sighted thinking applied to the challenges of designing technology and organisational tools capable of addressing the essential operational needs: an approach which inevitably results in a disconnect between people and technology. Contrary to the popular approach of replacing operators with expert systems, the thesis of this paper is that the shift to more complex circuits, with higher demands on processing capability and control, will require the actual upskilling of operators. Experience in mineral processing and other industries indicates that expert systems cope well with small changes but are typically unable to respond to major changes in feed material and this is where the expert operator becomes crucial. Providing operators with ongoing high level training in process understanding, and restructuring how they interact with the plant and interface with the control system is the approach being proposed here - an approach surprisingly underutilised and often absent in the minerals industry today.CITATION:Li, X, Powell, M S and McKeague, W, 2012. Although mining companies have made broad corporate-level commitments to adopt sustainability, there continue to be problems when attempts are made to adopt higher-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies, yet impacts from operational decisions can have longer-term effects realised at closure and rehabilitation.This paper describes a proposed methodology to achieve the integration of sustainability at the operational level through a systematic and rigorous process of identifying and qualifying sustainability issues and opportunities in an operation. The methodology, starting from a sustainability point of view rather than an operational one, guides the identification of process issues and opportunities by examining the operation, unit-by-unit, similar to a Hazard and Operability (HAZOP) process. Each issue or opportunity is qualified according to its measurability, scopes of impact and consequences so that it may be understood fully and the correct engineering problems are formed. Through improved decision-making to account for broader sustainability factors, operations can better address environmental and social expectations and pressures (both corporate and community, as well as immediate and in the longer-term), whilst still delivering on operational and business goals.The methodology has been tested with two case studies at minerals processing operations. At one site, the methodology identified a dust issue which had considerable business risks (loss of valuable product) compared to conventional engineering analysis processes. The other site also benefited from using the methodology as an opportunity to improve the operation of the milling and flotation circuits was identified. The opportunity not only showed a potential to improve operational efficiency, but also potential improvements in water and energy efficiency and a resulting increased resilience against water and energy supply risks. It was important to utilise the holistic approach of the methodology in the identification of opportunities at this site; the goals of the operation showed a strong coupling between water and energy issues which would be difficult to overcome using the operationÆs current organisational model, which deals with such issues separately of each other.CITATION:Tuazon, D, Corder, G D, Powell, M and Ziemski, M, 2012. How can employees be stopped from engaging in unsafe work practices? It is often easier to prevent employees from performing unsafe acts through manipulations of the work environment than through various training or motivational programs. Therefore, it is important that accident prevention programs seek to identify the reasons for the unsafe behavior and to redesign tasks and the work environment (e.g., tools, equipment, physical surroundings) in order to remove employees from sources of harm and to prevent situations from arising that would prompt them to perform unsafe acts. Unfortunately, in the mining industry the work environment is often innately hazardous, rapidly changing, and difficult to predict, making it very difficult, perhaps impossible, to fully protect the employee by environmental manipulations. Therefore, it is important that effective methods be identified for influencing mine employees to work safely. Various strategies have been used to convince employees to avoid unsafe acts and/or adopt self protective behaviors. The intent of this article is to provide guidance to mine operators concerning the use of four techniques for influencing mine employees to work safely: (1) employee surveys, (2) incentives, (3) fear communications, and (4) disciplinary actions.

Manganese ores are the major source of manganese for the production of manganese ferroalloys. There is a gap in the knowledge of the decrepitation behaviour of manganese ores, which presents a problem in the operation of smelters. Decrepitation, which is the breakage of the ore particles upon heating, is an important quality parameter for these ores. The purpose of this investigation was to determine the extent to which South African manganese ores decrepitate during preheating in a rotary kiln. The effects of temperature, rotational speed, and particle size decrepitation were investigated. Manganese ores were heated in a laboratory-scale rotary kiln at temperatures of 600, 800, and 1000°C, and rotational speeds of 3, 6, and 12 r/min. The size ranges were +6-20, +20-40, and +40-75 mm and the residence time was constant at 30 minutes. The decrepitation index (DI) is quantified as the ratio of the mass of <6 mm particles after pre-heating to the total mass of the sample. It was found that the DIs for all ores used were proportional to the temperature and the rotational speed and inversely proportional to the particle size range with temperature being the most important parameter. Ore A was the most susceptible to decrepitation followed by ore C and ore B; this was mainly to the decomposition of kutnohorite, the content of which was the highest in ore A and the lowest in ore B.

Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

The mining, metallurgical, and petroleum industries can be viewed as financial or as social institutions or both. The differences between these two conceptions of their businesses will influence their environmental &apos;and social actions. During the next 10-20 years western industry will be subject to a drop in the growth of a more highly educated labour force and to the emergence of holistic economics, new national goals, and a new ecological perspective. The profitability of the mining industry may therefore be influenced by the human side of its business to a greater degree. The increasing human, social, and environmental responsibilities can be discharged by improving the miner&apos;s equipment; by learning to look at situations through the eyes of all those involved; by developing common &apos;languages&apos; which governments and the public can understand; and by mediating where feasible on the international scene.

"10.1. INTRODUCTIONDefinitions are a necessary part of every agreement. Their purposes are to assist the reader in reading and understanding an agreement and to attempt to avert potential confusion and, therefore, disputes. In some circumstances, they may be critical in deciding a dispute. As they are often substantive, they should not be treated lightly.It is far easier and less confusing for a reader to read “the Company” or “the Recipient” than to be faced with “the party of the First Part”, or to see the “Jones Property” than “that part of the property hereinbefore described in paragraph 1.01 hereof”. It is also advisable not to use “-ee” and “- or”, as in payee and payor.One thing must always be remembered: once a word has been defined in an agreement, it will always have the defined meaning unless the contrary is clearly indicated or is required to make sense of a provision.2 It can be confusing for a reader if commonly used words are defined in other than ordinary terms. Unique words that will stand out in the text are more likely to be recognized as having special meaning. It is also good practice to identify defined terms by capitalizing them in the text of the agreement. Boldfacing of definitions is also sometimes used for this purpose but, as boldfacing is not easily identified in handwritten revisions, it can be missed in the press of negotiations, especially when several typists are involved. Lack of consistency in identifying defined terms is not a fatal mistake, but it can create confusion, especially if the reader is new to the agreement or is reading it in a highly technical manner, such as when there is a dispute.If definitions used in the main text also apply to a schedule, they need not be included in both. Omitting them from the schedule makes the agreement look shorter, which to some people is a benefit. If definitions are not repeated, make certain that the schedule clearly indicates that words defined in the main text have the same defined meanings in the schedule3 and are clearly identified as defined words. In considering whether or not to repeat in a royalty schedule definitions appearing in the agreement proper, think of definitions as an aid and a reminder to the reader. Repeating them will help a reader, if only by saving the nuisance of remembering where to find them in the main text and constantly turning to it. All the definitions needed to read the schedule will be right there, so that the schedule is a self-contained document. Just make certain that, if you do repeat a definition, you repeat it in identical terms. If you have to change any defined term to make it fit the royalty provisions, use a different word or phrase as the defined term to warn the reader that he is dealing with a different concept.4"

NOTHING in this paper is to be understood as even suggesting a moment&apos;s suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. INTRODUCTION At the time of the death of Mao Tse-tung in 1976, China was a major oil producing country with a daily oil flow in the order of 1.735 million barrels. This position had been achieved with minimal assistance from the outside world. Further, only some fifteen years had elapsed since the country&apos;s daily oil production capacity had hovered at the barely significant level of one hundred thousand barrels. Why then did the new leaders of China, after this very creditable record of success, suddenly change the direction of the country&apos;s drive for future hydrocarbon production? First, by switching much of the emphasis of exploration from onshore to the offshore continental shelf basins, and further by apparently abandoning the philosophy of self reliance calling upon the world&apos;s oil industry to share in the task of locating and developing these potential offshore energy reserves. The answer is probably only partly understood by those of us outside China, However, a number of factors exerting an important influence on this decision can be identified. THE MOVE OFFSHORE The new leadership was anxious to rapidly move China into her rightful place amongst the powerful and technologically advanced nations of the world. Modernization became the slogan, specifically modernization on four fronts, agriculture, industry, technology and military with the goal to "catch the west by the year 2000". But how to generate the capital to finance this massive modernization program? The rapid escalation of the price of crude oil following the 1973 Oil Embargo and the continuing apparently insatiable world demand for this now extremely precious primary resource was very clear to all. China, as a major producer, could export crude to help finance the ambitious development programs of the government. To do this, however, would require a very significant in¬crease in present production capacity, as the domestic demand even for China with her relatively low per capita energy consumption, is essentially equal to the current production. Trying to rapidly move the new regime&apos;s programs into actions, one can only assume that the planners looked at the success of the petroleum industry over the preceding fifteen years and quickly concluded that this well established curve could be maintained and indeed steepened with an increase in effort. The rapid discovery of a few more Daqing&apos;s (China&apos;s premier oil field, producing one million barrels a day) would have the country&apos;s ambitious modernization goals within reach. Chinese exploration teams had already looked at most of the onshore sedimentary basins and, while they were the first to admit that there was much yet to do, it was fairly clear to them that the potential for large new accumulations was confined to two areas: the little explored, remote, inhospitable regions of western China, principally Xinkiang Province and the equally unexplored offshore basins of the continental shelf and slope. In both cases China faced a very serious problem. The inhospitable environments were severely straining her petroleum industry&apos;s current technological ability to cope, particularly as the government needed rapid results. Thus the pragmatic and, to the foreign oil industry, unexpected decision to invite cooperation with the outside world. The reasons for the initial emphasis on the exploration of the offshore basins with the cooperation of foreign oil companies are again supposition on my part, but probably involved considerations of technical merit, ease of development and delivery to markets together with more sensitive issues such as controling the influence of foreign philosophies and values on the Chinese population by containing most foreign activity to the offshore. So within three years of the death of the great helmsman, China had developed a plan to involve foreign oil companies, both state and private, in a grand plan to rapidly increase the nations oil production. In fact, by this time, the first round of talks had been concluded and the first phase begun, and what a beginning. Some forty eight companies from thirteen countries had signed documents to participate formally in this world scale event. It was far easier to list those companies which did not participate than to list those which did. FOREIGN COMPANY INTEREST Why the rush by the world&apos;s oil industry to be involved in China? What was China offering which made everyone so anxious to join in? Again the answer is complex in detail, but principally involved a combination of factors which together caused this virtual stampede. Timing was a major element. Oil Companies, despite an ever increasing take by governments, were beginning to benefit. from the&apos; rapid escalation of crude prices induced by OPEC and were looking for suitable areas to reinvest these funds. There appears to a definite trend toward the hoisting of greater tonnages from greater depths. There is every indication that this trend will continue and we feel that improvements in the design, fabrication and installation of mine guides will be of significant importance in the future. The present state of the art in mine-shaft guide systems is reviewed and the parameters required for improvement are derived in this paper. Finally, a proposal is made for a new steel guide system which meets the parameters and is economical to fabricate and install.

"The Meuse/Haute-Marne Underground Research Laboratory (URL) is located on the eastern boundary of the Paris Basin. The URL started to be built in 2000 (shaft sinking operations) in the framework of ANDRA’s (French national radioactive waste management agency) research program aimed at determining the feasibility of a reversible deep geological disposal of high-level and intermediate-level long-lived radioactive waste (HLW, IL-LLW). Its underground drifts are used to study the Callovo- Oxfordian claystone layer between 420 m and 550 m in depth.The ongoing research program (started in 2006) following the “Technology Readiness Level” (TRL) Scale is more dedicated to technologies improvement and demonstration issue of the different disposal components, even if characterization and monitoring studies are still ongoing.In rock mechanics, at the main level of the URL (located at 490 m), construction and evolution of disposal cells of different size are studied for HLW and IL-LLW packages. A step by step approach, started in 2006, is carried out based on comparison of HM behavior of parallel drifts excavated/supported by different construction methods. These various configurations give insight of the influence of construction method on the EDZ extent and evolution and on the progressive loading of the support, which are key issues to design the Cigéo disposal drifts and excavations.The concept of disposal cells studied for HLW consists in horizontal steel lined micro-tunnels 80 m long and 70 cm in diameter. Several campaigns of tests have been carried out since 2009 in order to demonstrate the feasibility of excavating such micro-tunnels and study their behavior under different conditions (with and without back filling the annular gap between the rock and the casing, watertight or not casing). A full scale demonstrator representative of the benchmark concept has also been excavated, to study its behaviour under thermal loading with heat produced by electrical heaters."

Although very high copper and gold recoveries can be obtained by subjecting the concentrate to a "conventional" high temperature pressure oxidation step followed by copper recovery by solvent extraction and electrowinning, and cyanidation of the leach residue for gold recovery, the cost of lime required for neutralisation and power for oxygen generation was such that the process was uneconomic in terms of operating costs. The challenge therefore was to develop an alternative flowsheet that maximised copper and gold recovery in which the reagent costs were commercially attractive. An additional objective was to reduce the capital cost so that the overall NPV and IRR values would enhance the economic viability of the total project. Following a series of batch and locked cycle testwork programs, supported by Metsim modelling, it was established that the same high levels of overall copper and gold recoveries can be obtained by use of a novel two-stage split leaching circuit in which the chalcocite component is leached in a low temperature (90-110°C) circuit with the chalcopyrite component treated in a high temperature (220-250°C) circuit. This split circuit has a number of advantages, including minimising the required capacity of the high temperature autoclave, as well as reducing the overall lime consumption and simplifying the total process water balance. The paper outlines the basis for the development of the flowsheet and discusses the integration of the leaching stages into the overall circuit.

Although environmental and sustainable development reporting has now become widespread in the Australian mining and minerals processing sector, there remains a great deal of diversity in reporting contents and practice. Moreover concerns remain about the effectiveness of reporting for delivering the companyÆs business case for sustainable development as well as for communicating sustainable development performance to a range of external stakeholders. This paper therefore reviews the status of sustainable development reporting in the Australian minerals processing industry. Pertinent international and national developments are briefly captured, leading to a discussion of the framework for integrating sustainable development reporting with sustainable development management (as proposed by the World Business Council for Sustainable Development). This leads to a discussion of the results of a comparative review of sustainable development reports of a cross-section of eight Australian resource companies. Best practice elements are highlighted in regard to reporting on company context, governance, performance and assurance.

Accidents involving powered haulage and mobile equipment such as haul trucks often account for the greatest number of fatalities in the mining industry each year. Despite previous analyses that have identified root causes and other contributing factors, there is still a need to better understand the events leading up to these types of accidents, what lessons may be learned, and what strategies can be employed to prevent fatal accidents from occurring. This study examines Naturalistic Decision Making (NDM) using the critical decision method (CDM). The CDM is a retrospective interview approach used to explore timelimited, high-stakes, decision-making. In this study the CDM is used to obtain more information about what happens prior to, during, and after a potentially fatal situation such as a near-miss event, loss of control, or minor accident involving equipment damage. Researchers captured firsthand accounts from 21 haul truck operators involved in near-miss events from mine sites of various sizes and commodities throughout the United States. These accounts provide rich and detailed narratives from the perspective of haul truck operators themselves and reveal insights into what decisions haul truck operators make, what sensory cues they perceive, and what strategies they employ during challenging and non-routine situations. Decision-related themes that emerged from the data are presented and discussed. These results, along with potential solutions offered by study participants, can help to inform future research, raise awareness about hidden hazards, and build more creative interventions and realistic training scenarios for use by the industry to address haul truck safety issues.
