I do not regard the criticism by Rankin of my work as valid or even meaningful. I strongly reject the assertion by Rankin that my results are invalid. As stated in my paper, the equation to solve (in e. m.u. ) is: [ ] where n2 =4 ps? . This may be rewritten as three scalar equations in Cartesian coordinates, one of which is [ ] The equation to be solved is the diffusion equation, and it is not appropriate to consider waves in this context. In the method a point-wise solution to the problem is approximated. As discussed in my paper the approach taken at discontinuities in conductivity is to choose the normal component of [E] at the discontinuity as the average of the normal components on either side of the discontinuity. This is similar to the well-known assumption made in obtaining Fourier series representations for piecewise continuous functions (Pipes, 1958; p. 51). In the geophysical problem this means that the discontinuity is approximated by a transition zone, which is a very good approximation for such cases. By using this approach, both the values of the function and its derivatives give a good estimate for those associated with the physical situation. It is not apparent and Rankin has not shown that "all the field components and the derivatives are grossly distorted in the region about the boundary" for geophysically realistic situations. He has given no evidence to support his assertation that the results are "invalid". Although Rankin declares that one cannot calculate the electric components from the magnetic, in his discussion he has not stated why this is so. After once calculating the magnetic components the electric components may be calculated, but one must insure that the initial solution is accurate enough to prevent significant round-off errors.

THE Section on Aerial Geologizing of the American Institute of Mining and Metallurgical Engineers convened on Monday afternoon, Feb. 17, 1936, during the Annual Meeting of the Institute. Mr. Theodore Marvin presided. CHAIRMAN MARVIN.-We hope to get through with the papers on the program in time so that you can examine the instruments that are dis-played here, and also the photographs and air views brought by the Fairchild people. This is what we might call the first bread and butter session of the Aviation Committee. The group, as many of you know, was started at the request of the Board of Directors two years ago. We have had two sessions since then, both of them of a somewhat general nature, their pur-pose being to point out the reasons why mining and petroleum engineers should be more interested in the facilities of aviation. Today we have two papers. The first is one by Mr. Eliel, of the Fairchild Company's California branch. In Mr. Eliel's absence, Mr. Gale, of the Fairchild Company, will read it. C. H. GALE.-Before I begin to read Mr. Eliel's paper, I would like to point out two instruments that he mentions. One is what he calls the solar-navigator, a new type of aerial navigating device which he has developed for use in flying cameras in aerial surveys. Flying a camera at high altitudes over unfamiliar territory is a very difficult procedure and only a few pilots in this country can do it. So far as I know, this is the first time this device has been discussed in public. Another facility I want to refer to in advance is the use of the stereoplanigraph in making contour maps from photographs. This is an extremely interesting procedure, which we are appreciating more than ever at the present time.

"In the present study, different types of cathode ray tube (CRT) glasses were examined by sequential extraction combined with TCLP to provide possible explanations for how Pb and Ba leach out from the waste CRT glasses and to give possible reasons for why they leach out. Sequential extraction results showed that Pb and Ba in the CRT glasses dominanfly presented as the residual fraction. The exchangeable fractions of Pb and Ba were extremely low, less than 0.01 % of the total content, but they were higher than those required by the regulation limits, 5 and 100 mg/L for Pb and Ba, respectively. TCLP tests of the original CRT glasses and CRT glasses residues after each step of sequential extraction demonstrated that the extremely high leaching toxicity of CRT glasses mainly caused by its exchangeable and carbonate fractions of Pb and Ba.IntroductionIn recent years, the amount of cathode ray tube (CRT) contained monitors or TV sets in the market were sharply reduced, since they were substituted by novel and better electronic and electric equipments such as LCD and PDP, leaving huge amount of end-of-life CRTs. 50-85% of the total weight of this kind of computer monitor or a TV set is glass[1,2], which was classified to three categories according to their chemical compositions: black & white glass (BW), color panel glass (CP) and color funnel glass (CF)[3]. In order to provide shielding from X-rays generated during the picture projection process, lead, barium and strontium oxides were used in the glass. In general, a color CRT contains 1.6-3.2 kg of lead . Therefore, these glasses have attracted wide and tense attention due to the potential risk to the environment and human health."

INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

ZAY JEFFRIES, Cleveland, Ohio (written discussion?).-The authors conclude that there is a certain average size of precipitated CuAl2 par-ticle which produces maximum strength and hardness in duralumin; that when the size of particle is smaller or larger than this particular size the hardness decreases. The writer agrees with this conclusion, because it seems to he directly indicated by the facts. Why does duralumin present this apparent discrepancy? Let us con-sider some physical aspects of the precipitation of CuAl2 from a saturated solution on cooling. When a molecule of CuAI3 is removed from the solvent, or matrix, and added to another group of CuAl2 molecules, as is known to occur on slow cooling, the forces of adhesion between the CuAl2 molecule and the solvent have been exceeded. Since a. change in tem-perature only is sufficient to cause precipitation, it must also be sufficient to cause the loss of adhesion bonds between the excess CuAl2 molecules and the solvent, or matrix. Lost adhesion bonds means loss of cohesion of the mass as a whole. When duralumin is cooled from 500° in a furnace, globules of CuAl2, large enough to be seen easily with a high-power microscope, are formed. There are, however, globules so small as to be hardly distinguishable, and others too small to be resolved are suggested by the non-uniformity of the surface appearance of the section. As the smallest globule of CuAl2 resolvable with a high-power microscope contains about 2,000,-000,000 molecules, it is evident that with rapid cooling submicroscopic particles of CuAl2 must be present in large numbers; in fact, after quench-

In a recent series of papers,1-3 it was shown that a variety of apparently different types of macrosegrega-tion result from the same basic mechanism, the inter-dendritic flow of solute rich liquid to feed solidification and thermal contractions. The important parameter governing sign and extent of segregation was shown to be (v.?T)/ where v is interdendritic flow velocity, ?T is temperature gradient, and E is rate of temperature change. It was proposed in one of the previous papers that the "negative cone of segregation" often found at the base of large ingots results from the large value of (v. VT)/E expected to pertain there. The reason why this parameter is expected to be large in that location is the high flow velocity to be expected there, as discussed earlier,' and as shown schematically in Fig. 1. In this note, two experiments are summarized which are intended as laboratory simulations of the inter-dendritic flow behavior sketched in Fig. 1 and, therefore, of the "negative cone of segregation". Experimental procedures employed are as described in the the earlier work.3 Alloy cast was nominally Al-4.5 pct Cu. Fig. 2 shows one of these ingots, a "prism" ingot, 6 cm high by 12 cm wide by 10 cm long, unidirectionally solidified from a water cooled base. In this ingot, in-terdendritic flow velocity increases near the upper portion of the ingot because of the gradually decreasing ingot cross-section. Calculations were presented earlier of the negative segregation to be expected in this type of ingot,' and results presented in Figs. 2 and 3 agree closely with those of earlier calculations. THE melting of cathode copper, usually containing 99.98+ per cent. Cu, would appear to be a simple matter. Owing to the well known affinity of copper for sulphur, however, so much sulphur is absorbed by the copper during the operation that a long and expensive refining process is required to remove it, and the final product is inferior in purity and lower in electrical conductivity than the original cathode copper. The furnace operation, as now conducted, includes the following stages: 1. Charging the cathodes into the furnace. 2. Melting the cathodes. 3. Oxidizing period-saturating the copper with cuprous sub-oxide and bringing the metal to the condition known as "set copper;" this is now done by blowing air into the molten bath of metal. 4. Reduction period, otherwise known as "poling," whereby the oxygen previously added is removed by covering the molten bath completely with coke or charcoal and introducing large poles of green wood; this reduces the cuprous sub-oxide, bringing the copper to the "tough pitch" stage ready for casting. 5. Casting Period. Many experiments have been made to obviate the long periods of oxidation and subsequent reduction, with no success. While the copper first, cast will be good, as indicated by the set surface of the bars, it is impossible to hold it to the "tough pitch" condition, and long before the whole charge has been poured the copper will become "overpoled," entailing numerous difficulties. Sulphur has always been blamed by the furnace men as the reason why this refining process is necessary, yet the literature on the subject does not sufficiently emphasize how small a proportion of sulphur will ruin copper for practical purposes.

In open cast mining of coal, the cost per ton of output is four to five times less and labor productivity five to six times higher than in under- ground mining. This is why the coal industry of the USSR is oriented toward giving priority to the development of open cast coal mining. Deposits of coal which lend themselves to open cast mining in the USSR are enormous, with 90% of them located in the eastern part of the country. The technique is by no means limited to the eastern part, however-despite wide variations in climate, other parts of the Soviet Union also use open cast mining. The occurrence and type of coal deposits in the USSR vary greatly. Some of them are flat coal seams 2 to 40 m thick, and a few are even thicker. There are also deposits having a complex mode of occurrence, such as a series of seams of different thicknesses with angles of dip varying from slightly inclined to steep, often with dislocations. Overburden materials are quite diverse with regard to physical and mechanical properties. There are three kinds encountered-loose or unconsolidated overburden, medium-hard material, and hard rock. The stripping ratio, i.e., the amount of cover per ton of mined coal, varies from 1 to 12 cu m per ton. SYSTEMS OF MINING The great diversity of natural conditions has brought forth a variety of technologies and techniques in the open cast mining of coal. In open cast practice, the following systems of mining are used : (1) a transportation system in which the overburden is transported to spoil banks by rail or by truck; (2) a system with direct disposal of overburden, the rocks being dumped on spoil banks with a stripping excavator; and

ONE of the first questions that naturally occurs to one who handles steel is," Why does steel harden ?" To answer this question the chemist and physicist have devoted much thought and experiment, and while they have enriched our store of knowledge of the nature and composition of steel, it cannot be said that they have yet solved the problem involved in its hardening. In this communication I desire to direct attention to a line of investigation yet new, in the hope that it may receive the attention of those who have the time and ability to pursue it. I refer to magnetism. There are so many parallels between the action of magnetism on iron and steel and their behavior under different processes of manipulation that it would seem as if there must be some connection between the forces at work in the different cases, if, indeed, there be not an identity of force in all of these cases. Magnetism, as we know it, may be merely the visible manifestation of forces, which may serve as a guide to lead us to an exact knowledge of the structure, the strains, and the resistances with which we have to deal in iron and steel. If a magnet be brought close to a pile of iron filings, the little pieces of iron will fly to the magnet and attach themselves to it, with their longer axes lying in the direction of the force. If molten cast iron be poured into an iron mould,-a chill,-the iron upon crystallizing will form needlelike crystals, with their long axes normal to the surfaces of the mould. If the iron is at the proper temperature and the quantity small, compared to the mass of the mould, the whole of it will be chilled, or set, in' the hard needlelike crystals

PUBLIC discussions of mine finance in the tech-nical press have been confined mainly to methods of providing funds for the development of pros-pects or other mining operations which have not reached the stage of productivity. The application of modern financing methods to mines which have behind them a successful record of net earnings has, for some reason, been given scant consideration by mine owners and managers. In a few conspicuous cases, such for example as the Anaconda Copper Mining Co., Chile Copper Co., and one or two others, industrial finance has been applied to mining operations on the scale and after the fashion of other operations. When extensions are needed re-course is usually had, however, to the sale of common stock, with the obvious disadvantage of diluting the holdings of every stockholder of record prior to such financing. In some cases, it has been sought to over-come this disadvantage by issuing stock purchase rights to shareholders of record. If the stockholder is in a position to acquire additional stock, he may then pre-serve his interest intact, otherwise he must suffer a dilution of his holding. If he purchases additional stock he is, from one point of view, paying more for his in-terest than he bargained for when he made his original purchase. In many cases development and equipment are paid for out of surplus or current earnings. It is sometimes most difficult to explain to a manager why he can afford to borrow money when funds are available from a sur-plus account. Nevertheless, industrial enterprises with adequate surplus accounts often finance new construc-tion by the issuance of bonds. Such a procedure enables the company to maintain its surplus intact, and to con-tinue the payment of dividends during a temporary period of unusual expenditures.

SYSTEM ENGINEERING Years ago, while attending Harvard's Advanced Management Program, Professor Robert Hayes introduced our class to the, then not-so-familiar, concept of systems engineering. First assignment-dinner at The Benihana of Tokyo Restaurant! Delighted, but a bit mystified with the assignment; we had dinner at Benihana. Back in class, Professor Hayes inquired about the assignment and persuaded us; that Rocky Aoki's business formula for Benihana was not necessarily Japanese cuisine, but rather the systematic way in which he moves more people-if you will, processes more people through his restaurants than his competition, by systematically linking all restaurant functions. For instance, the bar is a holding area in which patrons ideally wait no more, or no less, than 20 minutes. When seated, your table, which accommodates eight, is filled with eight even if you are a party of two. The Japanese chef is also the entertainment, and when, at the end, he cleans the grill, you are being subtly prompted that dinner is over. The bill accompanies ice cream, systematically delivered shortly thereafter. You are expected to pay promptly and depart, as there are eight more, mostly unacquainted, people who have waited 20 minutes in the bar, and who are assembled ready to be seated at your table. For me-this was electrifying. I understood the concept, concluded it was very powerful and felt prepared to conquer whatever, by means of its application. That was years ago and I can safely say I have yet to fully realize on the euphoria of that moment. Why? Well, I simply conclude: • The concept of systems engineering is simple and not revolutionary, but The application of systems engineering is far from simple and is revolutionary.

Anyone who has driven backwards using only their rear view mirrors knows how difficult it is to avoid spinning the steering wheel the wrong way. So why run your mine that way? Traditionally Reconciliation has focused on the past performance of the mine. In this paper we make a case for Prognostication û the act of forecasting or predicting something in the future from present indications or signs. Reconciliation is a common activity carried out at most mines around the world. Countless geologists and engineers spend hours poised in front of spreadsheets diligently comparing how their resource/reserve model, grade control, and survey pick ups compare to what was actually produced. The result is usually a group of factors, which are applied to future estimates in an attempt to better predict how the operation may perform. Unfortunately, if the road ahead isnÆt the same as what you have just been down, youÆll be æoff-roadingÆ in no time! An alternative is to constantly collect and analyse key measurements that are used to calibrate critical estimates in an iterative process. When variations occur, they are analysed and corrective action is taken to ensure the estimates and measurements realign. In this way the estimates become forecasts and can then form the basis for decision making to ensure that what does happen in the future will match the plan or schedule. By automating this process, some mines have been able to be proactive on a daily basis in order to improve the overall performance of the operation. This paper outlines the key estimates and measurements used for reconciliation, details the characteristics of an automated web based information management system to facilitate the process and provides some insights about how mining operations might move beyond reconciliation.

This study is concerned with the electric potential induced by deformation, fracturing and sliding of non-piezoelectric geomaterials. In experiments, the acoustic emissions together with electric potential measurements were also measured in order to see how the so-called seismic electric signals are associated with new fracture occurrence and propagation and sliding in case of existing discontinuities. The outcomes of this experimental study may explain why such electric potential variations may occur during the fracturing and sliding of non-piezoelectric geomaterials. On the basis of these outcomes, their possible implications in geo-engineering and geo-science are discussed. Ce travail concerne 1e potentiel électrique produit par la déformation, 1a fracture ou le glissement du matériel géologique non-piézoélectrique. Aux expérimentations, on a mesuré 1es émissions acoustiques avec le potentiel électrique afin de constater la relation entre les phénomènes de glissement ou de formation et de propagation de nouvelles fractures le long des discontinuités existantes. Les résultats de ce travail expérimental expliquent pourquoi de telles variations de potentiel electrique se produisent durant le glissement ou la fracture du matériel non-piézoélectrique. Sur la base de ces résultats, on a discuté de leurs éventuelles implications dans les domaines de 1a géologie et de 1a géo-ingénierie. Die Ergebnisse dieser experimentellen Untersuchungen könnten erklären warum elektrische Potential Schwankungen während der Bruchbildung und dem Gleiten von nicht-piezoelektrischen Geomaterialien entstehen. Auf der Basis dieser Ergebnisse, wurden ihre möglichen Implikationen in Geoingenieurwissenschaften behandelt.

KEENEY,* Portsmouth, Ohio (written discussion?).- Mr. Coffin has written a most interesting paper that covers most of the uses to which water-cooled devices are subjected; but to meet with the operating department's approval, these devices must effect a saving in cost per ton of ingots produced in the furnace. The making of steel in the open-hearth furnace is dependent entirely on the personal element. It is not possible to charge the furnace with so much raw material, turn on a valve for heat, and by use of recording thermometers, clocks, etc. empty the furnace when a steel is made. Competent men trained to the work must be in charge all the time, and the quality and quantity of steel produced is quite as dependent on the care and working qualities of the furnaces as on the raw material and working of the charge itself. Steel making is hot, hard work and the inducement offered to technical men to take up this work is not sufficient to induce many to enter the field. The result is that most of the workmen in an open-hearth plant, the men who actually operate the furnace and make the steel, are not technical men and do not understand the "whys" and "wherefores " and care less. All this means that a furnace must be built as nearly fool-proof as possible. By this I mean that it is necessary to protect those parts of a furnace most subject to abuse by water-cooled devices whenever possible, and these water-cooled appliances must he as nearly fool-proof as they can be made. The control of the gas entering a furnace is of the utmost importance. This means a properly designed port must have the same design throughout the whole run of the furnace. THE process of recrystallization has not as yet been explained satis-factorily. Some definite conclusions could be drawn from recent investi-gations, such as, for example, that recrystallization is a process of nucleus formation and crystal growth 1and that the orientations of the nuclei correspond to some fragments of the original crystals, which have been considerably distorted during deformation.2 There are, however, a number of metals and alloys crystallizing in the face-centered cubic system, which form a particularly simple orientation if recrystallized as a sheet.3 Such a sheet is almost a single crystal with the cubic axes parallel to the rolling, transverse, and normal directions of the sheet. This preferred cubic or (100) orientation of the recrystallized sheet has been considered to be very different from the rolling structure of the same metals,4 but there are two reasons why this last supposition remains open to controversial discussion. The first reason is academic: In practically all cases except the one mentioned above, close correlations and similarities between rolling and annealing orientations have been observed; for instance, in iron and steel sheet.6 Secondly, no deformed metal actually forms a-simple orientation. In any thoroughly investigated case a number of different orientations and considerable scattering or deviations from the ideal orientations have been found., It is generally true that investigations on single crystals have shown that a definite orientation is approached in stretching or in compression of an originally undisturbed crystal.7 In the special cases, however, where the initial orientation was close to an important crystallographic direction that differed from the final "ideal" orientation, the resulting orientation changed very little by deformation, staying somewhere in the vicinity of the initial orientation." This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

What should be the chief aim of a metallurgical laboratory ? Before answering this, let us ask, What should be the chief aim of metallurgical instruction ? Taking a definite case, that of the iron blast-furnace, should we chiefly teach the methods of bosh- and tuyere-cooling, of storing and assembling materials, of removing the iron and cinder, of firing boilers and cleaning stoves ? Or should we aim chiefly to lay clear and bare the nature of the reactions which occur in the blast-furnace, the reason why changes in the rate of driving, in the blast-temperature, in the composition of the cinder, cause their known effects ? Shall we chiefly describe or explain ? Shall we teach chiefly the looks or the reasons ? Put thus, the question admits but one answer. Hours of labored description at a technical school give a less true and clear view of actual metallurgical operations than a brief visit to metallurgical works. If in my teaching 1 take the far more laborious course and lay so very great stress on explanation and so little on description that I seem to err on that laborious side and not to give description enough, the student will quickly make up for my lack of description in his first weeks in the works; he will there learn quickly and easily what I could have described only obscurely and with labor. Details of practice are learned easily and retentively in the works, but with difficulty and slowly at school. With the principles, and especially the chemical principles of metallurgy, the reverse is true. The works have little facility for teaching them; the school has every facility. The place then for explaining, for teaching principles, is the school. But,

This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.
