"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

While new jobs and taxes are major incentives for support of mining, stakeholders must also be assured that current jobs, resources and environment will be protected. Mining companies can help achieve stakeholder support by frankly addressing Acid Rock Drainage CARD) issues. To prevent ARD, miners must begin early in the mine life-cycle to develop an ARD management plan and integrate it into the mining operation. As this proactive preventative program is initiated, mining companies also need to engage and collaborate with stakeholders to insure that their expectations and needs are met. Stakeholder engagement is enhanced as mining companies emphasizes the value of clean and available water for current and future generations.

The impact of smoothing on the definition of ore and waste boundaries using linear estimation and conditional simulation methods is discussed. The nature of transfer functions is examined including their ability to incorporate categorical data (e.g. a dominant lithology code). An Ore Block Optimization (OBO) transfer function is presented that provides a clear guide for the mining geologist. Advantages are seen in defining stockpile cut-off grades and meeting production targets such as maximizing head grade, maximizing ore tonnes or minimizing ore loss or dilution. Each of these scenarios impacts on mine profitability and grade control.

This paper presents recent research works on the removal of the tramp elements Cu, Sn, Zn and Pb from steel. The evaporation of Cu and Sn in iron-based melts treated at reduced pressure of the gas phase was studied in a vacuum induction melting furnace. The effect of chamber pressure, temperature and melt composition was investigated. Since the main source of contamination of steel with Sn and Zn is the recycling of tinplate and zinc coated steel, respectively, possibilities for the removal of meta1ic coatings in a scrap pre-treatment stage were studied, too. Tin was removed in the temperature range 400-5S0°C by treatment with reactive gases featuring high sulphur potential. Zinc can be removed by evaporation or by a combination of thermal and mechanical treatment. The paper discusses the thermodynamics of Pb in carbon-saturated iron melts, too.

"The mandate of the 2005 VALMIN Code to provide ‘(all) reliable, thorough, understandable material information required by investors and their advisers when making investment decisions’ requires that due diligence for tenure be full and thorough. Yet a published due diligence would often appear to be simply a list of tenures allegedly held without any commitment as to the standing of the tenure as safe and secure or otherwise.The value of due diligence for tenure, as mandated in the 2012 JORC Code and the 2005 VALMIN Code, must focus on compliance rather than simply on ‘vital statistics’. Enforcement in every jurisdiction in Australia focuses on penalties (some more harsh than others) for non-compliance, which, in turn and most importantly, reflects directly on security of tenure. Some 22 Acts (on average) impinge on security of tenure and fundamentally underpin the security of any mineral asset.This paper will outline regulatory processes to demonstrate how tenure compliance is achieved and argue that the rigorous application of good practices in tenure evaluation will lead to more of this information being made available on a regular basis.The paper will then focus on further practical examples of tenure compliance failures, the application of these to the requirements of the JORC and VALMIN Codes and due diligence that failed to fulfil the mandate. Examples will be given that alerted other professionals using the JORC Code to complex geological and mining situations of which they were unaware in their valuations.Finally, the author will make a personal plea for tenure to be considered at the commencement of any reporting process.CITATION:Evans-Wheeler, J, 2016. Within a phosphorus producing submerged arc furnace it was found that the continuous fluctuation of the furnace between a flowrate-driven state (high throughput) and a thermodynamic-driven state (low throughput) caused both techniques to have similar overall, predictive abilities and resulted in a linear, ARX-type, adaptive prediction model as the model of choice. Secondly, this pre-diction model was developed, tested and then shown to have a reasonable, 8-hour-ahead predictive accuracy (R2, coefficient of determination) of 30% (±6%) on future Pslag values. This inherent relationship exists because, at the precise moment of a Pslag prediction, the furnace already contains the metallurgical memory (input variables to the linear model) needed to ensure that some predictive possibilities will always exists - all as a result of the long residence times in the furnace. Residence time, however, is not a directly adjustable variable but rather a fully dependent variable and a function of an array of interconnected and interactive variables. In fact, this applies to virtually all input variables, reemphasising the importance of innate metallurgical memory. Thirdly, predictive control possibilities were explored by simulating the set-points of two fully independent variables used by operators to control the process: the ratio of fixed carbon-to-P2O5 and the ratio of silica gravel-to-pellets. This linear, predictive control model showed only a slight improvement with an 8-hour-ahead predictive accuracy of 35% (±7%). This highlights how ineffective current adjustments are in optimally steering the process and how difficult even incremental improvements in feed-forward and predictive control can be. Finally, it is shown that fundamental design-, sampling- and process restrictions currently associated with the process will always limit the predictive and especially control accuracy or meaningfulness of any dynamic model. These restrictions include the size of the furnace resulting in long residence times, 8-hours sampling intervals, an extremely complex and interactive process and a 16% spatial analyses variation on the Pslag values ? the very value that the model is to predict. The point is made that, given the current status quo, even the perfect dynamic prediction model can not improve on an 8-hour-ahead prediction of 30% (±6%). This barrier can only be pierced with e.g. tidier and more frequent sampling regimes and other upfront capital investments, a decision that becomes a cost accounting exercise and that can only be taken by the management structure. An investment demanding ever-increasing attention is CFD software and it?s potential to shed more light on the complex interactions within the furnace.

Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

The objectives of mining grade control are presented and examples of the techniques used in various open pit and underground mines are used to define the attributes of good grade control. Reasons are discussed for the success of various improved practices. The progressive development of grade control is presented and the balance between quantitative and qualitative data is analysed. The skills and resources required for grade control on mine sites that are using best practice are also presented. A number of problems in grade control have been solved recently however there are still issues that need to be addressed. Examination of the grade control process frequently stops after sample quality has been examined. There is much more beyond this that can now be optimised using conditional simulation models. Other future directions of mining grade control are also suggested. An extensive bibliography of published papers on grade control is included that will be maintained and updated on a website.

"Since 1984, there have been 39 fatalities involving striking and pinning of the operator and other workers by the continuous mining machine (CMM). In January 2015, the U.S. Mine Safety and Health Administration (MSHA) finalized a regulation to require proximity detection systems on all continuous mining machines except full-face machines (MSHA, 2015). Proximity detection systems are designed to stop machine motion to protect miners from striking/pinning hazards. Several MSHAapproved proximity detection systems are commercially available.NIOSH researchers have been involved in the development and testing of proximity detection technology since creating the HASARD system (Schiffbauer, 2002) and have recently conducted research intended to develop more advanced proximity detection technology for CMMs (DuCarme et al. 2013; Jobes et al. 2012; Carr, DuCarme et al. 2013 and Carr, Li et al. 2013). In addition, NIOSH has also conducted research investigating how the signals of a proximity detection system propagate (Li, Carr et al. 2013 and Li, Jobes et al. 2012) and have developed a novel method for determining the location of a personal wearable device (PWD) relative to the magnetic field generators (Carr et al. 2010 and Jobes, et al. 2012).To evaluate the performance of proximity detection systems implemented in industry, NIOSH researchers conducted tests in 2013 on three systems installed on CMMs at three underground mines in Illinois and West Virginia. The results of these tests indicated that, while generally consistent performance was observed, there were opportunities for improving performance. These results were presented at the 2014 SME Annual Meeting (Carr, Lutz, et al. 2014). Since that time, second-generation systems have become available to the industry and are becoming more commonly used.Beginning in early 2014, NIOSH researchers conducted underground testing of these secondgeneration proximity detection systems installed on CMMs. Five tests were conducted on four installations of second-generation proximity detection systems, with one installation being tested twice. The tests were conducted at mines located in Illinois, Virginia and Kentucky with seam heights ranging from 137 cm (54 in.) to 213 cm (84 in.). These tests were conducted using the same test protocol used during first-generation testing, which is summarized in the following section."

Blasters face a long list of tasks to execute daily—from vehicle inspections to blast design and layout, hole loading and tie-in, securing the site, and finally, safely executing the blast. Good practices and, in most cases, regulations and requirements necessitate documenting their work, specifically their blast report. While some blasters use paper forms, others use electronic means to streamline the process. The authors have served as attorneys and expert witnesses in representing companies and individual blasters in numerous administrative and legal matters in which documentation of the blaster’s work was both critical and detrimental to the effectiveness of defending their work. This paper discusses in a case-study manner the authors' observations concerning good blast report format, specific observations around electronic and paper report completion, record-keeping, seismograph setup and recordkeeping, video and photo documentation, internal auditing, and other topics related to documenting the blast. The paper aims to serve as a discussion guide for blasters to improve their blast record-keeping process, develop better practices that effectively document their work, and allow them to defend their work should a claim arise concerning their operations.

The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) conducted a study of mining industry electrical injuries reported to the U.S. Mine Safety and Health Administration (MSHA) for the years 2000 to 2009. The findings of that study are detailed in this paper, and serve to characterize the circumstances surrounding electrical injuries and identify causal factors. The study included three tasks: 1) a direct review of mining industry occupational injury data compiled by MSHA, 2) interpretation of the narrative descriptions available for the injuries (from MSHA data) and 3) a separate examination of fatal electrical injuries. Eight-hundred sixty-five electrical injuries were reported during the 10-year period studied, with 39 of those being fatalities. This makes electrical injuries disproportionately fatal with respect to most other types of injuries in mining. Electrical injury rates were higher in coal mining than noncoal mining and, within the coal sector, rates were higher in underground operations than in surface operations. Of the 865 total cases, electrical and machine maintenance or repair activities were involved in 580 (69%), and electricians and mechanics were injured in 362 cases (42%). Of the 39 fatal electrical injuries, 27 (69%) involved electrical maintenance or repair work, and in 21 of these 27 cases, the failure to de-energize, lock-out and tag the circuit was the cause or a contributing factor. Also, contractor employees had a much greater chance of an electrical injury being fatal than did mine operator employees. The top three root causes for fatal electrical injuries were 1) no or inadequate lock-out and tagging, 2) failure of power system components and 3) contact of overhead electrical power lines by mobile equipment.

Rib brows present a significant safety hazard in underground coal mines in the United States. To address this issue, researchers at the National Institute for Occupational Safety and Health (NIOSH) and Missouri University of Science and Technology (MST) are developing a practical tool to assess both the potential of rib brow formation and the stability of any formed brows. As part of this effort, a monitoring study was conducted to assess the potential for rib brow formation in coal pillar ribs. This study was conducted in a room-and-pillar coal mine where coal pillar ribs are prone to developing rib brows. Although no rib brows formed in the instrumented pillar, data from monitoring and visual observations provided valuable insights into the loading mechanisms impacting the instrumented pillar. These findings helped identify factors that may reduce rib brow formation, including the cavability of the roof in mined areas, the applied rib support, the strength of rock partings, and the overall integrity of the coal seam. The scientific findings published in the case study aid in assessing the potential of brow formation, offering additional evidence for the need to improve rib control methods in underground coal mines.

The Marangoni effect is an important phenomenon where a surface tension gradient drives liquid towards high surface tension regions. Temperature gradient, evaporation, disparity of viscosity, and surface roughness and topography are all significant factors that can affect this thermo-capillary migration. The purpose of this study was to investigate the influence of micro-groove patterns on the migration of paraffin oil, and obtain a well-designed texture of micro-grooves to prevent the thermo-capillary migration. Patterns of micro-grooves with differing orientations and geometric parameters were fabricated on the surface of SUS 316 stainless steel substrates. Experiments on the migration behavior with different viscosities of paraffin oils were carried out various temperature gradients. The experimental phenomena indicated that the surface with the micro-grooves perpendicular or parallel to the temperature gradient have a strong impact on the migration performance of paraffin oil. Micro-grooves perpendicular to the temperature gradient exhibited extraordinary slower migration velocity than that of the parallel one. Width and depth of micro-grooves had an obvious influence on the behavior of temperature-driven migration and detail discussions on the effects of these geometric parameters were carried out.

A partial shaft pillar extraction project was embarked on at a mine in the West Wits mining region in South Africa. Prior to the extraction, a rock engineering assessment was conducted with the main objective being to establish which areas of the shaft pillar could be extracted without unduly affecting the stability of major infrastructure within the shaft pillar. Standard numerical modelling methods were used to conduct this assessment and several areas were identified for extraction. However, during the extraction process, it was found that the infrastructure was affected more than was originally predicted by linear elastic modelling. In addition to this, several large events resulted in far more large aftershocks than would normally be predicted. In order to gain an understanding of this phenomenon, seismic data was integrated with numerical modelling as follows: > The seismic data in the form of displacements was integrated in 3D space within the model to assess the effect of static stress changes associated with seismic activity > Data from large events was integrated onto specific structures, where displacements associated with large events were integrated onto the plane of structure in question. This paper describes the methodology and results obtained from each of the above processes and include insights into the mining process that were previously unfathomable using standard linear elastic numerical modelling. The way forward for this rock engineering assessment of partial shaft pillar extraction is also discussed.

In engineering functions, the Artificial Intelligence approach that seems to have great potential is the application of Knowledge Based Systems.The primary objective of this paper is to identify domains in mining engineering where application of knowledge based systems could be beneficial. Incorporation of the expertise required during the analysis and interpretation stages of an engineering design problem through knowledge based systems is recognized as an area of significant benefit. To this end, the components of knowledge based systems for mine ventilation and strata control design are described. The potential applications and limitations of knowledge based systems are outlined. IntroductionCorrect decisions are the key to success in any enterprise. Scope of decisions varies with the echelons of management hierarchy. The decisions of top management are strategic, relating to the long-term future of the organization. In a mineral organization, these deal with such issues as the acquisition of a new mineral property or the diversification of the business to exploit additional markets. At the operational level, a manager is concerned with decisions pertaining to day-to- day eventualities related to production activities and other short-term needs. In either case, the prerequisite is the timely availability and use of information. The difficulty involved in decision-making depends on the situational aspect. In. many cases, the decisions to be made under given conditions are fairly straight-forward and standard. This may be due to experience gained from decision-making in similar situations in the past. In fact, many decisions in operations management are either repetitive or routine."

There is no more important problem today than industrial relationship, and probably none that is receiving more thought. But in these days of Epie and Utopia, one has to be rather careful in speaking on this subject. Consequently, for fear that my plea for taking the working man into the family might be misconstrued, by some, as a step towards communism or socialism, I would like to say at the outset that I believe that, so long as we have human individualism, human ambitions, human hopes and fears, straight socialism is as far off as the Millennium. The same applies to communism, which only differs from socialism in that the communist realizes that his ideals can only be attained by massacring millions and destroying all that we hold sacred. Each still looks to Russia for inspiration and guidance, totally disregarding the Soviet swing-back to individual contract work and differential wage scales. They seem to be oblivious of the tyranny and repression in the present Russian system, and get very restless when reminded of it. In spite of the fact that the standard of living in civilized countries has improved tremendously and is still improving, we find that, every seven or eight years, production in many lines has outstripped consumption, and we have had panics or depressions of greater or less magnitude, accompanied by extensive unemployment. It is evident to every thinking person that there must be no little inefficiency in the control of industry. For four long years, governments and industrialists have striven to find the key to solve the present problem. Many countries are getting back to a position approaching normal-Canada probably more so than most. None, however, can feel assured that they have actually cured the situation. All kinds of schemes have been developed; tariff barriers have sprung up over-night where none existed before; currencies have been inflated to gain added security in the home markets and to try to gain advantage in export trade; and each country watches the movements of the others with fear and mistrust. I am not prepared to formulate a full solution of our troubles, but I hope to be able to demonstrate the feasibility and wisdom of the type of industrial relationship I advocate, and also that it may be a large, and possibly an essential, step towards the solution of our difficulties.

"Advances in technology provide educators with valuable tools to enhance their teaching and efficiently deliver content to larger audiences. University educators are often encouraged to become more “research intensive” and to increase student enrollment. Faced with these pressures, there is a tendency to use technology to improve teaching efficiencies rather than to enhance existing teaching approaches. Practical learning in applied engineering courses would suffer greatly if hands-on experience is not emphasized. This paper discusses advantages and limitations of new technologies applied to learning, and methods to incorporate more hands-on experiential teaching techniques to applied mining engineering courses.RÉSUMÉ Les avancées technologiques fournissent aux éducateurs des outils intéressants pour rehausser leur enseignement et livrer efficacement de la matière à de grands auditoires. Les éducateurs universitaires sont souvent encouragés à devenir plus « axés sur la recherche » et d’augmenter l’inscription d’étudiants. "SynopsisThe physical properties of oxidative sintered pellets produced from typical South African UG2 ore are compared with the physical properties of pellets produced with conventional South African metallurgical-grade chromite ore (from the Lower Group 6 or the Middle Group 1 and 2 seams). A statistical evaluation of the cured (sintered) compressive strengths proved that pellets prepared from UG2 ore are likely to have the same, or better, compressive strength than pellets prepared from metallurgical-grade chromite ore. The cured abrasion strength of the UG2 pellets was also superior to that of the metallurgical-grade pellets. Scanning electron microscopy (SEM) backscatter, secondary electron, and elemental X-ray mapping were used to determine the reasons for the general superior strength of the UG2 pellets. The case study UG2 ore also required 13 kWh/t less energy for milling to attain the required particle size distribution prior to pelletization, which can lead to substantial cost savings. Results presented in this paper can be utilized by ferrochromium (FeCr) producers to better quantify the advantages and disadvantages associated with the use of UG2 ore for FeCr production.IntroductionChromite, a mineral of the spinel group, is the only commercially viable source of virgin chromium units. Geologically, commercial chromite deposits in the world are found in three forms, i.e. alluvial-, podiform-, and stratiform-type deposits (Murthy et al., 2011; Cramer et al., 2004). Alluvial deposits were formed by weathering of chromite-bearing rock with the subsequent release of chromite and gravity concentration by flowing water. However, these deposits are relatively small and of comparatively minor commercial interest. Podiform-type chromite deposits usually occur as irregularly shaped pods or lenses, and their distribution within a mineralized zone is usually relatively erratic and unpredictable, making the exploration of these deposits difficult and costly (Cramer et al., 2004). Stratiform-type chromite deposits occur as parallel seams in large, layered igneous rock complexes with more regular layering and lateral continuity (Cramer et al., 2004). The largest example of a stratiformtype chromite deposit is the Bushveld Complex (BC) in South Africa, which holds an estimated three-quarters of the world’s viable chromite ore resources (Cramer et al., 2004).Several chromite seams exist in the BC. The seams of economic interest are the Lower Group 6 (LG6), the Middle Group 1 and 2 (MG1 and 2), and the Upper Group 2 (UG2) seams (Cramer et al., 2004). The LG and MG seams are specifically exploited for their chromium content, while the UG2 seam is mined primarily as a source of platinum group minerals (PGMs) (Xiao and Laplante 2004). Extraction of the PGMs from the UG2 ore usually involves the liberation of the sulphide by milling and subsequent recovery of the PGM concentrate through flotation (Xiao and Laplante, 2004). Chromite in the PGM concentrate is undesirable; therefore, PGM recovery circuits are specifically designed to ensure maximum rejection of the chromite to the tailings stream. However, the chromite in the PGM tailings can potentially serve as feedstock for ferrochrome (FeCr) production, after beneficiation to increase the chromium content."
