To be meaningful the sharing of ideas about the National Environmental Management Act (NEMA) and social issues within the context of Mining and Metallurgy (M&M) requires an honest scrutiny of the M&M/social environment relationship, both past and present. It is not a secret that this relationship has been and is fraught with difficulties. Thus from all perspectives (M&M, society and environmental and social consultants) such a dissection, that highlights the realities, both good and bad, is uncomfortable. For this section of the colloquium to have any value, the honest but difficult approach needs to be taken.

The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

The Minataur? Process (Mintek Alternative Technology for Au Refining) is a novel route for the production of high-purity gold using solvent extraction. Following the successful demonstration of the process on a pilot-plant scale, a full-scale 24 t/a production plant has been commissioned at Harmony Gold Mine in Virginia, Free State. The commercial implementation of this process represents not only a significant advance in gold-refining technology, but may be instrumental in initiating important changes in the legislation regulating the marketing of gold in South Africa. Gold of either 99.99% or 99.999% purity can be produced from intermediate process products having a wide range of gold contents. The process comprises oxidative leaching of the solid feed, followed by selective solvent extraction of the gold from the leach liquor to reject impurities, and precipitation of high-purity gold powder. This paper outlines the process, presents selected results of two pilot-plant trials in which 5 kg/d of high-purity gold was produced from silver-refining anode slime and gold-electrowinning cathode sludge, and provides some details of the cost benefits.

In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

The use of black and white and colour infrared film in remote sensing of natural resources is reviewed. In heavlly-forested areas such as New Zealand, the main value of the method is in surveying the vegetation cover to detect the existence of plant communities characteristic of specific geological formations. By contrast in arid areas of Australia where the vegetation cover is sparse and where rocks and soils are well exposed, the method can be used in detecting different rock types or other geological differences.

In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. "Cluff Mining operates the Phase II uranium mine and mill at Cluff Lake, northern Saskatchewan. During the Phase I operation, uranium tailings were generated by acid leaching of a gravity concentrate and high-grade ore for uranium recovery. The pre-treatment gravity process, as well as the high-grade nature of the ore, led to a concentration of gold in the tailings which justified the installation of a small circuit to recover the contained gold. The operating circuit consists of tailings repulping, grinding, cyanidation, carbon-in-pulp, gold recovery, and cyanide destruction by acidification, volatilization and re-neutralization. The process is described and typical operating parameters are provided. 1.0 INTRODUCTIONCluff Mining, a Saskatchewan partnership, is owned 20 percent by Saskatchewan Mining Development Corporation (SMDC) and 80 percent by Amok Ltd./Ltee. (Amok), manager and operator of the partnership.The current operation includes the Phase II uranium mining and milling facilities, located at Cluff Lake 700 km north of Saskatoon, capable of processing 300,000 tonnes of ore to produce about 4,000,000 lbs. U308 (1500 tonnes of uranium) per year.The Phase I operation was initially established to process the very high grade ""D"" uranium orebody from 1980 to 1983. The leach tailings from the operation Phase I mill operation were found to contain elevated levels of gold. These high gold values were partially due to the gravity pre-concentration step included in the uranium recovery circuit, and to the naturally high levels of gold associated with the uranium mineralization in the ""D"" orebody."

Paper written on project work carried out in partial fulfilment of B. Eng (Metallurgical Engineering) degree This work was done to characterize the leaching of a uranium containing pulp processed by a South African producer to identify parameters that could be adjusted to increase the extraction of uranium in the existing circuit. Batch leach tests were used to characterize the leach properties and especially the influence of the oxidant concentration on the leaching achieved. It was found that relatively high extraction could be obtained even at room temperature by using a high liquid-to-solids ratio and that increasing the oxidant concentration significantly improved the leaching of the uranium minerals.

The human race has been exposed to copper for thousands of years, as copper and gold were the metals first used by man (1). if According to Ramazzini (2), "of all the metals that man's ingenuity has contrived to dig out of the bowels of the earth, iron and copper are the most useful, far more so than silver and gold." Workings of copper in the oldest known copper mine associated with the smelting of this metal have been traced back to 4300 B. C. Facts revealed by archeological research in India, Austria, Hungary, France, Italy, and Spain indicate that the use of copper probably began about 5000 B.C. (3), and that about 4000 B.C. a copper age came intermediate between the stone and bronze ages (4). Copper ores are rather widely distributed and are found in nearly every country. Many of the copper minas of Europe have been worked since before the Roman Empire. The must important mines in Europe occur in the district around Huelva, extending into Spain and Portugal. The German deposits are located mainly about Mansfeld (Rhenish Prussia); they have been worked continuously for 1,000 years. Some of the mines in Africa have been worked by the natives for centuries, and China has produced copper from shallow pits for thousands of years. India also has many ancient mines worked in the early centuries (2).

Overcoring tests were conducted at the Near-Surface Test Facility(NSTF) to assess the suitability of five techniques (U.S. Bureau of Mines borehole deformation gauge (BDG), Commonwealth Scientific and Industrial Research Organization (CSIRO) hollow inclusion stress cell, Luleå triaxial gauge (LuH gauge), and Council for Scientific and Industrial Research (CSIR) doorstopper) for in situ stress determination in a closely jointed basalt. This effort is in support of the Basalt Waste Isolation Project, which is studying the feasibility of locating a nuclear waste repository in the basalts of the Hanford Site in southeastern Washington. This paper presents the results from the overcoring study that formed the basis for selection of two techniques to be used during the further exploration of the basalt formations at depth.

The rock mass classification systems were developed for different functions, including support selection, excavation method selection and the determination of rock mass engineering properties for excavation design, among others. This explains in part why we have several rock mass classification systems. It is often cautioned that the rock mass classifications are to be used for preliminary excavation support design, but this caution is now often overlooked and detail/final support design based on the rock mass classification systems. This paper advocates differentiating between rock mass classification for pre-excavation support planning and rock mass classification for at-face excavation performance assessment. It is concluded that most at-face excavation performance problems are attributable to confusing the virgin rock mass rating with the rock mass rating on exposure during excavation, and that this observation is independent of the method of excavation. Procedures are then presented for virgin rock mass rating and for at-face rock mass rating/assessment during excavation.

Mould powders play an important role in the stability of the continuous casting process. The main functions of mould powders are to provide sufficient lubrication and to control the horizontal heat transfer. Because process control of thin slab casting is more stringent, it is generally assumed that mould powder properties become more critical as well. In 2000, the Direct Sheet Plant at Corus IJmuiden (DSP) was commissioned, incorporating a thin slab caster designed for casting speeds up to 6 m/min. During commissioning, several operational problems with mould powders were encountered i.e. insufficient liquid pool depth and the formation of rims/lumps. To investigate the operational mould powder problems, some of the mould powders were characterized using physical and mineralogical methods. The results were linked to operational experiences. It was concluded that for thin slab casting, a stable slag formation is obtained with a proper choice of free carbon and an even distribution of the carbon particles within the granules. The physical properties of mould powders are not as critical as expected when the additional mineralogical requirements are taken into account. Experiments with various industrial cathodes ranging from 35 wt.% to 100 wt.% graphitic and fully graphitized carbons were carried out in a laboratory aluminum electrolysis cell. Sodium and cryolite bath penetration into the cathode samples was measured by XRD and SEM-EDS analysis. For a higher cryolite ratio in the bath, the cathodes with lower graphitic carbons exhibited more sodium penetration than the fully graphitized. The increased graphitization in the cathode materials can reduce Na, NaF and Na3AlF6 penetration. SEM-EDS inspection reveals that the sodium and fluorides penetration within the cathode samples has different patterns for varying graphitization of the carbon materials. XRD quantitative analysis indicates that there is a large percentage of Na3AlF6 in the penetrated bath. The results can provide useful information for quality evaluation of the industrial cathode products.

Nuclear logging was tested for the in situ determination of Fe, Si, and Al in iron ore blastholes with field tests at the BHP Billiton Iron Ore, Mount Waleback Mine. Prompt gamma neutron activation analysis (PGNAA) was used to determine percentages of Fe and Si while natural gamma logging was employed for the determination of Al. The accuracy given by nuclear logging is comparable to the accuracy provided by the laboratory analysis which was determined by taking the average of four samples collected from the cuttings deposited on the surface around the perimeter of a drill hole. The work also indicated that there is a chance of determining Al by PGNAA.

No one process, product or effect of the minerals sector can be viewed in isolation when addressing sustainable development. Meaningful assessments of the minerals sector require that its processes and production are drawn together in a generic framework that gives a holistic view of its performance and progress. Lifecycle Assessment is increasingly accepted as an appropriate means of constructing such a framework. It is a step beyond using the simplistic concept of the triple bottom line of social, environmental and economic performance to drive and communicate sustainable development. However, fundamental questions need to be raised about the scope and purpose of lifecycle assessment, such as what effects and performances should be assessed, for whom should they be assessed, and what performance indicators should be used and how should they be selected. The principles of eco-efficiency, industrial ecology, The Natural Step (TNS) and other pertinent philosophies and initiatives driving mineral sector sustainable development are outlined to support a lifecycle stewardship vision for the minerals sector. Articulating this vision through a holistic lifecycle indicator system showing inputs and outputs, natural partnerships, effects on community, environment and economy facilitates recognition of problems, opportunities and partnerships that can be usefully pursued.

Uranium is a naturally occurring radioactive material in the earth?s crust. Geological processes have resulted in concentration of uranium into ore mined for its gold content in South Africa. This uranium is present in the form of discrete particles of uranium minerals, generally oxides, which are normally insoluble. Chemical and physical processes during gold mining and extraction, particularly when carried out in conjunction with uranium extraction and sulphuric acid manufacture, act on the uranium minerals and the radioactive decay products of uranium. This may result insignificant accumulations of radioactive materials in certain parts of the process. There are a number of naturally occurring radioactive materials in the earth?s crust, such as Uranium-235, Thorium-232, andPotassium-40. This paper focuses on Uranium-238, together with its decay products, and how they affect the gold mines. Water plays a significant role in the redistribution of radionuclides, both as a physical transport medium, and as a solvent in which chemical reactions take place.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

"Ore breakage and grinding media wear have always been considered and determined separately in laboratory tests. However the two processes are linked with the ore broken down in any comminution device being responsible for the majority of the steel wear experienced. The Comminution Dynamics Laboratory (CDLab) successfully developed a test methodology that can more accurately predict grinding media wear in tumbling mills than the Bond Abrasion test. This paper looks at the possible application of the abrasive wear methodology to determine breakage parameters of the same ore used in the abrasion test. Results indicate that breakage parameters comparable to t10 can be determined using the Steel Wheel Abrasion Test (SWAT), while using significantly less ore than standard breakage tests.BACKGROUNDThe Rubber Wheel Abrasion Test (RWAT) is an internationally accepted and widely used method for determining the abrasion wear behavior of materials. The abrasion wheel test was developed to primarily utilize a steel wheel (Brinell, 1921). Haworth (1949) criticized using of the steel wheel by arguing that increasing the contact area size in the steel wheel test causes a change in the wear rate with time. He suggested that the use of a rubber wheel instead eliminates this problem, leading to the adoption of the RWAT which was standardized in ASTM G65 (2004).Radziszewski (2002), however, found that the use of the Steel Wheel Abrasion Test (SWAT) was more applicable for wear testing in the mining industry for two critical reasons. Firstly, the major cause of wear in a ball mill, the most frequently used comminution device, is ball-ore-ball contact and also ball-ore-liner which both are metal-ore-metal contact. Therefore, using the steel wheel has the advantage of providing a similar abrasive environment to the one that takes place in a real ball mill. Secondly, the SWAT creates the potential of running experiments at much higher force regimes that are closer to what happens in actual mills, unlike the RWAT which is a low stress test."

Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so.
