This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

As part of the Link Light Rail project in Seattle, WA, work was completed at the Pine Street Stub Tunnel (PSST) in early 2007 for the Central Link project. This tunnel was excavated using cut-and-cover construction within the limits of Pine Street. The stub tunnel provides a turn back via double crossover for light rail trains running in the Downtown Transit Tunnel (DTT), as well as a connection point for the next phase of the project, the University Link (Fig. 1). Designing the new University Link tunnel connection to the existing PSST was a tricky task. The on-site geotechnical conditions, buried obstructions, geometry, requirements for construction and balancing operational considerations and neighborhood stakeholder concerns associated with the recently completed PSST combined to create a uniquely challenging assignment.

In March, the Prospectors and Developers Association of Canada (PDAC) held its annual conference in Toronto, Ontario. This is the third PDAC meeting the author has attended. The following are some impressions of the meeting. And the author looks forward to the joint meeting of the PDAC and the Canadian Institute of Mining, Metallurgy and Petroleum to be held March 5-10, 2000, entitled Mining Millennium 2000. One of the features of next year’s gathering is a proposed forum of world mining ministers, the first ever to be held anywhere.

Murrin Murrin Operations have not had a successful beginning. Numerous reliability and operability issues, many of which are the result of design decisions, have been addressed through mechanical and operational changes and the CCD circuit is no exception. Four design aspects of the CCD circuit that have caused and continue to cause operational problems are: the inclusion of solution neutralisation gypsum in the CCD circuit feed which was designed solely for HPAL residue without proper investigation of its impact on the achievable underflow density and resulting wash efficiency; the decision to construct the thickener base from thickened solids; the lack of redundancy in the overflow, underflow and tailings pipe work; and the lack of thickener operational flexibility in the central rake-lift and feedwell dilution system. In November 2002, the lack of operational flexibility in the rake-lift and the feedwell dilution system was improved through mechanical modification as follows:CCD1 rake mechanism was modified to allow central vertical lift of 600 mm; and CCD1 changed to forced dilution using the Outokumpu TurbodilRântechnology by replacing the E-DucânRtechnology of Eimco. The installation and the results of the CCD1 rake-lift mechanism and feedwell dilution system changes are discussed in this paper.

MANY investigations of the rate of the sulfur transfer reaction between carbon-saturated iron and blast furnace type slags have been made." It is evident that the reaction is complex, the rate being affected by the presence of elements dissolved in the metal that are readily oxidized and therefore capable of existing in the slag phase. Thus Goldman, Derge, and Philbrook- have shown that carbon, silicon, manganese, and aluminum, in order of increasing effectiveness, accelerate sulfur transfer from iron containing these elements to blast furnace type slags. Quantitative information is still, however, not available on the relation between what have been termed side reactions, such as silicon transfer and CO evolution, and the sulfur transfer reaction itself. In other words, the stoichiometry of the reaction has not been investigated. In the present investigation, the transfer of all reacting elements and the evolution of CO have been measured simultaneously in order to establish the mechanism of the reaction which occurs in practice. Information of this nature cannot be deduced from equilibrium studies. It should be pointed out that in kinetic studies of this type quantitative conclusions are applicable only to the system studied. This restriction should be borne in mind when attempts are made to compare results from different investigations. Apparatus The apparatus used enables slag and metal samples to be taken at frequent intervals and also provides a continuous record of the amount of gas evolved. A sketch of the apparatus is given in Fig. 1. It may be considered in three sections: 1) furnace section, 2) blank volume section, and 3) pressure measuring section. Ferruginous manganese deposits have been known at Ripon Hills since the late 1950s. The main group of deposits occur in an area 6 km by 5 km and these were extensively investigated by Longreach Metals N.L. during1971 and 1972 for possible commercial exploitation.Ripon Hills is a dissectcd fault plateau 350 m above sea level formed by the uplift of a block of gently dipping Proterozoic shales, cherts, and dolomite. The plateau consists of chert breccia which is underlain by massive dolomite. The shales which are ferruginous and manganiferous overlie the chert breccia but are now only preserved, in places, in the broad depression and valleys of the plateau.The ore deposits occur as supergene replacement of the shales and were investigated by geological mapping, grid percussion and diamond drilling, and bulk beneficiation testing. Iron and manganese oxides erraticallyreplace Shale accompanied by the leaching of other minerals. The ore is composed of fine grained pyrolusite intergrown with fine grained hematite and locally containing extensively altered bixbyite and braunite. Thegangue mineral is mainly kaolin.The average grade, using a 15 per cent Mn cutoff, was 19 4 per cent Mn and 25·9 per cent Fe for a combined drill-proven, indicated, and inferred tonnage of 56,000,000 tonnes. The average depth of this mineralization from the surface is 11 m. Using a cutoff grade of 20 per cent Mn the average grade was 24·6 per cent Mn and 23·0 per cent Fe for a combined tonnage of 12,000,000 tonnes to an average depth of 8 m.The substantial drop in reserves occurs because a high proportion of the mineralized material contains less than 20 per cent Mn.It was shown that whereas the lower grade ore, despite erratic fluctuations in grade, could be beneficiated to specification grade by crushing, screening, and conductivity ore sorting, the higher grade ore could be beneficiatedto specification grade by crushing and screening only. The utilization of the higher grade ore was considered to constitute a more viable operation.There is potential for high grade manganese ore to be discovered in the Ripon Hills area at the contact of chert breccia and underlying dolomite.

"Gekko Systems developed the Gekko Resin Exchange Column (G-REX) in order to optimise the recovery of gold in complex leach-to-electrowinning processes, as an intermediate step using a highly gold-selective resin to isolate contaminant metals. The AuRIX®100 resin produced by Purolite is licensed exclusively to Gekko, with the G-REX column designed specifically for this resin (Lewis-Gray et al, 2015). Operational experience has been gained at the CGT Ballarat Gold Plant in near continuous operation since 2008, treating unclarified concentrate leach solution. The extension of the technology to higher throughputs and more complex chemistry is discussed.Aurix®100 ResinAuRIX®100 resin is a cross-linked polystyrene alkaline resin developed by Henkel (Virnig et al, 1996). The resin beads are off-white in colour, spherical, with a nominal size of 100% +600µm. This resin is highly selective for gold and silver over many metals, by way of extracting precious metal cyanide complexes from leach solutions with a pH less than 11.5. The higher end of the pH scale produces best selectivity according to the order of preference: Au > Ag > Hg > Zn > Ni > Cu > Co > Fe. Purolite produces the resin and Gekko Systems maintains licensing of AuRIX®100 resin for use in its G-REX column as part of its unique suite of gravity gold handling equipment.Significant cost savings over carbon-in-solution (CIS) systems are realised with AURIX®100 resin, of around 4% to 12% in capital savings and 27% to 40% in operating costs (Virnig et al, 2004). Allied to this is that AuRIX®100 resin is not susceptible to fouling, that is, the resin does not load with inorganic salts or organic compounds which would affect the loading and extraction of precious metals. To counter any potential for fouling by inorganic salts, in service a dilute acid wash is carried out periodically on the resin to unblock resin pores."

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, has undertaken a study to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), hold up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSRs in the sixth phase of testing from mid-1996 to early 1998. The SCSRs were tested on human subjects and on a breathing and metabolic simulator. These results indicate that most of the apparatus, if they pass their inspection criteria, perform satisfactorily. However, the deployed CSE SR-100s exhibited significantly higher inhaled CO2 levels than new units, as in the previous phase. This will cause higher ventilation rates in most users, which will, in turn, result in higher breathing pressures, possibly causing users to prematurely remove the apparatus. CSE Corp. has developed a noise test that can identify apparatus suffering from chemical-bed degradation causing the early CO2 breakthrough. This test was added to the inspection criteria for the SR-100. In addition, several of the MSA Portal-Packs that passed their inspection criteria were found to have KO2 dust in their mouthpieces. Further investigations by NIOSH and the Mine Safety and Health Administration confirmed these findings, which resulted in the decertification of the apparatus and their removal from service.

This paper presents results from three case studies involving longwall mine panels at which the measured ground movements were compared with the numerical model predictions based on the finite element method. A new approach called the "displacement approach" was used in this study. The general concept of this method is based on the assumption that total roof collapse occurs behind the mine face as it advances. This assumption appears to be true for almost all longwall mining conditions. The prediction based on the numerical model appears to compare well with the measurements.

THE Australian States and New Zealand have for many years provided instruction in mining, metallurgy, geology, and their allied subjects through their Universities and Schools of Mines. Though such education has been provided at considerable expenditure, there is no legal recognition whatever given to the holders of degrees, diplomas, or certificates granted by the authorities controlling these educational institutions. Certain of the, Australian States and New Zealand require, however, that mine managers and other officials employed by the mining industry shall 'hold' certificates granted by their respective Mines Departments.The position at present is that each educational institution is practically a law unto itself, and therefore in many ways there is a want of uniformity amongst institutions all aiming at the same result the training of mining men. Effective land-use planning requires accurate knowledge of mineral resource potential. Mineral companies during reconnaissance exploration, feasibility investigations and mine development also use this type of analysis. The Institute of Geological and Nuclear Sciences is undertaking a two-year project reviewing the resource potential of the West Coast of the South Island of New Zealand. Spatial prospectivity models have been developed as part of this resource assessment process, using computer based statistical pattern recognition techniques to delineate areas that are prospective for mineral deposits and to test deposit genesis models. Digital GIS data-sets of mineral occurrence were correlated against geology and exploration information. The distribution of mesotherrnal shear zone gold deposits in the Reefton Goldfield, were examined against geological data-sets from both the regional (QMAP) and local prospect-scale mapping. Weights of evidence analysis generated a correlation matrix that highlights relationships and degrees of association that might otherwise not normally be recognised.   Mesothermal shear zone gold deposits have strong positive spatial correlations with Greenland Group host rocks and areas with moderate to high quartz vein densities; moderate-strong positive correlation with regions <500 m from folds, with regions <600 m from faults and five to eight kilometres from granite contacts; moderate correlations with Ntrending fault and fold segments; and no/weak/poor correlations with fault intersections, fold-fault intersections, bends in regional structures and magnetic and radiometric data. The regional and prospect scale data sets give different results, with the more detailed prospect scale mapping giving generally better correlations. This emphasises the value of detailed geological mapping in the exploration process.   Maps generated by prospectivity modelling consistently highlighted areas of known mineralisation and generate targets where follow-up investigation is warranted. The prospectivity per unit area provides a measurable value that should change as new information comes to hand and, in addition to highlighting targets, can be used to measure the impact of increased exploration expenditure and assess the effectiveness of exploration investment.

The Standley Lake Dam Rehabilitation Project in Colorado included the complete replacement of the outlet works. This required two 1.8m (6 ft) diameter microtunneled wet lake taps, 380m and 186m (1246 ft and 636 ft) long, a permanent valve shaft 12.2m(40 ft) wide and 32m (105 ft) deep, and a 3.5m (11.5 ft) diameter (962 foot long) outlet tunnel driven with a roadheader. The tunnels were driven in low-strength, expansive, and slickensided claystone. The paper addresses the site investigation, shaft construction, roadheader performance, shotcrete placement, tunnel convergence, long distance microtunneling, and wet lake taps.

Most of the information available on the heat efficiency of hot fluid injection processes, both water and steam, has been obtained from calculated temperature distributions in the pay zone and adjacent formations. The usual approach has been to write the heat balance equations in terms of the temperatures, and then to introduce whatever simplifications are necessary to help obtain an analytical or a numerical solution. In either case, the assumption has often been made that the vertical thermal conductivity in the flooded interval is infinite, so that the temperatures within the flooded interval are then independent of vertical position. Because it was first made by Lauwerier,l and has been used extensively since, this assumption will be referred to as the Lauwerier assumption. Excellent reviews of the literature on the heat efficiency of hot fluid injection processes have been given by Spillette,2 Flock et al.,3 and Ramney.4 Of course, the most significant contributions take into account the effect of a finite vertical thermal conductivity on the vertical temperature profile. The most general analytic expression for the heat efficiency of a hot fluid injection process is that of Antimirov5 who considers injection of a heated incompressible fluid into a reservoir through an arbitrary number of wells. The rate of heat injection into the reservoir, as well as the injection temperature, is an arbitrary function of time. The geometry of the horizontal flow is arbitrary, although the reservoir is considered to be of uniform thickness and properties and to be of infinite areal extent. Heat transfer within the reservoir is by horizontal convection and conduc- tion, and by vertical conduction. In the formations adjacent to the flooded interval, heat transfer is by conduction in any direction. Thus, the available expression for the heat efficiency due to hot water injection has been developed for rather general conditions. This degree of applicability has not been obtained for other thermal recovery processes. By making the Lauwerier assumption we have been able to obtain expressions for the heat efficiency that are essentially independent of the thermal recovery process, be it steam, hot-water, or underground combustion. Clearly, then, the approach followed here is more restrictive than that of Antimirov5 in that it uses the Lauwerier assumption. At the same time less restrictive assumptions are made about the horizontal heat transfer mechanisms, either in the flooded interval or in the formations adjacent to it. The main difference between our approach and that of other investigators is that the heat balance in the pay zone is expressed for the pay zone as a whole rather than for a volume element within it. The Lauwerier assumption is introduced after the problem is developed along these lines as far as possible. The details of the development of the heat efficiency are given in the Appendix, while the main features of the model are discussed in the next section. The greater part of this paper comprises the material used in a lecture delivered to the South Queensland Branch of the Australasian Institute of Mining and Metallurgy in September, 1949. It contains little in the way of original matter, its main purpose being to call attention to the need for research into the properties of Queensland coals and to indicate some of the lines such investigations might profitably follow.Since the lecture was given the Powell Duffryn (1949) 1 report, which has made an excellent start along these lines, has been printed. This report is, however, only a beginning, though a big one, and there is ample room for many years of work along similar lines.The paper is based largely on the work of de Jersey (1946, 1949)2,3,4,5 and Jones and de Jersey (1947)6, but these workers in turn owe a debt to the work of many British and American investigators, too many to enumerate. The effect of grinding media performance on milling and operational behaviour was demonstrated under different selected conditions of calcium carbonate slurry milling. A variety of grinding media materials and bead sizes, along with two different stirrer tip speeds, were used in the grinding process to generate a particle size reduction of the calcium carbonate (CaCO3). To determine the optimum milling parameters the collected test data were used to calculate and evaluate specific energy as well as stress intensity under different milling conditions. Entry of personnel under a vertical raise bored hole is not standard practice in Australia. Where access is required below a rise, mining operations must be confident that they understand the capacity of the ground control specified and installed. Physical modelling was conducted on Callie mine to evaluate the performance of 5 mm steel wire weldmesh secured to the base of a vertical raise bored hole of 1.4 m diameter. Joint orientation data was used with Unwedge to calculate a series of potential wedges likely to form within the rise. The mass of the most likely wedges were then replicated by collecting rocks in 5 kg increments (¦10 per cent), which were allowed to freefall onto installed mesh at the base of a 40 m vertical rise. The results indicate that two sheets of mesh can retain a freefalling rock of at least 20 kg mass although rupture of strands can result. This paper outlines the test conditions, expected results based on theoretical calculations and actual outcomes of the testing.

Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.
