The Richmond-San Rafael Bridge is a 6.92 kilometer (4.3 mile) long major toll bridge span that crosses the northern San Francisco Bay in a highly seismically active region. Tutor-Saliba / Koch / Tidewater JV was contracted by Caltrans to conduct a comprehensive seismic retrofit. The JV provided geotechnical planning and quality control services as described herein, under normal oversight by Caltrans. Part of the robust foundation retrofit design included the installation of 26 new, large diameter piles, including eleven 3.81 m (12.5 ft) diameter, cast-in-drilled-hole (CIDH) marine piles that were drilled 9.15 m (30 ft) into the bedrock beneath the Bay, where the water depth ranged up to about 21.3 m (70 ft). These reinforced concrete-filled composite piles have a steel shell permanent casing from the bridge substructure pile cap through the water column and 30.5 to 39.6 meters (100 ft to 130 ft) of marine sediments to the top of rock. This paper discusses construction, inspection (ranging from the QA employed in the planning of the CIDH pile installation methods and equipment to the actual construction inspection required for the routine installation of the shafts), problems that were encountered during construction, and the solutions that were developed and implemented. Inspection, particularly with the usual difficulties in the marine environment, coupled with the difficult and complex bedrock conditions was particularly challenging, and ranged from non-destructive testing to "in-water, inshell" diver inspection. Similarly, the complexities of dealing with both the steel casing "riser" and the associated drilled shaft (rock socket) portion of these composite foundation elements created some unusual issues. The paper also presents important lessons learned from the project.

Previous studies of alluvial gold in Otago and Southland placer deposits have suggested a gold-mercury association for some deposits derived from Caples Terrane schist, whereas alluvial deposits on Torlesse Terrane basement typically have no mercury. A regional study of gold from Otago Schist vein deposits from both Caples and Torlesse Terranes has revealed the presence of both Au-Ag and Au-Ag-Hg alloys in both terranes. Au-Ag alloy (3 - 4 wt per cent Ag) is typical for gold found in most Torlesse vein deposits, and Au-Ag-Hg alloy (3 - 8 wt per cent Ag, 2 - 8 wt per cent Hg) is found in many Caples vein deposits. Au-Ag-Hg alloys are not exclusive to the Caples Terrane, however, as Au-Ag-Hg alloys with up to 4 wt per cent Hg are found in vein material from the Torlesse-hosted, HydeMacraes Shear Zone. In addition, not all Caples-hosted deposits have a gold-mercury association; gold grains from the Carrick and Invincible gold fields have no detectable mercury. The present study characterises gold compositions from various hard-rock vein deposits and has potential for determining placer-source relationships.

The Storm deposit is a high grade breccia hosted “Carlin-type” gold deposit located at the north end of the Carlin Trend. Storm consists of 3 smaller deposits: 1) 49er Zone, 2) End Zone, 3) Discovery Zone. Structural intersections and favorable stratigraphy at the Paleozoic Popovich/Rodeo Creek formation and Bootstrap limestone formation contact are the primary known controls to gold mineralization at Storm. High grade silica-sulfide breccia occurs in the footwall of the north-south trending, dike filled, Dee fault. This mineralization cross-cuts silicified heterolithic breccia zones localized above the Bootstrap limestone where northwest, dike filled, reverse faults cut this structural-stratigraphic horizon. 40Ar/39Ar dates of 37.57+ 0.34 Ma (basalt dike) and 162 Ma (lamprophyre dike) have been obtained from dikes in the Dee pit which are locally mineralized by the same event as Storm. This paper will focus on the descriptive aspects of the Storm deposits.

The regional syndeformational metamorphism affecting the Itabira Iron Formation (IIF) at Quadrilßtero Ferrffero (QF) was formerly discussed by Dorr (1965), who proposed that quartz grain size could monitor the metamorphism, according to James (1955), and that the formation of haematite could be the result of the synchronous metasomatic process. Herz (1979) suggested the existence of three metamorphic zones, not mentioning the haematite formation. It could be observed that the primary oxide phase in the IIF is magnetite and most of the hard haematite was derived from the metamorphic replacement of magnetite, forming micaceous or schistose haematite. Differently from most iron formations in the world, the formation of haematite deposits at QF occurred under high oxygen fugacity during metamorphism. The haematite microlaths display a strong preferred orientation, which determines the alongated shapes of the fragments. The terms foliated and unfoliated haematite have been applied by Dorr to the micaceous or schistose haematite, and to the isotropic, hydrothermally derived haematite. Under the microcope, the haematite exhibits a strong crystallographic or lattice orientation encircling the magnetite and martite porphyroclasts. The strain rate determined and defined the textural variation, size and economic importance of the deposits and the ore grade. Metamorphism at QF increases eastward and resulted in the formation of a gruneritic Fe-Mg amphibole, at the western portion, followed by a cummingtonitic amphibole at the central-western part, succeeded by the actinolite zone at the central-eastern part, and finally to the tremolite-anthophyllite zone to the east. These zones, arranged in a north-south pattern, can be followed in the pelitic units, whereas appear sericite-chlorite, kyanite-chloritoid and garnet-staurolite respectively. Carbonate geothermometry in IIF also may support the metamorphic variations. At the western zone the haematite forms small lenses within the itabirite, P-contents are slightly higher than in the remaining IIF, haematite grain size is minute, resulting in a submicaceous texture and the amount and dimension of relict magnetite within haematite is greater than in the other parts of QF. Jangada and Serra Azul deposits are examples of this zone. The central-western zone is characterised by significant haematite deposits, in considerable quantity and size, haematite grain size increased, in order to produce a micaceous texture, the P-contents and the amount of magnetite decreased. Pico do Itabirito, Cappo Xavier, Capitpo do Mato and Tamanduß correspond to the deposit type of this zone. At the eastern-central portion the amount of the hard haematite deposits decreases, increasing the soft haematite ore due to higher strain rates. However, it can be perceived that the relict magnetite almost disappeared and the haematite grain size became coarser than the haematite from the western zones. At the eastern zone, the haematite deposits exhibit typical schistose texture, the magnetite porphyroclasts are absent and the lowest P-grades in the haematitic iron formation. The haematite bodies characteristic from this zone are Andrade, Morro Agudo and the deposits at the Itabira District. The hydrothermally derived compact and isotropic haematite deposits, formed subsequently to the micaceous haematite bodies, were generated after deformation ceased, but under very high fluid pressure. The metamorphic reactions magnetite + quartz + H2O = grunerite + haematite and magnetite + quartz + H2O = grunerite + O2 were decisive in the formation of the metamorphic haematite deposits.

Longwall caving, one of the most economical and attractive mining methods, is yet one of the most difficult and hazardous.1 This dualism is inherent in a method which manipulates the mine supports themselves to aid in excavation. The difficulty is further compounded by the lack of an analytical method to predict and control results. This paper is intended to meet this need by providing a first approximation to the mechanics involved. The analysis will be limited to materials which are linear-elastic, homogeneous and isotropic. The rock structure is assumed to consist of beds of uniform thickness with no interbed bonding.2 Consequently, the mine roof can be likened to a beam, in which the action characteristic of longwall caving is the controlled deflection of the barrier supports. This deflection causes load to be intentionally transferred from these barrier props to the working face.3 Two of the requirements of this method, shared in common with other mining methods, are the provision of (1) adequate and (2) safe working space. The third requirement is the one characteristic of longwall caving and is somewhat in conflict with the second; (3) the development of near-failure static loads at the face. Requirement (1) is handled by spacing the barrier props sufficiently far from the working face for efficient operation. Requirement (2) limits the static stresses in the structure to predetermined allowable values. This means that it is not desirable to induce a maximum load on the working face as requirement (3) may imply. Such a condition could produce collapse in the whole structure. It is the purpose of the undercut to limit the depth, and thereby control the failure of the face. Therefore, requirement (3) really means the development of an optimum, not maximum, load which, in conjunction with undercutting, produces failure at the working face, with minimum powder consumption. Stress analysis requires an exact delineation of the structure and loads. The structure will be defined as the immediate roof and its supports. Since the roof is severed at the caving line, the supports reduce to the barrier props and the working face, as shown in Fig. 1. The mechanics of failure within the working face itself are complex and beyond the scope of this study, since the face represents a typical mine invert structure.4 However, this lack can be made good by the judicious collection of field data. The primary load on the structure is its own weight or body load which can be considered uniformly distributed over its upper surface. Additional loading occurs due to interference of overbeds with the structure. Wherever this occurs, the effect can be approximated by a load uniformly distributed on the upper surface of the structure.5 When this interference is intermittent, as with a much thicker overbed, the elastic curve for the overbed is superimposed on that for the structure and the extent of interference noted, as Fig. 2 shows. However, for simplicity, this study will ignore such intermittent loads without impairing the generality of approach. Consequently, the free-body diagram is that of a uniformly loaded cantilever beam with an inter-mediate support, as shown in Fig. 3. Historically, linear and lognormal krigings were first created to estimate the in situ mineral resources of blocks. Nonlinear geostatistics and indicator kriging were subsequently developed to evaluate also the portion recovered when applying a cut-off on selective mining units (SMUs) within blocks. In practice these methods are generally based either on the Gaussian model with a transformation generalizing the lognormal case or on the indicators above cut-offs. Very often the indicator approach is simplified by kriging separately each indicator, and when starting from a continuous variable, a practical advantage of the discretization into classes lies in the easy treatment of a zero effect and of the high values. However, a number of so-called isofactorial models have also been developed for a discrete or continuous variable, where the full cokriging of indicators (i.e. disjunctive kriging) simplifies to the separate kriging of factors. Moreover, these models are equipped with a change of support, allowing a consistent estimation of recoverable resources on SMUs. Min-Max Autocorrelation Factors (MAF) analysis of the indicators offers a new approach for indicator modelling. In particular the first factor, the one with the highest spatial continuity, can help in choosing the type of model. For example a monotonic experimental first factor can be used directly as the basis of a discrete diffusion model, unless a continuous diffusion model such as the Gaussian model can be used on the original variable. This approach is illustrated on a uranium deposit mined selectively: estimates of recoverable resources by discrete disjunctive kriging and uniform conditioning in a Gaussian model are compared locally to short-term estimates based on two areas densely drilled.

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand. Surface properties of metal sulphides have a great significance in various areas of engineering and science, such as acid mine drainage, contaminant sorption, and metal separation. In various attempts at producing metal sulphide particles from synthetic solutions, prodigious quantities of nuclei that grow only to colloidal dimensions have been frequently reported. This copious nucleation is promoted by the high levels of supersaturation that characterize most precipitation reactions. Colloidal particle formation in precipi¬tation-based separation processes results in sub-optimal solid-liquid separation, which is alleviated by the production of more highly crystalline particles or agglomerates. The current work approaches this challenge from an electrochemistry perspective, by measuring surface charge potential of precipitant particles during metal sulphide precipitation with respect to the concentration of metal sulphide lattice ions in solution. Electrophoresis was used to measure the metal sulphide particle zeta potential and the settling properties were obtained by performing settleability measurements using an Imhoff settling cone. A suspension of copper sulphide particles was precipitated from synthetic solutions of copper and sulphide ions at equimolar concentrations. Immediately after precipitation the copper sulphide particles had a zeta potential of -50 mV and a settleability of about 7 ml.l-1. With the addition of copper ions the settleability increased by a factor of nearly three times and the zeta potential also increased to a maximum of -40 mV. A decrease in zeta potential to a minimum of -60 mV was observed after the addition of sulphide ions and this was associated with a settleability of 0 ml.l-1.

This paper describes the unusual hazardous conditions encountered in mining thick, inclined coal beds under heavy cover in Carbon County, Utah. This description includes heavy roof conditions, sloughing ribs, steep pitches, and severe bouncing experience. Emphasis is placed on the top bench system of mining and development in the top half of a 16-ft seam, under the roof rock, which is bolted, and the recovery of the bottom coal on retreat; success of bolted roof and ribs; and shuttle car haulage on pitches up to 25%. The use of protective cages for operators of face equipment, the guarding of belt conveyor systems to prevent injury associated with deliberate entry, and the positive lockout of electrical equipment is described and illustrated. Most coal mining areas of the Western United States are characterized either by thick beds, steep pitches or heavy cover. Individually, each of these may present inherent safety hazards that in- fluence mining. When all are met at one location, the combined effect is to make the safe operation of the mining property a challenge to management. These combined conditions are met in the coal mines of the Columbia-Geneva Steel Div. of the United States Steel Corp., in southeastern Utah. This coal bed measures up to 16 ft in thickness, the pitch is as much as 25% and mining is under a cover approaching 3000 ft. The Sunnyside coal bed is found in the Book Cliff Mountains, a great escarpment extending from west of Castle Gate, Utah, some 180 miles to Grand Junction, Colo. West of Green River, Utah, the Book Cliffs swing sharply to the north because of the domelike uplift of the San Rafael Swell to the southwest. It is in this northerly extension of the Book Cliffs that the Sunnyside coal in the Blackhawk Formation of the Mesa Verde Group, Upper Cretaceous Age is found. The strata are transected by numerous faults with from a few inches to as much as a hundred feet of displacement. All of these faults have had some effect on the mining operation, either in roof control or, in the case of major faulting, the pattern of mine development. This job was done in Morristown, NJ, with mono fluid system jet grouting for the construction of a new bank building. After the demolition of the existing two story structures, an excavation in loose sandy fill materials was necessary in order to reach the new structure basement level. Due to this jet grouting was selected as a medium to provide both excavation support and permanent underpinning, minimizing the adjacent building settlements. These two adjacent buildings were partially underpinned with a "gravity wall" made with 2 and 3 rows of secant vertical and inclined jet grout columns. Besides the classical jet grouting control methods, during the jet grouting execution, all the drilling and grouting parameters were recorded by a proprietary system called "Slogger". Additionally, after the jet grouting execution, an innovative result control technique was used by means of the application of the same parameter recording system. Some of the production columns were re-drilled and a comparison was made between the obtained drilling parameters and those obtained for the same age test columns. Under the referred existing conditions and in comparison with the conventional underpinning techniques, this project demonstrated that jet grouting, with proper execution and result control, can be faster than them and can maintain the building structural stability and act, at the same time, as a retention system minimizing the existing building settlements.

The era of the shield-supported longwall face began in the United States a little over 25 years ago. The most fundamental development of the shield in the past 25 years has been an increase in size and capacity and a progression toward two-legged designs in favor over four-legged shields. Is the “bigger-the-better” design philosophy justified? The advantage of the two-legged design is largely attributed to its active horizontal force caused by the forward orientation of the leg cylinders. How do we know this? You might be surprised to learn that shield loading data may suggest otherwise. In addition, what about setting pressures? Should they be set as high as possible? Some people have advocated that setting pressures should equal the yield pressure. Does this make any sense? Is yielding a good or bad thing? These are some questions still worthy of investigation that are addressed in this paper. The first major change in gateroad support was the use of cable bolts to replace conventional wood cribbing particularly in Western mines. Standing support changed very little until the mid-1990s, when Strata Products1 introduced the Hercules and Propsetter supports in Eastern mines and Burrell Mining Products introduced the Can support in Western mines. Since then, there has been a dramatic increase in new roof support technologies for longwall gateroad support. Historically, standing support, including shield supports, have been designed based on a simplistic model requiring the support to have sufficient capacity to support the gravity loading of a perceived detached rock mass. This approach ignores the stiffness of the support and the resulting ground deformation that is known to be critical to roof stability. Recently, a new approach based on the ground reaction concept has been promoted by the National Institute for Occupational Safety and Health (NIOSH) to account for the interaction of the support with the rock mass behavior in achieving ground stability. In addition to gateroad support design, this concept has ramifications for shield capacities, setting pressures, and recovery room support design that challenge current practices in these areas. Although longwall mining has matured into the safest and most productive underground mining method used today, traditional concepts of roof support design and practice should still be evaluated and challenged. Ultimately, advancements in the science of ground control are made by recognizing deficiencies in current theories and thinking outside the box.

Scenario reduction is designed for selecting a representative subset of geostatistical simulations out of a much larger set. Three steps are involved: measuring the dissimilarity between two simulations; finding a metric to measure the distance between any subset of k simulations and the full set of N simulations; and finding an efficient algorithm for selecting the subset that minimizes the metric. This paper focuses on the third question. We show that genetic algorithms are an efficient way of approaching the minimum when the population of subsets to be sampled is large. Two case studies based on the Walker Lake data-set are presented: firstly choosing k=4 simulations out of a total of 100, and secondly choosing 20 out of the same 100 simulations. In the first case it was possible to compute all possible combinations exhaustively and hence to demonstrate that the algorithm converges to the true minimum. This was not possible in the second case. Instead we demonstrate that it outperforms the random draw algorithm used in earlier work. A procedure for tracking individual selections during the iterative procedure was developed. This allows us to measure the evolution in the percentage of progeny resulting from crossing-over and from mutation that survived in the next generation. It gives valuable insight into how to choose the parameter values in the algorithm. Another key finding is that there is a trade-off between the number of individuals per generation and the number of generations required for the algorithm to converge.

The fourth Teetered Bed Separator (TBS) has just been installed in Australia, and trials have been run in many sites. There is a growing recognition of the potential advantages of using TBS technology to treat coal in the ?3+0.25 mm size range, at cut points below 1.60. From these activities, there has been a substantial growth in knowledge with respect to application engineering and operational functions. The paper briefly describes the installations, including flowsheets, and so provides a background to the potential deployment of TBS technology. There are a large number of potential applications for TBS technology, including treatment of fine ROM coal in new plants, or in upgrade situations for re-processing of spiral product, or scavenging coal from coarse tailings. As well, cost effective capacity upgrades are possible by using TBS units for treating the sands size fraction. Issues arising from Australian TBS installations and application engineering are also discussed.

Newly published models suggest that some orogenic and Carlin-style gold deposits formed by the remobilisation of trace elements during interaction with hydrothermal or metamorphic fluids from early sedimentary pyrite that was enriched in Au, As and Te. The released trace elements are transported by the fluids to favourable trap sites where they are deposited. Therefore, early enrichment of Au, As and Te in source rocks (particularly in pyritic black shale) can be crucial to the formation of orogenic and Carlin-style gold deposits.The most important cause of the enrichment of gold and other trace elements in the sedimentary basins has been examined in this study to determine which basins are the most prospective for the development of orogenic gold deposits. An important influence for Au and other associated trace element accumulation in sedimentary pyrite is the temporal variation of trace element content in the oceans, as revealed by a database of over 1400 analyses of pyrite from black shale through geologic time. It is inferred that sediments coeval with those where sedimentary pyrite is enriched in Au and associated trace elements are more likely to be source rocks of orogenic and Carlin-style gold deposits.Factor analysis of the trace element content of pyrite through geologic time was conducted to investigate the multivariate relationships amongst trace elements and how these chemical factors explain the uptake of trace elements. One important factor includes Te, Au, Pb and Bi content. The incorporation of these large cations into pyrite is enhanced by As3+ substituting for Fe in pyrite lattice. The As3+ ion occurs in relatively oxidised environments and, thus, it is expected that shales deposited in non-euxinic waters are better source rocks for orogenic gold deposits.The examination of both the time in which the sediments were deposited and the redox conditions of the basin, and the ocean more broadly, can be used as a guide to approximate the extent of a basin’s fertility. Deformation of underground salt, trona and potash mines is generally time dependent, providing for gradual adjustment of strata to mining induced stresses. Time dependence can allow for higher extraction ratios provided eventual failure can be tolerated. However, this eventual failure can be violent if creep deformation can shift stress and potential energy to strong, brittle geologic units. The mine failure case studies reviewed here illustrate this process. Yield pillars and defects in bridging strata figure prominently in these cases. Yield pillars provide local and temporary support to the roof, temporarily delaying the cave; and allowing extraction ratios and overburden spans to increase beyond the long term capacity of overlying strata. Defects (faults, voids, thinning) of strong overburden strata reduce the critical span, sometimes to less than panel width. Analyses of many of these cases have focused on a cascading pillar failure mechanism, but recent work and this review point to failure of strong overburden strata as the essential element. The suddenness of failure and attendant seismic events pose hazards to miners and, in some cases, to those on the surface. Characterizing these failures is a first step towards recognizing and managing the risk of catastrophic collapse in underground mines.

Due to elevated temperatures, excessive stresses and severed corrosion conditions, turbine engine components are subject to creep processes that limit the components life such as a turbine bucket. The failure mechanism of a turbine bucket is related primarily to creep and corrosion and secondarily to thermal fatigue. As a result, it is desirable to assess the current condition of such turbine component. By using eddy current images, it was shown that the eddy current technique could be used to monitor creep damage in a nickel base super-alloy. The eddy current results also show a significative variation in the electrical conductivity on the creep damage zone with respect to the background zone in nickel-base super-alloy samples. In addition, the absolute thermoelectric power coefficient show also a strong dependence associated with creep damage in nickel base super-alloy samples using a copper hot tip reference. The eddy current and thermoelectric power techniques seems to show promise as nondestructive evaluation tools for monitoring the level of creep damage in metallic alloys.

The 2,120-foot long cable stayed Penobscot Narrows Bridge that carries US Route 1 over the Penobscot River between Verona Island and Prospect, Maine is supported on four foundation units, one below each pylon and one at each abutment. Due to varying subsurface conditions along the bridge alignment, the structure was designed to be supported on foundations consisting of high-capacity steel H-section piles (Verona Pylon), a mat bearing on a prepared bedrock surface (Prospect Pylon) and spread footings bearing on compacted rockfill (abutments). The 70-foot by 80-foot (plan area) Verona Pylon foundation was designed to be supported by 288, 430-kip design capacity steel H-section piles (HP14x117, 50 ksi steel) driven through up to 100 feet of dense glacial till deposits containing cobbles and boulders up to 3 feet in diameter. The piles were installed using a single-acting diesel hammer (Delmag D62-22) with a maximum rated energy of 165 kip-ft. Thirteen representative piles were selected for dynamic testing (ASTM D-4945) to verify pile capacity, hammer efficiency and pile stresses. Dynamic testing determined that four different pile driving criteria were needed across the site due to variation in the bedrock and soil resistance below the footing plan area. Approximately 4 percent of the production piles were damaged/rejected due to misalignment and/or damage as a result of encountering the cobbles and boulders embedded in the glacial till. The rejected piles were located randomly throughout the plan limits of the foundation mat. Subsequent structural analyses indicated that the foundation was capable of safely supporting the design loads without the need for installing replacement piles. Evaluation of dynamic testing results with signal matching and pile driving records provided valuable information on pile side and tip resistance. Evaluations were made regarding predicted versus actual pile lengths, pile bearing material, distribution of skin friction and end bearing capacities.

Silica reacts with cryolite at 1010°C in two stages. The first stage is the formation of a sodium aluminosilicate of composition consistent with the mineral jadeite (Na20.AI20s.4Si02). The formation proceeds by atleast two different reactions. Formation of alumina or an aluminosilicate proceeds to its limiting value in the first 30 min while the formation of jadeite proceeds at a steady rate until quantitative conversion is achieved after 150 min. The net overall reaction can be expressed by the equation 6 Si02+2 Na3AlF6? (Na20.AI20s.4Si02) +2 SiF4 +4NaF.The second stage involves a slow reaction that proceeds with the evolution of a little SiF4, The net result is the formation of sodium aluminosilicates that are soluble in 30 per cent AlCIs-HCI solutions. While this could be explained by disproportionation of jadeite to form albite (Na20.Al203.6Si02) and nepheline (Na20. AI203.2Si02), it is more likely that it is due to further but limited reaction between the oxides and fiuoroaluminates.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007.
