Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. Scattering of delay interval around nominal value is an important issue in blasting practice. The scatter interval, as becomes wider, increases a probability of time delay overlapping adjacent blastholes. An excessive flyrock, ground vibrations, air blast and poor fragmentation are the symptoms for scattering related problems. Utilization of the short delays in the blastholes and longer delays on the surface are recommended solution to overcome mentioned problems. In contrast to global trends manifested through the application of electronic detonators and non-electric shock tube systems, revitalization of inexpensive electric detonators in combination with an accurate initiation system may be an acceptable solution. An extensive work was carried out at the Blasting Center Laboratory at the College of Mining and Geology, University of Belgrade, to develop a precise initiation system. As a result, Sequential Blasting Initiation System – Radio Frequency (SBIS-RF) was developed. It is expected that this system will increase blasting productivity, and reduce negative environmental impacts and total blasting costs.

The tensile properties of Cu-0.20 pct Al, Cu-0.45 pct Mg, Cu-0.27 pct Cr, and Cu-0.22 pct Be solid-solution alloys were studied at -196°, 18°, 2509 and 500°C on wires internally oxidized at 900°and 1000°C. Internal oxidation produced marked increases in yield strength relative to pure copper, particularly at low temperature. The yield strength decreased with increase in temperature to a much greater extent than predicted by current theories of dispersion hardening. The strengthening effect of internal oxidation persisted throughout the entire stress-strain curve, but since a marked loss of ductility occurred at all test temperatures, only modest increases in tensile strength were realized. INTERNAL oxidation involves the preferential oxidation of a baser solute in a relatively noble solvent by diffusion of oxygen into the solid. Since the process is diffusion controlled, it is expedient to carry it out at a high temperature often approaching the melting point. The amount of solute is limited and the oxidation conditions adjusted so that oxygen diffuses inwards to meet the solute causing reaction to progress inwards and form subscale instead of only sur face scale. The reaction can be made to occur throughout the thickness of thin material producing a fine dispersion of oxide inside the metal. C. S. Smith1"3 appears to have been the first to recognize the true nature of the process of internal oxidation. Although extensive kinetic and metal-lographic studies followed by Rhines and coworkers,4-5 Chaston7 andMeijering and Druyvesteyn8 working independently were the first to report hardening effects due to internal oxidation. These results prompted detailed studies of the effects of internal oxidation on the hardness, tensile, creep, and fatigue properties of a number of alloys by G. C. Smith and coworkers9-12 in England, on hardness by Gottardi13 in Italy, and on hardness and tensile properties by wood14 in the U.S.A. Publications dealing with other aspects of internal oxidation will not be reviewed here. Internal oxidation of solutes having a high affinity for oxygen provides a means of obtaining very fine dispersions stable in a suitable atmosphere at temperatures well above those at which most age harden ing precipitates coalesce. The process therefore offers a method of producing thin sheet and wire of possibly outstanding creep resistance. The size limitation might be overcome by internally oxidizing porous powder compacts made from alloy powder before final sintering. PREPARATION OF ALLOYS The alloy ingots, which were approximately 5 1/2 in. long by 1 in. diam, were made up in a high-frequency furnace, using as raw materials OFHC copper, 99.99 + pct Al, high-purity magnesium, and master alloys of Cu-4.19 pct Be and Cu-10 pct Cr. The alloys containing aluminum and magnesium were melted ii closed high-purity graphite crucibles and solidified in the crucible which was lowered partly Out of the coil to give a hot-top effect. This paper describes a study of seismic records from the Kiirunavaara mine footwall which were interpreted in relation with numerical models developed outside the study. Seismic data was retrieved from a portion of the mine and filtered with respect to the ratio between energy carried by an event's P (primary) and S (secondary) waves (Es/Ep ratio), local magnitude, and active mining depth. The data was analysed using Es/Ep ratios and Gutenberg-Richter graphs to determine the event origin, mechanisms, and minimum magnitude cut-off. The magnitude completeness was identified by studying the b-value stability and b-value differentiation between origin sets. It was shown that, by separating seismic events into the origin components shear, complex, and tensile based on Es/Ep ratios, a representative value for the magnitude completeness can be identified for a catalogue with a convex cumulative log curve. The majority of the events were shown to be of shear-slip origin based on the recorded Es/Ep ratios, with pure tensile events constituting only about 10% of the recorded data. Spatial and temporal event location patterns were studied and compared with numerical modelling results. The comparison showed a correlation between shear-slip seismic events and volumes experiencing high differential stresses in the lower part of the footwall. In the upper part of the footwall the results did not reveal any clear correlation between observed damage in drifts and seismic event locations. The concentration of seismic events in the lower portion of the footwall is discussed in the context of rock mass displacements. The results indicate a possible connection between mine seismicity at depth and damage observations in the drifts in higher non-seismic areas by seismic softening and subsequent lateral expansion of the rock mass.

This paper describes a proposed solution to the problem of mining a 315 foot diameter unsupported sphere at a depth of 2700 feet in a salt dome by conventional mining methods. The proposed solution utilizes many of the varied technologies available to the mining engineer for solving mining and underground construction problems. The following are reviewed in the paper: A. The location of the sphere within the dome as required by construction criteria. B. The relation of the location of the access shafts to the sphere. C. The rock mechanics theory in relation to the salt dome and large size of the excavation. D. The proposed "honeycomb" method of mining which will be a partial answer to rock mechanics stability requirements. E. The equipment which it is recommended be utilized to accomplish the construction. F. The rock mechanics measuring instruments proposed. G. The methods of disposal of the mined salt. Conclusions and areas of further study are outlined in the final statement.

The coal mining industry must be able to compete with alternate sources of fuel for the utility and industrial customers. If the industry is unable to control transportation costs, either due to government interference, or for other reasons, then mining costs must be kept down. Australia, South Africa, Canada, (and later Colombia) will take larger shares of the export market if mining costs are not kept competitive. The government's environmental regulations must be met without incremental increases in mining costs. Entrepreneurial instincts must be retained by the industry to provide for their investment in the future. What are the Problems with Existing Research? Government funding for coal mining research has been reduced or virtually eliminated. BCR (Bituminous Coal Research) is now a membership- supported organization, but its primary focus has been on health and safety-oriented research. BCR, however, is now attempting to widen its scope and conduct other types of research. There are almost no funds in EPRI's (Electric Power Research Institute) program for coal mining research. Large mining companies do some research for their own purposes and needs, but this is proprietary and therefore results are not shared with the remainder of the industry. The mining industry as a unit is not undertaking productivity (systems) oriented research in any common or cohesive manner.

"Draft income tax amendments aimed primarily at certain carve-out arrangements prevalent in the oil and gas industry could have devastating results for long standing royally arrangements in the mining industry . Whether or not this potentially damaging effect is intended is largely beside the points-the point is that the mining industry would be well advised to become familiar with the draft amendments and make sure that the potential damage to existing and future royalty agreements is minimized.The draft amendments fail to take into account the nature of mineral royalties and app ear to reflect a lack of understanding of the characteristics of the mining industry.IntroductionOn July 19, 1985 Finance Minister Michael Wilson released draft amendments to the Income Tax Act which are intended 10 effectively thwart the use of so called “carve-out arrangements"".Unfortunately, the proposed amendments are so broad and far- reaching that countless ""innocent"" royalty arrangements in the mining industry, and in the oil and gas industry, are threatened. The potential harshness of the new rules would be compounded by the retroactive application to the amendments to longstanding royalty and similar agreements."

Flotation of chalcopyrite from a low grade ore was studied by using different xanthates and dixanthogens as collectors and by conditioning the flotation pulp with oxidizing gaseous systems. The improvement in the recovery of chalcopyrite with the oxidizing systems was mainly due to the auto-activation of chalcopyrite, leading to the enhanced adsorption of xanthates and dixanthogens even when the latter were formed by oxidation of the xanthates. With air or oxygen as oxidizing system, the amount of ethyl xanthate required at pH 8.5 was much less than normally employed in the industry, the recovery being 97-99% of chalcopyrite with a concentrate of 24% copper. With isopropyl and isoamyl xanthates, the recovery was improved but the grade was lowered. By conditioning the pulp with air-CO2 or oxygen-CO2 mixture, the recovery was lowered with ethyl xanthate only, mainly due to the depressant action of bicarbonate formed. Flotation with dixanthogens gave cleaner concentrates of chalcopyrite. because iron pyrite did not float with these collectors. Of the dixanthogens tried, diisopropyl dixanthogen gave the highest recovery, 99% chalcopyrite with a concentrate containing 28.5 to 30% copper, when the pulp at pH 8.5 was condi-tioned with air. Isopropyl dixanthogen was found to be the best collector of all the xanthates and dixanthogens studied. It was found that the adsorbed ethyl, isopropyl and isoamyl xanthates at chalcopyrite surface, activated by cupric sulfate, and at iron pyrite surface were oxidized to the corresponding dixanthogens to different degrees in presence of air, oxygen, air-carbon dioxide mixture and oxygen-carbon dioxide mixture.' The dixanthogen formed at chalcopyrite surface was, however, firmly adsorbed while that at iron pyrite surface was easily desorbed. Since dixanthogens formed have greater hydrophobicity than the corresponding xanthates, as revealed by contact angles,1,2 the former were expected to improve the flotation results. It was, therefore, thought desirable to find out the effect of air, oxygen, air-carbon dioxide mixture and oxygen-carbon dioxide mixture on the selective flotation of chalcopyrite when individual xanthates were used as collectors. The effect of direct use of dixanthogens as collectors on the selective flotation of chalcopyrite was also investigated. For these studies, low grade chalcopyrite ore, received from the Indian Copper Corp., Ltd. (I.C.C.), Ghatsila, Bihar, was employed. At the milling plant of the I.C.C., chalcopyrite is floated at a pH of 8.5, employing ethyl xanthate as collector. EXPERIMENTAL Materials Employed: XANTHATES - Ethyl, isopropyl and isoamyl xanthates of potassium were prepared in a pure state by the methods described earlier.4 A 0.03% aqueous solution of a xanthate was freshly prepared in air-free distilled water for flotation studies. DIXANTHOGENS - Diethyl, diisopropyl and diisoamyl dixanthogens were prepared by the oxidation of xanthates by iodine and purified by extraction with petroleum ether. A 0.03% alcoholic solution of dixanthogen was used as a collector. FROTHER - A 0.2% solution of pine oil in ethyl alcohol was employed. SODIUM CARBONATE - A 0.4 N solution was used. ORE - The composition of the -100 +200-mesh size (Tyler standard) powdered ore, as determined by standard methods of analysis, was: copper 1.57%, iron 10.29%, sulfur 3.15% and acid insolubles 66.10%. Iron present as chalcopyrite (CuFeS2) was 1.38%, while that present as iron pyrite (FeS,) was 1.37%. Both chalcopyrite and iron pyrite were found to be liberated from the gangue minerals and from each other, as observed under a microscope. Flotation of Chalcopyrite with Xanthates in Presence of Different Gaseous Systems: Fifteen grams of -100 + 200-mesh size ore were shaken well with 100 ml of distilled water. The pH of the pulp was adjusted to 8.5 by the addition of sodium carbonate solution. Regardless of the care exercised by a blaster, seismic and acoustic effects produced by blasting can be disruptive and alarming to many people. With the general trend toward larger blasts, increased population, and urban sprawl, as well as sensational accounts of explosives - related incidents by the news media, fear and concern often leave residents searching for damage to their property. As a result, many blasting companies today find themselves at the center of litigation at an accelerating rate. Obviously, the best strategy for handling vibration and airblast complaints is to operate in a manner that does not create grounds for them in the first place. During the bidding process, ask questions. See the actual site to perf o rm an “exposure analysis.” Collect as many facts as possible before blasting including geological issues, contractual obligations, zoning, historical use of site, disruption of daily life to local residents, demographics of the surrounding area, as well as any unfavorable public opinions or prejudices connected with local construction projects or mining operations. A consultation with local pre-blast firms may assist in tracking down previous problems in the area.

Clay veins, also referred to as clay elastic dikes, have been responsible for numerous underground injuries and fatalities. These hazardous structures are also responsible for increased production costs during all phases of mining. For these reasons, the Bureau of Nines has investigated the physical characteristics of and roof instability problems associated with clay veins in order to make support and other mining recommendations. In addition the occurrence and origins of clay veins were examined to determine whether or not the structures could be projected into unmined portions of the coalbed. This investigation included portions of the Arkoma, Illinois, Northern Appalachian, Southern Appalachian, and Uarrior Coal Basins. Virtually a11 clay veins observed or documented occurred in the Illinois and Northern Appalachian Basins. Observed clay veins ranged in sire from 1 inch to 16 feet In cross-section and were found under shale, siltstone, sandstone, and limestone roof rock. Individual clay veins were predominantly composed of claystone; however, limestone. siltstone. and sandstone infilled clay veins do occur. Clay vein formation has been associated with the infilling of fissures which result from compressive, tensile, or shear ground failures. These gaping fissures were propagated by compactional processes and/or tectonic stresses active during and subsequent to coal iff cation. Associated fault, fracture, and slickenside planes commonly parallel clay veins and disrupt the lateral continuity of the immediate and, sometimes, main roof. When clay veins parallel or subparallel the direction of face advance the roof is segmented into cantilever beams causing unstable conditions. Therefore, the strata on either side of the clay vein must be bolted and strapped together to form a beam.

Researchers at the U.S. Bureau of Mines have developed personal-computer-based data acquisition, instrumentation, and mine visualization and modeling techniques to evaluate a mine accessway in a deep hard-rock mine in northern Idaho. These techniques were applied to a mine shaft in a large silver mine that has been in operation for many years. A very deep, rectangular, timber-supported shaft extending to depths exceeding 2.3 km (7,500 ft) had been deforming continuously as a result of nearby mining, resulting in operational problems. Preliminary visual observations and rock and support monitoring confirmed that severe diagonal distortion was occurring. Extensive field measurements and data analysis confirmed initial observations, provided insights into the cause of deformation, and defined a general approach to structural modeling. Computer analysis of the problem was initiated by developing a three-dimensional model of the terrain. This represented a volume of rock approximately 80 km3 (40 x 1010 ft3) and an area on the surface surrounding the mine 9 km2 (3 square miles). Based on this model, a three-dimensional, finite- element analysis was conducted to establish boundary conditions for sequentially more detailed two- and three-dimensional submodels of the shaft area. Results from the computer study are being used to develop new approaches to mine design and to provide design guidelines for deep mine accessways subject to severe rock-mass loading conditions.

The Bureau of Mines conducted research to develop triggered barrier systems for protection against gas explosions that can occur in underground coal mines during the use of continuous miners. Several extinguishing agents were tested in barriers at a simulated mine face. Water, powered by pressurized nitrogen, was found to be efficient in stopping fully developed gas explosions, but it had little effect against the explosion during its incipient stage. Hybrid combinations of currently known extinguishants, however, were successful against incipient explosions. Three hybrids that were developed and tested consisted of Halon 1301, combined with either an aqueous foam solution, water, or a dry chemical powder. The three hybrids were found to be more efficient than any constituent alone. Results of the tests point to a synergism between the hybrid components, and indicate that the Halon aids in dispersing its constituent and also converts the aqueous foam solution into a stable fine foam and the water into fine drops.

In situ, or in-place leaching is concerned with the extraction of metals from natural mineral disseminations without removal from their geologic location which, in many cases, amounts to the reversal of the deposition process accompanied by a presumed increase in velocity of the processes, if the project is to be profitable. Solution mining processes involve removal of minerals such as sulfur, common salt, and potash, generally leaving cavernous voids, in contrast to in situ leaching which term is applied to the selective dissolution of a mineral from its gangue without sensible disturbance of the formation. Where such a process can be operated, the advantages are manifold and have been so recognized by miners from the earliest days of mining. Recent technological developments have encouraged a reassessment of the status of in situ leaching, and it now appears possible to extend the application of the method from a few isolated special situations to many uranium and copper deposits. Anaconda's interest in the techniques stems from long experience with vat and heap leaching, 'dump leaching, and natural leach activities associated with several established mines. Increasing activity through-out the industry has been noted, particularly in leaching low grade pillars and the peripheral zones of operating mines, often by the introduction of leach solutions via boreholes drilled from surface. Reactivation of dormant mines] using similar techniques has been successful. Over the long term, environmental improvement activity will lead to excess sulfuric acid production, even to a disposal problem. The cost of leach solutions and reagents must be reexamined in this light. In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

Pure copper is known to exhibit intermediate temperature embrittlement when it is deformed at a slow strain rate, and a small addition of zinc suppresses this embrittlement. In the present study, the relation between zinc addition and hydrogen behavior was taken into account since the impurity hydrogen is believed to deteriorate the ductility at intermediate temperatures. Pure copper and Cu-l mass % Zn alloy specimens are prepared by melting in argon and in vacuum, so that a comparison can be made between the specimens with normal hydrogen content and those with' less hydrogen content. Tensile tests are performed at temperatures ranging from room temperature to 600 "C, and hydrogen behavior is analyzed using a newly developed testing machine that can detect gas evolution from the specimens during deformation and fracture in ultra high vacuum. The small addition of zinc to pure copper decreases hydrogen content, leading to the improved ductility at intermediate temperatures. In addition, the samples of both pure copper and Cu-1%Zn melted in vacuum exhibited higher ductility at intermediate temperatures than those melted in argon atmosphere, which is attributed to reduced hydrogen content.

Data on the cost and quantity available were developed for rutile (TiO2), which is potentially recoverable as a byproduct at sand-washing plants in the Southeastern States of Alabama, Georgia, North Carolina, and South Carolina. Baaed on 1969 production data, an estimated 4,300 tons of rutile could be recovered annually from plants that process more than 25,000 tons of sand per year. Rutile prices at which this resource would be available ranged upward from $262 per ton, compared with the current market value of $185 per ton.

Kosaka smelter is a copper smelter located in Akita Prefecture in the northern part of Japan. It has treated complex sulfide concentrates for a long time. Recently, in addition to metal production from ores, the company has been working on the recycling of metals by using this metallurgical technology. Metals recovered are primarily gold, silver, palladium, copper and lead from copper scraps, electronic board scraps, silver oxide batteries, spent lead acid batteries, semiconductor chips, cellular phones, and automotive emissions catalyst. In particular, electronic board scraps and cellular phones can be valuable raw materials. These electronic scraps are fed into the flash smelting furnace after size reduction in a shredder that was introduced in 1999. Due to the growing demand for personal computers and cellular phones, the amount of electronic board scraps available for recycling increased. At present, these secondary materials are good raw materials for Kosaka smelter since the smelter is already used to dealing with complex raw materials. The recycled metals account for up between 5 and 20 percent of the total production at Kosaka Smelter. In particular, over 90 percent of the palladium in the secondary materials can be recovered.

In the recent years, the mining sector is looking for specific indices, taking into account economic, environmental and social criteria, in order to meet the sustainable development requirements. In the present study traditional and environmental sustainable indices used in the Agios Dimitrios Power Plant, Northern Greece, are compared to those of ESKOM Company, South Africa, taken as reference. These indices are referred to, a) the solid fuels consumption, such as lignite, and, b) the emissions to the atmosphere, such as SO2, NO2 and dust. Last five years data show a remarkable improvement of all indices in the Agios Dimitrios Power Plant. Although the lignite used in this Power Plant is by far of poorer quality than that used by ESKOM - net calorific value 1272 and 4638 kcal/kg, respectively - dust emissions in both Power Plants are similar (52 and 31 g/kWh, respectively). The SO2 and NO2 emissions are very low in Agios Dimitrios compared to those of South Africa, respectively 1.92 and 7.91, and 1.74 and 3.61 g/kWh. This is mainly due to natural desulfurization (by the lignite?s calcium content) and the low NOx burners.

As the worldÆs population and global standard of living increase, the role of metals in the economy will not diminish in the 21st century, despite substitution and dematerialisation trends. Industrial Ecology is an emerging science that attempts to bring together physical, biological and social scientists and develop the tools for good management of the planet in the long run. In engineering terms, Industrial Ecology is defined as the reconfiguring of industrial activities with full knowledge of their environmental consequences. Production and use of materials must take into account the needs of both market and environment. Dispersive uses of metals will be phased out, as is being done with lead in gasoline, and post-use recovery of materials and energy will increase. This will result in an advantage for metallurgical processes that can use as feed materials concentrates as well as metal scrap and waste streams, such as bath smelting processes and slag resistance electric furnaces. The paper also discusses how metal extraction technologies, developed in the 20th century to provide essential materials to humanity, can be applied for the benefit of both mankind and environment in the 21st century.

What we discuss at this conference confirms the major issues facing us and sets out the issues governing how our mines and mining companies will be run in the next few years. In looking over the list of papers to be given, I have noticed something. It is something that I have noticed at almost every mining convention I have ever attended. Almost every paper at this conference concerns itself with the technical side of mining. Most of us in this roan are professionals; we are either engineers, geologists, accountants or representatives of some other profession. In getting where we are today, we have had to work hard to acquire the technical skills needed for our individual professions. We are all proud of our knowledge and work hard to claim the right to be considered an expert in a particular technical field or subject area.
